The Arunachal Civil Society (ACS) today claimed that the state government under the leadership of chief minister Kalikho Pul is trying to shift back the Green Field Airport from its re-proposed site of Hollongi to Karsingsa. Addressing a press conference here at Arunachal Press Club, ACS chairman Patey Tayum claimed that as per a document gathered from a file viz DAC/Airport/ Itanagar/2012-15 of the concern department, the chief
minister in a letter has proposed Karsingsa as more suitable for construction of the Green Field Airport. The letter in question is chief minister’s alleged response to the Union ministry of Civil Aviation joint secretary Arun Kumar’s letter to the chief secretary Sakuntala Gamlin wherein Kumar had asked for the state government’s stand on the Green Field Airport. The joint secretary also mentioned in the letter that if the state government fails to respond within a month’s time then the minister will assume that the state government is not
interested in the project and thus the project will be dropped/closed. Tayum stated that the response from the chief minister is illogical and will create misunderstanding among the people of Hollongi and Karsingsa. He added that the Gauhati High Court in its order dated March 12, 2014 against the PIL filed by one Kipa Taniang also ordered for construction of the airport at Hollongi. However, it is pertinent to inform here that the document on which the ACS is basing its claims neither has signature nor official seal of the chief
minister and is printed on a plain white paper. When asked over the authenticity of the letter, Tayum claimed that it was drafted as per the noting of the meeting between Pul, chief secretary and others over the matter. He added that if said letter is not authentic then why was it among the related file documents. Tayum also questioned the state government over its stand on the airport issue if they are to claim that the letter allegedly written in response to the Union ministry of Civil Aviation is not authentic.

The recent kidnapping case of a minor girl, class 11 student, took a twist on Monday after few Hindu organizations led by Hindu Jagran Manch claimed that it is not just a normal kidnapping case but a matter connected to 'love-jihad' and took out protest rally at Tinsukia town this morning. The town was filled with echoes of "love-jihad bandh karo", sab Hindu ek ho", "Imran (the boy who allegedly took away the minor girl) ko arrest karo", "Tinsukia police hai-hai". Amidst the protest situation got tensed after the protesters surprised the police and sat on AT road (near railway reservation office) blocking the road. It is during this when some protesters turned violent and broke glass panes of a passenger carrying vehicle and slapped the driver after police diverted it to Thana Road. two relief camps and had arrange transport services for the affected people to various relief camps, meanwhile a five kilometer BorbhetiMalowkhat PWD road is submerged in the water which has cut off road connectivity between North West Jorhat with the main Jorhat city, which made very difficult for the public. According to allegations made by Jitu Boruah, Hirokjyouti Dutta, a resident of the locality running a poultry farm without having licence from the Pollution Control Board,
Sivasagar and Veterinary Department. He also alleged that they have become victims to the harmful environment caused due to running of the farm and feared serious health related issues. “It is a very vital issue in respect to environmental pollution. The concerned authorities should deal the situation exhaustively," said Boruah.
Children with exceptional abilities in academics, art, culture and sports will be given national awards by the government A Staff Reporter Dibrugarh, July 11: The Ministry of Women and Child Development has instituted the National Child Award to give due recognition to children with exceptional abilities and who have achieved outstanding status in various fields including academics, arts, culture, design and sports etc. Children residing in India between the age of five and eighteen years (as on 31st July of respective years) will be eligible for the 'National Child Award for exceptional achievement'. The Union government has sought nominations for 36 National Child Awards, equivalent to the number of states and union territories, to be given this year. The award is to be given to the children with excellence in the field of (a) Innovations in any field including design (b) Scholastic achievements at National Level, (c) sports, (d) Arts, (e) Culture, (f) Social Service, (g) Music, (h) Any other field with deserves recognition as per decision of the Central Selection Committee. Special consideration may be given to the physical/ mental standard of the candidate while selection.
There will be one gold medal, a cash prize of 20,000 and book vouchers of Rs 10,000 besides a certificate and a citation. There will also be 35 silver medals, cash prize of Rs 10,000 each, book vouchers of Rs 3,000 each and a certificate and a citation. The Highway Chief Engineer Bora Ete informed DCM that the damage to the bridge over Nyirup River at Nirjuli was caused by torrential raintriggered flashflood on July 9 last besides also damaging to the retaining walls and other manmade structures at Aniya Village, Nirujuli. Ete said that road communication in NH 415 will be restored after the repairing work of the bridge is completed by later tonight. Councilor Tarh Nachung briefed DCM that the repairs to the bridge were progressing well, with road crews working hard to reinstate the bridge approaches. Nachung informed that the restoration and repairing work of the bridge over Nyirup River at Nirujuli is being supervised by him. Meanwhile, EE Highway Nani Tath apprised DCM that DPR for the construction of the four laning of NH 415 from Itanagar-Banderdewa has been prepared which will be later submitted to Regional Office of Ministry of Road Transport and Highways for onward submission to the Ministry of Highways, New Delhi. He also said that the Deputy Commissioner Capital Complex have finalized and submitted the compensation list. The project of four-laning will be taken up in two packages as part of the first package, the Itanagar sector will be taken up; from Chandra Nagar up to Nyokum Lapang sector and as part of the second package Pappu Nallah onwards to Banderdewa would be taken up. These two segments which run into 24 km will be four laned.

