The Governor of Arunachal Pradesh Shri JP Rajkhowa has summoned the Sixth Legislative Assembly of the State for its sixth session commencing from the 16th to 18th December 2015. In exercise of powers conferred to him under clause (1) of article 174 of the Constitution of India, the Governor modified the order dated 3rd November 2015 summoning the sixth AP Legislative Assembly which was from 14th to 18th January 2015. Illegal Elaichi Tinsukia, Dec 9: A six-member team of sales tax department caught elaichi worth eight lacs fifty thousand and imposed a fine of one lacs fifty thousand on charges of evasion of tax. According to sources, acting on a tip a team of sales tax officials had laid a trap near new Tinsukia railway station and intercepted a Tata Ace vehicle loaded with elaichi. The goods belonged to a businessman named Uma Shankar Yadav who was sending it to another place through railway. (Correspondent)

Lack of Doctors, Nurses Golaghat, Dec 9: The people of the border region of Assam-Nagaland especially of Merapani region are facing difficulty due to the lack of Doctors and Nurses at their only 30-bedded Government Hospital. As per reliable sources in the hospital, two fourth grade employees have been transferred along with two other nurses; another two nurses are on leave and as such the hospital is facing lack of service facility. As in the hospital 80 to 100 patients are found visiting daily. In such a case it becomes difficult for a doctor to handle all the necessary jobs. Hence people have requested the Joint Director Health Services Golaghat to enquire into the matter. (Correspondent)

In a communiqué addressing the Governor of Arunachal Pradesh JP Rajkhowa, on the eve of New Year 2016, Arunachal Chief Minister Nabam Tuki said that it is an open secret that the office of the Governor is being misused by the State BJP and affiliated organizations who have turned it into BJP headquarters to prepare strategies and conspiracies towards dislodging the Government of the State. Citing media reports, Tuki alluded to the Governor actually indicating that the Govern-

ment of Arunachal Pradesh is “inefficient, incapable, corrupt, etc.” adding that the office of the Governor has also written to the Prime Minister’s Office “to stop various important projects and funds for the people of Arunachal Pradesh on the pretext of unfounded complaints from various politically motivated quarters”. The Arunachal CM also said, “It is open knowledge that some unhappy Congress legislators are being lured by mentioning that if the Chief Minister and the Council of Ministers are ousted, the Governor will support such MLAs who express their willingness

to vote against the Government in any proposed no confidence motion”. Further, Tuki said that it is not only the Chief Minister who has been at the receiving end of such attacks but also the Speaker of Arunachal Assembly has faced moves of removal motion. Meanwhile, the Arunachal CM cited reports of the Governor interfering with the activities of the Legislative Assembly by directly asking the Secretary and other officers of the Assembly to report to Raj Bhavan and requested the latter to “uphold the dignity of the position of the Governor of the State”.

The Assam government today said that flood damaged property worth over Rs 1,200 crore in the state this year. This was stated by State Revenue Minister Bhumidhar Barman said in the Assembly today. He stated that except for two districts, 25 districts suffered in the flood. He said, 64 people perished in the flood related incidents. The Minister said, the Centre has yet to release full fund to meet the damages. In another development, the Assembly adopted a unanimous resolution to request the Centre to include land erosion in the National and State Disaster Relief Fund. REACHING FOR THE UNEXPECTED India has a potential to grow at 8% if it gets the right policies and strategies in place.

The Finance Ministry last week said the economy would grow in the vicinity of 7.5% this fiscal, down from the earlier projection of over 8%.

A growth rate of 7-7.5% is a default rate, but the real challenge is to get 9-10%, which India is capable of but requires hard work.

In the first half of 2015-16, it expanded at 7.2%. The Indian domestic policy is restricted by the external sector, which is very dynamic.

The country has to be smarter and policymakers need to factor in the importance of external shocks which affect capital flows. In terms of capital mobility, India has partially liberalised its capital account, and this is a good thing because the country is in great need of foreign capital.

