At least 82 people were killed and 35 others injured when explosives kept inside a building went off at Petlwad town in Jhabua district of Madhya Pradesh today, police said.

Meghalaya launches MHIS-2 in the State ET Correspondent Shillong, Sep 12: Meghalaya government today launched the Meghalaya Health Insurance Scheme phase-II to provide health insurance to all in the State.

Health minister AL Hek launched the programme at the function held at San Mer Secondary School, on the outskirts of the Shillong city. Mr Hek informed that the Meghalaya Health Insurance Scheme phase-II provides insurance cover for hospitalization and treatment in all government and private hospitals in the State including empanelled private hospitals outside the State which are located in Guwahati, Chennai, New Delhi, Gurgoan, Vellore, Hyderabad, Kolkata for a wide range of diseases which include cost related to MRI, CT scan and other investigations. “During the first phase of MHIS launched in the year 2012, the scheme had provided insurance benefits to more than 40 thousand families of the State with a total claim of more than Rs.16 crores”, said Mr Hek adding that the success of the PhaseI, had inspired the government to carry on the second phase of this programme.

Meanwhile, local legislator Ronnie V Lyngdoh said that till date out of twelve thousand eligible families for the scheme in Mylliem constituency only one thousand families have enrolled for the second phase of MHIS. He urged the people of Mylliem areas to come forward and enroll themselves to enable themselves to avail the benefits as provisioned under the scheme.

The scheme is available to all the people of the State except state and central government employees. Under the scheme, beneficiaries will be entitled up to Rs. 2 lakh coverage at the time of hospitalization and it is extendable up

Pressure groups to hold protest march against Ordinance ET Correspondent Shillong, Sep 12: Various pressure groups of Meghalaya would be holding a peaceful protest march on Monday to demand revocation of the Ordinance promulgated by the State government to empower traditional institutions.

Permission to this end was granted by the District administration of the East Khasi Hills district, Shillong. “We have got the permission from the

district administration today”, informed the Hynniewtrep Youth Council (HYC) general secretary Mr Robertjune Kharjahrin here on Saturday.

Hindi must get official language status at UN, says Rajnath Singh Agencies Bhopal, Sep 12: Union Home Minister Rajnath Singh on Saturday pushed for making Hindi one of the official languages of the United Nations as he lamented that Hindi could not get its desired place in India probably due to regional politics. "Hindi should be made one of the official languages of the UN. When the International Yoga Day can be held on June 21 following the mandate of 177 nations, why can't Hindi language become one of the official languages of the UN? We should make efforts to achieve this goal," Singh said in his concluding address of the three-day World Hindi Conference. The next edition of the mega event will be held in 2018 in Mauritius, which has a large population of Indiaorigin people. The Minister's assertion came in the wake of reports that India is lobbying for the support of at least 129 member-nations of the UN so that Hindi is granted the status of an official language of the world body. The current official languages of the UN are English, French, Spanish, Russian, Chinese and Arabic. Singh said Hindi had united the country during the freedom struggle, but unfortunately it couldn't become the "Rashtriya bhasha" (national language). It only became "Raj bhasha" (language of governance). Unfortunately, post-independence, our leadership couldn't make Hindi the language of India possibly due to regional politics and political gains, he maintained. Hindi acts as the common link language, which binds the people from Kashmir in the north to Kanyakumari in the south, Singh said. Given the wide use of Hindi, it is a misconception that English was the 'sampark bhasha' (link language) of India, the Home Minister noted. He said according to search giant Google, the content generation in Hindi on Internet in India was 94 per cent, whereas it was just 19 per cent in English. Bollywood megastar Amitabh Bachchan was to attend the concluding session of the conference but could not make it to the event. But in his message, read out

Governor advises youth to imbibe sense of dignity of labour Contd. from Page 1

The Governor observed that the Centre is good for economic empowerment of rural community but to realise that it must involve the youth in a big way. He emphasised that youth of the State must work hard and not shy away from physical labour. Citing example of former President APJ Abdul Kalam and Prime Minister of India Shri Narendra Modi, who had toiled in their early life but achieved spectacular success, the Governor advised the youth to imbibe a high sense of dignity of labour.

