The education centres, Health centres were heavily affected among other daily prime administration centres. In such circumstances, the main factor that concerns everybody is health. In this connection, The Eastern Today interviewed the Joint Director of the Department of Health, Dibrugarh District, Dr. Amrit Baruah. According to him, his key concerns were for the people in the rural areas
where the communication almost broke down due to the heavy downpour and the increasing current of the Brahmaputra. He said the affected areas were continuously monitored and treatment given to the victims by the Medical team consisting of SW, ANM, ASHA, MPW at sub-centre level while a medical officer monitored such 10 teams daily. He added ASHA of each village is entrusted with the responsibility of purifying drinking water by adding halogen tablets. Most importantly all high risk pregnant women and infants were constantly monitored
by ANM & LHV and those women whose delivery date is in the month of September were either shifted to the nearest Public Health Centre or to a safer area where communication was easier. According to Dr. Amrit Baruah, each PHC had 4 to 5 medical mobile teams, a total of 226 teams consisting of pharmacists, nurse staff, medical officers, malaria and hygiene department who delivered medicines in sufficient quantities so that no patient was deprived of and lead to an epidemic. He concluded that all affected wards under Dibrugarh municipality and villages have been dis-
tributed mosquito nets and simultaneously blanketed by fogging to prevent malaria. As far as the report from the Health Department is concerned, an estimated 1, 80,000 people were affected by the flood in the Dibrugarh district. The Health Department has 6 urban PHCs and 136 villages under them, a total of 151 camps were set up where 6,328 patients were reportedly treated. When asked if major disease is noticed in any of these treated patients, he said other than dysentery, cough and high fever nothing else has been registered.

It is reported that Foot and Mouth Disease has spread among the cattle due to flood. Officials of agriculture and veterinary departments are also working on a war footing to
ascertain the details of damages caused to livestock and agricultural fields in the flood affected area. However, as most of the agricultural fields are located in the other bank of the flood water, the officials are facing difficulties in making assessment, Perme added. A five member Medical team headed by Dr Nangkong Yirang, DVBDCP Officer also reached the flood affected area at Paglam with essential medicines as precautionary measure to oversee any kind of outbreak of after flood disease. The team will stay on for another three to four days as per the need. It is also informed that medicines are also stocked at

Imphal, Sept 9: A landslide and a damaged bridge have fuelled an increase in the prices of essential items in Manipur. The Imphal-Dimapur and Imphal-Silchar highways, which are main supply routes to the land-locked state, have been blocked by a landslide and a damaged bridge, respectively. Due to this, a litre of petrol is selling at Rs 160-190 in Imphal's grey market. The prices of onion, potato, pulses and other vegetable items have also
doubled. The ImphalDimapur highway was blocked after a heavy landslide in Nagaland's Phesama area in mid-August, which halted the flow of essential commodities. Repair work is on. Transportation of commodities to Manipur via the Imphal-Silchar highway has stopped due to the deteriorating condition of a bridge along the highway. 60hr bandh called in Manipur's Churachanpur Imphal, Sept 9: A 60-hour bandh is on at Churachandpur from Tuesday to protest against three bills passed in Manipur Assembly relating to the protection of indigenous people of the state. The bandh called by Joint Action Committee (JAC) of tribal organisations started at 12 noon, JAC sources said.
