CSWO demands CBI inquiry into cop death ET Correspondent Shillong, Oct 10: The Civil Society of Women Organisation (CSWO) has demanded a Central Bureau of Investigation (CBI) inquiry into the death of the former sub-Inspector PJ Marbaniang. In a statement issued here on Saturday, CSWO President Agnes Kharshiing expressed shocked that the Special Investigation Team (SIT) has come out with a ver-
sion that (late) SI P J Marbaniang had committed suicide and was abetted by the five arrested individuals. “No one is a fool to believe that these five can persuade the honest Police SI to commit suicide”, said the CSWO. The CSWO reiterated the demand for a CBI inquiry as this is very much a clear murder of an honest Police Officer. Late P J Marbaniang was found with bullet injury on his head on the
night of January 24th, 2015 at his quarter at Patharkhmah in Ri-bhoi district. The CSWO also claimed that the SIT would not do justice and would not arrest the main killer and the people who ordered the killing of Late PJ Marbaniang since they are the people who are in higher rank in the government. “It is now clear why the clothes were destroyed as they would contain gunshot residue as evidently
he was shot from the back of his head”, said the statement. It is a general rule that gunshot wounds located anywhere else, if not on the side of the head, the mouth or the chest, are most likely homicide, yet the trained police officials of the State could not establish a murder and made it look like a suicide defaming their own just to protect the corrupt few, added the statement from the CSWO president.
A wholesaler shop selling expired Coca Cola booked Spl Correspondent Pasighat, Oct 10: In an example of greed overshadowing the health condition of its customers, a wholesaler shop located opposite Kampo Backery at main market here owned by one Tuntun Chaurasia was found selling expired Coca Cola to its customers recently and a case was registered against him at Pasighat PS with Case No. 07/2015 (Part-II) U/s 275 IPC. Complainant, one Gige Pertin from Rani village informed that, he had purchased a coca cola 1.5 ltrs bottle from Tatin Shop at Sibo-Siang Colony near Sibo-Korong bridge on 29th September last. “After drinking the coke, I felt some foully smell and found my body a bit uneasy. Raising a doubt I checked the level of its manufacturing dates and expiry. To my utter surprise, the coke was found expired on 2nd September 2015. When I

Growth of Indian economy behind greater investments in fire and protection industry Contd. from Page 1 vast gap between them and the seniors of the society. The period after the completion of their formal education is a crucial time. The turmoil of youths is a matter of serious concern not only in our state, but the whole globe these days. The teachers may play a vital role in minimizing the gap between the two generations and show a better path. The one involved with the spiritual field has lot more responsibility towards guiding the youths. He expressed his feelings by further adding to his speech that the seniors of the society somewhat failed to perform their duties towards playing the role of good guardians, good teachers and setting
an ideology. Seminars and lectures can’t solve the issue. The Satras could have played a major role towards creating a good society and honest and brilliant young generation, but they have failed to do so. He expressed his resentment by pointing out the handful of audience present at the seminar with the participation of only a handful of youths. He said that the 100 year old organization failed to collect a mere 100 youths to the seminar which was organized in the name of the youths. He also expressed his views that we have failed to carry the fine teachings of Sankardev to our neighboring states of the NE even. The huge platform of the
country is still a long way. He gave an example of how the people of the tea tribe community performs the “Bhona” in a funny manner. But the fact is that hardly anyone from the satras have visited the tea gardens to teach the proper way of performing Bhaona. Satras have lost their impacts on the society. The presence of the limited crowd is the example. It’s high time to re organize and do something for the making of a fine society. Dr. Alekhya Baruah, the working president of Samanwit Yuva Tirtha, Asom, Punaram Mili, the Chaiman of NEST Foundation and educationist Dev Kumar Das were the others to take part in the seminar.

and Rs.1000/- from cloth vendors were collected while assuring us to allot proper place with shed for business besides providing basic amenities like toilets and bathroom, but nothing was done for us till now, added Taloh and Game. Another round of collection has began this year too by enhancing the amount at Rs. 1500 for cloth vendor in connection with which some eleven people have already deposited the amount, but after coming to know that the collection is illegal and the promises made were false, they denied depositing the money as the entire system and purpose of collection was illegal where no money receipt and written order of fund collection was is-
sued, added President Taloh. The vendor community who has written a complaint to Dy. Commissioner, Pasighat seeking her intervention said that, they will not withdraw their complaint as urged by the municipal body. The vendor community which serves the basic vegetable needs of entire Pasighat town said that, they are deprived of basic amenities and has appealed to the concerned authorities at both Pasighat and Itanagar to provide them a toilet with bathroom, 400 capacity vendor market line and a designated dustbin for them so that they could maintain the cleanliness of the market as they are too of the wish to keep their surroundings clean.
It is pertinent to mention here that, ABSU(E) led by its President Lungkang Ering and GS Talin Nonang has submitted a complaint about the issue with DC Pasighat after which a circular was issued from DC not to give any fund collection to anyone unless done through proper system which was also aired on AIR Pasighat. But when his statement on the issue was sought, Councilor Tagom Doming had said that, the councilors are notified by state government to collect funds as per needs. But now it is to be seen how judiciously the collected funds by the councilor is being used, as vendor communities also need basic amenities as assured against their given funds.