Welcoming the proposal of the Indian Air Force to conduct two separate Air Men Recruitment Rally at Itanagar on 1st October 2016 for the western zone and at Tezu on 5th October 2016 for eastern zone of the state, Chief Minister have assured to provide full logistic support in terms of man power requirement, transportation, accommodation, etc for the rally. It is worth mentioning that the conduct of recruitment for defence purposes for eastern zone and western zone in appropriate centres was agreed upon by the centre after the Chief Minister had made the proposal for benefit of the applicants. Instructing the Deputy Commissioners Capital Complex and Tezu to select proper sites for Recruitment Rally, Pul asked them to make all necessary arrangements for the rally and provide basic requirements

The contractual employees who have been providing their dedicated service at a minimum amount of honorarium to help the authority in smooth running of the medical since it’s inception have been urging upon the Medical College Authority and the Health Department of the state government to increase their honourarium and regularize their posts. But it is a matter of regret that it has not been given interest by the authority concerned till date. Archaeologist Marco Mitri and a team of academicians from the North Eastern Hills University excavated the archaeological site near Lummawbuh village in the northern slopes of Sohpetbneng (heaven's

Imphal , July 11 : Manipur's road-link with the rest of the country was severely disrupted on Sunday as a landslide blocked National Highway 2 near the Nagaland capital Kohima. "All available personnel and machinery are being used to remove the debris from the road," an official told IANS over phone from Kohima. NH 2 and NH 37 are the two main road links between the State and the rest of the country. However, it is feared that there may be fresh landslides as heavy downpour continued to lash most of the North Eastern States. Many parts of Assam were reeling under water and thousands of affected villagers were taking shelter in evacuation centres put up by the State Government. In Manipur, a number of villages, paddy fields and public facilities in Chadong and Riha in Chandel and Ukhrul districts, respectively, were under water. Villagers said the overfull Mapithel dam was causing the inundation. Some tribal villagers said: "Churches and schools are inundated and Chadong village is completely under water. Agriculture is ruined for now‌." However, Government sources told IANS that the villagers have been paid Rs 15 lakh per family as compensation in Chadong village. Besides, they have been given an alternative site for setting up a new village, the sources claimed. Some villages and paddy fields in Imphal East district remained flooded as the breached river banks had yet not been repaired. The LeilonLeimakhong road in Sadar Hills sub-division of Senapati district had suffered a number of damaged culverts with the result that vehicles cannot ply on it. Since July 1, more than 30 villages in the subdivision have been affected by floods. The villagers were facing shortage of basic necessities and medicines.(Agencies)

Shillong, July 11: The dying Wahumkhrah has been revived and is back to its once pristine state. These words sound too good to be true. However, the Khasi Hills Autonomous District Council (KHADC) seems to have done the impossible, albeit only on paper. Replies sought under the Right To Information Act, 2005 confirm that the entire river has been cleaned at a cost of Rs 1.35 crore. In reality, the Wahumkhrah continues to flow - not as a river but as an oversized drain emanating foul smell, and carrying the dirt and filth of all illegal settlers who have made the river banks their home and business centres. The RTI replies clearly indicate the misuse of the hard earned money of the tax payers by the
KHADC. Since not an inch of the river is clean, the RTI response is a clear indication that Rs 1.35 crore has been misappropriated by the who's who of the department of Water Resources, KHADC. As per the reply to the RTI query, the KHADC Water Resources department claims to have spent Rs 1.35 crore from the 13th Finance Commission with a total spending of Rs 1 crore in 2011-12, Rs 15 lakh in 2012-13 and Rs 20 lakh in 2013-14. The RTI reply mentions that Rs 9,40,000 had been sanctioned for construction of drains, waste trap, retaining wall etc, in 32 locations spread across the length of the river. It was further revealed that Rs 15,00,000 had been sanctioned for constructing retaining wall.
Incidentally, Jaiaw locality, through which the river passes, did not receive any benefit from the scheme, whereas other localities are shown as beneficiaries. Jaiaw was not sanctioned any fund since the locality had failed to submit the location for construction of a drainage system. Another surprising revelation is that the Water Resources department of the KHADC spent Rs 3 lakh for the foundation stone for cleaning the river, laid by the CEM P.N. Syiem on March 12, 2012. It is learnt that the MDCs cleaned the river only once with an expenditure of Rs 6 lakh. Out of Rs 1.35 crore an amount of Rs 1,25,97,557 was spent for the cleaning drive leaving a balance of Rs 8,00,443, the RTI reply stated.(Agencies)

