BIG MONEY There are 11 ‘revenue tools’ under consideration to pay for the billions in needed transit expansion in the Greater Toronto and Hamilton Area. Which ones get your green light? See our exclusive look on pages 6 and 7.

More heritage designations sought for Cabbagetown JUSTIN SKINNER jskinner@insidetoronto.com With many portions of Cabbagetown already designated as Heritage Conservation Districts (HCD), a push is on to ensure the history of the rest of the area is preserved. The Cabbagetown Heritage Conservation District Advisory Committee is looking to have the southwestern portion of the community along with a stretch of Parliament Street designated alongside already existing HCDs in Cabbagetown South, Cabbagetown West, Cabbagetown Northwest and the Cabbagetown-Metcalfe area. “ I t ’s i n t e r e s t i n g t h a t Cabbagetown Southwest is actually the oldest of all the areas in Cabbagetown, but it’s not designated,” said advisory committee vice-chair Jamie MacLean. “The late Peggy Kurtin started (pushing for HCDs in Cabbagetown) years ago and she started with the part she lived in.” MacLean noted Cabbagetown Southwest remains relatively intact, having dodged the issue of infill. The streetscape is fairly uniform and retains much of its historic character. >>>heritage, page 9

From her roots as a classically trained violinist to her current status as one of the few people able to play the theremin, multi-talented singer/songwriter Clara Venice certainly has musical chops. The young performer’s talents have earned her a gig in the upcoming NXNE festival, which will take place right around the time she is set to release her first EP. Venice started her violin training at the age of four and has since learned to play the guitar, keyboards and a gaggle of other instruments. When she first tried playing the theremin a few short years ago, she found she had a natural affinity for the instrument, which performers play without touching it, using only movement to control the volume and tone. “I first saw the theremin at a show at Lee’s Palace in 2004 and it was love at first sight,” she said. “I discovered it for myself around 2008 and I found I could play it as soon as I tried it, which is apparently

really unusual for that instrument.” Venice describes the instrument as “a mix between a voice and a violin.” She plays the instrument by moving her arms back and forth, with the oscillations picked up by two antennae. Invented in the 1920s, the theremin is a precursor to modern day electronic instruments and one that baffles even an experienced theremin player such as Venice. “A lot of times when people see it, they think it’s kind of an illusion,” she said. “I don’t really understand where the sound’s coming from, myself.” Venice played alongside several other musicians early on, embarking on a solo career when one of the performers she was set to play with did not show up. Her repertoire includes original compositions and her own take on a number of beloved hits. “I like to do really wellknown pop songs, but I really break them down and deconstruct them,” she said. Her original pieces are strictly love songs, which she

admits is perhaps not entirely in vogue these days, but notes that love is a universal feeling and a great motivator for her personally. “I’m a shameless romantic,” she said. “That’s not necessarily very popular right now, but I think there are a lot of closet romantics out there.” Venice grew up near Little Italy, but has since moved downtown and remains in love with the city she calls home. “I’ll go different places and think maybe I want to live somewhere else for a while, but I always come back to Toronto,” she said. “The community of musicians, artists and designers here is great and people are happy to collaborate and really accessible.” Venice will play her NXNE gig at C’est What, 67 Front St. E., at 10 p.m. on Saturday, June 15. Cleaning up St. James Town for advocate Gene Lara JUSTIN SKINNER jskinner@insidetoronto.com