New Delhi, Oct. 10 (ANI): The Delhi unit of the BJP on Saturday said that the sacking of Delhi food minister Asim Khan was part of a well-scripted story to tell people how the Aam Aadmi Party (AAP) is different from others. "The sacking is a wellthought out move of the Delhi Government to camouflage its seven-monthlong failure to perform that has left Delhi 10 years behind (in terms of development), said Satish Upadhyay, the president of the Delhi unit of the Bharatiya Janata Party (BJP) at a press conference here. "The fact is that the Arvind Kejriwal Government is corrupt. Had the
government been honest, it would have sacked all those leaders against whom FIRs were registered. Why didn't the AAP sack them from the party," asked Upadhyay. "We seek to know from Delhi Chief Minister Arvind Kejriwal that how come character certificates issued by him to his leaders before the Delhi assembly polls became invalid in just seven months. Kejriwal had claimed before the polls that the AAP had set up a screening committee to scrutinise the character of candidates seeking tickets, what happened to that claim, asked Upadhyay, claiming that 50 percent of the Kejriwal Cabinet was
"corrupt". Stating that reports in newspapers suggest that the AAP was receiving no donations due to its style of functioning, the BJP leader raised doubts whether corrupt practises adopted by AAP leaders was a part of this exercise. He demanded that unedited version of one-hour audio tape should be released in public domain for clarity. Kejriwal had on Friday announced at a press conference that his government had sacked Food and Civil Supplies and Environment Minister Asim Ahmed Khan over corruption charges against him. (ANI)

Cow slaughter rumours trigger tension in Mainpuri, 21 arrested Contd. from Page 1 police said. It was alleged that a cow, which was grazing in a field near the village, was taken away for slaughter and its skin was being removed in a house when some villagers barged in, the police said. District Magistrate Chandrapal Singh said, “A rumour was spread here that a cow has been slaughtered. But when we did a post-mortem of the cow, it came to the fore that the cow had been dead for sometime. The people who usually remove bodies of animals had taken away the cow and were removing its skin. That is how the rumour started about the cow being slaughtered.” Following this, some
people came onto the streets and agitated. Police reached the spot and arrested those removing the skin of the dead cow, the District Magistrate said. “Those who were taking out the skin were arrested as well as those who incited the violence on the streets. Twenty one people, including two who were removing skin of the dead cow, have been arrested,” he said. He said that an FIR has been lodged against 29 named persons and 250 unidentified people for violence. “When the accused had already been taken away, the angry mob targeted police vehicles, throwing the policemen into a canal and setting their vehicles on fire. parties who have ruled Assam for more than 6 decades did not have agenda of development for Assam. The Congress party in Assam has cheated the people by giving ration cards, blankets, thread and tubewells only whereas development has taken a backseat, alleged Sanjay Kumar Deb. Pradyut Bordoloi, an educated and intelligent person who has been the MLA of Margherita constituency for the last 17 years and the people of Margherita had big hopes on him but all
launches in the UV segment failed to lift the momentum as bigger SUVs were still seeing lower numbers. Only, compact SUVs were attracting buyers. UV sales were down about nine per cent at 48,564 units (53,003 units). Improved infrastructure activities and buoyant replacement demand spurred demand in M&HCV segment. Goods category grew by 66 per cent at 27,490 units (16,512 units), while passenger segment recorded 46 per cent rise at 3,682 units (2,523 units). In the LCV segment, passenger segment saw a rise of 15 per cent at 3,492
units, while goods category fell 17 per cent at 28,181 units. In two wheelers, poor rural demand pulled down the bike sales, while scooter stayed on its positive growth trajectory. Motorcycle sales were down about three per cent at 1,020,237 units (1050420 units), while scooter sales were up seven per cent at 462,341 units (433,955 units). Total three wheelers’ sales were down by 13 per cent at 49,524 units (56,948 units). For the half year ended September 30, 2015, the automotive industry has reported a fragmented recovery with only cars, M&HCVs and scoot-
ers showing growth, while others reporting decline. “The recent cut in interest rates and an expected pickup in economic activity, coupled with new model launches and the upcoming festive season, are likely to drive growth in sales in the second half of this fiscal,” Rakesh Batra, Partner & National Leader – Automotive practice, EY India said. PV market is expected to gather momentum during the second half, and close the fiscal year with a growth of 6-9 per cent, he added. LCV sales are likely to witness a turnaround over the next few months, however, we expect the
market to end this fiscal with slightly negative to flat sales growth. On the other hand, M&HCV sales are expected to continue to rise on the back of up tick in infrastructure investment. We, therefore, expect the overall CV segment to witness a sales rise of 7-10 per cent. The two wheeler industry is likely to witness recovery in rural demand during the second half of FY16, with the approaching festive season, backed by the upcoming new model launches. The segment is expected to close FY16 with a growth of 1-3 per cent, pointed Mr.Batra. (Agencies)

On August 3 when Shankar and his wife was in a tea stall in Diphu market the couple was taken to the branch of the bank by the security guard of the depository where he was thoroughly grilled by the branch manager Utpal Kakoti who also threatened
him that the money which he has pinched from the ATM belongs to another customer of the bank and he will be handed over to police if he does not pay a sum of rupees twenty thousand as recompense money. The uninformed person finding no other solution forced his pregnant wife to stay in the bank as his guarantor went to his official quarter accompanied by an employee of the bank and brought passbook and ATM of other banks and managed to pay Rs. 10,000/-; he was released from the bank only after promising that he will pay the balance amount after a few days. When this correspondent contacted Utpal Kakoti the branch manager, he claimed that Shankar Lama committed theft from the ATM and his act was detected by the bank on the basis of a complaint lodged by the other customer who failed to collect his money
from the ATM slot. Kakoti mentioned that the customer was prepared to file a police case to recover the money and just to save Lama from trouble he acted as go between and forced the money from him for his customer. On the other hand Shankar Lama and his wife told the media that it was not possible for them to identify the actual possessor of the money so they could not refund the sum and it did not occur to them to contact the IDBI bank. “How can I know from whose account the money has been withdrawn or which bank this account belongs to, when Kakoti quizzed me I readily agreed to refund Rs. 500/- which I took from the ATM slot but Kakoti denied my request and insisted on imposing punitive punishment, I was compelled to pay Rs.10, 000/- that day itself” Lama said.

