Islamic State claimed responsibility on Saturday for a coordinated assault by gunmen and bombers that killed 127 people at locations across Paris that President Francois Hollande said amounted to an act of war against France. In the worst attack, a Paris city hall official said four gunmen systematically slaughtered at least 87 young people at a rock concert at the Bataclan concert hall before anti-terrorist commandos launched an assault on the building. Dozens of survivors were rescued, and bodies were still being recovered on Saturday morning. Some 40 more people were killed in five other attacks in the Paris region, the official said, including an apparent double suicide bombing outside the Stade de France national stadium, where Hollande and the German foreign minister were watching a friendly soccer international. The assaults came as France, a founder member of the U.S.-led coalition waging air strikes against Islamic State in Syria and Iraq, was on high alert for terrorist attacks. According to police sources, Bina Dey has complained that her husband Sanju Dey had physically assaulted her on Friday night demanding money. She said that her husband has a habit of gambling and drinking and he often demands money from her. Governor of Assam and Nagaland, PB Acharya today flagged off a Motor Bike Rally from Raj Bhavan premises this morning. The rally is being undertaken by a team called Coastal Riders who hail from and have biked all the way from the coastal town of Udupi of Karnataka. The team is being led by Subhas Kamath and M. Chittaranjan Bhatt and consists of ten riders and seven
others on backup vehicle. Before the rally was flagged off, a brief meeting was held at the Conference Hall of the Raj Bhavan where the team members introduced themselves and recounted their experiences in other states where they had undertaken bike rallies. The main objective of the team is to learn about the state and the region and bring about their awareness. It would also tour Meghalaya and Nagaland. In his brief speech the Governor, while conveying his best wishes to the team, said that

The Dima Hasao Deputy Commissioner, Smt Juri Pukan while appreciating the people who have been extending their helping hands towards the fire victims of Maibang appealed to the people of Dima Hasao and all the NGOs to come forward to help these victims who have lost their houses and their only means of livelihood in a devastating fire on Wednesday. At least 22 shops including residential houses were reduced to ashes at Maibang market on last Wednesday wherein 72 persons were rendered shelter less and incurred a loss of property amounting to several lakhs of rupees. To take stock of the situation and to provide relief, Smt Phukan along with Mr Riki Phukan, of District Disaster Management visited Maibang market on Saturday and also the relief camp put up at the Maibang Govt ME School. Youths shot dead Sachin Sehrawat Sonepat, Nov 14: Two youths – Vikki and Pawan – of Pinana village were shot dead by two Scorpio borne armed persons at Pinana village bus stand this morning. The gangsters fired 15 rounds at the victims before escaping from the spot. According to a complaint lodged by the family members of the victims in Mohana police station, the victims were standing at the village bus stop at around 11 am when a number of armed youths reached

The MLA who is the representative of this constituency checked the records of the school including the attendance registers. The teaching staff who interacted with the MLA revealed that the school is faced with shortage of electricity and drinking water supply. Wild elephants attack tea labours Amit Nagori Golaghat, Nov 14: Today, in a disturbing situation at Rungajan Tea Estate of Golaghat District, a herd of wild elephants attacked the labours who were busy plucking tea. As per reports, during morning hours the unalarmed labours were busy plucking tea at Rungajan Tea Estate in 1213-14-15-16 number line area. Suddenly, wild elephants attacked and the tea labours who in its wake began running here and there. The situation remained uncontrollable for 3 hours. All were running for their life. The elephants destroyed cropped area resulting in loss to the farmers. The incident was reported to the forest officials but nothing positive came about. The participants, including those affected with AIDS, will pass through high prevalence districts and pockets of HIV to generate awareness on access to health services such as diagnosis, treatment, care and support. The city police suspect at to be an IED blast. Vivek Syiem, SP (City) on Friday said that evidences recovered from the place of occurrence were sent to forensic experts for examination. He also said that police were on the job though it will be premature to say anything on who was behind the incident. Sources, however, said that those who used the IED apparently chose the time when people were engaging in bursting crackers on Thursday. This is for the first time in the recent times that a blast of this nature occurred in the capital city. The "mysterious' blast occurred at a bush near the Jeevan Ram Goenka Memorial Hospital at Jhalupara at around 10.30 pm created a crater at the blast site and partially damaged two vehicles and a road roller parked nearby. The blast was so powerful that it created holes on the road roller. However, no one was injured in the incident. The residents felt the impact of the blast from far and it also shook the buildings. Police sources said that the bomb squad of Shilong police is on the job to ascertain how the IED was triggered. "We cannot just make any comment on it as the investigations are on. Any-
one can make claims but we cannot accept anyone claims just like that. Let us wait for the investigation," a senior police official said. Police sources informed that while HNLC claimed responsibility through Facebook, only after a thorough investigation, police can zero in on the culprits. On the other hand, the HNLC publicity secretary Sainkupar Nongtraw claimed that the intention of planting 'RDX' in a location like Jhalupara at late night was to avoid human casualties. "We purposely planted the RDX in such a location at late night hours in order to avoid human casualties. Our objective was to make the people realise that if we had planted the RDX at Khyndailad (downtown Shillong) during working hours, human casualties would have been far more than expected," Nongtraw said in statement. The outfit said the blast was a warning to Nepalese and other non-tribals of Shillong trying to interfere in the affairs of Hynniewtrep. "We are not