Amit Shah to launch NEDA on Wednesday Shillong, July 11: The official launch function of North East Democratic Alliance (NEDA) will be held in Guwahati on Wednesday in the presence of BJP president Amit Shah and other senior central ministers. Soon after the BJP victory in the Assam assembly polls, NEDA was formed on May 24 initiated by BJP and supported by non Congress political parties including regional outfits in line with the coalition of BJP led NDA. Though the ultimate goal of forming NEDA is to free the North East from the Congress and to ensure victory of non Congress political parties in the upcoming Assembly polls and the next Lok Sabha elections by forming coalitions, many development initiatives have been planned by NEDA for the North East, sources said. New MCCL plant ready for commercial operation Shillong, July 11: The new plant at Mawmluh Cherra Cements Limited (MCCL) is likely to begin its commercial operation in two weeks' time. Informing this here on Sunday, MCCL Managing Director, Sanjay Goyal said the plant requires certain clearances from the Central Excise department and a pollution clearance before it can start commercial operation. Reacting to a query, he said the new plant at the moment is producing around 300-350 metric tonnes of cement every day. It is learnt that the new plant
has the capacity to produce 600 tonnes of cements per day. The modernization of the MCCL was the need of the hour considering the fact that the condition of the plant and machinery had deteriorated due to wear and tear leading to a decline in production. The Rs 100 crore modernized plant will also consume less electricity. Jammu, July 11: Demanding security for the Amarnath yatris, the National Panthers Party (NPP) today staged a protest against the BJPPDP coalition government in Jammu and Kashmir over the deteriorating law and order situation. Highlighting the BJP's assertion that there would be zero-tolerance towards separatists and anti-national elements, the NPP workers raised slogans against the saffron party. They also burnt effigies to vent their ire against the Mehbooba Mufti-led government. Expressing serious concern over the deteriorating law and order situation, NPP leader Hashdev Singh held the ruling dispensation's appeasement policy responsible for the present state of affairs.
"The security scenario is deteriorating day by day. The law and order has totally collapsed in the state. Dozens have been killed and hundreds have been injured and government is nowhere to be seen, they are just making customary statements," Singh told ANI. "The present turmoil is because of the appeasement policy that has been followed by the government in the past," he added. The NPP leader further accused the government of giving undue importance to the separatists and anti-national elements. "A long rope has been given to the separatists and anti-national elements by the government. They released 634 stone-pelters, who aggravated the volatile situation in the state," Singh said.

The Enforcement Directorate on Friday filed a complaint against Dayanidhi Maran, his brother Kalanithi Maran, his wife Kaveri Kalanithi and others in a money laundering case. The complaint is a spin-off of the corruption case lodged by the CBI in the Aircel-Maxis deal. The complaint alleged that Rs. 742.58 crore was paid for Dayanidhi Maran by two Mauritius-based companies through Sun Direct TV Pvt. Ltd and South Asia FM Ltd. The ED had earlier last week
issued summons to Karti Chidambaram, son of former finance minister P Chidambaram, over his alleged role in the Aircel Maxis Scam case under Prevention of Money Laundering Act. The ED has specifically ordered Karti to produce payments of around $2 lakh received from Maxis during the scam period. Karti has reportedly amassed a huge amount of wealth through his dealings between 20062014, when his father P Chidambaram was a cabinet minister in the UPA Government. According to reports, the investigators of the case have found the details of Karti's investments during their probe of the alleged acquisition of telecommunication company Aircel by Malaysian company Maxis. Taliban spokesman Zabiullah Mujahid issued a statement after reports of hoisting of ISIS flags in the restive parts of northeastern Badakhshan province emerged. The officials said on Saturday that hundreds of the Taliban militants were seen holding ISIS flags in Khostak area of Wardoj district, reports the Khaama Press. Mujahid claimed that the areas of Badakhsahn province including
Khostak in Wardoj district are under the control of the Taliban militants and declared that the Taliban group will not allow any other militant group to gain foothold in the country. The latest statement by Taliban group comes as the two militant groups have been engaged in bloody battles in parts of the country in the past. Both the Taliban and ISIS loyalists declared Jihad against each other in Afghanistan last year. Villagers flee after landmine blast, hostilities continue in Myanmar's Shan State Naypyidaw, July 11 : A recent landmine blast that killed a person and increased activity by hostile ethnic armed groups in the Mine Ton township of Myanmar's Shan State has led more than 320 villagers living in the Mong Maw village tract seeking refuge in Shwe Myin Thar monastery. "Ta'ang armed groups came to the villages and blasted landmines here and there in that village tract. The people decided to leave their villages because they are too scared." said Sai Htun who is helping the displaced. "Half of the refugees are school-aged children. They cannot study because they are refugees now. I would like to ask
the president to solve this conflict in northern Shan State," added Sai Htun. Villagers fear the area could become a battlefield between the Ta'ang National Liberation Army (TNLA) and the Restoration Council of Shan State (RCSS) as the RCSS has been setting camps up in the mountains around the villages, while the TNLA has taken up positions in the villages, reports the Myanmar Times. The two ethnic groups have clashed sporadically, beginning in November. Earlier, the RCSS had signed a nationwide ceasefire agreement with the previous government, while the TNLA was excluded. (ANI)

