15-storey compromise JUSTIN SKINNER jskinner@insidetoronto.com A settlement reached between the Wynn Group of Properties and the City of Toronto is expected to serve as a big win for students at Lord Lansdowne Public School and the historic Silver Dollar music venue. Wynn applied two years ago

to build a 22-storey building on the site of the Silver Dollar, at 484 Spadina Ave., adjacent to the school. That raised a variety of concerns, including the shadowing impact of the building on the school’s playground, the possibility it would set a precedent for other developments in the area and the loss of a historic Toronto site.

After City Council rejected the application, the developer brought the matter to the Ontario Municipal Board, leading to fears it could be rubberstamped. The settlement at least lessens the concerns raised by the original application. “We got a lot of the height >>>SILVER, page 15

104 reasons to share his birthday JUSTIN SKINNER jskinner@insidetoronto.com At 104 years old, Bruce MacLean has lived a long and happy life. On Wednesday, May 6, he celebrated his birthday the same way he’s celebrated each of his last few – sharing some good cheer with members of Evangel Hall Mission. MacLean, who lives in Etobicoke and winters in Florida, has marked every birthday since his 101st at the mission, ensuring the celebration is shared by those whose birthdays often go forgotten. “It’s sort of been a joint venture between Evangel Hall and myself to recognize all the birthdays of all the people who come here normally,” said the spry centenarian. “Most of them never have any birthday recognition, so this is an opportunity to share a birthday with them.” The former University of Toronto professor of mathematics remains active, and in recent years, he has been able

to focus on his golf game. “I’ve spent the last 33 consecutive winters in Florida and I’ve played a lot of golf down there,” he said. “I play golf up here too when the weather cooperates.” MacLean has lived in Toronto his entire life, with the exception of a stint in the Navy during the Second World War, and has lived in the same family home in Etobicoke

since 1927. He chose Evangel Hall Mission, near Bathurst and Adelaide streets, to celebrate and share his birthday after a long-standing relationship with the organization. “I’ve been a supporter of Evangel Hall for a long time and I know the calibre of work they do,” he said. MacLean’s daughter, Linda Ann Jewell, said MacLean first got involved with Evangel Hall through the Presbyterian Church of Canada. On his birthday each year, he covers the cost of a massive roast beef dinner and two large cakes for more than 100 mission members. The centenarian has a few words of wisdom when it comes to longevity. “The big thing I’ve always said is ‘moderation in everything,’” he said. “Good food, lots of exercise and lots of good friends ... “Life is pretty good. It’s only right to share that with others.”

Volunteers bring green roof to life at Cooper Koo YMCA JUSTIN SKINNER jskinner@insidetoronto.com The green roof at the Cooper Koo Family YMCA is well on its way to completion. Teams of volunteers are dedicating full days to get the 30,000 square foot space up and running, working tirelessly through to May 22. Their work entails more than simply planting the greenery – they are building decks and planter boxes, doing stonework and lugging thousands of bags of a special growing medium for the plants. “We’ve got over 200 volunteers from the community and they’ve been putting in a lot of time,” said Cooper Koo Family YMCA general manager Sarah Beldick. The 30,000 square foot green roof will feature 20,000 square feet of green space consisting of native grasses, sedums and perennials and 10,000 square feet of pro-

grammable space. “We’ll have an outdoor walking path going around the roof and a big deck in the middle for classes and workshops, plus meditation pods where people can do yoga or meditate,” Beldick said. “There will also be a space for growing food and teaching people about food sustainability.” While the Y will provide regular programming on the space, members of the public will also be able to use the space in less structured ways. Access will be open, and visitors will be able to drop in to take a stroll through the greenery, have a relaxing sitdown, work out and more. The space was designed following an immersive community consultation process. Beldick said the Y collected opinions from hundreds, if not thousands, of local stakeholders, doing their best to incorporate as many of the

suggestions as possible. “There were definite common themes we heard,” she said. “They wanted a place for fitness where they could work out on their own or alongside an instructor in a fitness class. They wanted a space that was accessible, social and engaging, and

having places for people to sit and have a chat or a meeting was also a big piece.” Volunteer Sharon Weisener moved to downtown Toronto after she and her husband downsized from a home in the country. Working on the green roof will allow her to make use of her green thumb.

