Diyun, Aug 11: In a freak accident, that has taken place in Diyun Baazar, a couple of youngsters hailing from Phup Village, Miao Circle, riding a bike today ran over a school student who was riding a bicycle. The bike riders first of all rammed into the bicycle of the victim who went flying right after before the former ran over the latter. Prima facie evidence suggests that the victim has suffered injury on the hips, ribs and head. However, given the horrendous nature of the accident, the victim is believed to have suffered serious internal bodily injury. It has also come to light that three pouches of drugs have been seized from the youngsters who committed the crime. Till the filing of this report, the victim was admitted in the local Community Health Centre while the culprits were taken in police custody. (Correspondent)

Darjeeling, Aug 11: A survey conducted by the Union ministry of urban development has ranked Darjeeling as one of the dirtiest hill towns in the country and Gangtok, its neighbour and a competitor for the tourism pie, as the cleanest. The Swachh Bharat survey covered 476 towns and cities with a population of more than one lakh and ranked them. While Darjeeling ranks 129, Gangtok is 10th in the list. The top 10 places according to a Press Information Bureau release are Mysore, Thiruchirapalli (Tamil Nadu), Navi Mumbai, Kochi (Kerala), Hassan, Mandya and Bengaluru from Karnataka, Thiruvananthapuram (Kerala), Halisahar (West Bengal) and Gangtok (Sikkim) in that order. Other hill towns ranked above Darjeeling include Aizawl (35), Dimapur (76), Imphal (83), Shimla (90) and Shillong (120). Srinagar has got the 152th position. Among state capitals, Bengaluru leads the list at the 7th position and Bihar capital Patna is at the bottom at 429. Calcutta has been ranked at 56. In the list, Damoh (Madhya Pradesh) is at the bottom at 476. According to the official release, the survey conducted in 2014-15 was commissioned under the National Sanitation Policy of 2008. "The Swachh Bharat rankings are based on a total of 42 marks, including 20 for open defecation indicators and 22 for solid waste management indicators," the release states. Amar Singh Rai, the chairman of Darjeeling municipality, today said: "I was not aware of the survey but

Some trash is burnt in the open. "The state has approved a Rs 14 crore solid waste management project. After the project is completed, things are expected to improve in the hills," Rai said. The project will involve setting up a biogas plant and segregating waste. Darjeeling generates about 35 metric tonne of waste daily and the figure is almost double in the tourist season. The municipality can clear about 30 metric tonne waste everyday. In Gangtok, waste is collected from the doorsteps and dumped at Marchak, 18km from the town. It is segregated and treated at the plant. It is mandatory for all shops in town to have two dustbins outside. Shailendra Chhetri, Darjeeling municipal commissioner in-charge of conservancy, said: "Since July, we have started cleaning drains. We have a total of 65km of drains in the civic area." (Agencies)

Aadhaar Card Not Mandatory, Supreme Court Rules New Delhi, Aug 11: The Supreme Court today said that the Aadhaar unique identity system will not be compulsory for Indian citizens to benefit from government services .Hearing a clutch of petitions challenging the Aadhaar as a compulsory system to receive government subsidies and services, a constitution bench of the top court ruled against the government .The government had contended that the biometric-based system of unique identification was an essential tool to ensure transparency in its services .Rejecting the government's plea, the Supreme Court said it will now have to publicize widely that the Aadhaar card was not mandatory. It also ruled that no authority shall seek Aadhaar cards from citizens to accord any services. However, on the

Small tea growers demand Rs 28 per kg of tea leaves A Staff Reporter Dibrugarh, Aug 11: The Small Tea Growers' Council, Assam has demanded that Rs 28 per kg should be given to small tea growers. On Aug 5, 2015 Small Tea Growers' Council, Assam has staged a dharna at the Small Tea Growers' Development Directorate office, Tea Board of India in Dibrugarh regarding various demands and seeking that within ten days, their demands should be fulfilled or else they would intensify their agitation. The organization demanded that Tea Marketing Controlling Order Act (TMCO) should be implemented immediately in Assam which is already functional in other parts of

the state. “Tea auction centre should be opened in Dibrugarh because the area is full of tea gardens and it will usher in transparency because the whole auction process will happen right in front of our eyes,’’ said Narayon Lahon, President of Small Tea Growers' Council, Assam. He said that development officers were appointed for the benefit of the small tea growers but they are working for the big tea growers. “Big tea growers are ruling the roost and exploiting the small tea growers while the Tea Board of India is working for the big tea growers ,’’ alleged Lahon. He added, “From March to May