The final day will be held on 22nd December, according to the organizers. Militant hideout busted in Doda Srinagar, Dec. 9 (ANI): The security forces on Wednesday busted a militant hideout and recovered a huge cache of arms from the forest area in the mountainous district of Doda. According to sources, the troops accompanied by the state police acted on specific information, launched a search operation in Kindre forest area. The ammunitions like one AK 56 Rifle, chinese pistols, one 303 rifle, a UBGL, two hand grenades, AK magazines, pistol magazines, radio sets and explosive material along with ammunition of UBGL and 1130 rounds which were found hidden in a cave.(ANI)

Police recovers 200 live detonators in Visakhapatnam Visakhapatnam, Dec. 9 (ANI): Andhra Pradesh Police has confirmed the seizure of 200 live detonators in Visakhapatnam and arrested a person on charges of supplying explosives to Maoists. The recoveries were made in Visakhapatnam District of the state when a police patrol team became suspicious of a van. During a search operation, 200 live detonators were found along with iron shells, pipes and wire bundles. Police arrested S. K. Dawood who claimed to be

a cement merchant of G.K. Veedhi village. Visakhapatnam Superintendent of Police Koya Praveen said Dawood had a long liaison with Maoist rebels. "The incident took place between Narsipatnam and Chintapally. We have taken Dawood in custody. He deals with cement and hardware in G.K. Veedhi village," said Praveen. Police got a tip-off that explosives were being supplied to Maoist rebels through pipes and drums after interrogating Maoist

As a result, road communication was completely disrupted. The 5 to 10 feet height hillocks and the serpentine routes in between them indicated that this was the training ground for the Ahom soldiers to train them in guerilla

warfare. “Given the fact that the location is only just 5 kms away from Tiok tea estate where the kingdom and palace of the great Borahi King Mohamanikya was discovered it can be ascertained that the training ground might have been used by the Borahi generals to train their soldiers in guerilla warfare”, a senior citizen of Sonari said. Pollution control board keeping tap on 44 industries Kolkata, Dec 9: The West Bengal Pollution Control Board is monitoring water and air pollution from 44 large- scale industries which have been identified as grossly polluting. "We have identified them and warned them to be compliant after which action could be taken against them as per the law," Kalyan Rudra, WBPCB chairman, said. He said they have established a monitoring mechanism for measuring emission, liquid and solid waste disposal for the industries. "We have recently installed electronic scanners at the discharge point. The data is fed into an online monitoring system which can be seen by both the state pollution control board as well the central board," Rudra said. The list of 44 most polluting industries include those from the leather industry, iron and steel, paper and jute. Chakraborty said that Ghosh had circulated the former's pictures in Silchar town offering cash awards leading to his arrest. " I will file a defamation case against him," he said. It may be mentioned here that Ghosh had lodged a complaint at Shillong Sadar po-

lice station stating that Chakraborty had introduced him (complainant) to one Gopinath Das, Chairman of Global Engineering Development Corporation, Kolkata, who promised to sanction a loan of Rs. 1 crore at the interest rate of 14 per cent per annum. On February 27 last year, an MoU was signed by both the parties following which the complainant paid an amount of Rs. 19, 50,000 as loan processing fees. In March and April, the Company issued two cheques of Rs. 50 lakh each through Central Bank of India, Park Street, Kolkata, in the name of the complain-

ant. However, both the cheques had bounced. Making his stand clear on the case, Chakraborty said that he only introduced Ghosh to Gopinath Das and introducing people cannot be a crime. Myanmar fishermen give testimony in trafficking case Myanmar, Dec 9: The 14 Myanmar fishermen were flown back to Indonesia to serve as witnesses in the human trafficking case on November 30. Indonesiabased NGO Witness and Victim Protection Agency (LPSK) opened a court case against the Silver Sea Fishing Company, according to Myanmar's AntiHuman Trafficking Police Unit. The first hearing was on December 4. "We don't know exactly how long the trial will take, but for sure this is an opportunity for the fishermen to demand

their compensation," U Khin Maung Hla, chief of the Anti-Human Trafficking Police Unit, told. U Khin Maung Hla said the LPSK requested 22 Myanmar fishermen to testify in court against the fishing company. However, the police said they could only contact 14 of the repatriated fishermen. The 14 were repatriated from Benjina Island in May and June this year after they were found with more than 500 others during a search and rescue mission conducted by the Interna-