JAC has given a 10-days ultimatum to Hill Area Committee of Manipur Assembly to withdraw the Protection of Manipur People Bill, 2015, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and Manipur Shops and Establishments (Second Amendment) Bill, 2015 which were passed on August 31. The
sources said if the Hill Area Committee failed to withdraw the bills, all its members would face public boycott. Police said the situation in Churachandpur district was under control and there was no report of any untoward incident so far. All educational institutes, including government or private run schools and
colleges, were closed as JAC announced closure of educational institutions located at Churachandpur town till the disposal of nine bodies, who died last week in the agitation against the passage of the bills. M'laya education scam: CBI awaits HC nod Shillong, Sept 9: Police have allegedly dilly dallied on the probe related to education scam as it has failed to file a petition in High Court of Meghalaya to get the documents related to the scam from CBI for almost a year. An official source said on Tuesday after the then court of Chief Judicial Magistrate B. Joshi had directed police to knock the door of High Court of Meghalaya to get the papers related to education scam from CBI, no petition was filed by police in the High Court even after
a year. It was in July last year that Chief Judicial Magistrate had asked the CBI to hand over the relevant papers to the state police after making an inventory and acknowledgment receipt of the same. But the argument of the counsel of the CBI was that since it was the High Court which ordered the CBI probe into the education scam, the papers can be handed over to police after a direction from the High Court. The CBI had also filed petition before the Chief Judicial Magistrate in this regard. Fol-
lowing the petition, the lower court had asked police to seek the intervention of the High Court for the papers seized by CBI. The CBI is yet to get any direction from the High Court to hand over the education scam related papers. "We are yet to get any notice from the High Court and this means that the police have not even approached the High Court", one of the counsels for the CBI said on Tuesday. Several FIRs were filed from 2010 till 2012 by the affected persons to prosecute those
who were involved in the scam. Later, the police was compelled to register the case following a direction from the lower court. After registering the case, in April, 2013, police had only quizzed the then Director of Mass and Elementary Education J.D. Sangma. Later, police wanted the seized papers from CBI to carry on with the probe. The CBI had observed in the 107-page report that, "It was felt necessary to examine J.D. Sangma, the then Director DEME. In course of his examination by the CBI,
Sangma has stated that under the instruction of the then Minister of Education - Ampareen Lyngdoh - he had to change the score sheets as prepared by all the five boards duly applying white fluid on the original marks, as awarded by the members of the Board. Tripura guaranteed to achieve 100 percent literacy Agartala, Sept 9: Tripura's literacy rate will soon increase from the existing 96.82 percent to 100 percent and the neo-literate would become economically self-reliant in a phased manner, Chief Minister Manik Sarkar said on Tuesday. "After three phases of literacy campaign since 2011, the literacy rate now stands at 96.82 percent and it would touch 100 percent soon," Sarkar said while addressing an International Lit-
eracy Day function here. "After people become literate, they want to be economically self-reliant. We launched a self-employment scheme Swabhalamban - for this purpose. During the three to four years, 15,000 families have not only become self-dependent but also offered scope of jobs to 35,000 to 50,000 people in their farms and trading hubs," the chief minister said. "Tripura has gone up from 12th position as per
the 2001 census to the fourth position in the 2011 census in literacy among different states of the country," Sarkar added. He said that after Tripura attained 87.75 percent literacy in the 2011 census, a government survey conducted by eight district magistrates in August 2012 found that only 131,634 out of the state's 37 lakh people, including those aged 50 and above, remained illiterate. Pakistan's nuclear arsenal 'not against anyone': PM Nawaz Islamabad, Sep 9: Prime Minister Nawaz Sharif on Wednesday said that Pakistan would continue to maintain minimum nuclear deterrence for security purposes, but that these weapons are 'not against any one". The prime minister was briefed on the strategic and nuclear assets of the country during a meeting of the National Command Authority (NCA) in the capital. The meeting was held to discuss matters pertaining to national security and defence, Radio Pakistan reported. PM Nawaz chaired the meeting which was held at Joint Staff Headquarters (JSHQ) in Chaklala. He expressed satisfaction over the security and safety of
