CC roads and pavements construction in full swing in Khonsa The construction of CC roads and pavements is going on in full swing in the colony roads of Khonsa Township, the headquarters of Tirap district. The scheme is being efficiently implemented by the state PWD, Khonsa which was sanctioned under SPA during the financial year 2012-2013 and 20132014. The total length of road under this scheme is about 8 km and will cover all the colony roads in the Khonsa Township. The work on this scheme was supposed to start last April but due to the incessant rains up to August the work could not kick-start. However, now, PWD is working

Wakro circle erupts in protest against SC verdict in favour of Chakma-Hajong Indrajit Tingwa Wakro, Oct 14: A massive rally was held today by the denizens of Wakro circle in Lohit district in protest against the Supreme Court verdict of 17 September favouring the Chakma-Hajong for grant of citizenship and exemption from Inner Line Permit. The motor rally covering a distance about sixty kilometres was jointly organised by Cultural and Literary Society of Mishmis (CALSOM) Wakro unit and I CARE (Wakro based NGO) with support and participation from the All Mishmi Students’ Union, All Lohit District Students’ Union, Mishmi Women Welfare Society,various NGOs,GBs and PRI members. The rally consisting of about a hundred vehicles including two wheelers started from Wakro and proceeded to Medo where people from the area also joined. The rally haeaded back to Wakro after covering Namgo and Mekhetliang village and culminated at the EAC office. A three point memorandum was also submitted to D. Riba, EAC Wakro to register the protest and convey the sentiments which has been generated against the backdrop of the SC ruling. Agartala found place in the railway map of India in the year 2008 when a metre gauge line was extended from Kumarghat, also in Tripura, to Agartala. This gave the city 407 km direct metre-gauge rail connectivity with Lumding in central Assam. A daily express train ran between Lumding and Agartala. The second spot went to Bilaspur with 45 lakh and Mungeli with 22 lakh tourists respectively. Eight feet long python snared in temple in Haryana Behrampur, Oct.14: An eight-foot-long python, weighing 25 kilograms, was snared in a temple in Behrampur village in Haryana on Tuesday. The python was first spotted by villagers who had gone to the temple to offer prayers on the first day of Navratri. As the news spread, a crowd at the temple to catch a glimpse of the python. According to the villagers, the python slithered in from the forests in the Aravalli Hills that runs across Haryana. "A priest informed us about the python's presence in the temple. Some people believe it to be a divine manifestation," said Jagdish Ambavata, a resident of the village. A rescue team eventually snared the python. (ANI)

The High Court gave its verdict while hearing the Public Interest Litigation (PIL) filed by advocate Satish Kumar Singh challenging Yadav's appointment as the chairman of UPPSC. Earlier, the court had directed the state government to explain as to why Yadav was selected as the chairman of UPPSC, excluding 82 persons, whose bio-data for the same post was ignored. Beijing, Oct 14: A private Chinese biotechnology company is planning to mass produce a vaccine to contain Ebola virus. Tianjin CanSino Biotechnology Inc has started construction of an industry base to produce the vaccine, developed by a team of biotech experts with the Chinese Academy of Military Medical Sciences, in the Tianjin Economic and Technological Development Area, the company said. Investment into the base totals 2 billion yuan (about USD 317 million) and construction will be complete in September, 2018. The base also produces other vaccines against pneumonia, meningitis and tuberculosis. Annual production is around 200 million vaccines, staterun Xinhua news agency reported. The vaccine is based on the 2014 mutant gene type and in the form of freeze-dried powder, which can remain stable for at least two weeks in temperatures of up to 37 degrees Celsius. Experts say it is suitable for the tropical climate in West African countries, where the deadly epidemic outbreak has killed more than 11,297 people since 2014, the report said. According to the Ministry of Health of Sierra Leone, one of the three most affected countries along with Liberia and Guinea, the vaccine has proven "clinically safe". Since the outbreak, China has offered USD 120 million of aid and 500 medical staff and experts to affected countries. (Agencies)

