Illahi Sheikh, the most wanted kingpin of the illegal drugs racket in Upper Assam including Dibrugarh and Arunachal Pradesh from his hideout at Tipam Lalpahar under Lekhapani police station in Tinsukia district on Saturday morning. Md Ilahi Sheikh (60 yrs) is a resident of Dibrugarh and has several cases of drug peddling on him. The Longding District Students’ Union (LDSU) has stated through a memorandum submitted to the Deputy Commissioner of the district that they have received many complaints against the irregularities of many contractual employees in their duties working under different department of Longding district. LDSU stated that many contractual employees (NHM, SSA NRLM etc.) who are officially, particularly the nonlocals after getting selection under Longding District Quotas, immediately get their transfer to some other places. "Whereas, as per the govt. recruitment norms any contractual employees are non-transferable except during some rare cases that too through proper channel. This kind of irregularities causes many

Heavy rains that pounded the state capital region since last 24 hours has left trail of destruction along the over flooded Nirub river in Nirjuli, which prompted Chief Minister Kalikho Pul to blame it on the illegal constructions along the river course.
Pul who visited the disaster site in Nirjuli that left a threestory shopping complex building in Nirjuli heavily cracked and approach roads to Nirjuli RCC bridge over NH 415 partially damaged, termed the disaster as “man-made”. The Nirub river, whose water level had receded when the CM made the visit, had left the building almost on the verge of collapse. Also the
damage to the approach roads were causing heavy traffic congestion over the bridge that had narrowed the two-lane way to single lane. The Chief Minister while surveying the damage observed that the riverbed was encroached by construction works altering the river’s natural course. In a press conference here, Subhash Dutta, Assam Pradesh BJP spoke person told reporters that for strengthening of Assam economy and to generate employment opportunities for the people the auctioning process would be helpful. “67 Oil fields, including 12 from Assam, were discovered some 30-40 years back and are lying undeveloped with either Oil India Lim-
ited (OIL) or Oil and Natural Gas Corporation Limited (ONGC). Hence, these fields have been lying unexploited over the years. The estimated capital expenditure required to fully exploit these fields would be around Rs. 4,000 crore. So, BJP have think for the auctioning of the oil fields to the private companies,’’ he added. He added now BJP government is trying to make Assam a Oil Industry hub. Recently, Asom Gana Parishad (AGP) , an ally of ruling BJP in Assam, opposed the auctioning of 12 oilfields in the state and appealed to the Centre to reconsider the decision.

A Correspondent Bajali, July 9: A cloud of sadness among public was covered today at Pathsala, after the demise of Moti Kalita age (67), who was a retired professor in Mathematics of Bajali College. Kalita has not well since few days as he was suffering from severe diabetes. He was admitted in the International Hospital, Guwahati few days back. Today at around 2 am he
died, leaving his wife, one son and two daughter. The dead body of Kalita arrived in Pathsala in morning itself at around 9 am. Hundreds of his well-wishers came to pay their last tribute. The body was also taken to Bajali College where he worked for. A big crowd gathered in college premises to pay their last respect to Kalita.

According to reports, Bhaiti Ali who is a daily wages worker lives with his wife Rani,, one son and two daughters at a rented house at Dhai Ali near Sivasagar town. His younger daughter Mainu had to be admitted at the Sivasagar Civil Hospital following high fever and asthmatic trouble just before a month and later she was shifted to AMCH in Dibrugarh for better treatment. The doctors there declared after a series of thorough check up and tests that the both kidneys of Mainu have become malfunctioned and need an immediate organ transplant. The sad news has made the poor family of Bhaiti Ali to
lose the earth beneath their feet. The operation and placement of kidney needs a huge amount of money which is money which is almost next to impossible for the family of Bhaiti Ali who merely manages his both ends meet by working as a daily wage worker and now he has no way left but the generous help of the people. ET Bureau Bomdila, July 9: The drinking water supply that had been completely disrupted at Bhalukpong and Tippi during the July 1 catastrophe at Bhalukpong in the district has been temporarily restored. The restoration works took a full week. The credit goes to the field staffs of the PHE & WS who put in extra long hours even on holidays and completed the work on war footing. The local administration and people of the area have conveyed their gratitude to the PHE & WS EE Likha Tekhi, AE Nani Tade and especially JE Kipa Raju for personally camping at the sites and supervising the restoration works in spite of the harsh and inclement weather. The department had incurred a loss of rupees 49, 03,700/- as a result of the calamity on that fateful day. On July 4 last, CM Kalikho Pul after inspecting the sites and the quantum of damages, had directed the department to restore the drinking water supply on priority. Deputy Commissioner Sonal Swaroop had sanctioned an amount of rupees 6.32 lacs from the State Disaster Response Fund (SDRF) as an immediate measure to take up the water supply restoration work. As per departmental sources, the temporary restoration of the drinking water supply could be possible after making adjustments from the ongoing schemes and the fund sanctioned by the Deputy Commissioner.