The court, which was scheduled to commence recording of Sharmila's statement on Tuesday, listed it for tomorrow as the metropolitan magistrate concerned was not holding court. On June 6, the court had concluded recording of prosecution evidence in the case and had posted the matter for recording of Sharmila's statement under section 313 of CrPC. The 42-year-old Sharmila is on a fast for over 14 years in Manipur demanding repeal of the Armed Forces (Special

Powers) Act (AFSPA). Sharmila had earlier told the court that she was very much eager to eat if she got the assurance that the "draconian" act will be revoked. Widespread discrimination was being done with the people from northeast, she had alleged, adding she never intended to commit suicide and it was just a protest against AFSPA. Seven Maoist cadres held in Chhattisgarh

Raipur, Aug 11: Seven Maoist cadres were arrested from separate places in the insurgency-hit Bijapur district of Chhattisgarh, a police official said here on Monday. Bijapur Additional Superintendent of Police Indira Kalyan Elesela told the media that while six Maoist cadres were apprehended from the Bhairamgarh police station area, another Maoist cadre was nabbed from Gangaloor police station limits yesterday. A Central Reserve Police Force (CRPF) team rounded up the rebels identified as Sitaram Bhaskar (20), Budhram Weko (22), Salki Sodhi (30), Payku Mandavi (25), Pardeshi Ram (28) and Ganesh Bhaskar (20) during a combing operation in Bhairamgarh, located around 450 km away from the Chhattisgarh state capital, the official said. Out of those held, Sitaram and Salki were allegedly involved in an attack on a CRPF camp at Patrapara and the killing of an assistant constable Bhanu Poyam, the ASP said. The rest of them allegedly played a vital role in blocking national highway number 63 in Bijapur as well as interrupting vehicular movement during the recently observed Martyr's Week from July 28 to August 3, the official said. In a separate search operation, a joint team of the Special Task Force (STF) and state's district reserve group (DRG) arrested a Maoist cadre in uniform from Kawadgaon village forests under Gangaloor police station limits. The arrested Maoist has been identified as Punem Sukku (20), the police official said. Corpse of 20 year old girl found Kolkata, Aug 11: The police on Monday recovered the body of a twenty-year old woman from her house at Domjur in Howrah. According to police sources, the deceased, identified as Tanima Pramanik, was an epilepsy patient, who used to live with her mother Annapurna Devi at Jhapar Para of Domjur. The neighbours grew suspicious and informed policemen after they found their house locked for the past three days. Policemen rushed to the spot and broke open the door and found the body. Sixty-year-old Annapurna was also found in a semi-unconscious condition. The mother and daughter lived alone after the death of Annapurna's husband a few years ago. The police, however, dismissed any foul play."We suspect that Tanima died last night and her mother, who is also suffering from different ailments, couldn't inform the neighbours about the death," said a senior police official. "We have recovered the dead body and sent it for autopsy to ascertain when the woman died. Chakraborty said, already about Rs 50 crore was spent for building infrastructure for the new university and other infrastructures would be built soon, so that the facility could be started from the next academic year. He said a state university was setup in 1987 and was converted to central university in 2007. The state has around 40 colleges including two medical colleges and every year about 20,000 students pass higher secondary examinations, the minister said adding, the new university would ease the pressure on the central university. International Crimes Tribunal (ICT) 1 pronounced the judgment today afternoon. Siraj Master was sentenced to death in five charges while got acquittal in one charge. Three charges were brought against Akram Hossain. Among those, he was found guilty in one charge. In its observation, the tribunal said no punishment other than death can be proper for Siraj Master's horrific crimes committed during the 1971 Liberation War.The three-member panel of ICT 1 headed by its Chairman Justice M Enayetur Rahim started reading the 133-page verdict against the Razakar duo today around 11am. The yellow metal traded at around INR 24,800 per 10gm in the domestic market. The precipitous fall in gold prices is expected to continue, with the yellow metal likely to test the INR 20,000 levels over the next 6 to 12 months. India Ratings has in its latest report has maintained a bearish outlook for gold prices for the current financial year. It has speculated that gold may fall to INR 20,500 per 10gm in India if the US fed announces a rate hike which is inevitable. Higher rates will make zero-yielding gold relatively less attractive, adds the report. A key factor responsible for the recent slide in gold prices is the impending interest rate hike by the US Federal Reserve. The recent improvement in the US economic data has further strengthened expectations over the rate hike by the central bank as early as September. Gold prices are projected to see a free fall in such a scenario as the rate hike will make the US dollar more attractive. Gold is considered as a safe haven investment whenever there is turbulence in the global financial markets. But, during the crisis in Greece last month, gold prices did not gain much, raising concerns that the metal is losing its safe haven status. Also, a crash in Chinese stock markets did not move the gold prices higher, although it severely impacted other asset markets. Investors buy gold as a hedge against inflation. But, due to an absence of higher inflation in major economies like the US, Europe, and Japan, investors are staying away from buying gold. Large scale monetary easing announced by the central banks in the Eurozone and Japan has also failed to push the inflation in those regions. However, many analysts believe that prices will come down further as the economic recovery on the ground has not begun. India Ratings and Research (Ind-Ra) agency in its report maintained a negative outlook on domestic gold prices for FY 2015-16 and said rates are likely to decline to touch INR 20,500 per 10gm in India from the current levels if the US Federal Reserve effects a rate hike. The agency believes movements in gold prices will largely depend on the US interest rate decision. In the event of a US rate hike, global gold prices could drop and range between US $900 an ounce to US $1,050 an ounce. As such, the domestic price of gold may decline and range between INR 20,500-24,000 per 10gm from the current levels of INR 27,000,according to the rating agency.