creating jobs and price control saying people were "losing patience". He also hinted at continued stalemate on GST saying the government had not come forward to discuss opposition concerns on the landmark tax reform. "The farmers of this country are struggling, the poor people of this country are struggling. In fact, the promises made by Prime Minister about reducing the prices, bringing back black money of Rs 15 lakh per citizen. We are still waiting for all these promises to come true," he told reporters here. Modi, he said, "is in the habit of making promises, whatever comes to his mind and not delivering on any one of them." "He gave a promise of 'Swachh Bhaarat', I don't see where 'Swachh Bhaarat' has had any impact. He talked about 'Make in India', I don't
see any impact on jobs. I don't see any thing happening with 'Make in India', except the little lion they have (and) that they keep showing it on TV and wasting public exchequers money," he said. Gandhi said it was "about time the Prime Minister gets his act together and starts to do something. People of India are losing their patience." On the landmark Goods and Services Tax Bill, which his party had stalled in the last session of Parliament, Rahul said said Congress wanted a "pro-people GST". Central govt does not believe in discussion with anybody: Rahul "The Central government does not believe in discussion with anybody. The Central government in fact cannot discuss with anybody because the central government is Mr Narendra Modi. There is no other central government. So the only person who decides everything in the central government is Mr
Narendra Modi," he said. Rahul was asked if there were feelers to end the stalemate over the GST Bill. "We have three clear issues on GST where we disagree with the government. The Congress party brought the GST, we are for the GST (and) we want the GST to be passed. "But, what we are not for is an anti-people GST. We are for a pro-people GST. So the discussion is about the three points that we believe in. If the government compromises with us, we are ready to do the GST," he said. While he did not elaborate on the demands, the Congress has in the past demanded that the rate of Goods and Service Tax-- which will replace all indirect taxes-- should be fixed at 18 per cent and the provision to allow states to levy 1 per cent additional tax over and above the GST rate be scrapped. It also wanted petroleum and alcohol to be part of GST regime.

Connectivity and bamboo can change Military civic action Tripura, says DoNER Minister sweetens lives in
Agartala (Tripura), Oct 10: DoNER Minister Dr.Jitendra Singh met Tripura Chief Minister Manik Sarkar on Friday and discussed the progress of various projects for the development of the landlocked bordering state through improving connectivity and proper utilisation of its strategic location beside abundantly available raw materials. Later addressing the media, Singh said Tripura will soon be connected by broad gauge rail and taking advantage of its strategic location should be able to improve India's bilateral trade with neighbouring countries under the Act East Policy. "As a follow up to our focus for the development of the region and the state, the railway ministry has committed that by March 2016 we would have a broad gauge rail link over here. This was one project which was pending for quite some time. The deadline was fixed but
as you know deadline sometime gets extended. So now, we have got a firm commitment that by March 2016, you will have a double gauge train moving into Agartala," said Singh. He further stated, "This will be of huge importance to us because this will be able to convert and develop Agartala into a major railway junction and it will help in expending the network in the region not only within Tripura but also outside Tripura. More important than that now with the Prime Minister's emphasis on Act
East Policy we will also be able to plan further rail connectivity with the neighbouring countries particularly Bangladesh." The Union Minister informed that to expedite the Prime Minister Narendra Modi's Act East Policy, India is prioritising multimodal connectivity in the north eastern region, including water connectivity and already 16 projects have been approved for this region and Tripura should take maximum advantage from it to increase bilateral trade with neighbouring Bangladesh. The DoNER minister said, "We have also got in touch with the shipping ministry for the waterways. There are already 16 approved waterways for the Northeast from Brahmaputra down to Bay of Bengal. How best can be that used to the advantage of Tripura will also be worked out an partly that will also require the involve-
ment of the Ministry of External Affairs because of the water borders that we have but if we are able to convince that the neighours of Tripura will also be equably be benefitted whether they are in India or outside India namely West Bengal or Bangladesh." Dr. Singh said Tripura has huge potential and can become the 'Bamboo State of India'. "Our bamboo potential of this state seems to be underutilized. My contention was that each of the state of the Northeast will have an individual identity of its own so that it is known for something. It's my firm believe that the state of Tripura has huge potential to emerge as the bamboo state of India. Anybody from this state will take pride in the thought that be come to be known as bamboo state of India is just simple a state in Northeast," said the Union Minister of State (Independent Charge) for
Development of North Eastern Region (DoNER), MoS PMO, etc. He informed that the fund required for the Agartala-Akhaura (in Bangladesh) rail connectivity project is being sorted out as it is a matter related to the External Affairs Ministry and DoNER hence Railways alone is not suppose to look into the matter. The minister, who his on his maiden two day visit to the state, informed that the northeastern states need to prepare themselves to take benefits of trade opening up with the neighbouring countries especially in regard to production of goods and services. The eight northeastern States-Assam, Tripura, Meghalaya, Mizoram, Manipur, Nagaland, Arunachal Pradesh and Sikkim-share 5,437 km of India's international boundaries with China, Myanmar, Bhutan, Bangladesh and Nepal. Black flag welcome to Mr. Sangma Tura, Oct 10: Chief Minister Mukul Sangma had to face a similar embarrassment as that of his bĂŞte noire P.A. Sangma at the very same venue in Dadenggre when he went to address a public rally in support of party candidate for Jengjal and outgoing GHADC chairman Purno K Sangma on Friday afternoon. As the chief minister arrived at Dadenggre at around 2:30 pm to address Congress supporters at the public playground,
