For years, development in the Yonge and Eglinton area has been handled in a piecemeal fashion, leaving local residents in the lurch as they have tried to preserve green space. That is set to change with an initiative underway to create a plan for the midtown area to help set guidelines and improve the public realm. Labeled a growth area, the area surrounding the busy intersection has been hamstrung not only by the fact that it is served by three councillors but also by the fact that development applications to the south of Eglinton go to Toronto and East York Community Council while those to the north are brought to North York Community Council. Gym owner uses fitness to keep kids engaged JUSTIN SKINNER jskinner@insidetoronto.com

aving grown up in an at-risk community, midtown Toronto gym owner Alex Savva knows first-hand the importance of fitness as a tool to motivate youth and teach them discipline. Savva, president and founder of CircuitFIT gym near Mount Pleasant Road and Davisville Avenue, grew up in Flemingdon Park and managed to set himself on the right path despite knowing many who did not. “It was a pretty tough neighbourhood and fitness was a positive outlet for me,” he said. “I had a lot of friends who got involved with crime, gangs and violence.” Savva is also the co-founder of supplement company PHARMAFREAK, and it is through this company that he first reached out to Doorsteps Neighbourhood Services in hopes of making a difference in the lives of the youngsters there. Savva has begun inviting at-risk youngsters from the Chalkfarm community to drop by his gym for regular competitions. By taking part in the

events, the youth are kept off the streets and offered a better way to channel their energy. “I know this works from my own experience,” he said. The competitions, known as GoodFit Battles, originally saw Savva bring his training to the Chalkfarm community. Recently, the gym owner has started bringing as many as 30 youngsters and teens aged 12 to 17 from that area to the midtown gym to compete, with local residents and CircuitFIT members invited in to join in or cheer them on. “I tailor each competition differently, but the goal is to make it fun and get kids out to the gym,” Savva said. “It’s a good way to get people from the two communities together.” Teen Lincoln McIntosh was one of the competitors at the most recent session. He said the competition was a fun way to spend a day. “We did some cardio, some tire flips, they gave us a bag of weights and had us run up some stairs,” he said. “It was hard, but it was fun to be in the competition and the people were really nice.”

Northern Secondary students aim to improve teen driver safety JUSTIN SKINNER jskinner@insidetoronto.com Northern Secondary School Grade 12 students Colin Goad and Melissa Tigert are well aware great strides need to be made to improve teen driver safety. For that reason, the students are serving as student ambassadors for a new campaign by not-for-profit safety organization Parachute and State Farm insurance to create a national Teen Driver Safety Week. Goad and Tigert are among a small number of teen ambassadors for the campaign under Parachute’s nation-wide Project Gearshift initiative. “We want to address youth driving safety because (unsafe driving) is the No. 1 killer of youth right now in Canada,” Goad said. “Here in Toronto, because it’s such an urban centre, we want to focus specifically on pedestrian safety and try to avoid pedestrian collisions.” The students, in collaboration with Northern’s SMARTRISK team, have been conducting pedestrian blitzes and other events to address safety on and around the streets of

midtown Toronto. One such event, dubbed Pause for Applause, saw students actually go out and cheer pedestrians who used crosswalks instead of crossing at unsafe points. “Jaywalking’s one of the most prevalent issues, especially in Toronto, but we also want to talk to people about distracted driving – texting or calling people while you drive,” Tigert said. The push for a Teen Driver Safety Week is also well underway in Alberta and New Brunswick, with Goad and Tigert carrying the torch for Ontario as two of six national ambassadors. Alex Kelly of Parachute said Northern was an ideal school from which to choose student ambassadors. “Northern’s always had a strong injury prevention focus and we’ve

worked with them for the past few years,” she said. “We have other schools in Ontario who run injury prevention programs, but Northern’s an urban school so they can come at it from the perspective of teen

driver safety issues in cities.” That was key, as the other participating communities are focusing on issues less specific to cities, such as impaired driving. State Farm is looking to get more

schools involved in the project through Celebrate My Drive (www. celebratemydrive.com), with participating schools eligible to win cash prizes. In Toronto, meanwhile, Goad and Tigert are looking to spread the word among not only their high school but others as well. “We’re talking to a bunch of industry professionals and policy-makers, people from the TTC and (Toronto Centre MPP) Glen Murray’s office to address the problem,” Goad said. Tigert noted the key is to get the word out to as many people as possible, adding the feedback they have received has been promising so far. “We’ve had pretty good response from the school as well as from parents,” she said. “We want to make everyone aware of it.” The students along with Parachute and State Farm are hoping to have Oct. 20 to 26 recognized as Teen Driver Safety Week.