Environment degradation Serious negative impact on natural resource base Humans are "eating away at our own life support systems" at a rate unseen in the past 10,000 years by degrading land and freshwater systems, emitting greenhouse gases and releasing vast amounts of agricultural chemicals into the environment, new research has found. Environmental degradation takes diverse forms, ranging from pollution and destruction of ecosystems to degraded fresh water supplies and arable land. The international agenda often focuses on broad-based concerns of environmental degradation such as desertification, climate change and air pollution. However, for the world's most vulnerable and marginalized groups, issues of environmental degradation tend to be more localized and immediate in their nature. Degradation of a resource base can result in decreased production - for example reduced soil fertility may produce lower yields and deteriorated water quality can impact fishing. Such problems are of great concern to the poor, with direct impacts on livelihoods, food security and health. Additionally, although environmental factors are by no means the sole cause of violent conflicts, environmental degradation, exploitation of natural resources and related environmental stresses are increasingly understood as drivers of conflict: A reciprocal relationship wherein conflict, in turn, can further degrade the environment. Projections in climate change as well as in population growth and distribution present additional future challenges to environmental sustainability. Two major new studies by an international team of researchers have pinpointed the key factors that ensure a livable planet for humans, with stark results. Of nine worldwide processes that underpin life on Earth, four have exceeded "safe" levels - human-driven climate change, loss of biosphere integrity, land system change and the high level of phosphorus and nitrogen flowing into the oceans due to fertiliser use. Environmental degradation is a major factor in perpetuating poverty, particularly among the rural poor in the bio-rich northeastern region of the country, experts have pointed out. Experts on matters relating to the environment and ecology point out that environmental degradation has adverse effects on soil fertility, quality and quality of water, forests, wildlife and fisheries and makes air all the more impure. Ranganathan's five laws are a first setup towards putting library work on a specific basis. These laws provided general principles from which all library practices could be deduced.

