This book represents the beginning of a project to house affirmative asylees at the Iglesia Cristiana el Buen Pastor in Mesa, Arizona.

The building propsals are the result of a collaborative fourth-year studio between Arizona State University and the University of Washington led by Marc Neveu and Elizabeth Golden respectively.

The Iglesia Cristiana El Buen Pastor is located in Mesa, Arizona, a suburb of about 500,000 inhabitants east of Phoenix. Each week U.S. Immigration and Customs Enforcement (ICE)—the federal law enforcement agency responsible for enforcing immigration laws in the United States—transports groups of asylees to the church as a temporary measure while arrangements are made for travel to a final destination. At the church, guests can take a shower, change into clean clothes, and eat a meal before the next phase of their journey. Asylum seekers typically come from a variety of countries and backgrounds and may have experienced persecution, violence, or other threats in their homeland. Many arrive to the U.S. after a long and difficult journey, often having fled their homes with only a few belongings.

Brick by Brick is a program developed and coordinated by Scottsdale's Human Services department to assist people experiencing homelessness. Participants produce compressed earth blocks, which are adobe-like bricks, for use in Scottsdale capital projects and other areas throughout the community. The activity combines volunteerism, community development, economic vitality and environmental initiatives to develop awareness around the use of sustainable material to build quality, energy-efficient structures. Each of the projects in this studio will use compressed earth blocks. All students visited Scottsdale in January and made blocks.

The Iglesia Cristiana El Buen Pastor is located at 950 W 8th Ave, Mesa, Arizona. A small complex including a chapel, classrooms, kitchen, and bathrooms sits on the southeast corner of the site. There is a playground and soccer filed to the north of the church. A large parking lot is on the west side of the site. The site is relatively flat with only a wash on the south side of the site and it has very little vegetation.

Three options were proposed for the site; one to the southwest, another to the north and adjacent to the classroom building, and a third on the north edge of the lot.

This project will shelter the asylees on the church campus. The program contains short term housing for individuals and families (between twenty to forty people ) as well additional shower and restroom facilities. When not in use, the building will be used as a multipurpose room for the congregation. The church has a very limited budget and there is a need to build economically as well as sustainably.

The projects were designed in collaboration with two undergraduate studios – one at Arizona State University and the other at the University of Washington. Faculty and students regularly met. Meetings were also held with Pastor Hector and members of his congregation. Through the collaboration, we learned that Pastor Hector’s granddaughter is studying architecture. She was included in the reviews.

Our proposal focuses on the privacy of the asylum seekers and their connection to nature through views to planted areas around the building and filtered daylight that fills the main spaces. A strategy of layered walls and masonry screens promotes natural ventilation and provides a sense of protection without feeling fully enclosed. Colorful murals cover benches and the wall facing the main entry to the church, welcoming guests and inviting them into their new home.

This proposal takes inspiration from the existing church complex and its comfortable, centralized courtyard. The dormitory, family sleeping rooms and restroom facilities surround a central court that offers covered and uncovered exterior patios; this arrangement takes advantage of the prevailing breezes traveling east to west through Mesa. The sequential arrangement of these spaces gives asylum seekers a clear route for arrival, showering, and relaxation.

