JUSTIN SKINNER jskinner@insidetoronto.com While it may not be perfect for anyone, a settlement regarding a domed roof and turf field at Central Tech is at least workable for everyone. The community around the school in the Bathurst and Bloor streets area has been long opposed to a plan to install turf and a dome to replace Central Tech’s decrepit playing field. Local residents’ groups were concerned the plan would essentially make the field – one of the few public open spaces in the area – off-limits and cause parking and traffic problems, among other issues. The protracted battle has seen the school’s teams left without a home field since the soil was found to be contaminated through a routine environmental assessment in 2013. That has also left the field closed off to the public, making one of the residents’ concerns with the initial plan a reality. On March 5, however, a group of stakeholders hammered out a resolution that would meet at least some of their goals. That group included the Toronto >>>domed, page 5

Gertrude Kearns has exhibit at Fort York Visitor Centre HILARY CATON hcaton@insidetoronto.com Contemporary war artist Gertrude Kearns’ 46-piece exhibition at the Fort York Visitor Centre is more than just homage to Canada’s Afghan mission; it’s a reflection of the effects war has on those who call the shots on the front lines. “I hope each piece will indicate certain things about the personality of each commander and what the weight and burden he had to carry and show the energy of each one and the loneliness of command,” Kearns told The Villager. He r w o rk h a s b e e n described as an emotional journey, fearless, self-assured and ruthlessly honest by the military subjects portrayed in her latest body of work The Art of Command - Portraits and Posters from Canada’s Afghan Mission. The exhibit showcases large scale portraits and posters Kearns created from 2006-2015. For the majority of pieces this will be the first time they’ll be on display to the public. According to chief curator for the City of Toronto and the

Fort York Visitor Centre Wayne Reeves, the centre couldn’t pass up the opportunity to have Kearns showcase her work here. “It’s my job to know the history of Canadian military art and I knew she was a very important part of that over the last 25 years,” Reeves said. “Her work has been at the Canadian War Museum and it’s caused quite a bit of controversy too. So all the museum staff were super charged to have her because it’s very contemporary, it’s edgy and yet it’s a natural fit to Fort York. We thought it was a winning combination.” The exhibit has two components, the first is her portrait series of 20 different commanders. Each face etched with such intensity, precision and detail it’s hard to look away. Every line, wrinkle and crack on their face is amplified to show how commanders wear their time abroad on their face and not just on patches stitched onto their uniform. The second component is 26 texted art prints that incorporate an image of the portrait with text sprawled around it.

Snippets of phrases, like “War changes you” and “No time for Hollywood moments” adorn the posters in bold, bright texts. “Everything about the posters is deliberate. The positioning of the words, the colors, the angles,” Kearns explained. “It’s all based on notetaking I did with them while in conversation and some are quotes from other people talking about them (the commander) and their mission.” According to Kearns, it took years to persuade some commanders to agree to do a portrait, which consisted of about three, three-hour sit down sessions. Since 1991, the Torontobased artist has been interested in covering war and different conflicts around the globe. In the early 2000s, her introspective portraits of retired Lieutenant-General Roméo Dallaire drew national attention. response to the attacks on the United States on 9/11. Since that contract, Kearns has continued down the wartorn path for the sake of art. “I wanted to stay connected to it because it’s interesting. It’s an extension of the experience. It’s a connection to the

war,” she said. “...To be in a situation where you’re seeing aggression, you’re seeing violence, it was a complex experience. It does change you as a person. It certainly changed me for a while.” Gertrude Kearns: The Art

Struggling Farmers’ Market at Riverdale Farm has come to an end JUSTIN SKINNER jskinner@insidetoronto.com Given its dwindling attendance over the past few years, the plug is being pulled on the Riverdale Farm Farmers’ Market. The market was one of the city’s first, founded in 2001 by resident Elizabeth Harris. It thrived for a time, both before and after Harris’ death in 2011 resulted in City of Toronto Parks, Forestry and Recreation taking it over, but has faced its share of struggles over the

past couple of years. One of the biggest problems, said Riverdale Farm park supervisor Carol Guy, was the preponderance of other, similar markets more recently. “There have been a bunch of other farmers’ markets that have opened in recent years,” she said. “Evergreen Brickworks opened one, and there’s one at Withrow Park, SickKids started one that’s the same day as ours, Regent Park has one, and our numbers waned as people started to go

