Dead bodies recovered Sonari, Dec 11: Two dead bodies were recovered today from the railway tracks near Bhojo in upper’s Sivasagar disrtrit. The first body that of a woman was found lying bedsides the railway track in between Bhojo and Longpotia and the second one was recovered from the tracks in between Suffrai and Lakuwa. According to sources, acting on a tip off a team of Golaghat Police led by Additional SP Numol Mahato made a trap at the Bypass at Salmora area in Golaghat last night. Two bikers came that way on a bike bearing No. AS 03 F 3088. When police signaled them to stop they tried to flee and tried to shoot at the police team. Then the police retaliated and one of the bikers was killed on the spot. But the other managed to escape from the scene. The killed bike lifter is not yet identified. Concern over government’s alleged failure to check man-elephant conflict in Sonitpur District

Shambhu Boro Tezpur, Dec 11: People from all walks of life including the nature lovers and nature organizations here in Sonitpur have expressed total dissatisfaction over the matter of alleged failure to check the man-elephant conflicts that have been on the rise in Sonitpur district over the last many years. It is noteworthy that due to acute fodder shortage and habitat destruction, flood and some other man-made problems, herds of wild elephants in areas of Sonitpur district like Sonai-Rupai, Nameri National Park and many adjoining areas have been creating trouble in many villages and gardens located in the northern part of the district encompassing a large area from Panchoi to Behali area. Nameri National Park and the Sona-Rupai sanctuary and other reserved forests areas of the district are becoming the hub of timber smugglers, poachers creating an unstable condition in the district for the last few years, as a result of which herds of elephants come down to the villages and tea garden areas in search of food and shelter. However, it is worth mentioning that a combined territory of 11 reserve forests in Sonitpur Forest Divisions has shrunk from a total area of 1,13,595.77 hectares to 83,241 hectares with encroachment by over

1,38,000 families during the last ten years. Of the total forest cover, 10,754 hectares have allegedly been encroached upon by Arunachalis and immigrant locals along the AssamArunachal border areas. Official sources claim here that 13,043 hectares of Chardwar reserved forest, 10,000 hectares in Balipara, 7, 600 hectares in Biswanath and 7,750 hectares in Nadwar reserve forest have been denuded by encroachers living in the vicinity of these reserve forests in the district. With encroachment of forest in the west and east divisions of the district continuing, elephant herds are frequently intruding into villages near their habitats.

Rampaging herds have destroyed standing crops, dwelling houses worth over Rs. 10 crore and killed more than 100 people including recent cases of loss of lives in wild-elephant attacks in the many parts of the northern part of the district falling under both the divisions till date. The man-elephant conflict took a serious turn during 2001-02, with 32 elephants being poisoned including 9 in Nameri National Park under East Sonitpur Forest Division. Some of them died due to clashes common among wild tuskers, some others by falling into man-made deep holes and electrocution on fencings raised to protect inhabited

areas. Sources also said that 90 percent forests have been cleared by the encroachers and these forests in Sonitpur close to Arunachal Pradesh have become safe shelters and hideout points for the militants. Deforestation and unabated land grabbing by encroachers has become a major problem as around 1.5 lakhs encroachers have already cleared forest properties including valuable trees and medicinal plants by truck and by railway from Bhalukpung and other railway stations up to Murkoksheleng. However, a senior forest official here who didn’t want to be named here expressing total dissatisfaction over the department and the government’s improper measure in checking the ongoing man-elephant conflict in the district informed that the though the ministry of environment and forests, government of India launched a project “Project Elephant” in 1992 to provide financial and technical support to wildlife management efforts by states for their free ranging populations of wild Asian Elephant aiming at ensuring long-term survival of viable conservation reliant populations of elephants in their natural habitats by protecting

the elephants and their habitats and migration corridors, it has not been executed in the real sense due to rampant corruption in utilizing the funds allocated for this venture by a section of corrupt officials maintaining nexus with the Minister of the department. Echoing the same, nature organizations working in the district for sustaining the green forests and the wild elephants and rhinos and other wildlife said that though the government should have taken up project for supporting research on the ecology and management of elephants, creating conservation awareness among local people, providing improved veterinary care for captive elephants it is not seen to be executed in Sonitpur. Meanwhile, the Arunachal government under the then chief ministers Gegong Apang, Mukut Mithi and Dorjee Khandu took up steps and implemented various developmental schemes in disputed areas of Assam and Arunachal Pradesh under its border area development programmes. Now the aware section here urged upon the department concern particularly the forest department to take necessary measure for tackling the burning issue.