nuclear weapons and observed that an efficient nuclear control and command system is in place. The premier was given a comprehensive briefing by the Director General Strategic Plans Division (SPD) Lt-Gen Mazhar Jamil, who said that a security force of 30,000 is protecting the nuclear arsenal. The NCA meeting was attended by Interior Minister Chaudhry Nisar, Planning and Development Minister Ahsan Iqbal, Minister for Railways Khawaja Saad Rafique, Finance Minister Ishaq Dar, Advisor to the PM on National Security and Foreign Affairs Sartaj Aziz, Chairman Joint Chiefs of Staff Committee General Rashad Mahmood and

Kathmandu, Sept 9: Police are searching a river in Nepal where the body of a 27-year-old teacher from Austin, Texas, was thrown after she was hammered to death, an official said Tuesday. Police official Hari Bahadur Pal said authorities are looking for the body of Dahlia Yehia, who disappeared from the resort town of Pokhara in western Nepal last month. Police have arrested a local teacher, Narayan Paudel, who was hosting Yehia while she was in Pokhara to help victims of a devastating earthquake in April. Pal said Paudel confessed to the crime and described how he hammered the victim to death and threw her body into the Seti River. Pal said police found blood-soaked clothes and ropes they believed were used to tie Yehia's body. Authorities believe the motive for the killing was money, with

China jails 'Qing dynasty princess' farmer for fraud
Beijing, Sept 9: A court in China has sentenced a woman who posed as a Qing dynasty princess in order to run a fraud scheme to 13 and half years in jail. Wang Fengying had called herself "Princess Changping" and claimed to be a descendent of the Aisin Gioro Manchu royal family. She and her accomplice conned their victims out of more than 2 million yuan ($313,600; £204,100) within one year. They were caught in 2014 after one of her victims complained to the police. Wang was also fined 500,000 yuan, said the Lianhu District Court in the central Shaanxi province on Monday. The accomplice, Yang Jianglin, received a 12year jail sentence and a 500,000 yuan fine. The Aisin Gioro family ruled China from 1644 until the 1912 revolution that toppled the monarchy and installed a republican government. Wang and Yang set up a fake company that bought large quantities of counterfeit US dollars and gold bars, which they told victims was just a small portion of Wang's assets. These rest was locked away, they said, and could not be released through
usual methods. She said she needed money for "ensuring good relations" to unlock them as well as for delivery fees, according to a 2014 report on her arrest by CNWest news portal. Investors were told that if they managed to help unlock these assets, the government would give them a reward three times the value. Among the items found during a police raid at Wang's office were 41 gold bars - it was not clear whether they were fake or real - ancient-looking keys, and a treasure map. Unusually, the court ruling ended with a personal note from the unnamed judge, who said there was "no such thing as a free lunch". "I hope that members of the public, when encountering someone who says they have a far-fetched and mysterious personal history and who tells you that you can get a high return on your investment, keep an alert mind and not easily be swayed by the lure of money. "Think before you act. Perhaps in this way, you can steer clear of the traps laid by fraudulent cheats." (Agencies)
Former UPFA Deputy Minister Sarana Gunawardena granted bail Colombo, Sept 9: A Sri Lankan court Wednesday granted bail to former Deputy Minister Sarana Gunawardena, who was in remand custody for allegedly assaulting a person during the recently held parliamentary elections. The Gampaha Magistrate Tikiri K. Jayatilake released Gunawardena on two sureties of Rs. 50,000. He was also ordered to report to the Gampaha Police on every Sunday. Gampaha police had arrested Gunawardena and three other UPFA supporters for assaulting a person on August 14 at Gampaha. They were arrested on August 24 when they surrendered to the police. Two other suspects, who were also in the remand custody have been released on bail earlier. (Agencies)

They took oath before the President at the Presidential Secretariat this morning. United National Party (UNP) Chairman, MP Malik Samarawickrema was appointed as the Cabinet Minister of Development Strategy and International Trade. United People's Freedom Alliance (UPFA) MP Vijith Wijayamuni de Soysa was appointed as the Minister of Irrigation and Water Resource Management and while MP Faizer Mustapha took oath as the Minister of Local Government and Provincial Councils. Bangkok shrine attack suspect 'gave device to bomber' Bangkok, Sept 9: Thai police say a key suspect in the Bangkok shrine bombing has confessed to giving a bag containing a device to the man who carried out the attack. National police spokesman Prawut Thavornsiri's announcement came as the suspect, Yusufu Mieraili, was taken to a train station in Bangkok to re-enact the alleged handover. The 17 August blast at the Erawan Shrine killed 20 people. Two foreign men are in custody, but the bomber himself has not been found. The man, wearing a yellow T-shirt, was seen placing a backpack at the popular shrine and leaving, shortly before the explosion. Mr Prawut told reporters at the Hua Lamphong station in Bangkok: "This is the area where he met the man in a yellow shirt to exchange the backpack." "Yusufu said the backpack that he carried was heavy and it was a bomb," he said. The suspect had allegedly told police that he travelled to the station from an apartment in the outskirts of Bangkok where police had found bomb-making materials
