AAPSU rejects CM's inquiry committees A Staff Reporter Itanagar, May 12
The All Arunachal Pradesh Students’ Union (AAPSU) today said that it rejects the proposal of the state government for two inquiry committees into the Tawang incident –one headed by a commissioner and the other headed by the local ADC. “We cannot expect an independent report by these committees since they are directly controlled by the state government and we cannot rule out the possibility of political involvement in the
incident” stated AAPSU general secretary BiruNasi in a press statement. Saying that the union appreciates the chief minister’s statement when he says that "no amount of relief can compensate the loss but we must ensure that such tragedies do not occur in future", the AAPSU opined that in order to avert such incidents in future the culprits need to be punished, which would also ensure justice to the victims. Claiming that past instances have revealed on numerous occasions that enquiry
committees set up by the state government do not yield satisfactory outcome, the AAPSU reiterated its demand for CBI enquiry to ensure independent inquiry so that wrongdoers are punished. A team of AAPSU delegation is also going to submit a representation to the National Human Rights Commission and Amnesty International as it opines that “the state government is not at all interested in going for an independent enquiry and are rather want an enquiry which can be dictated by them”.

NSD graduate to pitch the battle for Hastinapur at Rabindra Bhawan A staff Reporter Guwahati, May 12: NSD graduate Manash Protim Neog, with the support from Ministry of Culture, Govt. of India, is all set to pitch the battle for Hastinapur at Rabindra Bhawan, Guwahati on 13th May 2016. The eternal conflict between the Kauravas and the Pandavas are depicted in a post-modernist twist through Neog's play which is quirkily named "Juvaraaz@Kurukshetra Live". The play is inspired from Dr. Khargeshwar Bhuyan's novel 'Juvaraaz' which explores the story of the Mahabharata from the perspective of Durjyodhana, the eldest of the Kauravas. Casting aside the embellishments of the story of the Mahabharata, the Kauravas and the Pandavas are brought to a human level. The play begins with the TV interview of a defeated prince, the Juvraaz of Hastinapur. He narrates the incidents preceding his downfall at the hands of his kin. Juvraaz reveals his innermost desires and secrets which he had not told anybody about, until now. The play explores his love for the princess who has nothing but scorn for him, and his battle with himself and his cousin brothers, which ultimately leads to his end. Good and bad is decided by the
one telling the story. Evil and divine are sides of the same coin, seen from the perspective of the one who holds it at the moment. The staged saga is based on the ego tussle underlying Mahabharata's core story, from the perspective of the Juvraaz Dirju. The events take place in a contemporary context, and though it is loosely based on the plot of the Mahabharata and the novel 'Juvaraaz', the playwright has created an entirely different saga, which is new and varies considerably from the incidences that occur within Mahabharata. The play is a production of New Age Actors' Theatre (NAAT), a theatre group started by Manash Protim Neog, which incorporates nuances of mime, physical theatre and puppetry to create new forms of storytelling. NAAT has collaborated with Dept. of Acting, Jagiroad College and Puppet People in this unique production. Incidentally, Jagiroad College is the first ever institution in North East India to offer a UGC approved and full-fledged BA degree in Acting. The performance, to be inaugurated by noted Mime artist and Sangeet Natak Academy award recipient Sri Moinul Haque, will begin at 6.30 PM at Main auditorium, Rabindra Bhawan, Guwahati, Assam.