300 killed as fresh fights erupt in South Sudan South Sudan, July 11: More than 300 people have been reported to be killed, including many civilians and a Chinese peacekeeper, in renewed fights in South Sudan's capital Juba, raising fears that the country is returning to civil war. The new clashes initially broke out on Thursday and Friday between troops loyal to President Salva Kiir and the soldiers who support Vice-President Riek Machar and the fighting flared again on Sunday and Monday,
reports. The UN Security Council has urged both sides to end fighting and called for more peacekeepers after a meeting on Sunday. The council's 15 members demanded Kiir and Machar "genuinely commit themselves to the full and immediate implementation of the peace agreement, including the permanent ceasefire and redeployment of military forces from Juba". Though, observers say it is clear that the peace deal concluded last August between the two main factions in the country is only

Disputing the South China Sea mythology Hong Kong, July 11: In anticipation of a verdict to be delivered by the International Tribunal of the Permanent Court of Arbitration (PCA) in The Hague on 12 July, China has orchestrated a worldwide campaign to defuse its findings. The case revolves around The Philippines objections to Chinese maritime territorial claims in the South China Sea. The fact that China has resorted to everything from newspaper advertisements and op-eds to academic attacks to diplomatic offensives is evidence of deep unease that China will not fare well in the findings. China has been throwing around words like "farce" and calling the decision "illegal, null and void from the outset". The argument pushed hardest by China is that the tribunal has no jurisdiction and that its verdict is non-binding. Within this is an objection that the consent of both parties is required for compulsory arbitration. David Tweed, a Hong Kong-based Bloomberg reporter, exposed this fallacy in a series of tweets: "Here is the 4-point legal reality: (1) PRC is a party to UNCLOS, (2) PRC is a party to the case brought by PH, (3) UNCLOSArt 288: If there is a dispute whether tribunal has jurisdiction, it shall be settled by tribunal, (4) UNCLOSArt. 296: Any decision by tribunal "shall be final and shall be complied with" by all the parties." As a voluntary signatory to the United Nations Convention on the Law of the Sea (UNCLOS), China is obligated to comply with its regulations. Its claim of "invalidity" is clearly wrong. Julian Ku, the Maurice A. Deane distinguished professor of constitutional law at the Hofstra University School of Law, noted, "Because the tribunal has exercised its powers under Article 288(4) to determine that it has jurisdiction over the dispute, then China is bound whether or not it has consented to this particular arbitration." Accusing the court of bias, even being "an agent of the Philippines", has been another Chinese tactic. It is true the then tribunal president Shunji Yanai, a Japanese national, helped choose the judges. However, this only occurred because Beijing refused to participate in the case and therefore forfeited its legal right to appoint panel members. Another odd argument from China is that the country is "upholding and safeguarding the international rule of law" by boycotting the arbitration process! Rather, most would argue the greater damage to the international rules-based system is China's foregone decision of "non-acceptance and non-participation". One example of China's publicity campaign against the PCA and the Philippines was an op-ed entitled 'Debunking 10 myths about
China and the South China Sea' that appeared in the South China Morning Post, a Hong Kong daily newspaper, on 10 July. It was an edited translation of a speech given by Wang Wen, executive dean of the Chongyang Institute for Financial Studies at Renmin University of China. Wang listed ten myths surrounding the South China Sea. It is worth examining them to assess the degree of obfuscation to which China is resorting. "Myth No 1: China's stance against the South China Sea arbitration violates international law." As discussed above, Beijing is well within its rights not to participate in the PCA process. This is not really a myth, because this is well recognized. However, Chinaturned it around completely and instead accuses the Philippines of violating international law because it broke a commitment made in the 2002 Declaration on the Conduct of Parties in the South China Sea (signed between China and ASEAN) that disputes should be resolved through friendly negotiations. The Philippines attempted for 17 years to negotiate with China without success, and it argues the Declaration on Conduct is a non-binding political document without legal obligations. In handing down the extent of its legal jurisdiction last October, the PCA explicitly agreed withthe Philippines by saying the declaration does not preclude parties from seeking third-party arbitration. Considering that China has itself flaunted the Declaration on Conduct in terms of not exercising "self-restraint in the conduct of activities that would complicate or escalate dispute and affect peace and stability", Beijing's argument is on thin ice. It is ironic that China denies the relevance of one law (UNCLOS) in favor of a much lesser declaration. "Myth No 2: The "nine-dash line" does not comply with the Law of the Sea." China upholds an ambiguous "nine-dash line" claim over the South China Sea - first marked on Chinese maps in 1947. Admiral Sun Jianguo of the People's Liberation Army Navy (PLAN) shared at the Shangri-La Dialogue in May, "All of us believe that the South China Sea has been Chinese territory since ancient times. What is happening now in the South China Sea hurts the heart of every Chinese." China argues UNCLOS does not exclude historical rights that predate it. In a sense Wang is correct because the PCA cannot deliver any verdict on sovereignty. It will rule on seven of 15 submissions raised by the Philippines, plus it hasreserved the determination of jurisdiction over another seven to the merit phase. In light of this, the more pertinent question then is whether Chinese "historic rights" within this dashed line exceed the limits of potential entitlements under UNCLOS. This is indeed the basis of Manila's submission. Bill Hayton, a BBC reporter and author of 'South China Sea: The Struggle for Power in Asia', argues persuasively that much of China's histori-
cal claims are nonexistent or exaggerated. He stated, "There is no archaeological evidence that the earliest users of the Spratly and Paracel islands owed any allegiance to any state around the coast of the South China Sea." Amusing is a BBC investigation by John Sudworth, who traveled to Hainan Island to unearth a 600-year-old book supposedly detailing how Chinese fishermen navigated to the far-flung Spratly Islands. Offered as "iron-clad proof" by the authorities of China's historic claims, as it turned out, the owner said, "Although the book was important, I threw it away because it was broken." Hayton suggested, "The way towards a peaceful resolution of the disputes in the region is to recognize that, throughout its history, the South China Sea has been a shared sea, never owned by any one power. That is how it should remain." Captain Tuan N. Pham, a US Navy officer writing in The Diplomat, emphatically added, "There is no legal basis for an historical rights claim to an EEZ [exclusive economic zone]." "Myth No 3: China claims sovereignty over the whole South China Sea." Wang is technically correct, for China does not claim all of the South China Sea. Instead, its strategically vague nine-dash line encloses some 90% of the 3.5-millionsquare-kilometer area. Beijing continuously resorts to assertions of "indisputable sovereignty", despite this sovereignty being very much in dispute. Notably, the PCA tribunal does not have jurisdiction to determine sovereignty over geographic features. Its mandate is limited to interpretation and application of UNCLOS, which governs maritime areas only. It will not determine who owns land features or where correct maritime boundaries should be drawn. M. Taylor Fravel, an associate professor of political science at the Massachusetts Institute of Technology, confirmed, "It cannot rule on the most fundamental issue - the sovereignty over the islands, rocks and reefs that make up the contested Spratly Islands." Thus, the chief underlying issue behind regional maritime tensions - who owns what - will not be sorted out by the PCA. In the South China Sea there are competing and overlapping territorial claims from Brunei, China, Malaysia, the Philippines, Taiwan and Vietnam, but this issue will remain unresolved. Fravel continued, ".The tribunal's award will avoid any question of maritime delimitation or boundaries. The reason is procedural: under Article 298, the treaty allows states to exclude maritime boundary delimitations from the convention's compulsory dispute resolution." China did precisely thatin 2006. The International Court of Justice can adjudicate on "sovereignty" disputes, but only if both parties consent. There is no chance of this coming from China. The fact

