Arunachal CM clarifies on the status of hydel power stations in the state ET Correspondent Itanagar, Jul 16

A total of Rs. 5081.45 lakhs was released for repair, renovation and upgrading of hydel power stations in the State during the period 2011-

15. There are 21 mini hydel stations under renovation and modernization while 10 of them have been completed with power generation going on, according to a written reply furnished by the department of hydro-power headed by the Chief Minister Nabam

CM Tuki clarifies on upfront premium fees received from hydro power cos in the state ET Correspondent Itanagar, Jul 16

An amount of Rs.1,495,62.48 lakhs has been collected for the period 20052015 as upfront premium fees from 159 hydro power companies. The estimate capacity of electricity to be installed in these projects is 46,938.20 Mega Watt. Out of these 159 companies, 11 have withdrawn their work and four out of these 11 have been given reallotment. As of today, 15 projects are nearing completion.Meanwhile, seven hydro power projects with the installed capacity of 7550 MW, which are public sector undertakings, like the NHPC and NEEPCO have not paid

ET CAPSULES Arms dealer nabbed, pistol recovered Bokajan, Jul 16: Acting on a tip-off, the E-155 Bn CRPF based in Bokajan nabbed a person for possessing a .22 pistol from Sukhanjan area under Bokajan Subdivision of Karbi Anglong district. The arrested was identified as Jacob Baruah (28) of Uriamghat, Golaghat. Preliminary interrogation revealed that the arrested is an AANLA cadre and was here with the purpose of selling the weapon for Rs 35,000, however, ended up being caught by the security forces. Nagaland Government bans all forms of tobacco

Dimapur, July 16 : The Government of Nagaland has prohibited permanently the manufacture, storage, sale and distribution of all forms of processed sweet flavored/scented/chewable tobacco whether going by the name or form of gutkha, pan-masala, zarda etc., containing tobacco or nicotine as ingredients by whatsoever name available in the market in Nagaland. A notification issued by M.Patton, Food Safety Commissioner, said the prohibitory order was imposed “in pursuance of Regulation 2:3:4 of the Food Safety and Standards (Prohibition and Restrictions on Sale) Regulations, 2011” the prohibition to this effect came into force in the entire state of Nagaland in the “interest of public health”. The order said “non-compliance to this order would be an offence punishable under Section 59 of Food Safety and Standards Act, 2016”. (ANI)

ASDMA says, 65,000 people in over 155 villages affected due to heavy rains and floods ET Correspondent Guwahati, Jul 16

Assam has been hit by major flood, and till date over 65,000 people in over 155 villages have been affected due to the incessant rains and floods in the state. Assam State Disaster Management Authority (ASDMA) said in its flood report today that the affected villages are in Dhemaji, Lakhimpur and Sonitpur districts. Sonitpur district bore the brunt of the disaster with nearly 50,000

people suffering, followed by Lakhimpur with over 13,000 people being affected, it said. Over 1,600 hectares of crop areas are under water. Authorities have opened seven relief camps in Sonitpur, where 7,712 people are taking shelter. The flood waters have also washed away two parts of a road and two embankments were breached in Lakhimpur, while five roads were damaged and several embankments were breached at four places in as many rivers in Sonitpur. At present, is flowing above

Rape accused lynched in Nagaland Kohima, Jul 16: A rape accused succumbed to internal injuries after he was beaten up by a mob in Khekiho village under Dhansiripar police outpost in Dimapur district of Nagaland, police said on Thursday. The deceased, identified as Hussain Ali (35), allegedly confined a minor girl in his house and raped her, Additional Deputy Commissioner of Police, Dimapur, Shouka Kakheto said. 1,306 villages electrified in Arunachal ET Bureau Itanagar, Jul 16: Around 1,306 villages in Arunachal Pradesh have been electrified while 2,090 villages are yet to get electricity, state Power (Electrical) Minister Tanga Byaling today informed the assembly. Responding to a question by BJP member Japu Deru in the assembly during question hour regarding electrification under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), Byaling informed that 2,090 un-electrified villages would be covered under the scheme. He said, RGGVY, a central scheme was renamed as 'Din Dayal Upadhay Gram Jyoti Yojana' (DDUGJY). Out of the sanctioned amount of Rs 926.99 crore from the Centre, the department had received Rs 915.66 crore against the scheme on May 24 last. He, however, attributed less population, vast area and frequent migration of people as the reasons for less village electrification. Responding to a supplementary from Congress MLA Pani Taram, the minister informed that there were less license holders in the state and mostly outsiders compete in tender process. Aalo, Jul 16: The district administration led by Circle Officer Development, DLR&SO Shri Pumek Ronya, ACLM Shri Jomba Kamgo along with their staff has been making joint spot verification of all illegal shops, Gumtis and meat vendors scattered all over the sectors and colonies of Aalo town since