to the ones that were closest to their homes.” Guy added bad weather over the past couple of summers has kept people away. Furthermore, while people love the idea of buying locally and supporting Ontario growers, she said “even in the neighbourhood we’re in – in Cabbagetown – some things were somewhat pricey for people.” Those in charge tried a few things to keep it up and running, from posting plenty of signs and expanding the

market’s hours to adding a country market with crafts for sale and having a local yoga studio come out and offer yoga classes alongside the market. “Attendance was still pretty low for the work everyone put into it, and that was pretty dispiriting,” Guy said. They even looked at changing the day on which the market would fall, but that was a non-starter with the vendors who sold their goods there. “One of the busiest days for

neighbourhood events and family outings is Sundays, but for the farmers coming in and selling, that’s their one day off,” Guy said. She noted all is not lost. Riverdale Farm is not nixing the idea of ever hosting a farmers’ market again, but she said it simply became too much for the staff there to take on in addition to their regular duties, especially as community interest in the market seemed to wane. “If someone else wants to take it on, then great,” she

said. “Maybe someone else can make it work, but it’s not in our main work to do that.” Guy noted, though, that the closure of the farmers’ market marked a sad day for those who poured plenty of effort into it over the years. “You become close to (vendors) after years of doing it,” she said.

ayor John Tory’s first 100 days have been momentous: he’s waged a war on those who park on arterial roads during rush hour; he’s headed to Ottawa to discuss city issues; he’s discussed bringing the city’s outdated methods into the 21st century; he’s put into motion the beginning analysis on his SmartTrack transit plan; and he’s tabled his first budget. Exciting times for Tory. Equally exciting times for the City of Toronto. But all this excitement, whether admitted or not, will come with a price: fare hikes, tax hikes, service fee hikes – hikes, hikes, hikes. This is not to say hikes are necessarily a bad thing; you have to raise money to run this city. But where does this lead? While these steps feel like the our view city is heading in the right direction in terms of government relations, transit planning and Long-term economic development, goal is what even we assume they are planks in a short-, medium- and long-term matters strategy for the city. We think the public would be served with the ever-craved transparency of a public document that shows what those strategy benchmarks might look like for key municipal files. Tory has done an admirable job of being available to the media – what seems like any time of the day – and he’s also brought a necessary calm to the chain of office. But this is window dressing when it comes to the big picture. It’s clear Tory wants to see Toronto on solid ground – he has to, he banked on the city’s economic outlook by borrowing in the future to pay for a present-day budget shortfall. Regardless of all the things accomplished during his first 100 days, it’s the next 265 days, the next 1,095 days until the next election that matter more. The short-term gains are welcome, but the long-term goal is what needs articulating. If we are to be the world-class city Tory and Torontonians want to be, we will need to pay for it – we’ve said as much in many editorials. However, we also need to know from those in charge of the municipal purse what their long-term vision is – two, three, four even eight years out. The first 100 days sets a tone, but what is the entire song they’ll be playing?

Tory set comforting standards in first 100 days One hundred is a nice round number – and instinctively, one thinks that if you have 100 days at a job or with a new employee or dating a new paramour, it ought to be enough time to tell if things are working out. It’s fair to say that 100 days into our four-year relationship with Mayor John Tory, things are working out. The former provincial Conservative leader and radio talk show host has set a standard of behaviour and leadership that’s pretty comforting in the moment and shows potential in the future. The phrase “unlike his predecessor” could show up in sentences throughout this column, and I’ll try to just use it this once, because the fact of the moment is that Tory’s success so far is made all the greater by the contrast with what went before.

david nickle the city Since taking office, Tory has shown a good-natured work ethic and a willingness to modify his preconceived agenda based even on inconvenient facts. Tory’s only interest outside of his new job appears to be his wife Barbara: there are no afternoon field trips for football coaching or any other games. And beyond those baseline virtues? Speaking with reporters on his 101st day, Tory summed up his sense of his own accomplishments and aspirations. “This was not going to be an administration of ideology and slogans… I hope what people see of it so far and I hope that what they do see is that it’s an administration of common sense, an administration

of compassion, an administration that serves all the people and has a balanced city government.” That is actually a pretty fair self-assessment as far as it goes. Tory has spent his very long workdays trying to break the literal gridlock of downtown Toronto with new anti-congestion measures. When he heard the impact that cuts on the TTC had, he looked for ways to mitigate those impacts by bolstering service. When it got too cold outside, he did everything he could to open shelter beds. My, but he is green,