It depends upon proper mentoring and will power to do the same. There are many social problems prevailing in our society. Issues like poverty, illiteracy, human rights violation, disasters are common in our society. Very youth want a society free from problems but that is possible when we come together and take action. In 1985, the UN celebrated the first International Year of Youth. On its 10th anniversary, the General Assembly adopted the World Programme of Action for Youth, setting a policy framework and guidelines for national action and international support to improve the situation of young people. 15 Priority Areas adopted by the General Assembly were Education, Employment, Hunger and poverty, Health, Environment, Drug abuse, Juvenile delinquency, Leisuretime activities, Girls and young women, Participation, Globalization, Information and communication technologies, HIV/AIDS, Youth and conflict and Intergenerational relations Young people are taking part in social activities

around the world. There are different events and activities being organised. One of the international events related to young people is celebration of International Youth Day (IYD). On 17 December 1999, in its resolution 54/120, the United Nations General Assembly endorsed the recommendation made by the World Conference of Ministers Responsible for Youth (Lisbon, 8-12 August 1998) that 12 August be declared International Youth Day. Today, the World Programme of Action for Youth plays a prominent role in youth development. It focuses on measures to strengthen national capacities in the field of youth and to increase the quality and quantity of opportunities available to young people for full, effective and con-

structive participation in society. The United Nations Programme on Youth serves as the Focal Point on Youth at the UN. The 2015 International Youth Day theme is Youth Civic Engagement. Youth Civic Engagement, a main goal of the United Nations System-Wide Action Plan on Youth (Youth-SWAP), seeks to promote young people's effective inclusive civic engagement at all levels. There has been recent increasing attention and policy and programming focus on youth civic engagement by governments, UN entities, regional and multilateral organizations, CSOs, youth and researchers. As the theme suggests we have to get ourselves engaged in civic action. Lets us take action for building a civil society through our

As part of its celebrations for International Youth Day, the Inter-Agency Network on Youth Development, led by the co-chairs, DESA and UNDP, is running an online campaign in the lead up to International Youth Day 12 August 2015. More efforts are needed to raise awareness about the importance of youth civic

engagement and its benefits to the individual and to society, including for sustainable development as well as resilience and wellbeing. The International Youth Day 2015 campaign aims at promoting civic engagement and participation of youth in politics and public life, so that young people can be empowered and bring a full contribution to society, development and peace. In India, young people up to the age of 30 are considered as youth while according to UN the age id in between 15 to 24. The age is flexible depends upon country to country. Young people's action shall bring many positive changes. Our former president, Dr APJ Abdul Kalam always inspired young people and we need to follow his teaching and sayings for building a healthy society. IYD gives us an opportunity and let us all get engaged in civic action or engagement to bring positive social transformation. Big Picture: India May Have Given Away More Land, But Has Got Peace For Assam Instead Mayurpankhi Choudhury The false promise? On February 2014, Prime Ministerial candidate Mr. Narendra Modi addressed a large Maha Jagaran Rally in Guwahati in Assam and promised the people that not an inch of land would be seceded from the state to Bangladesh. Cut to one year later, the streets in Dispur witness powerful demonstrations by various influential organisations of the state- All Assam Students' Union (AASU), Asom Gana Parishad (AGP), Asom Jatiyabadi Yuva-Chatra Parishad (AJYCP) and Krishak Mukti Sangram Samiti (KMSSS), who alleged that Modi had gone back on his words and betrayed the people of the state after winning the elections. An icon of national change, Modi garnered widespread opposition in the state as activists took to the streets across Assam and burnt effigies of Prime Minister Narendra Modi after the union cabinet included the State and three others in a bill directed to initiate a historic land swap deal with Bangladesh. The three issues of Assam Assam suffers from three issues with Bangladesh. First is the Boraibari area in Dhuburi district. An area of roughly 193.75 acres, this land was assigned to India, in written, during the partition although it remained under Pakistan occupancy in actuality. The occupants of Thakunranbari village in Boraibari decided to side away with East Pakistan and not India, using Pakistan's infrastructural services like education, healthcare etc. This region was later to become a part of Bangladesh. The second is the Pallathal area in Karimganj district. Initially, there was a tea garden which was divided into two parts- one part in India and the other went to Pakistan when the Radcliffe line was drawn through this tea garden. As a result of partition the tea garden was divided into two parts. An area of 74.55 acres land of the tea garden in Karimganj district was under adverse possession by Bangladesh. The third issue is concentrated in the LathitillaDumabari region of Karimganj district. There was a dispute over a land stretching 3 km which was

