Rangia, July 14: At least 8 passengers were injured seriously and 1 killed on the spot following collision of a Bolero with a Bus at Baihata Chariali under Rangia Sub division on Thursday afternoon. The injured were shifted to Narrayana Hridayalaya of Amingaon in a critical condition. According to the sources one bearing No. TR 01 V 0226 hit with a Bus (AS 13 6181) at Baihata Chariali. The Bolero was from Koniha to Guwahati and was carrying Examinee of Sanskrit Examination. On the other hand the Bus was from Guwahati to Tangla. Sensational Murder in Golaghat Golaghat , July 14: An incident of murder created sensation in Golaghat today. According to the report a woman named Sharmila Sarkar alias Priya was brutally murdered in her home at Srimanta Nagar under Golaghat Police Station. Sharmila was alone in her home at the time of murder. Her husband Biswajit Sarkar had returned from his shop and saw his wife's dead body. Biswajit alleged that a youth named Zakir Ali had an affair with Sharmila Sarkar and he had killed her. Meanwhile, Golaghat Police has started investigation into the matter. (Correspondent)

In obedience of the Supreme Court judgement dated 13th July 2016, the Governor of Arunachal Pradesh Shri Tathagata Roy has informed Shri Nabam Tuki that he stands reinstated as the Chief Minister of the State on and with effect from that date. The Governor has also asked the Chief Minister to call the State Legislative Assembly to session immediately and to
prove his majority in the house no later than 16th July 2016 (Saturday). The Governor has further desired that in order to ensure that the proceedings of the Legislative Assembly may take place peacefully and otherwise appropriately, the same shall be videographed throughout and the majority as aforesaid proved by Division and not by Voice Vote. A note to this effect has also been sent to the Secretary of the Legislative
Assembly. The Governor emphasised that the conduct of the proceedings, including the videography, in the House shall strictly follow the principles laid down by the Hon’ble Supreme Court in its order dated May 6, 2016 in the matter pertaining to the matter of imposition of President’s Rule in the State of Uttarakhand (SLP C 11567/2016) Union of India Vs Harish Chandra Singh Rawat.

Krishak Mukti Sangram Samiti(KMSS) today appealed the citizens of Dibrugarh to refrain from paying parking fees to unauthorized person. The organisation asked the municipality as to how parking fees were collected in sixteen different locations of the city without official tenders and orders when only six areas had been legally identified for the purpose. The protesting KMSS activists demanded that all officials engaged in patronising these illegal parking fees be booked and punished. “The Dibrugarh Municipal Board(DMB) is doing nothing
to curb such activities. The people who are engage in collecting fees in the name of parking is totally illegal and for that no authorization who given from the DMB side. They give some lump sum amount to DMB” alleged Pradip Haloi, District president of KMSS. Tirap DC bans hunting and fishing ET Bureau Khonsa, July 14
Tirap district is home to a number of exotic and endangered wildlife including royal Bengal tiger, clouded leopard, Hullock Gibbon, Hornbill, eagles, turtles and others. However, due to rampant hunting and fishing many of these rare and precious wild creatures are on the verge of extinction. The most endangered ape, the Hullock Gibbon which was available everywhere in the not too distant past can be spotted only in the upper reaches and the thick jungles bordering Assam. Similarly,
the state bird Hornbill that was in plenty in the past is hardly spotted. The highly endangered river turtle used to be found in great numbers in the Buri Dihing River, a tributary of the mighty Brahmaputra. But today, it has become a rarity. The jungles of Tirap district were once alive with the soothing calls of all kinds of magnificent wild birds and animals but thanks to human greed, the jungles have gone quiet with only a few birds and animals left. The many rivers and streams in the district which were teeming with fishes of all shapes and sizes
are today flowing barren, bereft of any aquatic life thanks to overfishing by using harmful methods. Against the backdrop of the grim scenario vis-a-vis depleting wildlife, Tirap Deputy Commissioner Ravi Jha through an executive order on 7th July has banned all kinds of hunting and fishing in order to save and protect the wildlife in the district. The order says, "Whereas it has been reported and brought to the notice of the undersigned that many individuals are engaged themselves in hunting of wild birds and animals and fishing in Tirap district with different types of weapons and
blasting materials. And whereas such indiscriminate hunting of wild birds and animals as well as fishing causes ecological imbalance, which is hazardous and injurious to the society and environment; And whereas, it has become expedient to take preventive and regulative measures to restrict the hunting of wild birds and animals including aquatic animals to maintain ecological balance through conservation of wild birds and animals in the interest of the people of the district. Therefore, I Ravi Jha, IAS, District Magistrate, Tirap district, Khonsa in exercise of power conferred under Section
133 CrPC do hereby prohibit hunting of birds and animals including fishing by using gelatine, poisonous substance, generator or any kind of nets." The civil society including the chiefs, GBs, PRI leaders, student leaders, women's groups and NGOs have appreciated the order of the DC and they have vowed to help the district administration in checking hunting and fishing by unscrupulous people. They felt that the past DCs did not do anything in this regard due to which many exotic birds, animals and fishes could not be protected.

