Observations & Conversations The consensus from most developers, retailers and brokers is that business is good and it’s expected to get even better! Welcome to our special edition for the ICSC’s Midwest Idea Exchange. In my youth, I leased a few spaces in the Midwest. Back in the day, TKO worked for Homart Development – to give the younger folks a history lesson, Homart was a subsidiary of Sears that was eventually bought by General Growth. Our assignment was to find tenants for Homart’s most difficult properties. Burned into my memory are too many flights into the South Bend airport and days of driving everywhere from Paw Paw, Michigan to Jacksonville, Illinois. I canvassed between every Duckwall-Alco store throughout the Midwest (prehistoric times, before directories of retail chains, the Internet, Google Earth and email – the old days when you had no other alternative than to get in a car and drive the market for leads). I was canvassing when Sears and L.S. Ayers department stores were still operating at the Washington Square Mall in Evansville, Indiana and Sears was the anchor of the Perkin Mall in Perkin, Illinois; a long, long time ago. Historically, the Midwest has been a healthy market, but it was challenging to get chains to open locations in the low-density trade-areas. Last year, I spent several weeks in Kansas, and things haven’t changed much in the smaller markets over the past few decades, but in the larger markets the retail landscape has exploded. I spent some time looking at shopping centers in Topeka, Kansas, and I was amazed at how much new development has taken place in the last decade. After catching up with some friends who are brokers and developers with projects in the Midwest, it appears that things haven’t changed much. The areas with dense populations are still hotbeds, and national chains are willing to jump through hoops to penetrate the market, while leasing in the rural areas and lowpopulation clusters is still a tough assignment. Chicago is on fire with chains clamoring to find locations and bending their prototypes to fit whatever space they can find. I’m finding across the board and with a large consensus that leasing activity has picked up tremendously throughout the Midwest just in the last two quarters. In this issue, we’ve got lots of leads for the Midwest market. Marshalls, Kroger, Giant Eagle, Save-A-Lot, Ashley Furniture, Tuesday Morning, Golfsmith, True Value Hardware and Tractor Supply Co. are just a few of the chains that are continuing their growth throughout the region. Mann Theaters plans to saturate the Minnesota market. The Running Room is focused on growth in the Midwest. American Drycleaners is growing in Illinois and Indiana. Stop-N-Go convenience stores is looking for more sites in northern Illinois and southern Wisconsin. Food concepts are also hot for the Midwest. Wingstop plans to blanket the Chicago market with new locations. Ruth’s Chris Steak House is opening a restaurant in Cincinnati, Ohio. Granite City Food & Brewery, Hardee’s and Dibell’s Old Fashion Submarines are eyeing more locations in the Midwest. I’m also hearing through the page 4

grapevine that leasing activity on second-generation spaces is picking up throughout the area. In our Lease Signings section, you will also see that there are quite a few deals being inked with small shop users as well. Lots of good news from the midwestern front! In this issue, we have a feature on Cullinan Properties that will give you some insight on how the retail landscape is faring throughout the Midwest. Cullinan is developing a number of mixed-use projects, the with the initial phase of one of its largest, The Streets of St. Charles in St. Charles, Missouri, 90% preleased. The company is also developing a 500,000 square foot mixed-use project in East Peoria, Illinois, which is slated to open next year. Sales and acquisitions of retail sites in the Midwest are also active. Most of the deals I’m hearing about are freestanding NNN sites, ground leases and raw dirt. Cole Real Estate Investments recently closed on a Giant Eagle in Columbus, Ohio for $19.3 million and on a Walgreens in Xenia, Ohio. The Boulder Group recently brokered the sale of a Walgreens in Cedar Rapids, Iowa. I’m hearing that obtaining financing for projects in the Midwest is getting easier, too. One of the larger recent transactions was Cohen Financial arranging a $52 million loan for a shopping center in Chicago, Illinois. All in all, the indicators show a good outlook for the retail industry in the Midwest. So far in 2012, just about every major market in the country is seeing signs of recovery from the recession. The ICSC’s MidAtlantic Dealmaking last month in Maryland was a successful show. Attendance was higher than in years past, the mood was good and there were some deals that got done. I’m also hearing that the ICSC Dealmaking in Charlotte this month is expected to have a high attendance count. In April, we’ll be at the Retailer One-On-One conference in Orlando. Last year, the folks behind Retailer Oneon-One brought in a franchise component to their event. Due to its success, they are having a repeat performance this year. Billed as the Orlando Franchise Show, the event brought in dozens and dozens of franchisors last year, and my hunch is that this year there will be even more franchisors exhibiting and in search of franchisees and locations. We are also in full ramp-up mode for the ICSC Convention in Las Vegas. I’m anticipating attendance for the Vegas show to be close to the counts we saw at the height of business in 2007. I was at the ICSC’s office a few weeks ago to discuss plans for the New York National Conference to be held during December, and as we sat around the table kibitzing, the consensus from most developers, retailers and brokers was that business is good and it’s expected to get even better! Adam Taliercio Cullinan Properties, Ltd. is