During Monday’s epic rainstorm, which wreaked havoc on the city with both widespread flooding and power outages, Karen Millyard, a professional dance teacher as well as a cho-

Toronto flood: preparation and reaction I

n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience. There always is. When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event. Such introspection is important no matter how well or poorly things went; it’s essential because it can help lead to improved service delivery during future emergency occurrences. Indeed, the consequences of our view Monday’s storm form a powerful reminder of the importance of Having a plan proper emergency planning, but just for the providers of munichelps weather not ipal services, but for residents and businesses as well. the storm Knowing what steps to take and what services to rely on during a trying time can make an unpredictable and uncomfortable situation just that much more bearable if there’s a plan in place. It helps to have that kind of stability. In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another. But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly. And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley. So for emergencies, there’s the preparation part, which we must always strive to improve. Cut Doug Holyday some slack Let’s not be too hard on Doug Holyday. Toronto’s deputy mayor seems to have found himself in a bit of a tangle since he decided to accept the nomination to seek a byelection victory for the PCs in EtobicokeLakeshore Aug. 1, and he’ll be stumping with former councillor and Liberal nominee Peter Milczyn. Here’s the trouble: nine years ago, Holyday made a fuss when then-councillor Olivia Chow sought the nomination for the federal NDP in the same riding where she’d just won her council seat. Holyday was outraged, and put forward a motion asking council require a councillor seeking higher office to immediately resign. Holyday maintains the circumstances are different. He hadn’t expected this byelection to come along, unlike Chow who knew an election was in the offing when she ran for municipal office.

david nickle the city Critics have pointed out in 2004, Holyday hadn’t made that distinction, and he shouldn’t now. To that, I say: Oh, tosh. Holyday has been consistent – consistently Conservative – through his long career as a municipal politician. When mayor of Etobicoke, he took one look at that city’s unionized garbage collectors and replaced them with contractors. When Holyday came to Toronto council, he listened as mayor Mel Lastman called then Ontario premier Mike Harris a liar and gave away influence to NDP. When former NDP mayor David Miller took over in 2003, Holyday went to war. When New Democrats on council tried to look after one another, using tax

dollars to cover legal bills related to their candidacy, Holyday was all over that. And yes, when Chow made a play for a federal seat in Ottawa while she sat on Toronto council, Holyday stood up to shout, ‘No!’ But we should understand: Holyday was shouting ‘No’ to a New Democrat, attempting to use taxpayers’ money to bring a socialist agenda to the nation’s capital. Councillor Holyday is hoping to cut gravy at Queen’s Park in the same way he understands Mayor Rob Ford to have done at city hall, and to bolster a Progressive Conservative caucus that has, to his mind, been too long out of power and far too long without a seat in Toronto. The Conservative agenda is at stake. And that, for Holyday at any rate, makes all the difference.

Keep the land transfer tax: reader I have heard Mayor Rob Ford is still intent on reducing, if not eliminating, the city’s land transfer tax. While I am in favour of eliminating taxes, I was surprised to read this tax brought in more than $340 million in 2012. What a cash cow this has become for the city. I would like to suggest that not only should this tax remain in place, but more ways should be found to source new revenues from the real estate movers and shakers in this city. They aren’t suddenly going to go away and take their urban sprawl with them if they don’t get what they want. We don’t need to subsidize them because they can afford it. Chris Belfontaine

Subway closures for signal work

T

he TTC announced it will close portions of the Yonge University Spadina (Y-U-S) line for several days in a row this October to continue its complete overhaul of the subway signal system. The closure, which affects stations between Bloor and St. George, begins Thanksgiving weekend and continues for nine days until Oct 20. During that time subway service will be replaced by shuttle buses. Track signal conversion work on Y-U-S is expected to last for at least four more years and until then additional lengthy subways closures are expected. share system flush with funds? wBike

The city might have found a way to prevent the flushing of the BIXI bike share service by diverting funds for new public toilets to the cash-strapped operation. While details of the plan have not been released,

With the summer in full swing, a traffic plan for Queens Quay construction work is now in effect. Beginning Monday, a twoweek traffic diversion began on Queens Quay between York and Rees streets. Also announced was a rerouting of the 510 Spadina temporary bus route replacing streetcar service until the Spadina Loop track is rebuilt. The work is part of a $110 million revitalization of Queens Quay, the water-

Metrolinx released new designs of planned noise wall barriers to reduce the effects of increased diesel train traffic when the Union-Pearson Express (UP) train service opens in two years. The transit planning agency has worked with several community advisory groups on finalizing designs for the five-metre high walls, which are to be installed along the Georgetown South GO rail corridor beginning next year. The noise walls are opposed by several westend resident groups.