not demarcated clearly at the time of Partition. This 3 km stretch of land was unfenced, and though some posts of BSF are present is in this area, it is fairly easy for the rebels to cross over to Bangladesh and vice versa, taking advantage of a porous boundary. This is a classic case of dispute over demarcation. The Land Swap Bill undertaken by the Centre will abdicate the Boraibari and Pallathal area to Bangladesh (which is already under Bangladeshi occupancy) and the stretch of 3 km area in Lathitilla will be fenced to prevent any illegal penetration of migrants or terrorists on Indian soil. One has to adduce the proof of residence in Assam of himself/herself or his/her ancestors prior to midnight of 24th March, 1971 for inclusion in NRC. This, in what seems to be an otiose attempt, was implemented to ensure that Bangladeshi immigrants in the state could be identified and deported. "Make sure that your and your brother's names are included in the Legacy Data", was the universal advice for me. "You don't want to be shooed away from your own country by the immigrants for not having ample evidence." The indigenous Assamese experience a very real threat from the Bangladeshi immigrants as they fight over scarce resources in an already underdeveloped state. Establishing an impermeable border should settle this issue for posterity, regardless of the government in power. It will reduce friction; promote security cooperation and denial of sanctuary to elements inimical to India. But most importantly, it will ensure that Nellie doesn't repeat itself. As Bangladeshi enclaves in India become a part of the country and with it some 14,856 citizens from the midnight of 1st August, I do fear the occurrence of protests. The assimilation of new citizens may take some time but we can only move forward from here. The fact that Assam CM Tarun Gogoi was able to set aside his political agenda and, BJP realised its fallacy and, went ahead with a pact that it had previously opposed, shows the political maturity of our leaders and their ability to put the long term welfare of the people first. It's time we did the same.

Wockhardt Q1 profits witness jump on improved sales from India and UK Mumbai, Aug 11: Wockhardt reported a 470 per cent jump in its consolidated net profit at Rs.114 crore for the first quarter of 2015-16, on improved sales from India and the U.K. The turnover has risen 15 per cent to Rs.1,141 crore. "The company's U.K. business backed by effective business development efforts achieved consistent strong quarterly performance and grew by 55 per cent during the quarter," a company statement said. The Indian business grew at 27 per cent with new product launches and focused sales strategies and it launched 24 new products in India during the period. Kong, Aug 11: China's Xiaomi Inc. has tied up with Taiwan's Foxconn to assemble its mobile phones in India, in a bid to cut costs and boost its market share in world's third-largest smartphone market. Vadodara, Aug 11: The Wagh Bakri Tea Group, which is part of a 52-yearold Gujarat tea trading and blending company, and among the biggest tea traders, is now getting attracted to the strong aroma of coffee. The group, which is now engaged in tea trading and blending tea besides running tea lounges, is planning to launch a coffee brand, Piyush Desai, Chairman and Managing Director of Gujarat Tea Processors & Packers Ltd. said. Gujarat Tea Depot was the precursor of GTPPL. He said that the company was yet to decide on the coffee brand, but will not extend the current equity of the Wagh Bakri brand to coffee. A total of 40 million kgs of the Wagh Bkhri brand is sold annually in western and northern India. Maharashtra is the largest domestic market for tea consuming 85 million kgs, followed by Gujarat at 65 and Punjab. The Ahmedabad-based GTPPL also buys tea from the auction centres in Kenya's Mombasa and Colombo,

About 7.5 percent of the rural population, covering about 45 million sugarcane farmers, their dependents and a large number of agricultural labour are involved in sugarcane cultivation, harvesting and ancillary activities.