Fitted with bar lights and sirens, PA systems, first aid kits, wireless sets and search lights, the 65 PCR vans, bought at an estimated cost of rupees three crore and ninety lakhs, would patrol and also render public service of general nature to children, senior citizens and women in distress. Earlier, state DGP S Nithianandam informed that citizens do not have to rush to the police station every time they are in distress and can simply dial 100 to alert the police. The PCR vans around a particular beat would be the first to respond to any distress call.

Indrajit Tingwa Miao, July 9 : The two weeks long anti-drugs awareness campaign carried out by the Inter Collegiate Youth Association (ICYA) concluded tonight at the General Ground Miao. The awareness campaign which commenced from 26 June witnessed at least 20 events in the fields of literary,games and sports and cultural activities. The campaign on the theme "Team Up To Stop Drug Abuse" was supported by the Arunachal Pradesh Women Welfare Society (APWWS) Miao Unit and Arunachal Pradesh Police. Leaders of the North East Chapter of the NFNS while addressing Press Conference at Tribal Rest House on Saturday, apart from Pramod Boro, ABSU president and joint secretary of NFNS, Swapnajit Sanyal, working president, Vidarbha Rajya Aghadi, central executive, NFNS, Hejang Haokip, president Kuki State Demand Committee and Khorsing Teron, Joint Action Committee for Autonomous State said the demand of new states is not a new issue in India, some of it was started before independence and some after, but what is important is that most of the groups have their historical prerogatives to have a self-determined administrative region in the form of a State under the Union of India. Sonowal reviews flood situation in Assam; asks officials to gear up relief operations on a war footing Chief Minister Sonowal asked the senior officials of the concerned departments to leave no stone unturned to reach out to the flood affected people and to provide relief to them, particularly to women and infants. The Chief Minister asked the Health and Family Welfare Department to keep sufficient stock of medicine to keep at bay water borne diseases and directed the Public Health Engineering Department to provide pure drinking water in the flood affected areas. Sonowal asked the Chief Secretary to issue necessary instruction to the Deputy Commissioners of the affected districts to provide all necessary help and support to the flood affected people, especially in the marooned areas and to look after the needs of women and children, particularly infants. The Chief Minister asked the Chief Secretary to convey to the Deputy Commissioners on the need to keep sufficient
number of country boats ready to press them into service during rescue operations. Sonowal also asked the Veterinary and Animal Husbandry Department to keep sufficient stock of fodder for the livestock and to provide fodder in the affected areas. The Chief Minister asked the concerned departments on the pressing need to provide proper sanitation in the relief camps. Minister for Water Resources, Keshab Mahanta and Chief Secretary VK Pipersenia apprised the Chief Minister about the prevailing flood situation in the State and the steps being initiated to provide succour to the affected people. Pipersenia told the Chief Minister that there was no dearth of funds and Dispur had allotted the necessary funds to the Deputy Commissioners much in advance to tackle the flood situation vis-a-vis relief operation. The Minister for Water Resources said that his department has taken up
measures to strengthen some of the embankments and to plug the breaches wherever possible. The Chief Minister was also apprised about the relief operation being carried out in water logged areas of Guwahati city. The meeting was attended, among others, by Additional Chief Secretary, GDD, MGVK Bhanu, Additional Chief Secretary, Revenue and Disaster Management, TY Das, Additional Chief Secretary, Water Resources, RT Jindal, Commissioner and Secretary, Revenue and Disaster Management, Deepak Sarma, Commissioner and Secretary to CM, Sanjay Lohia, Secretary to CM, VV Solanki and Secretary, Water Resources, PP Changkakoti. Rail project awaits KHADC NOC for land Agencies Shillong, July 9: The Byrnihat-Shillong rail project will be further delayed as the Khasi Hills Autonomous District Council (KHADC) is yet to issue NOC for acquisition of land. Indicating this here on Friday, a Northeast Frontier Railway official said that the file, which has been cleared by the revenue department, is awaiting approval of the KHADC chief. The official also informed that the railways had sought 184 hectares of land for the construction of the rail line from Byrnihat to Lailad , a village around 17 kilometers from Byrnihat. “The survey for the project is almost completed and the survey of the remaining five-kilometre stretch would resume once the monsoon season is over,” the official said. Reacting to a query about the Tetelia-Byrnihat project, the official said the Assam government has delayed handing over some portion of its land to the Northeast Frontier Railway (NFR) and this has affected the overall progress of the project. The deadline for the Tetelia-Byrnihat is March 2018, but the official hoped that they would be able to complete the project ahead of time if the land is handed over to the NFR at the earliest.