China insists that everyone accept that its sovereignty over the Spratly and Paracel islands has a full historical and legal basis, i.e. that it owns the entire area and not just individual islands. Article 121 in UNCLOS defines an island as naturally formed land above water at high tide. It must also be able to sustain human habitation or economic life to be so classified as an island rather than a rock. This is vitally important because islands are entitled to both 12 nautical mile territorial seas and a 200nm EEZ; rocks can only have the former. Simply building up a submerged feature or low tide elevation does not legally turn it into an island, however, under international law. "Myth No 8: China is accelerating the militarization of the South China Sea." Calling Western accusations of Chinese militarization as "groundless", Wang failed to mention the installation of radars, runways suitable for all categories of military aircraft, harbor facilities, deployments of fighters and the siting of surface-to-air missiles and likely anti-ship missiles on its islands. Wang excuses Chinese activities in the South China Sea as being "necessary to protect its legitimate interests, and are justified reactions to provocations by other claimant states". Pointing the finger at "collusion between the US and regional claimant states", China deflects any responsibility for heightened tensions. Indeed, if it is to be believed, the US, its cronies and the Western media are entirely to blame for the situation. Dai Bingguo, a former leading foreign affairs diplomat under Hu Jintao, said in a recent Washington DC conference that "no country should implement the award in any form, much less force China into implementation". Of course, the problem is that the PCAhas no ability to enforce its decisions anyway. Fravel, concluded, "How China will actually respond to the tribunal's award, of course, is uncertain. Apart from continued public diplomatic efforts to delegitimize the tribunal, whether China takes bold action on the waters of the South China Sea is likely to depend on the content of the award and how other stakeholders respond themselves, especially the Philippines and the US." Meanwhile, referring to China's publicity campaign, Julian Ku on the Lawfare website concluded, "While I do not condemn China for refusing to participate in the arbitration, I do condemn its not-so-subtle attempts to smear an arbitral process which it had every opportunity to participate in. China has not been treated unfairly by the UNCLOS arbitration process, and informed observers should not let China get away with claiming otherwise." (ANI)