He was informed that

60 persons were provided training in the last financial year, against a capacity for 360 trainees in a year because of paucity of funds. The Governor, stating that Credit Deposit Ratio of the State stands at 21.2 % whereas the All India Ratio is 78.1%, advised that financial assistance must be provided to the trained persons from the Centre by the Banks and financial institutions as part of the State Programme to generate and provide employment. He desired that the Government of Arunachal Pradesh should take up the matter with Banks and provide positive support to the Centre.

The instructors also informed that most of the machines installed in 2009, when the Centre was set up are not functioning and are outdated and the Governor advised that the machines need to

be replaced with latest ones, preferably automatic machines, which do not require much physical labour and are more efficient.

The Governor further advised the villagers to focus on value added handicrafts that fetch more profit than Agarbati sticks, where production cost is much higher than the return per kilogram of sticks. He suggested them to make handicraft items like ‘Murha’ and small chairs for children from cane and bamboo, which he opined will sell like hot cakes.

Later the Governor also visited Jotte Adventure Camp Site, Jotte. He asked the in-charge of the tourist complex to maintain the tourist facility properly to facilitate more flow of tourists particularly those interested in adventure tourism. He stressed on dust bins in the site and disposal of

plastic materials in appropriate manner. The lessee of the Complex requested for protecting the land from the erosion by Poma River, for which he asked them to submit proposal to Tourism Department.

ET Correspondent Sonari, Sep 12: The current education system in Assam had been able to increase the number of educated people in the state, but it has not succeeded in eradication of the unemployment problem plaguing the state. This is why the government must focus upon introduction of vocational subjects’ more than traditional subjects. Establishment of more and more ITI’s and polytechnics has become the need of the hour so that students can educate themselves to become self reliant and get established.

This was stated by Dr. Bolin Konwar, Vice-Chancellor of Nagaland Central University and a former student of BPBMHS School, Sonari. Dr. Konwar was delivering his speech during a discussion held among former students of the school of the 2-day Exstudents meet of the school which got underway today.

Dr. Konwar also went down memory lane while recalling his association with the school as a student several decades ago. Dr. Bhaskar Borgohain, Associate Professor, North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Suresh Ranjan Goduka, well known poet and editor of “Jiban”, Pranjit Saikia, executive editor of DY365, Mamon Borkotoky, SDIPRO, Charaideo – all former students of the school and former teachers Makhan Gogoi, Bharat Bora, Juga Saikia and several other students who assembled at the school premises took part in the programme anchored by Pranjit Saikia.

Assembly of former students of various batches has made the atmosphere livid as they re-called their days they spent as students of the school. One of the premier schools of the district, the

school was established in 1935. Earlier, the day’s programme got underway with the unfurling of the flag by Principal Sashi Hazarika and Working President of the Meet Noni Baruah. Some of the supporters also partially destroyed some vehicles in Tezpur. This led to the arrest of scores of protesters, police said, adding that they were released later.

who went for a round of inspection of the project this morning, how the damage suffered by the critical ethylene cracker unit (ECU) has made the task of commissioning the project ‘more tougher’ for them. According to sources, the ECU, which is a vital component of the 10,000 crore mega project, was damaged due to wrong handling by gas cracker engineers on Tuesday. “The officials are of the opinion that the matter will take at least

two months before the critical unit is repaired and made functional. I have instructed the engineers to leave no stone unturned and repair the damage as early as possible so that the next date for commissioning of the project can be finalized”, Gogoi told reporters during his visit. Meanwhile, sources have said that the officials out of fear of facing action had misled the chief minister when they said that it would take only two months' time.

“The repair work will take more than three to four months' time. Moreover,

after the repair or replacement several clearances from various agencies have to be taken. This will take another two to three months. The next date for commissioning of the project won’t be possible before April, 2016”, sources added.

The ECU is directly under the control of A.K. Singh, General Manager of the company. Singh, it may be mentioned here, was recently selected to be BCPL’s next managing director. The unit and technology is supplied by the Lummus Technologies of the United States and

experts from the company will repair the unit. “The temperature of the ECU cooling coils should be reduced gradually to minus 115° at the rate of one degree per hour”, an official said. The commissioning date of the project was set as September 15 and so, a team of engineers led by Singh came together who tried to reduce the temperature of the coils very rapidly, thereby causing severe damage to the critical unit. The Meghalaya High Court had passed an order on Thursday that illegal structures along the bank of Umkhrah river must be dismantled after five days from the date

the order has been issued.

