AJYCP blocks rail lines against the centre’s decision of auctioning 12 oil fields Tinsukia, July 8: In continuation of its protest against the centre to auction 12 oil fields of Assam to private companies, Asom Jatiyatavadi Yuva Chatra Parishad (AJYCP) organized a rail blockade programme at Bahadur Charali, around 15 kms from this town, on Friday afternoon. Several members of the organization took it on the railway tracks at around 11.30 Avadh Assam train was supposed to pass through the area. However, joint team of police, CRPF and Railway police forcefully cleared the railway track from protesters minutes after they attempted to block railway tracks. Earlier, AJYCP had blocked Makum road in Tinsukia town for around 1 hour in protest of centre decision to auction oil fields. (Correspondent)

Chief Minister Kalikho Pul wants to make Internet connectivity and wireless telecom services reach every Arunachali citizen, no matter where they live. Detailing his plan during a meeting with BSNL officials today, the Chief Minister aimed for spreading the wireless telecom services, particularly in the remote areas till the last mile connectivity. He discussed with the officials the initiatives to provide support for building the needed infrastructure and to facilitate speeding up the installation of the needed equipment and machineries. The Chief Minister emphasized on new GSM mobile connectivity for remote border places such as Anelih, Mipi, Vijaynagar, Pumao, Payum, Tali, Pipsorang, Parsi Parlo, Lada, Thambang, Thingbu and Balemu. He stressed that wherever GSM services could not be availed due to connectivity barriers, other means of

Thongdok said that the Union minister of state for Power, Mines etc had shown keen interest in setting up of thermal power plants wherever coal is available during the conference held on June 16 17 last at Goa. At present gas available is about 30,000 SCMD from the existing well whereas they would require 55,000 SCMD for the proposed project. Acharya who was on a tour to Barak Valley recently visited IndoBangladesh Border and took stock of the fencing work along the border and planted saplings at Suterkandi Border areas. Taking keen interests in organic farming in Barak Valley, Hon’ble Governor inspected Akbarpur Krishi Vigyan Kendra, interacted with the senior agriculture scientists and asked them to work towards transforming Karimganj district into an organic zone. To ensure welfare of the farmers of the district, he opined that the agriculturists will be brought under various Agricultural Insurance Crop Schemes.

UCIL can mine uranium, but at its own risk: CM Ready to tackle Shillong, July 8: Chief Minister Mukul Sangma has warned the Uranium Corporation of India Limited (UCIL) that if it carries out uranium mining in the State, it will be at its own risk. When asked about the tender notice of the UCIL related to Expression of Interest issued on July 2 with an intention to carry out mining of uranium, the chief minister told reporters on Thursday that the matter has been briefed by the Political department and there has been no engagement between the State and the central government to this effect. According to the chief minister, if UCIL carries out mining it will be at its own risk since it might have a lot of ramifications in terms of law and order situation in the

State. "Law and order is a State Subject. If the UCIL goes ahead with its plan, it will be doing so at its own risk since it will have a lot of ramifications in terms of the law and order scenario," he said. SGH DC's Cabinet gives nod to fifth pay commission encounter with goons Shillong, July 8: South Garo Hills Deputy Commissioner S. N. Marak had an encounter with miscreants while she was travelling from Baghmara to Guwahati recently. As per an FIR lodged with police, Marak said that on June 30 she was on her way from Baghmara towards Guwahati and on reaching Rangberam under South Garo Hills, she spotted two unidentified miscreants armed with dummy AK-47 rifles robbing the occupants of one Tata Iris vehicle. Shillong, July 8: The State cabinet has approved the formation of the fifth pay commission to increase the salaries, allowances and pension of State government employees. Briefing the media after a cabinet meeting on Thursday, Chief Minister Mukul Sangma said that since the last revision of pay took effect from January 1, 2007 as per the recommendations of the fourth finance commission, the Finance department has brought the proposal for the formation of the fifth pay commission. The cabinet gave nod to the appointment of former chief secretary