11th DLMC Meeting Held Preparations for Maitree Utsav-2015 in full swing Roing, Dec 11: The 11th District Level Monitoring Committee Meeting was held at DC Office Chamber today to review the progress of works implemented under SPA, ACA, PM's Package, NEC, NLCPR, RIDF, BADP, PMGSY, SSS etc in the district. Ravi Dhawan, Deputy Commissioner of Lower Dibang Valley District while chairing over the meeting said to make phase wise inspection of the ongoing projects along with the Members of the DLMC during this winter. He urged the Heads of the Executing Agencies to jointly conduct an Orientation Programme

for the Public Representatives by the first week of January next to make them aware of the technical terminology commonly used by the departments during the execution of their works. He opined that suchknowledge if imparted will help them in better monitoring the projects being implemented in their area. Heads of the Executing Agencies have highlighted the progress of the works through power point presentation. Some of the major projects completed in the district are Polytechnic College Building at Simari including Academic Block,

50 seated boys hostel and Residential buildings which is informed to be taken over by the Principal of Polytechnic College within this month. Other major projects like RCC Urban Roads of the Roing Township executed by PWD and DUDA and the new Indoor Patient Blcok of the District Hospital are expected to be completed within March 2016. NCP alleges Arunachal Governor violated constitutional procedure ET Bureau Itanagar, Dec 11: Terming Governor of Arunachal Pradesh JP Rajkhowa’s move to prepone the 6th session of the 6th state Legislative Assembly to 16th December 2015 which was earlier scheduled on 14th to 18th January 2016 unfortunate, National Congress Party (NCP) reminded the former that he has crossed jurisdiction of constitutional procedure saying “the Governor should know his constitutional limitation”. State NCP said that the Governor summoning the 6th session of state legislative assembly violates the constitutional procedure

adding that the Governor actually summons assembly session at the recommendation of the council of ministers. Meanwhile, State NCP observed that constitutional head of the state JP Rajkhowa is working as BJP hardcore worker and using Raj Bhawan as BJP and RSS headquarters. It also expressed concerns saying, if Governor acts as BJP worker instead of functioning as Governor, it will be a mockery of the constitution of India. Further, State NCP alleged that “Governor JP Rajkhowa’s interference smacks of ill motive towards the functioning of various depart-

ments of the state govt.” Alluding to the Governor running a parallel government, NCP said the former directly called on secretaries and Commissioners asking them to directly report to him without knowledge of Chief Minister and Chief Secretary. NCP further argued that the impeachment for removal of Speaker cannot be processed now until and unless courts give final verdict regarding disqualification of two MLAs. The State NCP also adopted resolutions to demand callback of present Governor JP Rajkhowa and submit memorandum to the President of India and Prime Minister.

In a statement issued to the media after its executive meeting in Naharlagun on Wednesday, the NES said the governor's decision to summon the sixth sitting of the sixth State Assembly of Arunachal Pradesh from December 16 to 18, 2015, instead of holding it between January 14 and 18, 2016, was a move that was "hot and hasty". The NES said the governor's motive appeared to be twopronged, the first being wholly anti-Nyishi, as reflected in asking the Deputy Speaker (a non-Nyishi) to preside over the impeachment motion against the Speaker (a Nyishi), when he himself was facing a similar impeachment motion. This pick and choose principle with regard to impeachment, they warned would set an unhealthy precedent for the future. On the 4th December two women were trampled to death by the herd in No. 3 Dilawjan village and since then the herd has shown no signs of moving away from the area. The herd have a propensity to occupy large tracts of unclassified forest land; while the villagers are also utterly dependent on the surrounding forest area for firewood, leaves and edible vegetables, the presence of a big herd of elephant in the area is making life difficult for the people dependent on forest; particularly the women. Maximum women of surrounding villages venture inside forest to procure food materials for sustaining their family. The situation calls for the physical intervention of forest officials to relocate the elephants to avoid another men-elephant conflict. It is necessary to displace the herd elsewhere so that villagers may move freely to pursue their everyday chores that include collecting firewood and other minor forest produces.