14th July last. The shopkeepers have been given specific directions to produce original land allotment and trading licenses for cross checking. Defaulters' trading licenses are being cancelled on the spot and necessary eviction drive will follow up soon. The mushrooming of such unauthorized Gumtis even

in the non commercial areas are said to be selling unwanted things to the adolescent boys and meat vendors are spreading dirt within the town. Meeting held to assess loss of private and public property in Seppa Seppa, Jul 16: The Deputy Commissioner Sandeep Kumar Singh had called an emergency meeting with HoDs to assess the loss of private and public property in the wake Initiating the discussion DC Sandeep Kumar Singh asked the HoDs to present the assessment report of loss of property of their concerned department. He directed the EE, PWD for immediate restoration of damaged road near JNV, New Seppa and also the PRO, Sushee Infra Company for early clearance of blocked roads from Seppa to Bana. He also directed the EE, PHED to put in place water tanker till restoration of damaged pipelines. He announced area wise committees headed by administrative officer to assess the loss of private property and to submit report at the earliest for immediate relief.

He appreciated the police and CRPF team for quick response during rescue operation of 15th July at 2:30 am in which three persons were buried under mud at TypeIII Colony, Seppa and whose death bodies were recovered. EE, PWD Er. M. Riba informed that the water supply system of Seppa Township has been extensively damaged with almost half of the township’s water supply system having been affected and it will take a minimum one week to restore it. Other than that, Border Area Development Programme of the Govt of India scheme for capacity building of the border areas is already launched last year in the state and under this, the department has set a target to provide capacity building to impart skills to 3300 youths this year, Tabi said. Tabin further informed that the department will soon set up 4 more ITIs and it will be strengthened and upgraded and new courses will be included for skill development of the youth. ET Bureau Ziro, Jul 16: The Old Ziro Market Welfare Committee (OZMWC), Ziro extended appreciation to the district administration, Ziro for their bold initiative in carrying out first ever mass eviction drive on 13th July 2015 at Ziro Putu and Suluya, Old Ziro. The eviction team comprising of Sri RK Borthakur, ADC cum Estate Officer, Ziro, Sri Mokar Riba, ECA cum Town Magistrate, Ziro, Sri Jhon Pada, DySP, Ziro, Sri Bharat Lingu, DLRSO, Ziro, Miss K Tayeng, SI (Civil), Sri Huker Riram along with police personnel and other staff deserve special appreciation who

had successfully executed the eviction drive in a very impartial way without resistance from the affected persons, the OZMWC said. On the day of the eviction drive, members of OZMWC braving the heat of the summer, also stood behind the administration to extend public support. It may be mentioned here that the OZMWC had preserved the Ziro Putu and Suluya, Old Ziro since the formation of the Market Committee for the setting up of the govt. establishment. The committee had even filed a writ petition in the Honourable Guahati High Court, Guahati in the year 2002 wherein the lat-

ter had directed the deputy commissioner, Ziro to decide the case in his jurisdiction. As per the High Court direction, Sri Keshav Chandra, the then deputy commissioner, Ziro had declared the entire Ziro Putu as govt. land. The present eviction drive is an offshoot of the formal complaint lodged with the district administration, Ziro in the year 2012 by OZMWC against those encroachers who have rampantly occupied certain portion of govt. land at Ziro Putu and Suluya, Old Ziro. Since the lodging of a formal complaint, the district administration, Ziro, had showed lackadaisical atti-

tudes with respect to the complaint under the guise of red tapism despite occasional reminders till the posting of present incumbent Deputy Commissioner, Sri Kanki Darang. Barring a few, the present eviction drive is an outcome of vigorous attempts to persuade the district administration, Ziro headed by Sri Kanki Darang, deputy commissioner, Ziro who unlike his predecessors has expedited the process in a time bound manner which also deserves unqualified appreciation from entire people of Apatani as well as the Lower Subansiri district as a whole, The OZMWC added.