Thohrem, who probed the criminal aspect of the education scam, did not mention any actual progress of the probe other than citing official correspondences between police officials, officials of home department and advocates among others as per the report submitted to the High Court on Friday. While the case came up for hearing in the High Court, after the Investigation Officer submitted the progress report, Justice SR Sen fixed the matter for hearing after one week. As per the copy of the progress report made available to the media by the petitioner, there was not much progress made by the Investigation Officer two years after the lower court had asked the police to get the required documents from the CBI for further inquiry. However, red tape in the form of one department writing letters to another and one official to another is the only progress made after the then Chief

However, the copy of the reply of Jha which is part of the annexure said that no revision petition has been filed as the order of the Chief Judicial Magistrate dated 25.9.2014 had clearly mentioned that the parties should approach the High Court, if they want any documents from the CBI. It was on 18. 17. 2011 that the first FIR related to the scam was filed by one Sharaidalyne Wahlang stating that she had applied for the post of assistant LP school teacher in the office of DI Shillong in 2009 and the result was declared on 23.12.2009, and her name was not there in the result sheet, but after checking the mark sheets, it was found that her marks were crossed. The case was registered at Laitumkhrah police station and initially Sub Inspector LD Sangma was entrusted to carry out investigation. The Investigation Officer (IO) had also examined JD Sangma the then Director of Elementary and Mass Education and recorded his statement. The IO had also examined three members of the selection board of
Shillong Centre, but the documents were not provided since they were seized by the CBI as part of its investigation. Considering the sensitivity of the matter, the case was later entrusted to senior police officer Inspector N. Thohrem who is the officer in charge of Laitumkhrah police station. Later on December 7, 2012, Angela Rangad and Agnes Kharshhing jointly filed another FIR against the then Education Minister Ampareen Lyngdoh based on the CBI inquiry report regarding the education scam, but it was forwarded to East Khasi Hills SP, and subsequently the letter was sent to DIG eastern range to examine the possibility of a CID probe. Meanwhile Thohrem had examined the then Director, Elementary and Mass Education, two office assistants and one peon besides summoning other officials for recording their statements. He had also sought the permission from the court of the chief judicial magistrate to treat the FIR of Rangad and Kharshiing as supplementary.
Thohrem said that the present status of the investigation is that the statements of Director, Directorate of Elementary and Mass Education, Deputy Director Elementary and Mass Education, four selection board members of Shillong Centre and the complainant were recorded under section 161 CrPC by him and under 164 CrPC by the court. Police also followed up the issue of transferring the case to CID and a request in this regard was made to the Director General of Police for obtaining permission for the CID probe. Later, the Assistant Inspector General (Establishment) took up the matter with the Secretary, Home police department. After a series of letters from the senior police officials to home (police) department, the political department on December 20, 2012, wrote to the police headquarters that since the matter is in the court, the court should be approached for a review of the direction as “the government cannot re-interpret much less modify the order of the court”.

PTI Shillong, July 9: Informing that the Meghalaya government has recovered from the NGT ban on coal mining and transportation, which used to be the main source of revenue, officials on Saturday said the state's fiscal health is in good condition. In a presentation made by the Finance and Planning departments before the Meghalaya State Planning Board, the board's co-chairman J F Kharshiing said the state has managed to wather the storm due to the NGT ban on coal mining and transportation. "The NGT ban has had a big impact on the revenue source of the state. However, the state government has managed to recover," he said. On the non-tax revenue collection of the state, Kharshiing said "While in 2013 it was Rs 596 crore, this was reduce to Rs 343 crore in 2014-15 and last year the amount went down to Rs 228 crore. However, he said the state's own tax revenue
was projected at Rs 1,058 crore, higher than Rs 939 crore generated in 2014-15. He said the Centre has agreed to allow implementation of centrally sponsored schemes under 90:10 pattern in 11 states including eight in NE states. Stating that huge chunk of non-plan expenditure was on salary, the cochairman said "Of the total expenditure of Rs 7,617 crore during 201516, Rs 3,004 crore was on salary, Rs 588 crore on pension, Rs 466 crore on interest and Rs 1,269 crore on capital payment." Asked on the recent closures of retail wine shops in view of the amended Excise Rules, the MSPB official said Rs 141 crore was generated from excise department in 201516 and Rs 170 crore in 2015-16. "The department has projected to generate Rs 238 crore in 2016-17," he said adding the board was on its job to find out if there was an impact due to the closures.