L

ongtime St. James Town advocate Gene Lara was well-known and respected throughout her community. Less than two months after her death, the community recognized her in a way she would have appreciated: by improving the neighbourhood. A community clean-up jointly hosted by St. James Town Community Corner, the St. James Town Youth Council, UforChange and City Hope was held in honour of Lara last Saturday. More than 100 volunteers spread across the downtown community, picking up litter and beautifying the area. “We’ve done this in the

past, but it’s been a couple of years since we’ve done it and I’m thrilled that we’re doing it again,” said Kevin Moore of City Hope. “The plan is to clean up as much of St. James Town as possible. We’ll be picking up garbage everywhere, which is something you need after the (Victoria Day) long weekend.” While most of the volunteers were St. James Town residents, some came from nearby Regent Park and Cabbagetown to pitch in. One of the volunteers had a particularly personal reason to help with the clean-up. Paul Lara, Gene’s son, came in from Scarborough to help honour his mother’s legacy. “I know she’s done a lot for the community and I think she would like to see everyone doing what they’re

doing to recognize that,” he said. “I appreciate what they’re doing and I’m sure she would, too.” Kurt Aydiner of St. James Town Community Corner said he hopes the clean-up

will become at least an annual event, though he wants to see the clean-up have a more lasting purpose. “We’re sending people out to specific areas based on where they live,” he

said. “I hope this means it will be consistent and not just for today. We want to make (keeping the neighbourhood clean) an ongoing hobby for them.” The volunteers, many of them local youth, donned gloves, grabbed garbage bags and set out in two shifts. The first group worked from 10 a.m. to noon while the second cleaned the

area from noon until 2 p.m. Some stayed on to help clean up St. James Town for both shifts. Volunteers were given white T-shirts announcing the clean-up and commemorating Lara, who died April 1 at the age of 74. Sneha Adhikari of the St. James Town Youth Council said her organization had hoped to conduct a community clean-up for Earth Day but noted they were not able to make that work. “April wasn’t a good month to do it because of the weather and because it was a lot of planning,” she said. “We met up with UforChange and this came together with the other organizations as well.”

Cabbagetown resident wheels from Edmonton to Calgary JUSTIN SKINNER jskinner@insidetoronto.com Having already scaled Mt. Kilimanjaro, Cabbagetown resident Spencer West figured a 300-kilometre trek from Edmonton to Calgary would be a far easier challenge. It t u r n s o u t h e w a s wrong. West, a double amputee, embarked on his latest journey earlier this month along with friends David Johnson and Alex Meers. They did so to raise funds and awareness for Free the Children’s year-long water initiative, which aims to bring permanent access to clean water to 100,000 people in isolated areas in developing nations. West travelled by wheelchair while Johnson and Meers walked alongside him.

While the trio were excited to start their journey, their enthusiasm quickly gave way to pain and exhaustion which only grew over the course of their 11-day haul. “The first couple of days, we were pumped to get started, but it was crazy – it was like doing a marathon a day for 11 days,” he said. “We were using the same muscles all the time, so by day two or three, my shoulders were destroyed, my buddy’s knee was swollen. We were all exhausted.” Thankfully, the weather cooperated throughout their journey, with sunny conditions throughout most of the walk and only one day of rain. “There were a couple of days when it was 30 degrees, so it was almost too hot,” West said.

The walk highlighted the problems faced by many living in remote areas around the world. In Narok, Kenya, for instance, the average family lives 15 kilometres away from clean water and are forced to travel hours simply to have enough to drink. The team of walkers was joined by various special guests over the course of the walk, including singer Nelly Furtado, “Survivor” winner Ethan Zohn, “Degrassi” cast members and others. “We also had some moms from Kenya join us for part of the walk, which was amazing,” West said. He met with supporters at the Me to We store at 223 Carlton Street on Saturday, May 25, nine days after he and his friends arrived in Calgary. “It’s over a week later and I’m finally feeling a bit rested,”