The Consequences of Global Armed Drone Proliferation Female Foeticide Death before birth Women are murdered all over the world. But in India a most brutal form of killing females takes place regularly, even before they have the opportunity to be born. Female feticide--the selective abortion of female fetuses--is killing upwards (Photo: i.ytimg) of one million females in India annually with far-ranging and tragic consequences. In some areas, the sex ratio of females to males has dropped to less than 8000:1000. Although female infanticide has long been committed in India, feticide is a relatively new practice, emerging concurrently with the advent of technological advancements in prenatal sex determination on a large scale in the 1990s. While abortion is legal in India, it is a crime to abort a pregnancy solely because the fetus is female. Strict laws and penalties are in place for violators. These laws, however, have not stemmed the tide of this abhorrent practice. This article will discuss the socio-legal conundrum female feticide presents, as well as the consequences of having too few women in Indian society. The deep-seated cultural preference for sons has skewed India's 1.2 billion population's gender demographic, particularly in the western states of Haryana, Rajasthan, and Punjab. In Haryana's Jind district, where Bibipur is located, the sex ratio is 871 females per 1,000 males, compared with the national average of 940, according to the 2011 census. It has prompted men from these areas to hunt for brides in impoverished regions such as West Bengal and Bihar, and even as far away as Kerala in the south. But it hasn't changed their attitudes: Even the brides brought in are forced to abort their baby girls, thus perpetuating the cycle of imbalance - as in Bibipur. In a 2011 study, British medical journal Lancet found that up to 12 million Indian female foetuses had been aborted in the previous three decades. Last year, the United Nations said the dwindling number of Indian girls had reached "emergency proportions" and was contributing to crimes against women. Women are not a commodity which can be traded as 'brides' on demand of the market. We need to treat women as equal human beings to men, and give them dignity and rights. Vocational Education A ray of hope for all The Northeastern states of India have their unique requirements in skill based training depending on the natural resources, industry and native trades. The governments of these states have embarked on skill development missions to meet the aspirations of youth through training, enhance employability and employment. Several training partners, academic institutions and vocational training centres are actively involved in a range of programs that enable livelihoods, increase productivity and income levels of people in the states. Most initiatives are a part of national schemes like PMKVY and DDU-GKY apart from regional schemes from the states. In the state of Arunachal Pradesh, under the 12th Plan, there's a proposal for State Skill Development Mission under the chairmanship of the chief minister, along with a steering committee representing the industry. The nodal department has set a target to train 50000 people by 2022. The project implementation unit will work with government ITI s as vocational training providers along with private agencies in training for different sectors. In Assam too, Employment Generation Mission (EGM), an autonomous body under the government spearheads the skill development initiatives. Their major objective is to stimulate the economy of Assam through skill development through Project Implementation Agencies (PIAs). GM has registered in its account several success stories enumerating the various workshops and seminars held in training the youth in diverse skill sectors like bell metal unit, printing press, horticulture and many other skills. In Northeast India there are hardly any industrial houses worth the name and the local industry in terms of agro based products and raw material remain untapped, the potential being exploited by middlemen. However, according to reports, this is the fifth time in the past year that coalition forces in Iraq have publicly disclosed destroying an ISIS drone. U.S. military officials said an airstrike on March 17, 2015, destroyed a small commercially available drone operated by ISIS in the area around Fallujah. Statistics regarding the risks of vaccination and outdated studies are often exaggerated to spread panic among people. All this is happening, in spite of doctors and scientists emphasising that the risks of immunisation are negligible. It has been estimated that there are about 1.72 lakh unimmunised children in the 7-15 years age bracket, in the region. This would mean that more than one-third of the children here, are prone to a wide spectrum of preventable diseases ranging from measles to whooping cough and tetanus. Diseases like diphtheria have acarrier state, that is, even a fully immunised person may carry the bacteria in his body without any symp-
toms. In a community with a large number of people unvaccinated, there is a high chance that another epidemic may break out at any time. It is indeed an irony that this is happening in a state with a high literacy rate, a high density of doctors and modern health care facilities. The root cause of the problem seems to be that the people are losing faith in the health initiatives of the government. This, along with the lack of reliable information, and the rising number of quacks in Kerala has become a deadly combination. Even after such tremendous credibility, we have failed at one front and that is in dealing with Pakistan. So what is it that makes this situation extraordinary? Have we failed to convey our intentions to our neighbour or is the other side that is hell-bound to pursue violence? Let us track some instances in the recent past to make an honest judgement. India's foreign policy has been (more or less) consistent regardless of which political party is in power but for the sake of understanding, the analysis of events pertaining to this article will start from May 2014

So what makes this relationship so unique? I would like to probe it further. India has been a democracy since its independence and it elects a civilian central government every five years. While the role of the elected officials is to take care of civil administration, the role of the Indian Army is limited to India's borders and to assist the civil administration whenever there is a situ-