P.J. Bazeley as chairman of the fifth pay commission with former NEC secretary Uttam Kumar Sangma and former Education official L. Roy as members. The chief minister said the pay commission will be notified immediately fixing the time frame for the commission to complete the whole exercise. The usual procedure is that after the exercise is completed by the pay commission, the recommendations are sent to the cabinet for approval. It is only after getting the recommendations from the pay commission that the cabinet will decide whether the pay hike should be imple-

mented from retrospective effect or not. The chief minister admitted there will be additional burden on the State exchequer. According to the chief minister, the purpose of forming the new panel is in view of the commitment made to the people by the government. "While we expect better returns from the employees, we want to ensure that they are not hard pressed," he said. Though the State government is reeling under financial constrains following the NGT ban on coal mining, the cabinet felt the government employees should not be affected due to this.

An official with the Finance department said currently, there are 55,860 State government employees and the government is spending around Rs 400 crore per month as salary and pension of the government employees. After the formation of the last fourth pay commission headed by former IAS official K.K. Sinha on September 20, 2007, it was in 2009 during the tenure of D.D. Lapang as Chief Minister and Mukul Sangma as Deputy Chief Minister in charge Finance, that the State cabinet had announced an overall pay hike of 32 per cent for all its employ-

ees with retrospective effect from January 1, 2007 based on the pay commission recommendations. Recently, the seventh central pay commission had recommended 23 per cent hike in salaries of central government employees. If the new fifth pay commission recommends hike in the salary of State employees by 25 per cent, an additional Rs 100 crore more will have to be incurred per month by the State government from the current Rs 400 crore per month which will come to a total of at least Rs 500 crore per month.(Agencies)

Education (BHSE) Delhi is highly necessary to adjudicate the matter," Justice S.R. Sen said in his order. Accordingly, the petitioner's counsel was directed to take necessary steps to serve notice to BHSE. Meanwhile, the government counsels sought three weeks' time to file the counter affidavit and it was allowed.

It was on June 7 this year that the Education department had withdrawn the NOC given to Kalpataru Academy citing that the BHSE is not recognized by the Union Human Resource Development Ministry. Shillong, July 8: A magisterial probe into the frequent interference by Assam police resulting in the stoppage of construction of a major bridge across the river Myntang along with its approaches on Sahsniang-Kurliya road in West Jaintia Hills, has recommended filing of case against Assam police personnel. The magistrate based on the spot inspection also asked the authorities concerned to resume the work. The probe report of D.M. Wallang, Addl. Deputy Commissioner, West Jaintia Hills, said FIR should be filed by the contractor and the Executive Engineer, PWD South Division against sub inspector Ajit Terong of Jirikindeng PS, Assam for frequently threatening the contractor and the labourers. Moreover, the magistrate has urged the district administration to issue notice against the SI and

officer in charge of Jirikyndeng PS against interfering in the developmental projects in Meghalaya along the border "as such action contravenes with the agreement signed by the two state governments especially between the chief ministers of both the state on June 6, 1992, June 11, 2008 and on June 5, 2010 regarding development activities". Recently, the Assam police had summoned the contractor and also the supervisor of the workers who were engaged in the construction of the bridge. An FIR was also filed by Assam police in this regard at Jrikyndeng PS. However, the magisterial probe report recommended that the construction of the bridge should resume immediately. "The construction of the bridge is well within the territory of Meghalaya and falls under the jurisdiction of Laskein Com-

munity and Rural Development Block, West Jaintia Hills" the report said, adding that the project was approved by the Union Ministry of Road Transport & Highways in 2004. The construction started immediately and only 34 metres of the bridge span was left for completion when the previous contractor abandoned the project. Later, the final work order was allotted to one Friday Hinge of Nongbah Village, West Jaintia Hills, in August 2015. The magistrate asked the West Jaintia Hills District SP to provide adequate police force at the construction site with immediate effect to ensure completion of the bridge within the stipulated time. The police personnel should be posted at the site for the security of the labourers, until further orders, the report said. "The Executive Engineer, PWD (R) North Division