he said. West, a motivational speaker with Me to We, was born with a genetic disorder called sacral agenesis and lost his legs at the age of five. In recent years, he has helped build a school in Kenya, scaled Kilimajaro and spoken at numerous events. This summer, the Cabbagetown resident will join a group of high school students as they travel to Africa to build a school. We s t’s j o u r n e y f r o m Edmonton to Calgary was part of Free the Children’s We Walk 4Water campaign, which has already raised enough money to provide regular access to 80,000 people. n today’s newspaper we’ve presented the 11 funding tools Metrolinx was considering as ways to find $34 billion to fund the first part of the Big Move project in the Greater Toronto and Hamilton Area (GTHA). There’s been plenty of debate about these tools, how transit expansion should be paid for and who will pay. Ultimately, all roads lead to the Province of Ontario when it comes to these questions. Metrolinx, the provincial agency tasked with building and financing the Big Move transit expansion, has recommended four of the 11 revenue tools in a report, which will go to the province and affected municipalities by Saturday. You can find which four Metrolinx said no to; which three it listed our view as supplemental measures; the four it passed on to Tell your MPP and the province in our exclusive your thoughts look online. Other players with a stake in the Big Move, on Big Move including the City of Toronto, CivicAction and the Toronto Region Board of Trade have their own positions on the funding tools; this is also reflected in our report. The Big Move is a huge project with many spurs of transit growth, and multiple jurisdictions with competing priorities. However, we are all part of the same transit/traffic mess, and it’s hurting our economy right now in long commute times and increased business costs. We’ll all pay the price for not getting the Big Move right. The onus is on taxpayers to understand the situation and its impact. It’s your tax money that will potentially fund transit upgrades. It’s easy to just say no to taxes, but then you have to be able to offer other sources of funding and be part of the solution. We hope our report will let readers better understand some of the ways in which Metrolinx thought the Big Move could be funded, and how those funding tools would work. Take a look at them and then let your local MPP know what you think, and what you would be willing to accept and pay. It is the province that will decide which revenue tools to implement, and right now we have a relatively unstable minority government situation. Hopefully, the importance of better transit will trump politics when making these decisions.

Letter

Metrolinx shows leadership; unlike councillors In the midst of the political apocalypse unfolding here at city hall, it’s nice to see that things aren’t collapsing everywhere when it comes to the governance of our city. On Monday, Metrolinx released its preferred revenue tools to pay for transit expansion in Toronto and the surrounding communities. The revenue tools preferred are a one per cent hike in the HST, a five-centper litre gas tax, a 25 cent commercial parking levy and a 15 per cent increase in development charges. Metrolinx also recommended tolls on HOV lanes, parking fees at transit stations and a land value capture tax as supplemental tools for funding. The total cost for the average household would be $477 a year, according to Metrolinx’s calculations. More for big families. All of this was too rich for the broken instrument that Toronto council had become earlier this month,

david nickle the city when it attempted consensus on ways to raise money for transit expansion. The best council could do then was ask for a couple more subways, and tell the provincial government to find the money to pay for it elsewhere. The political appointees that currently make up Metrolinx are, sadly, left to be the grown-ups. Toronto needs that politically mature guidance right now. The city and the region that surrounds it desperately needs to update and expand its transportation infrastructure. Those families being hit up for $500 to $1,000 a year in new fees will be needing that infrastructure as more families arrive. And council? Beset by scandal in the mayor’s office, its members divided... In its current state, it’s never been less fit

to govern this city. As Deputy Mayor Doug Holyday has pointed out, the business of the city goes on as it collapses. And that’s true, inasmuch as Toronto is 90 per cent a service delivery organization and as long as it’s financially sound and retains a professional bureaucracy, the city itself will work. But that crucial 10 per cent, which involves moving an agenda forward and crafting policy – looking at the city we’ll have five years from now as opposed to dealing with the one we’ve got – is beyond Toronto. Fortunately, the most crucial policy question of this term – how to fund and build better transportation – has been taken away from Toronto council and given to an unelected body. Under ordinary circumstances, that would be cause for alarm. These days, it’s a lucky break.