District Police Officer (DPO) DG Khan Ghulam Mubashir Maiken had earlier said five people were killed in the blast and added that rescue personnel had rushed to the blast site and shifted the victims to District Headquarters Hospital DG Khan. A Brief History of the US Navy in the Indian Ocean Projects in the pipeline NHIDCL to invest Rs 25,000 Cr across Assam National Highways and Infrastructure Development Corporation Ltd (NHIDCL) said it will invest around Rs 25,000 crore to complete 21 road and bridge projects in Assam over the next five years.The company, which was set up last year, has already awarded contracts for 10 projects and four more will be handed over to contractors by December this year, whereas their focus is on infrastructure to unlock the potential of land, manpower and resources apart from focusing on developing the infrastructure in North East to bring the region closer to mainstream. The NHIDCL has been entrusted with 21 projects in the first phase in Assam. These 21 projects are scheduled to complete by March 2020. These will entail an investment of around Rs 25,000 crore, including construction cost, land acquisition price and payments for reforestation. This will be financed by the Central government.Out of the total amount, Rs 10,294.86 crore have been earmarked for construction works. And out of these, ten projects have already been awarded and these will be completed by December 2018. Bidding process is going on in four more projects. These will be awarded by December this year and will be completed by March 2019. NHIDCL has been carrying out Detailed Project Reports (DPR) for another seven projects in the state and these are likely to be awarded for construction by March 2017 and are expected to be ready by March 2020. All the 21 projects are on National Highways 37, 37A, 38, 52, 52A and 53 in Assam. Most of the projects are for four-laning of the existing highways, apart from constructing some important bridges. The projects are located in Upper Assam on both North and South banks of Brahmaputra along with in Barak valley. The Assam government is trying to make the work fast-paced. But the Centre and state will have to work together to develop the infrastructure. Projects in Assam face challenges like heavy rains, geological problems, security concerns and unavailability of resources and occasional delays in land acquisition, forest clearance and shifting of utilities like electricity poles are the biggest challenges in Assam while developing infrastructure.

Writers' lives at risk Communal violence, terror have heightened the sense of insecurity To have a Sahitya Akademi Award or to give way a prize of this standing is a way of saying: You speak of India; perhaps you do not speak for rulers, or a caste or class; we may find it upsetting; but we have heard through you the voice of our own people; we recognise this, we honour this. For exactly the same reason, writers return awards and resign from public institutions like the Sahitya Akademi. It is a writer's way of saying: Think! Think of injustices in the past and present. Think about right and wrong. You cannot honour me while dishonouring the values of this country. And if I can communicate nothing else, let me at least say this - not in my name. Expressing anguish over recent communal incidents in the country, noted authors have made a beeline for returning their prized Sahitya Akademi Awards. It is in protest against the atmosphere of communal intolerance in India, which they say has plagued the nation. They have also blamed the central government of doing nothing to put an end to it. Many in the literary fraternity have raised their voice against the killing of Kannada writer and Sahitya Akademi Award winner M M Kalburgi and anti-superstition activists Narendra Dabholkar and senior CPM leader Govind Pansare, questioning the government and the Akademi's silence on such incidents. This protest gained momentum after a mob of 200 brutally lynched a 52-year-old Muslim man in Dadri on rumours that he and his family had eaten beef. A forensic report recently, however, said that the meat found in Akhlaq's house was not beef, but mutton. Sahitya Akademi Award is India's National Academy of Letters and the central institution for literary dialogue, publication and promotion in the country. Every year since its inception in 1954, the Sahitya Akademi Award prizes to the most outstanding books of literary merit published in any of the major Indian languages recognised by the Akademi, according to the official website. Among prominent writers who have till date returned the Sahitya Akademi Award are Nayantara Sahgal, Ashok Vajpeyi, Sarah Joseph, Gurbachan Bhullar, Ajmer Singh Aulakh, Atamjit Singh, Ghulam Nabi Khayal, Rajesh Joshi, Novelist Baldev Singh Sadaknama, poets Surjit Patar, Jaswinder, Darshan Buttar and translator Chaman Lal, Waryam Sandhu and many more. It seems that the list is increasing day by day. On the other hand as many as 15 to 20 Konkani writers of Goa Konkani Lekhak Sangh (GKLS) are considering returning their Sahitya Akademi awards as a mark of protest against the recent killings of rationalists and writers in the country. Shivdas, who had received the Sahitya Akademi award for his collection of short stories Bhaangarsaall, said that "Goa is not safe for writers". Some of the writers even quoted that they get threatening calls from unknown numbers for writing only their own personal views. Joining the bandwagon, even two Assamese writers who were honoured with the Sahitya Akademi Award also returned the award - Homen Borgohain and Nirupama Phukan - have also decided to return their awards in the wake of the Dadri incident protests. The unparalleled number of award returnees, perhaps, the highest in the country till date has surprised everyone. The main intention behind returning the award is to get them a secured life. They are worshippers of pen and paper. Is it right to threaten them with guns and bullets? How fair is it to counter ideas with bullets? Many of the writers are of the opinion that if the need be, they will cross all barriers to ensure that religious fanaticism does not eclipse the fundamental multiculturalism of this country. There is an atmosphere of terror; our action is the protest against the well-orchestrated strategy to silence all dissent.