and the Assistant Engineer, PWD(R) Shangpung Sub-Division shall ensure their personal attendance during the construction period. The Executive Engineer, PWD (R) North Division shall requisition officers from the other Divisions through the SE, PWD (R) Jowai Circle to ensure proper monitoring of the construction work which should not be interrupted. The officials deputed should liaise with the OC, Raliang PS, on a daily basis," the report said. The magistrate also wanted the SE, PWD (R) Jowai circle to ensure that officers not below the rank of Assistant Engineer should be selected and deputed to supervise the work at site on a regular basis. The Border Magistrate, West Jaintia Hills will also liaise with the OC Raliang PS to monitor the construction works on a regular basis. As per the report of the

magistrate, the construction of the bridge is necessary to ensure uninterrupted flow of vehicles in the border areas which will benefit the local populace and uplift their economic lives. At present, there is a hanging footbridge connecting the villages across the Myntang river. The vehicles used for transportation of the agricultural produces, have to cross the Myntang which is at a lower level in the dry/lean season period only. During the summer months (June to September), the vehicles cannot cross the river when it flows above the danger mark. "Hence, the completion of the construction of the bridge is fundamental for the benefit of the local people living in the bordering villages such as Sahsniang, Tihwieh, Khatkhasla, Psiar and Moolaber, the report added. PAC detects anomalies in PDS sugar tender Shillong, July 8: The Public Accounts Committee of the Meghalaya Legislative Assembly has summoned officials of the departments of Food & Civil Supplies and Consumer Affairs after anomalies were detected in the finalization of a tender related to procurement of sugar for distribution under the PDS. The tender which should have been finalized within four months was prolonged for a year. Addressing a press conference here on Thursday, PAC member Ronnie V. Lyngdoh said, "The PAC was surprised to learn that it took a year for the department to finalise the tender leading to excess expenditure of Rs 12 crore that the State government had to pay due to the delay in taking the decision." Interestingly the PAC found that the quoted rate of the lowest bidder had been rejected. "The PAC found that the bid of the lowest bidder, who quoted the rate at Rs 37.50 per kg of sugar, was rejected while another bidder who had quoted Rs 42.50 was given the green signal," Lyngdoh said. He added that on being called to explain the anomaly the department informed the PAC members that it had taken a year to finalise the tender which forced the lowest bidder to withdraw. In this regard the PAC asked the department for explanation on what led to the anomaly, Lyngdoh

said, adding, "Normally departments invite tender to get competitive rates and in this case it is surprising as to the reason why the lowest bidder was rejected." Lyngdoh noted that after some course of time, the consumers were asked to pay Rs 20 per kg of sugar - that is an additional rate of Rs 6.50 - which is quite reasonable as the rate of sugar in the open market is Rs 44 per kg. Pointing that the department re-invited the tender, Lyngdoh said, "During the re-invited tender the lowest bidder quoted the price at Rs 52 while sugar is available in the open market at Rs 44." "In this case the PAC will not accept the tender to be finalized and we directed the department to look into the problem and to ensure that sugar is available to the people at the lowest rate," he said. He added that the department could not give a satisfactory reply as to the delay in finalizing the tender depriving people of the benefit of sugar at subsidized rates. Speaking on the issue, PAC Chairman Paul Lyngdoh said the State government has wasted over Rs 20 crores due to the delay in taking a decision to opt for suppliers with less quoted rates. The PAC, in the meantime, has directed the department to speed up the implementation of the National Food Security Act (NFSA).(Agencies)

The statement further explained that since there were not enough seats available on a regularPIA flight to accommodate the entire camp, "a dedicated aircraft" is being sent, reports the Express Tribune. South Korea and the United States earlier on Friday announced their final decision to deploy the Terminal High Altitude Area Defence (THAAD) in the U.S. Forces Korea (USFK) despite continued oppositions from neighbouring countries. The military authorities of Washington and Seoul made a joint statement to officially announce the THAAD deployment in the USFK stationed on the Korean peninsula to tackle North Korea's nuclear and missile threats, reports Xinhua. The statement added that the THAAD deployed in South Korea will not target any other third country but will be operated only in response to the North Korea's nuclear and missile threats. A THAAD battery consisting of six mobile launchers, 48 interceptors, airborne radar and fire control system will be deployed by the end of next year and would be operated by the allied forces under the operational control of the USFK commander. The site for the deployment would be announced within weeks. China and Russia have continually opposed THAAD deployment on the Korean peninsula citing that the U.S. missile defence system far exceeds South Korea's actual defence needs, and would directly threaten the strategic security of the two countries.(ANI)

