Arunachal Pradesh Chief Minister Kalikho Pul today launched a scathing attack upon the Congress – a party to which he himself was attached for more than three decades – for the underdevelopment of Arunachal Pradesh. Addressed an election rally at Chubam village in Longding district for the May 16 bye-elections to the Kanubari legislative assembly constituency, Pul said that the All India Congress Committee (AICC) led by the mother-son duo of Sonia Gandhi as President and Rahul Gandhi as Vice-President is only interested in the resources of Arunachal Pradesh. “Sonia Gandhi and Rahul Gandhi are only interested in exploitation of the rich natural resources of the state. During the political crisis, I tried as many as six times to remain with the Congress, but, they had different ideas due to which we

were compelled to leave Congress and later join PPA”, Pul said. Despite inclement weather, the CM accompanied by education minister Wangling Lowangdong, MLAs Kaling Moyong, P.D.Sona, Tirong Aboh, Dr. Mohesh Chai and several others state People’s Party of Arunachal (PPA) and BJP leaders reached the interior village which till today is devoid of modern amenities like proper road, communication, health care etc. The Chief Minister, also, lashed out at the previous Congress government accusing it of failing to deliver on all fronts – from failing on timely release of salaries and wages, students’ stipend, payment of marginal contractors to profiteering on forged bills. candidate Jyae Wangsu. Gabriel Denwang Wangsu in his speech also appealed to the people to cast their vote in favour of the PPA-BJP ally, since it would ensure development of the constituency. Gabriel had won the first by-election that was held in October 15, 2015 after

sitting MLA and former Minister Newlai Thinkatra died. However, Kanubari seat again fell vacant after its Wangsu resigned during political turmoil last year. Kanubari is one of the only constituencies in the country to witness two by- elections in five years term.

Chief Minister Kalikho Pul hands Nalbari administration over Rs 31 lakhs for the fire victim gears up for counting Chief Minister Kalikho Pul today handed over relief package of Rs 31 lakhs for the fire accident of May 11 in which 27 shops were completely burnt to ashes in the heart of town bazaar. In his maiden visit here, the Chief Minister visited the accident site accompanied by Lok Sabha MP Ninong Ering, WRD Minister Kamlung Mossang, Pasighat East MLA Kaling Moyong, Pasighat West MLA Tatung Jamoh, Mechuka MLA Passang D Sona, Tali MLA Markio Tado, Mariyang MLA Olom Panyang, Deputy Commissioner Isha Khosla and Commissioner Hage Kojeen. Handing over the relief package, the CM urged that there should be no distinction made between the shop owners and the tenants when distributing relief – pointing out that existing government guideline only referred to shop owners as the victim. Addressing a large gathering here, he said shop tenants too were liable to be compensated as they too suffer losses as their saleable items are also destroyed in such fire accidents.

Tezpur, May 14: The Barchala police under Dhekiajuli PS in Sonitpur District managed to apprehend one poacher from near Orang National park this morning. The poacher identified as Jiarul Ali was involved in killing of many rhinos in the park during 2013-14. He was sent to jail today. (Correspondent)

Further the Chief Minister said the government would soon revise the existing relief package of Rs 5000-10000 to Rs 119000, and said the state government would approach the centre for the recommendation. He informed that additional relief package for the fire victim would be worked out soon under the Chief Minister’s Relief Package, where both shop owners and tenants would be equally compensated. “The money disbursed as relief will never be able to fully compensate the loss but the government is always ready to extend help – since for any government, the welfare of the citizen is always the prime objective,” said the Chief Minister. Pointing out that Pasighat has witnessed three fire accidents in one year; the CM said such repeated accidents should be a lesson for all of us. “The government, administration or the police department are not the sole reason for such fire accidents. It is the citizen who has to take initiative,” he said and suggested the citizens to take precautionary measures to keep fire extinguishers, to