in an earlier raid. Mr Mieraili, who has not been charged, was intercepted earlier this month as he attempted to cross the border into Cambodia. Police have not confirmed his nationality but say he was carrying a Chinese passport. The suspect was also taken to the Erawan Shrine as part of a police reenactment, according to AP news agency. On Tuesday, he was taken to visit apartments in other parts of Bangkok where police said they found the bomb-making materials as well as passports. Thailand's police regularly conducts re-
enactments with suspects, a practice which has been criticised as implying guilt before trial. The other man in custody has been named by local media as Adem Karadag. Local media have quoted police sources as saying that they are hunting for the alleged mastermind of the attack, who is thought to have left Thailand a day before the attack. Police also released a photo of the man, who was named as 27-year-old Abudureheman Abudusataer, also known as "Izan" or "Ishan". (Agencies)
Brunei air force chief on farewell visit Bandar Seri Begawan, Sept 9: As part of his farewell visit, the Commander of the Royal Brunei Air Force called on Second Minister for Defence Lui Tuck Yew, who is also Transport Minister, at the Ministry of Transport yesterday morning . Brigadier-General (U) Dato Seri Pahlawan Haji Wardi bin Haji Abdul Latip had earlier called on Chief of Defence Force Perry Lim and Chief of Air Force Hoo Cher Mou, after inspecting a Guard of Honour at the Ministry of Defence. His three-day visit ends today. The general has served in the Royal Brunei Armed Forces for 34 years, and took command of the Royal Brunei Air Force in December 2012, reported the Borneo Bulletin. China's Energy Security Achilles Heel: Middle Eastern Oil A massive problem in India India only ranks third for the number of rapes reported each year Rape and violence against women are a massive problem in India. According to the country's National Crime Record Bureau, crimes against women have increased by 7.1 percent since 2010. The number of rapes reported has also risen. Nearly one in three rape victims in India is under the age of 18. One in 10 are under 14. Every 20 minutes in India, a woman is raped. And yet India only ranks third for the number of rapes reported each year. What country ranks first? The United States. In India, a country of over 1.2 billion people, 24,206 rapes were reported in 2011. The same year in the United States, a nation of 300 million, 83,425 rapes were reported. In the United States, every 6.2 minutes a woman is raped. In a bizarre incident Miss Thuking Tikhak, a young girl from Margherita was brutally gang raped by a group of individuals on the auspicious day of Raksha Bandhan. She was a student of Margherita College. This tragic incident sparked an outrage among the mass, especially the students. Many groups and organization in the area along with students from different schools and colleges staged protests. Though the police have nabbed some youths involved in the case. The alleged rapists hail from Nagaon and were engaged as daily wage labourers in the town. Though the police have assured justice to the victim, agitation is growing day by day. As Margherita In the last few days have witnessed a huge protest in front of SDO office by Margherita College Students Union, National Student Union of India (NSUI), Chaatra Mukti Sangram Samity, All Asam Hindu Student Union, All Tea Tribe Student Union of Margherita, local citizens and the family members of the deceased girl. Numbered in thousands, the protestors also burnt tyres at National Highway 38. Rapes have become just another news. According to a survey, in India a rape case is reported every 21 minutes. Something is seriously wrong with the system. Our judiciary system is slow and the conviction rate is too low.Atrocities are reported on most days in Indian newspapers and this is not done only by the wage laborers of the society. The so called 'educated and literate' section is not far behind. One more fact that adds to the loopholes in the system of society is that we get used to everything very easily. These horrific crimes in different parts of the country make headlines for few days and then forgotten. After the Delhi gang rape, some hopes came up. Most of the cases now-a-days are of minor girls. Even girls below the age of 10 are not spared.