The state government has increased VAT and entertainment tax in the state, with many commodities (Photo: superprofs) likely to become costlier in the coming days. Through a notification released by the Finance department on Tuesday, VAT has been raised by 1 percent from 5 percent to 6 percent. This will impact as many as 129 items under 2nd schedule of Assam Value Added Tax Act, 2003 (Assam Act VIII of 2005). Commodities which will become costlier range from sugar and cooked food to CFL bulbs, some medicines and plywood to automobile spare parts. In a move that has been opposed by various civil society groups and political parties, the Assam government intends to generate Rs 500 crore by increasing VAT. The Assam government has also raised the entertainment tax under the Assam Amusements and Betting Tax Act, 1939. Cable TV viewer households will have to fork out Rs 20 extra per month; for households with DTH (direct-to-home) TV set-ups, the additional monthly payout will be Rs 30. Hotels will have to pay additional Rs 50 for each TV set, cable or DTH. The government has also decided to withdraw the partial exemption of the amount granted to oil companies from 21 July, 2011. The result will be that LPG cylinders are going to be costlier by Rs 14. Diesel and petrol too will now cost more in Assam with the VAT on diesel modified to "20 paisa in the rupee or Rs 8.75 per liter, whichever is higher". Likewise, VAT on petrol and other motor spirits have been modified to "29 paisa in the rupee or Rs 14 per liter, whichever is higher". Earlier, the VAT stood at 16.5 paisa in the rupee for diesel and 25.75 paisa in the rupee for petrol. Pre-owned cars will also cost more with prices of cars having capacity upto 1,000 cc set to increase by Rs 3,000 more. Earlier, customers in the state paid Rs 3,000 VAT for pre-owned cars; now they will have to pay Rs 6,000. The Second Schedule items include most of the day-to-day household goods such as agricultural implements, all types of yarns, all kitchen utensils, bamboo items, all types of cycles and their parts, bulk drugs, coffee beans and seeds, coir products, edible oils, paper, plastic footwear, printed material, readymade garments and renewable energy devices. Some other important items, whose prices will go up due to the new tax structure, include skimmed milk powder, all spices, tractors, vanaspati, vegetable oil, embroidery or zari articles, processed meat, poultry, fish, processed or preserved vegetables and fruits, gold items, glass bangles, hand made soap, pure ghee, sweets, baby feeding bottles and nipples, dry fruits, soya nuggets, jute and jute products. Prices of medical diagnostic kits, x-ray films and other diagnostic films, medical equipments, devices and implants, spectacles, spare parts of motor vehicles, medicines, honey, glucose, sugar and CFL bulb have also been raised by revising the VAT rates northward. A sad reality Elder Abuse Wake up to the sufferings of elders Half the elderly population in the country faces abuse of various kinds. And over the past few years certain organisations have been conducting detailed surveys to understand this growing crime against India's elders, by getting the elder perspective, their understanding and experiences. Shockingly, in 2014, half of India's elderly (50%) surveyed reported experiencing abuse. 77% lived with their families. The most common assumption that in old age the son would be the main caregiver was completely shattered. The son along with the daughter-inlaw turned out to be the primary abusers. However, a peep into the lives beyond the silver screen gives way to a gory picture rather than a rosy one. As per a survey report it turns out; the youth of today are aware of problem; they understand the reasons which precipitate abuse; they have clear solutions on how to avert abuse, but yet seem unwilling to act. In the case of Delhi where 85% of the youth admit Elder Abuse exists yet 92% say that they won't act to prevent it. Nationally, 73% of the youth admit that Elder Abuse exists. 42% feel that it is a problem of all developing societies, including India. 83% perceive that identifying Elder Abuse in the neighbourhood is not difficult. The youth perception and elder reality is very different when it comes to who the abuser is. While 24% of the youth perceive the son as an abuser, the Elder experience blames the son in 59% of cases. The daughter-in-law remains the primary abuser be it youth perception or elder reality. The abuser starts early. As per youth experience, the abuser is in the age bracket of 18 to 34 primarily in the middle income households. 72.4 % of the youth feel that the topmost form of abuse they have come across in their experience is 'Using Abusive Language and talking rudely to an elder' followed by 43.1%, who feel it is giving the elder 'the silent treatment, isolation and emotional abuse.' A shocking find is that 29% youth feel that 'Physical Abuse and beating up' is a common type of abuse and 30% feel it is 'being denied the basics, medicines and material abuse.' And highlighting this abuse in numbers may result in some concrete action for the protection of the elderly. Taking such steps is especially required now considering the sheer number of senior citizens in the country. While there are around 100 million elderly in India currently, their number is expected to increase to 324 million by 2050 when they would constitute 20% of the total population.

