BALANCING ACT
JUSTIN SKINNER jskinner@insidetoronto.com With revamped plans for the Gardiner Expressway East slated to go before the City of Toronto’s Public Works and Infrastructure Committee next week, local stakeholders filled a room in the St. Lawrence Hall on Monday, to hear what the road’s future could look like. At issue were three options – the retention and rehabilitation of the crumbling Gardiner between Jarvis Street and Logan Avenue, the removal of the expressway and a hybrid option. Both the “remove” and

“hybrid” option were discussed at length, and both were cited as facilitating the Don Mount Revitalization while opening up land for development and an improved pedestrian streetscape. “The focus of our work for the last year has been on the hybrid versus remove options, though the existing case is always an option,” said Don McKinnon of Dillon Consulting, the group tasked with devising the alternatives. While congested, the Gardiner is actually not a major thoroughfare into or out of the city core. Of the more than >>>LOW, page 2

The TDSB launched a new fundraising initiative, tdsbCARES: Nepal Region Earthquake Relief at Rose Avenue Public School last Friday, encouraging students, staff, families and the general public to give what they can to
help relief efforts. Many Rose Avenue students themselves have been impacted by the disaster – the school has 112 students who were born in Nepal or are of Nepalese descent. Low volume of commuters >>>from page 1 157,000 trips made by commuters into and out of downtown Toronto during peak rush hours, only three per cent (5,200) used the Gardiner East according to 2011 statistics. Of those, only 22 per cent travelling eastbound used the Gardiner as a through street to get east of Jarvis/Sherbourne, and only 21 per cent of those travelling westbound took the Gardiner further west than Spadina/York-Bay-Yonge. “There’s a relatively low volume of commuters that use the Gardiner,” McKinnon said, pointing to the possibility of the remove option. The remove option – which is now referred to as the “optimized remove” option following some tweaks to an earlier proposal – would see the removal of 1.7 kilometres of the Gardiner west of the DVP ramps. That road would be replaced by an at-grade eight-lane boulevard, with a six-lane boulevard east of the Don River. That model would require traffic light timing mecha-
nisms and would add an estimated three to five minutes to commute times into the downtown core over the existing Gardiner model. It would also see improvements made to all intersections. The hybrid model would remove on/off ramps at Logan, see new connections in the Keating channel district. That option would increase commute times to Union Station by an estimated three minutes for those commuting from the Victoria Park/Kingston Road area, but not at all for those coming from other studied regions. Both the remove and hybrid options would allow the redevelopment of the old Lever Brothers soap plant, though the remove option opens things up more. The matter will go before the City’s Public Works and Infrastructure Committee on Wednesday, May 13 and is slated to go before City Council in June.

‘Great surprise’: McConnell Toronto Centre-Rosedale councillor Pam McConnell said her first impression of the revamped Gardiner plans was “great surprise, because as the local councillor, I have not been briefed on (the new options.)” She said the hybrid model seems to provide plenty of opportunities east of the Don River, but pointed out it “seems to imprison areas” west of the river. It is crucial, she said, the right choice is made not just for today’s commuters, but for the longterm. “We are deciding something for three generations,” she said. McConnell said she wants to see Public Works and council decide on an option “that will not have to be dealt with (due to problems that arise), that we are not seen as the dinosaurs in the mix.”

Daughter travels to Bali in memory of her mother Jacquelyn Hern to take part in OneWalk to Conquer Cancer JUSTIN SKINNER jskinner@insidetoronto.com This Mother’s Day will mark a bittersweet anniversary for downtown resident Jacquelyn Hern, who will be travelling to one of her mom’s dream destinations – Bali – with her brother and father in her mother’s memory. Hern’s mother, Carroll, died of non-Hodgkins lymphoma last year after the disease she had battled twice before had returned. In order to honour her mother, Hern has also signed up for the Shoppers Drug Mart OneWalk to Conquer Cancer, which benefits Princess Margaret Cancer Centre, one of the world’s leading cancer research hospitals. “In April of 2011, my mom had her first diagnosis,” Hern
said. “That spring, she had been complaining of a sore shoulder and she was sent for physio. Eventually, her lymph nodes started to swell and she went to Mount Sinai (Hospital) where she was diagnosed with stage 4 non-Hodgkins lymphoma – the aggressive kind.” Carroll began treatment at Mount Sinai before being moved to Princess Margaret hospital, where she underwent chemotherapy treatments every three weeks. While her battle against the illness was challenging, the Hern family never lost hope. “My dad, my aunt and my brother tag-teamed so we could be there for her appointments,” Hern said. “Her treatments lasted the duration of that summer and the disease finally went into remission in