members of five Garo NGOs gathered their supporters and began a silent procession from the market site towards the field carrying black flags, wearing black scarves and holding placards with questions about what happened to his promise to make Dadenggre a PWD sub-division. "On August 22nd 2011, the chief minister had promised the people that Dadenggre would be made a PWD subdivision but even after four
long years that has not turned into reality. Our protest was to remind the chief minister of his unfulfilled promise," said GSU western zone leader Rupa Marak who along with leaders and volunteers of GSU, FKJGP, ADE, FAF and AYWO took part in the protest sit-in. Dimapur, Oct 10: The pineapple canning plant, a joint venture of the Medziphema Village Co-operative Society and Assam Rifles through military civic assistance has not only sweetened the lives of security forces but also the lives of civilians in the insurgencyhit state of Nagaland. Medziphema village, a picturesque village located some 30 km from commercial hub in Dimapur, and surrounding villages is famed for growing the 'sweetest' pineapples in the world. The plant funded under Military Civic Action (MCA) of the Assam Rifles (AR) was inaugurated on June 17, 2014 by Director General Assam Rifles, Lt. Col R.K Ran. Medizphema villagers donated land of the plant site. The plant has gone in boosting the grass root economy of the area. Already 12 local people including four females have been employed in the factory and they are working overtime churning out pineapple juice and slices, which has hit the retail market under the brand name "Ananya." The plant will absorb more local educated unemployed youths in the
coming years. Pelevolie, an educated unemployed youth who completed his MSc, beamed with pride as he gave a demonstration on how to check the acidity and sugar levels of the pineapple juices before they are canned. Pelevolie has been appointed technical manager of the plant. The four married women employees are equally content that they are bringing additional income to their families. "I am getting a monthly salary of Rs. 5000 a month. This has improved the economy of our family to some extent," one Hoinu stated. A pine apple farmer said he was once compelled to sit on the highway to sell his farm products all day long. "There was no guarantee of selling all what I brought for sale when I was selling on the highway. Now I don't have to waste my time here. The factory buys all the products in a minute," he said. "This joint venture is the idea of our IGAR and the first time in the history of the Assam Rifles to form a co-operative society with villagers. The main vision behind this venture is to set up a sustainable project to boost the
economy at the micro level", an AR official who preferred to remain anonymous said. A feasibility study on the canning plant was carried out in August 2013, the financial sanction came in November 2013 and by June 2014, the plant's infrastructure was completed in record time. The approximate cost of the project excluding the land donated by the villagers stands at Rs. 32 lakh. Today Assam Rifles are one of the highest consumers of the pineapple juice and slices as the products have become alternative fruit juice and food supplement to the other fruit juices available in the market shelves and canteens, an AR official said. The canning plant is never idle even when the pine apple season is over as the co-operative society also produce juices of orange from Wokha district and kiwi from Phek district, besides canning bamboo shoots and every seasonal fruits. Presently, the Assam Rifles is providing roundthe-clock security to the plant to dissuade anti-social elements from disrupting the smooth functioning of the plant. (ANI)

Indo-Bangla rail link Fund Crunch Hits Project Five years after the Rs.575-crore India-Bangladesh railway project was finalised by the two governments, it is still uncertain when work will begin as no funds have been allocated yet. The project which was finalised in January 2010 when Bangladesh Prime Minister Sheikh Hasina met her then Indian counterpart Manmohan Singh during her visit to New Delhi. Prime Minister Narendra Modi too discussed the project with Hasina during his visit to Dhaka in June. The 1,650-km distance between Agartala and Kolkata would be reduced to only 515 km once the rail track is constructed through Bangladesh. The Indian government had announced it will bear the entire cost of the 15-km railway project. Of the 15 km, 5 km fall in the Indian territory and the remaining in Bangladesh. Meanwhile, the Railways had only put in place a megablock between Badarpur in Southern Assam to Agartala for conversion from meter gauge to broad gauge by March 2016. Tripura's Transport Minister Manik Dey also held a meeting with Railway Minister Suresh Prabhu in Delhi on September 23 and urged him to expedite issues related to the project. Though the project's cost was earlier estimated at Rs.271 crore. In addition, Rs.302 crore was needed to acquire around 97.6 acres of land in Tripura for laying the track. But after the latest alignment of the project, now 72 acres of land would be required. Hence, to acquire land, the requirement of funds would be reduced to Rs.98 crore from Rs.302 crore. Earlier, the DoNER ministry had committed to provide funds to lay tracks on the Indian side. But recently, the DoNER ministry categorically expressed its inability to give funds. The railway ministry was earlier considering providing funds for the Tripura part of the project, but has not yet taken a final decision. The state-owned Indian Railway Construction Company (IRCON) is expected to lay the tracks on both sides of the border. The NFR is the nodal agency for the project, for which alignment of rail line and other technical details were earlier finalised by officials of both India and Bangladesh. The new railway connectivity between the northeastern state and Bangladesh will boost socio-economic, trade and business ties between the two countries. After the commissioning of the railway project, Tripura would act as a corridor to the southeast Asian countries but it would also become cost-effective to ferry men and material between the two countries and between the mountainous northeast region and other parts of India via Bangladesh once the railway project is completed.