Ex-rebel gunned down in Imphal Agencies Imphal, July 9: Unidentified men gunned down a former rebel near his residence in the Tera area of Imphal West on Thursday night, sparking tension in the crowded locality. M Romen (32), a former cadre of the proscribed United National Liberation Front (UNLF), died after being hit by four bullets, a source said. Minutes after he was killed at 7.30pm, police found the body and handed it over to the Centre-run Regional Institute of Medical Sciences (RIMS) here for autopsy. Police conducted a search in the nearby areas but no one was caught.
After laying down arms, Romen worked as a mason to support his family, the source said. He is survived by his wife and two children. No group has claimed responsibility for the killing. The incident happened barely 20 days after former chairman of People's Revolutionary Party of Kangleipak, N i n g o m b a m Nabachandra, and his driver were killed in the complex of the seventh battalion of Manipur Rifles in Khabeisoi village in Imphal East. Nabachandra (57) had surrendered before the state government in December 2014.

Govt. gears up for legal action against Zakir Naik, constitutes probe teams New Delhi, July 9 : Following the Centre's tough stand on Islamic preacher Zakir Naik's controversial comments on terrorism, nine teams from the National Intelligence Agency (NIA), the Intelligence Bureau (IB) and other agencies are scanning the former's activities, while special teams are scanning every footage of his speeches. According to sources from the Ministry of Home Affairs (MHA), four teams have been constituted to scan the video footages and CDs of Naik's speeches and three teams are scanning social sites, while two teams are monitoring his Facebook posts. According to initial investigation, it has been
found that Naik's speeches are provocative, objectionable and so is his writing. Besides, his NGO's operations have also been branded as suspicious. It has also been found that the funds sent for his 'charitable activities' are being misused and the MHA is also examining his Foreign Contribution Regulation Act (FCRA) funding clearance and irregularities. Besides his phone calls and e-mails, the sponsors for his foreign trips and meeting are also under the scanner of the NIA. Sources further state that Naik may be banned soon and the Centre has sought fresh legal opinion regarding the controversial preacher.

"The firing of the missile is a "clear challenge to UN Security Council resolutions. We should strongly condemn the launch by working with the international community," said Prime Minister Abe. He also added that the missile launch gravely affects the national security of Japan. An official from South Korea's Defence Ministry said, "The missile was fired from a location near the North Korean coastal town of Sinpo, where analysts have previously detected efforts by the North to develop submarine-launched ballistic missile systems," reports the Guardian. Chiefs of Staff said it is presumed the missile successfully ejected from the submarine's launch tube, but failed in its early stage of flight. The officials however, could not immediately confirm the distance travelled by the fired missile or when it exploded. The launch comes a day after US and South Korea announced to deploy an advanced US missile defence system, THAAD, in South Korea to cope with North Korean threats. North Korea is developing the technology to launch missiles from submarines and if successful this would be an alarming development for rivals and neighbors because missiles from submerged vessels are harder to detect in advance. North Korea already has a considerable arsenal of land-based ballistic missiles and is believed to be advancing its efforts to miniaturize nuclear warheads.(ANI)

During the hearing, the Enforcement Directorate told the court that Mallya's personal appearance was crucial for the ongoing trial. The now defunct FERA case was registered by the ED against Mallya, in
which the agency had issued summons, directing him to appear in relation to the investigation, where it was alleged that Mallya had violated the FERA regulation in connection to a transaction with Flavio Briatore of Benetton Formula Ltd based in London. The ED had alleged that Mallya had violated the provisions of FERA in arranging funds to advertise his company's liquor products abroad. The agency had claimed that the money was allegedly paid without prior approval from RBI in violation of FERA norms. (ANI)

