After leaving her post as TrinitySpadina MP last year to run for mayor of Toronto – a bid that resulted in a disappointing third-place finish – Olivia Chow is making a return to politics. Chow, whose experience in politics includes a stint as Toronto District School Board trustee from 1985 to 1991 and as city councillor from 1991 to 2005 in addition to her time spent as an NDP MP, had been teaching at Ryerson University since shortly after the election loss. T h e w i d ow o f f o r m e r NDP leader and Canadian political icon Jack Layton, she announced on Tuesday alongside federal NDP leader Thomas Mulcair her intention to run as the NDP candidate in the newly-formed riding of Spadina-Fort York. Chow’s plan to run as the NDP candidate sets up a battle of political heavyweights in Spadina-Fort York, where she will square off against Liberal incumbent Adam Vaughan, who won Chow’s vacated seat in Trinity-Spadina after she left to throw her hat into the mayoral race. Both are popular within the riding. Ryerson University applauded her decision to reenter the political arena.

A proposed upgrade to the Wychwood Library has some residents in the Casa Loma neighbourhood up in arms over the loss of a lawn bowling clubhouse. The clubhouse for the Wells Hill Lawn Bowling Club, which was built in 1948, sits on library land just east of the branch. While the bowling club and the library have coexisted peacefully until now, Wychwood’s planned growth could necessitate the razing of the clubhouse. Group wants excess school land to remain public JUSTIN SKINNER jskinner@insidetoronto.com With the Toronto District School Board (TDSB) looking to sell off a portion of the land on which Davisville Public School sits, a group of local residents are working to ensure the property remains usable for the public
at large. Rather than settling for having the land converted to condos, those residents – which changed its name on Monday from Davisville Hub to Midtown Hub – are looking to create a community centre or similar space in the area. With no community centres
in Ward 22 at present and new developments popping up left, right and centre, the need for such a space is certainly there. “We looked at the ward and we have 65,000-plus people without a community centre, which is kind of unusual,” said Lisa Kelleher of the Midtown

Toronto is host to hundreds of restaurants, entertainment venues and cafes, but for those living with disabilities, accessibility issues can make many of those off-limits. Blog-based website AccessTO is looking to highlight those that eliminate barriers, ensuring people with mobility issues can dine, drink and take in performances easily. Founded by physiotherapist Silvia Guido as a summer project for patients who had suffered spinal injuries, brain injuries, strokes or other conditions causing impairment, AccessTO aims to become a one-stop destination for those looking for accessible options in the city. “I started a blog about it and then got a team of lovely volunteers – mostly friends and family – to help me out,” she said. The site’s list of volunteers now features a group of occupational therapists, all
of whom are versed in the criteria that make a venue accessible or not. Everything from parking/transit and entrances to washrooms to table heights and pathways between tables is scrutinized. AccessTO does not offer star ratings and does not point out where restaurants have failed to meet accessibility standards. Instead, it points out sites and venues that provide barrier-free service. “I figure if we highlight what’s good, hopefully that will make businesses want to change on their own without waiting for (accessibility) legislation,” Guido said. The site started out growing organically, with volunteers simply remarking on businesses when they happened to stop in. Now, however, it is a bit more structured. AccessTO has partnered with the University of Toronto, with students pitching in to look at accessibility and age-friendliness as part of a research project. “One of the things we look at is ‘are the tables standard
height?’” Guido said. “A lot of bars have all bar-height tables, which really accentuates people who are in (wheel) chairs.” The site’s founder is hoping to expand AccessTO’s scope, from ensuring the web content itself is accessible to those with visual impairments to getting new reviewers to fostering a comment-friendly culture. “We’d love to turn it into more of a community where people comment all the time,” Guido said. “We’d also like to get more people with disabilities to contribute, whether that’s by going to venues or just commenting on what we write.” More important than making the site better, is making Toronto’s culinary and arts scenes accessible. “It’s easier than some people think to make a space accessible and we hope this lets people know that,” Guido said.

