Water Supply Bill 2015 passed in Arunachal Assembly ET Correspondent Itanagar, Jul 14

The sixth day of the fifth session of the sixth legislative assembly of Arunachal Pradesh concluded with the passing of the Arunachal Pradesh Water Supply Bill 2015 by voice vote. Bomdila BJP MLA, Japu Deru however protested and opposed the bill based on one criteria; there has been an increase in the charges for the new water supply connection from the existing Rs. 2000 to Rs. 5000, the revised rates which will be implemented after the enforcement of the Act. The bill in fact is a

reproduction of the existing Arunachal Pradesh Water Supply Act 2000. Minister of PHED (Public Health Engineering Department) and Water Supply, Takam Pario in a written statement to the house said the APWS Act 2000 enacted by the State Legislative Assembly was not comprehensive enough, in as much as, the act contained only 12 sections and one form which is not applicable in view of the changing times. Therefore, the minister said it has been felt expedient that a comprehensive law, providing adequate provisions encompassing all aspects to regulate water supply, includ-

United Organizations of Arunachal Pradesh to stage protest near the Assembly Complex

Continuing to press on their long uncompromising demand of resignation of Chief Minister, Nabam Tuki and his council of ministers, the United Organizations of Arunachal Pradesh (UOAP) has decided to organize a peaceful protest termed as “Jail Bharo Andholan” near the legislative assembly tomorrow in the morning hours. The group also demanded from the Governor in its memorandum submitted last month for a CBI inquiry into the alleged financial mis-

management which runs up to Rs. 6911.55 Cr. The group has given a seven-day ultimatum to the Governor and the same has expired and now leaving them with the option of staging a democratic movement. Chairman Toko Obi said that UOAP is purely non-political. He clarified after a few reporters asked him if any politician or opposition party like the BJP has backed them up to organize protest rallies. The chairman including other members firmly denied that their group is affiliated to any political party whatsoever. Contd. on Page 3

ing levy of tariff on consumption of water by replacing the said Act should be enacted. Learned MLAs like Gabriel D Wangsu, P.D. Sona and Nikh Kamin welcomed the bill and fully supported it. Sona said the bill is a water tight bill and very comprehensive. Sona suggested for outsourcing the system of bill collection to avoid leakage of funds which happened due to lackadaisical attitude of the individuals who sit at the payment counter.

Meiyappan, Kundra banned for life; CSK, RR for 2 yrs ET Bureau Mumbai, Jul 14

Chennai Super Kings and Rajasthan Royals were suspended from the Indian Premier League for two years for betting activities of their key officials, Gurunath Meiyappan and Raj Kundra, during the 2013 season of cash-rich Twenty20 cricket tournament. The punishment was handed down by a Supreme Court-appointed three-member committee, headed by former Chief Justice of India Rajendra Mal Lodha, which held that the betting activities of Meiyappan, considered the face of Chennai Super Kings, and Kundra, co-owner of Rajasthan Royals, brought the game of cricket, the Board of Control for Cricket in India and IPL into disrepute. The committee also imposed life suspensions on Meiyappan and Kundra being involved in any cricket matches conducted by the BCCI. ET Correspondent Digboi, Jul 14

Following the sensational news circulated today in an Assamese local daily and telecast on a private electronic channel regarding the joining of Gautam Dhanowar, an active INC member from Digboi, joing the BJP, Rameswar Dhanowar, the father, who has been the congress MLA from Digboi, strongly repudiated the news terming it as "politically designed in view of the forthcoming election in 2016"

PUNISHMENT AND ITS BASIS "Players will not be attached to a franchisee which has been suspended. We thought that if cricket is bigger than individuals then financial loss to players and franchises is not of significance," The Supreme Court-appointed three-member committee held that the betting activities of Meiyappan, considered the face of Chennai Super Kings, and Kundra, coowner of Rajasthan Royals, brought the game of cricket, the Board of Control for Cricket in India and IPL into disrepute. India Cements argued that they have done a lot to grow the game of cricket. But it was considered to be a mitigating factor.

Meiyappan has been declared ineligible for participation in the sport of cricket as explained in the anti-corruption code for a maximum period of five years under article 2.2.1. He has been suspended for life from activities as explained in article 7.5 under level 4. Chennai Super Kings and Rajasthan Royals were suspended from the Indian Premier League for two years for betting activities of their key officials, Gurunath Meiyappan and Raj Kundra, during the 2013 season.

He has been suspended for life from being involved in any type of cricket matches under section 6, rule 4.2. Exactly the same punishment for Kundra, husband of Bollywood star Shilpa Shetty, have been read out. Jaipur IPL franchise claimed it is highly celebrated as a nursery of players. But three of its players have been accused of alleged spot-fixing. This shows that all is not well in their handling of affairs.

If someone becomes vocal in this regard, then they remain dumb in fear of losing their selfish interest. Due to this humiliating neglect, the central government stands far away from these unfortunate victims.” Regarding the issue, the Chief Secretary alleged that some of political leaders confederate with the terrorist organizations on account of achieving their own benefits.

With the news of the death of a person due to Japanese Encephalitis in Teok of Jorhat District, it is being assumed that the State Health department is ill equipped to deal with this fatal ailment although lakhs of rupees have been invested during the past years for this purpose.
