A Staff Reporter Dibrugarh, Sep 6: Seven Day National Workshops on Feminist Research Methodology, organized by the Centre for Women’s Studies from 29th August to 4th September, 2016 was concluded. The Inaugural Session of the Workshop was held on 29th August, 2016 in the Conference Hall of the Centre for Women’s Studies. It was chaired by Professor Aparna Mahanta, former Director of the Centre for Women’s Studies, Dibrugarh University. The Chief Guest of the inaugural session was Professor Ajanta Rajkonwar, Dean, School of Commerce and Management Sciences, Dibrugarh University. Professor Maitrayee Chaudhuri of the Centre for the Study of Social Systems, Jawaharlal Nehru University, New Delhi was the
key note speaker in the session. Dr. Nasmeem Farhin Akhtar, Director InCharge of the workshop formally welcomed the guests and participants to the workshop which was jointly co-ordinated by Ms. Priyanka Sharma and Ms. Barnali Das, Assistant Professors of the Centre. Research Associate, Ms. Lonee Dowerah and Research Assistant Ms. Debajanee Bora were the Joint Co-ordinators of the workshop. Professor Maitrayee Chaudhuri, in her key note address delved into the history of feminist research methodology. She referred to the inter connection between theory and methods. Professor Chaudhuri pointed out the importance of conceptualizing the data in order to count it and that the data should not be collected
without the understanding of the society. She further emphasised out that women cannot be seen in isolation from gender and that the relational dynamics needs to be explored. Professor Aparna Mahanta, former Director of the Centre for Women’s Studies, Dibrugarh University and the Chairperson of the Inaugural Session, in her comments towards the close of the Inaugural Function lauded the efforts of the Centre for Women’s Studies in initiating a new beginning. She emphasized on the significance of self-analysis, thinking, and theorizing while doing research. The workshop witnessed the participation of 44 scholars across Universities and Colleges in IndiaJawaharlal Nehru University, Ambedkar University, University of Hyderabad, Jadavpur University, Guwahati University,

A Staff Reporter Dibrugarh, Sep 6: Air Commodore BM Tyagi, the Air Officer Commanding (AOC) of the Air Force Station Chabua flagged off the 3,200-km cycling expedition from Chabua Air Force Station on Tuesday. The 19-member rider’s team named ‘Team East’ is being led by Wing Commander Jai Kishan, comprising of officers, senior non-commissioned officers,
defence service corps and non-combatant members. Earlier on August 28, four members of the team commenced the expedition from Kibithu in Arunachal Pradesh, the last post of the eastern front bordering China before reaching Chabua on September 3. The event was organized by the Directorate of Adventure. The ‘IAF Milan Cycling Expedition’ will promote the theme of ‘Swachh
Bharat Abhiyan’ and ‘Go Green Idea’. The spirit of adventure and physical fitness will also be showcased by the team members. On the way, the team will interact with students and motivate them to use cycles to reduce pollution. On October 8, the rally will culminate at New Delhi on the occasion of 84thAir Force Day. For the expedition, four teams were formed from the
seven Commands and Air headquarters of the IAF Team North (Western Air Command and Air Headquarters), Team South (Southern Air Command and Training Command), Team East (Eastern Air Command and Central Air Command) and Team West (Southern Western Air Command and Maintenance Command). Suspected child picker held Sidharth Singh Tinsukia, Sep 6: In an untoward incident here in Bahaducharali Mahakali Bagan, Tinsukia, a person named Mohammad Maksud was nabbed by the local villagers suspecting to be a child picker.
According to source, the angry mob tied and punished him for allegedly picking children from nearby places. However, the police later took him under custody and brought the situation under control. Investigation is going on.
Thanksgiving ceremony in Dibrugarh Church A Staff Reporter Dibrugarh, Sep 6: The passage to sainthood of Mother Teresa was celebrated by the Christian community here on Sunday with special thanksgiving ceremonies and prayers across churches and homes. Bishop Joseph Aind led a thanksgiving prayer in the morning at the Sacred Heart Cathedral of the Catholic Church located at Khalihamari. The prayer was attended by around 500 parishioners from across the city.