Ironman vet to swim Lake Ontario for charity JUSTIN SKINNER jskinner@insidetoronto.com After a return to the active lifestyle he enjoyed as a teen, downtown Toronto resident Michael McIsaac is looking to use his fitness to save the lives of others. The 32-year-old lawyer is looking to swim a 51-kilometre span of Lake Ontario, in the process raising $100,000 for the Douglas Wright Foundation, which works to raise awareness around melanoma. McIsaac completed junior triathlons as a teen, eventually giving them up in favour of Junior A hockey. As life got busier, however, he found keeping in the tiptop shape he enjoyed when he was younger became more challenging. Work consumes much of his time, and his
long-standing dream of one day running an Ironman Triathlon – a gruelling test of endurance consisting of a 2.4-mile swim, 112-mile bike ride and a marathon – seemed to be fading out of reach. About four years ago, he took up the mantle once again, working on all three legs of the triathlon. “I would spend a lot of time thinking about it and I finally decided to get back into running, cycling and swimming in a more serious way,” he said. “After a while, every time I looked out at (Lake Ontario) I would think ‘I can do that.’” Having already met his goal of finishing the Ironman Triathlon – McIsaac completed the run in 2013 and again in 2014 – he turned his focus to the goal of crossing Lake Ontario. While the library’s redesign calls for some space to be allocated within the building to lawn bowling club members, the space to be allocated would be smaller than the current clubhouse. “What we’re looking for is for the library to redraft its proposal to include the preservation of the existing clubhouse and take a serious role as a steward of the Wells Hill Lawn Bowling Club,” Spencer said. on behalf of the Casa Loma Residents Association, expressed opposition to the library’s plans to take over the space currently occupied by the lawn bowling clubhouse, that opinion is hardly unanimous. Doug Allen, the club’s social convenor, said the existing clubhouse is in need of maintenance work and added despite doubling its membership in recent years, the club could make do with less space. “We need a place to store lawn bowls and a lawn mower, and a little extra space for our users,” he said. “I’m not
really upset at the loss of the clubhouse.” Allen added the club is more concerned with the fees the city charges for the use of green space, which amounts to some $3,400 rent per month. They have started a petition to have permit fees lowered or eliminated. Councillor Joe Mihevc, who represents the ward in which both the library and the lawn bowling club are situated, said the dispute over the clubhouse is up for debate, as is the potential heritage status of the clubhouse building. “The fork in the road where we are is: do we shrink the library property and keep the

clubhouse or do we keep the library (expansion) plans as they are and build the clubhouse inside the library?” he said. He added he is awaiting word from staff to determine whether there would be merit to giving the clubhouse heritage status, which would protect it from demolition. Susan Martin of Toronto Public Library said community consultations and the results of a heritage impact study will help to shape the library’s plans. “One of the reasons we do consultations is because we want to hear from the community,” she said. “We’ve had good discussions with Parks and Recreation and with the lawn bowling club. As far as I know, the Casa Loma Residents Association is the only group to come forward with concerns.” The library will continue to hold community consultations as it moves closer to finalizing the plans for its redesign.
cancer at the age of 29. “We probably only met a couple of times, but he was a very, very good friend of one of my best friends from school in Kingston,” McIsaac said. “The people who sit on the board are people I know and trust, and when you’re raising money, you want to make sure you know it’s going where they say it is.” The 51-kilometre swim will test the limits of McIsaac’s endurance, not just physically, but emotionally as well. He noted hypothermia, which is a concern in big, open water areas even in summer, could pose his biggest threat. He learned that lesson when practicing at a long-distance swim camp in Majorca, Spain in April. “I had (hypothermia) in Spain and it really breaks you down,” he said. “It’s not just a
physical kind of pain. The cold breaks your mind down and it hurts – it really hurts.” He is hoping for warm weather and clear conditions when he embarks on his swim on Aug. 21 and 22, but knows there are no guarantees when it comes to Lake Ontario. “The best case scenario is for me to finish in 19 hours, and that’s if I’m not suffering, it’s not cold and it’s a clear lake,” he said. “But depending on what Mother Nature throws at me, it could be 24 (hours.)” Should the weather be too onerous, McIsaac will postpone his venture by a week to Aug. 29. He is still taking donations for his long-distance swim.