Zoo’s elephants deserve better While we are basking in the pandas who are costing a great deal to keep at the Toronto Zoo, maybe we could give a thought to the poor elephants. They looked pathetic last year when I saw them. I think we could do better than that. Who is being selfish to keep them from going? I would like to hear that every animal lover in Toronto has written to Prime Minister Stephen Harper to approve a cargo plane to take the elephants to where they need to go before they have to stand another summer here. What a life. Marie Sheppard

special report: big move, big money The following are 11 proposals considered by Metrolinx to help fund regional transit expansion as well as views of the organizations that have weighed in on the recommendations. By Rahul Gupta

1

PARKING SPACE LEVY

ing space would net $350 million per year.

How it works: Per space levy charged daily to operators of paid and unpaid commercial parking lots as well as at transit stations. Annual projected revenue for The Big Move: A daily charge of $0.25 per park-

2

EMPLOYER PAYROLL TAX How it works: Regular deduction paid by Greater Toronto and Hamilton Area (GTHA) employers each pay period in form of flat tax or a percentage of total gross salaries. Annual projected revenue for The Big Move: 0.5 per cent tax would raise between $630-$730 million. Pros for implementation: w High revenue potential and minimal implementation costs. Cons against implementation: w Could discourage job creation. w Doesn’t impact congestion.

4

FUEL TAX

Pros for implementation: w Stable long-term funding since parking spots are unlikely to be removed over time. w Easy to implement. w Encourages smarter land-use planning.

Examples where it is used: Oregon raised over $200 million in 2010 for the Portland area TriMet transit service through an estimated 0.69 per cent payroll tax. Also used in New York City and Paris, France.

CivicAction Toronto Region Board of Trade Toronto Council

How it works: Regional consumption surcharge in the form of a flat tax for every litre of gas purchased or as a percentage of the base price. Annual projected revenue for The Big Move: Five cent per litre tax would raise up to $330 million per year.

5

HIGH OCCUPANCY TOLL (HOT) LANE How it works: Low occupancy drivers pay a user fee to access High Occupancy Vehicle (HOV ) lanes normally reserved for vehicles transporting three or more people. Annual projected revenue for The Big Move: A toll of 30 cents per kilometre would bring in anywhere from $25-45 million by 2014 and up to $250 million after 2017 if additional HOT lanes are constructed on the 400 series highways as planned.

LAND VALUE CAPTURE (LVC) How it works: Fee charged to property owners, including developers and home buyers, to capture a property value increase resulting from proximity to a public transit connection or project.

Examples where it is used: HOT lanes exist or are planned in just about every U.S. state dating back to the 1970s.

Metrolinx CivicAction Toronto Region Board of Trade Toronto Council

Cons against implementation: w Low annual revenue potential. w Administration costs unclear due to a lack of details on how it would work. w Unpopular among vast majority of polled residents.

Metrolinx

Annual projected revenue for The Big Move: LVC fees could produce $20 million in dedicated revenue, though the cost of implementation is unclear at the moment.

CivicAction

Pros for implementation: w Can capture property value increases from public and privately held land.

Toronto Council

Cons against implementation: w Could significantly increase costs for transporting goods and services resulting in higher prices for con-

Cons against implementation: w Capital construction costs required to convert existing HOV lanes to allow for tolling. w Potentially unaffordable for lower-income drivers.

i

Examples where it is used: Widely used in places like Vancouver, Montreal, parts of Europe and Australia.

Pros for implementation: w Encourages less fuel consumption over time. w Reduces total car trips and improves travel times over the long-term. w Minimal administrative costs since taxing mechanism already in place.

Pros for implementation: w Voluntary usage which means many road users would not have to pay more.

Cons against implementation: w Lot owners can transfer the cost of the levy to users. w Unlikely to improve traffic congestion. w Levy would be enforced even if the spot remains empty during peak hours.

REGIONAL SALES TAX How it works: Percentage increase within GTHA of existing tax rate to fund transit projects. Annual projected revenue for The Big Move: A one per cent increase would generate around $1.3 billion for the region and over $500 million to Toronto. Annual projected revenue for The Big Move: A toll of 10 cents per kilometre could generate up to $1.5 billion by 2021 without taking into account construction costs.