mid-August.” Carroll’s cancer remained in remission until April 2013, when doctors discovered the disease had returned. Her second diagnosis came almost two years to the day after her first, and she underwent a more radical treatment since the illness had
obviously resisted the initial treatment. “She had a stem cell transplant using her own stem cells, and what an awful experience that is for people to go through,” Hern said. “They basically wipe your entire system so you have no immune system and then
build you back up.” After the harrowing treatment, Carroll was released from Princess Margaret on Canada Day 2013. While she was symptom-free, her clean bill of health came with a warning from doctors. “They said if this doesn’t work, the cancer will be back in a year or two, and at that point, there’s not much else they could do,” Hern said. While Carroll seemed healthy for months thereafter, the fear the cancer could return was always in the back of the family’s minds. Last Mother’s Day, following a brunch, she sat the family down for a meeting. “She sat us down and said she was having symptoms again,” Hern said. “At that point, she hadn’t gotten official results from any tests, but she just knew.” Carroll opted not to take medication that would prolong her life while making her feel ill, choosing quality
over quantity for her final days. Hern took a leave from work to spend time with her mother before Carroll died on June 27. Now, the family will go to Bali, fulfilling a long-standing dream of Carroll’s. “One of the things my mom always wanted to do was take a family trip and she thought Bali would be a beautiful place,” Hern said. “We’re doing this for her and I think it will be a really special trip.” This fall, Hern will participate in the OneWalk, a 25-kilometre walk through Toronto for Princess Margaret. “Traditionally, it was the Weekend to End Women’s Cancers and before that, it was breast cancer,” Hern said. “It was genius to open it up to all cancers, because you can choose the kind of cancer you want to support research for.”

Downtown resident runs a long road for SickKids Yara Nosikova, former SickKids employee, will run for more than 100 days JUSTIN SKINNER jskinner@insidetoronto.com
Photo/COURTESY
Yara Nosikova, a former SickKids employee, will run 10 kilometres a day over 100 days this summer to raise funds for the hospital.
About a week into May, downtown Toronto resident Yaroslavna (Yara) Nosikova is roughly 50 kilometres into a 1,000 km journey that will last through much of the summer. Nosikova has committed to running 1,000 km for more than 100 days to raise money for the Herbie Fund, which helps cover costs for international families with children being treated at the Hospital for Sick Children (SickKids). Having worked in SickKids’ Cardiovascular Surger y
Department from 2009 to 2014, Nosikova saw first-hand how both SickKids and the Herbie Fund make a difference in people’s lives. Though she left the medical field to earn a law degree following her time at SickKids, she never forgot how much her time at the hospital impacted her. “I really wanted to give back because the hospital has world-class professionals who are compassionate and dedicated,” she said. “When I worked there, I was thrilled to see just how good the care is that they give.” Nosikova will garner attention for her ongoing run by
wearing a yellow ribbon announcing her 1,000 km goal. Each day, she will sew a small pink running man image to her sash. “I hope the ribbon will attract people,” she said, adding she hopes to raise at least $5,000 through her efforts. Nosikova has been a runner for the past five or six years, though she usually topped out at about five or six kilometres per day. Ramping things up to 10 km each day will be a challenge, but one she is dedicated to meeting. “I’m a bit worried about having enough energy to go
10 km with my busy work schedule, but I’ll get through it,” she said. Her greater concern is simply dealing with the monotony of hitting the streets alone each day. To that end, she has reached out to local police and firefighter departments and to other distance runners, and she plans on mixing things up on weekends. “I’m hoping people join me because it might get lonely running 10 km every day,” she said. “On weekends, I might dress up in costumes. I’m thinking about hero costumes, but I could also have