“I’m usually really busy gardening this time of year and haven’t been able to, so this will give me a chance to do some of that,” she said of the green roof. “It will be great planting the green roof, watching it progress, seeing what types of birds it attracts.” She added actually building the green roof took her out of her comfort zone initially, but said she has grown comfortable using power tools. Leslie Doyle, owner of Restoration Gardens, has been providing guidance to the volunteers. She is thrilled with the number of people who routinely come to help out on any given day. “It can be a challenge keeping things on schedule with volunteers – everyone has a different level of experience and different kinds of work they’re comfortable with – but I’ve been so surprised and impressed with their com-

mitment,” she said. She said the green roof will feature four inches of a special, lightweight growing medium, into which bluestem, side-oats grama, wild nodding onion and hairy beardtongue will be planted. There will also be a rain garden bearing irises and planter boxes, which Y members will be able to use to grow food. Michael Cooper and Krystal Koo donated $2 million toward the construction of the Cooper Koo Family YMCA and asked to have it named after their parents. Koo was thrilled to see the progress on the green roof. “I really feel at the end of the day, this will provide a lasting legacy that’s close to our family’s hearts,” she said.

oronto has a well-deserved reputation for its diverse offering of arts and cultural festivals. These are events that showcase a wide range of talents, skills and backgrounds – and they provide an important economic boost as well. The city’s Cultural Hotspot program, in its second year, is a welcome addition to Toronto’s cultural programming that gives a specific area of the city an increased profile. This year, the spotlight is on centralsouth Etobicoke and the artistic, cultural and heritage events taking place in that community from now through October. The concept is straight-forward enough: use a series of signature community projects to inspire residents and visitors to discover the area’s arts, culture, food, businesses, heritage and more. our view This year, examples of events include the Dancing in the Third performance and Lakeshore Spotlight on Act Mardi Gras as well as community culture good events related to the upcoming Pan Am Games. for all of us Benefits of this kind of focused program include an increased profile as well as greater co-ordination of multiple events – for diversity of interested participants and to help events that may otherwise struggle to get exposure. For residents of the neighbourhoods, the program is an opportunity to forge a greater connection to their community and for folks who live in other parts of the city, it’s an opportunity to glean a greater understanding of Toronto’s diverse communities. Last year, the Cultural Hotspot program was in the neighbourhoods of south Scarborough, with signature projects such as the Taste of Lawrence, Guild Alive with Culture and the Port Union Waterfront Festival. We hope the program’s continuation inspires new arts and cultural endeavours and helps develop a civic reputation as a global arts and cultural centre. Change is a reality in this city. Toronto’s population is growing and is becoming increasingly diverse. As the city continues to evolve, it will be interesting to see how younger generations reshape the city’s cultural identity based on the more global influences of today. Giving our communities an opportunity for greater exposure from an increased breadth of arts and culture can only enhance that.

Doug Ford keeps limelight on family while Rob recovers from surgery There was good news for the Ford family at Mount Sinai Hospital this week: Rob Ford, father, son, husband, city councillor and former mayor, came through a difficult surgery as well as can be expected. Really, this is not big news for the city - except of course it is. Rob Ford has become a gravitational singularity for Toronto municipal news. Reporters across town were on tenterhooks, waiting to find out how things went for the councillor for Ward 2 and his eightmonth battle with cancer. Ford’s affable executive assistant Dan Jacobs took the point on Monday, providing regular updates as to the progress of the 10-hour surgery, and then on Tuesday with details of his boss’ recovery. As I write this, it looks

david nickle the city pretty good. City councillors have had health challenges before, but rarely have their issues gathered such attention. Rob Ford will be off work for four months. Ward 44 Councillor Ron Moeser was off work for much longer than that, dealing with the complications from surgery on his ankle during the last term. But few noticed. Of course, Moeser is no Rob Ford. In many respects, Moeser ought not mind that he’s not: Ford’s fame comes in part from his mayoralty, but in larger part for his sins. Thanks to Ford’s eventually admitted drug and alcohol abuse issues, and