While meeting Shah, Ronghang elaborately explained why the indigenous tribes are sticking to have separate statehood curving out of Assam. “We have been democratically demanding statehood for several
decades now but the centre is yet to give positive nod to our claim. Whith limited political powers in our hand; it is not possible for the autonomous council to develop our culture, language and tradition which are on the brink of extinction. Beside that we have other related issues like border, unemployment, insurgency, law and order, etc. which need to be addressed immediately; BJP led NDA government should make our dreams a reality,” said Ronghang , he further claimed that “If Jharkhand, Uttarakhand , Chhattisgarh and Telengana can become states, why can the two hill districts of Assam not become a separate state under Article 3 or Autonomous State under
Article 244 (A) of the Indian Constitution?” Pointing out the Constitutional rights of the hill people of Assam Ronghang reiterated that it was during NDA that three states were given a full- fledged state, but the long – standing demand of an Autonomous State under Article 244 (A) of the Indian Constitution, which is a constitutional right of the hill people of Assam, has not been entertained as yet. “The Central and State Government deceived us during the creation of Meghalaya by not granting Statehood. In its place, they promised us more power and misled the people of the hills. During the formation of Chhattisgarh, Jharkhand and Uttaranchal, we were tricked with slight en-
hancement of power and when Telengana was given separate state we were again fooled with another memorandum of settlement. Now we want nothing less than an autonomous state which is our legitimate right”, Ronghang said. ET Correspondent Bokajan, July 14: An argument among two brother turned bloody on Wednesday as Baldeep Sahani hacked his elder brother Jugendra Sahani and aunt Dulari Devi to death in a dispute over possession of a hand pump. The incident happened in Kathalguri, 2 Mile area under Bokajan Police Station. As reported, the two brothers were at loggerheads over possession of the family hand pump. They had an altercation following which the aunt dropped in to resolve the matter. Nevertheless, the argument turned violent and Baldeep stabbed his brother and aunt with a sharp object and fled the spot. "The bodies were recovered lying in a pool of blood and are sent to Diphu Civil Hospital for post mortem. The accused has been absconding and a case has been registered vide BKJ PS C/No. 102 U/S 147, 148, 149, 448, 302, 326 I.P.C." Said the investigating officer.

ET Correspondent Kokrajhar, July 14: Kokrajhar Municipality Board (KMB) in association with Food, Civil Supply & Consumer Affairs and weight & measure officials made a supersize check of trade license, food selling items and weight & measures along the shop and groceries in Kokrajhar town on Thursday. The checking team includes Bishnu Narzary, chairman of KMB. The check team checked
all kinds of shop and stalls along the town and found several shop and groceries are running their trading without trade license. The checking team also seized large numbers of domestic cylinders, which are used illegally at tea stalls instead of commercial cylinders. Narzary said that KMB would serve legal notice to those who do not take valid trade license from Municipality Boards within few days and pun-
ishment would be checked as per law to meet healthy administration. Surprise checking was carried out after receiving allegations from public more of the hotels and grocery shops has not trade license, which have been running their business, where the tea stools and hotels also running their business using the domestic cylinders instead of commercial besides food items are not good as price levelled.
“We have carried supersize check of trade license along the traders in Kokrajhar town. We found several shop and stalls have not valid trade license through they earning livelihood. We also check prices of essential commodities and weights of goods which are bound to sale. Those who have not valid license, they are asked to deposit fines and make valid license otherwise stern initiative would be taken”, Bishnu said.

Further, the matter has been quashed by the High Court on 1st April 2016 and also by the Speaker on 9th July recently, he informed. He pointed out that the seventh session of the Legislative Assembly on 25th February where a new Speaker was elected and a confidence motion passed in favour of him as the leader of the House were incapable of being restored to 15th December 2015, since these were not issues before the SLPs in the Supreme Court. Also the eighth session that was held on 21st, 22nd, 23rd and 26th March 2016, where the Budget of the State for 2016-17 was passed could also not be restored for the same reason, Pul argued. Asserting that the party composition of the Arunachal Assembly as of this date being Congress 15, PPA 30, BJP 11 and Independents 2, he pointed that the Hon’ble Supreme Court has not directed that the party composition shall be restored as on 15th December 2015. “The change of party affiliation is a voluntary act by every MLA. If two-thirds voluntarily change party affiliation, they do not come
under the purview of disqualification under paragraph 4 of the Tenth Schedule,” he stressed. Pul informed that the merger was placed before the Speaker, who is the ultimate authority under the Tenth Schedule to pronounce any verdict on a Petition for Disqualification against such claim of merger. He pointed out that No Petition for Disqualification were so far filed against any of the 30 PPA MLAs, so neither the disqualification of 14 MLAs nor the change of party by 30 MLAs from Congress to PPA is affected by the restoration order of the Supreme Court. Questioning the legitimacy of Nabam Rebia as the Speaker, he mentioned that the Honourable Supreme Court in its judgment has held that “It would be Constitutionally impermissible for a Speaker to adjudicate upon a disqualification petition under the 10th Schedule, while a notice of resolution for his own removal from the office of the Speaker is pending.” It further said, “Constitutional purpose and Constitutional harmony would be maintained and preserved if a Speaker refrains from adjudication of a petition for disqualification under the Tenth Schedule whilst his own position as a Speaker is under challenge”. With the present party position in the assembly, Pul wondered whether Nabam Tuki will be able to win a confidence vote and pointed out that the Governor very rightly, after appreciating the Supreme Court’s order and also in view of the tenuous numbers with Tuki, had asked him to prove his

He said there are 86 higher educational institutions including 28 Government colle- ges, 12 Government-Aided colleges and 33 private colleges. Virtual class rooms will be opened in five colleges, viz, CI College, Churachandpur College, DM College, Pettigrew College and YK College once adequate internet facilities are available so that a class taken in a college can be seen in other colleges. It will be an interactive session, hence good internet facility is required, he added. The Dhanamanjuri University Bill may be introduced in the ensuing session of the Manipur Legislative Assembly which will be a State University formed by clustering DM Colleges alongwith GP Women College, LMS Law College, etc. under the relevant component of Rashtriya Uchhatar Shiksha Abhiyan (RUSA). Centre sets up task force to identify cross border crimes Shillong, July 14: In the wake of recent terror attack in Bangladesh, the Centre has set up a task force comprising senior officers of border states and paramilitary forces to identify cross border crimes along IndoBangladesh border. The task force will headed by DGP, West Bengal with ADG(Border), Assam and IGs of North Bengal, South Bengal and Guwahati Frontier of BSF as its members. The body has been created to strengthen the
system at State level to identify the crime syndicate involved in Cross Border Crimes and to take action against such syndicates. The task force will submit its report within one month, an official statement said.