Iran hopes to join proj to produce nuke fusion power New York, Jul 9 : Iran is hoping to join an international project in southern France that hopes to build the first machine to generate significant amounts of energy using nuclear fusion, which is considered a clean, safe and virtually limitless form of nuclear power. Laban Coblentz, spokesman for the ITER project, said a high-level Iranian delegation led by nuclear chief Ali Akbar Salehi and Vice President for Science and Technology Sorena Sattari visited St Paul Lez Durance on June 30-July 1, where the fusion device is being built. Coblentz said fusion-generated nuclear power has no significant weapons applications. Salehi was quoted by the Mehr news agency as telling reporters on Wednesday that during the visit "we discussed possibilities of Iran's joining to ITER, and the other members welcomed a prospective Iran membership." Nuclear fusion, which joins atoms together, is the process that powers the sun and stars, and "harnessing fusion's power is the goal of ITER," according to its website. The project "has been designed as the key experimental step between today's fusion research machines and tomorrow's fusion power plants." Coblentz said in a telephone interview and email exchanges with The Associated Press this week that the six world powers who signed last summer's nuclear deal with Iran to rein in its nuclear programme - the US, Russia, China, Britain, France and Germany encouraged Tehran's participation in the ITER project.
The six powers believe that Iran wanted to use its nuclear reactors which are based on fission where atoms are split - to produce uranium for nuclear weapons, which Tehran denies. An annex to the nuclear agreement on Civil Nuclear Cooperation says the six powers and Iran can "explore cooperation" on an Iranian contribution to the ITER project Coblentz said the Iranians are "very eager to get moving" and join the 35 countries collaborating on building the world's largest experimental fusion machine called a tokamak. Iran has not made a formal application and new members must be approved unanimously by the ITER council which also includes India, South Korea and Japan who were not part of the Iran nuclear deal, he said. "But the ITER Charter makes it clear that ITER is a project open to any country that is prepared to have meaningful participation," both technological and financial, Coblentz said. He said "it was clear from statements that Iran made that they view themselves as having a gap to make up technologically, but their first move is to understand what is the nature of that gap" and if they need to take any further steps before seeking membership. Iran's nuclear agency announced in July 2010 that it had begun studies to build an experimental nuclear fusion reactor. B'desh investigating Zakir Naik's Islamist links: Min Dhaka, Jul 9 : Bangladesh government today said it was investigating the Islamist links of India-based controversial preacher Zakir Naik and examining the possibilities of banning his "provocative" speeches in the wake of two brutal terrorist attacks in the country within a week in which 25 people died. Home Minister Asaduzzaman Khan said that Bangladesh's intelligence agencies were investigating the Islamic preacher. "He is on our security scanner... Our intelligence agencies are investigating his activities as his lectures appeared
provocative," Khan said. Khan said the investigators were also probing Naik's financial transactions in Bangladesh. He, however, added that the government was yet to decide on banning the broadcast of his 'Peace TV Bangla.' Naik, whose speeches are aired on 'Peace TV' run by his Mumbaibased Islamic Research Foundation, is a controversial Islamic preacher and his preachings were reported to have inspired some of the Dhaka attackers. Britain and Canada have banned Naik from visiting the two countries several years ago while Malaysia banned his lectures fearing that they could instigate inter-racial tensions. China holds naval drills ahead of tribunal verdict Abdul Sattar Edhi Islamabad, July 9: Pakistan's celebrated humanitarian and Edhi Foundation Chairman Abdul Sattar Edhi has passed away at the age of 92 in Karachi, his son said on Saturday. Sattar Edhi passed away on Friday night at a hospital in Karachi, Dawn online quoted his son Faisal Edhi as saying. His funeral will be held on Saturday afternoon, his son said.
Edhi was heading a foundation which supported thousands of needy people and children. He was conferred several highest national civilian awards due to his services for humanity. The Edhi Foundation is one of Pakistan's largest public welfare organisations and runs one of the biggest fleets of ambulances, dozens of clinics and orphanages in the country.
Beijing, Jul 9 : The Chinese navy has conducted combat drills in the South China Sea in a show of strength ahead of the July 12 verdict of an international tribunal on a dispute with the Philippines over the strategic waters. The exercises were held in the waters adjacent to south China's Hainan Island and Xisha Islands also known as Parcel islands which are claimed by Vietnam in the South China Sea, (SCS). The Nanhai Fleet, as well as some forces of
the Beihai Fleet and Donghai Fleet, took part in the navy's annual routine military exercise that covered all sorts of combat platforms, including the air arm, submarine, surface vessel and coastal defence force, state-run Xinhua news agency reported today. Vietnam has protested to China over the drills. The exercises focusing on air control operations, sea battles and anti-submarine warfare are expected to last till tomorrow, a day ahead of the verdict by the tribunal, constituted by the Permanent Court of Arbitra-
tion, based in The Hague, would rule on Philippines petition challenging the claims of China over the SCS on July 12. China's claims on all most of the SCS were contested by the Philippines, Vietnam, Malaysia, Brunei and Taiwan which have counter claims. China has boycotted the tribunal and asserted that it will not implement the verdict of the tribunal. Meanwhile, state media reported today that China plans to deploy more unmanned Chinese ships in the do-