Child marriage Marriage…not a game of dolls Each year, 15 million girls are married before the age of 18. That is 28 girls every minute - married off too soon, endangering their personal development and wellbeing. With more young people on our planet than ever before, child marriage is a human rights violation that we must end to achieve a fairer future for all. Child brides are often disempowered, dependent on their husbands and deprived of their fundamental rights to health, education and safety. Neither physically nor emotionally ready to become wives and mothers, child brides are at greater risk of experiencing dangerous complications in pregnancy and childbirth, becoming infected with HIV/AIDS and suffering domestic violence. With little access to education and economic opportunities, they and their families are more likely to live in poverty. Child marriage persists across countries, fuelled by poverty, social and cultural norms. For many families, it is a perceived economic need - one less mouth to feed. Long-held beliefs and traditions based on gender inequality mean that becoming a wife and mother is often deemed a daughter's only choice. More than 30% of today's women were married before their 18th birthday. If there is no reduction in child marriage, an additional 1.2 billion girls will be married by 2050. Some child brides are as young as eight or nine. Most adolescent pregnancies (90%) take place within marriage. Pregnancy and childbirth complications are among the leading causes of death in girls aged 15 to 19 in low- and middle-income countries. Globally more than one third of the women between the ages 20-24 were married before they reached the age of 18. Approximately 14 million adolescent girls between the ages 15-19 give birth each year. Girls in this age group are twice more likely to die during child birth than women in their twenties. Rate of child marriage are higher in sub-Saharan Africa and South Asia. According to the 2001 census there are 1.5 million girls, in India, under the age of 15 already married. Of these, 20% or approximately 300,000 are mothers to at least one child. The 2001 census also estimated the average age of marriage has risen to 18.3 for females. The male average is 22.6 years. But child marriage is still widespread across the nation. States like Rajasthan, Uttar Pradesh, Madhya Pradesh, Jharkhand, Chhattisgarh, Bihar and Andra Pradesh still have average age of marriage below the legal age of eighteen for females. Because of the early and often closely timed pregnancies before their bodies are able to handle the stress of pregnancy, adolescent mothers give birth prematurely or to low weight babies. The health of the child and mother are at risk and often they do not survive. Child marriage also makes girls more vulnerable to domestic violence, sexual abuse and inability to complete primary education. It is also found that infant mortality rates are higher than the national average in the states where child marriage is highly prevalent. According to NFHS-III survey 47.3% of women aged 20-24 were married by age 18. Of these, 2.6 percent were married before they turned 13, 22.6 percent were married before they were 16, and 44.5 percent were married when they were between 16 and 17. In some states the percentage is quite high: Rajasthan 65.2%, Uttar Pradesh 58.6%, Madhya Pradesh 57.3%, Jharkhand 63.2%, Chhattisgarh 55%, Bihar 69% and Andhra Pradesh 54.8%.The states where prevalence is low are Himachal Pradesh 12.3%, Punjab 19.7%, and Kerala 15.4%. A change is possible only if we all join hands against this crime happening in our society.
China's reliance on Middle Eastern oil is a very real threat to the stability of the global economic order ?

While recent turbulence in the Chinese economy has caused investors and pundits much concern, observers may be missing another critical threat to both Chinese and world markets. Soaring Chinese oil consumption and turmoil in the Middle East have been central, and seemingly irrevocable, features of the global energy landscape in recent years. But China's outsized and growing reliance on crude oil imports from this increasingly turbulent region leave the world's largest crude importer highly exposed to the adverse effects of a major supply disruption. The Middle East's precarious security situation and fragile political balance constitute serious threats to China's energy security and, by extension, the stability of global markets. China is thirsty for crude oil. The world's most populous country consumed over 11 million barrels per day (mbd) and accounted for over one third of global oil demand growth last year. It is reliant on imports for 60 percent of its crude oil needs, and that reliance is growing as China's demand growth has outpaced the country's lagging domestic production growth. While the "new normal" rate of economic growth in China is expected to cut into crude oil demand growth, Chinese consumption is still projected to exceed 13 mbd by 2020. This sustained demand growth ensures that China will remain one of the largest and most sought-after crude oil markets on the planet, with suppliers from Caracas to Moscow jockeying to increase their market share in the Middle Kingdom. Despite the best efforts of producers like Russia, China will continue to be disproportionately reliant on imports from the Middle East. In 2014, Middle Eastern crude accounted for over half of total Chinese imports, a share that is unlikely to decrease in a meaningful way given current market trends. When Saudi Arabia decided in November 2014 to protect market share rather than cut production in the face of falling prices, it effectively set into motion a supply side arms race in which Middle Eastern producers began pumping
crude at breakneck rates. This summer, Iraq produced record-high volumes of crude and Gulf Arab OPEC production surged to the highest levels on record, with Saudi production peaking at roughly 10.6 mbd. Even as resilient U.S. shale production and lagging demand growth sent prices tumbling again this summer, Saudi Arabia has been steadfast in its refusal to cut production and cede market share to geopolitical rivals like Russia and Iran. Absent an unlikely Saudi production cut, other Middle Eastern suppliers like Iraq must also continue producing at breakneck rates to protect their market share. The Chinese market's strategic importance to competing Middle Eastern producers will incentivize them to maintain or expand current export levels to the People's Republic. Likewise, China has a commercial interest in importing Middle Eastern oil as many of its refiners prefer Gulf producers' medium and heavy grade crudes. In short, China will find itself locked in the embrace of Middle Eastern producers for the foreseeable future. China's heightened dependence on Middle Eastern crude leaves its import market vulnerable to the region's various threats, chiefly the Islamic State (IS), factional tensions stemming from weak governance, and potential commercial fallout from ongoing political uncertainty. Unrest caused by ISIS is already impacting China's key Iraqi and Saudi suppliers. In Iraq, ISIS set fire to wells at the Ajil oil
