Buckeye Bands 21st century cities are driven more by private development than by public infrastructure. This results in an anemic provisional infrastructure that falls prey to the trends and idiosyncrasies of the private sector; which in turn creates a series of disconnected and isolated private developments that have their own robust infrastructural systems while making no contribution to the public realm. Our proposal provides a more symbiotic relationship between the desire for amenities typically found within the private realm and the necessity for community connectivity that nurtures a more sustainable public realm. We propose the design and development of new “Amenity Infrastructures� that provide private development opportunities within and along clearly identified connective public infrastructural networks that are latent within the existing city limits. These new public/private landscapes provide serenity, beauty, accessibility and identity that facilitate the dynamic urban development of a 21st Century city. We have identified 6 complementary infrastructural Bands that together establish a framework of amenity infrastructures, we call them The Buckeye Bands. They include: White Tanks Mountain - Edge Ascent Desert Wash - Wildlife Corridor I-10 freeway - Right-of-Way Linear Park Sun Valley Parkway - Scenic Park-ing Way Agriculture Land Use - Urban Agri-grid Gila Flood Plain- Reclaimed Recreation

WHITE TANKS MOUNTAIN EDGE ASCENT Edge Ascent offers multiple forms of connectivity to the White Tank Mountains developable area using an extended edge condition that becomes a new public amenity for the urban environment while accommodating existing natural conditions. The development contains a broad mix of uses including: Trail Heads, Trails, Parks, Low Density Housing, Medium Density Housing, High Density High Open Space Housing, Mix Use Housing, Senior Living, Resorts Housing, Schools, and Commercial Development.

I-10 FREEWAY RIGHT-OF-WAY LINEAR PARK Our proposal is to create different spaces or “rooms” along the I-10 corridor, such as the riparian, ironwood bosque, open space, etc. The ecological condition of the land will be improved by the addition of native plant material. Multimodal trail connections, scenic routes, trailheads adding visual connectivity to the programmed areas and activities enhanced by the different types of access to the park. To better understand the type of programs that would fill in the void we looked at case studies. These programs vary from bike paths and riparian areas to BMX courses and Rodeo grounds. Some of these are also heterotopic as despite being needed programs for the city’s function, you would not have them on your back yard.

ARGICULTURE LAND USE URBAN AGRA GRID As a substitute for the large agriculture lands that will be consequently removed from the band, residential and warehouse areas are proposed. There are three conditions that result from the master plan of this particular transect. First, between residential areas, there is an alleè of trees designed on both sides. This offers a shading area for pedestrians. Secondly, between the residential and warehouse locations, there will be an alleè of trees and a terrace designed on the residential side, utilizing the height of the trees and plants as a buffer from warehouse. Third, between warehouses, strips of local food plots are designed. The Buckeye Farmer’s Market, which will sell the local food, is designed near the Buckeye Canal that occupies 32,341.6 sq. ft.

MEDICAL BACKGROUND: THERE ARE 101 SQUARE MILES OF AGRICULTURE LAND ON THE BAND BETWEEN THE ROOSEVELT CANAL AND THE BUCKEYE CANAL, WHICH HAVE MAINLY PRODUCED COTTON, HAY, AND ALFALFA. IN 2010, AGCULTURE OCCUPIED 3.64% OF THE ECONOMY WHICH WAS FIVE TIMES LESS THAN CONSTRUCTION AND MAINTENANCE. IN THE AGRICULTURAL TRANSECT, WAREHOUSE, RESIDENTIAL AND AGRICULTURE LANDS HAVE FILLED UP A LARGE SCALE OF LAND THAT CAUSES SEVERAL ISSUES. THE ISSUES ARE DISCONNECTION, AIR POLLUTION, URBAN NOISE, MONOTONOUS LANDSCAPE AND SHORTAGE OF PUBLIC SPACE. FIRST OF ALL, THE CANAL DIVIDES AND EXTENDS THE BANDS HORIZONTALLY. IN THE AGRICULTURAL AREAS, THE ROADS ARE CUT OFF BY CANALS AND UNDERDEVELOPED LAND. MOREOVER, BUSTLING TRAFFIC ZONES PRODUCE NOISE AND AIR POLLUTION THAT WILL HAVE A NEGATIVE IMPACT ON RESIDENTIAL COMMUNITIES. ANOTHER ISSUE IS THE EXTREME SUMMER TEMPERATURES, LOW PLANT NUTRIENTS IN THE SOIL AND LOW PRECIPITATION LEVELS. FINALLY, THERE IS A NEED FOR OPEN SPACE AND MULTIFUNCTIONAL GREEN AREAS FOR COMMUNAL USE.

ACCORDING TO THE MARICOPA COUNTY ASSESSOR’S OFFICE, DEVELOPMENT OF THE URBAN ECONOMY AND THE LAND VALUE OF AGRICULTURE IS $1,220 PER ACRE, WAREHOUSE IS $3,833,280 PER ACRE AND RESIDENTIAL IS $245,242 PER ACRE, ULTIMATELY THE EXISTENCE OF LARGE-SCALE AGRICULTURE WILL CONSISTENTLY DISSIPATE. THE GREEN SURFACE WILL BE MOVED TO THE EDGE OF THE LAND, HENCE IT WILL BECOME A STREETSCAPE OF TREES AND AGRICULTURAL LAND THAT PROVIDE SHADING AS WELL AS LOCAL FOOD.

Phase 1: Sand and gravel company link gravel pits based upon city speciications creating a new connected waterway lake system.

$$$ Phase 2: Increased land value created by the lake amenity promotes private residential and mixed use development on the north side of the lake. Increased tax revenue from this private development on the north edge combined with new private recreational landscapes (i.e.golf courses) south edge, support the creation of a new linear public park system along the south side of the lake.