The returning officer for Tura Parliamentary constituency Pravin Bakshi has lodged an FIR against her for violation of model code of conduct while campaigning for by polls. The FIR was lodged while responding to a complaint filed the state unit of BJP protesting a 'communal speech' Dikkanchi had delivered during an election rally recently. Bakshi had earlier issued a notice to the Congress candidate in seeking a clarification in this connection. However, since the reply given by the Congress party was not satisfactory, the FIR was lodged by the Returning Officer. Earlier on Friday, the Chief Electoral Officer Frederick Kharkongor had said that a clarification was sought from the Congress candidate regarding the comments she made during an election rally. On May 2 in one of the campaigns at Dadenggre , Shira had said, "NPP and the BJP have an agreement
for five years in which they would leave Tura for the NPP. But the NPP would be working on the BJP agenda. The BJP cannot protect minorities like Christians and Muslims". Agartala, May 12: As a precursor to remvoing all the 10,440 unmanned level crossings (UMLCs) across the country by 2020, a beginning is being made in Assam by deploying a 'gate mitras' - literally friend at the gate - at six such places in Assam to bring down accidents, an official said. "Assam's Tinsukia division of Northeast Frontier Railway NFR has recently deployed gate Mitras at six UMLC gates to ensure safety of road uses. Gradually gate mitras would be deployed at other places in the northeastern states," NFR chief public rela-
tions officer Pranav Jyoti Sharma said. "To avoid accidents, gate mitras have been deployed at such UMLCs where the road traffic is high and there are apprehensions of mishaps," he added. The gate Mitras would be paid Rs.7,000 to Rs.10,000 per month. They would stay at a nearby railway station or a government building and would be provided a schedule as to when they should be at the crossing. The railways would provide them with a uniform, alongwith a high-power light, a flag and a whistle to eanble them
"The idea is to put in place a mechanism before all UMLCs are eventually converted into either manned gates, limited height subways or road over bridges depending on the feasibility," he added. The official said that normally caution boards are also erected on both sides of the UMLCs to alert road-users. Speed breakers are also provided on both approaches. Drivers of passing trains are mandated to sound a loud continuous whistle while approaching UMLCs. "However it is seen that accidents do occur when
road users fail to be alert while crossing the railway track. The gate mitras would counsel people to be alert and to educate them to gauge the speed of the trains so that they do not take unnecessary risks while crossing the railway track," Sharma added. "This initiative of NFR is expected to go a long way in minimising accidents at UMLCs," he added. Mishaps at UMLCs have been claiming many lives over the years. Of the 29,487 level crossings across the country, 19,047 are manned and 10,440 are unmanned.(Agencies)

She stated that there are few schools that cater to the needs of persons with disabilities and government run disability schools are non-existent. "Except for some, thousands of persons with disabilities are confined in their homes especially in rural areas where no kinds of services or rehabilitation are accessible to them. Tura, May 12: The high voltage by-poll for Tura Parliamentary seat, slated for May 16, has started to witness a lineup of BJP's big shots campaigning for NPP candidate Conrad K Sangma. After BJP's in-charge for Meghalaya Nalin Kohli, the party has sent Union Minister for Tribal Affairs Jual Oram to woo the voters of the constituency. Oram, while addressing an election rally at Gokulgre village, near Bajengdoba on Wednesday, said that a victory for Conrad would immensely benefit Garo Hills because as a partner of the NDA he would be able to take up issues concerning development and funds directly with the Union government headed by Prime Minister Narendra Modi. He was accompanied by Meghalaya in charge Nalin Kohli, the state BJP president Shibun Lyngdoh and a host of other BJP and NPP leaders. "The NPP is an alliance partner of the NDA. If elected Conrad will have direct access to the various ministries of the government of India and Garo Hills stands to benefit in the area of development," said Oram. While reiterating the Centre's keenness to develop Garo Hills, the tribal affairs minister said that New Delhi is prepared to sanction more funds but would seek accountability for its use. He gave an example of the recent allocation of Rs 200 crore by the Centre for the GHADC. Accusing the Congress of attempting to use money power to win the by-poll, Oram cautioned the voters against such attemps. Conrad Sangma, while addressing the rally, appreciated the support Modi and the BJP have provided for his election. Nalin Kohli, BJP national spokesperson, urged the electorate to send a message to Chief Minister Mukul Sangma that those who work for development will only get votes. On a humorous note, Kohli said, "Hand of Congress party is very personal and it works on its whims and fancies". Bose's appoitment: Kohli, meanwhile, has appointed Biplob Kumar Bose, spokesman of BJP's Meghalaya unit, as the co-ordinator for Tura by -polls. Bose has been entrusted to arrange and facilitate the visits of Central leaders and Union ministers to Garo Hills to campaign for the NDA candidate Conrad Sangma.(Agencies)

US envoy lauds Jaitley as Parl. passes new law on bankruptcy New Delhi, May 12: United States envoy to India, Richard Verma, on Thursday praised Union Finance Minister Arun Jaitley as both houses of Parliament passed the Insolvency and Bankruptcy Code, 2016, seeking to improve the ease of doing business in the country by enabling banks to wind up companies faster. "Congratulations to Indian Parliament, Finance Minister Arun Jaitley and the Finance Ministry on passing new Bankruptcy Law, a key piece of economic reform legislation," Verma said in a
tweet. The Rajya Sabha yesterday passed the major economic reform Bill moved by the Government Insolvency and Bankruptcy Code, 2016. The Lok Sabha passed the Bill earlier on May 5. "This is considered as the biggest economic reform next only to GST," the Ministry of Finance said in a statement. US envoy lauds Jaitley as Parl. passes new law on bankruptcy ing to reorganization and insolvency resolution of corporate persons, partnership firms and individuals in a time bound
manner and for maximization of value of assets of such persons and matters connected therewith or incidental thereto.