The manufacturing component of the IIP saw a strong growth of 4.7 per cent in July, although this was lower than the 13-month high of 5.4 per cent seen in June. There is, however, an inconsistency in the various indicators released by the government and some private companies that measure

manufacturing activity.

The 4.7 per cent growth in manufacturing in July belies the government data for the index of eight core industries.

These eight core industries — including coal, oil, natural gas, electricity, steel, refinery products, fertilisers, and cement — grew only 1.1 per cent in July as compared to 3 per cent in June. However, the Purchasing Managers’ Index (PMI) compiled by private company Markit, which measures the input parameters to do with manufacturing,

showed that manufacturing activity in July — at 52.7 — was at a sixmonth high. The electricity component in the IIP saw a growth of 3.5 per cent in July, up significantly from the 1.3 per cent seen in June.

Growth in the mining and quarrying sector moved positive to 1.3 per cent from -0.5 in July. By usage, capital good saw a remarkable turnaround in the index. The segment grew 10.6 per cent in July compared to -2.1 per cent in June. Growth in basic goods in July was marginally lower

than June levels, while that in intermediate good was marginally higher.

The consumer durables segment saw doubledigit growth for the second month in row. The sector grew at 11.4 per cent in July compared to 17.4 per cent in June.

This strong manufacturing growth as measured by the IIP comes on top of repeated reassurances by the Union Finance Minister and the Chief Economic Advisor that domestic demand is picking up and the economy is seeing a revival.

A new study has revealed that the planet's remaining fossil fuel resources would be sufficient to melt nearly all of Antarctica if burned, leading to a 50- or 60-meter (160 to 200 foot) rise in sea level.

Because so many major cities are at or near sea level, this would put many highly populated areas where more than a billion people live under water, including Kolkata. Carnegie's Ken Caldeira said "the findings show that if we do not want to melt Antarctica, we can't keep taking fossil fuel carbon out of the ground and just dumping it into the atmosphere as CO2 like we've

Toshi Sangtam, Former Minister of state breathes his last Kohima, Sep 12: Former minister of Nagaland L.J. Toshi Sangtam passed away on September 11, at his official residence, Tuensang after a brief illness. He was 81. He is survived by his wife and four daughters. Toshi Sangtam, born in 1934, was elected to the Nagaland Legislative Assembly (NLA) in the Third Assembly from 52 Longkhim-Chare assembly constituency in 1974 as an Independent candidate.

However, subsequently he joined the United Democratic

Front. He was appointed Minister for Transport & Communications and Geology & Mining on February 26, 1974.

EC orders transfer of Bihar's home secretary, officials ahead of polls

New Delhi, Sep 12: The Election Commission of India (ECI) has ordered the transfer of Bihar Home Secretary Amir Subhani, nine district magistrates and seven police officials, including that of a senior superintendent of police ahead of assembly polls in the state. In its order, the ECI said that those transferred from districts should not be posted to any election-related post. It has also appointed Sudhir Kumar Rakesh, an IAS of-

ficer of the 1983 batch, as state's new home secretary.

As Subhani was also the Secretary for the General Administration Department, the ECI said the state government could post any other secretary-rank officer to this post. The order said Subhani could be given any other assignment by the state government. The ECI has sought a compliance report from the chief secretary within 24 hours along with copies of transfer orders. (ANI)

RDX recovered Imphal, Sep 12: A team of Imphal West district police recovered a huge quantity of RDX explosives from Sagolband Tera and Sayang areas today. Police sources said that under the supervision of Imphal West Additional SP (Operations) Th Vikramjit, a team of Imphal West district police led by Imphal West commando OC Inspector P Sanjoy arrested a KYKL member identified as Khumbongmayum Dhaneshor (55) of Tera Lukram Leirak from his residence at around 9.50 am acting on an independent intelligence input of police and inputs provided by 40

Assam Rifles. The police team recovered some RDX (IED) bombs from his residential complex.