Smoking rules need to be enforceable, measurable

rudent health measure or nanny state legislation? When Toronto council meets next month, it is scheduled to consider implementing tough new measures on outdoor smoking in the city. These are recommendations proposed by the city’s board of health in an attempt to curb exposure to secondhand smoke. Of the series of recommendations the board made this week, one of them includes asking council to make it illegal to smoke within nine metres of the entrance to all public buildings in the city. The board of health’s recommendation that sports fields and “specific park amenities” go smoke-free as well needs parks and environment committee approval on Oct. 23 before it can go to council. Other health board recommendations, including the banning of smoking on restaurant patios, would require a change to provincial legislation and can’t be imposed by the city. While the board endorsed the our view recommendations, Mayor Rob Ford has called the plan “nanny Smoking ban state” legislation. When it comes to new legislais for greater tion of any sort, we ask: Is the legislation practical? And is it for good the greater good? On the first question, when it comes to banning smoking within nine metres of a public building, we do question the practicality of enforcing such a law and would like to see specific details of how the city plans to deal with that. On the second question, it’s hard to argue that it isn’t for the greater good. In a report to the board of health last September titled ‘The Burden of Illness from Tobacco in Toronto’, Medical Officer of Health Dr. David McKeown noted tobacco use and second-hand smoke remain the leading causes of preventable death in Canada. In Toronto, adult smoking rates have “seen a slowed decline since 2001,” the report said, suggesting expanded tobacco control is needed to further reduce the risks posed from second-hand smoke. The proposals announced this week stem from McKeown’s report. What council must do is ensure the new measures are enforceable and measurable. “The history of trying to reduce the harm caused by smoking in Toronto is one of incremental measures,” McKeown said this week, acknowledging a total ban on smoking is “not a practical objective in the short term.” It’s Toronto council’s job to ensure this next step in the interest of public health is the right one.

Ford bypassing meat of the matter to focus on gravy Mayor Rob Ford was unusually boisterous Monday when he faced reporters alongside a crowd of music industry executives to talk about his trip to Austin, Texas. I suspect it wasn’t just the prospect of visiting the Lone Star State that had him going. The real boost likely came from the matter of the Pan Am Games overexpenditures, and the afterglow of the scandal of the $2,500-a-bum councillors’ chairs. The chairs were ordered by an unnamed staff person; actually replicas of the chairs they were replacing: chairs that had been propping up councillors, mayors and their guests since the early 1960s when Toronto City Hall was built. Last week, Ford apologized for the purchase – coming in at some $75,000 in total – and strongly implied the person responsible for the purchase had been sacked. On Monday, Ford sug-

david nickle the city gested the same thing should happen to Pan Am Games CEO Ian Troop if he can’t adequately explain a heap of questionable expenses filed by himself and his staff as they set about cobbling together the 2015 Games. This is high-fibre feed for Ford, and the movement to re-elect him in 2014. Ford campaigned in 2010 with the simple promise to “stop the gravy train”. To illustrate his point, he held up outgoing Toronto Centre-Rosedale councillor Kyle Rae’s decision to spend $12,000 from his office budget on a farewell party for himself. In the total context of Toronto’s nearing $10-billion budget, $12,000 didn’t amount to much of a hit. But it surely made a difference to Ford’s fortunes in the polls, turning Toronto

council’s perennial outsider into its preeminent insider. That’s a transformation that’s hard to repeat, but it’s the trajectory a Ford re-election campaign will almost certainly follow. Indeed, the mayor is already set up to do so. Council has long ago taken control of the municipal agenda away from Ford, setting its own budgets and carving out its way on transit. Next week, council will probably ignore the mayor’s wishes on the appointment of a caretaker councillor for Ward 3 in Etobicoke. Going into the next election, Ford is firmly on the outside. But just as Rae’s taxpayer-funded party was the key in 2010, so might these new examples of the ugly confluence of privilege and profligacy unlock the door to a second Ford mayoralty. And the fact that neither of these are necessarily the best examples won’t deter him. The decision to purchase

the chairs at such expense may look bad on the surface. But Toronto City Hall is a historically significant building, and the councillors’ lounge behind the chamber is a significant part of that. Similarly, the Pan Am Games is a significant civic and national enterprise, one that will bring benefits to the city’s economy and infrastructure. And if its executives are wellcompensated, and take advantage of their expense accounts according to the rules... well, once again, it’s part of being in the game. But that doesn’t matter in retail politics. Rae’s use of his office budget to throw a farewell bash was all done according to the rules, too. It still riled voters enough to elect Ford mayor of Toronto. And if it worked before, well, why not again?