The law aims to consolidate the laws relating to insolvency of companies and limited liability entities (including limited liability partnerships and other entities with limited liability), unlimited liability partnerships and individuals, presently contained in a number of legislations, into a single legislation. Such consolidation will provide for a greater clarity in law and facilitate the application of consistent and coherent provisions to different stakeholders affected by business failure or inability to pay debt. The Insolvency and
Bankruptcy Code is a comprehensive and systemic reform, which will give a quantum leap to the functioning of the credit market. It would take India from among relatively weak insolvency regimes to becoming one of the world's best insolvency regimes. It lays the foundations for the development of the corporate bond market, which would finance the infrastructure projects of the future. The passing of this Code and implementation of the same will give a big boost to ease of doing business in India. (ANI)

Manji told, "Every state government is responsible and answerable for whatever is happening within its boundaries and so is the case in Bihar. Now, if we talk of Bihar then I will say that the people of the state have voted for the JD (U) and RJD to maintain the law and order situation, I requested the Prime Minister for a CBI inquiry, the truth will come out then." "Gaya is not the lone case which is an example of 'jungle raj', there are many more. This case was shocking, it showed the people of these parties believe that nobody can stand in front of them, they are terrorising people," he added. Tejaswi Yadav yesterday listed several cases, in-
cluding the Pathankot terror attack, to deny the opposition's charge that there was jungle raj in the state. "Isn't raising of Pakistani flags in Kashmir valley an example of jungle raj? What about terrorists' attack on the IAF base at Pathankot, isn't that jungle raj," Tejaswi, the son of RJD president Lalu Prasad Yadav, said. "In Madhya Pradesh, an officer was killed brutally by sand mafias. In Vyapam scam, witnesses were killed one by one ... but this is not called a 'jungle raj'," he said. "When an engineer was killed in Jharkhand, neither the conscience of the BJP was pricked nor the BJP-supported media remembered 'jungle raj' jumla (euphism)," he added. Brazil President Dilma Rousseff suspended from office Brasilia, May 12 : Dilma Rousseff has been stripped of her presidential duties for at least six months after Brazil's senators voted 55-22 to impeach her and put her on trial. The lawmakers accepted the charges against Rousseff, accusing her of manipulating government accounts to hide a growing public deficit ahead of her re-election in 2014. Rousseff, Brazil's first female president, will have to step aside for at least six months while she is tried in the upper house and her judges will be senators, many of
whom are accused of more serious crimes, reports the Guardian. For Rousseff's leftist Workers' Party and its supporters it's a day of shame for Brazil's political class. While many acknowledge that her shortcomings that she never appeared comfortable dealing with Congress or communicating with the nation, they claim she is the victim of a "coup" by the opposition who were unable to accept her victory last election and deliberately caused instability to grab power. "This is the saddest day in the history of our young
democracy. This isn't a valid Constitutional process, it is a coup that goes against the opinion of the majority in the 2014 election," the Guardian quoted said Vanessa Grazziotin, a senator from the Communist Party of Brazil as saying. ing. Jaishankar discussed on the process of water sharing with Bangladesh and assured that New Delhi is trying to bring down the number of deaths in the bordering areas between the two countries. He added that Indian au-
thorities are working on easing up the visa issuing process for Bangladeshi people. The visiting Foreign Secretary also conveyed that India will continue to provide assistance to its Bangladesh. China to block India's entry into Nuclear Suppliers Group ANI Washington D. C., May 12 : China and Pakistan are closely coordinating moves to block India's entry into the Nuclear Suppliers Group (NSG). Beijing is using Pakistan's Non Starter position with the NSG to block India's application in the name of parity, stating that it would either support NSG entry for both India and Pakistan, or none of them. Talking about the China Pakistan grand strategy to stall India's admission into the NSG, well placed U.S. sources who work with the NSG said from all counts it does appear that China and Pakistan are coordinating closely to stop the Indian entry. The sources pointed to the fact that when India sought an information session with the NSG Participating
Governments (PGs) at the recent NSG Consultative Group meeting on April 25 and 26, where it would have made a formal presentation to the NSG Group in support of its membership, Pakistan requested for a similar discussion slot with
the NSG PGs. Sources said that even though Pakistan was fully aware that its request would be rejected, it made its application at the cue of China, in order for Beijing to look even-handed when it sought the rejection of
both requests on grounds of parity. Providing an insight into the China-Pakistan plan to stall India, sources say that Pakistan is now going to write to all the NSG PGs about its wish to join the NSG. This is being done in anticipation of an application by India for NSG membership at the forthcoming plenary session of the NSG in June. The Pakistani application, added sources, is "just a decoy" for China to reject both applications on grounds of parity. China knows that Pakistan does not stand a chance at the NSG, and most of the NSG states will reject Islamabad's application. By taking the lead in rejecting the Pakistani application along with that of India, China would like to project its position as