People came and lit candles in front of a huge portrait of Mother Teresa which was placed inside the cathedral. The church choir group kept the congregation entertained by singing songs and carols. At the Catholic Church, the anticipation for the big day had begun 9-days earlier with the parishioners participating in 'Novena' prayer. Novena, which comes from the Latin word novem meaning nine, consists of public or private prayers re-
peated for nine successive days. The Catholic Church was set up in 1931 and is one of the oldest churches in northeast India. The nuns at the Missionaries of Charity at Boiragimoth, too, organized a special thanksgiving prayer on Sunday. Fruits and sweets were distributed among the inmates of the home. Anti-talk NDFB cadre killed in Assam IANS Guwahati, Sep 6: In another blow to the anti-talk faction of the National Democratic Front of Bodoland, Assam Police said a senior cadre of the outfit was a gunned down early on Tuesday after a gunfight in the state’s Kokrajhar district.

The Chief Minister was attending as chief guest in the State Award function of teachers organized by the Department of Education on the occasion of Teacher’s Day at Banquet Hall here yesterday. The CM also said that recruitment of teachers will be conducted by Arunachal Pradesh Public Service Commission so that well qualified and competent candidates are appointed as teachers. Taking cognizance of shortage of subject teachers especially for Mathematics and Science subjects, the CM proposed recruitment ratio of 50:50 to be implemented for APST and non APST in teacher employment for the said two subjects. In order to encourage teachers, he also instructed the Education Department to double the number of state awards from the existing 30 to 60 teachers from
the coming year. He further mooted a plan to give gazetted status to Senior Teachers of the state. Citing that surplus number of teachers are concentrated in cities and towns, while there is shortage of teachers in remote areas, Khandu asked the department to rationalize posting of teachers. He also appealed teachers to cooperate with the govt and give their service to the people in remote areas of the state, where their service is equally important. He said that state govt will also look into the issue of basic facilities in remote areas. The Chief Minister acknowledged and lauded the selfless works of teachers in the state in imparting quality education and their contribution in the human resource development of the state. He urged them to rededicate themselves on this day with a sense of responsibility towards students. Honchun Ngandam, Minister of Education, in his speech said that due to hard work and dedication of teachers, the state has achieved 77% literacy rate. He expressed his solidarity and support to the teachers who are serving in remote areas and committed to dedicate their life in teaching and imparting education and knowledge to the children. He further said that the government is aware of
the issues and shortcomings faced by the department in terms of shortage of class rooms, subject teachers, poor water & power supply, poor infrastructures and poor CBSE results but said efforts are on to improve these sectors. Ngandam also asserted that while govt appreciates and reward sincere and dedicated teachers, at the same time it will also act tough on those who draw salary without attending duties. He said that people in many parts are already reeling under pain and agonies due to monsoon related large scale devastations and any road blockade will add woes to it. The DC asked the GREF for prompt response in such natural calamity and also stressed on gearing up the works by the concerned companies at their allotted stretches of road without any overlapping. Reacting to laying of underground cable, shifting of electric poles, telephone, water supply pipes that pose hurdles
to quick execution of works, he said that necessary direction will be given to Electric and PHE departments to shift them in a time bound manner as these departments have already been compensated. He asked the companies to take up the matter of underground cables to appropriate level before starting the work.
Padu said that cooperation of elected representatives, society, NGOs and organizations is essential for over all development and welfare of the people. We have to make all out effort in our planning process. Feeling of oneness among all strata, mutual trust and transparency in work is pre-requisite for peace and development of the district, he said.