Con-sumers who fail to submit Aadhar numbers would not get subsidy Imphal, Jul 14: LPG con-sumers who fail to submit Aadhar numbers to their respective LPG distributors would not get subsidy given on LPG refills. According to information received from IOC's Imphal Divisional Retail Sales Office, transferring of subsidy amounts to the bank accounts of LPG consumers who have submitted Aadhar numbers has started since July 1. There are around 3.26 lakh LPG consumers in the State. Around 70 per cent of them have submitted their Aadhar numbers so far and approximately 58.8 per cent of the total households of the State have access to LPG cooking gas. Earlier, LPG consumers who submitted bank account numbers but not Aadhar numbers were still given subsidy on LPG refills through their bank accounts. However, since July 1, LPG subsidy for consumers who have not submitted their Aadhar numbers have been 'kept on hold'. As for consumers who have submitted Aadhar numbers, trans-
fer of subsidy amounts to their respective bank accounts has started. The subsidy amount 'kept on hold' would get lapsed from October 1 if Aadhar numbers are not submitted by September 30 and they would not get the subsidy amounts entitled to them. Consumers who submit their Aadhar numbers by September 30 would get the subsidy amounts entitled to them, informed the official source. Through Aadhar numbers, IOC can easily detect if any single household is enjoying multiple LPG connections and once detected the multiple connections would be invalidated automatically. Even though there is variance in the price of an LPG cylinder among different distributors, its average price is Rs 2500. As such, distributors cannot charge more than Rs 2500 for a cylinder. This amount of Rs 2500 includes security deposit of Rs 1150, price for one refill, installation charge, mechanical fee and charge for genera- tion of new blue book, added the source.(Agencies)

Wing Commander Pooja Thakur sues IAF New Delhi, July 14 : Wing Commander Pooja Thakur has moved the armed forces tribunal after being denied permanent commission by the Indian Air Force (IAF). Thakur's lawyer Sudhanshu Pandey it is wrong on part of the Air Force to deny her permanent commission for which she is entitled. "The Air Force has on the basis of a policy stated that she is not entitled for permanent commission. The policy is their own local policy as the government did not give any decision about it. They did not offer her permanent commission in 2006 which they should have, but when the High Court passed the order in 2010 they offered her the same," said Pandey. "At that time, her per-
sonal situation was such that she could not decide and that is why she requested the Air Force to change her option. They denied it to her and that is why we have filed a petition," he added. Thakur's lawyer expressed hope that the court understands their stand and pronounces a favourable judgement. the government to scrap a proposed 1 percent additional levy on the crossborder transport of goods - a move designed to compensate states that are skewed towards manufacturing. The Congress' third big demand is that the Finance Minister enlarge the powers of a council to resolve disputes on revenue-sharing between states. The government has already conveyed its readiness to accept these changes suggested by the Congress. The move to arrest Kamran, who is also a Faisalabad-based businessman, was decided on charges of inviting martial law in the country, reports . The authorities have also decided to probe his sources of income, businesses and assets. According to reports, the Federal Investigation Agency (FIA) had also raided the party's offices located on Sargodha Road in Faisalabad and recovered cars worth millions of rupees whose customs duties had not been paid. Kamran is also said to
have been involved in cyber-crimes and other questionable practices. Leader of the opposition in the Senate Aitzaz Ahsan yesterday demanded that members of the Move on Pakistan party should be immediately arrested and put on trial for treason. Aitzaz also claimed that the government was involved in the campaign because Interior minister Chaudhry Nisar did not take notice of the campaign so far. Meanwhile, the Move on Pakistan party claimed the government and the opposition had misinterpreted its message on the poster. "We demand an extension in the army chief's service tenure. ASEAN to keep mum on S China Sea ruling: diplomats Kuala Lumpur, Jul 14 : Southeast Asia will not issue a statement on the rejection of Chinese territorial claims in the South China Sea by an international tribunal, regional diplomats said today, blaming the nocomment on pressure by Beijing. The Association of Southeast Asian Nations (ASEAN) had weighed whether to speak out on Tuesday's ruling by the Permanent Court of Arbitration in The Hague, said Southeast Asian diplomats with knowledge of the matter.
But 10-member ASEAN, whose unity has been increasingly strained in the face of Chinese expansionism, could not find common ground, they said. "ASEAN officials had prepared a draft text but there was no agreement to release a joint statement," said a Southeast Asian diplomat, adding that China was believed to have leaned on its ASEAN allies Laos and Cambodia to prevent a statement in the highly charged affair. "Some ASEAN countries are definitely not happy. Beijing's action can be seen as interference in
ASEAN's centrality," the source said. Another senior Southeast Asian diplomat said China has "succeeded in splitting ASEAN through its allies on the South China Sea issue," referring to Laos and Cambodia. Chinese pressure was blamed last month for a startling diplomatic U-turn by ASEAN, which swiftly disowned a joint statement released by Malaysia after an ASEAN-China meeting. That statement had expressed alarm over Beijing's activities in
the South China Sea. The fiasco highlighted the bloc's inability to maintain a united front on the issue. China claims nearly all of the strategic sea -home to some of the world's most important shipping routes -- and has steadily strengthened its toehold by converting reefs and sandbars into islands. The Philippines brought an international arbitration case over China's growing assertiveness, resulting in this week's thorough repudiation of Beijing by the Hague tribunal,
which said Chinese claims had no legal basis. China has in turn rejected the ruling and reiterated its positions. "We have been very clear that Pakistan must target all militant groups, including those that target Pakistan's neighbours, and close all safe havens," State Department Deputy Spokesman Mark Toner told reporters at his daily news conference. It is in this regard, the US "certainly welcome" comments by Pakistan Army Chief General Raheel Sharif on July 6 when he directed Pakistani military commanders, intelligence agencies and law enforcement agencies to take concrete measures to deny any militant groups safe haven or the use of Pakistani soil to launch terrorist attacks in Afghanistan, Toner said. "We are continuing to address some of our con-
cerns about where Pakistan needs to move next in terms of combating terrorist threats," Toner said. It is in the US's long-term national interests to support Pakistan's efforts to combat terrorism, violent extremism, and build a more stable and democratic society, he said as he appreciated the recent efforts of Pakistan Army to take action against terrorist groups that threaten them only. There was renewed fighting between the government and former rebel forces since Thursday in Juba. Dhaka attack: Sole Japanese survivor hid in cafe's garden Tokyo, July 14: A Japanese who survived the deadly terror attack on an upscale cafe in Dhaka says he hid in the bushes of the cafe's lawn during the 12-hour siege that saw seven of his compatriots killed. Tamaoki Watanabe, who is currently recovering in a Tokyo hospital from a gunshot wound sustained in the attack, had an hour-long meeting with the Japanese police. The 46-year-old survivor reportedly ran from the Holey Artisan Bakery cafe as shooting began, taking cover outside in the lawn. In his first interview with Japanese police, Watanabe confirmed that he was at the restaurant with the seven Japanese who were killed in the attack targetted at foreigners. He said he did not see the other members of his group after running out of the building, the sources said on Wednesday. Of the seven Japanese killed, five died of bullet wounds and among them at least four were shot in the head. All the eight Japan nationals were employees of private firms engaged in a Japan International Cooperation Agency (JICA) construction project in Bangladesh. Watanabe was among 13 people rescued by the Bangladeshi police. The police on Wednesday said it hopes to further interview him about the circumstances of the attack as they pursue an international investigation. The Islamic State militant group claimed responsibility for the attack, in which seven assailants took the lives of 22 people, including 18 foreigners and two police officials. Six of the seven assailants were also killed in the attack by the security forces and one was caught alive.(Agencies)