Over 2 lakh people evacuated as typhoon Nepartak hits China Beijing, July 9 : More than two lakh people were evacuated in China as typhoon Nepartak on Saturday lashed country’s eastern coast which witnessed powerful winds and heavy rains, prompting authorities to issue this year’s first red alert. The first typhoon of the season landed at 1:45 PM (local time) in Fujian province’s Shishi city, packing winds of up to about 100 km per hour. Officials have evacuated about 2.30 lakh people from low lying areas and ordered 33,200 fishing boats to return to ports. Over 100 trains have been cancelled this weekend and road traffic has been disrupted, staterun Xinhua news agency reported. China’s State Oceanic Administration (SOA) has issued this year’s first red alert, warning people of havoc due to Typhoon Nepartak which is approaching the Chinese coast. The SOA estimated that sea waves as high as nine meters will emerge in Taiwan Strait, while coastal waters near Fujian province will see waves as high as six meters. A red rainstorm alert has been issued in Putian city, which experienced more than 250 mm of precipitation in four hours early this Saturday morning. Over 22,600 people have been dispatched to check the city’s water projects, local flood control headquarters said. So far, 160 people were killed and 28 missing in heavy rains and floods in a number of provinces in the last few weeks ahead of the typhoon. In the worst hit province, Hubei, 69 people were killed and 16 more reported missing. Typhoon Nepartak made first landfall early Friday in eastern Taiwan, packing winds of up to 190 km per hour gusting up to 234 km per hour leaving two people dead and 72 injured. Modi arrived in South Africa from Mozambique on Thursday on the second leg of his fournation tour of Africa. Meanwhile, India and South Africa on Friday signed three memorandums of understanding (MoUs), including two on information and communication technology and tourism. The MoUs were signed following delegation-level talks headed by Prime Minister Narendara Modi and South African President Jacob Zuma. The first MoU is on cooperation in the area of information and communication technology. Another MoU calls for cooperation in the tourism sector and is being seen as an important bid to improve people-topeople ties. A third MoU calls for cooperation in grassroot innovation in the science and technology sector. The two sides also signed a programme of cooperation in arts and culture. Apart from Mozambique and South Africa, Modi will also visit Tanzania and Kenya.
Reservation for Women Its all about politics According to our Prime Minister Narendra Modi, women should empower themselves technologically and become effective as people's representatives as mere changes in the system would not suffice. Before the Bill on 33 per cent reservation of seats for women in the Lok Sabha was introduced in December 1998; it had been prevented from being introduced on three different occasions: once, during Prime Minister Deve Gowda's time (1996), again during Prime Minister Gujral's time (1997), and once again, during Prime Minister Atal Bihari Vajpayee's time (1998). At one stage (during I.K. Gujral's regime), the Bill was submitted to Gita Mukherjee Committee which in its report, submitted in November 1996, recommended one-third reservation for women. The Women's Reservation Bill was first introduced in the Parliament in 1996 by the H.D. Deve Gowda government, but no government has successfully passed it yet. The current version of the bill, the 108th Amendment, seeks to reserve 33% of all seats in governing bodies at the Center, State and Local level. For reservation in the Lok Sabha, one-third of all constituencies will be reserved for women on a rotation basis, such that a constituency will be reserved for one general election and not reserved for the following 2 elections. That the bill is indispensable cannot be denied. In the present Lok Sabha, out of 545 members, only 60 are women- a shameful 1.1%. Out of these, 69.7% have relatives who are already in politics. Thus, it would a gross understatement to say that the average woman is not duly represented in the Parliament. We also have an example of extremely successful women's reservation in the Panchayat. The 73rd and 74th Amendment Acts reserved 33% seats in all Panchayats for women and as a result, nearly a million women are elected to Panchayats each year, a feat that cannot be matched by any other country. The question to be discussed today, therefore, is: Is reservation policy or protective discrimination for women a logical and a useful strategy for ensuring justice and equal opportunity to women? The argument in favour of the Bill is that Women's representation in politics will be a first step towards women empowerment. About two years ago, a leading national daily published an urban opinion poll which showed wide support for the women's reservation bill. But then a number of articles were published against the Bill in a 10:1 ratio. Whatever may be the theoretical arguments against the reservation policy, in practice this policy will continue to be supported by all political parties because of the electoral advantage the political parties derive from this issue. As such, the people, instead of raising the issue of reserva-tion, should raise the issue of vested interests of the political parties and political leaders versus the logical interests of the common people in society. Secondly, there should be no compromise on quality and efficiency. The eligibility conditions should be such that women may think of political participation not for gaining status but for serving the community at large.