State Assembly Passes University Rains trigger landslides Bills, House Adjourned Sine die in Wokha of Nagaland Imphal, Sep 6: The Manipur Legislative Assembly today passed the Manipur Technical University Bill 2016, the Dhanamanjuri University Bill 2016 and the Manipur State Higher Education Council Bill 2016. Education Minister Dr Kh Ratankumar tabled the three Bills in the House one after another. While discussing the first Bill, Dr I Ibohalbi asked whether the Vice Chancellor and the Registrar of Manipur Technical University have been appointed or not. He pointed out that Dhanamanjuri University Bill 2016 did not mention anything about affiliation of Government colleges, Government-aided colleges and private colleges. Ibohalbi then suggested referring the Bill to the Assembly's select committee for a thorough analysis. MLA L Nandakumar endorsed the same suggestion. The Education Minister holding the post of the
Chairman of the Higher Education Council's Executive Council as per the Manipur State Higher Education Council Bill 2016 may pave way for exercising political influence over the Council, Ibohalbi said. Manipur Technical University has already commenced its academic session at the State Academy of Training, Takyelpat. Although the VC has not been appointed, the Administrative Officer has been serving as the ex-officio VC. The Registrar and the Finance Officer have been appointed. The University is now offering different courses like BTech (Civil), BTech (Electrical), BTech (Computer Science and Engineering), BTech (Electronics and Communication Engineering) and BTech (Mechanical). Ratankumar informed the House that the State Government has been working to set aside Rs 20 crore for the University. Dhanamanjuri University
would be set up as a part of the Government of India's initiative to set up 200 Universities under RUSA. Dhanamanjuri University was one among five universities selected for establishment in the first phase. Clause 9 of the Bill deals with affiliation of colleges to the University , Ratankumar stated. The HRD Ministry has agreed to sanction Rs 55 crore for Dhanamanjuri University and the Ministry would release Rs 25 crore once the Bill is passed. Higher Education Council is in line with a Kerala model. Establishment of the Higher Education Council is a pre-requisite for setting up Dhanamanjuri University. The Minister holding the post of the Executive Council's Chairman would not cause any problem in the functioning of other members and there is no question of exercising political influence, Ratankumar clarified. Hmar peace talks: Mizoram says no separate autonomous district council to be agreed on Mizoram, Sep 6: Mizoram Home Minister R Lalzirliana on Sunday asserted that the state government would not agree even if the Manipur-based Hmar People's Convention (Democratic) continued to demand a separate autonomous district council comprising areas adjoining Manipur, in the ongoing peace talks. Lalzirliana said that he wished that the current peace talks between the state government and the HPC (D) would be successful in solving the insurgency problem hitting the north eastern part of the state for
years. The negotiation between the two sides was held on August 10 in Aizawl and the second round is scheduled to be held during mid-September or third week of this month when the HPC (D) delegation comprising overground Hmar leaders are slated to table their political demands. The parleys between the two sides reached a stalemate in 2013 over the period of extension of the Suspension of Operations (SoO) with the Hmar militant group accusing the state government of being insincere in finding a permanent solution to the Hmar issue. In the first round of talks, the HPC (D) delegation members led by Lalthaliana comprised former President of Hmar Inpui (Hmar Supreme House) John Pulamte, President of Hmar Students Association (HSA) Lalthlamuana Hmar, General Secretary of Hmar Inpui Francis Songate, Rohringa and Thanglianchhunga.

Much to the chagrin of these outfits, small businesses, daily wagers and drivers of goods-laden trucks have started to defy strike calls. Despite the danger of being kidnapped or shot dead by the militants -- and there have been several such incidents in the past -- the truckers especially ply on the highways during the strikes, transporting essential items. They are guarded by paramilitary forces who daily escort about 500 vehicles on the highways of the state. Even then there have been instances of trucks being torched, the drivers killed and goods looted. However, the fear factor has now seemingly turned into fatigue, which in turn is prompting the drivers to defy strike calls with nonchalance. In the state capital Imphal,
there is an encouraging tendency to defy strikes also among people who eke out a living as daily wage-earners. Driver Biren and some of his friends, for instance, now ply their vehicles with pasted handbills saying: "We are fed up with the strikes." They are not afraid and are willing to take risks. Similarly, hundreds of autorickshaws ply around the city. Shops and kiosks, especially in the residential areas, remain open. Women vendors sell vegetables and other consumer items, ignoring the strikes and the fear associated with it. People come out on the streets to go about their daily lives. Autorickshaw driver Kishan said: "I had taken a loan from the government to buy the autorickshaw. I have to repay the monthly instalments. How can I repay and feed my family when there are strikes 20 days in a month?" Realising that people are unhappy with the strikes, the Bharatiya Janata Party -- which had called a 12hour general strike on August 30 to protest the arrest of its two MLAs -shortened it to six hours. Some other groups, including one militant out-
