A day before he was to be evacuated for further treatment at Christian Medical College, Vellore, Nogen Biswas, 50, died of chronic asthma at the Tomo Riba State Hospital on Tuesday at 8.30pm. Chief Minister Kalikho Pul who was to personally evacuate him by a chopper today upto Guwahati, had assured all financial support for his treatment at CMC vellore, during his visit to the hospital on Tuesday. A casual carpenter with PWD department, Biswas had retired in 2008 and was admitted at the state hospital for chronic persistent bronchial asthma. Shocked by the death, the CM offered his condolences and prayed for the strength to the bereaved family to bear the loss and handed over Rs 1 lakh to them.

Jorhat excise department last night raided and destroyed several thousand liters of hooch (sulai) at Cinnamora and Kebang gaon under Cinnamora Police Station from eight manufacturing units under Jorhat district, informed excise sources here today. According to senior excise officials said, following complains for running brisk business in preparing and fermenting hooch (locally known as sulai) which is prepared out of molasses, i.e. goor, which is most illegal, unhygienic and unhealthy to use or drink, as they use highly

Tezpur "City of Beauty" turns into city of garbage ET Correspondent Tezpur, May 11: "Tezpur" that has name and fame as a city of beauty with natural infrastructure has now a days become a city of garbage dumping leading into a chaotic situation in the town due to the frequent strike by the cleaners under the municipality board and the chaos and hectic lobbying among the municipality board members. It is to be mentioned here that the Tezpur Municipal Board constituted in 1894 under the provision of the municipal act covers an area of 7.10 sq km. having a council of 19 elected ward commissioners. As per the official record, the Grade II status Tezpur municipality board with a demographical representation of municipal area records 58,559 according to the 2011 census. The slum population inside the municipal area is 6,672. The total house hold in the municipal area is 13,749. However, the denizens here lament that the Tezpur Municipal Board which is committed to provide different facilities to the public like water, Street light, roads and drainages, sanitation (lifting and cleaning of garbage) etc. has totally failed to meet all these public need in a real sense. "Separate high courts are likely to be set up in Mizoram, Nagaland and Arunachal Pradesh after the constructions of the necessary infrastructure," a ministry statement said. NGT dismisses plea on royalty date extension Shillong,May 11: The National Green Tribunal (NGT) on Tuesday dismissed two applications filed by the State coordination Committee and Ka Hima Nongstoin Land Owners' Association seeking extension of the time for the payment of royalty. House panel summons top officials Shillong, May 11: The Public Accounts Committee (PAC) of the State Assembly has summoned top officials of the state government for non-compliance of its report relating to Umroi Airport project. "We have decided to summon the officials to appear before the committee on May 24," the PAC chairman Paul Lyngdoh told reporters after a meeting of the committee here on Tuesday. Those who have been summoned include Chief Secretary KS Kropha, Deputy Commissioner of Ri Bhoi District Pooja Pande, officials from the departments of Revenue, Transport and PWD (Building).
Lyngdoh said that the departments have failed to come up with the 'action taken report' as per the findings of committee, the report of which was placed before the state assembly during the just concluded session. According to Lyngdoh, "The PAC has found the Deputy Commissioner of Ri-Bhoi had acted in a very arbitrary manner as far as acquisition of land and payment of compensation to those whose land has been acquired for the project." "We have called this meeting to end this harassment faced by the land owners," Lyngdoh said. He observed that rightful land owners were to be identified and justice be
delivered to them in conformity with the law. "Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act has been passed by the Parliament. The concerned departments do not seem to have had the courtesy of going through the committee report," he said adding "Therefore, we issued summons to them to come up with adequate and sufficient answers. GSWSS project : The sanction for the Phase III of the Greater Shillong Water Supply Scheme (GSWSS) has been plagued by delays and inadequacies as the actual implementation and achievement is only 38
per cent as per CAG report. Informing this, Lyngdoh said, "The GSWSS has run into rough weather with a delay of two years. However, the department has received Rs Rs 43.5 crore for the phase IV of the project. During the inspection of the site at Mawphlang in January, the PAC found that the project has made considerable progress." Commenting on the delay of the project, he observed that the PWD and PHE department should work in tandem for the speedy completion of the project. "We want an assurance from the PHE department to complete the project by March next year," he said add-
ing that the department was, however, apprehensive about meeting the March-next deadline. Replying to a query on providing safe drinking water, Lyngdoh said, "The GSWSS safety level is satisfactory but the people of Greater Shillong are receiving water from seven sources. Of these water is treated at two sources and the remaining five are conventional sources, where water is not treated." Ideologically it sounds quite rational that all the socio-political and economic problems besetting Manipur are outcomes of Manipur's
merger with India and its only solution lies in restoring the sovereignty of Manipur. But one needs to look at the present reality beyond this ideological understanding. The demand for ILPS is driven by the lurking threat of possible decimation of the Meiteis in the vast ocean of Indian people whose total population is over 126 crore as against the Meiteis' total population of just around 10 lakh. The same logic is applicable to the demand for enlistment of Meitei/Meetei in ST category. The same campaign would prove to be a significant step towards transforming hill-valley
brotherhood into reality by way of bringing the Meeteis and tribes on a common platform. On the other hand, no tribes of Manipur would welcome any suggestion to give up their ST status and join Meiteis who are without any Constitutional safeguard in order to take on Indian people collectively. Moreh border gate remains open: Police Imphal,May 11: Police on Tuesday dispelled rumours that the border gate between India and Myanmar at Moreh in Manipur was closed and said it was functioning as usual. "There is no restriction of movement through the gate as it has never been closed," a senior police official said and urged people not to give credence to rumours contrary to the official version. Nobody could come to the border gate on May 8 following a 24-hour general strike at Moreh called by civil bodies, demanding immediate recovery of the two Indian fishermen missing since May 2, he said. "Probably, my patriotism became my biggest enemy. I am saddened at leaving you all, but I am not able to handle myself," he added.
Meanwhile, the CBI has denied harassing Joshi, stating that raids and searches were carried out as part of the investigation. Posted in the MHA's Foreigners Division, Joshi reportedly had access to files related to Foreign Contribution Regulation Act (FCRA). He is accused of accepting bribes for getting FCRA clearances done. Joshi has, however, refuted the charges, saying he was 'pressurised' by his superiors to give clean chit to some organisations.