The Glass Ceiling impact on Women's Career The Federal Glass Ceiling Commission describes the term 'glass ceiling' as "the unseen, yet unbreakable barrier that keeps minorities and women from rising to the upper rungs of the corporate ladder, regardless of their qualifications or achievements." The phenomenon is quite interesting to study the gender representation question in the professional arena in India. People dismiss the existence of a glass ceiling in India, or dissent it, but can one can really ignore it? In an age and time where we are looking at India as a potential superpower, with a tremendously fast growing economy, with the population of the fairer sex at 48.1% [Census 2012], can we afford to deliberately leave women out of this race to develop into a superpower? Sure, we have made progress since the first wave of feminism. Sure, some progress is better than no progress at all. However, the problem arises when we view this progress in a gendered perspective, which brings to the forefront the acute discrimination and disadvantages the female working population in India faces, in comparison to their male counterparts. What is most disturbing is the fact that not even certain big organizations or companies,
with a turnover of crores to boast of, are exempt from imposing a deliberate, yet intangible and unbreakable barrier on the progress of its female employees. Sarmistha Nandy, et al, in their paper "Corporate Glass Ceiling: An Impact on Indian Women Employees", say, "Women are excluded from informal organizational network and get no help from their colleagues in decision making process. Thus by restraining women from strategic decision making process male counterparts try to heckle intentionally and creates a barrier for promotion. So women are less popular in strategic decision maker role." The glass ceiling is most apparent when a female employee is one step below a managerial position, where female employees are deliberately left out of decision making processes. According to the Federal Glass Ceiling Commission there are three classes of barriers for women in top level management. The foremost are the Societal Barriers, the imposition of the many overt and covert laws of the society on a woman. The next class of barriers is Internal Structural Barriers. These barriers include the corporate climates we are exposed to, today. The third class of barri-
ers are the Government Barriers. These barriers would be the structural barriers imposed by the State itself, which hinder the progress of female employees. For example, lack of proper law enforcement on behalf of the government in case of discrimination against women at the workplace, ignorance and insufficient reporting on the existence of a glass ceiling. How can You Help Shatter the Glass Ceiling in India? The first shout out is to all the employers or prospective employers who are reading this post. Go out of your way to ensure you treat your employees equally, irrespective of their gender. Invest your trust in them, and reap a handsome Return on Investment. Recognize merit and celebrate it. Understand that basically, it all boils down to you, to a great extent. However, even if you are not an employer, your role as a female employee is no less significant. Here are five things you can do to help break the glass ceiling. 1. Plan Your Career Well - It is common knowledge and a widely used, (or hopefully misused) stereotype that in India, the priority for women is always marriage over a professional life. The social values only reinforce the stereo-
type. We know for a fact (all our employees at Oorja Biz Ops are women) that this is changing fast. Understand that it is absolutely possible to balance both if you make the right choices (we will not get into any details about it, that in itself is a separate topic altogether). Employers usually entertain this bias because statistics is on their side as proof. They do have a mental block when it comes to hiring or promoting women who fall in the bracket of 'marriageable' category. 2. Work on your Skills - Groom yourself according to the profile you are looking to grow in. Acquire the required skill set, and keep working on yourself. Talent, grit and hard work are three things that have the potential to catapult you beyond that glass ceiling. Brush up your general knowledge and be aware about the affairs of the world, especially about the line you are working in. Without fail, read the newspaper every day. We would also recommend spending some time in grooming yourself personally, and investing some time and resources for an appropriate wardrobe and a presentable appearance (don't get us wrong, we do not mean 'beauty' in any way). The trick is to look the part you
want to play, and it does work! 3. Manage your own finances - The glass ceiling was constructed not only by the professional realm, it was reinforced by the private social values which have long and strong roots embedded deeply in the Indian 'culture'. A woman is supposed to be the responsibility of her father or brother until she gets married, after which she is responsibility of her husband. She is not expected to earn and hence automatically is dismissed from being a stakeholder in any important decision - which may even concern her. Change happens a little bit at a time, and should always begin within you. Sarmistha Mazumder, in her article, breaking the Glass Ceiling: The Indian Way, puts the importance of learning how to manage your finances and budgeting, very succinctly. She says,"Financial empowerment is an essential factor that contributes to women's stand in family and society. This calls for a huge shift in social norms established over few centuries. Following the traditional norms, most women handover their salaries to their father or husbands to invest or spend. Often, it symbolizes the dependency in decision making. When you are trying to build an