fit, followed suit. Encouraged by the public's negative reaction to the strikes, Manipur Industries and Commerce Minister Govindas Konthoujam said: "The recurring strikes have had a crippling impact on the state's economy and this must be resisted by all." G. Sharma, who owns a plant which produces bottled drinking water, said: "In Manipur, these water bottles are like the life-saving medicines since tap water is a rare sight. Production, sale and distribution of such water bottles should not come under the strikes." At the other end of the spectrum is Keinahanbi, who sells vegetables and other essential items on the city's streets. He earns about Rs 100 on a normal day with which he buys rice and meets other expenses. "On the days of strikes, my children have to go to bed without food. Those who call the strikes should consider our plight," he said. However, even as people try to escape the cycle of strikes, there seems to be no end to the shutdowns. Most have lost count of the number of general strikes and blockades imposed in parts or the
whole of Manipur -- many of them overlapping. Any group of persons, clubs or organisations of very little consequences can impose these strikes and blockades, even as the state government remains a silent spectator. Despite a Supreme Court ruling, so far no organisation has been pulled up. In the last few days alone, the Joint Action Committee Against Anti-tribal Bills had imposed an economic blockade in the tribal-dominated areas which affected the entire state as these areas surround the valley districts. The candidates of the 2013 police constable recruitment test had also imposed economic blockades along the national highways, besides calling for a general strike. The Maoist Communist Party, a banned insurgent group, imposed another strike alleging corruption in a government hospital. The surrendered insurgents imposed a general strike which ended on the evening of September 5. It went unnoticed because people ignored it. Some tribal groups had also imposed a highway blockade in the border district of Chandel over local issues. People in other parts ignored it although
legitimate border trade was affected. And as the call for strikes keep emerging from all nooks and corner of the state, related problems persist. There have been allegations that during the strikes, the traders indulge in profiteering. With the fuel pumps shut down, some people make money by selling bottled petrol with impunity. R. Jain, a wholesale trader, admitted that traders are indeed accused of hiking the prices during strikes and blockades, but in reality they have to bear additional costs which lead to a price rise. "When trucks are stranded for days together, there are additional charges for the expenses of drivers, cleaners and loss of perishable goods. Besides, non-state actors extort various illegal taxes. Since these expenses are added to the wholesale prices, everything becomes expensive," Jain said. No one expects the rather unique Manipur phenomenon of strikes being called by all and sundry over any and every grievance to vanish overnight. But the people's resistance is a beginning.
Mokochung/Wokha, Sep 6: Heavy rains have triggered massive landslides in several parts of Nagaland causing road blockades and disrupting smooth movement of traffic along the national/state highways while some roads have been restored. In Mokokchung, a massive landslide near Unger village along NH-2 has paralyzed all vehicular movement. When contacted, Deputy Commissioner (DC) Mokokchung, Sushil Kumar Patel told Nagaland Post that the district administration had already instructed the concerned officers from the National Highway Division to take up restoration work at the earliest. While informing that two excavators (JCB) were already on the spot to clear the debris, the deputy commissioner however said movement of vehicles would made be possible only by Tuesday, depending on the weather conditions. Meanwhile, Executive Engineer (EE) NH, Mokokchung division Er. Chubatoshi said Monday's
landslide occurred at the same spot, which took place in 2015. Er. Chubatoshi assured that the department has put in all efforts to restore the road at the earliest . In Wokha, the District Disaster Management Agency (DDMA) has cleared massive landslide on WokhaMerapani road that occurred in the wee hours of Monday some 10 kms from Wokha. The landslide blocked all traffic along the Wokha-Merapani state highway, the district's lifeline. Since June-July this year, as many as 72 landslides (53 major and 19 minor) have occurred in many places in Wokha district. As a result, many man-hours and days have been wasted and economic transactions lost in terms of crores of rupees. Wokha-Merapani state highway has been hit the hardest with 21 major landslides occurring along the highway till date. Correspondingly, the Wokha-Doyang road along NH-2 has also witnessed 16 major landslides occurring within the same time period.