Highway scam Wancho delegation meets Garkari over highway 'scam' After the Ministry of Road Transport and Highways declared two roads of the Northeast India as National Highways, happiness of the people of Northeast India knew no bounds. The highways starting from Tinsukia on National highway (NH) 15 connecting Naharkatia of Assam connecting Hukanjuri, terminating at Khonsa on NH.215 in Arunachal Pradesh (NH No. 315 A) and the other highway starting from Srirampur on NH.27 connecting Phulbari, Tura, Rongram, Ronjeng and terminating at Nongston on NH.-106 in the State of Meghalaya (N.H. No. 127 B). Both the highways are a total length of 99 km and 401 km respectively. Assam government had earlier submitted the proposal in this regard as there was a demand from the people of the three states namely Assam, Meghalaya and Arunachal Pradesh. According to the government on completion of these National Highways the people of the vast area of Southern Western Assam, Dibrugarh and Tinsukia District of Assam, Southern Meghalaya & North Eastern part of Arunachal Pradesh will be highly benefitted. Trade and commerce is expected to be benefit from two highways. It can also be said that in a boost to infrastructure development in the NorthEast, the government awarded road projects worth Rs 15,000 crore in the region. Of the total Rs 15,000 crore road projects envisaged for the NorthEast, Rs 6,000 crore worth highways will be developed in Arunachal Pradesh, Rs 2,000 crore projects each in Nagaland and Meghalaya and the remaining ones in other parts of the region. The Centre while declaring about the project also asked the north-eastern states -- Assam, Meghalaya, Manipur, Nagaland, Mizoram, Tripura and Arunachal Pradesh -- to acquire land and obtain the necessary regulatory clearances after which the Ministry of Road Transport and the National Highways Authority of India (NHAI) will build those roads. These measures were thought to ease the bottlenecks in establishing the road projects. The 48.76 kms long road -- connecting Umiam in RiBhoi district and Mawryngkneng in East Khasi Hills District -- was developed to decongest Shillong from trucks and heavy vehicles coming from or moving towards north-eastern part of Assam and other states like Mizoram and Tripura. But unfortunately a very minimal amount of work has been done in regard to this grand highway project. Many a scams have also taken place as a result of the corruption taking in and around the project. In connection to the scam a delegation of the Wancho community from Arunachal Pradesh have also met Road Transport and Highways Minister Nitin Gadkari and urged him to take necessary action in a 'scam' in the highway construction between Kanubari and Longding. The 12-member delegation also said the people of Longding district will allow the construction only if Gujaratbased Monte Carlo company executes the work by itself. The community alleged that the Gujarat company was given the tender to construct the highway earlier this year. However, instead of executing the work itself, it sub-contracted the work to a local company owned by Nabum Tulon.
Beware China's Political Warfare Campaign Against US, Allies: Experts A recent conference surveyed Beijing's efforts against Washington and its allies. Prashanth Parameswaran China is actively waging political warfare against the United States and its allies, a group of experts told a conference in Washington, D.C. on Tuesday. While Chinese actions are usually viewed through a military lens, some have stressed that they should be examined as part of a broader effort to influence the thoughts and actions of foreign governments, groups and individuals in a manner favorable to Beijing's own objectives activities known as political warfare or influence operations. "The objective here is to shape how things are perceived," Dean Cheng, a senior research fellow at the Heritage Foundation, the cohost of the conference along with the Project 2049 Institute. Chinese political warfare, said Mark Stokes, executive director of the Project 2049 Institute, is deeply rooted in Chinese history, with origins from both Chinese strategic thinkers like Sun Tzu as well as Marxist-Leninist influences. While the practice is not illegal and Beijing is hardly the only one employing it, Stokes argued that the degree to which Beijing has been distorting objective reality and the lengths to which it has been willing to go to do so has been particularly striking. The practice also enjoys high-level bureaucratic support within the Chinese Communist Party (CCP) and the People's Liberation Army (PLA). Political warfare - known euphemistically in China as "PLA military liaison work" - is supported by an elaborate organizational structure that includes elements of the PLA's General Political Department as well as the CCP's
Central Propaganda Department. The priority countries for Chinese political warfare, according to Stokes, are Taiwan, followed by Japan and then the United States. With respect to the United States, Aaron Friedberg, now a professor at Princeton University, argued that Beijing has been using political warfare as an important part of its ongoing strategic competition with Washington. The goal, Friedberg said, is to persuade the United States to accept China as an equal (and eventually dominant) global power. In recent years, Chinese political warfare in the United States, Friedberg said, has become broader and more complex such that it now seeks to influence three particular groups - "old friends" of China, who were rewarded with dialogues and business ventures; elites or "influentials" in business, diplomats and the military who were courted through visits, exchanges, and joint research projects; and "mass perceptions" swayed through mass media. "It has become more sophisticated," Friedberg said. "The focus is still at the top, but activity is now at all levels." Some of the instruments of political warfare are often cleverly disguised, Friedberg said. For instance, he said, the ChinaUnited States Exchange Foundation, founded in 2008 with a mission to build understanding and trust, is hardly the "privately funded, non-government, non-profit entity" it claims it is. In fact, it is funded by Hong Kong tycoons and state-owned enterprises and is supported and advised by government-linked entities including the Shanghai Insti-
tute for International Studies and the PLA Academy of Military Science. "This is not anything like the Ford Foundation or the Rockefeller Foundation," Friedberg added. Friedberg, who served briefly as the deputy assistant for national security affairs in the office of the Vice President from 2003 to 2005, said he saw clear evidence of instruments of political warfare being used to shape the narrative in the United States on important questions related to China. In 2006, the idea spread that Hu Jintao was "very angry" at a North Korea nuclear test ended up being so pervasive that it influenced White House discussions, serving as fodder for those who believed that the United States need not pressure Beijing further on the issue. A more recent example, he said, was the oftdebated topic of whether Chinese officials in 2010 had referred to the South China Sea as a "core interest." While China subsequently mounted a significant effort denying that the term was used, Friedberg said the evidence had led
him and others to believe that it was used to gauge the U.S. response before the waters were muddied. "In fact, Chinese officials did use this language because they were floating a trial balloon, and then they reeled it back in and muddied the water," he said. On Taiwan, Stokes, who was previously the senior country director for China, Taiwan and Mongolia in the Office of the Secretary of Defense, the objective was to ensure that all countries would recognize the People's Republic of China as the sole legitimate representative of all of China including Taiwan by working to implement the "one country, two systems" formula. "The goal here is to consolidate the successor state theory," he said. Liu Shih-Chung, deputy secretary-general of the Tainan City government in Taiwan and a member of the opposition Democratic Progressive Party (DPP), argued that Chinese political warfare in Taiwan had faced growing backlash from Taiwanese society despite some inroads under
the first term of the ruling Kuomintang (KMT) government under President Ma Ying-jeou. Liu said he feared that China would move towards more unilateralist measures as Taiwan approaches elections next year, which will likely see the DPP, which many in Beijing associate with Taiwanese independence, return to power. China, he said, could suspend tourists and dialogues as well as restrict Taiwan's international space to influence the election outcome. "They possess the tools to deepen political warfare against Taiwan," he said. With respect to Japan, Randy Schriver, the president and CEO of the Project 2049 Institute, said that China is using history as a major part of its political warfare. In particular, Beijing has sought to link WWII-era atrocities committed by Japan to Tokyo's increasing willingness to play a more active security role under Prime Minister Shinzo Abe today in order to create a distorted narrative of Japanese "remilitarization" and to sow divisions within the U.S.-Japan alliance.