Hemoda Bora, pioneer woman leader of Lakhimpur passes away

ET Correspondent Lakhimpur, Jul 16: Hemoda Bora, a pioneer woman leader of Lakhimpur District passed away at 10.25 am today. She breathed her last at Soumarpeeth Hospital, a private sector nurishing home of North Lakhimpur due to old age ailments. She was admitted in the hospital yesterday in the morning as she lost her sense suddenly. She was 82 when she died. It is to be noted that the lady was the wife of late Sula Borah, the veteran communist leader of the state and the Ex MLA of No-111 Lakhimpur Legislative Assambly Constituency. He had earlier breathed his last on 21st April this year. She got married to him in 1969. Born at Sanbocha Village of Nazira in Sibsagar District, Hemoda Bora developed a revolutionary attitude in her character from her childhood and dedicated herself for the welfare of common people since the days of Oil Refinery Movement. She was a strict follower of communism and worked for the Communist Party of India. She worked hard for the betterment of the down-trodden women of the society and led the women empowerment movement in Lakhimpur. “She was the true inspiration of my father Sula Bora. She was the first lady who introduced the celebration of the World Woman’s Day in the district”, said Angella Bora, her daughter. On the other hand she was State Vice President of Asom Mahila Sangha and later acting as an adviser to the organization. She toured Germany and Hungary representing India on behalf of All India Women Federation in 1982. She was survived by her son Defence Bora, daughter Angella, daughter-in-law, son-in-law along with grandchildren and a host of relatives. Many persons and institutions expressed condolence on her demise.

It has been made known that BJP dignitary and environment activist, Mrinal Saikia submitted numerous complaints to the DC, forest officers, chief minister of Assam, the Governor and the prime minister of India regarding poaching of the one-horned Rhino in Kaziranga. Afterwards, this environmentalist submitted another complaint to the State High Court. In its wake, an inquiry team was sent which submitted its report and on this basis, the State High Court has issued an order to evacuate illegal residents from Deuchapri and Bandurduwa areas. Chaos in Golaghat over Bhojpuri protests ET Correspondent Golaghat, Jul 16: The killing of innocent Hindi speaking people in Tinsukia by suspected ULFA militants is now on the boil. Various organisations have protested against this throughout the state. Today, All Assam Bhojpuri Parishad's Golaghat District Committee created a road blockade programme at Rangajan on NH 39 in protest against the said barbaric attack on innocent people by suspected ULFA militants. Battery rickshaw law repealed in Tripura Agartala, Jul 16: Following a ban on monement of e-rickshaws by the Delhi High Court last year the Tripura government on Wednesday repealed the Tripura Battery Operated Rickshaw Rules, 2014, which was issued by the department of urban development. The Union ministry of road transport and highways has brought battery-operated rickshaws under Motor Vehicles Act 1988, amended in 2015 as informed by Transport Minister Manik dey. Hence, the state does not need to enforce any separate rules for it. "We have been encouraging battery-operated rickshaws, considering their good impact on environment. Urban local bodies were authorized to regulate them. Tripura was the first state in the country that framed separate rules for erickshaws," added Dey. London, Jul 16: The lower house of Japan's parliament has approved two controversial bills that would allow the country's troops to fight abroad for the first time since World War two, despite protests in Tokyo. The bills still need to be approved by the upper house as many expect them to gradually be passed into law. Japanese Prime Minister Shinzo Abe has also pushed for the two bills saying that it is essential to expand the military's role in a doctrine called self-defence. Myanmar to handover more boat people to Bangladesh Yangon, Jul 16: Myanmar authorities are slated to handover 165 verified Bangladeshi boat people, an official report said today. A total of 733 boat people were rescued by Myanmar navy on May 29 at sea near Pyapon Township, and are being provided temporary shelter in the state of Rakhine. The handover is scheduled for July 22, the report added. Last month; Myanmar had sent back the first batch of 187 verified Bangladeshis out of 200 saved on May 21 off Myanmar's Rakhine coast .Investigation by the Myanmar government found that some of the boat people had fallen victim to human trafficking rings and crime syndicates after receiving offer of work in Thailand and Malaysia from illegal job brokers. Can CSR be an answer to World Economic turmoil?