Dhaneshor revealed that the explosives were handed over by another active member of KYKL identified as Takhelchangbam Madhumangol Sharma alias Eiga (60) of Tera Loukrakpam Leikai. He also revealed that some other explosives were kept hidden at the house of Laishram Tondon alias Somorendro (46). After this revelation, the police team rushed to the house of Tondon and arrested him. (Agencies)

Mizoram drive to stop tranpsort of illicit drugs Aizawl, Sep 12: Permits of vehicles which are seized for transporting illicit drugs would now be cancelled in Mizoram, an official statement today said. The state Transport department in a statement said that the order was issued following a meeting between Chief Minister Lal Thanhawla and leaders of the central committee of Young Mizo Association (YMA). YMA leaders had requested Lal Thanhawla to take a tough stand against not only drug traffickers and pushers, but also the transporters. The chief minister had in turn promised more stringent punishment would be meted out to vehicle owners and drivers involved in drug traf-

ficking. Transport department officials said majority of drugs in the state, including heroin and methamphetamine, are smuggled in from Myanmar via Zokhawthar along the international border in Champhai district.

The government has instructed police, transport, excise and narcotics departments' officials to keep watch on vehicles plying between Zokhawthar and Aizawl. "There are 83 maxicabs plying between Zokhawthar and Aizawl carrying passengers, baggage and goods and a plethora of contraband haul were made from the vehicles plying in the route," the Transport officials said. Govt. to take strict action against hospitals for refusing to admit dengue patient: Satyendra Jain ANI New Delhi, Sep 12: Delhi Health Minister Satyendra Jain on Saturday said that the government would take strict action against the two hospitals for refusing to admit a dengue patient.

Now Power Grid will able to exchange power with other states through this line. This 1,800 km transmission line from Assam to Agra would also provide some relief to electricitystarved north India this summer, thanks to a power surplus in otherwise economically backward northeast India, And according to the official, the transmission line would be capable of transmitting 6,000 MW of electricity.

Northeast is going to be power surplus and it is an enormous problem to transmit the excess power from the region to the country's power-starved regions. The eight northeastern states' off-peak and peak demand on an average is 1,500 MW to 2,500 MW against the current installed capacity of 4,730 MW. The installed capacity, according to electrical engineers and government documents, would increase significantly before the next year-end after the completion of several mega hydro-electric, coal and gas-based power plants.

Also several mega hydro power projects are now under commissioning in Arunachal Pradesh, which could be called India's power house if its enormous resources could be tapped.These include the 110 MW Pare project and the 600 MW Kameng project being commissioned by the North East Electrical Power Corporation (NEEPCO). While Pare is expected to be commissioned this year, Kameng will be commissioned next year. Work on the third one - the 2,000 MW Lower Subansiri project - is expected to begin soon.State-owned Oil and Natural Gas Corporation has commissioned its biggest commercial power project of 726 MW at Palatana in southern Tripura, 60 km south of Agartala, while NEEPCO is setting up a 101 MW project at Monarchak in western Tripura, 70 km south of Agartala and only eight km from the India-Bangladesh border.

According to union power ministry documents, the hydro-power potential of the northeastern region is estimated at about 58,971 MW, which is almost 40 percent of the country's potential. But only about 2.1 percent (1,242 MW) had been harnessed till last May. The region is home to a 151.68 billion cubic metre reserve of natural gas which is capable of generating 7,500 MW of electricity for 10 years. The region also possesses 864.78 million tonnes of coal against the country's reserves of 186 billion tonnes - enabling about 240 MW of power to be generated for 100 years.

Acid Attack Need for a stringent law Acid attacks, especially on women, have seen an alarming growth in India over the last decade. Acid attacks are seen as one of the most vicious crimes as it causes perpetual suffering to the victim. As acid melts flesh and even the bones of a person, it causes an unparalleled degree of pain to the victim and leaves her mutilated an d scarred as well as gives permanent disabilities at times such as blindness.

Instances of acid attacks are no longer a rarity in India. Cases are registered under sections 320 (causing emasculation and disfigurement), 322 and 325 (voluntarily causing grievous hurt) and 326 (causing grievous hurt by dangerous weapons or means).