against any community nor religion. We respect all as human beings but they should not take it for granted. Many of our local people have been assaulted by Nepali at Langpih and elsewhere," Nongtraw said. Fishermen released by Sri Lanka reach India Colombo, Nov 14: A group of fishermen who were released by the Sri Lankan government were brought to India by a Coast Guard vessel on Friday evening.Fortynine among them were from Nagapattinam district; 13 from Ramanathapuram and 16 from Pudukottai district. They were all arrested by Sri Lankan Navy in the mid-sea since September.Police sources said the fishermen were brought by the Coast Guard vessel 'Sagar'. "My understanding is there was one B-52 flight, I'm not even sure the date on it, but there was an effort made by Chinese ground controllers to reach out to that aircraft and that aircraft continued its mission. Beijing's Sanyuan Bridge to Be Retrofitted within 24 Hours
Beijing, Nov 14:The refurbishment of Beijing's Sanyuan Bridge, or Sanyuanqiao started at 11p.m. on November 13, 2015 and will be finished later today. The whole reconstruction process will be completed within 24 hours. Over 1300 tons of new surfacing for the bridge has been transported to the construction site to replace the old surface. Sanyuan Bridge is a major overpass on the northeastern stretch of the 3rd Ring Road of Beijing. The Airport Expressway, Jingshun Road (China National Highway 101) and the 3rd Ring Road are interlinked by the vital overpass. The team of experts behind the operation is made up of nine people, who are in total
control of monitoring the process. "Traffic on the 3rd Ring Road of Beijing would have been affected for at least two months if we had appled conventional construction methods." An official said. The construction team are using an integrated replacement method on the Sanyuan Bridge project, allowing the old bridge surface to be removed quickly. This is the first time this construction method has been applied to such a significant transport node in China.The main bridge consists of nine pieces of steel box girders and the new bridge floor is 55.4 meters long, 44.8 meters wide. Hypersonic Missiles and Global Security Modi's UK Visit Range of agreements between the two countries To strengthen Indo-UK economic ties, Prime Minister Narendra Modi arrived in Britain on his first visit to the country during which he will have a hectic schedule that will start with talks with his British counterpart David Cameron. India and Britain also signed a civil nuclear agreement after the two sides held delegation level talks on the first day of Prime Minister Narendra Modi's three-day visit to Britain. On his part, Cameron said that as the oldest and largest democracies, India and Britain were natural partners. Also Britain and India would build stronger economic, defence and global partnerships. During the course of Modi's visit, the two sides are expected to sign a number of agreements on mutual investments and defence cooperation. Overall, on the economic side of the visit, the two prime ministers agreed to around $13.7 billion in deals. Modi emphasized India's outsized economic stake in the United Kingdom. He noted that India invests more in the U.K. than in the rest of the European Union. In 2014-15 India emerged as Britain's third biggest job creator, creating 7,730 new jobs, with investments from India increasing by 65 percent. And among G20 members, the U.K. is the largest investor in India. The economic deals during the visit concerned India's creative and retail sectors, logistics, financial services, energy, information technology and cyber, healthcare, and education. Both Cameron and Modi touted the extensive economic agenda of the state visit. The agreements between India and U.K. strengthen the U.K.'s position in sectors including insurance services, finance, healthcare and energy. Whereas Indian Finance Minister Arun Jaitley and his counterpart, Chancellor of the Exchequer George Osborne, will work to expand cooperation at the next U.K.-India Economic and Financial Dialogue. The Modi-Cameron joint statement also discusses the need for an inclusive constitution in Nepal, international support for the Iran nuclear deal, and "full implementation of the Minsk measures by all parties" with regard to the Ukraine crisis. Interestingly, unlike recent Indian joint statements with the United States, the Philippines, and Vietnam, and unlike the most recent G7 statement, which Cameron signed on to, the India-U.K. joint statement makes no reference to freedom of navigation and overflight in the South China Sea. On defense, reports ahead of Modi's visit suggested that he was looking to close a deal for the purchase of 20 Hawk Mk132 training aircraft from the U.K.'s BAE Systems. The deal was not announced publicly during Modi's visit. Ahead of the visit, various news agencies suggested that the deal would be valued at up to $450 million. India's Hindustan Aeronautics Limited signed a memorandum of understanding with BAE in May on upgrades for India's existing Hawk Mk132 systems. Scramjet technology is only in the testing phase, and remains one of the greatest technological hurdles in the development of hypersonic systems. In comparison to turbojet and turbofan engines, which have high thrust levels, ramjet and scramjet engines are simpler in design as they lack rotating components (and therefore do not have major moving parts such as spinning blades). However, turbojets consume a lot of fuel, which makes them very heavy and impractical for long-distance flights. For hypersonic speeds of Mach 5 or above, another type of propulsion system would be required, in which combustion would happen differently. The hypersonic vehicle would take oxygen from the atmosphere rather than carry it in the form of fuel oxidants. In the other systems, when a rocket carries its own fuel, it also carries with it the oxygen needed for combustion in airless space. Scramjets are projected with a shaped