"neutral" when in reality it is "working in tandem with Pakistan to stall India's application ". U.S. sources are disappointed with the Chinese tactics of "using Pakistan's non credentials with the NSG to settle scores with India". Informed sources say that this strategy is not a secret and during Pakistan President Mamnoon Hussain's visit to China in November 2015, China revealed its hand when it told President Hussain that if India is allowed to get NSG membership, China would ensure that Pakistan also joins the group. The Chinese government told President Hussain that "if India is allowed to join the NSG and Pakistan is deprived of NSG membership, Beijing will veto the move and block the Indian entry".
Kathmandu, May 12 : Unified Communist Party of Nepal -Maoist(CPNMaoist) Chairman Pushpa Kamal Dahalhas expressed discontentment at the government's policy and programme for lacking clear vision in dealing with Madhesi issues and conducting civic polls. Dahal taking part in a meeting of the Legislature Parliament on the government's policy and programme yesterday said that it would be difficult to hold local bodies' polls without forging political consensus. "Major parties have no differences regarding local polls. However, we should look into the validity of the polls as we will have to conduct polls for the second time in a gap of a few months to implement the provisions of the new constitution if the polls were held in November/December without resolving the concerns," the Himalayan Times quoted him as saying. He said the polls should be held only after parties forged consensus and resolved constitutional complexities. Highlighting the document
on the issue of Madhesis, the Maoist leader said the document reflected the government's unwillingness to resolve their problems. He also expressed discontentment at the lack of vision in the policy and programme to accomplish the remaining work of the peace process. "There is still debate on whether the war-related cases should be looked under regular justice system or they should be settled through the transitional justice system. The policy and programme lack clarity on this," he said. He claimed that his party was working to forge consensus by bringing two other major parties Nepali Congress and CPN-UML together. "We want to stop the anomalies of forming and demolishing governments," he said. He pressed that support of Nepali Congress and United Democratic Madhesi Front was also imperative to forge national consensus. He, however, lauded the document for bringing socialist programmes as per the spirit of the new constitution.(ANI)

The Caste Question Climate Change India's Drought About 330 million people are affected by drought in India, the government has said, as the country reels from severe water shortages and desperately poor farmers suffer crop losses. As (Photo: tenstrands) summer hits India, reports of families and farmers in remote villages walking long distances to find water after their wells dried up have dominated media. High temperatures have hit parts of eastern, central and southern India in recent weeks, with scores of deaths reported from heatstroke. Every year hundreds of people, mainly the poor, die at the height of summer in India, but temperatures have risen earlier than normal, increasing concerns about this year's toll. Severe drought conditions prevail at the moment in at least 10 states in India. Maharashtra, Rajasthan, Madhya Pradesh, Gujarat, Haryana, Andhra Pradesh and Telengana are all staring at a bleak summer, already experiencing severe water shortage, with at least two months to go for the monsoons. But droughts are not unique to India. Rich and poor nations across the world are hit by all sorts of calamities, every year, due to reasons such as climate change. The burning question isn't so much why India is buckling under drought and water shortage, but rather why are the Centre and state governments so paralyzed when it comes to dealing with such crises year after year, and why are they so inept at alleviating human suffering. Such is the state of affairs that the Maharashtra government is preoccupied with preventing large numbers of weary and thirsty people thronging water tankers in order to avert water riots. While the frequency of extreme weather events is rising because of climate change, experts say that the prevailing crisis is a combination of governance and policy failures which go back decades, and the apathy of the Indian state to the suffering of the poor. Last month, the Bombay High Court asked the Mumbai and Maharashtra cricket associations whether it was more important to provide drinking water or to use 60 lakh litres to maintain cricket pitches for the Indian Premier League tournament. Even after calling it "criminal wastage," the High Court did not stay the first match on April 9, and sought more information on whether the water supplied to the stadiums was potable or nonpotable. While 10 states have declared a state of drought, Maharashtra is in throes of abject suffering. People don't have water to drink, cook or perform their daily ablutions across vast tracts of the state. In Latur, two big hospitals reportedly stopped surgeries due to lack of water and several agro-based industries had to shut down, forcing migrant laborers to return to their home states.