Slum-dwellers too are becoming hypertensive: Survey Kolkata, Dec 11:Like upper classes of society, urban slum dwellers too are more and more getting afflicted by hypertension. Kolkata Municipal Corporation (KMC) conducted a survey to estimate the prevalence of hypertension among adult slum dwellers in Borough III of the corporation area and found that around 42 per cent of the slum dwellers suffer from hypertension.The doctors, involved in conducting the study ascribe the surge in prevalence of hypertension to increase in stress level. "Though earlier it was thought that hypertension was a disease only for the 'white-collar' people,

this is a wrong assumption. It is prevalent among the slum dwellers as well," Dr Suvro Banerjee, who was involved in the study informed. While in the upper sections of the society the cause for hypertension may be related to their aspirations for higher standards of living, for slum dwellers it is the stress undergone for maintaining regular supply of basic necessities that leads to hypertension.This is echoed by studies conducted in the slums of other countries of the world. The results of the survey will be published in the noted Indian Heart Journal, Dr Suvro Banerjee said. People liv-

Shahabuddin was convicted on charges of criminal conspiracy, kidnapping and murder.Additional District Judge of Siwan Special Court Ajay Kumar Srivastava pronounced the judgement and termed it as the rarest of the rare case.According to a police officer, the court found Shahabuddin guilty in a 2004 case in which he and his men were charged with giving an acid bath to two brothers - Girish Raj and Satish Raj - and murdering them.Shahabuddin's son Osama has also been charged with killing of a local BJP leader Rajiv Roshan, who was a witness in the same murder case.The two brothers were kidnapped at Shahabuddin's behest and drenched in acid before being murdered. CPI (M) MLA from Tripura expelled for 'moral degradation' Agartala, Dec 11: An MLA of ruling CPI (M) in Tripura and its state committee member, Manoranjan Acharya, has been expelled from the party on charges of moral turpitude, a party statement said today. "In view of an allegation of moral degradation of the MLA of Birganj constituency, Manoranjan Acharya, party's state committee conducted an inquiry into the allegation and asked him to resign from the post of MLA. He also submitted the resignation from the post of MLA to the state assembly," the statement said. The statement also stated that the meeting of the state committee of the party last night decided to expel him from the party as the charges against him were proved.

However, the party did not elaborate on the charge against him. Leader of the opposition Sudip Roy Burman demanded immediate arrest of Acharya on the charge of raping a minor girl inside the party office of Amarpur subdivision of Gomati district. Northeast Can Set Off India's Second Green Revolution: ICAR Director Ngachan Agartala, Dec 11: The mountainous northeastern region, which comprises eight states, occupies eight percent of India's land area and is home to four percent of the population, can set off India's second Green Revolution, a top Indian scientist said."Powered by adequate resources, skilled manpower, good climate and sufficient water, the northeast region is expected to be a food sufficient area in the near future and India's second Green Revolution is expected to set off from this region," Indian Council of Agricultural Research (ICAR) director and renowned agricultural scientist S.V. Ngachan told media in an interview .According to Ngachan, the demand-supply gap of foodgrains in the northeastern region had narrowed from 23 percent in 2006-07 to 2.3 percent. He said that currently the net agricultural sown area in the northeast is 4.5 million hectares, excluding the