Also, Indian stereotypes are used to taint the image of the country time and again, and questions demeaning and infuriating the Indian masses. Racism in India is also visible amongst Indian communities. Due to a large regional diversity, we find communities pitted up against each other ideologically, or for resources. There have been many cases of North Indian discriminating against those from the South, the mainland population isolating the North Easterns and a multitude of regional clashes. In a scenario where the country is so fragmented within itself, a foreigner seems even more alien, and a common enemy of all. Children, and even adults, aren't being taught tolerance or the beauty of harmonious living. Since this is left as a grey area, people live on with persisting mindsets. They are given no stimulus to change the way they think and the importance of international help and support doesn't trickle down to the masses. Furthermore, the government hasn't put in place strong deterrence in instances of violence towards a particular community or racial abuse against foreigners who come to the country. A clear no tolerance policy towards racial intolerance must be put forth by the Government, and the message should be loud and clear. But time and again, various groups of people, particularly from the north-east have experienced forms of racial discrimination and highlighted the practice of racism in India. In fact, institutionalised racism has been as much on the rise as cases of everyday racism in society. In a recent case a woman from Manipur has accused an immigration officer at Delhi airport of saying she "didn't look Indian", the latest incident underscoring racial prejudice and ignorance about people from the Northeast. According to Monika Khangembam, a corporate communications professional who was travelling to South Korea for a conference, she was asked questions like, "How many states are there in India?" Monika took to social networking site Facebook to express her anger over the alleged racist behaviour of the immigration official. Whereas the Centre took serious cognisance of the alleged racial harassment of a Manipur woman at the hands of immigration staff and assured it would investigate the matter. The country has in recent years seen a spate of attacks in major cities targeting people from the Northeast, whose physical appearance is often different from people in the rest of the country.

Occasionally this seismic shoving gives rise to earthquakes, such as the 2015 quake in Nepal which claimed 8,000 lives. Drought reduces forest's capacity to absorb carbon Drought negatively impacts carbon storage in tropical forests and causes a largescale reduction in forest productivity, a recent study has found. The study has also warned that the intensities of future droughts may be exacerbated by elevated temperatures. The study, published by University of Leeds and University of Exeter, has found that affected the Amazon forest in 2010, reduced the net biomass growth in the forest, it found. Researchers used data from two major droughts event in the region, 2005 and 2010 to study the effect of gradual climate change on tree growth in the forest. The Amazon forest is one of the largest carbon sinks in the world and increase or decrease in tree growth