Regent Park program focuses on teens teaching adults JUSTIN SKINNER jskinner@insidetoronto.com Having benefited from the services provided at Pathways to Education, Regent Park residents Agazi Afewerki and Mohammed Shafique knew there was help for young people looking to learn. They also noticed there was a gap in learning opportunities for adults in Regent Park, particularly for newcomers to Canada looking to learn how to integrate into their new society. The two started up Youth Empowering Parents, a not-for-profit organization that empowers teens in the community by giving them a chance to help adults learn English and computer skills. The organization was one of three in Toronto that have been honoured with an Intercultural Innovation Award by the United Nations Alliance of Civilizations (UNAOC) and the BMW Group. “Imagine a 14 year old

teaching a 45 year old how to have a conversation in English,” Afewerki said. “We have a lot of adults (in Regent Park) who have lived here a really long time and still can’t speak the language.” The duo noted the model was so simple, they were amazed when their research showed no evidence that anyone had started up a similar program. “We couldn’t find anyone else who had done it, which meant it was either a really great idea or a really bad idea,” Shafique said. “We did a pilot project and saw that it actually worked. It just clicked that this is an easier model.” Many of the participating youth teach their own parents, while others teach strangers. The youth are given an honorarium to participate and build up volunteer hours. The program has made a difference not only for the adult learners, but for the young instructors as well. “We had one guy register

The Maytree Foundation focuses on levelling the playing field when it comes to

prosperity both in Canada and abroad by breaking down barriers, particularly for new Canadians. “A lot of our programs work with people who are new to the country who are underemployed or unemployed,” said Maytree spokesperson Markus Stadelmann-Elder. “This city is incredibly diverse, but you don’t see that diversity in every area of society.” By bringing underrepresented groups into the conversation, Maytree seeks to find solutions that cater to those who will stand to benefit from the work they do. As with TakingITGlobal, Maytree received a monetary reward for winning the Intercultural Innovation Award, but Stadelmann-Elder said the win has helped far more than that by helping the Maytree Foundation expand to Europe.

going about 10km an hour.” Moffatt said the sheer length of each day’s ride tested their endurance. “You’d go 100km and feel like your day should be over, but really it was only about 50 per cent over,” she said. The three riders aimed to raise $25,000 for Right to Play through their ride and are continuing to collect funds online in hopes of bringing the last few thousand dollars required to meet their goal.

Toronto Council to decide on tough outdoor smoking ban DAVID NICKLE dnickle@insidetoronto.com Toronto Council will be considering banning outdoor smoking within nine metres of all public building entrances and possibly in certain parts of public parks in November, after Toronto’s Board of Health recommended tougher new restrictions designed to curb second-hand smoke. The board made the recommendations Monday after hearing from 18 deputations and a report from Dr. David McKeown, Toronto’s Chief Medical Officer of Health, suggesting a range of restrictions – some of which the city can impose itself, others which require provincial legislation and regulation. Immediately, the board is asking council to make it illegal to smoke within nine metres of the entrance to all public buildings — which would include civic buildings,

private office buildings and even apartment and condominium buildings. As well, the board endorsed a plan – which must also be endorsed by the city’s Parks and Environment Committee – to ban smoking at public beaches, near sporting fields and in high-traffic parks areas such as shelters and picnic areas. And it asked the province to ban smoking on restaurant patios too. Mayor Rob Ford, hearing of the vote, called it “nanny state” legislation and said he wouldn’t support it. “I’m not a smoker, I don’t like it, but I don’t like governments getting involved in this. How far are they going to push it? Make the whole city smoke free?” Dr. McKeown said a total ban on smoking wasn’t likely in the cards for Toronto. “I don’t think that’s a practical objective in the short

term,” he said. “The history of trying to reduce the harm caused by smoking in Toronto is one of incremental measures. We do still have 16 per cent of people in Toronto who do smoke so we have to recognize that.” Board of Health Chair Joe Mihevc rejected the idea this was an example of “nanny state” intervention. “I think a better way to put it is to say that smoking when it impacts others is becoming less and less viable,” he said. “Smoking as a social enterprise impacts others: my right to smoke ends at your nose.” Dr. McKeown said the measures were appropriate from a public finance standpoint as well. “The government pays the cost that comes from this so when people who are ill with heart disease and cancer go to the hospital we pay the cost for that,” said Dr. McKeown.