small private gardens and orchards."The 'jhum' cultivation of the tribals is a major impediment in the northeast. We, in association with the state governments and political leaders, are trying to persuade the tribals to introduce the modified multi-cropping system instead of the unscientific jhum farming," the agricultural scientist said. The jhum or slashand-burn method is a shifting form of farming and usually involves cutting down of entire forests in the hills and allowing the slashed vegetation to dry on mountain slopes prior to burning. New Delhi, Dec. 11: In the Nirbhaya rape case, the Delhi High Court on Friday issued a notice to the Central Government on the petition by Bharatiya Janata Party (BJP) leader Subramanian Swamy who has appealed that the juvenile convict must not be released. Swamy made the plea in court stating that the convict had been radicalised. "The Chief Justice said that my petition deserved to be heard. But they don't know according to which law they can give me relief. If there is a legislative vacuum, then the court has the right to fill it. The Chief justice said that we will hear the petition on 14th," Swamy told the reporters here. The notice was issued to the Centre after Swamy appealed to the courts to make certain provisions in the law to deal with serious offences as rape. "According to the report of the Indian Intelligence bureau, the juvenile accused has turned into a jihadi. So, the court should interfere and make certain provisions in the law regarding this. The government should move court and seek to arrest the juvenile accused under the National Security Act," Swamy told earlier on Friday. HC acquits Salman Khan in 2002 hit-and-run case Bollywood superstar Salman Khan heaved a huge sigh of relief and broke down after the Bombay high court acquitted him in the 2002 hit-and-run case, overturning the verdict of the trial court sentencing him to five years imprisonment. The Bombay High Court on Thursday acquitted Bollywood superstar Salman Khan of all charges in the September 28, 2002 hit-and-run case. Delivering the much-awaited verdict, Justice A.R. Joshi said that the actor "cannot be convicted" on the basis of the evidence produced by the prosecution in the 13-year old case and trial. Virtually dismissing the prosecution case, Justice Joshi said the prosecution failed to establish the charges (against Khan) on all counts. Demolishing the police investigations completely, Justice Joshi's verdict came in Khan's appeal challenging his conviction and five-year sentence by the Sessions Court on May 6. Justice Joshi also absolved Salman of charges that he fled the accident spot without securing medical aid to the injured, an offence under the mother vehicles act. He said circumstances went out of the actor's control as a "violent crowd" had gathered at the spot. The judge, who has been dictating the verdict for the past three days, earlier said it was difficult to rely on the testimony of Ravindra Patil, the police guard who was in the vehicle at the time of the accident. He observed that Patil, who died of tuberculosis in 2007, was not a "wholly reliable witness" because of the numerous changes in his statements during the course of the trial, although he was the lone witness to testify that Salman was drunk at the wheel. The court said that considering various shortcomings of the prosecution, the omissions and contradictions in evidence of injured witnesses which go to root of matter, doubt arises over the involvement of appellant accused. The court said that the appellant cannot be convicted on the basis of the given evidence. The court pointed out that investigation into the case was conducted in a faulty manner with scant regard to procedures laid down. As the procedure required chain of evidence when case is based on biological evidence. There were some loose ends in the investigation and the benefit is required to be given in favour of the accused. It is duty of the court to sift evidence and see that offences are proved against accused beyond reasonable doubt. Prosecution had claimed that Salman had allegedly consumed liquor at 'Rain Bar and Restaurant' in Vile Parle before ramming his Toyota Lexus car into a shop at suburban Bandra. Those killed and injured were sleeping outside the shop. But the Bombay High Court ruled that evidence of the injured is not devoid of discrepancies and the prosecution failed to prove truthfulness of the witness who claimed Salman Khan was drunk.