though. Tory is the first person to hold the mayor’s office in Toronto with no municipal experience whatsoever. He is awkward and easily tripped up when he chairs a meeting, and naïve when it comes to intergovernmental negotiations. Sometimes this is inconvenient, sometimes it creates a real problem. Tory misread the mood of the provincial government woefully when he left a meeting with Premier Kathleen Wynne believing that the $86-million hole left by the end to housing pooling might be filled. In dropping that ball and deciding not to raise property taxes to cover the shortfall this year, Tory risks turning the next few hundred days in office into a much larger challenge than he signed up for.

A deal has been worked out for a new outdoor athletic facility for Central Tech that includes a scaled-down dome over an artificial turf field.

Domed roof will cover Central Tech field for half a year >>>from page 1 District School Board, the City of Toronto, the Harbord Village and Palmerston Area residents’ associations, a group called Friends and Neighbours of Central Tech, the company responsible for the dome (Raizenne Inc., also known as Razor Management) and former interim councillor Ceta Ramkhalawansingh. Current Trinity-Spadina councillor Joe Cressy noted the resolution puts an end to a long and drawn out process that could otherwise have seen the decision left up to the Ontario Municipal Board (OMB). “It’s a legal resolution that came about as part of the OMB process and all seven parties agreed,” he said. “I think it’s a good resolution – the students get a good quality field and the residents get some public realm space.” Under the deal, Raizenne will install a turf field and 400metre running track on the school grounds. A domed roof will be erected over the field for roughly six months each year, though it will be smaller than the original proposal. “It’s gone from 480 feet by 308 feet to 309 feet by 215 feet and the maximum occupancy has gone from 300 people to 175,” Cressy said. As has always been the case, Central Tech will have first priority when it comes to use of the field. Outside of school hours, the resolution allows community members to use the

running track 98 per cent of the time when the dome is not erected. The community is also guaranteed access to the field 17 per cent of the time outside of school operating hours. When the dome is up, the track will be available during daylight hours outside of school time, provided snow and ice on the track and dome do not pose safety hazards. The dome itself will be available for community use at least 20 hours over the school’s winter holiday each year. run a youth program The resolution also calls for Raizenne, Central Tech and the TDSB to run a youth program in the dome every year and for Raizenne to pay Central Tech $1,000 per year over the next 20 years to run a community swim program at the school. While the agreement mitigates many of the community’s concerns and provides an obvious benefit to Central Tech students, many local residents considered the conclusion of the protracted battle bittersweet. “It’s a tough issue and I feel like we lost on some points and gained in other ways,” said Harbord Village Residents’ Association chair Tim Grant. “The original proposal would have had severe impacts on the community and this is a smaller dome

that will bring in fewer people. Still, it’s privatization of public space and there’s concern in the community about the turf replacing natural grass for environmental reasons.” Grant added the community was happy to retain some use of the space, even if that use will be more limited than it was before the proposal was first tabled. Most of all, he said, the compromise made by all sides means that everyone got to walk away from the negotiating table with some sense that their concerns were heard and addressed. “We risked losing everything at the OMB (had it gone to a hearing) so I think it was a good settlement under those circumstances,” he said. TDSB chair Shaun Chen said the school board’s goal throughout the process was to make sure the needs of Central Tech students were met – something that was becoming more and more difficult as the condition of the school’s field deteriorated and that became impossible once the soil contamination was found. “Central Tech has an incredible history of excellence in academics and athletics, and it is a tradition we hope to continue,” he said in a statement. “Our students deserve a proper field, which is what this agreement will deliver.”

Cabbagetown Youth Centre fundraiser Sunday With the ongoing success of the annual Blair’s Run, the Cabbagetown Youth Centre (CYC) is hoping the luck of the Irish will make a new fundraising run every bit as popular. The first Shamrocks & Sneakers 4K Run/Walk aims to help people shake off the winter blues and get their running legs back while raising funds for the CYC’s sports and youth programs. The run will complement Toronto’s St. Patrick’s Day