"I think the goal is to see a weak and diminished alliance," Shriver said. Beijing's selective reading of history, Schriver said, not only largely leaves out the last 70 years - during which the U.S.-Japan alliance has been one of the foundations of Asian prosperity, including China's but hides China's own abuse of history in its museums and textbooks. As just one example, he noted that Zhao Ziyang, the general secretary of the Communist Party who opposed martial law during pro-democracy protests in Tiananmen Square in 1989, had effectively been erased from history. "They are probably the greatest abusers of history," Schriver, a former deputy assistant secretary of state for East Asian and Pacific Affairs during the George W. Bush administration, said. The conference participants acknowledged that Chinese political warfare did face some serious limitations, including the growing tension between words and deeds as well as the broadening of the conversation on China in Washington which makes it more difficult to control narratives. For the United States, Friedberg said, since most of Chinese political warfare activities are legal, the focus should be on hardening the country against it. Efforts could range from increasing transparency through an open database on links between the CCP and "private" foundations to constructing "counter-narratives" to undermine Chinese messages and expose either weaknesses in capabilities or transgressions of various kinds including the maritime realm. "It seems to me transparency is the best defense," he said.
India's Newest Gun: Fast and Deadly A new self-propelled howitzer will finally be able to keep up with the Indian Army's tank columns. Franz-Stefan Gady The Indian Ministry of Defense has selected South Korea's Samsung-Techwin and its local Indian privatesector partner Larsen & Toubro to supply the Indian Army with 100 K-9 Vajra 155 mm/52 caliber self-propelled tracked howitzers, IHS Jane's Defense Weekly reports. The selection came in late September after the completion of maintenance acceptability, high altitude, and desert trials, which took place in 2013 and 2014. A final contract is expected to
be signed within the next six months. Total procurement costs for the 100 guns are estimated to be around $ 800 million. During repeated army trials, the K-9 Vajra - a variant of the K-9 Thunder outperformed its Russian competitor, the Russian self-propelled 2S19 Msta-S howitzer, which had been specifically modified with a 155mm/52 caliber gun to fit Indian Army requirements. The K-9 Vajra is specially designed for arid lands such as the desert areas bordering Pakistan. Mounted on a tracked ve-
hicle, the K-9 Vajra is ideally suited for mobile tank warfare. According to the Business Standard, the Indian Army wants to induct this new howitzer into its mechanized strike corps to offer close fire support during deep thrusts into enemy territory. "The strike corps' T90S tanks currently outpace their artillery guns, which are towed by wheeled vehicles. This constrains the tank spearheads to fight without artillery support at key moments in the advance. With the K-9 Vajra mounted on a tracked ve-
hicle that keeps up with tanks, the armor spearheads would be assured of heavy fire support," the Business Standard notes. The overall number of K-9 Vajra required by the Indian Army will be around 250. This is based on the creation of at least three K9 Vajra regiments for each of the army's three armored divisions, as well as another three regiments for the independent armored brigades within the army's three strike corps. Half of the parts for the guns will be built in India, despite the K-9 Vajra fall-
ing under the "Buy Global" procurement category, which allows over-thecounter sales of military hardware. The Business Standardexplains: L&T [Larsen & Toubro] plans to build 13 major sub-systems of the K-9 Vajra at its facilities in Pune, Talegaon, and Powai. This includes the fire control system, ammunition handling system, muzzle velocity radar, and the nuclear, biological and chemical (NBC) system. In addition to the K-9 Vajra, the Indian military is
also expected to receive 114 out of a total of 414 Dhanush 155mm towed howitzers by 2017, which would be India's first new artillery pieces since the 1980s. The military also plans to acquire 180 wheeled self-propelled howitzers over the next few years. As I reported previously, the Indian army's 1999 Field Artillery Rationalization Plan aimed to acquire 2,800-3,000 155 mm/52 caliber guns of all kinds and 155 mm/39 caliber lightweight howitzers by 2027.