14,231 Custodial Deaths Taken Place within 10 Years In India Is the police department actually working? Police are for our safety and when the guards become the reason of death, then people lose trust on everything. Incidents of police brutality expose police personnel to severe criticism from different sections of the society. Statistics show that during the past decade, many deaths and rapes in police custody were reported from all parts of the country pursuant to a report published by the National Crime Records Bureau. Deaths in police custody are usually the result of third-degree torture to extract information from the offender or to teach the offender a lesson. It has been reiterated in a number of cases that custodial death is perhaps one of the worst crimes in modern times in a civilised society governed by the rule of law. As indicated by the report of the Asian Center for Human Rights (ACHR), Torment in India 2011, the National Human Rights Commission (NHRC) recorded a sum of 14,231 deaths in custody in India between 2001 and 2010, which incorporates around 1,504 deaths in police authority and around 12,727 deaths in judicial custody. The ACHR report observed that these are the cases that have been reported to the NHRC, and do not include all instances of custodial deaths. The report attributes the deaths in police authority to torture, dissent or denial of therapeutic/medical facilities and cruel prison conditions. When a man is taken into custody, the obligation regarding his/her life, well-being and security rests with the dominant voices in whose care he or she is, be it the police or the concerned prison authorities. Further, we must implement a just and humane tool to reform the crime, offender, abandon the obsessive superstition that State ruthlessness will sharpen the savage into a social part and offer new achievement in crime control, consonant with human rights and remedial curial compassion. Additionally, it has been observed that the court lock-ups must be governed by the judiciary. This is, in spite of the fact that even the magistrates are reliant on the police authorities for their legal and judicial functions. The problem lies in vesting enormous judicial functions with the police authorities. Their occupation starts from the arrest to the conviction of the arrestee. Practically, for all intents and purposes, the independence of the judiciary has not been honoured. Now, this is contrary to the basic tenets of the Constitution and conflicts with the intention of the Criminal Procedure Code, 1973 which establishes the judiciary to be separate from other parts of the government. Custodial deaths are a threat, and a dark spot upon the Indian society. The need of the hour is to impart an outlook, not just in the government's reasoning, but also in the general public's thought process, against the notion of custodial violence that eventually leads to death. The enforcing authorities should be made aware and held accountable for their actions, and the general public must be made aware of the methods, strategies and avenues accessible to them in the wake of such happenings. Obviously, before such a stage is reached, the government itself needs to verify that it has a well-suited framework set up which is competent to adapt up to pressures like 'custodial deaths'.

Pooja Bhula Many factors are pushing governments around the globe to rethink education, including globalisation, automation-led extinction, emergence of new jobs and failure of education systems to meet contemporary demands. But advances in technology bring both hope and fearhope that it will enable better reach and fear that it may reduce the relevance of teachers. So let's take a look at what it may really do. Breaking Myths Just because a school has a library, does it mean that students will use it? Punya Mishra, Professor of Educational Psychology and Technology at Michigan State University, will ask you this if you're worried about technology taking over teachers. "Access doesn't necessarily lead to learning. MOOCs have a 90 per cent drop-out rate. Even projects like Sugata Mitra's Hole in the Wall arguably only suggest that kids can learn computers without external assistance; it hasn't resulted in better learning outcomes in other areas. That's because learning subject matter (whether maths or music) is a complicated process and a teacher's job is to make it easy." Others deeply involved in the subject also affirm that at the highest level,

the role of the teacher remains the same. Mishra warns us, "Technology makes a good teacher better and a bad teacher worse! It further distracts some from doing their job. A good teacher organises materials well, engages students, builds multiple strategies to choose from and adapts them as per the situation." As many teachers use t e c h n o l o g y unproductively, he says, "My biggest goal is to develop in teachers a creative, open-ended, exploratory mindset, by assigning them tasks so that they can meet new-age needs of enquiry-based learning with the various tools available. In this way, I also make them feel comfortable in the changing environment of technology." Promising Technology Mark Griffiths, Director of Research and Chief Education Advisor, Pearson UK, tells us that technology can reduce a teacher's share of mundane work. "Teachers hate marking, which technology is already doing to some extent. Though there are debates, a lot of good work is happening in assessment technology that will further change the scenario in ten years." Preparing for a Renaissance in Assessment, a paper by Peter Hill and Sir Michael Barber, shows how next-generation technology will enable real-time feedback and record minute details

(such as the time taken and the method used by students to work out a problem) that teachers can use to help pupils. This would also remove human bias from assessment. "Adapative technology, which prompts students with learning resources based on what they are exploring, is being experimented with at Spark School in South Africa, and may lead the way for low-cost, personalised education," says Griffiths. Teaching For Tomorrow, in India On the home front, factors such as the 2009 Act promoting Right to Education, massive spatial demands, numerical expansion of schools and rising qualitative pursuits are calling for change as per the Teacher Education and Planning Handbook 2014-2015, which describes India's vision for teachers in society. Teachers of tomorrow, it says, should be able to teach diversity, develop sensitivity to learners' problems and understand the sociology, psychology and economics of education that impact enrollment and retention such as corporal punishment, timely completion of curriculum, student assessment and parent involvement. The National Curriculum Framework for Teacher Education (NCFTE) 2009, based on which it highlights this vision,