While it is understood to some extent that foreign and visiting journalists even from outside the region get blinded by the need to present stories from the prism of their narrow worldviews, what is disheartening is the fact that many such stories are in fact written by respected journalists from Assam writing for major newspapers from their homes and offices in Guwahati. Sadder still is the fact that for many young journalists they are looked upon as mentors. But is it fair to blame journalists for such attitudes? Perhaps a large chunk of the blame should be shouldered by the state machinery that has kept the region marginalised. In school textbooks, all that students get to learn about Arunachal Pradesh is that it is the state where the sun rises first and is home to the Mithun, that all-important bovine. Even in policy matters, the powers that be in New Delhi cannot seem to look beyond Calcutta. And when they do turn their gaze towards the region, it is done condescendingly and collectively, lumping
together all policies for the region in a singular package as if the issues faced by the eight states of the region are uniform and hence can be solved by a single policy. While it may be unfair to put the onus of such negligence on media houses and their editors alone, they must however, shoulder some of the blame for perpetuating such train of thought. In the present environment of racing for deadlines, headlines and breakneck speed reporting, journalists are constantly under the pressure to make the region look and sound sexy. While protests against army atrocities in Manipur have been held for years, the keyboards start clacking only after a group of bold mothers take to the streets, stark naked with signs daring the Indian Army men to rape them. Reporting on the lynching of a man accused of rape in Dimapur from a desk in Delhi devoid of depth and nuances of the emotions that have been piling up in the state against 'the others' was easier than to actually try and understand the intricacies of the incident. And reports about the deaths of two people protesting the arrest of a hy-
dropower activist/monk in the hands of the police in Arunachal Pradesh are segregated to the online editions of the bigger papers. Perhaps the reason why journalists turn toward China so often is because there aren't any homegrown armed groups that are active in Arunachal. Yes, occasionally there are reports of some underground outfits rearing their heads but their numbers are so small and their motives so shrouded in mystery that they are not worth the ink that their press releases are printed on. And the NSCN factions that function in Tirap, Changlang and Longding districts were after all birthed in other states. So in the absence of homegrown terrorism, journalists who are supposed to report from the proverbial conflict zone that is the Northeast, are faced with the dilemma of making Arunachal Pradesh sexy. Enter China. Since the early part of the last century, China has always laid claim to Tibet and by extension to a large part of the state. It has, under different regimes, consistently refused to acknowledge Tibet's sovereignty and India's claim to Arunachal Pradesh. It