Whether RohithVemula's anti-Brahminical outburst is a resurrection of age-old caste movements or a convergence of Left and Ambedkarite politics; the pertinent question is, how Indian democracy could have further eradicated caste-based oppression since independence? The Indian Caste System was a closed system of social stratification with four hierarchically ranked castes called Varnas covering over 4000 specialized occupational subcastes, called Jatisas per the Anthropological Survey of India. Hereditary specialization, sacred hierarchy and mutual repulsionwere the three main characteristics of the system behind ritualistic practising of endogamy, occupational restriction and restriction of caste mobility. The fourth Verna,Shudras were simple menial workers of the society. And, certain groups, designated as outcastes and untouchableswere denied access to ownership of land and other common public resources. Likewise, each individual in the society had a fixed socio-economic status based on caste. The capitalistic development and urbanisation during colonial rule could obscure the original form of caste discrimination. However, irrespective of social transformations, the ceaseless struggle for livelihoods prolonged this age-old pattern of discrimination at the very bottom of the social hierarchy. There were many movements in the pre and postindependent India for eliminating the inequalities and injustices associated with the caste system. The main demands of caste movements before independence were freedom from the caste-specific imposed labour, grant of forest or waste lands for cultivation, and
removal of legal disabilities from owning land. Gandhi integrated the issue of abolition of untouchability into the national movement. In 1935, the British Government of India came out with a list of 400 groups considered untouchable, as well as many tribal groups, latertermed as Scheduled Castes and Scheduled Tribes. Ambedkar agreed to the Poona Pact by which these communities were given reserved seats in electoral bodies within the Hindu society. With independence, the Constitution prohibits discrimination (Article 15) of any citizen on the grounds of religion, race, caste, etc.; untouchability (Article 17); and forced labour (Article 23). It provides for specific representation through reservation of seats for the SCs and the STs in the Parliament (Article 330) and in the State Legislative Assemblies (Article 332), as well as, in Government and public sector jobs, in both the union and state Governments (Articles 15(4), 16(4), 330(4) and 335). Articles 341 and 342 of the Constitution include lists of Scheduled Castes (SC) and Scheduled Tribes (ST) entitled to privileges of guaranteeing seats in national and state legislatures, village panchayats, government jobs and educational institutions. In 1982, the Constitution specified 15% and 7.5% of vacancies in public sector and government-aided educational institutes as a quota reserved for the SC and ST candidates respectively subject to review after five years. In fact, the reservation in India is an affirmative action to provide greater opportunities to traditionally deprived social groups. Even though related, can the strong persistence of social discrimination be equated to economic dis-
Image for representational purpose (Photo: endcaste) parity in India? In this connection, one firm argument has been that reservations should be based on economic criteria rather than caste system. However, the caste and economic status have been largelycorrelated as castebased discrimination hinderseconomicadvancement of the lower castes. The Mandal Commission report in 1978 pointed out that caste was the maincontributing factor for social and economic backwardness in India. Even, otherBackward Castes as intermediate castes in the social hierarchy did suffer from certain ritual disabilities as compared to the upper castes, even ifthey often had access to land and other economic resources. The Commission recommended for reservation of 27 per cent seats for OBCs, in addition to 15 percent for SCs and 7 percent for STs.However, the Supreme Court of India ruled that reservations cannot exceed 50% which it judged would violate equal access guaranteed by the Constitution. The caste hierarchy has been breaking down under the impact of social reform movements and many government's policies & programmes. The overall improvement of Scheduled Castes/Tribes is actually attributed to the
invisible processes of socio-economic change including industrialization, urbanization, agriculture and rural employment growth. And, the public initiatives like universal primary education, health facilities, anti-poverty programmes, rural income-generating and employment guarantee schemes, literacy campaign and the campaign for abolition of child labour were crucial. Whereascaste discrimination has been outlawed in India, it has become a means to compete for access toresources and power in modern India, such as educational opportunities, new occupations, andother improvements in life. This trend is connected to India's preferential policiesand the implementation of these policies. In spite of debates and controversies over thepreferential policies, they have still had a very significant impact on many groups amongthe lower and backward castes with an increase in representation in elected offices. They have alsobecome an important element in electoral politics and have gone on to form strong politicalparties in various regions. People from these disadvantaged groups have largely made their wayinto government