It is evident that cyber crime is growing with increasing internet penetration where by electronic communication has become easier. With Internet usage soaring in India, so is cyber crime, but India's laws do not appear to be adequate to tackle the surge. In the three years up to 2013, registered cases of cyber crime were up 350%, from 966 to 4,356, according to statistics from the National Crime Records Bureau (NCRB). As cyber crime rises, there are indications that the criminaljustice system is unable to cope, with a minuscule percentage of convictions reported, although there is no reliable, nationwide data. The government says that use of social media has also emerged as a key tool committing cyber crimes and attacks that affect nation and society and is conscious of increase in cyber crimes. It has taken various steps in the form of awareness, training, legal framework, emergency response and implementation of best practices to prevent occurrence of such cyber crimes.
Anti-Hijacking Bill Death penalty clause The Lok Sabha passed the Anti-Hijacking Bill, 2016, that broadens the definition of hijacking to include technological interventions and intimidation and introduces the provision of death penalty for perpetrators. The Bill got the Rajya Sabha nod last week. Piloting the bill, Civil Aviation Minister Ashok Gajapathi Raju said the government was trying to deal with the problem of security of airports through a mix of technology and manpower . The bill amends the 1982 act which only provided for death penalty for the hijackers only in the event of death of the hostages.The Anti-Hijacking Act of 1982 had undergone minor changes in 1994. But the need for giving "more teeth" to law-enforcing agencies vis-a-vis aircraft hijacking was felt in India after the hijacking of Indian Airlines Flight IC814 on December 24, 1999. So far the country had witnessed 19 hijacking incidents. The use of planes the 9/11 attacked also pushed the need to amend existing anti-hijacking laws. Under the new law, the central government may confer powers of investigation, arrest and prosecution on any officer of the central government or the National Investigation Agency. It also says an accused cannot be released on bail or bond unless among other things, the designated court is satisfied that there is reason to believe the accused is innocent and is unlikely to commit any offence while on bail. (HCIL) is planning to produce more petrol cars following an increase in demand for such vehicles, according to a top company official. "For the last two-and-a-half-years, the demand for petrol cars has been gradually increasing. It further accelerated in the last four to five months due to the Supreme Court ban" on diesel vehicles, said Jnaneswar Sen, Senior Vice President - Marketing and Sales, HCIL. "We are increasing production capacity by 60,000 units at Tapukara District, Alwar, Rajasthan within
the next two months. This plant has capacity to produce both petrol and diesel versions," he said. Till December 2015, petrol vehicles constituted 60 per cent of the vehicles sold by the company with the balance being diesel. Reflecting on his decision, Clarke said he was eagerly waiting to meet his teammates and experience the city, while expressing hope that he could contribute to the game of cricket in Hong Kong which has been coming on leaps and bounds in recent years, Sport24 reported.
The 34-year-old, who retired from all forms of cricket following the disastrous Ashes series in England last August, returned to action in a Sydney club game in February. Clarke, who guided Australia to their fifth World Cup triumph last year, had previously suggested that he might consider playing in lucrative Twenty20 competitions such as BBL and the Indian Premier League. Shravan In ancient India, there once lived a sage named Shantunu and his wife. Both were very old and blind. The couple had a young son named Shravan. Shravan had devoted his life to serving his blind parents. He took care of each and every wish of his parents. Shravan's whole life centred around serving his parents. Once his parents said to him, "Son, we are old and do not have much time to live. Before we die we wish to go on a pilgrimage to Bharat's holy places." Shravan agreed at once to fulfill their wish. He made a kavad, a special carrier, for his parents. He carried the kavad on his shoulder and they left on the pilgrimage. Shravan was so devoted to his parents that he did not feel their weight. A few months later, they reached the outskirts of Ayodhya, the holy birthplace of Shri Ramchandra Bhagwan. Shravan's parents were very thirsty. Shravan put