field, held the Baiji refinery north of Tikrit, and attacked pipelines to Turkey. The group currently operates in the country's north and west, a best-case scenario given that the Shiadominated south comprises 90 percent of Iraq's oil production and 85 percent of its exports. However, oil majors including BP and ExxonMobil have evacuated employees from facilities in anticipation of future threats, and a diverted security presence has seen a rise in attacks and kidnappings of southern oil workers. In neighboring Saudi Arabia, China's largest supplier of crude oil, ISIS aims to foment sectarian unrest in the Sunni Kingdom's oil-rich Eastern Province. The Shia-dominated province is critical to Saudi production and has been the target of attacks in the past, including the 2006 attempted al-Qaeda bombing at the Abqaiq processing facility, through which an estimated 70 percent of Saudi crude exports pass. ISIS carried out a deadly mass shooting in the Eastern Province in November, targeted Shia mosques for suicide bombings during Ramadan, and the bombing of a Riyadh security checkpoint spurred a massive crackdown by Saudi authorities. Bombings against oil infrastructure or widespread sectarian unrest could threaten to disrupt Chinese supply. In addition to physical threats to supply, political disputes could disrupt the delicate balance that makes Iraq an attractive commercial opportunity for international oil companies
(IOCs). As ISIS has weakened Baghdad's governance capacity, anger over violations of a shared oil export agreement between the central government and the Kurdistan Regional Government (KRG) has risen. This tension threatens to unravel the fragile oil-sales agreement, undermine reform efforts by KRG Prime Minister Haidar Abadi, deter future investment by IOCs, and potentially disrupt future Iraqi supply. Compounding the energy security vulnerability caused by political and security instability is a crucial but largely overlooked side effect of the ongoing battle for market share: decreasing global spare capacity, the amount of production that can quickly come online in the event of a major market disruption to minimize price volatility. Crude oil markets are most stable when spare capacity is at least 5 percent of total oil market demand, which amounts to roughly 4.7 mbd in today's market. Traditionally, Saudi Arabia maintained sufficient spare capacity to stabilize the market in the wake of supply disruptions. As Riyadh has increased production to protect market share, however, its spare capacity has fallen significantly. Keen observers placed Saudi spare capacity it roughly 1 mbd in May before it ramped up production by roughly 300,000 barrels per day this summer. While it is difficult to pinpoint current Saudi spare capacity, it is clearly well below 5 percent of today's market demand, and is expected to remain so at projected pro-
duction levels. As a result, the safety net to ease the pain of a potential major supply disruption has vanished. Low spare capacity has troubling implications for an import-dependent and energy-intensive country like China, whose economy has shown signs of fragility in recent months. China currently benefits from low oil prices and a market awash in excess crude; weathering a supply disruption is more manageable at $50 a barrel than $100. But given the infamous volatility of oil markets, China cannot depend on sustained low prices for its energy security. So what can Beijing do to address its Middle East energy insecurity? In the short-term, the reality is: not much. Transitioning from a free-rider on the "public good" of U.S. security to regional guarantor would require force projection to rival that of the United States, and it is unlikely that Beijing is willing to invest the resources necessary for such a massive foreign undertaking. Additionally, China is on the wrong side of the Gulf's security politics. Its de facto alignment with Iran, evidenced by their burgeoning naval cooperation, its United Nations Security Council vetoes with Russia of any action against the Syrian regime, and an alleged illicit nuclear pipeline from its private citizens to Iran make China an uncertain entity to the Gulf Arab monarchies. While the Gulf states may be willing to reap the benefits of Chinese trade and petrodollars, they are unlikely to warm to an external secu-
rity presence so close to Iran. Beijing has taken some steps to secure its regional interests on a smaller scale through antipiracy and evacuation missions, and could aim to boost bilateral ties with key exporters to further bolster the security of its interests. But for now at least, China's energy security will largely be reliant on U.S.-led efforts to stabilize the regional security situation. From a domestic perspective, Beijing could create its own supply security by building out its strategic petroleum reserve (SPR), a process that is already well underway. The size and composition of China's SPR is shrouded in secrecy, but the Chinese National Bureau of Statistics announced in November 2014 that China had amassed 91 million barrels of crude, equating to roughly 30 days of import protection, in the first phase of its strategic stockpiling efforts; it aims to add another 168 million barrels to its strategic reserves in the next phase. However, this effort is complicated by China's need to build new storage infrastructure, as it reportedly filled nearly all of its current storage capacity during a buying spree late last year. Furthermore, analysts estimate that China must amass roughly 600 million barrels in strategic reserves to match the import protection required of International Energy Agency (IEA) member states, a goal that Beijing is years away from realizing. Given these realities and the outsized role that China plays in the global commodities trade, the country's reliance on Middle Eastern oil constitutes a very real threat to the stability of energy markets and the global economic order. A major energy supply disruption today would place even greater stress on the Chinese economy, which is currently reeling in the wake of this summer's stock market crash, and could potentially cause grave harm to financial markets across the globe. For this reason, it is critically important for the international community to engage with China to address its energy security vulnerabilities and head off a potential international crisis.