jobs as well as all levels of educational institutions. One survey in 2006 reveals that due to job reservation, the presence of Scheduled Castes and Tribes in regular employment is increased by about 5 percentage points. However, given the wide difference in educational standards between upper caste and these communities, greater emphasis must be given on improving the educational standards and the job-related attributes of persons from these communities. Access to quality education is increasingly becoming the most crucial determinant of subsequent life achievement for many socially and economically marginalised groups. As per Marx, all societies were divided into privileged and underprivileged classes; although the dividing line might be obscure in many cases due to persistence of many stratified societies like Indian caste system. The various safeguards built into the social structure of caste prevented progressive polarisation of class differences in India. The trickle-down based national growth policies after independence have also mostly benefited the elite and rich, leaving behind the deprived in par-
tial stagnation like the huge agricultural sector on which the bulk of the people depend for livelihoods. Again, the Backward Castes have gained considerable economic advantage after Jamindary abolition in the post-independence land reforms. This new-found strength increased their political clout and impeded further tenancy reforms which can be seen as co-mingling of class and caste interestsin an undeveloped capitalistic society. As per Dalit intellectual Chandra Bhan Prasad, "Class is gradually replacing caste as the dominant factor in Indian society".Unless the socioeconomic transformation diffuses the feudal wealth and relations, caste oppression will persist with newer formulations and empowered intermediate groups. Apart from enhancing social mobility for economic development, the Indian democratic polity has also increased caste, community and identity consciousness. The politics of demand for Backward Caste andtribal status, and the extension of reservation to private sector jobs are the corollaries of the policy of compensatorydiscrimination itself, its implementation owes and persistence disparities.
Mercury transit helps scientists study the planet Rhino poaching Threat of extinction
Great One-Horned Rhinos in Assam's Manas Wildlife Sanctuary is faced with threat of extinction within 30 years if the authorities fail to crack down on poaching with all the powers at their disposal, warns a UN body. UNESCO World Heritage Centre says continued reintroduction of rhinos in Manas sanctuary --a UNESCO World Heritage Site-- will not yield result unless poaching is eradicated. But apart from the unabated killing of rhinos in Assam notwithstanding, the Centre has claimed that its population has been increasing in the three States of Assam, Uttar Pradesh and West Bengal. It has also asked the government to increase the number of frontline staff, as proposed under the Tiger Conservation Plan, and to take appropriate actions to improve staff morale and ensure adequate equipment for them to protect the sanctuary from heavily armed poachers and insurgent groups. The report of a Rhino Population Viability Analysis by IUCN Conservation Breeding Specialist Group carried out in 2015 indicates that unless poaching is eradicated, continued reintroduction of rhinos is unlikely to result in a viable population in Manas, and rhino could become locally extinct within 30 years. In addition to provision of stringent punishment for the offenders, the Wildlife (Protection) Act, 1972 also provides for forfeiture of any equipment, vehicle or weapon that is used for committing wildlife offences. Financial and technical assistance is provided to the State governments under the Centrally sponsored schemes for providing better protection to wildlife, including endangered species and improvement of their habitat. The Wildlife Crime Control Bureau has been set up to ensure co-ordination among various officers and State governments in connection with the enforcement of law for control of poaching and illegal trade in wildlife and its products. Also recently police have arrested four forest guards on suspicion of helping to cover up rhino poaching in a national park .The arrests relate to an incident last year. Kaziranga has fought a sustained battle against rhino poachers who kill the animals for their horns, which fetch huge prices in China and Vietnam where they are deemed to have aphrodisiac and cancer-curing qualities. A recent census estimated there were 2,500 onehorned rhinos in the park out of a global population of around 3,300.