Our goal was to create a complex that is easy to navigate, secure, and offers a warm and welcoming environment for the refugee guests after their long and difficult journeys. The proposal provides exterior places for gathering, while also accommodating the guests’ need for privacy. To this end, we integrated courtyards planted with native cacti that offer a peaceful place for guests to rest and relax. These are strategically located on the north and south sides of the sleeping dorm to cool breezes before they circulate through the building. Similarly, a large overhang and movable screens fabricated from ocotillo–a native Sonoran plant– form a shaded porch that provides refuge from the hot Arizona sun.
Nuestro objetivo era crear un complejo que fuera fácil de navegar, seguro y que ofreciera un ambiente cálido y acogedor para los huéspedes refugiados después de sus largos y difíciles viajes. La propuesta proporciona lugares exteriores para reunirse, al mismo tiempo que satisface la necesidad de privacidad de los huéspedes. Con este fin, integramos patios plantados con cactus nativos que ofrecen un lugar tranquilo para que los huéspedes descansen y se relajen. This design prioritizes and responds to the needs of three different groups visiting the church complex: asylum seekers staying for only a few hours, those who need accommodation for one or more nights, and the church congregation. The first group is served by the expansion and improvement of the existing bathroom facilities, while the new dormitory addition acts as a flex space for community gathering or overnight accommodation. A courtyard, formed by the existing classroom building and dormitory, offers a sheltered place for gathering and serves to link the existing classrooms with the addition. Using the Auram compressed earth block system, we designed a “kit of parts” for the exterior spaces consisting of breeze walls, benches, planters that add a human scale to the project and enhance the asylum seekers sense of shelter and community throughout their stay.
Este diseño prioriza y responde a las necesidades de tres grupos diferentes que visitan el complejo de la iglesia: los solicitantes de asilo que se quedan solo unas pocas horas, los que necesitan alojamiento para una o más noches y la congregación de la iglesia. The intent of this proposal is to provide comfortable and adaptable interior and exterior spaces that welcome and shelter guests on their journey. The southwest corner of the site was selected for its proximity to the existing church, thus concentrating guest services in one location, prioritizing the proximity to water and sewer lines, and expanding the potential of existing church services. The flexible main building can be adapted for dormitory or community use, while the more private and cozy sleeping rooms accommodate women with children. A masonry screen constructed from compressed earth blocks contributes to the guests' sense of security and safety, while creating a welcoming visual introduction to the addition.
La intención de esta propuesta es proporcionar espacios interiores y exteriores cómodos y adaptables que acojan y alberguen a los huéspedes en su viaje. La esquina suroeste del sitio fue seleccionada por su proximidad a la iglesia existente, concentrando así los servicios para invitados en un solo lugar, priorizando la proximidad a las líneas de agua y alcantarillado, y ampliando el potencial de los servicios de la iglesia existente. This simple scheme shelters all required parts of the program– bathrooms, dormitory, and family sleeping rooms–under a single shed roof. A shaded porch with built-in seating looks out over a courtyard filled with native cacti and plants and the existing classroom building beyond. The green space is shielded from the parking lot by a long masonry screen wall that also serves as a sign for the church. The dormitory interior can be partitioned by a flexible wall, allowing the congregation to use the space for a wide range of programs and activities.
Este esquema simple alberga todas las partes requeridas del programa (baños, dormitorios y dormitorios familiares) bajo un solo techo de cobertizo. Iglesia Cristiana El Buen Pastor was built in 1972 with a simplified layout that has been intelligently used to this day. The church is made up of three programs surrounding a courtyard. The courtyard is a crucial part of the design and plays a major part in the operations of the church as a meeting space for the church community as well as a place to feed the guests.
La Iglesia fue construida en 1972 con un diseño que se ha utilizado inteligentemente hasta el día de hoy. La iglesia se compone de tres programas que rodean un patio. El patio es una parte crucial del diseño y juega un papel importante en las operaciones de la iglesia como espacio de reunión para la comunidad de la iglesia, así como un lugar para alimentar a los invitados.
The new addition we created mimics the original layout and introduces three new programs to the space to be of service to the asylees: the male dormitories, family rooms and bathrooms. Designing a space that is welcoming and enforces security was what we prioritized through designating spaces for males and spaces for women with children. Upon their arrival, we created an opening that leads the asylees through the storage room, which holds new clothes, and then to the bathrooms to freshen up. From there they go to their appropriate rooms where they await the next steps of their journey.
La nueva adición que creamos imita el diseño original e introduce tres nuevos programas en el espacio para estar al servicio de los asilados: los dormitorios masculinos, las habitaciones familiares y los baños. Diseñar un espacio acogedor y que refuerce la seguridad fue lo que priorizamos al designar espacios para hombres y espacios para mujeres con niños. Our vision for the addition to the church was cultivated through the lense of security, privacy, and creating a sense of place for asylees. The location of the new addition is in the north portion of the site to reduce the impact from the major street and allow the Pastor ease of access to the extension. The project is meant to enhance and provide the church with additional space to better assist individuals. Named Refugio De Mesa, the project aims to provide a sense of place for those seeking asylum. This project proves to not only be sustainable in material through its usage of compressed earth blocks, but in its function. The Current existing buildings of the church are multipurpose. Similarly, Refugio De Mesa is adaptable and durable and can promote long-term sustainability.

When designing the shelter, we knew it had to be safe, energy efficient, cost effective, and provide comfort for the asylees staying there. The main constraints of the project were the strong Arizona sun, security, and limited materials and budget. The east-west orientation of the buildings channels air through the main courtyard. This air flows through the low operable windows on the south and rises through the high windows on the north, expelling the stifling heat built up inside the buildings to the outside. The pitch and overhangs of the roofs combine to shade the outdoor spaces, while allowing ambient light from the north to enter. The central courtyard is open and comfortable, with custom seating made from the same bricks used in the construction of the building. These bricks are also used as pavers to reduce the urban heat island effect. We designed only two egress points, allowing the space to be completely enclosed at night.
Sabíamos que tenía que ser seguro, eficiente desde el punto de vista energético, rentable y cómodo para los asilados que se alojaran en él. Las principales limitaciones del proyecto eran el fuerte sol de Arizona, la seguridad y la limitación de materiales y presupuesto. As mentioned at the beginning of this short publication, the work represented here is really just the beginning. Many lessons were learned in the studio – some architectural, others social, and even a few political. As the project evolved through conversations with Pastor Hector, faculty, and students, the scope changed. Many, many very good ideas were presented. We plan to continue working with Pastor Hector and the Iglesia Cristiana el buen Pastor to design and build a shelter in support of the incredible work they are doing at the church. This will be the first of hopefully, many projects.