GO expands Quiet Zones on its rush-hour trains RAHUL GUPTA rgupta@insidetoronto.com GO Transit will soon expand Quiet Zones noise restriction areas to all of its rush-hour trains. Beginning Monday, July 15, the program will be in effect on the upper levels of all GO trains servicing rush hour commutes both morning and afternoon. During that time, commuters seated in the specially designated areas will be expected to refrain from creating excessive noise through loud conversations, music or beeping electronic devices. “There will still be an opportunity to take a quick phone call or hold a quiet conversation if it doesn’t disturb others,” said Mary Proc, GO’s vice-president of customer service. regarding the Quiet Zones, which were first introduced on the Barrie line back in February convinced GO to expand the pilot program system-wide.

A recent customer survey indicated more than 80 per cent of respondents supported the program. The restriction will not be in place on weekends when

there are more families and train riders are generally more “boisterous”, said Proc. But while GO has no plans to end the program, no final decision will be made on making the Quiet Zones a permanent feature of the regional transit provider’s train service just yet. Proc said the restriction will be re-evaluated within three to four months when another customer survey is issued. On Twitter, the response to the Quiet Zones expansion was largely positive with comments from users like @being_margaret praising increased opportunities to enjoy the silence. “Quiet zone on my GO Transit rush-hour trains? Yes please!” she tweeted.

ization and serves to bring the community together. “Before the revitalization, Regent Park was a part of Toronto people avoided,” he said. “Not any longer. Residents, neighbours and tourists alike have something to look forward to every Wednesday.” Market Bucks have also been made available to Regent Park residents, giving them a chance to drop by the market and test out the wares. In addition to providing opportunities for local residents, the Regent Park Farmers’ Market offers spaces for community organizations such as Art Heart and the Regent Park Soccer Club. Naturally, it also features Ontario farmers selling fresh, organic produce, including vegetables and herbs that are not available in most grocery stores. “There’s been a good response so far, and one thing I keep hearing is that

people really appreciate having something to bring the community together,” said vendor Michael Bernstein of Wicklow Way Farm. The residents of Regent Park and the surrounding community have clearly taken to the market. It was packed during its opening celebrations and offers the promise of growing larger as the summer goes on. “It’s nice to have something like this close by,” said downtown resident Marie Clemens, who took a short walk to Regent Park to check out the market. “There hasn’t been something like this in this area that I know of and it’s a welcome addition to the neighbourhood.” The Regent Park Farmers’ Market runs from 3 to 7 p.m. Wednesdays through to Aug. 28.

Toronto’s Bloor viaduct will light up by the Pan Am Games in 2015 DAVID NICKLE dnickle@insidetoronto.com The Luminous Veil will become luminous in time for the Pan Am/Parapan Am Games, after Toronto’s Executive Committee voted in favour of finishing the prominent suicide barrier along the Bloor viaduct with lights, as was originally intended. The committee approved spending $200,000 immediately and up to $1.3 million in 2014’s capital budget to light up the bridge. The lights were part of the original plans for the veil when it was constructed 10 years ago, but was removed for lack of funds. That was then. With the Pan Am Games coming to Toronto in 2015, Mayor Rob Ford’s Executive Committee voted for the lighting, which would light up the entire bridge, both underneath and on top. Committee member Councillor Norm Kelly moved

the motion to add the cash to the project on behalf of local councillors Pam McConnell and Paula Fletcher. “I think we have an opportunity now with the Pan Am Games to use the money to implement council’s decision to create a luminous veil,” he said. “It has the opportunity to be a beautiful... a gorgeous addition to the City of Toronto.” Fletcher came to the committee to urge support. “What I’m here to speak to you about is for the City of Toronto to be able to realize a project started many years ago: to make the luminous veil luminous,” she said. “...It is a major architectural wonder here.” The veil was a controversial item a decade ago. Although it was first approved in 1998, money continued to be an issue as its cost more than doubled from the initial $2.5 million estimate. Finally, the difference was paid for through

Toronto firefighters have been awarded a five-year contract that will see their wages rise by more than double the rate of unionized city workers, but commensurate with police wages. The settlement was awarded by arbitration — the means by which firefighters, police and TTC workers settle their contracts, because legislation prevents them from striking. One thing the provincial arbitrator didn’t do was accept the city’s argument that any settlement ought to be based on the municipality’s ability to pay. City manager Joe Pennachetti said the arbitrator said because the city was running a surplus, it wouldn’t have trouble paying.

Businesses’ help sought by Zero Gun Violence Movement MIKE ADLER madler@insidetoronto.com Businesses – and everybody else in Toronto – must do more for youth at risk of criminal involvement if the city hopes to see a summer without shootings, says a new coalition called Zero Gun Violence Movement. Groups concerned with violence in Toronto, where

12 people were killed by guns already this year, announced a 90-day anti-gun violence campaign recently in Scarborough. Unfortunately, word came to the organizers that a man in his 20s on Danforth Avenue was being rushed to a trauma centre after being shot multiple times. “We didn’t even finish closing down the launch,” Louis

Often, these investments were programs to support young people or give youth a safe place to be in such neighbourhoods, but March said he’s been talking to people across Toronto who say they need more help serving youth at risk. “There’s a lot of incredible people doing a lot of incredible work out there.