Parade, which will take over downtown streets on Sunday. The two events became affiliated when a member of the St. Patrick’s Day Parade Society approached Johnny Kahlbenn of the Cabbagetown Boxing Club. “It coincides with our goal of keeping children active and providing sports opportunities in the community,” said CYC program coordinator June Charles. Funds raised through the run will go toward the CYC’s

programs. The organization runs after-school programs, sports activities, summer camps and more for downtown children and youth. Both Shamrocks & Sneakers and the St. Patrick’s Day Parade will kick off at Bloor and St. George streets, heading east along Bloor. City council approves Toronto base property tax hike of 2.75 per cent Toronto Council has approved a base property tax increase of 2.75 per cent for homeowners – rejecting a move by ParkdaleHigh Park Councillor Gord Perks to increase the rate high enough to pay for this year’s $60 million shortfall, and also turning down former Mayor Rob Ford’s request to cut the entire tax increase down to 1.99 per cent. Council voted 36-8 to set both the tax rates and the rates

for water and solid waste collection toward the beginning of its 2015 budget meeting on Tuesday. The property tax increase was set at the rate of inflation, with an additional half-point increase to pay for the Scarborough subway – despite a shortfall of $60 million that will have to be dealt with in the future. Mayor John Tory urged councillors not to simply raise taxes to forestall that

reckoning. He pointed out that “97.16 per cent” of voters in 2014 threw their support behind a mayoral candidate who promised to keep taxes at or below inflation. Tory said that in order to maintain credibility with other levels of government the city has to demonstrate it can live within that means. “We have to get our own house in order. It is otherwise impossible for us to look them

in the eye. The other way out is the easy way out – to say let’s have three, four per cent and put it on the property taxes.” Perks tried without success to convince colleagues otherwise. He urged an increase that would have seen taxes rise by more than five per cent – changing the increase on the average home from $7 to $12 a month. “We should tell people hon-

estly, this is a burden that we have to bear as the province is no longer willing to pay it,” said Perks, referring to the provincial decision to download housing costs onto the property tax base. Perks warned Tory’s plans to find efficiencies and repay the money in future years might not be up to the daunting task – as it’s estimated the city will need $2.5 billion in those efficiencies.

Ford, meanwhile, urged that the property tax increase be brought down to 1.99 per cent and spoke against the increase in the rate for collecting residential garbage. “This proposed budget will unfairly burden the taxpayers of this city, forcing them to pay twice for the same service,” said Ford, after being told by staff this was not how the subsidy program worked. – David Nickle

U of T students honoured for conserving Ontario’s heritage

Four graduate students at the University of Toronto were recently honoured with the Lieutenant Governor’s Ontario Heritage group award. The awards recognize individuals, groups and communities who have contributed to conserving Ontario’s heritage; they are given in partnership with Ontario Heritage Trust, an agency of the provincial government, which focuses on Ontario’s heritage. L t . - G o v. E l i z a b e t h Dowdeswel presented the award at Queen’s Park on Friday. Oriana Duinker, Keely Bland, Hilary Walker, and Kristie Nairn – masters students in the Museum Studies program – curated the exhibit, Huzza for Freedom: Political Cartoons and the War of 1812, which earned them the group award.

“We were very proud, having just graduated from the program last year we were still young professionals, and to be honoured with such a prestigious award – it was just a great honour,” Duinker said. The students, in partnership with the Ontario Heritage Trust, created an exhibit that displayed graphic satire, or political cartoons, that represented various themes of freedom in regards to the War of 1812. The cartoons explored British, Canadian and American perspectives on freedom and the War. E a c h g ro u p m e m b e r carried out different tasks to make the exhibit come together: Walker took the lead on all the design elements; Bland was in charge of the overall budget and finances; Nairn provided the historical research and preliminary writing of the text displayed and Duinker was the project

manager who oversaw the entire project. “It being a student curated exhibit – I think people didn’t have a lot of expectations, but I think people were surprised how it all came together,” Duinker said. The award recipients were selected based on a number of criteria, and this project met it at the highest level, said Wayne Kelly, manager of public education and community development at the Ontario Heritage Trust. “The project generated a discussion about freedom and freedom of speech,” he said. “It was an important discussion and that’s what made this project stand out.” A board of directors from Ontario Heritage Trust, along with a jury of four individuals that represented various fields of history conservation and culture, selected the winners out of 30 nominations overall.