avoid street congestions so that fire vehicle and reach inaccessible areas. Urging the Pasighat Municipal to be pro-active, the Chief Minister said the government expects the body to be responsible and not only be active when seeking power from the government. Suggesting measures to prevent fire, he asked the municipal body to install fire extinguisher in all shops, schools, colleges and hospitals and asked them to install overhead water tanks with hydrants for fire vehicles in the market area and to install proper wiring and electrification to prevent any short circuits. He further asked them to give manpower support for cleanliness of the market area and to ensure security by installing police beat posts with all toilet facilities and assured to provide funds and support of the government. He also suggested the administration to make enquiry of every fire accident so that the causes of the fire can be detected to prevent any such future occurrence and asked the public not to delay on giving information to police so that prompt action could be taken.

The Chief Minister further informed that for any emergency evacuation, the ALGs can now be used for civilian purposes without the need for lengthy formalities from the defence establishments. On this matter, the CM informed that the issue was taken up with defence ministry and they had consented to the request from the state government. Also lauding the bonhomie shared between the tribal and the non-tribal communities in Pasighat town, the Chief Minister said such harmony adds to the vibrancy of the place, and advised the people to keep up such spirit of openness so that business and commercial activities gets boost. He referred to Pasighat and Tezu as the only towns in Arunachal, where nontribal community too enjoy privileges, and mentioned it as the place that reflects the essence of true India. Earlier in his speech, Moyong appreciated the prompt action taken by the Chief Minister to visit Pasighat despite his busy schedule. He also appreciated the CM for sanction of Rs 9 crore for construction of stadium at Pasighat.

Dr Om Prakash said that the administration has kept ready the halls of Gurdon HS School of Nalbari town for the counting of votes. 'We have arranged 14 tables for each constituency for smooth counting of votes', Dr Om Prakash added. The Nalbari and Barkshetri constituencies will have 17 rounds of counting while the Dharmapur constituency will have only 14 rounds. The administration appointed 58 counting assistant , 58 counting supervisors and 60 addi-

tional counting staff for the smooth conduct of counting. According to the deputy commissioner who is also the district election officer the two rounds training of counting officials have been started from May 13 at MNC Balika Mahavidyalaya. He also asserted that the district administration will provide full security cover to the candidates who get defeated in the polls. Meanwhile the district administration restricted

the victory rally and procession in the district without prior permission from the district administration. WASE team prominently led by

President Omem Ering, General Secretary Joya Tasung Moyong, Convener Momang Jamoh, VP (Admin) Ponung Dai, VP (Protocol) Yamik Darang urged Chief Minister Kalikho Pul vide a memo to provide adequate vehicles for police patrolling in Pasighat Police Station and Mebo and Sille-Oyan Police Out Post. According to WASE team, the police station at Pasighat, Mebo and Sille are not properly equipped with vehicles due to which wanted criminals can't be followed in emergency situations by police. The NGO also

The SP Majuli Police district said, criminals looted property estimated to be around 10 lakh as the Mandir is of 50 years old and lots of donation including gold and silver kept inside, but there was no security or care taker as it never happens in a place like Majuli here. Journalist's murderers won't go scotfree, say Lalu, Tejashwi Patna, May 14 : Responding to the murder of senior journalist Rajdeo Ranjan in Siwan on Friday evening, Bihar Deputy Chief Minister Tejashwi Yadav on Saturday said such incidents are taking place all over the country, but it is responsibility of the government to carry out impartial investigation and ensure that the culprits get stringent punishment. However, Tejashwi Yadav's father Rashtriya Janata Dal (RJD) supremo Lalu Prasad told mediapersons that he condemned the incident in strong words. "I condemn the murder of the journalist in strong words. The government and police are independent to take action against the culprits. The perpetrators, howsoever mighty they are, won't go scotfree," he said. Director General of Police (DGP) P.K. Thakur said special teams of the Bihar Police have collected evidences from the crime scene and detained two suspects in this connection. "Our special teams comprising a team of forensic science, Special Task Force (STF) and Criminal Investigation Department (CID) officials had been dispatched to Siwan last night. They have collected all possible evidences from the crime scene, besides police have apprehended two suspected accused, and interrogation is going on," said the DGP Emphasising that the investigation will take some more time, he said by that time things would be clear to police. "The collected evidences are also being examined and analysed. Besides, police are probing all points with urgency. Deputy Inspector General of Police, Saran Range, Ajit Kumar Rai is camping there since last night and supervising the investigation. The zonal Inspector General of Police (IG) Paras Nath has also reached there and looking into various aspects of inquiry," he added.