sees teachers as vital components of social reconstruction and suggests they be prepared to care for children, enjoy with them and see them as active participants in their own learning. NCFTE emphasises that teachers be trained to distinguish between critically useful, developmentally appropriate and detrimental use of Information and Communication Technology (ICT). Building The Future Aparna Sen of the Observer Research Foundation finds that the government is working on improving the quality of preservice teachers by increasing the duration of courses such as B.Ed (which now has a sixmonth practice teaching component) and adding value to in-service teachers (through schemes like Sarva Shiksha Abhiyan that requires them to receive 20 days of training every year). It is also encouraging teachers to gain specialised knowledge in the subjects they teach. Delhi's Odd-Even Number Plate Experiment: Will It Succeed? Shirin Bithal Note: This article has been republished from Down To Earth. Sustained campaigning by non-profit organisations and reporting in the media has placed the problem of lethal air pollution right at the doorstep of Delhi government. In an attempt to nip the problem in the bud, the state government has taken the bold decision of controlling the number of private vehicles on the road by announcing an odd-even number plate-based system for traffic movement. From January 1, 2016, cars with number plates ending in an odd number will be allowed to ply on Mondays, Wednesdays and Fridays, while those ending with an even number will be allowed on Tuesdays, Thursdays and Saturdays. There will be no restrictions on private vehicles on Sundays. Emergency vehicles like PCR vans, ambulances and fire services will be exempt from this rule. Recognising that explosive growth in the number of private vehicles was a key contributor to Delhi's air pollution, the government has decided to begin with the oddeven system in a first-of-itskind experiment anywhere in the country. At the same time, state authorities have assured that a good public transport system will be gradually put in place to ensure successful implementation of the measure. The government had held a series of meetings with various environmental organisations and urban planning experts. Most participants supported the decision of rationalising car movement on air pollution days. The decision also came a day after the Delhi High Court said that living in Delhi was like living in a "gas chamber". Chief Justice of India T S Thakur has extended his support to the

Anumita Roy Chowdhury, executive director at Centre for Science and Environment (CSE), said, "These are desperate times for Delhi that call for desperate measures. Experiments With Restrictions On Car Movements Rationalisation of the movement of private vehicles has been adopted in many countries, starting with Sweden (Stockholm) and extending to other European countries. China (Beijing), Mexico and Colombia (Bogota) have also implemented such measures. Beijing The city initiated the alternate day car driving restrictions

just ahead of the 2008 Olympic Games and saw pollution levels drop by almost 20 percent. Currently, Beijing imposes this rule periodically, on days with high air pollution. The city has also restricted its car sales since 2011 to 20,000 car plates every month. However, they have made tremendous efforts to increase public transport such as bus connectivity and metro services.

Paris, France The city has been imposing the odd-even number plate rule during periods of high air pollution. On such days, public transport is free. The rule was last implemented in March 2015 when a smog alert was issued. However, they had already tested the system before as a temporary measure when pollution had exceeded certain limits. Mexico The "Hoy No Circula" was introduced in Mexico around 1989 to combat air pollution. It called for citywide bans, one day per week, based on odd-even number plates. For example, plates ending in 5 and 6 were not allowed to drive on Mondays while 7 and 8 were not allowed to drive on Tuesdays and so on. This measure was highly successful in bringing carbon monoxide (CO) levels down by almost 11 per cent. However, in the long run, people eventually started buying more cars, rendering the ban inefficient. Therefore, it actually ended in a rise in CO

levels in the long run by almost 13 per cent. Bogota Bogota tried to work on the limitations faced by Mexico and came up with stricter combinations of days and numbers so that the drivers would be unable to circumvent the rules by buying more cars. The policy did not reduce air pollution though, as people drove more during off-peak hours to get around these imposed

measures. But examples show that the system has better potential as a short-term measure. On August 20, Beijing imposed restrictions on factory production and car use in the city, forcing around 5 million cars to ply on alternate days for around two weeks, just before the seventieth anniversary of Japan's WWII defeat on September 3. These restrictions were put in place to ensure that the usually smoggy grey sky of Beijing would turn perfectly blue on the day. As a result, the air quality index of Beijing dipped to 17 (out of 500) and the skies turned crystal clear. However, the moment the ban was lifted, skies turned grey again. By the end of November, the levels were so high that a smog alert had to be issued. Back home in Delhi, the national capital saw its first carfree day on October 22, 2015, on a stretch from Red Fort to India Gate. Official real-time pollution exposure monitoring by CSE found that par-