the behaviour that surrounded it, he and his family became central figures in the story of Toronto over the past four years. Centre stage And they are still in it. In the next four months, Ford’s brother Doug – who last term was Ford’s replacement in Ward 2, political wing-man and eventually replacement in his mayoral re-election bid – will be back on the job, as a volunteer in the Ward 2 office. Again, under ordinary circumstances this is no big deal. Lots of councillors put their families to work either in their offices as volunteers or on the ground in the ward. Doug won’t be back on council, won’t be shaping

policy, probably won’t even be in the office that much. He’ll just be helping out. Except, of course, it won’t be that simple. If Doug doesn’t insert himself into political debates and personality politics, then we in the media will pull him on stage. Rob has made it clear as his health improves, so too does the prospect that he’ll be making a play for a second term as mayor in 2018, and a part of the next four months will be an exercise in making certain that the Ford name remains in the public eye. Doug, who last term took to scrums like the proverbial duck to water, will be doing his best to make sure our gaze doesn’t falter.

Portion of University Avenue renamed after Mandela JUSTIN SKINNER jskinner@insidetoronto.com The late Nelson Mandela’s contributions to human rights will not be forgotten, and the naming of a portion of University Avenue in his honour will ensure his struggles remain front-of-mind for many Torontonians. University Avenue between Front and College streets has been given the ceremonial title of Nelson Mandela Boulevard, a distinction celebrated with an official plaque unveiling at University and Armoury Street Monday. The ceremony took place nearly 21 years to the day Mandela was installed as president of South Africa – May 10, 1994. Members of the Mandela Legacy Committee, various municipal politicos and students from a number of downtown schools were in attendance at the event. Lloyd McKell, chair of the Mandela Legacy Committee, said he was thrilled to see a portion of what he called “Toronto’s grandest and perhaps most majestic roadway” named in honour of Mandela, whose battle to end apartheid led to his imprisonment and garnered

He and fellow Nelson Mandela Park Public School student Rehan Patel shared with the assembled crowd what they have learned about the late humanitarian. “Nelson Mandela fought to get equal rights for brown people, black people and white people,” Frew said. “The right to go to good schools, the right to go anywhere they wanted and the right to vote. He fought with his words.” Mayor John Tory attended Monday’s ceremonial street naming and noted Toronto rarely names streets in honour of those who did not live here. That, he said, underscored the importance of Nelson Mandela’s legacy. “This is a very special occasion here in the City of Toronto,” he said. “(Mandela) inspired people all over the world with his dedication and his commitment and his grace and perhaps most of all his courage. CRC open house showcases its many services and offerings to the community JUSTIN SKINNER jskinner@insidetoronto.com A year after celebrating its 50th anniversary with an open house, the CRC invited the public in once again to showcase its many services and offerings last Thursday. Known until a couple of years ago as the Christian Resource Centre, the CRC

offers housing, food, clothing and other support, social opportunities and other services for many in the Regent Park community. “This is our second annual and it’s something I think we’re going to do every year,” said CRC Development Manager Bruce Voogd. “This is a changing neighbourhood and the ratio of rent-geared-to-income to

market rate (housing) (is) going to continue to shift. We want to keep showing people what we do.” While the CRC has long provided meal programs, housing assistance and more, its programs have expanded since it moved into a new facility, at 40 Oak St., following that building’s completion in 2012. The CRC has also part-

nered with Community Food Centres Canada to boost its meal and food program options. opening of park Last year’s opening of Regent Park – a park space in the community for which it is named – fostered even more opportunities for programming.

She and her husband provided seed funding and they and the board are looking for partnerships and sponsorships to cover costs. Those costs should be small, given there will be no actual building site for the Myseum. “I respect all attempts (at creating a Toronto-themed museum) that came before, but we decided early on that if we didn’t focus on a building

and a capital campaign for that, we’d have more flexibility and get momentum going right away,” she said. Grow in time There is talk of a bus that will bring physical exhibits to various sites throughout the GTA, but the lion’s share of the collection will be kept online. It is expected to grow in time as more and more people share their photos, stories, art and music. The Myseum of Toronto will rely on the expertise of former Heritage Toronto executive director Karen Carter, who has taken on a similar role with the new organization. The Myseum of Toronto will start popping up across the city in June with its Myseum on the Move project, asking people to get involved and add their own voices to the city’s story.