Cons against implementation: w Significant capital and administrative costs required. w Would encourage people to live closer to urban areas, which would be a disadvantage for suburban employment.

Pros for implementation: w Major long-term revenue potential

TRANSIT FARES INCREASE How it works: Raising fares of all GTHA transit agencies including the TTC to raise money for transit construction. Annual projected revenue for The Big Move: A 15 cent raise would raise around $50 million.

Pros for implementation: w Would make transit riders solely responsible for funding expansion since they would likely benefit the most. Cons against implementation: w A fare hike would negatively affect ridership and prompt many to

PROPERTY TAX How it works: An incremental increase tied to transit funding of existing property tax rates for residents and organizations. Annual projected revenue for The Big Move: Raising current rates by just over five per cent could yield in 2014 anywhere from $480-670 million in dedicated revenue. Pros for implementation: w Easy to implement as tax collection mechanism is already used by every municipality and the province. w

Stable, long-term growth prospects. Cons against implementation: w Municipalities already rely on property tax revenues to fund many services. w Regressive nature of property tax would disproportionately affect lowincome home owners and renters. w Residents would object to doubledipping by province which already uses property taxes to pay for education costs. VEHICLE KILOMETRES TRAVELLED (VKT) FEE

How it works: All vehicles in a designated area would have to pay a charge for every kilometre travelled. Distance would be measured via GPS devices installed in cars or odometer readings. Annual projected revenue for The Big Move: Charging three cents per kilometre would net for transit construction around $1.6 billion. Debunking myths about life insurance Life insurance is not a simple product. Trying to understand all the different options and their respective benefits can require confronting several well-entrenched myths.

work. “Group life insurance plans typically provide limited coverage, and the insurance often ends when you change jobs. It’s important to understand the extent of your coverage and fill in any gaps,” she says.

To help set the record straight and guide customers toward making the choice that best suits them, Cathy Preston, vice president, Life & Health, RBC Insurance, addresses the five most common misconceptions about life insurance.

And while many people believe their investment dollars can be put to better use elsewhere, as Preston points out, “Many life insurance policies provide protection for your loved ones along with a tax-sheltered investment option that can grow your money.”

Topping the list, according to Preston, is people’s belief that all their insurance needs are covered through

Some think life insurance is only for full-time workers or high-income earners, but there are cases where it

can be helpful regardless of income or employment status. “For example, if you have dependents, you would need to cover childcare and housekeeping costs in a parent’s absence,” Preston notes. And life insurance isn’t only for those with dependents, she adds. “Life insurance can also help protect your partner from struggling with a single income and ensure your debts are paid, which is important regardless of whether you have children,” she says. Finally, Preston insists that life insurance need not be prohibitively expensive. She indicates that a 10-year term policy with a death benefit of $250,000 would

Notes from 14 Division’s Community Police Liaison Committee The Community Police Liaison Committee (CPLC) for Toronto Police Service’s 14 Division holds monthly meetings, which aim to improve public safety in partnership with 14 Division, promote positive working relations between the

community and police officers and identify problems and challenges involving community safety and policing. Here are some highlights from the May 21 meeting that took place at 14 Division headquarters.

motorcycle thefts spike in wBetween south end April 7 and May 18 there were 24 thefts of vehicles within 14 Division, which represents a 27 per cent increase this year to date over last year, but Const. Laurie McCann

explained the increase is largely due to a spike in thefts of motorcycles. In the south end of the division, south of King Street, there were seven motorcycles stolen in that time frame. A detective with 14 Division