She called me unoriginal, pretentious, depressed. She even went on to say that I needed help and for that I shouldn't ever write again. I had never been subjected to such kind of humiliation before. It broke me to extents I wasn't aware of. It felt like everything that makes me was called a bluff. At the PTA, she complained to my mother about my strange behavior, how I thought things like an adult when I shouldn't, how I was wasting my time seeking attention. It was a replay of that day, all the parents along with their kids looked at me and scoffed at my mother. She looked so disappointed in me. Apparently, writing was a waste of time. This rejection shattered all my beliefs in myself and in everyone around me. Writing was the thing that made me fearless and happy. But, I had become so scared of it, I stopped writing. I be-

lieved that I wasn't meant for it, not good at it. Whenever I picked up my pen, I would sit hours without getting a single word out on the paper. Every hurtful word came back to me and made me feel inadequate. People around me never really let it go. It kept on reminding me how I was a freak for feelings and dreaming weird things. In some ways, it was even worse than bullying. I had no evidence of it. It created an imbalance in my emotional stability. I kept bottling up my feelings or taking it out on the wrong person. I was a nightmare to myself and people around me. It took me 2 years to be able to really write again. I realised that I was giving others the satisfaction of putting me down. I had an obligation towards my own self who deserved to be happy. Even then, I was cautious at first, wrote very secretly. I didn't want to be in a place where my 14-yearold self had suffered. But, when feelings started coming out of the bonds, words started flowing on paper. I wrote and wrote until I had spilled every single thought I had in those last two years. It was difficult, but I coped with the myriad of emotions inside. Rejection can cause wounds much severe than any kinds of physical pain, because they are on our soul where it doesn't show but continuously bleeds. Some of the things I realised after putting myself out there waiting for some to take notice are: 1. Ruminations are self destructive: For a long

time,I hated my teacher for doing that to me. I hated all those who returned my writings believing that they had something personal against me. It sent me in a downward spiral. I began questioning my abilities. Later, when I thought about it, I realised that I was limiting my creativity and damaging my selfesteem. I wasted time angsting about people who did something they believed was right. No one had any personal vendetta. But, patience is the key. 2. Always have hope and topics to work on: When I started writing after my hiatus, it was emotionally draining. I was constantly frustrated, I had so many things to say, but I had forgotten how to. So I started small; about seemingly insignificant topics such as something I liked, a dog I was fond of and many such things. Then I went on to write serious things that needed to be voiced out. Even today, when an article or story gets rejected, I already have at least four topics about which I am ready to write. It gives me hope that there is much more left to tell. It's a thing I have chosen for myself. 3. Retrospection helps a lot: When we write something and later when we read it, our mental state may change. Some of my rejection letters said that I wasn't a bad writer, per se, but I could use some technique. I looked back and found it right. Not every rejection is false. I learned that when someone says that something is wrong, they could be right. But, don't believe

There is nothing wrong with a person who writes: When I was rejected, I put all the blame on myself like there was something wrong with me; that I needed help. Even quitting didn't seem to work out for me. Instead I got more frustrated with myself. I masked self doubt with self-loathing and contempt, which was wrong. I don't really do that anymore. Otherwise I would succumb to the darkness inside of me. Yes, I feel bad and insufficient when my writings are not accepted. But, I know that I have a bigger responsibility about doing justice to my emotions who don't belong in a dark corner sitting as regret. 5. Feel proud that you are brave: Not everyone who feels can write it. Sometimes fear of rejection overrules our need for relief. After each returned article, I read it aloud and feel happy that I am able to do something that gives me pleasure. I don't let past rejections define what kind of a person I am. I channel my anger and hurt in my writings.