Expansion will double space JUSTIN SKINNER jskinner@insidetoronto.com The Wychwood Branch of Toronto Public Library is gearing up for an expansion that could see it more than double its square footage and add new programs and features. The proposed plan calls for the library to grow to 15,000 square feet from its current 6,381, with updated and upgraded facilities. “We’re looking to add additional programming space, expand our children’s space, have better zoned areas for children and adults and have additional programming rooms,” said Susan Martin, the TDSB’s divisional support manager for branch capital projects. An upgraded technology space is expected to complement the library’s more traditional offerings, though Martin said it’s still too early to determine what that will entail. Overall, Toronto Public Library has earmarked $7.684 million for the library redesign through its capital budget. Apart from financial concerns, the redesign will face challenges due to its historic status. “Certainly, the library itself
is a heritage building,” said councillor Joe Mihevc, in whose ward the Wychwood library stands. “Its front was constructed in 1916, so next year will be its 100th. It’s one of four libraries in Toronto that were built by the Carnegie Foundation to support literacy back then.” Mihevc said the redesign could allow for anything from a seniors space to an innovative space for youth, both of which he said are needed in the community. Placing books on movable shelving units could also open the space up for public events. Provided the planning process goes smoothly, work on the new library could start as soon as next spring with an eye to completion in 2017, though Martin noted the plan is still in its early stages. “The plan is to have a completed design in the next six to nine months,” she said. “We’re hoping to be in construction by this time next year, but there are a lot of steps to go through before then.” Those steps include community consultation. A public open house was held Tuesday at the library, 1431 Bathurst St., with another one to be organized at Wychwood Barns in September.

Olympic prudence needed in wake of Pan Am afterglow

e like the enthusiasm, goodwill and optimism Toronto’s Pan Am Games appear to have generated. But we must stress this is a time for prudence and caution as it relates to the Olympic Games and the city considering a bid. With the Pan Am Games portion of the Toronto 2015 Pan Am/Parapan Am Games complete, what were once merely isolated whispers of a future Olympic bid for our city have grown noticeably louder – and in fairly fast fashion. As a concept, a Toronto Olympic bid is not an outrageous one. It really isn’t. Reviews of the Pan Am experience are largely positive. While there would be work needed to bring facilities up to Olympic standards, there’s been a good start made with the Pan Am/Parapan Am our view Games facilities. Also, the city’s and cultural diversity Objective review ethnic make Toronto an ideal showof Pan Am Games piece for a global event. And as the Pan Am Games the first step have shown, these kinds of events can serve as an important catalyst for needed infrastructure improvements that serve the community at large well after the Games have left town. But... one thing at a time, people. First, let’s have a proper assessment of the Pan Am/ Parapan Am Games – which aren’t even over yet. This review should provide relevant, objective information that can help inform not only an Olympic bid decision, but also ongoing aspects of life in the city, particularly as it relates to traffic and transit. Also, Toronto has been down this Olympic bid route before. The two most recent bids being the one for the 1996 (which went to Atlanta) and 2008 (which went to Beijing) Games. The bids alone are a significant undertaking. It’s worth examining what happened in those instances. The post-Pan Am Games euphoria for Toronto is understandable. Indeed, it’s better than the alternative. But it will take more than euphoria to fuel a legitimate Olympic bid. The city must assess its needs and capabilities. So let’s rush to the finish line, not to the starting gate. We all need to take a deep breath, and understand just what something like this would entail before we decide it’s the right course of action.

There’s a showdown in Spadina-Fort York
I
t is going to be a hot time in Spadina-Fort York this summer and fall. Two of Toronto’s highest-profile progressive pols, Olivia Chow and Adam Vaughan, will be facing off in the newly minted riding. Vaughan, a former broadcast journalist and city councillor, is the incumbent of sorts; he has held the vanishing federal riding of TrinitySpadina for a year, winning it for the Liberals in a byelection necessitated by New Democrat Chow’s departure to run what turned out to be an unsuccessful mayoral bid. It wasn’t a great surprise when Vaughan took the byelection. Indeed, voters in the NDP-supporting riding could have been forgiven for not realizing they weren’t voting NDP again when they elected Vaughan. He had been a proper nemesis for the right on council –
david nickle the city then-mayor Rob Ford in particular – and a strong supporter of progressive causes. Several of his colleagues privately wondered why he hadn’t joined Thomas Mulcair’s team, given all that. But Vaughan threw in with the Liberals for a pragmatic reason: in the spring of 2014, Justin Trudeau seemed the best bet to replace Stephen Harper and the Conservatives in government. Things appear very different in 2015. It’s not trending well for the Liberals, and the fortunes of Mulcair’s New Democrats have risen considerably. If the trend in polls continues, Vaughan will have to rely principally on his own record
as a local representative - which is not inconsiderable, as he will also draw on his accomplishments as city councillor and profile as a media-savvy former journalist. Chow, conversely, will be riding an orange wave propelled further by the profile she built during the 2014 mayoral campaign. She didn’t win, and didn’t, in the end, even run a terribly effective campaign against Doug Ford’s bombast and John Tory’s reassurance. It was an honourable defeat. And there is that orange wave. In most elections, the NDP policy book shows up as a utopian document no one seriously thinks has a chance of being implemented. But this time, promises to fund child care and public housing and transit infrastructure carry the weight of possibility. It will be a hard fight, for that. A year ago, Vaughan
was a serious catch for Trudeau and the Liberals. On Tuesday, he made it clear that he still is. “Olivia Chow has never given me a free ride in this city and I’ve prevailed,” Vaughan told reporters. And that much is true. He took over Chow’s seat on council when she left for Ottawa by beating her preferred candidate. He defeated Chow’s chosen successor (and now city councillor) Joe Cressy a year ago. And the new riding concentrates Vaughan’s support, and contains polls where Chow did not do as well in her bid for mayor. What it boils down to is this: in 2015, it’s a good bet the new Member from Spadina-Fort York will be a member of the governing party. All other things being, in this case, nearly equal.