Pseudo - Patriot Sir, Any department under the state government, in the event of failure in the shape of corruption of high magnitude, minister holding the portfolio must share the responsibility. It is taken for granted that the concerned minister must have received lions share of what is embezzled by the officer at the helm of affairs. We talk of Sree Rampur Check gate. As shown in some electronic media, the said gate is like goose laying golden eggs. The tax officer at the helm candidly concedes that he simply acts as the conductor of a bus. The way a conductor does not hand over the entire amount of money collected during the day by way of fare to the owner of the bus, exactly in the same way, the same officer keeps some amount with him rather than transferring the entire amount collected as tax to the state exchequer. The entire unethical exercise has been continuing right from the beginning and it is axiomatic that the exercise continued with full knowledge of the minister as he receives a fair share of what is looted in the check gate. The finance minister wearing a musk extends his full support to this unethical
act. Only God knows, what these Political leaders will do with the inexhaustible, fabulous amount collected by unfair means. These political leaders are responsible for the wide gap between the rich and the poor and for giving birth to insurgent groups like Naxals, Maoists. These leaders lead the state to the dogs. Yours etc. Ashok Bordoloi Dibrugarh

Introduction Space for residential and commercial places is shrinking due to rapid urbanisation. This anomalous situation calls for professional help to make the living and working space more comfortable, beautiful and practical. Earlier, it was the task of an architect to do the entire exteriors along with the interiors of a house, office or any other functionally useful edifice. Now-a-days people have become more and more particular about the designs and the layout of the living or working area. This has led to an increasing requirement for professionals in interior designing. As an interior designer, you will be trained to design exclusive furniture artefacts and fittings besides learning managerial skills. With the help of a course in interior designing, you will come out with a professional designing solution that is efficient, eye-catching and at the same time safe. The basic job of an interior designer is to make optimal utilisation of available space. Further, you have to make the space more functional and in accordance with the taste and budget of the client. Besides visualising and conceptualising the designs for new structures, interior designers also plan the interiors of existing structures that are undergoing renovation or extension. Step-by-Step The popularity of interior designing as a discipline is not confined to urban cities but it has rapidly spread to small town and cities across the nation. This is largely because of the changing lifestyle of people and their want to
customise their residence with the help of an expert who can understand their taste and preference. Numerous reputed institutions all over India are offering study programs in interior designing. The basic qualification to get into most of these programs is a 10+2. Moreover, you will also have to get through an entrance examination that judges your drawing and design skills. It is advisable to prepare a portfolio of your creative work and display it at the time of admission to these study programs. Architecture and design colleges generally offer study programs in interior designing. Most of these are diploma programs. You can also pursue an interior design course from a polytechnic or a private institution that provides specialisation in a particular area of interior designing. 'Fugly' last year, will essay the character of Dhoni's wife, Sakshi. While Pandey and the ilm's spokesperson remained unavailable for comment, another source says, "We are not allowed to reveal details about the role, but like everyone knows, Dhoni's life story wouldn't have been what it is without the influence of his ex-girlfriend, who is now no more. So, it will be an interesting part to watch out for." Band Members: Wajhi Farooqi (Vocalist) Sunny Ghansham (Rhythm Guitarist)
Dohjem Ingredients 1 pound pork belly (has lean meat, fat and skinlook in Asian stores or ask local butcher) or substitute pork jowls if you cannot find the former cut. The cut of meat is really important for this dish and should not be compromised on. Hold the skin against the flame to give a smoky flavor to the meat before you cut into 1 cm cubes. 2 onion, grated 3 bay leaves 1 tsp turmeric
4 tbsp black sesame seeds: ground 1 tbsp ginger garlic paste salt to taste 1 tbsp oil Method Heat oil in a saute pan and add the grated onions. Fry for 5 minutes on medium heat. Add turmeric, burn the tip of the bayleaf and add to the onions to enhance the flavour of the bayleaf. Fry till the onions are transclucent. Add ginger garlic paste and the ground sesame seeds. Fry for a minute. Add the pork pieces and and season
with salt. Be careful with the seasoning since its an easy dish to mess up with the salt. Saute for about 15 mins in medium heat allowing the meat to cook in it's own juice. Add 11/2 cup water and simmer till cooked. Enjoy with a plate of hot rice (white) or putharo (rice flour pancake). It also goes extremely well with rice flour rotis (the way it is usually prepared in Bihar) , although making the dough for that requires some practice.

“Our main objective for organizing this tournament was to encourage the youths and give them some direction. The youths in Tirap are very much frustrated with issues like insurgency and underdevelopment. They need a platform where they can exhibit their hidden talents. We do hope that the tournament has been able to provide the youths some opportunity to show their talents.” Wanglin Lowangdong, MLA, Borduria

Khunnu Youth Football Club edge past Khonsa Bazaar Football Club 3-2 to emerge as champions 1st Thansen Wangchadong Memorial Football Tournament successfully concludes A Staff Reporter Khonsa, Oct 10: In a nail biting finish, Khunnu Youth Football Club (FC) edged past Khonsa Bazaar Football Club (FC) by a thin margin of 3-2 to emerge as champions of the 1st Thansen Wanchadong Memorial Football Tournament in an evenly fought grand finale encounter which was watched by thousands of spectators at the Nehru stadium here today. The final match was indeed a befitting curtain closure of the 1st TWMFT as even the heavy downpour which left some portions of the ground filled with slush and water could not dampen the spirits of the
players who came up with a spectacular show much to the delight of the strong crowd. Right from the beginning, the stadium was overcrowded with supporters, with three quarters of them supporting the buoyed local outfit Khonsa Bazaar FC while a quarter of the supporters backing Khunnu Youth FC. The real battle started after the 1st half. During the first half the Bazaar FC players couldn’t deliver on par with the expectations of the large crowd as most of the time the ball was in the possession of the Khunnu FC boys who dominated the early exchanges. As the match progressed, Pondi Hutto