Nothing can illustrate this better than the Pathankot attacks which followed PM Modi's surprise visit to Pakistan. The only nearly impossible solution to the problem is to fully engage in talks with Pakistan at the highest level with international media coverage (similar to PM Modi's latest US visit) and to continue taking being on the defense at the border. Meanwhile, India has to get its diplomats in full-swing at the same time and convince the United Nations that it is Pakistan which supports terrorism. If it is able to do this, Pakistan will either face sanctions from the world-governing body or has to regretfully give-up violence. A meeting was convened by the Chief Labour Commissioner in New Delhi to stall the nation-wide protest through conciliation talks. It was attended by the representatives of All India Bank Employees' Association (AIBEA), All India Bank Officers' Association (AIBOA) and State Sector Bank Employees' Association (SSBEA), Department of Financial Services, Indian Banks Association and executives from five Associate banks. AIBEA General Secretary, C.H. Venkatachalam said: "On the first day, the strike will be observed by the employees of Associate Banks and on the second day 45,000 employees of all banks will take part in the strike. It is a nation-wide strike call." "We were ready to defer the strike, if the proposed merger of Associate Banks with SBI and the proposed privatisation of IDBI Bank were put on hold and discussions were held on all the issues. However, there was no positive response from their side. "Hence, we call upon our members to go ahead with the strike programme," he said. According to him, the representatives of AIBEA, AIBOA and SSBEA explained in detail as to why the proposed closure of Associate Banks and merger with SBI and proposed privatisation of IDBI Bank were unwarranted. 7th Pay Commission: Government likely to raise entry-level salary to Rs 20,000 New Delhi, Jul 11: With central government employees rebutting the 7th Pay Commission's recommendations and demanding modifications in the entry level pay and fitment factor, the government on July 6 announced the high level committee to look into the demand of the government employees. As per media reports, the government may not be able to meet the demand of Rs 26,000 as the minimum salary demanded by the unions, but may agree to increase the minimum salary to Rs 20,000. The Staff Side of the unions have requested the government that before arriving at a final conclusion, the staff side should be given a fair chance to present and discuss the case with the government. As of now the ministry is constructing roads in rural areas at rate of 80 km per day, but in coming days it will be increased to 133 km per day, the source said. According to 2011 census, about 33 per cent people still walk and do not use motorised transport to travel and majority of the remaining either use twowheelers or unsafe mode of transport. (Agencies)

Stating that the conditions could worsen if confusion continues to reign in financial markets, the IMF in its annual policy review of the 19-country euro currency bloc said it expects the 2016 growth at 1.6 percent, down from the previous forecast of 1.7 percent. In its annual policy review of the 19country bloc, the IMF said a further global growth slowdown could derail the euro area's domestic demand-led recovery, and further Brexit spillovers, the refugee
surge, increased security concerns and banking weakness all could take their toll on growth. "If the risk aversion is prolonged, we think the growth impact could be larger and at this point, it is very difficult to tell how long that period lasts," said IMF European Department Deputy Director Mahmood Pradhan. The IMF has not fully calculated the drag on growth that would result from a full arm's-length relationship that would revert Britain's EU status to basic World Trade Organization tariff and access rules. Pradhan added the change will be significant for Britain as it sends some 40 percent of its exports to the EU. As a result, the growth five years ahead is expected to be about 1.5 percent. (Agencies)
ANI New Delhi, Jul 11: Keeping its position at the top in the domestic travel demand for the 14th consecutive month, India's air passenger traffic announced a surge of 21 percent in May over the corresponding period last year. It stated a rise of 5.1 percent in demand for domestic traffic, outpacing international demand growth of 4.3 percent in May 2016. As per the data released by the International Air Traffic Association (IATA), India's domestic air traffic grew 21 percent, whereas the overall traffic growth (domestic and international), however, rose 4.6 percent in May this year over May 2015
with the demand getting impacted due to recent terrorist strikes and UK's decision to opt out of the European Union. "After a very strong start to the year, demand growth is slipping back toward more historic levels. A combination of factors is likely behind this more moderated pace of demand growth. These include continuing terrorist activity and the fragile state of the global economy," said IATA Director General and Chief Executive Officer Tony Tyler. "Neither bode well for travel demand. And the shocks of Istanbul and the economic fallout of the Brexit vote make it difficult to see an early uptick," he added.
"India's domestic traffic soared 21.8 percent, marking the 20th month of double-digit traffic growth and the 13th consecutive month it has led the domestic markets," said Tyler. For Asia-Pacific carriers, the large markets in India, China and Japan mean that domestic travel accounts for 45 percent of the region's operations, IATA reported. Significantly, India accounts for only 1.2 percent of the total domestic air traffic. "The shockwaves of the Brexit vote have extended worldwide and the fallout will affect the air transport industry, from both economic and regulatory perspectives,"" added Tyler. (Agencies)