Dashrath was immensely pained at the sight and asked forgiveness. Shravan told him, "My old parents, are very thirsty. Please take this water to them and quench their
thirst." After saying this he died. Dashrath took the water to the blind couple. He told them about his mistake and about their dear son's accidental death. The parents were very sad to hear this and wished to be taken to Shravan. Dashrath carried the kavad and took them to the body. The old couple grieved at their son's death. Dashrath bowed at their feet and begged for forgiveness. Shravan's Father said, "King, we do not want to curse you, as the power to curse is only in God's hands. But we can see your future. As we shall die shortly longing for our son, you too shall die longing for your son." Soon they died, longing for their dear son. The couple's words later turned out to be true for Dashrath. He, too died, longing for his son Shri Ram. Today, we remember Shravan for his sincere service, duty and devotion to his parents.

What you'll need: Corn syrup Green and blue food coloring Water Vegetable oil A paper clip A grape A plastic bottle top What to do: 1. Pour one inch of corn syrup into a tall glass or jar, and stir in a drop of green food coloring. 2. Have your child mix a drop of blue food coloring into a cup of water. Let him carefully pour an inch or two on top of the syrup. 3. Add one inch of vegetable oil. 4. Once the liquids have settled into distinct layers, have her drop a paper clip, a grape, and then a small plastic bottle top into the jar 5. Watch how the objects slowly fall and eventually suspend in the different layers. The science behind it: Corn syrup, water, and oil are all made up of tiny particles called molecules. The more tightly packed the molecules, the more dense -- or heavy -- the liquid. Here, the syrup is the heaviest, followed by the water, and then the oil, which is why they form layers. The same holds true for the objects dropped into the jar, which is why the paper clip sinks to the bottom, the grape hangs in the middle, and the cap floats.