The DC stressed that all key stake holders of the district to be prepared well in advance in view of the onset of monsoon. Every year the district is facing communication breakdown by natural calamities. District Control Room should be activated and coordinate with police control room and keep constant liaisioning with military and Para-military forces in the district. Essential commodities and medicines should

be stocked by the concerned department to meet up any unwanted situation. The DDMO Shri Nima Dorjee highlighted the detail administrative preparedness being taken up by the District Administration and department of Disaster Management Aalo and placed the preparedness plan and sought suggestions from each line departments for better planning and cooperation in future. The district control room is made operational round the clock and urged all line departments to submit damages report through the quickest means of communication. DDMO informed that apart from district Incident Response Teams (IRTs) there should be provision of special task

force for various capacities to tackle any disaster. The Incident Response System (IRS) has been stream lined with the administrative set up of the district. "The rebels were nabbed from Pynursla while they were proceeding towards their hideouts in Bangladesh after they failed to carry out a bomb blast in Shillong, the state capital of Meghalaya," M.Kharkrang, the district police chief of East Khasi Hills, told . Among the four rebels, Kharkrang said the Special Operation Team also nabbed a senior ULFA-I rebel Bikhat Ahom of Assam's Bongaigaon area. Ahom is a bomb expert and is wanted by Assam police for several bombings and other criminal activities in Assam. "The arrest of the four rebels is a major catch for us since they were planning to carry out terror attacks in the city," Kharkrang said. The Special Operation Team commandos seized two rifles, pistols and cache of improvised explosive device weighing around 10 kg each from the vehicle in which they were travelling. Nine B'deshis arrested Shillong, May 14: The BSF deployed at Mahadev, South Garo Hills district in a special operation, apprehended nine Bangladeshis and two Indian nationals for their suspected movement in a vehicle near village Noketgre on Thursday midnight. The apprehended Bangladeshi nationals were identified as Samiran Marak ( 35), Hilllul Marak, (28), Barshes Saku, (28), Newton Sangma (17 ), Nirbhay Sangma ( 29), Mitro Marak (25), Prabhat Manda Sangma (28), Loyar Marak( 40), and Ritar Rangsa Marak( 17). Two Indian nationals namely Subrato Marak(25) and Rakshingh Marak( 29), were also apprehended from the spot. They were helping Bangladeshi nationals for their movement in crossing the International Boundary with Mahindra pick-up vehicle.

During frisking, Indian currency of Rs.11,280 was recovered from their possession. It was revealed that all of them had come to India in search of work in coal mines of Meghalaya. They had been working in coal quarries at Nagal-Bibra area since few days but were not paid the wages. In this regard BSF has lodged a strong protest against illegal crossing by Bangladeshi nationals after violating the sanctity of International boundary and also urged the Border Guard Bangladesh to issue necessary instructions to their ground commanders to take steps to prevent and curb illegal movement of Bangladeshi nationals into Indian territory. IAF team concludes advanced aerial 'Law and order in Bihar can't improve till Nitish combat training exercise in U.S. Alaska (U.S.), May 14 (ANI): Red Flag Alaska 161, which was an advanced aerial combat training exercise, a successor to the previous 'Cope Thunder' exercise series hosted at Eielson Air Force Base, Alaska, concluded on Saturday. The main phase of the exercise had commenced on April 28 with a mix of combat and support elements participating from the Indian Air Force (IAF), United States Air Force (USAF) and United States Navy (USN), said Wing Commander Anupam Banerjee Public Relation Officer, Air Force, in a press release. Over the last decade, IAF has been actively participating in various operational exercises hosted by various countries, wherein its capabilities have been pitted against the best air forces in the world, he said. While referring to the overall exercise plan and objective Red Flag Alaska 16-1 the team leader group Captain H, Assudani said, "The objective of this inter-continental deployment was not only to showcase IAF's capability in undertaking Integrated Air Ops, but also to imbibe operational lessons from the exercise engagements, which will help us add more teeth to our overall war waging capabilities." The exercise is played under multiple simulated scenarios designed to provide realistic settings. The overall demarcation is between Red Force (simulated as the Defensive force component fighting to protect own airspace and assets) and the Blue Force (simulated as