Wokha-Bokajan road, another important road of the district, has also been hit with eight major and four minor landslides. Other landslides occurring along other roads in the district include: ChukitongTsungiki Bye Pass road (2 major landlsides); WokhaN. Longidang road (1 major and 1 minor landslide); Mt. Tiyi road along WokhaBokajan road, Etsutchukha Colony road, Wozhuro road, Lakhuti-Aitepyong road, and ChukitongSeluku road (1 major lanslide each); and Longtsung, Lotsu, Moilan area roads (14 minor landslides). District Disaster Management Agency Wokha sources told Nagaland Post that all affected roads were cleared through funds received from Nagaland State Disaster Management Agency (NSDMA). DDMA Wokha has further expressed gratitude to NSDMA for providing funds, and the PWD (R&B) Wokha and Baghty divisions for coordinating the road clearance works.(Agencies)

Cancer experts from India and other countries, assembled here for the 10th International Cancer Screening Network (ICSN) meeting, opine that while lifestyle diseases like diabetes and blood pressure are not curable, most cancers can be healed if detected early. "The Northeast region, Bangladesh and Myanmar are in the high prevalence area of different types of cancer. The cancers' predominance in the region can be preventable to a large extent by changing lifestyle and food habits," said G.K. Rath, head of the Bhim Rao Ambedkar Institute Rotary Cancer Hospital (BRAIRCH) affiliated to AIIMS. He said: "The Northeast region has the highest incidence of cancer with 40 per cent of the disease being related to tobacco followed by consumption of fast food, smoked and red meat and alcohol. Physical inactivity and consuming excess calories can also be blamed for incidence of cancer." Rath said the country is facing a surge in non-communicable diseases as compared to communicable diseases unlike the past. "Communicable diseases, which are fatal, have been controlled by medical atten-
tion." "Cancer is among the top three causes of death in the country with an average of 14 lakh cancer cases diagnosed every year. However, 80 per cent of this disease is curable, if detected and attended early, with 60 per cent of cancer preventable and 70 per cent detectable," Rath said. Cancer experts, scientist and doctors from the US, the Netherlands, Denmark, France, Switzerland and Bangladesh, besides from various parts of India, are taking part in the three-day ICSN meeting, which commenced on Monday. Ravi Mehrotra, director of the National Institute of Cancer Prevention and Research, said: "If 39 cases of cancer per thousand people are found in rural Maharashtra, the ratio in the Northeastern region is about 170 per thousand people. The Northeastern region is the highest cancerprone zone in the country. Besides, adjacent Bangladesh and Myanmar are also in the high prevalence zone of various types of cancers." He said the mortality rate depends on the type of cancer. "Cancer screening using modern methodologies could reduce 80 per cent cancer burden in cervical cancer, 50 per cent in gastrointestinal cancer and 25 per cent in breast cancer." "Oral, tongue, lung, breast, cervical, esophageal and gall bladder cancers are highest in the Northeastern states where people are traditionally habituated to consumption of various types of
tobacco, smoked meat, betel-nut, alcohol and unprocessed items. Lack of adequate knowledge about the bad effects of these intoxicants has further swelled the incidence of cancer," Mehrotra said. Ted Trimble, director of the US-based Center for Global Health under National Cancer Institute, said: "We are working in research and information dissemination activities for the past many years. We are keen to share our experience with the experts and doctors dealing with cancer-related activities." R e n g a s w a m y Sankaranarayanan, Special Advisor on Cancer Control and Head of the Early Detection and Prevention Section at the France-based International Agency for Research on Cancer, said that earlier incidence of cervical cancer was very high among Indian women but now breast cancer has become the No.1 cancer. "As people in Northeast India consume less fruits, vegetables and foods with high protein, they suffer from increasing number of cancer. If we are serious about avoiding cancer, we should go for lifestyle change and altering the food habits," Sankaranarayanan added. According to a latest report of the ICMR under its National Cancer Registry Programme, Aizawl district of Mizoram and Papum Pare district in Arunachal Pradesh are the two districts in the Northeastern region with the highest age-adjusted cancer incidence rate in the country.

Reliance Jio: A disruptive debut That Mukesh Ambani's roll-out of fourth-generation telecommunication services through Reliance Jio would shake up the telecom market was anticipated. For a nation seeking to leverage the explosive growth in mobile telephony that has resulted in more than one billion subscriptions, the future lies in moving an increasingly larger share of economic activity across industries on to digital platforms. By setting out to provide its services at a significantly lower cost than most competitors, Reliance is attempting to alter the benchmark for consumer expectations on data quality. It seeks to make the proposition stickier by bundling in mobile applications that will enable users to tap into a range of media. How significantly the industry landscape is altered will ultimately depend on the reliability of the service that Reliance ends up providing. To be sure, the largest rival mobile phone operators have been quietly making their own preparations for Reliance's entry and are certain to have factored in various strategic scenarios. As consumers opt to sample Reliance's 4G services, it is inevitable that the competition will take a short-term knock on some operating parameters such as average revenue per user, average margin per user, subscriber churn, and data revenue growth. But the long-term health of the industry is unlikely to be seriously impaired as the size of the market in India is large enough to absorb one more player. Given the low operational costs of the business and the group's overall capacity to raise capital at will, Mr. Ambani has the leeway to wait until Reliance Jio turns profitable. Fortunately, it is the consumer that stands to gain the most by this latest disruption.