ticulate matter levels had reduced by 60 percent on that day. The car-free day initiative was also clubbed with a national holiday, which helped in reducing the number of vehicles on the roads. But these examples show that temporary restrictions on vehicles may not reduce air pollution in the long term. Drivers inevitably buy more cheap and inefficient cars with different number plates to get around the rules. Hence, such an initiative must be complemented by other measures to ensure that we have a stable system in the long run. Long-Term Measures The Delhi government move is expected to have some initial glitches, as is being discussed in media reports. However, with additional measures and proper planning, this could be turned into an effective measure to reduce Delhi's air pollution over an extended period. CSE has suggested some such measures: 1. There is a need to impose restrictions on diesel vehicles to promote electric and alternative fuel vehicles. These electric vehicles should further be exempt from any such alternate number plate restriction. 2. The number plate measure needs to be combined with high parking charges and intensified public transport strategy. This should be the strategy for the entire period of poor air quality as well as a long-term measure. Currently, parking charges in Delhi are one of the lowest in the world. 3. Paris has set an example by deciding to phase out diesel cars completely by 2020. London is also planning to ban diesel cars despite having a fuel quality as high as Euro 6. India, on the other hand, is still juggling between Bharat Stage 3 and Bharat Stage 4 norms. China has already banned diesel cars on roads.

Though the government has introduced an entrepreneurship cell and is modernising teacher refresher courses, Shahani says, "There's nothing better than learning from our students!"

Feeble prices dishearten rubber output Kochi, Dec 11: Continuing pressure on price and rising cost of production have resulted in India's natural rubber production falling 21 per cent, according to the United Planters' Association of India (UPASI). Import of the commodity during 2014-15 was to the tune of 76 per cent of the domestic production and 43 per cent of the consumption, UPASI President, N. Dharmarajan, said in a statement issued here after a stakeholders' meeting convened by the Rubber Board recently. The total stock with growers stood at 66,000 tonnes at the end of October this year, which the

UPASI statement described as "insignificant quantity" if one considered that 12 lakh growers were growing the commodity. Dealers, processors, and manufacturers had a stock of 1.62 lakh tonnes. Projected production during 201516 is expected to be below six lakh tonnes since large rubber-growing areas are being abandoned. Dwindling production will not only affect the income of the growers but also lead to higher imports, draining the exchequer of foreign exchange, UPASI warned. Earlier the championship where more 50 body builders of Darrang and Udalguri district participated was inaugurated by Pratap Bordoloi , Chairman , Mangaldai Municipal Board and Sports Organizer in presence of office bearer of Indian Body Building Federation Bhabadeb Goswami.

Biswas and Akhil Sonowal were felicitated with Selen Chader, Sarai and accolade respectively. A souvenir was also released on the occasion by the vice president of AASU Pulak Chetia which was edited by eminent journalist Abhijit Khatniar. In the evening, by lighting 855 earthen lamps, rich tributes were paid to the martyrs and the bugle of the program was blown by senior journalist Arjun Baruah. In the opening encounter of the tournament NF Railway, Maligaon beat Manipur Police Sports Club in straight sets 25-21 and 25-19. The other league matches of the tournament were going on at the time of filing this report.

Tinsukia Railway win by 118 runs Sports Correspondent Dibrugarh, Dec 11: Tinsukia Railway beat Tinsukia Town Club Blues 118 runs in the first Chandra Dutta Memorial Cricket Tournament organized by Tinsukia District Sports at TDSA stadium in Tinsukia today. Opting to bat, Tinsukia Railways piled up 187 for 8 in their allotted 30 overs. Salim Ahmed topscored with an unbeaten knock of 121 runs off 93 balls, hitting fourteen boundaries and five sixes. Intra office football tournament ET Correspondent Sonari, Dec 11: An Intra office football tournament is being organized by APGCL on December 12th and 13th at Maibala. The tournament will be played at Maibala playground under Lakwa Thermal Club.