The 1962 Chinese aggression only helped fuel such a worldview. Adding to the weight of history is the present-day rocky relationship between the two countries. As India tries to play catch up in the economic and defence fronts, China has stopped being just a neighbour. It is, for all meanings and purposes, the competitor, the enemy even. And what's sexier and more seductive than the enemy? Hence, whenever members of the People's Liberation Army transgress the international border and enter the state it is but natural for the me-
dia to give it front page space. The problem lies in the manner in which it is presented. Reports of such transgressions by the Chinese Army give the image that people in the state become hysterical during such times. Debates are held on television studios (which ironically hardly ever feature an Arunachalee face) over the Dragon's ever-present threat to India's sovereignty but hardly end up offering any real insights or solutions. Yes, the Chinese are a threat and yes, the issue needs to be resolved at the earliest. But the truth of the matter is that news of Chinese soldiers entering Arunachal Pradesh
doesn't quite affect the people here as does news of bandh calls or the large-scale corruption that inflicts the state. People are more concerned about their PDS food grains then about PLA soldiers. Journalists and media houses outside the state need to realize this. As for my conversation with the tailor in Delhi, I simply nodded in agreement. He was, after all, a victim of the image that has become part of the country's collective consciousness; one that has been consistently projected over decades. where behaviours or traits of two norms, i.e. 'masculinity' and 'femininity' differ drastically from one time-period and culture to another. For an instance, unlike traditional Indian culture, in Chinese culture girls are expected not to wear make-ups or any such ornaments. In Indian culture, drivers of a public transportation system are predominantly male, whereas in Western culture both males and females are hired for the same job. In nonWestern cultures, boys, irrespective of their sexual orientation, are allowed to hold hands or hug, while in the West these acts of showing emotions are strictly prohibited until they are between homosexual males - and even that is frowned on! The varied norm based on societal imposition reinforces the idea that gender is nothing but a social construct. Think about it for a moment - had gender been some sort of essence emerging from one's biological sex, it probably would have remained constant across space and time. To understand the need for scripts, we need to comprehend the need for 'gender' in the first place. 'Gender' was created to build up a hierarchy solely based on power. But to give the hierarchy a more 'natural' or 'scientific' look, a few physical differences, like genitalia or secondary sexual characteristics, were adopted as the basic building block of the same. This made two distinct groups which are presumed to be essentially different. That's why we are asked to believe that femininity is weaker than masculinity. If someone is confused about how power structure plays its role in gender, please try to answer these few questions. How many men are comfortable in marrying women who are taller or more 'masculine' than them? While females wear jeans and shirts, how many males are encouraged to wear skirts and sarees? Or why is society fine with masculine women but ridi-
cules feminine men? Pizza Rolls, Not Gender Roles! A friend of mine from Netherlands once told me how tough it is for him to date a girl because of his 'soft' nature which meant people perceived him as being gay. Clearly, these two scripts are not a great fit for many of us, but still we manage to pass. We adapt and adjust in order to make those features of ourselves that do not fit the script look less conspicuous. But many cannot even think of fitting in. For example, a cisgender homosexual woman finds it tough to fit herself in one of the two scripts which expects her to get married to a person of the opposite sex. For a gender queer person, they are not even welcome to be a part of these two scripts. Since the two scripts do not give importance to individuals' gender and sexual identities and the choices they want to make, they become a tool for oppression. But what happens if we start going around and deciding our own identity and our own positions in the hierarchy? The power hierarchy and the social construction of gender will fall apart. People will learn more about their gender identity, one of their core identities. We will also understand that sexual attraction is based on one's sexual orientation which is fluid for many. The idea of having only two scripts for more than 7 billion people living in this planet is hilarious and outdated. If 'gender', the social construct, can adopt changes where individuals are allowed to navigate their own gender formation and locate their own spot on gender continuum, that will lead to a lot less dissonance and uncomfortable performances, not to mention the physical danger and stigma for those who don't adhere to the script to which they assigned. Ranjan K Baruah According to a recent International Labour Organization (ILO) publication, 73.4 million young people were estimated to be unemployed in 2015 (13.1% youth unemployment rate), and this figure is expected to increase in most regions by 2017. One reason for youth unemployment is structural unemployment, a mismatch between the skills that workers in the economy can offer and the skills demanded of workers by employers. Now a days many countries are focusing on skill development for achieving sustainable development goals. Today, India is one of the youngest nations in the world with more than 62% of its population in the working age group (15-59 years), and more than 54% of its total population below 25 years of age. Its population pyramid is expected to bulge across the 1559 age group over the next decade. It is further estimated that the average age of the population in India by 2020 will 1 be 29 years as against 40 years in USA, 46 years in Europe and 47 years in Japan. In fact, during the next 20 years the labour force in the industrialized world is expected to decline by 4%, while in India it will increase by 32%. This poses a formidable challenge and a huge opportunity. To reap this demographic dividend which is expected to last for next 25 years, India needs to equip its workforce with employable skills and knowledge so that they can contribute substantively to the economic growth of the country. Skill development, however, cannot be viewed in isolation. It is estimated that during the five year period from 2004-05 to 2009-10,
only 2.7 million net additional jobs were created in the country. For a skills strategy to be successful it should be complemented by commensurate creation of jobs in the primary, secondary and tertiary sectors which will be a key outcome of overall economic growth including entrepreneurship cutting across all sectors. The Indian capacity for harnessing entrepreneurship has not been fully realized the MSME (micro, small and medium enterprises) sector contributes to only 17% of GDP as 3 compared to 85% in Taiwan, 60% in China and 50% in Singapore. Given the realities of rapidly changing economic landscape in the country, entrepreneurship opportunities have emerged as an important source of meeting the aspirations of the youth. Skill development and entrepreneurship efforts across the country have been highly fragmented so far. As opposed to developed countries, where the percentage of skilled workforce is between 60% and 90% of the total workforce, India records a low 5% of workforce (20-24 years) with formal vocational skills. Today, more than 20 Ministries/ Departments run 70 plus schemes for skill development in the country. However, there are gaps in the capacity and quality of training infrastructure as well as outputs, insufficient focus on workforce aspirations, lack of certification and common standards and a pointed lack of focus on the unorganized sector. Recognizing the need and urgency of quickly coordinating the efforts of all concerned stakeholders in the field of Skill Development and Entrepreneurship, Government of India notified the formation of the Department of Skill Development and Entrepreneurship on 31st July, 2014 which subsequently led to the creation of the Ministry of Skill Development and Entrepreneurship on 10th Nov, 2014.
The National Skill Development Fund was set up in 2009 by the Government of India for raising funds both from Government and Non Government sectors for skill development in the country. The Fund is contributed by various Government sources, and other donors/ contributors to enhance, stimulate and develop the skills of Indian youth by various sector specific programs. The National Skill Development Corporation is a one of its kind, Public Private Partnership in India, under the Ministry of Skill Development & Entrepreneurship. It aims to promote skill development by catalyzing creation of large, quality, for-profit vocational institutions. Pradhan Mantri Kaushal Vikas Yojana is a unique initiative by the Government of India that aims to offer 24 lakh Indian youth meaningful, industry relevant, skill based training. World Youth Skills Day, on July 15, is one of new UN International Days of observance. It was established by the UN General Assembly on November 11, 2014 to highlight importance of youth skill development at global level. World Youth Skills Day seeks to generate awareness of, and discussion on the importance of technical, vocational education, training and the development of other skills relevant to local and global economy. In the past there were more talk about vocational training but now we are talking about development and change through skill. Skill development is not limited to only one or two sector but it is spreading across sectors and there is more opportunity for our young people to take up the courses and start their ventures or get employment in different places. Chennai, Jul 14: For the third month in a row, Honda Motorcycle & Scooter India (HMSI) continued its run in June as the two-wheeler industry's top volume gainer. The company sold a total of 427,222 units in June compared to 348,874 units in June 2015. Honda added 78,348 new units in June 2016 and contributed 65% of the total industry's new volume addition in the month. Honda's growth in June 2016 stood at 23%, which is nearly three times that of the 8% domestic tally said a
company statement. Riding on its incremental sales, Honda was also the two-wheeler industry's No 1 market share gainer in June increasing its share of the pie to 26%, up 3.1% points. A company statement said the gain in market share was also due to fresh capacity at the company's recently inaugurated fourth plant in Gujarat. In the domestic market alone, Honda grew nearly double the 12% domestic industry growth. Honda's domestic sales grew 23% from 331,859 units to