Kashmir loses another opportunity of peace In refusing to enter into a dialogue with the all-party delegation, the Hurriyat has missed out on a chance to bring peace to the Valley and, more importantly, discuss the future of Kashmir. This is not the first time that such a thing has happened. In 2010, when the Centre formed a team of interlocutors to talk to parties and people across the political spectrum, the team succeeded in reaching out to all except the Hurriyat. Seven years before that, in 2003 too, the Hurriyat had refused to meet another team of interlocutors that the Vajpayee government had sent. But when some moderate Hurriyrat leaders did meet then deputy prime minister LK Advani in January 2004, some hopes of a breakthrough were generated but they gradually ebbed away because of the divisions with the Hurriyat itself, with the hardliners accusing the moderates of "giving in". This time the problem was further complicated because of the inability of the all-party delegation to do things in a united manner. Some leaders of different parties trying to meet the Hurriyat would not make much sense if they are not accompanied by the person leading the delegation. Some questions remain in this context: Did the all-party delegation do its homework before undertaking the visit regarding the strategy and content of its visit? Was any effort made to reach out to the Hurriyat prior to the visit so that it could at least be kept aware that a team from New Delhi was coming? Jammu and Kashmir chief minister Mehbooba Mufti did not help matters by inviting the Hurriyat for talks in her capacity as the chief of her party, the Peoples Democratic Party, and not as chief minister. Such a position can only add confusion to an already volatile situation. As of now the situation in Kashmir has not moved an inch from what it was in 2010. Jammu and Kashmir is the only state in India that has a constitution of its own. In 1952 there was an agreement between the Centre and Jammu and Kashmir on the extent of jurisdiction New Delhi would have in the state. The 2010 team of interlocutors in its report had said: "We recommend that a Constitutional Committee (CC) be set up to review all Central Acts and Articles of the Constitution of India extended to the State after the signing of the 1952 Agreement." No progress has been made since then. And this visit had generated hopes of a turnaround in the situation. But it ended in a fiasco.

Teaching teachers, the great challenge for India's education system September 5th is celebrated as Teachers day in India, marking the birthday of the second President of the country, Dr. Sarvepalli Radhakrishnan, both a teacher and a distinguished scholar of comparative religion and philosophy. Once venerated as "gurus" and the sole repositories of knowledge, teachers today seem to have lost this status, despite the fact that they are arguably the most important factor in delivering quality education, especially in the elementary years of schooling. No education system in the world has excelled without making a significant investment in building a cadre of quality teachers. Yet, teacher education is one of the weakest links in the education system. As the government of India (GoI) frames the New Education Policy (NEP), it will be critical to focus on teachers and teacher education to ensure quality education. Key challenges that need to be addressed relate both to a shortage of teachers and their training. For instance, as on March 2016, 5 lakh sanctioned teaching posts are vacant country-wide. As a result, several schools have pupil-to-teacher ratio of 80:1 and singleteacher schools account for 8 per cent of elementary schools in the country. The other pressing issue relates to teacher education, both pre-service and in-service. A recent report reveals that 6.6 lakh teachers currently in the system lack
the requisite qualifications, and only 1% of teachers nationally passed the Teacher's Eligibility Test (TET) conducted in 2012. There is a great need for professional standards and regulation of pre-service teacher training institutes, 90% of which are in the private sector and are largely

While learning outcomes are important, we are in danger of thinking that all of education is about "learning outcomes ". Reading and writing are of course the bare minimum that a child should get by going to the school. But the learning is as much about the "how" as it is about" what". There is a need therefore to develop centres of excellence and establish new exemplary elementary and secondary pre-service teacher education programmes. Teaching standards and assessment should also therefore include areas such as behaviour management and subject knowledge. More than ever, the future of our country lies in the hands of those who teach our children in the c l a s s r o o m s . Radhakrishnan believed that "teachers should be the best minds in the country", and that a guru is someone who teaches specific types of knowledge, but also help mold values and experiential knowledge as well as specific knowledge; an exemplar in life. As we celebrate Teachers' Day this year, and the government develops a new education policy, let us recall this definition and not overlook the central role of teachers and teacher education in ensuring quality education.