Myanmar comes under renewed pressure to ratify key human rights treaties Myanmar, Dec 9: Speaking at an event in Yangon yesterday to mark International Human Rights Day, Andrew Mac Gregor, a senior official from the Office of the UN Commissioner for Human Rights, singled out two key covenants on the 50th anniversary of their adoption which he urged Myanmar to enact. Members of the audience understood that the message was aimed primarily at the new government to take office next March, with expectations that National League for Democracy leader Daw Aung San Suu Kyi would be more disposed than the previous military-backed administrations to maintain past pledges to accede to key human rights treaties. "Respect for these freedoms continues to be the foundation of peace, security and development for all. Accordingly, the UN Human Rights Office calls on the government of Myanmar to ratify the two covenants as a signal of its intent to promote and protect your human rights and freedoms, and the rights and freedoms of all in Myanmar," Mr Mac Gregor said. He was referring to the International

Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights. Myanmar has taken no action on the former and has signed but not ratified the latter. Myanmar is the most significant state among mostly smaller nations that have acceded to four or fewer of the 18 key International Human Rights Treaties. In 2011, when President U Thein Sein's quasi-civilian government took office,Myanmar pledged to "sign and ratify the core human rights treaties", including the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. However it took only limited steps. Mr Mac Gregor said UN agencies were ready to help. Our Rights: Our Freedoms Rural Electrification The backbone of rural economy India is struggling with the problem of providing access to energy services even after 66 years of Independence. According to the census of 2011, more than 77 million households still use kerosene for lighting. In rural India, more than 44 per cent of the households lack basic access to electricity. Even those villages that have been provided with grid power receive less than 6 hours supply in most cases. There are at least another 9,000 villages in India where the grid may never be able due to their remoteness and geographical constraints. India is paying huge developmental costs due to its energy poverty - education, health, and economic development are at a standstill in rural India. As on 31st August 2013, a total of 32,227 villages of India are yet to be provided with electricity access. Out of a total of 593,732 inhabited villages as per the 2001 census, as on 31st August 2013, a total of 561505 villages were electrified. In terms of household electrification of states, there is not a single state or Union Territory in India which can talk of a 100 percent household electrification, though, 16 states/Union Territories of household electrification in the region of 90-99.7 percent. Six states have between 80 to 90 percent of all their households electrified. The national average for household electrification or meeting the lighting needs of households through electricity and solar energy is just 67.2 percent Meghalaya has electrified only one village during the year 2015-2016. As stated by Piyush Goyal, Minister of State in charge Power in a written reply to a question in the Rajya Sabha this week. As on April 1 this year, there are a total of 911 un-electrified villages in Meghalaya, the Minister said while giving the state wise details of un-electrified villages in the country. The Minister said that the Centre has envisioned an aim to electrify all un-electrified villages of the country by May 1, 2018. Mizoram has a total of 58 un-electrified villages and after 16 villages were electrified for the year 2015-2016, the number of un-electrified villages now stands at 42. In Nagaland, 82 villages are yet to be electrified, while in Manipur, the number of yet to be electrified villages is 218, and in Tripura 23. In Assam out of the total 2890 un-electrified villages, 170 villages were electrified this year and the remaining are 2720. And according to a report, there are 18452 villages left for electrification in 19 states. Rural electrification is the backbone of rural economy and a basic input for rapid rural development. It is also the main infrastructure for ensuring speedy growth of the agriculture sector and agro based industrial structure in rural areas.