the Offensive composite package). The Red Forces was mainly constituted by the 18 Sqn Aggressor Sqn flying the F16s. The IAF along with the other USAF (F-15, F-16 and F-22) and USN (F-18) constituted the Blue force. During the exercise, IAF also flew as a part of the Red Force alongside the Aggressors, which was a first of its kind. The exercise saw the IAF's potent SU-30 MKI aircraft participating in Offensive Counter Air Ops in which they provided Escort cover to the strike elements. Apart from this, the IAF Jaguars 'DARIN II' undertook integrated strike missions dropping practice bombs over the world renowned JPARC Air to Ground Range. Both these fleets performed their roles exceptionally well. There were three missions commanded by the Indian Air Force in this exercise, said Wing Commander Banerjee, adding that mission commanders of both Jaguars and Su 30s were involved in planning, execution and conduct of debrief.

Trucks with Rs. 570 crore cash stopped in Tamil Nadu Chennai, May 14 (ANI): The Election Commission on Saturday morning stopped three trucks purportedly transferring Rs. 570 crores in poll-bound Tamil Nadu's Tiruppur district. Though the trucks have not been opened yet, it is reported that the cash belonged to State Bank of India (SBI) and is being transported to Vijayawada. The Election Commission has formed an investigating committee to look into the matter. "The container has not yet been opened, but the matter is being looked into. A container, purportedly transferring 195 crores for bank from Coimbatore to Vijaywada (AP) has been stopped," Rajesh

We believe that Pakistan's intelligence agencies were behind his murder because he had always raised demand of an independent Kashmir," one of the protestors said. "I have come here because I believe that we Kashmiris, whether we belong to valley or Ladakh or Gilgit Balgistan or so called Azad Kashmir, we are against this kind of terrorism. We demand that a judicial commission should be set up for probing the murder of Arif Shahid. We want that his mur-

derers should be put behind the bars and justice is given to his family," he added. He further said that often asking for freedom in Pakistan is considered a crime by the administration. "Talking about secularism and freedom of Kashmir is the biggest crime in Pakistani administration. We are against this," he said. Shahid, a pro-independence Kashmiri leader, was shot dead by unidentified men near his home in Rawalpindi on May 14, 2013. Shahid led the All Parties National Alliance (APNA), which advocates independence from India and Pakistan. He also criticised Pakistan's policy of treating Kashmir as its 'colony'. It gives one an immense satisfaction when all the participants execute the briefed plan which becomes a success." While talking about the IAF in the Red Flag exercise, Lt Col Brian Toth, Chief Operations Officer of 354 operations group, said: "The IAFs participation has been extremely good from my perspective. For most nations it takes an exercise or two to step up to meet the requirements of a mission commander. The IAF has been mission commander three times and also performed the package commander roles and they have done a tremendous job." During the exercise, a set of Red Flag team formed the 'White Force' and using high-tech instrumentation and mission debrief tools were used to evaluate the performance of the participants in an objective and logical manner. The White Force watched the entire exercise in real time on tactical displays in