There are about nine States in India where sugarcane is grown on a large extent of area. There are a number of varieties that are grown in India depending on the suitability of the soil. The area, output and yield and sugarcane cultivation is subjected to fluctuate in response to policies of the government and also conditions of cultivation. Taking these into consideration, this article presents a detailed discussion on the cultivation practices of sugarcane, growth of area, output and yield. Sugarcane plant is a coarse grass which is quite tall about 10-20 feet. A single plant bears many stems in a tuft. It is a rhizomatous, perennial plant with thick Solid, aerial stem. The stem colour is variable from white, yellow, black, dark green, purple, and red or violet. It is jointed and inter nodes are smaller at the base and increase in length, until it terminates in inflorescence. There are present prop or shit roots at the lower nodes to give mechanical strength to the stem on the nodes axial buds are present. Stem contains colored tissues in which many fibro vascular bundles lie. The inflorescence called an arrow or tarsal. Five different species of saccharum have been identified, which are important in cane breeding. All of them are indigenous to old world saccharum officinarum, saccharum baberi, saccharum sinense, saccharum spotaneum and saccharum robustum in which last two species are

wild. Sugarcane is planted as stem cuttings which are between are one and two feet long and contain two or more nodes, and the first harvest is done in about a year. Later, harvest is usually done towards the end of rainy season when the stems are rich in sugar but the plants have not yet developed seeds. In labour cheep areas the harvesting is done using machete (broad heavy knife). Crops yield about 50 tons of cane per acre from which about 5 tons of sugar is extracted. Seed and cultivation: (a) Preparation of land:

the plant crop. An extra dose of 25% nitrogen is recommended. Manure the crop by 25th and 75th days after harvest of the previous crop. Entire quantity of phosphorus, half of nitrogen and potash are applied as the first dose and the remaining as the second dose. In addition, he following fertilizers as N:P 205: k 20kg/ha are also recommended. Apply organic manures such as compost/cattle manure/ press mud as basal dose preferably in furrows and mix well with soil before planting. Apply lime/dolomite/calcium carbonate in

the field before final preparation of the land. Apply N and K20 in two split doses, the first 45 days after planting and second 90 days after planting along with earthing up do not apply N beyond 100 days after planting. Apply entire dose of phosphorus as belonging to a base. (i) Weed management: The crop should be weed twice on 45 and 90 days after planting before application of fertilizers. First weeding is done by digging on the ridges and by hand in the furrows. Care should be taken to see that the furrows

are not filled up while digging so that tillering is not affected. At the time of second digging, the crop is partially earthed up to arrest formation of late shoots. With the commencement of the southwest monsoon, final earthling up should be done to prevent lodging. At this time, de-trashing is to be done to prevent the possible germination of auxiliary buds and to reduce pest infestation. Prevent lodging either by twisting of trash or by propping. Atrazin 2kg/ha can be applied as a pre-emergent weedicide 3 days after planting. (j) Pest management: The important pests of sugarcane found in the state are early shoot borers, top shoot borers mealy bugs, white grubs, termites and rats. Control use pest free sets for planting. Adhere to clean cultivation. Use traps or poison baiting for controlling rats. Apply carbonyl 10% dust in the furrows to control termites and white grubs. (k) Disease management: Red rot the most characteristic symptom of the disease is the drying up of the canes, which when split open will show characteristic red coloration of the internal tissues with horizontal white patches and the typical foul smell. The disease is mainly transmitted through infected sets and flowing water and can be checked only by prophylactic means which are given below. Sugarcane Plus 1. In severely affected areas sugarcane should not be cultivated at least for one season during which paddy and tapioca can be cultivated. 6. Seed sets should not be collected from diseased crops and from diseased areas. 7. Movement of seed materials from diseased to healthy areas should be strictly quarantined. 8. Cultivate red rot resistant varieties. 9. To control the fungal diseases, in general, dip the cut ends of sets in any of the copper based fungicide solution before planting. Other transmissible diseases like grassy shoot, ratoon stunting etc. can be controlled by heat treatment and by implementing three tier seed programme.