Delhi to become pollution free Anything to prevent global warming To firmly deal with the mounting pollution level in Delhi's air, the Arvind Kejriwal-led government has come up with a plan to allow odd and even numbered vehicles to run on alternate days from January 01, 2016. The move may hopefully bring down the pollution level, but the problem lies with its practicality. Vehicles with odd numbers will be allowed on road on dates with odd numbers (1,3,5,7,9,11, etc) and vehicles with even numbers on even-numbered dates (0,2,4,6,8,10, etc). Number will be based on the last digit of the vehicle as displayed on the number plate. Zero will be considered an even number. The rule will be applicable between 8 am and 8 pm every day except sundays. The trial run of the formula will be between 1 and 15 January. After discussion with the school bus-owners, additional buses would be brought on roads. Delhi Metro Rail Corporation will be asked to increase its frequency and extend its timing. Moreover 1000 new buses will be introduced in the next three months. At present, Delhi has 4,700 DTC buses, by which nearly 45 lakh people commute daily and there's a requirement of 11,000 new buses. Delhi Metro has 216 trains and used by nearly 25 lakh passengers daily. The Delhi government also plans to send a notice in a week for closing down of Delhi's oldest power plant at Badarpur and Rajghat, to curb pollution. The government will come up with its complete blueprint by 25 December. Trucks will be allowed inside Delhi from 10.30 pm. But there shall be an exemption in the case of emergency, disabled persons, patients, etc. Vehicular emissions are one of the biggest contributors to Delhi's toxic air. The situation worsens in winters as pollutants hang in the air for a longer time. If implemented, Delhi will be the first Indian city to restrict vehicle use to clean air. Several cities in the world have undertaken the drastic measure but for limited periods of time though road-space rationing is followed in various forms across the world. But above all, there is still an uncertainity as to will this step be welcomed by all people of Delhi. Say for example, finding a public transport in many areas is still an ordeal. Delhiites face such problems almost daily. With limited private vehicles on road, public transport - overly stuffed with passengers will remain the only source for commuting. Jostling, teasing and claustrophobia are add ons. Moreover January and February being the most preferred months for wedding celebrations may not prove the apt period to launch the formula. Imagine a bride or a groom using a public transport on their D-Day if their wedding falls on the day when their car numbers turn hostile to them. If the AAP-government succeeds in getting 1000 buses in three months, it's a welcome step. But till then where those 50% people who will not be able to drive or ride on a given day (due to odd-even formula) be adjusted? Do Delhi have enough buses, Metro trains, autos to ply them from 1 January? Before implementing this number formula, the government should have created an alternative public transport system to carry all those people who will not be driving.

Article 1 of Universal Declaration of Human Rights says that "all human beings are born free and equal in dignity and rights; they are endowed with reason and conscience and should act towards one another in a spirit of brotherhood." Now, what we need to ask to ourselves is do we have human rights everywhere or not? Universal human rights are applicable around the world but in spite of that many rights are being violated or citizens are deprived of human rights. President Franklin D. Roosevelt of the United States identified four basic freedoms as the birthright of all people: freedom of expression, freedom of worship, freedom from want and freedom from fear. His wife, Eleanor Roosevelt, joined forces at the United Nations with human rights champions from around the world to enshrine these freedoms in the Universal Declaration of Human Rights. Basic human rights are being violated in many different forms. Some may not have freedom of expression while some

may not have a place to live in their own place as they become refugees for different regions. World leaders in September adopted the 2030 Agenda for Sustainable Development with the aim of ending poverty and enabling all people to live in dignity on a peaceful, healthy planet. There were Millennium Development Goals but all were not achieved which means still lot is to be done to ensure human rights for all. The Universal Declaration of Human Rights (UDHR) is a milestone document in the history of human rights. Drafted by representatives with different legal and cultural backgrounds from all regions of the world, the Declaration was proclaimed by the United Nations General Assembly in Paris on 10 December 1948 General Assembly resolution 217 A as a common standard of achievements for all peoples and all nations. It sets out, for the first time, fundamental human rights to be universally protected. Human Rights Day is celebrated on the 10th December every year to commemorate the Universal Declaration of Human Rights (UDHR), which was adopted and proclaimed by the General Assembly of the United Nations in 1948 as the common standard of achievement for mankind. The Declaration recognizes that the inherent dignity and the equal

and inalienable rights of all members of the human family are the foundation of justice, freedom and peace in the world. It reaffirms the faith of the people of United Nations in the fundamental human rights. The High Commissioner for Human Rights, as the main United Nations rights official, and her Office play a major role in coordinating efforts for the yearly observation of Human Rights Day. This year's Human Rights Day is devoted to the launch of a year-long campaign marking the 50th Anniversary of the two International Covenants on Human Rights: The International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights. During the last 22 years, since its inception on the 12th October, 1993, the National Human Rights Commission has endeavoured to promote a culture of human rights in the country. Despite being a recommendatory body, as per the Protection of Human