Manage basics like tax calculation, tax exemptions, investments, loans or critical house hold expenses. It is not rocket science. There are several training programs available for the same. Also, in any leadership role, budget management is unavoidable." 4. Network: You just have to do this if you want to rise high on the corporate ladder. Break into all the "old boys clubs" or make a few of your own. Involve yourself in as many events as possible, talk and socialize. Get to know other people and talk about what you do and what your plans for the future are. Show up, stand up, and speak up. Stand out in the crowd instead of trying to blend in or fit in.
Nothing ventured, nothing gained. You never know who may be interested in you as a worthy professional. This is also a great way to help you come out of your comfort zone if you have never been much of an extrovert. All the ice breaking you do is good practice for breaking the glass ceiling, we say! 5. Prioritize: There are many things you are 'supposed' to do, and many things that are 'expected' you will do, by dint of being a woman. However, understand that you can empower yourself to make choices and prioritize. Don't let unreal or unimportant expectations be the death of your career ambitions. Ask for help from your family and friends if you think there is a personal task they can help you with. Do not hesitate to delegate.
These changes may seem drastic if you haven't ever been on this page, but believe us, you would be surprised to see all the help you receive you just need to reach out! Apart from these five tenets (if we may call them so!), another very important thing is to never shy away from speaking up if you feel you are being discriminated against, on the basis of your gender. If a colleague goes through it, motivate her to speak up and stand by her side. Remember this glass can be shattered if one strikes at it hard enough and long enough! Venture capital (VC) investments during April-June this year were led by fashion etailer Voonik, which raised $20 million in second round led by the existing investor Sequoia Capital India, followed by the USD 16 million third round investment in playschool company KLAY Schools. Other start-ups that mobilised sizeable money in April-June included healthcare product e-tailer 1MG, which raised USD 15 million from Sequoia Capital India, Maverick Capital and Omidyar Network, and online tax filing company Cleartax, which attracted USD 12 million from SAIF Partners, following a USD 2 million round from Sequoia Capital India and US-based Founders Fund. The report further noted that as VC type investments cap out at USD 20 million per round under Venture Intelligence definitions, follow-on investments raised by companies like NestAway and Helpshift were not included in this analysis. Information technology and IT-enabled services companies, at 73 deals worth USD 223 million, attracted 78 per cent of VC investments, followed by healthcare & life sciences companies that received 6 investments worth USD 25 million. Bengaluru continued to be the top destination for VC investments in the June quarter, accounting for 36 per cent of the investments (by volume or number of deals), followed by NCR Region, which took 30 per cent. Revenues of India Inc's Q1 may grow at fastest pace in 2 yrs New Delhi, Jul 9: The revenue growth for India Inc is expected to touch a two-year high in the quarter ended June 2016. Revenues of the sensex companies (excluding energy firms) will grow 8.3% year-on- year (yo- y) to Rs 3,64,200 crore during the first quarter of the 2016-17 fiscal, analysts said. Companies on the broader Nifty index will see 8.6% y-o- y increase in net sales to Rs 4,42,000 crore in AprilJune, estimates by Kotak Institutional Equities showed. Ratings agency Crisil said that the revenue growth of India Inc will jump to a two-year high of 8% during the quarter. In the Africa Middle-East India region, Renault's sales stood at 2,08,690 units in the first half of the year as against 1,51,041 in the corresponding period last year, up 38.2 per cent, Renault said in a statement. The company said its sales in India during the period stood at 61,895 units, up 3.8 per cent, it added. "In India, the Kwid enjoyed further success, with 1,50,000 orders since its launch, lifting its market share by 2.3 points to 3.8 per cent," the company said.