found the back of the net when he scored the first goal of the match with a powerful aerial shot beating the Bazaar FC custodian hands down. However, with an active and cheering bunch of supporters backing, the Bazaar FC team managed a strong comeback and Tonwang Moidam scored the equaliser in the 16th minute through a beautiful angled shot. After the scores were levelled 11, the Khunnu FC boys became more determined and started playing with enhanced technique which was hardly visible throughout the game. However, Bazaar FC goalie Dailop Waipai produced a couple
commendable saves as he punched, dived and collected several balls directed towards the Khunnu strikers. Bazaar FC got seven free kicks but most of their shots were wild and did not come even close to the goal post. But the three free kicks which were awarded to their opponents Khunnu FC were all well directed and they gave the Bazaar FC goalie a scare as they failed to score only by a whisker. The combination and understanding among Pondi Hutto, Nokhu and Tuwang Hutto of Khunnu FC was a treat to watch as they led their team to a spirited win. In the 2nd half, the match became more excit-

ing as the Bazaar FC players came up with a more matured game plan. However, many a time, the sloppy ground conditions robbed the match of its intensity as the players got frustrated with the ball getting stuck in the mud. Within five minutes of the 2nd half Bazaar FC got a golden opportunity when two of their players were alone with the ball but the mud and water hindered them from scoring a goal. The mud was a problem even for the Khunnu team as in one instance, Hutto took the ball to the goal mouth leaving behind everyone including the goalkeeper but finally got stuck
due to the poor ground condition. Nokhu scored the second goal for Khunnu FC in the 57th minute of the match through a beautiful header. As time was running out, the Bazaar FC players too became desperate to get the equaliser for the second time. And finally the whole stadium roared with happiness as their best player Phunwang scored their 2nd goal in the 76th minute. As there were no further goals during the 90 minutes of play, the referee went for the extra time. Both the teams became more aggressive and tried their best to find that elusive winner. Khunnu FC got two corners back to back
but failed to convert even one. And Bazaar FC in spite of several attempts failed to score. The Khunnu team even failed to convert a penalty kick with the goal keeper judging well and diving to his right to save a powerful aerial shot. However, it seemed that luck was with the hardworking Khunnu boys as one of Tuwang Hutto’s well directed shot entered the Bazaar FC net just 6 minutes before the end of extra time. “Both the teams played exceptionally well and both teams could have been the winners. I must say Football in Tirap has won”, Col. Prashant Nair who was among the thousands
present along with his family summed up the proceedings after the match. Chief Guest and Nampong MLA Laisem Simai handed over the beautifully crafted champions’ trophy and a cash prize of Rs. 50, 000/- to the winners Khunnu Youth FC while the runners up trophy was given away by SP Jasmeet Singh. Government Higher secondary School, Khonsa was adjudged as the best disciplined team while Nopok Tikhak of the same school was declared as the best player of the tournament. Tuwang Hutto of Khunnu FC was the highest scorer of the tournament.
Tuwang Hutto of Khunnu FC scored the winning goal for the team.
1st Thansen Wangchadong Memorial Football Tournament creates a positive impact in Tirap An impact report by The Eastern Today Football – referred to as the beautiful game – today proved to be a force multiplier as all roads led to the Nehru stadium, Khonsa here, which was packed with thousands who poured in to watch the grand finale of the 1st Thansen Wangchadong Memorial Football Tournament organized by Tirap district administration. The spectators were to be seen all over, right from the small pavilion to the rooftops of the nearby houses as they cheered, shouted, and even sang till the end of the very exciting match. At the end of the 120 minutes of sheer excitement it seemed that the organizers are a satisfied lot as the tournament concluded on a successful note. “Our main objective for organizing this tournament was to encourage the youths and give them some direction. The youths in Tirap are very much frustrated with issues like insurgency and underdevelopment. They need a platform where they can exhibit their hidden talents. We do hope that the tournament has been able to provide the youths some opportunity to show their talents”, Wanglin Lowangdong, MLA, Borduria and the sponsor of the tournament, said. Lowangdong also revealed that when the idea to organize the tournament was conceived, he hardly thought that there would be more than 20 teams for the tournament. “The three young gentlemen – Deputy COmmissioner Ravi Jha, Superintendent of Police Jasmeet Singh, Col. Prashant Nair, Commanding Officer, 1 Assam Rifles – all worked day in and day out to ensure that the tournament concludes successfully”, the MLA said. As usual organizers – led by the energetic Noah Monku, organizing secretary of the tournament, Denhang Bosai, DIPRO, Khonsa, the efficient Dr. Changwan Monchan, government employee Gawang Sumpa, who is always ready to help the media for his love of Tirap and its people and many other volunteers – were seen operating in tandem, as did the players inside the ground.
Everything for the final including the pre-match sessions and post-match sessions were meticulously planned by the organizers that there were hardly any loopholes. One striking example, here, might be the introduction of a young female singer who belted out two popular songs and the announcer who came up with some amazing facts during the lemon break of the match which kept the spectators captivated with the proceedings progressing very much peacefully. It was a splendid idea of indirect crowd control. Bosai, apart from welcoming the guests in his welcome address touched upon a very important point. In his speech, he mentioned that in Arunachal Pradesh there is a provision of 5 per cent reservation in government jobs for deserving sports persons, while it is 10 per cent in case of Arunachal Police. “Even if some of them get recruited in either government or police jobs, we can say we have achieved something concrete”, he said. In fact, it was only for Bosai, Monchan, Monku and Sumpa, ‘The Eastern Today’ have been able to highlight the daily match reports along with pictures. The young MLA from Nampong Laisem Simai who was present as chief guest too inspired the youths to get engaged in something which is productive. “The youths will have to channelize their energy in a proper way and dedicate themselves for the society”, he said. ‘The Eastern Today’ desk in Dibrugarh will miss the daily calls and messages from people like Monchan and Monku who despite their laborious and hectic schedule after conducting the matches used to call: “Ripunjoyda, news, photo palene ….”. Meanwhile, Lowangdong and Mrs. Lowangdong led the esteemed guests in praising our publication. "Being the editor I would also like to promise that our association with the tournament shall continue in the years to come," said Ripunjoy Das, the editor of the English daily.