As it celebrates its 240th birthday, the U.S. Navy would do well to keep the Indian Ocean in mind. Akhilesh Pillalamarri The U.S. Navy was officially founded as the Continental Navy 240 years ago, on October 13, 1775, during the American Revolutionary War. Since its inception, the U.S. Navy has been involved in the Atlantic Ocean. Later on, its operations spread to the Pacific as the United States expanded. However, a topic that has interested me lately is the history of the U.S. Navy in the Indian Ocean, which is not as well known as its exploits in the Atlantic or Pacific oceans. This is despite the recent heavy American military involvement in areas of the Middle East and South Asia near or on the Indian Ocean littoral. As noted by Robert Kaplan and many others, the Indian Ocean littoral is pivotal to the 21st century. This is but the re-emergence of a previous pattern that lasted until European colonialism, where the main corridor of world trade routes passed through the Indian Ocean. Today too, many global trade and energy routes pass through the Indian Ocean, and go either to some place along the littoral or on to Eastern Asia. Some of the contemporary world's bloodiest conflicts are near this littoral, necessitating an American naval presence.

Yet despite this fact, the Indian Ocean is part of the operating areas of three separate U.S. fleets. Two of these, the 6th and 7th also operate in the Atlantic and Pacific oceans respectively; only the 5th, based in Bahrain, whose area of operations encompasses the southern coast of the Middle East, Pakistan, and the Horn of Africa, is a fully Indian Ocean fleet. This is the legacy of a navy that has historically been oriented toward the United States' own shores. Through the 19th and first part of the 20th century, the Indian Ocean was essentially a British lake. Not only did the British control India, they controlled the various chokepoints around the ocean to secure the sea lanes to their most valuable colony: the Suez Canal, the Strait of Aden (Bab-al-Mandab), the Strait of Hormuz, and the Strait of Malacca. American naval presence in or near the ocean was minimal, despite the acquisition of the Philippines in 1898 and increased involvement in the western Pacific. During World War I, the United States did not even declare war on the Ottoman Empire. The U.S. did not even have ambassadorial relations with Iran until 1944, after the 1943 Tehran Conference during World War II.