the operations room on ground. Kill removal (removal of the pilots and aircraft assumed shot by the enemy) made the exercise more realistic. Despite the challenging environment, the maintenance team ensured 100 percentserviceability of all platforms throughout the four weeks. Lt Col Clarence McRae, the Red FlagAlaska 16-1 Expeditionary Forces Maintenance Group Commander, said: "Red Flag-Alaska provided all of the participants a fantastic opportunity to train with members of the Indian Air Force. Stranded climbers, including Germans rescued from Sarebung peak Kathmandu, May 14 (ANI): All the 20 climbers, including two German nationals, who were stranded following a strong snow storm in Sarebung peak , were rescued on Saturday afternoon. They were rescued by the Long Rope Rescue Team, reports the Himalayan times. The German nationals were identified as Tobias Grokenen (48) and his wife Gudrun Ingrid Ziermann (44). The twenty climbers were trapped in Sarebung Himal on Saturday morning. The incident occurred while they were climbing down the peak. Pak Supreme Court refuses to form inquiry panel on Panama row Islamabad, May 14 (ANI): Chief Justice of Pakistan (CJP) Anwar Zaheer Jamali has refused to form a "toothless inquiry commission" to probe the Panama Papers leaks under its existing terms of reference (ToRs) in a latest blow to Prime Minister Nawaz Sharif government. "Formation of a commission of inquiry under the Pakistan Commission of Inquiry Act 1956, looking to its limited scope, will result in the constitution of a toothless commission, which will serve no useful purpose, except giving a bad name to it," said the Supreme Court's one-page's reply, sent to the law secretary by the Supreme Court through its registrar Arbab Muhammad Arif, reports the Express Tribune. Sharif had requested the Supreme Court to form an

inquiry commission to investigate the Panama leaks on April 22. On April 3 the panama papers revealed that the sharif's three children were among hundreds of people with offshore holdings in a tax haven. Sharif led- government had

also formed the commission's terms of reference (ToRs), which had broadened the scope of proposed investigations beyond the leaks. However, the opposition parties rejected the government's ToRs and called for new legislation

for the probe. The court expressed its desire to form the body under a new law and asked the government to do proper legislation for creating a powerful commission. The apex court also expressed reservations over the federal government's

proposed ToRs. "The ToRs are so wide and open ended that, prima facie, it may take years together for the commission to conclude its proceedings," Chief Justice of Pakistan's letter said. The court also sought a list of all individuals, families, groups, companies, etc, with their total number along with some relevant particulars against whom purported inquiry proceedings are to be held before forming any opinion on the government's request to form the commission. "Unless such information and particulars are provided and the issue of formation of a commission under some proper legislation is reconsidered and resolved, no final response to the government's letter will be furnished," the CJP's letter said.(ANI)