a commercial real estate company specializing in the development, leasing and management of retail, medical, office, multi-family and mixed-use properties. Founded in 1988, the company operates offices in Chicago and Peoria, IL, and St. Louis, MO and develops, leases and manages properties nationwide. The Midwest has traditionally been one of the last areas to be impacted by the country’s economic woes, and one of the first to recover, said Cullinan vice president of leasing Lee Wolfson. “In some ways it’s better-insulated than other regions,” he explained, “partly due to the diversity of its industry, and partly due to the values that the Midwest has – including long-standing principles of hard work, economy, and being progressive enough.” Cullinan Properties has thrived in this environment due to its diverse approach to new development, he added, thanks to a combination of visionary thinking, innovative design, attention to detail and strict insistence on superb results at each of its developments. The company is positioned to respond to change with expertise in multiple disciplines, and to that end, the company also actively develops non-retail projects, particularly in the medical office and multi-family sectors – the latter of which has seen an increase in activity following the recession, Wolfson said. “We touch on every segment of the industry and we are extremely versatile, so we can adjust to what the market demands. “Expanding beyond retail has not only provided additional avenues for new development in the office, commercial, residential and medical arenas, but has also contributed to the company’s strong understanding of mixed-use properties, which continue to be prominent among our new developments,” said Cullinan partner and chief operating officer Christopher West. While traditional retail still maintains a substantial place in Cullinan’s portfolio, there has definitely been a push toward incorporating non-retail concepts. “It’s an ideal mix for us, with retail as just one of the components of mixeduse developments,” West said. “Having diversity in a project only makes it more attractive to its tenancy and customer base.” Medical uses in particular, he added, have increasingly sought out co-tenancy with retail uses in an attempt to offer patients the opportunity to visit smaller, more conveniently-located facilities. “People are looking for the convenience of having these amenities close at hand so they can make one-stop visits,” West added. Mixed-use also proves more compelling to potential retail tenants, he added, as a pre-existing clientele of office workers or residents is already active at the site. One of the company’s current major developments is The Streets of St. Charles, a one million sq.ft. mixed use project situated on approximately 26 acres along Interstate 70 in St. Charles, MO. The site boasts an average daily traffic count of nearly 200,000 vehicles, and will feature retail, office, residential, medical, entertainment and hospitality components. The first phase of the project, which is already roughly 90% leased, will feature a 100,000 sq.ft. building, including 35,000 sq.ft. of retail space. Initial signed leases include the firstin-market Tucanos Brazilian Grill, offering Churrasco-style dining; Five Guys Famous Burgers and Fries, a national restaurant chain page 6

with more than 750 locations in over 40 states nationwide and four Canadian provinces; Massage Luxe, a popular day spa that provides quality massages, facials and other personal services, and Heartland Dental, a collection of hometown dental offices providing leading edge dental care, as well as office users including Wamhoff Financial Planning and Accounting Services, Brown Smith Wallace and Cole & Associates. Construction on this phase is nearing completion, with tenants slated to begin opening during the spring. Additional phases will include a five-story 300,000 sq.ft. building, which will feature 50,000 sq.ft. of retail and restaurant space and 220 high-end apartment units. Groundbreaking for this second phase is slated to begin during the second quarter of this year. When completed, the project will feature approximately 250,000 sq.ft. of retail and restaurant space, 250,000 sq.ft. of office space, one to two hotels, a fitness center, entertainment venues and several hundred residential units. “It’s a very special project at an incredible location – in our opinion, the best location in the greater St. Louis market,” Wolfson said. Another major project for Cullinan is its East Peoria Downtown development, a 500,000 sq.ft. mixed-use project designed as a major expansion to the downtown area of East Peoria, IL, featuring retail, residential, office, hospitality and civic components. The initial phase, which will be predominantly retail, is slated to open during the spring of 2013. “East Peoria itself is an excellent draw for a variety of different reasons,” Wolfson said. “It’s centrally located in the state, and has supported businesses well. It is an area that has drawn a lot of projects, including a recently-opened Bass Pro Shops, proving this particular development has been well-received by the community and the city government. The project is a revitalization of the area, taking a former factory site and converting it into an extension of their downtown.” As its two marquee properties continue to progress, Cullinan envisions exciting moments in the coming year, West said. “The economy appears to be recovering at a steady pace, as we are seeing renewed traction by retailers that want to be a part of our exciting developments. A few years ago, it was a challenge to get a prospect to discuss new store opportunities. However, today the door has opened again, discussions are ongoing, and the future appears much brighter for them. As a company, we’re excited about the opportunities that lie ahead as we move forward in 2012 and beyond.