American involvement in the Indian Ocean grew substantially during and after the Second World War. Eventually the United States became the main guarantor of safety on the high seas in the Indian Ocean, especially after the British withdrawal from "east of Suez" in 1971. During World War II, hundreds of American advisers were stationed in India. More importantly for the future of the region, President Franklin Delano Roosevelt stopped in the Suez Canal on his way back from the Yalta Conference in February 1945. There, he famously met the founder of Saudi Arabia, King

Abdulaziz ibn Saud on a ship. The king had several sheep brought on board the ship, slaughtered, and roasted for the American crew while security for oil guarantees were discussed by the relevant parties. Consequently, in 1948, a U.S. naval presence was established in the Persian Gulf, which soon became the Middle East Force in 1949. This leased a part of the former British base in Bahrain in 1971. On the other side of the Indian Ocean, the U.S. naval presence was smaller. In one notable instance during the Indo-Pakistani War of 1971, the United States sent U.S. Task Force 74 west

from the Pacific Ocean to monitor the war and possibly as a show of support for Pakistan. In the last 50 years, the American naval presence in the Indian Ocean began to grow in size from its beginnings in 1940s, though it has for the most part remained in the Arabian Sea portion of the Indian Ocean (the area covered by the 5th Fleet today). There are two important milestones in this process. The first was the establishment of a 50year American lease on the British Island of Diego Garcia in the southern Indian Ocean, starting in 1966. The island has since been inhabited by around

5,000 British and American soldiers (the native population was deported during this process) and was a staging ground for the American wars in Afghanistan and Iraq. The other major milestone of the American naval presence in the ocean was the Persian Gulf War. The 7th Fleet, based in the Pacific, was mainly responsible for naval operations during this war. To signify increased U.S. commitment to the Middle East, the region got its own fleet-the reactivated 5th Fleet-in 1995, based in Bahrain. This is of course, been heavily involved in all subsequent operations in the region since. Today, it is hard to imagine an Indian Oceanespecially the Arabian Sea littoral-without a U.S. naval presence, but the American presence in the Indian Ocean is not nearly as old or as deep as its presences in the Atlantic and Pacific Oceans, which actually bound the United States. The U.S. naval presence in the Indian Ocean is thus dependent on the goodwill of allies, though there is no doubt this goodwill will persist far into the future. As the Indian Ocean and the lands surrounding it grow in importance, expect it to become ever more important to the U.S. navy as it celebrates its birthday.

China and India Hold Joint Military Exercise Beijing and New Delhi are conducting counter-terror drills in China's Yunnan province. Franz-Stefan Gady On October 12, the Chinese People's Liberation Army (PLA) and Indian Army (IA) began a joint counter-terrorism exercise, codenamed Hand-in-Hand 2015, at Kunming Military Academy in Yunnan province located in southwestern China, according to local media reports. The Hand-in-Hand 2015 counter-terrorism drill, the fifth held since 2007, involves 175 soldiers from the Indian Army's Naga Regiment of the Eastern Command and 144 military personnel from China's Chengdu Military Area Command and will continue till October 22 as per reports. The aim of the exercise is "to develop joint operating capability, share useful experience in counter-terrorism operations and to promote friendly exchanges between the armies of India and China," according to the Indian Ministry of Defense. The Chinese state-run tabloid, Global Times, struck a similar tone saying that China and India "have agreed to enhance their

military cooperation, and to boost people-to-people exchanges". The units involved on both sides consist of infantry and headquarter elements. "Commanders and Staff Officers of both sides will work in close coordination to receive and collate intelligence and to issue suitable operational orders to the combined field training components, who in turn will execute these orders on ground," the Business Standard notes. Joint exercises will include counter-insurgency operations as well as humanitarian assistance and disaster relief. An opinion piece in the Global Times assured that "[t]here is no need to be astonished over the joint drill, for the idea of peaceful coexistence has already been deeply rooted among people from both China and India." The article, written by a Wang Dehua, a Chinese scholar, goes on to note "that a joint military exercise is a barometer of bilateral relationships," noting the deepening ties between China and India. Although