people tell me what to dress up as.” Her route will take her through the downtown core – typically from the Adelaide and Jarvis area and along the Martin Goodman Trail – with some runs taking place in other parts of the GTA. The ongoing fundraising effort, dubbed Yara’s 1000 km run, started on Sunday May 3 and will run through Aug. 10. Tory needs to have the austerity talk At the start of the whirling vortex of chaos (otherwise known as the May Toronto council meeting) next year’s budget seems very far off. It is not, of course. While council and the city deal with the ramifications of open-season on food trucks, a new city manager, the quest for a just taxi license and gender balance on the TTC, the city’s 2016 budget looms large – larger than is typical thanks to the odd way council balanced the 2015 budget. This was in March, when council approved a 2.75 per cent property tax increase for homeowners, and filled a $60-million shortfall by effectively borrowing from the city’s capital financing capacity in future years. Services were generally sustained or even enhanced, taxpayers were mollified with a rate-of-inflation increase, and the pain, Mayor John Tory promised, would come later. Tory also promised to let Toronto know in the coming weeks
david nickle the city exactly how he would deal with the 2016 gap between what it costs to run the city as it stands, and the diminishing amount of money actually available. Although Tory would not use the words, it all suggested that in 2016, Torontonians would be looking at some form of service cuts. Given that, it’s understandable that Tory has not yet made good on that one promise, to explain how he’ll balance things. So far, the Tory mayoralty has been a good-news affair. His announcements generally aren’t about telling people what they can’t have, but what he will provide: improved traffic, jobs for under-privileged youth, technological innovation. Soon Tory is going to have to start talking about more difficult things:
initially, one suspects, strategies for cutting waste in the city’s administrative bureaucracy, but as the process carries on, cuts and fee increases that will impact lives. Tory has so far avoided talking about fees, effectively ruling out the operationally sensitive but politically difficult application of “revenue tools”. Without a willingness to enact those things, the city is left with only one option: austerity. The city doesn’t have a terrible record on measured austerity, but it doesn’t have a great one either. In general, Torontonians seem to like their services and react with a certain amount of organized pique when they are threatened. When the matter finally comes up, it will show even a council meeting such as this week’s for the honeymoon that it in fact is.

Pedestrians will be forgotten Re: ‘Pedestrians: left out of the loop?’ Exclusive Report, April 30. Walk Toronto’s Dylan Reid has every reason to be skeptical of Toronto Transportation’s Big Data plans. Twelve years ago, as a member of the Toronto Pedestrian Committee, I was asked to serve another term on that committee. I had to say no. After nearly four years, it was far too frustrating because of Toronto Transportation’s endless “can’t do” attitude. If they had only devoted a fraction of their time and energy into what they “can do,” our city would have become a truly pleasant and safe place for pedestrians. As Reid pointed out, nowhere did Buckley say what his department could do or would do for pedestrians. Sadly, this is just another version of “can’t do.” William E. Brown

Teacher Christie Bardecki a Pan Am torchbearer JUSTIN SKINNER jskinner@insidetoronto.com As a former high-performance athlete, Christie Bardecki knows the value of nutrition. In spreading the word to her students at Lord Lansdowne Public School, she has not only helped them stay healthy and well-nourished, but she has also earned a spot as a Toronto 2015 Pan Am/Parapan Am Games torchbearer. Bardecki, a teacher at the school, is no newcomer to the Pan Am Games, having won a silver medal in water polo in the 2003 Games. Despite those ties, it was her work on Lord Lansdowne’s nutrition program that earned her the torchbearer nod. She was named to the torch relay squad by sponsor President’s Choice. “President’s Choice believes in nourishing the mind and body and that’s something we really believe in here at the school,” she said. “You can really see the difference in our kids and the way they perform when they have a healthy snack in the morning.” The Leslieville resident is eager

Bardecki has not been told which leg of the torch relay she’ll be running, apart from the fact that “it will be on July 8 and it will be in my neighbourhood.” The torch relay will run from May 30 through July 10. Rose Avenue Junior Public School students make hearts to affix to the school’s Nepal Earthquake Giving Tree.
>>>from page 1 in exchange for a donation to the cause. “At Rose, we have the largest number of students of Nepalese descent in the TDSB,” said Rose Avenue principal David Crichton. “Students are making hearts to help raise money for Nepal. Teachers at each school across the TDSB will be asked to send letters home with students, asking them to donate through the TDSB website. Those funds will then be donated to the Canadian Red Cross to help with humanitarian aid in Nepal. Money raised by May 25 will be matched by the Canadian Government. Maya Shrestha, who has two children attending Rose
born students Nirab Gupta and Asim Kandel, both 7. They both have family still living in Nepal, though those family members have thankfully survived. “I want to tell the people there ‘I hope you feel better and get food and water,’” Gupta said.