explained thieves are targeting large buildings in the south end of the west end. Police say thieves wait in the parking lots with a van and when the motorcycle owner parks and leaves the lot, the thieves load the motorcycle into the van. “The buildings being hit up the most, we have their security (staff) on board and they have video surveillance,” he said. Bathtub increases wIn Project police numbers response to community complaints of high school students engaged in unlawful activity, police launched Project Bathtub. This project has increased the uniform deployment of officers around Bloor Street West and Harbord Street between Christie and Brunswick Avenue between 11 a.m. and 4 p.m. and has resulted in increased enforcement. Awarded to wFourScholarships St. Mary’s students Community Safety Scholarships of $2,500 were award to students in 14 Division at a ceremony May 22. Scholarships were awarded to three students from St. Mary’s Catholic Secondary School – Bryan Chavez, Lucia Brasil and Kristopher Sousa – and one student from Central Technical School, Yangzom Drakto. Fundraising for the 2013 Community Safety Scholarship is wrapping up. The goal had been to raise $10,000, but the CPLC well surpassed that and was able to raise $18,536. This is the scholarship program’s third year in 14 Division. officers in wFourCommunity Kensington / Chinatown permanent officers have been assigned to the Kensington Market / Chinatown Neighbourhood. According to Const. Gord Reid, the Crime Prevention Officer in 14 Division, there have always been officers from the Community Response Unit assigned to neighbourhoods in 14 Division, but with this new initiative four of those officers, known as Neighbourhood Officers, will permanently cover this area of the city. The neighbourhood officers will patrol their neighbourhood exclusively and attend community meetings, meet with business owners and generate community contacts. News maker of the month wConst. saves fellow officer’s life Laurie McCann was named 14 Division’s “News Maker of the Month” for her part in saving the life of a fellow officer who collapsed during the Toronto Marathon. McCann and two others are being credited with saving the 54 Division officer’s life.

First built as the cornerstone of a regeneration project for the downtown Yonge area, the square officially turns 10 years old on Friday, May 30 and its full slate of events throughout the summer demonstrates how it has grown. “It’s fair to say that when the square first opened 10 years ago, the immediate response from the media and the community wasn’t enthusiastic,” said Taylor Raths, general manager of the Yonge-Dundas Square management board. He recalled one early review of the square calling it “the world’s biggest frying pan” because of its flat black surface and acknowledged nearby residents decried it

because it did not contain green space. The square is a common destination for festivals and events celebrating different cultures, free concerts, movie screenings and promotional events for companies, the latter of whom pay for the prime space at the busy intersection. hundreds of events The square remains vacant by design on Mondays both to give the public a chance to use the space and its splash pad and to give YongeDundas Square management a break from the 300 or so events held there a year. The fact that such breaks are necessary is a step in the right direction, as the space was once derided as a white elephant. “There was a sense 10 years ago that if we build it, they will come, and initially they didn’t,” Raths acknowledged. “We’re always working to

improve our business plan. It’s an ongoing place-making project and that kind of work is never done.” The square will be home to a variety of events throughout the summer, including: • regular Lunchtime Live! concerts from 12:30 to 1:30 p.m. on Wednesdays through Oct. 7; • free outdoor film screenings Tuesdays at sunset from June 25 through Aug. 27; • and indie music concerts from 8 to 10 p.m. on Fridays from June 28 through Oct. 6 and more. While the square officially opened on May 30, 2003, its official anniversary celebrations will not take until Friday, Aug. 9, when the square will host buskers, a beer garden, a concert featuring Divine Brown, Royal Wood and Spirit of the West and other activities.

His bike got stolen but he kept rolling. And earlier this month downtown resident Paul Abraham put his new wheel in motion for a good cause, attracting stares and smiles along the way. Si x m o n t h s a g o, t h e 21-year-old spent hundreds of dollars restoring a bicycle his grandfather had given him. But just two weeks later the beloved bike was gone. Abraham, who grew up in Scarborough, said he went to a bike store but didn’t want another bicycle. “I had my eye on an adult tricycle. They’re about $900. At the time I just didn’t have the funds.” So Abraham settled on a unicycle. “I was like no one is going to steal one wheel, so I bought it and then taught myself how to ride it,” he said. “It just takes deliberate practice and focus and a lot of discipline.” In late February, Abraham happened to meet a nineyear-old cancer patient named Mike at SickKids. The encounter inspired Abraham to help the hospital. “This kid’s drive and his will to live and his passion for life touched me,” said Abraham, adding he called SickKids with a unique idea: a charity unicycle ride from Montreal to Toronto. The idea was embraced.