Economic development will certainly make some people in India very rich indeed, but it cannot trickle down at a slow rate. The taps have to be opened at full-blast and then this talk of 'delivering justice' by rent-seekers that include deluded communists and Congressmen will be silenced. Google invents technology for automatically detecting police cars Google is creating sensors that will enable its driverless cars to automatically detect police vehicles in the area, documents have indicated. Self-driving cars will be installed with technology that can identify approaching police cars and trigger an alert so that Google's vehicles can move out of the way or pull over to be questioned. In a US patent filing, the internet giant has imagined a system that can recognise emergency services’ flashing lights. The sensorswould identify red or blue colours, as well as the flashing sequence, to automatically detect police vehicles. It will also measure whether the car is approaching and if the situation requires a
response. Once a police vehicle is detected, the selfdriving car manoeuvres itself to “yield" to the vehicle; for example, by pulling over to a side of a road. The system can also be used to detect other types of emergency vehicles, such as ambulances, by learning different light patterns. According to UK law, a driver must park their vehicle at the next safe opportunity when police signals for them to stop on the road. Police can stop a car for any reason. Similarly, if an ambulance or police car is engaged in a high-speed operation, drivers must try not to obstruct them without breaking the law. Rule 219 of the Highway Code advises drivers to "look and listen" for emer-
gency vehicles and "take appropriate action to let it pass… while complying with all traffic signs.” As countless people have been fined for driving through a red light or pulling into a bus lane as an emergency vehicle approaches, the new technology may be able to simplify the issue. Driverless car advocates believe they will make traffic accidents a thing of the past, free up countless hours of commuting time and cut congestion. Google has been at the forefront of developing autonomous vehicles, with its selfdriving cars travelling more than 1 million miles on public roads since 2012. It is also understood to have held discussions with the Government about launching driverless cars in the
country. The Government, meanwhile, has invested millions in driverless car research, as well as promising to change the law to encourage the technology to take root in the UK. Bristol and Greenwich are examining the challenges of bringing fully automated vehicles on to the UK’s roads, whilst Coventry and Milton Keynes will also host tests involving Lutz podcars. In addition, from early next year Volvo will be testing driverless cars in London in what it describes as its "most ambitious" trial ever. The driverless technology industry is expected to be worth £900 billion globally by 2025 and is currently growing by 16 per cent a year.
Sony slashes prices of Xperia X, Z5 Premium by up to Rs 10,000 PTI New Delhi : Sony India has reduced prices of its flagship devices, Xperia X and Z5 Premium, by up to 21 per cent. The reduction, effective September 1, will see Xperia X being sold at Rs 38,990. This is lower by Rs 10,000 or about 21 per cent from the launch price of Rs 48,990 in May this year. Will match Reliance Jio 'tariff-by-tariff', says BSNL PTI State-run Bharat Sanchar Nigam Ltd (BSNL) on Tuesday termed Reliance Jio's entry into the market a "challenge" for all operators, but said it expects to match the intense competition "tariff-bytariff." BSNL chairman and managing director Anupam Shrivastava said the telecom PSU will adopt an aggressive stance on tariffs. BSNL believes it is in a position to match Reliance Jio's tariffs successfully. It has unveiled a promotional plan that effectively translates to less than Re 1 per GB download cost for very high usage subscribers. "It is a question of survival in the market... there is no other way but to match Jio, tariff-bytariff. If tariff of Jio is aggressive, the tariff of BSNL and of all other operators is also going to be aggressive," Mr. Shrivastava said. Terming Jio's entry as a "challenge for all operators", Mr. Shrivastava said competition is good for consumers as it ushers in better offerings. "As far as challenge is concerned, we cannot wish it away... I believe, BSNL is in a position to match Reliance Jio's tariffs most successfully,
because we are incumbent operator. We are landline and optical fibre operator so our broadband tariff rides on our own network... We don't have to start procuring, investing and then come out with offerings," he said. On whether Reliance Jio's entry would also prompt BSNL into announcing more aggressive tariffs, Mr. Shrivastava replied in affirmative saying "absolutely, there is no doubt." Last month, the company announced that its landline subscribers would be able to make unlimited calls free of charge to any mobile or landline number in the country on Sundays.