Suspect arrested in pair of Cabbagetown murders JUSTIN SKINNER jskinner@insidetoronto.com Toronto Police have arrested a suspect in the murders of Cabbagetown residents Nighisti Semret and Rigat Essag Ghirmey. At a news conference on Monday, Det. Sgt. Gary Giroux and Det. Sgt. Pauline Gray announced the arrest of 42-year-old Adonay Zekarias,

who now faces two charges of first-degree murder. Semret’s murder took place early in the morning on Oct. 23, 2012. Giroux said she was stabbed multiple times with a 20-centimetre kitchen blade while walking along the south side of 510 Ontario Street. She was walking alone at roughly 7 a.m. on her way home from an overnight work shift at the Delta Chelsea Hotel.

Ryerson U redeveloping the site Help decide the future of the Gardiner Expressway East The Study Waterfront Toronto and the City of Toronto are carrying out the Gardiner Expressway / Lake Shore Boulevard Reconfiguration Environmental Assessment (EA) and Integrated Urban Design Study. The study area for the EA is shown on the map below. The EA will determine the future of the Gardiner Expressway East and Lake Shore Boulevard East, from approximately Jarvis Street to approximately Leslie Street. Four alternative solutions are being considered: • Maintain the elevated expressway; • Improve the urban fabric while maintaining the existing expressway; • Replace with a new above or below grade expressway; and, • Remove the elevated expressway and build a new boulevard. Changes to other transportation facilities could also be required. Get Involved Your input into this next phase of the project is critical. The Project Team will be hosting a number of public forums, live webcasts, workshops and online opportunities for interested persons to participate in the EA process. We invite you to the second public forum where you can see proposed solutions within each of the four alternatives. The evaluation criteria will also be introduced for public input during the meeting and your feedback and questions are welcome.

A working group has been set up to deal with the issues, looking primarily at the public realm and how to make the community friendlier to the people who live there. “We’re looking at the experience for the people who live here – the good, the bad and the ugly,” DeSorcy said. “This is a chance for the residents to envision what kind of neighbourhood they want, including parks and open spaces.” More than 80 people attended a public meeting on the matter at the Anne Johnston Health Centre late Thursday and the city has tasked public consulting company Swerhun with helping to develop an overarching plan for the area based on community feedback. While guests at the meeting

made their voices heard, the city and Swerhun are still looking for more opinions. “We’d love to get some more input so the next time we report back to the public, we can see some of their ideas implemented,” DeSorcy said. St. Paul’s councillor Josh Matlow, who represents residents living south of Eglinton, said he and other local councillors Karen Stintz and Jaye Robinson came up with a motion to create the midtown plan. “Because the Yonge-Eglinton community’s divided between three councillors and two planning areas, it was always impossible to ensure everyone was at the same table working together,” he said. “We also heard from residents who want to be at the table themselves.” Matlow noted plans by RioCan to expand the shopping centre on the northwest corner of Yonge and Eglinton, building over Yonge-

Eglinton Square, was but one example of the way open space in the area has been chipped away. “We have to make sure we have green space and good public realm space,” he said. “We want to make sure this is a people-friendly community instead of just a concrete and glass jungle.” A website has been set up to allow the public to chime in and offer their opinions, with plenty of interactive features, including maps and a section where residents can upload photos with suggestions. “People can find a place on a map or send in a photo and say ‘this place needs trees and benches’ or ‘this is my favourite garden,’” DeSorcy said. LINK, which offers a frequent rail connection between terminals at Pearson

International Airport, was replaced by a bus route last March. It will resume this month. Metrolinx is completing work on the UP Express which is billed as the city’s first rapid transit connection from the airport to the downtown core. The four-stop express service is scheduled to open in time for the 2015 Toronto Pan American Games and will include stations at Pearson and Union.