Paul Abraham, 21, unicycled from Montreal to Toronto to raise money for SickKids.

Abraham left Montreal city hall on his unicycle at 8:30 a.m. May 10. “I planned my route out a month in advance and I printed out all the directions,” he said. But because he doesn’t understand French, Abraham said he quickly got lost. He ended up buying a map, which he used for the remainder of the trip. The next setback was weather related: Abraham got caught in a hailstorm on the Thousand Islands Parkway. “The wind had knocked me

off before the hail started,” he said, noting “every time I wanted to give up I thought about Mike.” Abraham also had to contend with frightening thoughts, especially when riding alone through marshlands. “I was just thinking a few times: if something jumped out and grabbed me, there’s no way anybody could find me out here.” Seven days after leaving Montreal, and 631 kilometres later, Abraham arrived at Toronto City Hall. Throughout the journey, he said, he encountered a lot of stares and laughs. “If people laugh then I know they think it’s funny and that’s cool with me,” he said. “That’s two minutes of their day that was better because they saw me doing what I love doing.” SickK ids Foundation spokesperson Janessa Bishop called Abraham’s fundraiser “absolutely incredible.” There are more than 1,300 fundraisers on behalf of the foundation every year. “We have things from lemonade stands to police officers that will cycle, but I believe this is the only unicycle ride so I think Paul is the first one to do this for us,” Bishop said. “Definitely a unique fundraiser and something that has helped us raise awareness and funds for the hospital.” Donations are still being accepted at www.sickkidsfoundation.com/page/ paulabraham

Voluntary Best Bar None program launches in Entertainment District Special awards ceremony recognizes participating venues JUSTIN SKINNER jskinner@insidetoronto.com

Nearly 40 bars, clubs, pubs, hotels and lounges in Toronto’s Entertainment District have earned accreditation through a voluntary pilot project designed to promote responsible service of alcohol. The Best Bar None (BBN) program is the first of its kind in Canada and aims to raise the standards for alcohol service. Originally rolled out as a pilot program in the Entertainment District last October, BBN recognized the participating venues at a special award ceremony at the Park Hyatt on King Street West Monday, May 27. “We were looking for a program that would be able to bring partners and stakeholders together and we’ve managed to work with the AGCO (Alcohol and Gaming

Commission of Ontario), LCBO, residents’ association, city police, licensees and other partners,” said Ontario Restaurant, Hotel and Motel Association President and CEO Tony Elenis, who helped lead the charge to get BBN off the ground. “It’s industry-driven and completely voluntary, and driven more by compliance than enforcement.” The program mirrors one unveiled in the U.K. in 2003, meaning that it was tried and true before it was unveiled. Nonetheless, Elenis said the program is being reviewed to ensure it works as well as possible. After that evaluation, he hopes to see it rolled out in other areas. “We’re evaluating this pilot project and then it will be taken to another stage,” he said. “We got great support from (establishments) in the Entertainment District

those living in the area. “As any person or business entrusted with the sale of alcohol knows (especially) at this time of year... the importance of safe and responsible service cannot be overemphasized,” he said. “The government can’t provide solutions on its own. We can’t provide police officers in every bar and on every corner, nor would we want that honestly.” In addition to accrediting 37 Entertainment District establishments, Monday’s event saw seven best-of awards in a variety of categories. The Bier Markt on King Street West earned the titles of Best Overall and Best Bar/Lounge, while other winners included 360 Restaurant for Best Restaurant, Fionn MacCool’s for Best Pub, Best Club winner Footwork, Best Members Club winner The Spoke Club and Best Hotel Lounge winner for the Intercontinental Toronto Centre.