Newly named Midtown Hub group taking online survey

said. She added sports and fitness programs, green space and arts and culture facilities are also high on respondents’ list of priorities. While information is being gathered, Midtown Hub is looking to find ways to finance the potential new space, from Section 37 benefits from the city to partnerships to donations. Ward 22 councillor Josh Matlow has pledged his support for the project and is working closely with the group to help bring it to fruition. “There are many, many more people coming in to the community
and there hasn’t been enough attention paid to the basic infrastructure in the area,” said Matlow. “There’s a clear need for a new centre that offers recreational services in midtown.” Matlow has asked the city’s parks and recreation staff to report back with its own recommendations on what can be done with the space to ensure it meets the community’s needs. One thing he is adamant about is it will not become home to condos. An earlier TDSB plan would have seen some developed on the site, and the
councillor made it clear he would not approve that type of development. “I, along with the community, expressed strong concerns with the condo plans because they didn’t respect the City’s Official Plan,” he said. Matlow did acknowledge the site could become home to a residential building – for instance a seniors residence – if that helped facilitate the community hub and did not adversely affect the neighbourhood. Money raised from the sale of the land will help redevelop Davisville Public School, with both Matlow and local residents hoping to ensure those funds remain within the area. The councillor pointed out the school itself is in dire need of an upgrade. “The current facility doesn’t work,” he said. “The rooms are too small for the class sizes and the boilers are constantly breaking down.” The group’s website, www.davisvillehub.ca, is in the process of being moved to a new domain at www. midtownhub.ca, with details and the survey slated to be available on both.

Once the group determines what people would like to see in a new community centre/community space, the plans for the Midtown Hub will begin to take shape in a more concrete way. The online survey offers a variety of options for the hoped-for new space ranging from a community kitchen to sports and fitness programs to a dog park to seniors’ spaces. With roughly 200 responses collected, Midtown Hub member Steph Rickard Chadda said a few key themes are beginning to emerge. “Definitely one of the top responses is for a pool because people have a hard time when they’re trying to get into a surrounding public pool,” she

While the Pan Am Games are officially in the rear-view mirror, the city’s celebration of North and South American culture is rolling on. Many of the athletes may be gone, but the diverse tastes and culture of the countries represented at the games will be on full display with the return of the Pan American Food Festival to Daniels Spectrum. The event, now in its third year, features food, entertainment and interactive activities for people of all ages. “It’s a celebration of the cultural cuisine and also of the culture in general,” said Pan American Food Festival board member Francisco Alvarez. “There will be a street market with vendors representing different countries and free food demonstrations with chefs every day.” One such demonstration will see food competitions, with local chefs of various nationalities offering their own take on dishes from
Grammy nominee Caloncho, Dominican Bachata singer Chantel Collado and a Mexican folklore dance by the Mexicans Folk Ballet. Guests can take part in dance workshops, a zumba class, a gardening workshop, kids’ art classes and more. The event’s diversity will be showcased with a Pan American Parade on Saturday. “Now that the sports are done, we’re looking forward to seeing if there’s a real interest in delving a little deeper in everything (the Americas) have to offer,” Alvarez said. He added last year’s festival drew some 15,000 people to Daniels Spectrum over two days. With this year’s event stretched over five days, he is hoping to surpass that figure by far. PrideHouseTO shows LGBTQ inclusiveness of Pan Am Games REBECCA FIELD ccmirror@insidetoronto.com The most inclusive multisport games in history – this was the goal of PrideHouseTO in welcoming athletes to the Toronto 2015 Pan Am/ Parapan Am Games. The organization held a power of sport reception with Proud Politics at their 519 Church St. location to celebrate the power of sport
in bringing people together. Toronto Mayor John Tory was in attendance to give a speech on the inclusiveness of the games. “The 519 has been transformed,” Tory said to the crowd of attendees at the reception. “It’s such a magnificent place.” The building has received more than 25,000 visitors over the course of the Pan Am Games with the goal of
welcoming everyone to the games – including members of the lesbian, gay, bisexual, trans and queer (LGBTQ) community. “A l o t o f t h e s e Pa n American countries, I don’t think we really realize that they are not as accepting and embracing of people who are diverse,” said Tory in an interview after his speech. “Including people who are diverse for being a part of the