Rights Act, most of the recommendations of the Commission have been accepted by the Governments. The trust and confidence of the people, which it has earned in the process, reflects in substantial measure in the number of complaints it has been receiving each year. The Commission disposed of 14,84,589 cases till the 6th December, 2015 out of 15,32,042 cases registered by it either suo motu or on complaints or on intimation by the prison and police authorities. It recommended monetary relief of Rs.1,02,20,94,671/- in 4328 cases out of which Rs.74,52,28,499/- were paid in 3649 cases till the 6th December, 2015. NHRC has made a number of interventions on key issues of human rights, which include, among others, issues of bonded and child labour, prison reforms, right to health, mental healthcare, rights of persons with disability, silicosis, illegal clinical drug

Several governmental, civil and nongovernmental associations actively take part in the human rights event celebration. Human rights day is celebrated by deciding a particular theme to make

trials, pesticides in food items, pricing of drugs, corporate-social responsibility, manual scavenging and sanitation, human rights of women. Presence of Armed Forces Special Powers Act (AFSPA) in some state is against some of the basic human rights. It's time for the people in the country to think again about the presence of the act. There have been democratic protest in many parts of the country and more the North Eastern region to repeal the act which was enacted way back 1958. On the day of human rights if we read UDHR and relate it to AFSPA then we would understand whether such acts are needed or not. It's important that the issue of AFSPA must be discussed in the parliament of the country. Human Rights day is being observed in different parts of the worlds and may parts of the country. It is an opportunity to discuss on various issues related to human rights and lets us all make sure that we fight for the rights of each and individual so that everyone can live with dignity and honour. We must remember if we remain silent when others rights are violated then others might be silent id we are in trouble tomorrow. Let us all become voice and not victims. One of the major goals of celebrating the human rights day is to eradicate the poverty from the life of human being and help them in getting the well being life. Some of the protest activities are also held in order to aware the people from areas where the human rights are unrecognized or disrespected.

"Green Technology", Technology that is clean Sir, Green technology is a new branch of science that

has a "green" purpose. By green, we do not mean the colour. Rather, the term refers to a technology that is environment friendly. At present, our technology is focused more on convenience than concern for our planet. We must remember that the world has a fixed amount of natural resources, some of which are rapidly decreasing. So, if we are to save our planet, we must focus on inventing ways to conserve our natural environment and resources. In other words, we must promote green technology. The main goal of green technology is to meet the needs of society without harming the nature. Energy comes in different forms-heat, light energy as well as mechanical, electrical, chemical and nuclear energy. We get most of our energy from resources like oil, natural gas and coal. However, the earth has only a limited supply of these resources, and ones they are exhausted they are gone forever. Renewable energy sources are ones which don't run out. We can keep using them till the end of life. These include wind energy, solar energy and hydro power. These are also called green energy that we are discussing about. As we already discussed, most of our electricity comes from power stations that burn fossil fuels which are polluting and also non renewable. Unfortunately, in addition to electricity, greenhouse gases like carbon dioxide and methane are produced as well. These gases pollute the atmosphere. They cause global warming