‘Panamania’ will coincide with Toronto 2015 Games JUSTIN SKINNER jskinner@insidetoronto.com While the impressive feats of athletes from across the Americas will be front and centre when the Toronto 2015 Pan Am/Parapan Am Games descend on the city, the Games will bring plenty more to the community. Panamania, a 35-day celebration of arts and culture featuring top local and international performers, will coincide with the Games, with live shows at Nathan Phillips Square, the Distillery District, the grounds at Exhibition Place and a number of other locations in Toronto and beyond. The arts and culture celebration was unveiled last Wednesday at the Berkeley Street Theatre near Front and Parliament streets. “We’ve been talking a lot about sports, of course, and for good reason because there are 10,000 athletes, coaches and officials making their way here to this region this

summer,” said Games CEO Saad Rafi. “But after you’ve taken in the fantastic sporting competitions, we want you to stick around and we want to continue to amaze you, make you dance, make you smile, but also to make you think.” Panamania will feature more than 200 performers at 24 venues, including three live sites. Acts will run the entertainment gamut from live music to theatre to circus performances, dance, visual arts and more. “When you can bring both sports and cultural artists together, it’s just such a powerful mechanism for tapping in people’s spirit, their hopes, their desires,” said Ontario Lt.Gov. Elizabeth Dowdeswell. Given Toronto’s diversity, many of the acts are local, though they will certainly offer an international feel, providing a taste of home for athletes visiting from other countries and for new Canadians alike. “We have talent here in

Ontario that can make up that cultural richness and we don’t have to go far to find it,” said Ontario Minister of Tourism, Culture and Sport Michael Coteau. The three main venues promise plenty for people of all ages. Nathan Phillips Square will host the Pan Am/Parapan Am Games opening ceremonies presented by Cirque du Soleil July 10, with daily concerts, medal ceremonies and fireworks displays running from that day until July 26 (the Pan Am Games) and again from Aug. 7 to 12 (the Parapan Am Games). All events in the square will be free. The CIBC Pan Am Park, located at Exhibition Place, will offer a massive street party, with concerts, food and fun from July 11 to 25. Those events are also free. The CIBC Pan Am Park will host ticketed sports events as well, including volleyball, rugby and gymnastics. The Distillery District,

meanwhile, will provide sights, sounds and tastes from across the Americas from July 11 to 25. “Panamania was designed to elevate and complement

the games, to provide a rare immersive experience and one that is creatively progressive, characterized by a spirit of innovation, diversity and collaboration,” aid

The councillor added the retention of the Silver Dollar site marked another win for the community, though the neighbouring Waverley Hotel has no protection under the agreement. “As part of the resolution, it was confirmed the Silver Dollar would be retained as an entertainment venue and the stage, floor, bar and outdoor sign will be restored to the satisfaction of Heritage Preservation Services,” he said. Lansdowne school community all joined in the fight against the application, which certainly contributed to the compromise. Showing solidarity against the application was the neighbourhood’s best chance at not having the initial application foisted on them, though it hardly guaranteed success. “ When you’re at the Ontario Municipal Board, you essentially have a gun to your head,” said Harbord Village Residents Association chair Tim Grant. “You’re playing Russian roulette – the developer can get everything they initially asked for.” Grant still feels the building’s height is out of character with the surrounding community and fears it could set a precedent for the area. He said a loss at an OMB hearing

that gives a different developer the green light to build a 25-storey building at 245 College Street undermined the community’s case in the Silver Dollar negotiations. “One oversized building creates a precedent and allows other developers to come in with applications of their own for tall buildings,” he said. He would have liked to have seen a 10-storey building built on the Silver Dollar site, but added the reduction in height, changes to the building envelope to further minimize shadow effects and the retention of the Silver Dollar made the compromise reached acceptable. Lord Lansdowne Public School principal Beth Mills noted the original application would have shrouded almost all of the school’s playground in shadow. The Toronto District School Board also received an undisclosed payment from the developers as a result of the settlement.