The former Lever Brothers site may become a real anchor for the east end of Toronto, but only if the city can access it. “This is the make or break of this project,” said Derek Goring, vice president of development at First Gulf Corp., on connecting transit to the proposed mixed-use commercial and retail site on the 28.5 acre grounds near Lake Shore Boulevard East and the Don Roadway. During a Tuesday night community consultation meeting, Goring said plans for the former soap factory were largely contingent on three ‘Rs’: road, river and rail. He pointed out what made the site unique was its proximity to major transit arteries, but that were functionally serving as barriers due to inaccessibility. Overcoming challenges, such as the site’s location on the Don River flood plains and reconfiguring the Gardiner and DVP to connect to the extensive area just south of Eastern Avenue were also mentioned. Still, First Gulf Corp. cast its vision to add a business employment hub for the grounds that have been inactive for years. Goring said the development would boast

vast office and retail space that could generate 50,000 new jobs in a $6-billion project. “You don’t find a site this large in the downtown area that often,” Goring said. The driving force of the project, he said, was the opportunity to add more employment space, a dwindling commodity in a city saturated with residential proposals. “This is about incremental growth that will give the city a runway to be successful,” said Goring. “We are banking on the growth of the city.” The property was first acquired by Unilever Canada in various incarnations in 1892 and housed the longstanding Lever Brothers soap factory. The site is currently zoned as “employment lands” by the city. More than 50 community residents gathered to discuss future plans in a largely interactive community meeting. Local residents Chris Thompson and Lucy Richards both attended the meeting after seeing a lively debate

on a community Facebook group. Richards praised the move toward revitalization, but hoped to see more social services in the area. Thompson agreed the long-term future plans were positive. “These developments are exactly why we moved here,” he said of the area in flux. “I think the city has done their due diligence and I’m hopeful.” Councillor Paula Fletcher also attended the meeting and called for a “robust” community engagement process for such an “interesting project.” Fletcher previously told The Mirror she was “looking forward to seeing more” adding the site had true potential for transit. At the meeting, she said she’d be looking for transit alignment to the Port Lands from the possible Broadview extension. The project is still in its very early stages, according to Goring, who noted there has been no official application sent. He added an application for rezoning will happen sometime in the spring, but the developer is still looking for funding for the project.

Students host fundraiser for SickKids JUSTIN SKINNER jskinner@insidetoronto.com Having spent plenty of her teen years undergoing treatment at the Hospital for Sick Children (SickKids), Samantha Dennis was impressed by the care she received, but found the amenities for older children sorely lacking. Now she and a dozen others from the Humber College event management postgraduate program are looking to raise funds to help the hospital provide more programming for teens undergoing treatment there. Dennis was diagnosed with acute lymphoblastic leukemia at the age of 10 and underwent more than three years of chemotherapy at SickKids. A relapse in 2005 led to another few years of treatment. “They have a teen lounge, but it wasn’t really a teen lounge,” she said. “It was more a room with a TV and some chairs.” SickKids also runs special teen nights, but Dennis said they did not happen often

enough to meet the needs of the hospital’s older patients. “It’s hard being sick when you’re a teenager and having to spend all that time in the hospital, so having more things for teens to do would definitely help,” she said. She and her fellow Humber students have organized There’s No Place Like Home: Not Just Another Night at the Movies, a Wizard of Oz-themed fundraising evening slated to take place at the Regent Theatre in North Toronto. The event will raise money for Marnie’s Lounge, a relaxing space at SickKids that gives patients a taste of home life. “We wanted to bring in more stuff teens might like,” Dennis said. There’s No Place Like Home will be an immersive experience, with famous Wizard of Oz characters Dorothy, the Scarecrow, the Tin Man, the Cowardly Lion and Glinda the Good Witch walking around the Regent’s lobby as guests enjoy the night. “When people come, they’ll be treated to hors d’oeuvres

by St. Louis Bar and Grill, the concessions will be provided and there will be a silent auction sponsored by Sears,” Dennis said. There will also be a photo booth where guests can get keepsake pictures taken with their favourite characters, and a LEGO master builder will assemble plastic toy art. Dennis said the Regent fit the event perfectly. “At the Regent, there’s only the one screen and a lobby, so it was possible to make it fit in well with the theme of the Wizard of Oz,” she noted. Funds raised through the event will be split between SickKids and scholarships for Humber students. “We’re hoping to raise around $2,000 or $3,000 for each cause,” Dennis said. There’s No Place Like Home: Not Just Another Night at the Movies will take place at the Regent Theatre, 551 Mount Pleasant Rd., from 6:30 to 10 p.m. Sunday, March 15.