Television's Role

Sir, Nowadays people, irrespective of their age are used to or rather addicted to viewing of television. The news and the serials apart, a sizeable number of viewers get entertained by the series of 'Savdhan India', 'Crime-Petrol' and such other Crime serials. The series, undoubtedly, greatly influenced all sections of the viewers, the acting of the artists too are very lively with thrilling story and pleasant presentation. But the Producers or Directors whosoever they might be must not turn their blind eyes to certain vital points that might cause damage to a section of the viewers. Certain scenes involving suicides or certain romantic scenes could be avoided. There must be either a 'Censor Board' or a 'Regulatory Authority' to monitor certain objectionable scenes. Else, such scenes are bound to dent the sensitive minds of a section of view-

Doug Hudgins, Exoplanet Exploration programme scientist at NASA headquarters, explains that a dip in the brightness of a star during a transit means there is a planet orbiting the star, allowing scientists to mark new solar systems. What The 'Ridiculous' Tussle Over The Kohinoor Actually Means The recent cacophony regarding the Koh-I-Noor diamond and its 'rightful owner' has become an excellent reflection of the post-colonial bitterness between India and Britain. This diamond which currently sits on the crown of the late matriarch of the British Royal Family, Queen Elizabeth (often confused with her daughter, Queen Elizabeth II) has been at the center of the very undiplomatic proceedings between our country and Britain. A very vocal majority of Indians (most of who believe that it was stolen from their country) supported the decision to 'bring back' the diamond to India while the Britons maintained that it was 'gifted' to them. The Prime Minister of the
United Kingdom, David Cameron, in a previous interview had added (quite amusingly) that if the Koh-I-Noor were returned to India, the British Government would be forced to return all the other artifacts of the British Museum that were either 'gifts' to the empire or were acquired via force from their erstwhile colonial dominions. It is even more interesting to see that the government flipped its stance over the issue after its support of the idea that the Kohinoor was actually 'gifted' did not garner support with the Indian masses. As a dominion of the English Empire, India had very little to say about what would happen to the 105 carat diamond originally mined in Golconda. But, as a sovereign re-
public today, India has a characteristic voice to lay claim to a gem, which it believes is a reflection of the exploitation, plunder and the perverse rule of the British Raj. But the bitterness against the Raj has not ended even as India is nearing her seventieth year as a sovereign nation. I was recently rebuked for showing excitement at the birth anniversary of the nonagenarian British monarch, who also happens to be the longest reigning monarch of that country. I was told that it was 'un-Indian' of me to be excited about the anniversary of a British monarch, whose predecessors had so gladly plundered India off her wealth. I was confused, and very much so. I began to wonder what a
"true-Indian" would do. Tweet obscenities against the Queen of England? Or perhaps even burn her effigy in the streets for refusing to return the Kohinoor that her predecessors 'stole' from us? This episode reminded me of the real patriots of this country who dictate how a 'trueIndian' should behave. I believe, firmly and unequivocally, that the colonial rule of the British in India has done more harm than good, but we cannot right those historical wrongs by shouting obscene slogans or by devising bizarre plans. Reconciliation and mediation are always better mediums to begin a discourse. Instead of shouting mindlessly and creating a cacophony, we can negotiate and talk. Our
constitution guarantees the right to speech and we have to accept that right to be fundamental, not absolute, even worsefarcical. Coming back to the unromantic episode of the Koh-I-Noor, there was a recent meme which captured the whole scene, rather humorously. It was about the visit of Prime Minister Narendra Modi, who in a reception at the Buckingham Palace asked the Queen outright, "Where's our diamond?" I was surprised that many comments took this seemingly harmless joke to be true and encouraged the government to indeed demand that the diamond be returned to India immediately. Thankfully, our Prime Minister knows better. It is impossible for a visiting Head of Gov-

What occurred in 1947 was meant for a new beginning, not to create the Indo-Pak conflict, but to prevent it. After graduating from Oxford, Anjali returned to India. From classrooms to summer balls, grocery to boxing-day sales, homesickness to the first taste of freedom, it knotted her emotions and experiences. Having them scattered, she was now looking for this ribbon. Searching through the
