observations and conversations Supermarket chains are making the biggest moves in the Texas market and the competition looks like it could get fierce Ann O’Neal Welcome to The Dealmakers special edition for the ICSC Texas Conference. I’m writing this is the wake of Hurricane Sandy and the damage is overwhelming and it’s going to cost a lot of dough to rebuild. The images coming out of New York City and the surrounding areas are hard to comprehend. Our office is in New Jersey, however at the moment the generator has gas and we have internet access so the show goes on. There’s a lot of activity in the Lone Star state. Several retailers have tapped the market to test new concepts. Stage Stores is rolling out a new concept trading as Steele’s with initial openings in Beeville and Sequin, Texas, along with projections to have up to 35 units operating by the end of the year. The spinoff utilizes about 10,000 square feet in small and mid-size markets offering family apparel, accessories, shoes and home décor at discount prices. GameStop is opening 80 temporary stores, of which one of the first will open in Texas, that cater to children using the trade name GameStop Kids and it’s supplementing gaming merchandise with toys and accessories. Nebraska Furniture Mart is also entering the Texas market and recently broke ground on a 433-acre, mixed-use development near Dallas and plans to open a two-level 530,000 square foot store during 2015. Franchisees are hot on the Texas market too. A newly-franchised concept, America’s Taco Shop plans to enter Texas for its initial roll-out. Flip Flop Shops, through a franchisee, recently opened stores in Corpus Christ and The Woodlands, bringing its store count in Texas to nine. The chain of specialty shoe stores plans to open future locations in Amarillo, Arlington, Austin, College Station, Dallas, Houston, San Antonio and San Marcos. Chains that already have a big stake in the Texas market are also finding new opportunities. Stein Mart continues to grow in Texas and recently increased its store count to 44 units operating in the state with recent openings in Katy and McAllen. Wal-Mart plans to open four supercenters in San Antonio by 2014, in addition to more growth in Austin, Dallas and Houston. Corner Bakery Café, through a franchisee, plans to open seven locations throughout the southern region of the state, including sites in Harlingen, Brownsville, Laredo and Corpus Christi. Costco Wholesale Club also has future plans to open several Texas locations. These are just a few indicators of a healthy economy in Texas. Supermarket chains are making the biggest moves in the Texas market and the competition looks like it could get fierce. Trader Joe’s recently opened its first store in San Antonio and Whole Foods just opened a second store in the market, in addition to opening two stores in Austin this year. A third Trader Joe’s will open in the Houston area by the end of the year, followed by more stores in Dallas and Austin by 2015. Trade Joe’s entered Texas during June with locations in Fort Worth, Houston and Plano. Whole Foods is expected to continue to saturate the Texas market increasing its store count from 20 to almost double by 2017. The chain is streamlining future stores to 40,000 square feet. Aldi also plans to continue its expansion in Texas. Natural Grocers by Vitamin Cottage, a specialty supermarket chain, is opening its 13th store in Texas next year with a 21,000 square foot store in Denton. The company typically uses a 14,000 square foot space. Spec’s Wines, Spirits and Finer Foods is opening its 11th location in the DFW metro-plex and the store will occupy 55,800 square feet, marking the largest foot print in the chain. page 4

Walmart Neighborhood Markets just opened at former Albertsons in Carrollton and Plano, in addition to taking over a former Kroger in Colleyville. H-E-B is also opening more supermarkets in the 60,000 square foot range as it in-fills the markets that it already dominates throughout the state. It is getting hot on the supermarket scene in Texas and then throw a little more competition from Randalls, Sprouts, Kroger, Fiesta Foods, Albertson, Brookshire and it’s got the makings of an interesting food fight. I’m seeing a lot of shopping center acquisitions in the Texas market being driven by not only economics, but also by having a supermarket anchor. There are a lot of players on a relatively small playing field considering that most of the supermarket competition is in three major markets; Dallas and Ft. Worth, Houston, Austin and San Antonio. All of which are seeing population and job growth. I read a statistic that Austin is expected to increase its population by 20% and the last time I flew over San Antonio and Austin; they looked like one big city with endless traffic connecting them. I grew up in the Dallas – Ft. Worth area and it’s morphed into a mega market too. On the topic of Texas, supermarkets and job growth, we have a profile on Weingarten Realty in this issue and the statistics on its occupancy levels and comp store sales is impressive. I had the chance to visit with Patty Bender, Weingarten’s executive vice president of leasing, and she has some innovative approaches to canvassing, competition analysis and streamlining the process from showing space to delivering the store. When you look at their occupancy rates, you’ll want to know how they do it. I’m also hearing that developers are moving forward with proposed projects throughout Texas. On the acquisition side, it’s starting to get heated too. Inland recently closed on Wheatland Town Center, a 206,223 square foot shopping center in Dallas, for approximately $39 million. Ross Dress for Less, PetSmart and Office Depot are the anchors and the property is adjacent to a Target store. Velocis Fund LP recently acquired two shopping centers with an aggregate GLA of 350,000 square feet in Austin for $60 million. N3 Real Estate also recently closed on the $25 million acquisition of a portfolio of eight shopping centers totaling 172,000 square feet and located adjacent to Walmart Supercenters in Alamo, Dumas, Hereford, Weatherford, Red Oak and Sweetwater. I’m also hearing that sales transactions of single-tenant deals are extremely active throughout the state, even in rural and small markets. I have to wrap