GNLA weakened with third surrender Imphal, May 14 (ANI): The proscribed Garo National Liberation Army (GNLA) suffered another major setback, when 24 of its cadre from two commands surrendered before the authorities along with a huge cache of arms and anti-aircraft ammunition. The surrender was described as the third biggest, and it is believed to have further weakened the armory of the outfit after the recent surrendering of GNLA Finance Secretary Belding Ch Marak alias Rakkam. The cadres led by the outfit’s Action Commander of West Garo Hills District, Hedeo Ch Momin alias Karak and Area Commander, Chingnang @ Nun surrendered before Chief Secretary KS Kropha and DGP Rajiv Mehta on Friday. Most of them are trained armed hardcore cadres of the GNLA. Four personal security guards (PSOs) of the GNLA commander-in-chief (CIC) Sohan D Shira besides five cadres from West Khasi hills district were also among those who surrendered during the ceremony. At least 1304 anti-aircraft gun ammunition, 3446 medium machine gun ammunition were deposited by the Hedeo, the action commander, who claimed to have taken them out from where they were buried by Sohan in Durama Hills before surrendering. According to him, the source of ammunition was purchased by Sohan from neigbouring Bangladesh. When asked, Hedeo however said that the outfit has no weapon to use the ammunition. High temperatures have hit parts of eastern, central and southern India in recent weeks, with scores of deaths reported from heatstroke. Every year hundreds of people, mainly the poor, die at the height of summer in India, but temperatures have risen earlier than normal, increasing concerns about this year's toll. Severe drought conditions prevail at the moment in at least 10 states in India. Maharashtra, Rajasthan, Madhya Pradesh, Gujarat, Haryana, Andhra Pradesh and Telengana are all staring at a bleak summer, already experiencing severe water shortage, with at least two months to go for the monsoons. But droughts are not unique to India. Rich and poor nations across the world are hit by all sorts of calamities, every year, due to reasons such as climate change. The burning question isn't so much why India is buckling under drought and water shortage, but rather why are the Centre and state governments so paralyzed when it comes to dealing with such crises year after year, and why are they so inept at alleviating human suffering. Such is the state of affairs that the Maharashtra government is preoccupied with preventing large numbers of weary and thirsty people thronging water tankers in order to avert water riots. While the frequency of extreme weather events is rising because of climate change, experts say that the prevailing crisis is a combination of governance and policy failures which go back decades, and the apathy of the Indian state to the suffering of the poor. Last month, the Bombay High Court asked the Mumbai and Maharashtra cricket associations whether it was more important to provide drinking water or to use 60 lakh litres to maintain cricket pitches for the Indian Premier League tournament. Even after calling it "criminal wastage," the High Court did not stay the first match on April 9, and sought more information on whether the water supplied to the stadiums was potable or nonpotable.While 10 states have declared a state of drought, Maharashtra is in throes of abject suffering. People don't have water to drink, cook or perform their daily ablutions across vast tracts of the state. In Latur, two big hospitals reportedly stopped surgeries due to lack of water and several agro-based industries had to shut down, forcing migrant laborers to return to their home states.

The Indian Caste System was a closed system of social stratification with four hierarchically ranked castes called Varnas covering over 4000 specialized occupational subcastes, called Jatisas per the Anthropological Survey of India. Hereditary specialization, sacred hierarchy and mutual repulsionwere the three main characteristics of the system behind ritualistic practising of endogamy, occupational restriction and restriction of caste mobility.The fourth Verna,Shudras were simple menial workers of the society. And, certain groups, designated as outcastes and untouchableswere denied access to ownership of land and other common public resources. Likewise, each individual in the society had a fixed socio-economic status based on caste. The capitalistic development and urbanisation during colonial rule could obscure the original form of caste discrimination. However, irrespective of social transformations, the ceaseless struggle for livelihoods prolonged this age-old pattern of discrimination at the very bottom of the social hierarchy. There were many movements in the pre and postindependent India for eliminating the inequalities and injustices associated with the caste system. The main demands of caste movements before independence were freedom from the caste-specific imposed labour, grant of forest or waste lands for cultivation, and

removal of legal disabilities from owning land. Gandhi integrated the issue of abolition of untouchability into the national movement.In 1935, the British Government of India came out with a list of 400 groups considered untouchable, as well as many tribal groups, latertermed as Scheduled Castes and Scheduled Tribes. Ambedkar agreed to the Poona Pact by which these communities were given reserved seats in electoral bodies within the Hindu society. With independence, the Constitution prohibits discrimination (Article 15) of any citizen on the grounds of religion, race, caste, etc.; untouchability (Article 17); and forced labour (Article 23). It provides for specific representation through reservation of seats for the SCs and the STs in the Parliament (Article 330) and in the State Legislative Assemblies (Article 332), as well as, in Government and public sector jobs, in both the union and state Governments (Articles 15(4), 16(4), 330(4) and 335). Articles 341 and 342 of the Constitution include lists of Scheduled Castes (SC) and Scheduled Tribes (ST) entitled to privileges of guaranteeing seats in national and state legislatures, village panchayats, government jobs and educational institutions.In 1982, the Constitution specified 15% and 7.5% of vacancies in public sector and government-aided educational institutes as a quota reserved for the SC and ST candidates respectively subject to review after five years. In fact, the reservation in India is an affirmative action to provide greater opportunities to traditionally deprived social groups. The caste hierarchy has been breaking down under the impact of social reform movements and many government's policies & programmes. The overall improvement of Scheduled Castes/Tribes is actually attributed to the