and ozone hole which are presently very serious issues. Renewable sources of energy like wind power, solar power, hydropower do not pollute the air. They do not produce the green house gases that cause global warming. So, these forms of energy are called clean energy. So, we should contribute towards the problem of global warming by promoting green technology. And save our earth from its evils. By this way we can make our earth a green and clean planet. Go green. Osians receives winding-up plea Mumbai, Dec 9: The Bombay high court has admitted a winding-up petition filed by Axis Bank against Osians Connoisseurs of Art, a company founded by art collector and dealer Neville Tuli. The bank said Rs 80 crore is due, including interest mounting at almost Rs 7 crore yearly. Justice K R Shriram restrained the company, its directors and officers, from parting with, transferring, alienating, encumbering or creating any third-party rights in respect of any of its assets-both movable and immovable-without permission of the court. The HC, however, directed the bank not to advertise the winding up petition for eight weeks and posted the matter next to January 25, 2016. Axis Bank had given loans to the company since 2005 and moved the Debt Recovery Tribunal in Mumbai when there were defaults of around Rs 40 crore in 2010. The Bank and Osians then in 2012 filed consent terms and agreed to pay Rs 61 crore through instalments, but when instalments dried up after June, the bank filed a winding up plea in the HC. The bank's counsel Biren Saraf argued that the winding up petition should be admitted as the company was insolvent, but Simil Purohit, counsel for Osians, said the company was unable to pay the large outstanding now but would be able to pay next February when it would hold a big art auction of the many valuable art work it has. Osians had signed demand promissory note, a letter of continuing security, undertaking for creation of mortgage, etc and also mortgaged various properties to the bank. To a suggestion from the court to pay Rs 1 crore in 10 days, Osians' counsel, after discussing the matter with Anujit Ganguly, president (finance), who was present in court last week the order was passed, said the company would be able to pay Rs 50 lakh. Benchmark oil prices on Tuesday slumped 6% to levels last seen in 2009, renewing hopes of lower pump prices for consumers and reduced crude import for government managers but also sparking fresh worries for oil company brass. The mix of crude that India buys, called the 'Indian basket', too slumped to $38.61 on Monday on global cue. The average price so far in December is the lowest since $36.65 for December 2004. With nearly three more weeks to go, it remains to

Opec's failure on Friday to agree on production cut and continued supply glut saw North Sea Brent crude, the benchmark for most of global oil trading, dipped to $40.60 per barrel. US benchmark WTI breached the psychological level of $40 to close at $37.65 a barrel. These levels were last seen when the 2009 credit crunch pushed crude from its July 2008 peak of $147.50 a barrel. For India, which imports 80% of its crude requirement, the happy hour also carries a

statutory warning over currency and export woes. The reduction in pump prices would be moderated by the rupee's decline and whether oil refiner-retailers recoup inventory losses. The rupee on Tuesday hit a two-year low of 66.84 to a dollar. The upside of low oil prices comes from forex savings on crude import. The savings are estimated at Rs 2 lakh crore this year. Latest data projects a 35% drop in oil import bill at $73 billion against $112 billion last year; for nearly the same quantity. This is in addition to reduced subsidy for cook-

ing fuels. To put the savings in perspective, it would be enough to cover the Centre's school education, health, women and child development budgets, pay for the rural jobs scheme. But the continued slide also spells bad news for refiners and producers alike. "We want a stable price regime, whatever the level. Continuous fall certainly raises the spectre of inventory losses," said A K Sharma, director finance at IndianOil, which reported inventory loss of Rs 5,500 crore in the September quarter. PSU banks look to swap branches to reduce costs

New Delhi, Dec 9: As part of a focus on boosting the functioning of state-run banks, the government is pushing them to look at operational synergies that also help reduce cost. Sources said minister of state for finance Jayant Sinha has held discussions on the issue and quite a few possible steps have been identified, including swapping of branches and a common infrastructure for back-end operations or even having a company that handles the core banking software applications for the lenders based on a fee. Several banks have a concentration of branches in certain pockets, while the others may be weak in those areas. The plan is to get them to redeploy the branches, which will help save costs and avoid duplication. In any case, the lenders are tapping technology to increase their reach and trying to reduce footfalls into branches. Given that banks are short of staff and