Kochi, Jul 14: Coir exports grew by 17 per cent in value terms last fiscal compared to the previous year and the Coir Board plans to double exports in the next three years, said its chairman C.P. Radhakrishnan. The exports last financial year were worth Rs.1,901 crore and these were mainly to the U.S. and West Asian countries. Recently, Indian coir products entered the Japanese market. The board is hopeful of getting the 'Eco Mark' label for its products from the Ministry of Environment and Forests in a couple of months. The label will give a boost to exports. The board has also appealed to the Commerce Ministry to increase the export incentive for coir products, Mr. Radhakrishnan told presspersons. On the domestic market, he said the board was in the process of collecting data about domestic sales. With steps such as renovation of existing retail outlets, it is hopeful of Rs.1,000-crore sales by the end of March 2017. The board has 30 outlets across the country and will renovate all the outlets. It will sign agreements with top exporters so that they sell their products through the outlets in the domestic market. "We also want to help the manufacturers get into e-commerce," he said. (Agencies)

At the call of United Forum of Bank Unions (UFBU) consisting of nine unions with an employee membership of around 10 lakh workers and officials, the bankers would go on a strike opposing the antipeople banking reform policies of the central government, C.H. Venkatachalam, General Secretary, AIBEA, said. The employees of public sector banks, old private banks, regional rural banks, foreign banks and co-operative banks will participate in the strike, he said in a statement. He said the notice for the strike was served to the Indian Banks' Association by the UFBU. (Agencies)
New Delhi, Jul 14: Showing feeble signs of recovery, industrial production grew by 1.2 percent in May, but retail inflation touched a 22month high of 5.77 percent in June, squeezing headroom for a rate cut by Reserve Bank. Industrial production rebounded from a contraction of 1.35 percent in the previous month, but growth was subdued at 1.2 percent in May and mainly due to some uptick in consumer durables output and manufacturing activity. 6 FDI proposals 1.2% expansion in May's industrial output worth Rs 180 crore given nod by FIPB Pune, Jul 14: Inter-ministerial body FIPB cleared six foreign direct investment proposals worth about Rs 180 crore. The Foreign Investment Promotion Board has cleared six proposals including those of Janalaxami Finance and Turmeric Vision, a Finance Ministry official said. The panel headed by Economic Affairs Secretary Shaktikanta Das had considered 15 proposals. The official further said four investments proposals were rejected while decision on five were deferred for want of more inputs. India allows FDI in over 90 per cent sec-

New Delhi, Jul 14: Industrial production grew by 1.2% in May after seeing a contraction in the previous month, mainly due to uptick in consumer durables output. Factory output, measured in terms of the Index of Industrial Production (IIP), had expanded by 2.5% in May last year, the data released by the Central Statistics Office (CSO) showed today. On cumulative basis, the factory output in AprilMay contracted by 0.1% compared to 2.8% growth in the year-ago period. Despite a rebound in May, the growth figure remained low and may add to the clamour for rate cut by the Reserve Bank of India. Meanwhile, the provisional estimates of 0.8% contraction in April this year was revised

In terms of industries, 14 out of 22 industry groups in the manufacturing sector have shown growth during the month of May 2016 compared to the corresponding month of the previous year. As per user-based classification, the growth rates in May 2016 are 3.9% in basic goods, (-) 12.4% in capital goods and 3.6% in intermediate goods. The consumer non-durables output contracted by 2.2%. After the puja, a youth of the Ronghang clan cuts the bamboo shoots and hands them over to a young girl of Timung clan. The celebration begins after the girl places the bamboo shoots in a hak or hora (bamboo basket). This is a signal for the other villagers to cut and collect bamboo shoots from different bamboo groves. But the shoot-harvesting comes with a rider. The bamboos of the hill from where the bamboo shoots are collected for han-upahi-kiti cannot be cut for any other purpose for the whole year. How did this tradition of collecting bamboo shoots begin? According to a Karbi legend, a Ronghang boy and a Timung girl had first gone to collect bamboo
shoots from the hills during Jir Kedam, an agricultural custom that boys and girls of traditional youth dormitories observe together. While returning to the village, they cut the shoots from the bamboo groves en route. It was a sign for other villagers to know that the bamboo shoots were being harvested for han-up-ahi-kiti. This caught on, primarily to keep the tradition alive. After the harvesting is done, the villagers collect the bamboo shoots at a particular place. The village women then cut the bamboo shoots into small pieces, keep them on banana leaves placed on bamboo mats and pound them with bamboo poles. It is then the turn of the men folk to cut slabs of pork into small pieces.
These are subsequently mixed with the bamboo shoots and allowed to ferment in a large conical bamboo basket for threefour months. In some areas, small pieces of pumpkin and chilli are added to the mixture. This basket is usually 2025 ft in height, and its inner side is lined with banana leaves for preserving the han-up-ahi or the bamboo shoot-pork mixture. Villagers climb a bamboo ladder to pour the mixture into it rhythmically with the beats of the chengburup. The pouring follows a norm; the village headman, known as Rong Asar, starts the process followed by the boy from the Ronghang clan and the girl from the Timung clan. A long piece of bamboo

Bhogdanga- Life beyond the fence Tourist Destinations in Bomdila India and Bangladesh shared a peculiar history and geography of enclaves. It is a long twisted tale of certain areas finding themselves in transterritorial setting. Enclaves are fragments of one country totally surrounded by another. The trans-territorial setting means an area being geographically located in one country but politically and legally belonging to another. While there are a few enParvin claves in countries like Norway and Belgium, there were 111 Indian enclaves in Bangladesh and 51 Bangladeshi enclaves in India. The situation within the enclaves has always been grim. Being surrounded by the territory of another country, to travel to their home state, people have to cross international
and Bangladesh lost interest in their cause. The life of the enclave dweller is subject to law but is unprotected by the law. They are left invisible in the eyes of the state. State machinery is present as a punitive force in these enclaves but never as an agent of development. While the passage of the bill and the signing of the treaty have a potential to address the problems of enclave dwellers after all these years, the unnecessary delay showed how political parties undermined the problems of enclave dwellers in front of electoral compulsions. borders and take necessary permission for doing so. Along with this, due to the absence of access to the home country the people have been systematically denied of basic amenities. They are practically prisoners in these enclaves as they cannot procure documents required for travelling to their so-called motherland. The problem of enclave dwellers began with the introduction of passports and visas in 1952. They lost their limited mobility and were allowed to pass through only designated check points. They ran the risk of being arrested for not carrying passport while crossing the international border. As the enclave dwellers had no voting rights, both India