Flood in Assam and Jammu & Kashmir, what is the Difference?
Sir, Just a year ago, during the late monsoon, a devastating flood had hit Jammu and Kashmir both in India as well as in Pakistan. This not only triggered landslides but also damaged the geographical scenario of the valley. Though Jammu & Kashmir was suffering from this nightmare, but tears rolled down from each and every citizens of our country. From Bollywood stars to our newly elected Modi government, all rushed to provide reliefs to some extent. Even general public and business organizations did so.
This year, the nightmare shook Assam, another heart crushing flood. More than 40 lives were lost and an estimated 1.8 million people reeled under flood waters in 1,880 villages across the state as reported by Assam State Disaster Management Authority (ASDMA).More than 10 districts were affected. The animals from the Kaziranga National Park had to run for higher places. Many were reported dead by the forest department including the world famous one horned Rhinocerous. Now where is the morality of our big Bollywood stars, the Business man or the PM disaster fund? Is it just a routine to neglect the devastating scenario taking place every year or is there any political motive? Was it the then upcoming Jammu & Kashmir's assembly election in November 2014 that seeked so much attention. Not a single Central Minister had time to put forward a campaign. May be Assam will have to wait till the assembly election next year for the high profile help. But Assam still survives, people have their hopes intact. And these hopes were not from the high profile but from the prayers of the common people. One such humanitarian relief was performed by Abhijit Sharma, Abhijit Phukan, Nilomoni Das, Jyoti Prasad Gogoi and a group of 8 people aged around 25-28 , who collected donations and visited the lives shattered areas like Lejai, Khowang, Borbaruah, Khalihamari in Dibrugarh and some areas in Tinsukia. According to
one of the group member Abhijit Sharma, they visited these areas in phases. For immediate relief they distributed important medicines for cough and fever as well as anti septic creams. Secondly, they distributed food which included rice, biscuits, chira and bread. It is worth thinking that the main motive for their initiative was to cite an example that a common man can put forward their helping hand without involving or waiting for ministers or business man. Modern by HUL to be sold to Nimman Foods Noida, Sep 9: Hindustan Unilever Limited (HUL), India's biggest Fast Moving Consumer Goods (FMCG) company, as part of its strategy to divest non core business, has entered into an agreement with Nimman Foods Private Ltd, an investee company of Everstone Group, for the sale and transfer of its bread and bakery business under the brand 'Modern' for an undisclosed amount. The transaction is subject to statutory approvals and requisite clearances. The deal includes sale and transfer of the 'Modern' brand and business on a going concern basis. HUL and Everstone will work together to secure the neces-
sary approvals to complete the transaction over the next few months. HUL will continue to manage the operations until the completion of the transaction, HUL said in a statement. Kochi, Sep 9: The sale of indebted Italian car designer Pininfarina to Indian automaker Mahindra and Mahindra could be wrapped up in the next couple of weeks, three sources close to the situation said. A meeting with Pininfarina's creditor banks was likely to take place soon, possibly next week. The banks would be offered the option of rescheduling debt repayments to 2025 or of an immediate reimbursement, but for only half the debt owed, one of the sources said. "The ball is in the court of the Pininfarina banks now," one of the sources said. Another source said the Pininfarina family would keep a small stake in the group and continue to be involved in management of the firm post sale. Taylor made 101 to lift his team to 300 for eight and Australia struggled under the lights against the English spinners before being bowled out for 207 in 44 overs.