it up and for all of y’all at the show in Texas, stop by and visit with us at our booth (#702). We won’t talk politics though, even if the election is just a blink away. Weingarten Realty Investors (WRI) is a shopping center owner, manager and developer, with a 63.8 million square foot portfolio consisting of 301 neighborhood and community shopping centers and 26 other properties company-owned or operated throughout 20 states. In excess of 55% of WRI’s retail portfolio is located in California, Florida and Texas. Its centers in California and Texas have occupancy levels in excess of 95 percent. An explanation to some of Weingarten’s success is its directive to follow new job growth and during the Patricia A. Bender past year, almost half of the new job growth Executive Vice President, Leasing in the nation took place in states in which it operates shopping centers. Also, to attain its impressive leasing activity, Weingarten implemented a program known as “ShopCentric.” The REIT is actively acquiring retail sites and its leasing efforts have soared, consequently the retail portfolio currently enjoys about a 94% occupancy level. The company produced strong leasing results during the second quarter with 380 new retail leases and renewals, totaling over one million square feet. These transactions were comprised of 163 new leases and 217 renewals, while the average rental rate increase on new retail leases signed during the quarter was 5.2 percent along with almost a three percent gain in net operating income for its portfolio of shopping centers. Weingarten focuses its leasing platform on retail tenants that provide necessities, services and discount clothing, while Kroger, TJX, Ross, Safeway, Petsmart, Sports Authority, H-E-B, Best Buy, Bed Bath & Beyond and Office Depot are the predominant anchors within its shopping center portfolio. Patty Bender, Executive Vice President of Leasing, is the master mind behind “ShopCentric.” Patty is directly responsible for all transactions in existing assets and is involved with anchor tenant leasing, redevelopments, and new developments. In addition, she has been particularly focused on the development of the lifestyle centers owned by Weingarten Realty. In her 30-year career with WRI, she created the “ShopCentric” program to streamline the leasing process for small shops with a simple document that does not require an attorney-review for new leases or renewals. In addition, the program offers a slew of services to assist small shop operators in growing their chain with business consulting for small business development, an in-house proprietary business plan and assistance with preparing financial statements. The program also allows brokers to collect their commission in a speedy manner using its “Broker Fast Pay” system. “Shopcenteric” offers several components including its Global Meetings, which includes meetings with over 150 national, regional and franchised retailers that have robust expansion plans. The program also allows retailers access to a property search spreadsheet matching the retailer’s site criteria to WRI’s leasing opportunities. The spread sheet is derived from a compilation of store sales within given markets, analysis of area competition and proprietary information gathered by WRI. Partners is yet another component of “ShopCenteric” and is focused on working with existing tenants in its page 6

portfolio by site visits and discussions regarding store performances, adding store locations, renewals, evaluations of business plans, and competitors. Lastly, its Research and Marketing Consulting Services Group is a team of industry experts offering consultation on marketing strategies for small shop operators including demographic studies, site selection, market strategy, marketing plans, advertising, graphic design and photography. The “ShopCenteric” program has had a direct correlation to WRI’s ability to lease vacancies and maintain successful chains within its portfolio. Weingarten also self-develops or develops projects, typically valued in excess of $15 million, in joint ventures with landowners, other developers, and retailers. WRI utilizes a variety of financial structures tailored to the needs of its joint venture partners, which may combine different levels of equity, debt, stock or DownREIT units, ground leases and other forms of joint venture contributions. Robert Smith, Senior Vice President/Director of Development, is aggressively pursuing development opportunities throughout the West, Southwest and Southeast regions of the U.S. WRI’s criteria for new development calls for sites to accommodate retail centers in excess of 100,000 square feet and serving a trade-area population of 70,000. Weingarten‘s acquisition criteria focuses on core supermarket and/or discount store-anchored, neighborhood, lifestyle, or infill power centers. A minimum GLA of 100,000 square feet and multitenanted centers with an existing anchor store(s) or the capacity to accommodate a future anchor are also parameters for ideal acquisitions, as is a preference for properties offering add value opportunities through lease-up or redevelopment. Demographic requirements call for a minimum trade-area population of 70,000 and SMAs with a population of at least 750,000 residents. Centers situated at a major intersection of two thoroughfares and located throughout the West, Southwest and Southeast regions of the U.S. are of interest for future acquisitions. Weingarten typically structures acquisitions for all cash or leveraged, in addition to joint ventures, stock swaps and DownREITs. A recent acquisition of Weingarten Realty Investors is the Pike Center in Rockville, Maryland. The 81,300 square foot shopping center was acquired for $54 million from JBG Companies and JBG Rosenfeld Retail. Serving the Washington D.C. region, the site is situated between two nearby Metro stations and 145,000 people reside within three miles earning average household incomes of $110,000. The property is also part of the White Flint Sector 2 plan currently under study by the County to revise and amend the existing zoning to high density mixed-use development within the next three years. Pike Center should provide WRI with approximately a six percent return-on-investment and further upside when the property is redeveloped.