The number of Australians being diagnosed with AIDS each year is now so small, researchers from the Kirby and Peter Doherty institutes and the Australian Federation of AIDS Organisations have announced the age of the fatal syndrome over. AIDS cases in Australia have plummeted since the advent of anti-retroviral medication in the mid1990s, which stops HIV from progressing to AIDS - where the immune system is so badly damaged it cannot fight off infection. At its peak in the early
1990s, about 1,000 Australians died from AIDS each year. However, Professor Andrew Grulich, head of the HIV Epidemiology and Prevention Program at the Kirby Institute, said the number was now so low, it was not even recorded. "These days we don't even monitor it, it's a transitory thing for most people; people have AIDS, then they go on treatment and they don't have AIDS anymore," he said. While the fight against HIV is still ongoing, Professor Grulich said the change to the incidence of AIDS had been "nothing short of miraculous". "It's pretty much dealt with as a public health issue," he said. "The only cases we see of AIDS these days are

'I thought it was going to be a death sentence' Lloyd Grosse, 51, who was given three years to live when he was diagnosed with HIV three decades ago, never imagined he would live to see the end of AIDS. Ningol Chakkouba, Manipur's own women's day On a November day, married sisters and daughters are invited to their paternal home for a sumptuous meal. History records that this practice began in 33 AD when Nongda Lairen Pakhangba was the king of Manipur. His sister Laishna, had once gone to the house of her brother, Poireiton. Apart from a multi-course delicious meal, she was given various home-grown fruits and handloom spun clothes as gifts. Since then, this practice has been an inextricable part of the Manipuri society. Initially, this practice was found only among the Meiteis and the Kabuis. Though now, it has become a catalyst for communal harmony in the State. It began when some decades ago, civil society organisations started hosting feasts here and there where women of all communities were invited for a meal. Each of them was also given a
clothes and arranging simple but delicious meals for their sisters and daughters. However, with more and more ill-gotten money trickling in to the State, many began to use the festival as an occasion to show off their riches. There began a competition among many newly rich families about who can afford more expensive gifts for their daughters and sisters. However, the family of Irom Sharmila who has been on fast unto death since November 4, 2000 demanding the repeal of the Armed Forces Special Powers Act, 1958 has not hosted Ningol Chakkouba since then. Sharmila is the youngest and most loved sibling in the family. When she has been on fast unto death, languishing in a prison there is no charm or meaning in hosting such lunches which are meant for festivity and jubilation, said some family members.

Such occasions underline the common belief that the tribals and the nontribals are brothers of the same parents; that while the elder brother stayed in the hills, the younger brother decided to remain in the valley. However, with an ugly twist of history, an artificial social chasm was created which is deplored by one and all. Yet another change in the last few decades can also be seen taking over the festival. Unfortunately, these days, prices of most commodities skyrocket on the eve of Ningol Chakkauba. Prices of many commodities in Manipur are anyway one of the highest in the county due to lack of the Government initiatives to check untrammelled extortion of illegal taxes by militants of many hues.On top of that, most prefer to gift apples and coconuts brought from outside the State over locally grown fruits like the guavas and the berries and end up paying inevitably a huge sum. Yet another offshoot of the festival is hosting games by some youths, such as dice, housie, etc., for the public, at times from October onwards. One such housie ticket this year was as high as Rs 10,000 which came with the irresistible first prize of a new sleek car. Though such events tarnish the pristine image of the festival, the good outcome of it has been that some have succeeded in making the festival a unifying force for the Manipuri society at large. Even police and other government departments including Assam Rifles now organise feasts for womenfolk. Also, the practice has rubbed off on nonManipuri families living in the State for generations. ANI Johannesburg, July 11 : The verdict on Maria Sharapova's two-year appeal against her doping suspension has been postponed till September, thus ruling the embattled Russian tennis star out of next month's Rio Olympics. Confirming the news, a Court of Arbitration for Sport (CAS) said the court has decided to defer the decision until September after the consent of Sharapova and the International Tennis Federation (ITF), Sport24 reported. According to the CAS, both parties need additional time in order to respond to their respective evidentiary submissions and several scheduling conflicts. Earlier in June,
Sharapova was handed a two-year suspension by a three-member Tennis Anti-Doping Program Tribunal appointed by the International Tennis Federation after being tested positive for the banned substance meldonium at the Australian Open. Meldonium was placed on the banned list by the World Anti-Doping Agency this year. The 2012 Olympic silver medallist, however, said that she had been taking the drug since 2006 legally for years due to health concerns. Later, Sharapova had lodged an appeal against her 'unfairly harsh twoyear' ban with a view to compete in the Olympics. The decision is likely to be issued on September 19.

and concluded that the latter outweighed the former. Judge Masipa cited this factor as main reason for deviating from the prescribed 15-year sentence for murder. She also observed that a court should not be swayed by public opinion but added that punishment must also reflect the seriousness of the offence. Following the ruling, the 29-year-old was taken immediately to jail. Both the prosecution and defence can appeal.