And, the public initiatives like universal primary education, health facilities, anti-poverty programmes, rural income-generating and employment guarantee schemes, literacy campaign and the campaign for abolition of child labour were crucial. Whereascaste discrimination has been outlawed in India, it has become a means to compete for access toresources and power in modern India, such as educational opportunities, new occupations, andother improvements in life. This trend is connected to India's preferential policiesand the implementation of these policies.In spite of debates and controversies over thepreferential policies, they have still had a very significant impact on many groups amongthe lower and backward castes with an increase in representation in elected offices. They have alsobecome an important element in electoral politics and have gone on to form strong politicalparties in various regions. People from these disadvantaged groups have largely made their wayinto government

jobs as well as all levels of educational institutions.One survey in 2006 reveals that due to job reservation, the presence of Scheduled Castes and Tribes in regular employment is increased by about 5 percentage points. However, given the wide difference in educational standards between upper caste and these communities, greater emphasis must be given on improving the educational standards and the job-related attributes of persons from these communities. Access to quality education is increasingly becoming the most crucial determinant of subsequent life achievement for many socially and economically marginalised groups. As per Marx, all societies were divided into privileged and underprivileged classes; although the dividing line might be obscure in many cases due to persistence of many stratified societies like Indian caste system.The various safeguards built into the social structure of caste prevented progressive polarisation of class differences in India. The trickle-down based national growth policies after independence have also mostly benefited the elite and rich, leaving behind the deprived in par-

tial stagnation like the huge agricultural sector on which the bulk of the people depend for livelihoods. Again, the Backward Castes have gained considerable economic advantage after Jamindary abolition in the post-independence land reforms. This new-found strength increased their political clout and impeded further tenancy reforms which can be seen as co-mingling of class and caste interestsin an undeveloped capitalistic society. As per Dalit intellectual Chandra Bhan Prasad, "Class is gradually replacing caste as the dominant factor in Indian society".Unless the socioeconomic transformation diffuses the feudal wealth and relations, caste oppression will persist with newer formulations and empowered intermediate groups. Apart from enhancing social mobility for economic development, the Indian democratic polity has also increased caste, community and identity consciousness.The politics of demand for Backward Caste andtribal status, and the extension of reservation to private sector jobs are the corollaries of the policy of compensatorydiscrimination itself, its implementation owes and persistence disparities.

It has also asked the government to increase the number of frontline staff, as proposed under the Tiger Conservation Plan, and to take appropriate actions to improve staff morale and ensure adequate equipment for them to protect the sanctuary from heavily armed poachers and insurgent groups. The report of a Rhino Population Viability Analysis by IUCN Conservation Breeding Specialist Group carried out in 2015 indicates that unless poaching is eradicated, continued reintroduction of rhinos is unlikely to result in a viable population in Manas, and rhino could become locally extinct within 30 years. In addition to provision of stringent punishment for the offenders, the Wildlife (Protection) Act, 1972 also provides for forfeiture of any equipment, vehicle or weapon that is used for committing wildlife offences. Financial and technical assistance is provided to the State governments under the Centrally sponsored schemes for providing better protection to wildlife, including endangered species and improvement of their habitat. The Wildlife Crime Control Bureau has been set up to ensure co-ordination among various officers and State governments in connection with the enforcement of law for control of poaching and illegal trade in wildlife and its products. Also recently police have arrested four forest guards on suspicion of helping to cover up rhino poaching in a national park .The arrests relate to an incident last year. Kaziranga has fought a sustained battle against rhino poachers who kill the animals for their horns, which fetch huge prices in China and Vietnam where they are deemed to have aphrodisiac and cancer-curing qualities. A recent census estimated there were 2,500 onehorned rhinos in the park out of a global population of around 3,300.