This did not go down well with states like Assam and West Bengal. Another aspect of the Land Swap Deal was to give option to the enclave dwellers on choosing their country. They could accept the citizenship of the host country or move to their home country. Hence the residents of Indian enclaves could travel to mainland India and be given Indian citizenship. Many showed concern that this would pave way for illegal immigrants to move into India. This was accentuated by the fact that the question of illegal immigration continues to be an important one in the politi-
step towards solving the problem of enclaves has been taken, there is another peculiar problem of an Indian 'exclave' facing the country. A village called Bhokdanga in Golokganj of Dhubri district is a narrow strip of land barely 50 metres in breadth protruding in Bangladesh. Bhogdanga and Fauskarkuti are two villages which fall outside the fence. They are surrounded by Bangladesh and the inhabitants enter Indian land through a BSF check gate which is closed at 4 p.m sharp. These villages are surrounded by Kacher Kuti, Shaber Kuti, Kanur gaon, Shiver Haat, Balabari and Angler Kuti of district Kurigram of
Bangladesh. A visit to the village which has around 125 families with a population of around 750 brought to the forefront a case of serious absence of basic amenities. Residents are mostly Koch Rajbongshis with a few Muslim families. They have one mosque with two makeshift temples in a close proximity to each other. For small things the villagers have to cross the check gate, register there and then go to the market in Nalia which is at a distance of 4-5 km. The two villages are connected by a wooden bridge which was constructed after much delay. Even then the bridge is not very high and gets inundated during floods. There is no primary health centres. There are two schools but one school is yet to have a proper shed for students. The residents spoke with much caution with military personnel around. Dependent on the military's goodwill for all kind of emergencies, they kept quiet about whether they had to face any harassment from the military. The residents are issued a gate-pass by the BSF. While talking about the law and order situation, an elderly resident Haleswar Roy recalls that some years back people from across the border used to come and loot. Cases of robbery were common. Around five years back some robbers came and tied him up and stole his four cows. When BSF intervened, three cows were returned. With nothing to mark the border except some pillars, animals often crossover to the other country. This leads to skirmishes also. Mayuri Bala Barman, a local resident tells us that few days back her ducks crossed over and were captured by people there. The BSF again had to intervene to ensure they were returned. Birkanta Roy, who is a school teacher and teaches in one of the primary schools says that he has moved to Golokganj town with family although he originally is from Fauskarkuti. Upward social mobility led to people moving out of this border village. People were mainly en-
gaged in agriculture, fishing with very few in government jobs. Haleswar Roy further lamented that yearly floods are devastating and the villagers have to live in terrible conditions during those times with no help from the authorities. Keen to witness the exchange between the people of the two country, me and my fellow researcher wanted to stay overnight. But we were strictly told that permission will not be granted and leaving us on our own might be a threat to our safety. We could see people from the neighbouring country keenly observing us from a few metres distance. In the few hours that we spent in the two villages made us realize that these people lived in equally precarious conditions like the enclave dwellers. After 4 p.m they are at the mercy of the neighbouring village people of Bangladesh. The location beyond the fence have denied them basic civic amenities and pushed them to a position between a well and a deep sea. Turned into prisoners in their own homes, their mobility is strictly regulated. To go over to India they have to cross a check gate and they cannot go to markets within a walking distance because it happens to be in a different country. However interference from the other side is frequent. BDR personnel and Bangladeshi people protested against the installation of pillars with solar flood lights in the villages. They also did not want the bridge to be constructed on the pretence that no construction should be carried out within 200 metres of the border on either side. The villagers are caught between the devil and the deep sea. The distance from Indian land and the proximity to Bangladesh have worked against their interests. Bound to their land for livelihood, villagers can give up their claims only if compensated properly. Looking at the condition of the people, one is forced to wonder that if the problem of enclaves took more than six decades to be solved, the possibility of the villagers being shifted and rehabilitated seems distant. Abhilasha Mhatre marshaled her troops superbly and scored five points whereas Monu scored four tackle points for the Ice Divas. Meenal Jadhav scored four raid points for Ice Divas as they produced a dominating first half performance to record a memorable victory. Ice Divas are top of the table with 10 points from three games whereas Fire Birds are second with eight points from three games. Mark Boucher backs Pietersen's call for life bans for match-fixers ANI Johannesburg, July 14 :Former South Africa wicketkeeper Mark Boucher has backed former England batsman Kevin Pietersen's opinion to impose life bans on players found involved in match-fixing ,doping or cheating. Pietersen, who writes for a London-based daily, shared his latest column on Twitter demanding that spot-fixers should be banned for life and that they should not be given a second chance. "They have broken the rules, should pay the price and not be given a second chance.If you cheat the system either by taking drugs or money to underperform then you are mugging the spectators, your teammates and a sport that has been around a lot longer than you," Pietersen wrote. Pietersen's comments came in response to the Pakistan fast bowler Mohammad Amir's return to the Test arena following a five-year suspension for his involvement in the spot-fixing scandal.