inlet that slows the flow of incoming air but not enough to go down to subsonic levels. They have a very complex operating cycle and create numerous difficulties for engineers, in terms of ignition or possible explosions. Despite these difficulties, the efforts to make hypersonic systems operational continue. The emergence of hypersonic systems raises familiar geopolitical tensions. India and Russia are claiming to have a joint plan to develop a hypersonic missile. Pakistan might be the next to join the race. Other Western countries will want to invest in the technology as well. There are few reasons why France or the United Kingdom would not embark on similar efforts. Testing of the technology is crucial in the process of development. To prevent an escalation, a test ban for hypersonic missiles would provide a strong arms control mechanism. Some have suggested that this should begin with an informal moratorium among the countries currently developing it, including the U.S., China, India and Russia. These countries would commit to putting their plans to test hypersonic technology on hold. At the same time, it has been argued that a test ban could be perceived as discriminatory since some countries have already tested prototypes of the technology. The technology could create enough friction to renew strategic arms races and geopolitical rivalries. Further trust-building measures and dialogue are urgently needed, but the prospects are not bright. In general, countries and international actors have not been very cooperative in the numerous urgent regulatory steps required by emerging strategic technologies. Globally, we have still to address existing security threats such as artificial intelligence, robotic warfare, and synthetic biology. Hypersonic missile development is likely to proceed at full speed. Tensions between countries, competitiveness, and national pride will make the option of pursuing hypersonic missiles attractive, although in the long term, that could be deleterious to a peaceful international environment.

tional and the global market," Saeki says. "Many students don't know how to interact in a professional environment or send a professional email and handle basic computer programs. New Delhi, Nov 14: Ford India has recalled over 16,000 units of the Eco Sport SUV to inspect a potential problem with the suspension that may lead to an accident. The company said a total of 16,444 units of the Eco Sport SUVs will be recalled, and these are ones that have been manufactured between November 2013 and April 2014. "In some of the affected vehicles, there is a possibility that the Rear Twist Beam (RTB) bolt may not be tightened to specification, which may cause the pivot bolt to break. This condition can potentially compromise vehicle handling and thereby increase the risk of an accident," Ford said, calling the measure as a "proactive voluntary action". It added that no accidents related to the concern have been reported as yet. The company will write to customers for getting their vehicles inspected at a local Ford dealer. The MCL has been approved for an initial 10-year period by the Emirates Cricket Board (ECB) and now with the ICC approval, the tournament promises a decade of extraordinary entertainment for the world to witness. The Dubai-based GM Sports had officially announced the launch of the Masters Champions League (MCL) in June 2015 at the iconic Burj Al Arab hotel. In an interview with a news channel post the launch event, ICC CEO Dave Richardson had clarified that they have no problem with MCL. "Wherever cricket is played
we are happy. There is a process to be followed. The process is wherever cricket is played they have to recognize it. If it's UAE, they have to do it. ICC has a right to disapprove cricket but will do so subject to certain criteria. At this stage we have no reason to disapprove (MCL). It remains approved till it's disapproved," Richardson articulated. Five month down the line, the ICC has officially provided a No Objection Certificate (NOC) and approved the MCL tournament in writing to the Emirates Cricket Board. This is a second-one for GM Sports, which in the past owned and organised the "Grand Midwest Sharjah Sixes" - also an ICC approved tournament. PCB claims to have received invite from India, BCCI says nothing finalised Agencies Lahore: The Pakistan Cricket Board claimed on Saturday that BCCI has invited their team to play its 'home' series in India next month but their Indian counterparts said no such formal proposal has been made yet. PCB Chairman Shaharyar Khan told the media in Lahore that he was given a formal proposal by his Indian counterpart, Shashank Manohar, over a phone call. "Shashank Manohar called me up on Friday evening and told me they have got clearance from their government to play against us. But he said they wanted to play the series in India and not in the UAE," Shaharyar claimed. BCCI President Manohar, however, said that they
have not even approached the government for clearance yet and any statement to this effect was not correct. "It's an incorrect statement. We have not yet approached the government. Yes, I have talked to him over the phone and we may talk again in the next couple of days," he said. Shaharyar has claimed that BCCI has promised foolproof security for the Pakistan team during the proposed series. "Manohar also said that the Indian Board would provide the best security to our team and schedule the matches in places like Mohali and Kolkata, where there is no problem at playing a IndoPak match," he added. "Thirdly, he said that the Indian Board would devise a formula to ensure that we
don't suffer any loss of revenues for playing our home series in India," he said. The PCB chief said that he had however informed Manohar that Pakistan would like to play the series in December in UAE as per the MoU signed with the BCCI. "Why should we play our home series in India and not in UAE, which is stated in the MOU and there is the matter of security for our team and plus the nearly $50 million that we expect to earn from hosting the series," he said. "I told Manohar, 'how can we play in India when there is so much anti-Pakistan sentiments there by some of their groups'. We have played our last two series in India and I think it is time we now got to