the crunch is going to increase given the largescale retirement, cost cutting through smarter operations is seen as a key part of the strategy. Lower costs and more efficient operations are expected to help lenders pump in more money into their operations and reduce pressure on capital from the government. As part of the capital-raising exercise the government is driving banks to leverage the huge real estate assets that they have and State Bank of India has taken the lead in setting up a subsidiary with assets of around Rs 23,600 crore based on the current market value. The government is keen that lenders tap into the non-core businesses to meet their part of the capital requirement. It is set to open tender for a delayed metro coach factory at Kanchrapara in West Bengal , for which global transportation and engineering biggies including Bombardier Transportation, Siemens, Hyundai, Construcciones y Auxiliar de Ferrocarriles of Spain and Alstom had evinced interest. This time the Railways is offering more amenable terms to attract pri-

vate players, but it it is not yet known if they are still interested given the time and cost overruns. Initially, the project was for manufacturing just Electric Multiple Units, or EMU, the technical nomenclature for coaches used in city trains, as per the Request for Qualification floated in October. Now, the joint venture partners would be allowed to manufacture metro coaches as well, sources said. With this, the number of responses is expected to be higher as the closing date for bid draws near. As per estimates of National Transport Development

Policy Committee, there would be a requirement of 30,000 EMU and MEMU coaches by 2032. However, metro coaches are more profitable using greater use of material and technologies, sources said. The Cabinet had approved the project at an estimated cost of Rs 860 crore. The cost has now been revised at about Rs 1,000 crore as per the Request for Proposal document, which may again get revised following feedback from the bidders. The project, which plans to manufacture about 5,000 coaches over 10 years, would be using state-of-

the-art propulsion system, using materials like stainless steel and aluminium to build the coaches to ensure energy efficiency and longer life. This factory at Kanchrapara, located close to Kolkata, would be set up on Railways's land and site works related to filling of land, widening of roads and provision of power supply is nearing completion which would save significant time for the developers. The JV partner is to be selected through international competitive bidding and the Railways would hold about 26% of the equity. Railways last month awarded contracts to global giants Alstom and GE Transport for setting electric and diesel locomotive factories in Marhora and Madhepura in Bihar, marking the first major FDI in rail projects after the limit was raised by the government in select Railways sectors. The government also expects the Bengal project to attract such marquee names. "The factory will attract significant FDI apart from creating opportunities for direct and indirect employment. The company's construction arm has secured these contracts in different businesses including water and effluent treatment projects, Larsen & Toubro said in a BSE filing. In water and effluent treatment division, L&T has secured orders worth Rs 1,053 crore from the Water Resource Department of Odisha for engineering, procurement and construction of 34 lift irrigation schemes in various districts, it said. "The major scope involves construction of 34 intake wells and delivery chambers, supply and laying of 400 km of ductile iron pipelines...," the filing said. The scope also involves supply and installation of 96 vertical turbine pumps of capacities ranging from 80 to 470 KW and other associated works, it said, adding that

Desai said the domestic policy is restricted by the external sector, which is very dynamic. Therefore, the country has to be smarter and policymakers need to factor in the importance of external shocks which affect capital flows. He said in terms of capital mobility, India has partially liberalised its capital account, and this is a good thing because the country is in great need of foreign capital. However, India also needs to care about the type of capital inflow. Currently, it appears to prefer foreign institutional investments over foreign direct investment, even though

the former flows are more unstable, he added. One of the causes of recent surge in capital inflows is that Western countries have not been able to increase demand for investments even at nearzero interest rates. But to continue to attract capital, India has to minimise exchange rate risks, he said. India will have to judiciously manage its exchange rate because corporates have borrowed abroad in large amounts, and there is a danger that a sudden drop in rupee value will have adverse valuation implications for this debt, he said. The global economy is fairly open and this gives India several opportunities to attract investment. What You Need: * Wax paper * Crayons * Iron * Small pencil or crayon sharpener Instructions: 1. Spread out the wax paper on a flat surface. 2. Use the pencil sharpener to peel off shreds of each crayon onto the wax paper. Use as many different crayons as desired. Too many crayon shreds makes the creation blurry. 3. Fold the wax paper in half, making sure to keep the crayon shreds inside the layers of wax paper. 4.