Under these sections, the accused could be sent to jail for a period of one year to 10 years. In 2014, there were 349 reported acid attacks - a shocking increase from 116 in 2013 and 106 in 2012, according to research by the charity Acid Survivors Foundation India (ASFI).

Further, as this offence is bailable in certain situations, the punishment does not act as a sufficient deterrent in most cases. The crime of acid attack has a gender dimension in India, with majority of the victims being women. Men who commit these crimes are usually spurned suitors who want to avenge their rejection. One of the major problems with this type of crime, just like several other crimes against women, is that the police does not take strong enough action when complaints are registered. Globally 1500 such cases have been reported which has now led the governments of South Asian countries, to take a proactive approach to the crime. In 2002, Bangladesh introduced death penalty for throwing acid and implemented laws strictly controlling the sale of acids. In 2011, Pakistan passed a law in the form of Acid Control and Acid Crime Prevention Bill that established tougher penalties for an acidattack conviction - 14 years to life behind bars and a fine of up to $11,000. In an Indian famous case, the Campaign and Struggle Against Acid Attacks on Women (CSAAAW) helped Hasina Hussain get justice after her ex-boss Joseph Rodrigues poured 1.5 litres of sulphuric acid on her when she quit her job in his company in 1999. The acid melted her face, fused her shoulder and neck, burnt a hole in her head, merged her fingers and blinded her for life. In 2006, the Karnataka High Court sentenced Rodrigues to life imprisonment.

Incidents of acid attacks on innocent woman arise as to when they disagree to anything of any sort that the man folk of our society asks them to do. The government must invoke a stringent law on the lines or against an acid attacker, where no bail is granted to the accused if there is a prima facie case. Unless a stricter law is in place, acid attackers will roam free and can harm the victim again. Activists point out that the proposed law has no provisions for the protection of victims.

Since, we are together, she does not have a separate address proof. This posed a problem for me. I was asked to submit address proof certified by a Gazetted officer, which

Mumbai, Sep 12: A drop in crude oil prices and improved exports in services helped reduce the first quarter current account deficit (CAD) to $6.2 billion, or 1.2% of the country's gross domestic product (GDP), from $7.8bn (1.6%) in Q1FY15. However, on a quarter-on-quarter basis, the CAD was higher when compared to $1.3 billion (0.2%) in Q4 of 2014-15.

Data released by the Reserve Bank of India showed that the value of petroleum, oil and lubricant (POL) basket dropped sharply from $40 billion to $24 billion. A large component of this is crude and the fall in value of imports is due to the crash in crude prices globally.

Commenting on the narrowing of the deficit, RBI said, "This improvement

was mainly on account of the merchandize trade deficit ($34.2 billion during Q1 of 2015-16) which con-

Nagpur, Sep 12: The demand for medium and heavy commercial vehicles is likely to grow in the range of 10-15 per cent this fiscal, a senior official of Tata Motors.

"In the last two or three years, demand for commercial vehicles, mainly medium and heavy, has remained subdued. But we expect the demand to pick up and growth will be in the range of 10 to 15 per cent this fiscal," Rajesh Kaul, business head (intermediate, medium and heavy commercial vehicles), Tata Motors, told reporters here.

He said this expectation was based on the premise that the government would step up capital expenditure, thus generating demand. Mr. Kaul added that the company

"This consolidation comes after MediaCom's win of Future Group's TV mandate in April 2014. Allied Media were the incumbent for print and other media," MediaCom said in a statement. The media agency said it will manage planning and buying for Future Group. MediaCom, which is part of the WPP Group, said Future Group's media mandate is one of the largest in the industry this year and is its ninth win in 2015. The Future group business will be managed out of MediaCom's Mumbai office. Ashwini Kamat who led the pitch will also oversee the business.

Over 20,000 intricately designed mirrors have been used to put the set together.

Special karigars from Jaipur were summoned to work on the embedding of the mirrors to maintain authenticity. The massive set measures 12,500 sq feet. What's even more awe inspiring is that one angle of the frame reflects in the 20,000 mirrors. The set also boasts of 13 chandeliers which have to lit up every time with candles and not your traditional lighting.