People have preferences and I respect that. It doesn't mean what I know and feel is wrong. Maybe someone else will find in it, what others find missing. Introspection helps too. 6. Helping others heal is productive: Once, I wrote something I loved to talk about and I knew about and when I submitted it, I was so confident of it getting accepted. Its rejection bruised my ego. During that time, when I was busy hating them and my own self, my friend lost her father. I had to be there for her, keeping her grounded so that she wouldn't disintegrate and be swept away in sorrow and lose herself. It gave me a purpose, helped me along with her and I realised that what I had faced was so trivial in comparison to what she was going through. I still had hope. Sure, I was hurt but what was left was healing. And you heal when you try to close someone else's wounds. I think rejections shape you as a person, give you experiences and the impetus to try harder; sharpens your edges. Even now when I submit my writings, I feel both

excited and nervous. Like I am baring myself to so many people who will scrutinise my emotions, my views, a part of me. It is scary. I check my mail ten times a day, waiting for that one feedback. The ignored responses hurt so much more than a simple rejection letter. The 'No new messages' seem to mock my efforts. But, now I have learnt to move on. I am a writer, who needs to be shameless. Words are things that make me powerful without having to hold a sword. Just believing does the work. I can create worlds if I want to, push my boundaries, do unimaginable things . Everyone has something to say and there are people waiting to hear it. No one can say when a writing strikes a chord within a person. They have the power to change lives like no other. The 20-year-old, hailing from Jajpur district in Odisha, overcame all sorts of ordeals to secure her berth for the Rio Games in the women's 100 metres category. She surpassed qualification norm of 11.32 seconds by clocking 11.30s in a qualifying event at the XXVI International Meeting G.Kosanov in Kazakhstan last month. In the process, she also scripted history by becoming the first Indian female athlete to qualify for 100m dash in Olympics in 36 years after legendary PT Usha. Dutee had earlier missed the Rio Olympics qualification mark by one-hun-

Warner hits back, says flat pitches should be blamed for Test run glut ANI Melbourne, July 8 : Defending the use of modern-day cricket bats in the Test format, Australia vice-captain David Warner has pointed out that flat pitches are more to be blamed for the perceived imbalance between bat and ball rather than thick and lightweight bats. Warner's comments came in the wake of former skipper Ricky Ponting's call to regulate the size and weight of bats in order to restore balance in the sport, which is increasingly becoming a batsman-dominated game. According to present cricket rules, only length and width of bats are limited and not the depth or weight. This has paved way for the development of bats made from lighter materials but with thick edges such as one being used by big-hitting batsman Warner. Refusing to blame bigger bats for the prolific run scoring in the Test arena, Warner observed that a lot of runs are being scored because batsmen are performing well. "The wickets are pretty much dictating the Test arena at the moment and a lot of batters are scoring. A lot of runs have been scored in the last 12-18 months but you can't specifically say it's because of the big bats, because everyone around the county and

the world is scoring a lot of runs," the 29-year-old was quoted as saying by cricket.com.au. Warner also applauded the makers for using the technology well and coming up with the lighter and larger bats. Ponting, who accumulated 13,378 runs at a staggering average of 51.85 in his 168 Tests, had raised the debate at a recent Australian Cricket Society function. He, however, said that he didn't have any issues with such bats in the shorter forms of the game as it "survives on boundaries - fours and sixes". Ponting had also said that he would take up the matter in next week's meeting of the MCC's World Cricket Committee at Lord's. Welcoming the contradictory opinions, Warner said that the lighter bats have its own pros and cons while adding that he is also capable of using a much heavier bat. "But we're getting bigger and stronger as well, we're capable of using those bats that are a bit heavy. From my point of view in Tests I use a smaller bat, unless I'm in the subcontinent when I use a heavier bat. My heavy bats might be a lot larger than other players' bats, but it's still the same cleft of wood," he added.