the scholar does admit that there have been past and recent tensions in the bilateral relationship, such as Sino-Indian border disputes as well as Chinese military presence in the Indian Ocean: India's defense sector is still vigilant about the Chinese military's rapid modernization. Moreover, the growing presence of Chinese nuclear submarines and conventional submarines in the Indian Ocean is intensifying New Delhi's anxiety. Furthermore Wang accuses Western media of purposely misinterpreting the nature of the joint military exercise to fuel tensions between the two countries. "As a new measure of establishing mutual trust, there is no point in making a fuss over the drill. Confrontations in recent years were not created on purpose, but happened by accident. Leaders from both China and India have consensus and enough means to take divergences under control," Wang said. He accuses Western commentators to misread these disagreements and that, in

fact, relations between Beijing and New Delhi are quite good. However, this week, India will also host the much larger Malabar 2015 naval drill, involving the United States and Japan in the Bay of Bengal. Japanese participation in the naval exercise has led to Chinese concerns, in particular af-

ter a U.S. State Department statement noted "the growing convergence" of the interests of three countries in the Indo-Pacific region, underlined by "the importance of international law and peaceful settlement of disputes; freedom of navigation and over flight; and unimpeded lawful commerce, including in the

South China Sea." Yet, Indian officials pointed out that New Delhi is pursuing a "multi-vectored diplomacy where IOUs are being parceled to countries on either side of the political aisle." Thus, India continues to perform a careful balancing act between China and the United States and its allies.

For quite some time past, this practice of changing colour has been in vogue. Again, we find that many politicians change their views very frequently. People remain appalled by such change of opinions. Some politicians say something in the morning, that they deny having said so in the evening. Now that the assembly election is nearing, we will find many politicians joining some other party that is likely to bid fair. We find no irrationality on the part of the members of both Tiwa and Dima Hasao autonomous council when most of them join BJP thereby converting the Congress into minority and paving the way for BJP and its allied parteis to form the council. There is nothing new in such developments. In fact, there are instances when the entire ministry of a particular political party resigns en masse to form government of a different political party. As the Congress is now all set to lose both the councils, the party being unable to bear the brunt of the loss, is acting with vengeance in mind. Arrest of Jewel Garlosa is a case

Cloud data centre opened in Chennai by IBM Bengaluru, Oct 14: In a move to tap the growing opportunity offered by Indian financial services sector and the government, technology major IBM announced the launch of its first public cloud data centre in India. The new centre located in Chennai will offer Indian customers and end users increased performance and speed for data travelling to and from the region. The opening of the new data centre is part of IBM's $1.2 billion investment to expand its global cloud footprint into every major financial market. This is the second data centre of the company in India. The company did not disclose the investment for the Chennai data centre. By registering a growth of 40 per cent over the last year, India has overtaken Israel to become the third largest startup base after the U.S. and the U.K. According to a report published by Nasscom in association with research firm Zinnov, around 1,200 tech startups were born in the year 2015, out of which more than 50 per cent focus on e-commerce, consumer services and aggregators business. "India is the youngest startup nations in the world with around 72 per cent of the founders less than 35 years old, and 50 per cent rise in share of female entrepreneurs in 2015 over 2014," said Ravi Gururaj, Chairman, Nasscom, Product Council. Rabbit In The Moon A long time ago in a far distant land there lived a rabbit, a fox and a monkey who believed that they had sinned in their former lives, and so were born as animal beings. They gathered one day, and promised to be good and to love one another as brothers, so that they could recompensate for their sins. Taishakuten, one of the deities in the land of gods, looked down at those animals and thought: "I can hardly believe them! These days the world is full of human beings who kill, rob, and hate one another even though they are brothers and sisters, and they don't even realize that what they do is wrong. How could animals be regretful and wanting to pay for their sins? How could they even be aware of it?" Taishakuten changed himself into a weak old man, and descended to the land where the three animals were. He laid himself down on the road, pretending to be sick, and dying. Soon the three animals passed by, and the old man said in a frail voice: "Help me, please. I'm old and weak, and too exhausted to continue my journey. I don't