PrideHouseTO has received significant funding from corporate sponsors, as well as Ontario’s Trillium fund, said Catherine Meade, co-chair of the Leadership Team at PrideHouseTO. Meade said from the very first meeting at the 2015
Toronto Pan Am/Parapan Am offices, the planning committee wanted the legacy of Toronto’s games to be about acceptance. “No PrideHouse has had any corporate funding,” said Meade who noted there have been two other Pridehouses – one in Vancouver and another in Glasgow – and Toronto is the only one with corporate funding. support “We’ve been really pleased from the support we’ve had all along from athletes and politicians, from community leaders and from members
of our community who are here,” said Meade. The PrideHouseTO initiative took over the already established 519 Church Street Community Centre to organize Pan Am viewings, receptions and sports activities on Church Street, which has been closed to traffic each weekend of the games. “(The 519) is a centre of the community as a whole, it’s not just a centre of the gay community, but I think if there was a place for the LGBTQ community to find home and to find comfort and find support – including professional support – this is it,” said Tory.
Caregiving support over the summer months With the last weeks of summer underway, many of us are gearing up for our last jaunts to the cottage, road trips and similar vacations. When the summer lasts for only a mere few months, it makes the need for a seasonal getaway even more important for so many. While the family heads out to the cottage or beyond, however, there are often questions about where elderly relatives will stay while the family is away. Many seniors are cared for by their adult children. The Toronto Central Community Care Access Centre (CCAC) provides respite care to caregivers who want the peace of mind knowing that their elderly loved ones are taken care of while the family is away. Depending on the family need, respite care can be arranged to provide temporary, substitute living arrangements or special care in the home for seniors. Respite care can provide a brief period of relief or rest (usually more than twenty four hours) for the family members, guardians or other people who are regular caregivers for seniors. There are also short-stay programs that are offered by some long-term care homes and retirement residences for seniors living in the community, who require care when recovering from an illness. Short-stay respite care for your elderly loved one can be provided to caregivers in the following circumstances: 1) The caregiver needs to be away for more than a day (example: vacation or work commitments). 2) The caregiver is hospitalized and needs someone to provide temporary care for their elderly loved one. 3) The caregiver requires 24-hour nursing care and/or assistance with daily living activities on a short-term basis. 4) For in-home respite care, services are coordinated by the CCAC and paid for by the Ministry of Health and Long-Term Care. The three-time Paralympic swimmer and five-time Paralympic gold medalist has competed around the world — but never at home. “As a retired athlete I’m pretty jealous,” said Gotell, waiting with a crew of Pan Am athletes to purchase tickets for the upcoming Toronto 2015 Parapan Games. “I never got to compete on home soil, to have this awareness-building opportunity, not for sport in Canada but for Para Sport. This is absolutely ginormous.” Gotell is participating in the Games that begin Aug. 7 as a member of Team Canada’s Mission Staff. “I’m the athlete mentor for the whole team,” she said. “I’ve done this in London and in Socchi. I’m glad to support
the athletes with whatever they need...” On Tuesday she was on hand to help encourage Torontonians to buy tickets for the events, along with Pan Am athletes Zack Chetrat, Pan Am bronze medalist and cocaptain of the Canadian swim team; Brittany MacLean, Pan Am bronze medalist; and Julia Wilkinson, two-time Olympic swimmer. According to TO2015 spokesperson Neala Barton, so far the Parapan Games have sold 50,000 out of 200,000
tickets. “It is exacxtly where we would expect to be,” said Barton, who said most ticket sales will likely come as the Games begin. “When people start to see it happen they want to come and support the athletes—they’re often very late sales.” The Toronto Parapan Games will feature 15 sports at 11 venues, with 1,600 athletes.