memories at Oxford. Sharing strong cultural ties, she found in Anjali her own reflection, a home away from home. Together, they formed an unfenced tale of Indo-Pak friendship. Longing to get her glimpse, on the other side, Maria was surrounded by passionately hurled patriotic slogans. As she spotted Anjali, she rushed towards the gate and waved at her. The 58-year-old was elected to the post after the ICC Full Council's approval of constitutional amendments proposed by the Board following its April meeting. Manohar, who on Tuesday resigned as the President of the Board of Control for Cricket in India, is the first elected independent Chairman of the game's governing body and will commence his two-year term with immediate effect. According to the election process, ICC directors were each allowed to nominate one candidate, who had to be either a
Veteran cricket administrator Shashank Manohar present or past ICC director. Nominees with the support of two or more Full Member directors would have been eligible to contest the election, which was scheduled to have been concluded by May 23. However, given that Manohar was the sole nominee for the position
and the Board has now unanimously supported his appointment, the independent Audit Committee Chairman, Adnan Zaidi, who has been overseeing the election process, has declared the process complete, and Manohar the successful candidate,' the ICC said in a release.
Manohar is a prominent Indian lawyer who served his first stint as the BCCI President from 20082011. Following the passing of Jagmohan Dalmiya, Manohar was re-elected as the BCCI President in October 2015 and, by virtue of that position, has held the role of ICC Chairman since then. Commenting on his election, Manohar said: "It is an honour to be elected as the Chairman of the International Cricket Council and for that I am thankful to all the ICC directors who have put their faith and trust in my abilities. I also take this opportunity to thank all my colleagues in the BCCI who have supported me during my recent time as the BCCI's President. "These are exciting times for international cricket as
Sushil wants trials against Narsingh after first list omission for Rio Games
Sushil Kumar ANI Sonipat (Haryana), May.12 : Double Olympic medallist Sushil Kumar on Thursday insisted he is not disheartened despite not
featuring in the first list of wrestlers sent to the Indian Olympic Association for the forthcoming Rio Games. "I am not at all sad. My
work is to train hard and provide good results which I am doing efficiently," said Sushil, who clinched bronze medal at the 2008 Beijing Olympics and silver winner at London Games four year later. The stalemate around India's representation in the 74-kg men's wrestling continues to remain a bone of contention as the Wrestling Federation of India has picked Narsingh Yadav ahead of Sushil in the first list. Narsingh secured the country's first Olympic quota in wrestling after winning bronze medal at the World Champion-
ships last year. However, Sushil, who switched from 66kg to 74kg in 2014, wants trials to determine who should go to Rio Games. "Whoever is better and stronger of us (Sushil and Narsingh Yadav) must be sent for Rio. I am ready for trials. Then only we can determine who is stronger. Our government and federation have spent money on me for the past two years so that I can do something for the country," the 32-year-old added. So far seven grapplers have secured their berths for Rio Games, the most for India in the sport at any Olympics.
we are presently carrying out a comprehensive review of the 2014 constitutional amendments which is aimed at not only improving governance structures, but cricket structures as well. The ultimate objective is to grow our sport and engage a whole new generation of fans and I look forward to working with all stakeholders to shape the future of cricket, which has a proud history and rich tradition." In order to accommodate the new position of an "independent" ICC Chairman, on Monday the Full Council unanimously approved various amendments to the ICC's constitution. The amendments also included the abolishment of the President's post with effect from the 2016 ICC Annual Conference in Edinburgh, which has become redundant.

Ahmed Shehzad's ANI Karachi, May.12 : The Pakistan Cricket Board has refused to entertain out-of-favour opener Ahmed Shehzad's plea seeking his inclusion in the training camp for the upcoming England tour. Shehzad was omitted from the 35-man camp starting from May 13 in Abbotabad on disciplinary grounds. According to the Dawn, the maverick opener believes his fine performances in the recently concluded Pentangular Cup should be taken into consideration. However, the PCB, who have shown leniency to-