But it is perhaps too early to celebrate yet The people of Northeast states have suffered the trauma of insurgency for long but now they must get the dividend of peace, is the reason as to why Union Minister Rajnath Singh is of the opinion that central forces should comparatively be reduced in Northeast. He favours reduction in deployment of central forces in the North East in view of the improved security scenario in the region. It is in fact true to some extend that entire Northeastern regions have finally got some peaceful environment after all the unruly activities and violence happening all around it. In the wake of improvement in security scenario, there is also a need to review deployment of security forces in the region. At present the deployment is more than it was when the insurgency was at its peak. Above everything there had been substantial strengthening of state police forces in the past few years. While talking about forces, one cannot ignore the fact that several small residual insurgent groups were operating from their safe havens across the border and are engaged in kidnapping for ransom, which had almost doubled in Assam and Meghalaya. Above all, in Garo Hill district of Meghalaya, some new splinter groups were kidnapping people for ransom or looting businessmen at gunpoint. And the recent murder of a businessman in Tinsukia district, clearly points to the fact that militancy rule is still prevalent in Assam. Undoubtedly one can say that the governments of all the states of Northeast, by dint of their continual and sustained efforts, have been able to improve the security scenario mainly by focusing on development resulting in an "all-time low" level of insurgency in the region, and thus have been able to climb at least a few steps up the ladder of success. Every Northeasterner should hold the opinion that without compromising with security, we must all plan to facilitate reduction of deployment of security forces in the region which would in turn make the environment uncomplicated and also encourage positive thinking of outsiders about this region. The main reason behind the increase in the number of insurgency is that youths are misled and lured into joining insurgent groups thereby leading them into a deep abyss of uncertainty. Mizoram, Tripura, large parts of Assam and Meghalaya, and Arunachal Pradesh, except its three eastern districts, are almost free of insurgency. There is a strong popular desire for peace in Nagaland and Manipur, too. Above everything, although Rajnath Singh's decision in favour of reducing deployment of security forces in NE is good news, the whole process must be carefully deliberated and it should be done in a phased manner. Unless and until, insurgent mentality is completely eradicated from NE, by means of a nuanced as well as holistic approach, making the region completely security forces free would not be a prudent decision.

Assam shows the way while Arunachal follows Arunachal Pradesh all set to usher in tea industry revolution Assam tea has always maintained its popularity in the world market. And of the agriculture-based industries, tea occupies an important place in Assam which is grown both in the Brahmaputra and Barak plains. There are around 2500 small tea gardens and the total production of tea in Assam in 2009 was 500 million kg, compared to the 487 million kg produced by the State in 2008. And following in the footsteps of the major tea producer of India, the state government of Arunachal Pradesh too is attaching priority on tea cultivation as it is all set to usher in a revolution in the tea industry with farmers opting to take up the cash crop as their principal avocation. Tea, literally known as 'Green Gold' would be a money spinner soon with various schemes being launched by the state government under chief minister's mission mode project (MMP) on plantation crops. The state government during 2012-13 allocated an amount of Rs 3 crore for tea cultivation covering 285 beneficiaries, whereas the allocation during 2013-14 was increased to Rs 5 crore covering 465 beneficiaries. And keeping in view the growing enthusiasm of farmers vis-a-vis this sector, the state government during 2014-15 earmarked a fund provision of Rs 5 crore covering another 465 beneficiaries under the project. The state government with an aim to benefit the people through self-sustainable schemes has attached priority on tea and rubber cultivation under mission mode programmes. It has also kept adequate fund provision in 2015-16 budget so as to cover more areas and bring in people under the programme. The data of Trade & Commerce department discloses that assistance in the form of planting materials - 13000 tea saplings and 6 rolls of barbed wire per beneficiary - has been provided by the state government. During 2013-14 a total of 465 tea units were established including East Siang (20), West Siang (20), Lohit (40), Tirap (25), Papum Pare (20), East Kameng (25), Lower Dibang Valley (25), Changlang (35), Longding (25), West Kameng (35), Lower Subansiri (40), Upper Siang (40), Kurung Kumey (40), Upper Subansiri (40) and Namsai (35) respectively. However, assistance at the rate of one lakh per beneficiary per hectare in the form of planting materials, fencing materials and tools, equipment and fertilizers were provided during the period. Moreover until and unless quality assured planting materials are provided to farmers by involving Tea Research Association (TRA)/Tea Board of India (TBI), there is every possibility of duping farmers by unscrupulous traders. As a tea sapling is planted, its life span is calculated up to 80-100 years and in the process the duped farmers will incur heavy losses both economically and also fertility of their soil. The scheme has opened a new vista of employment for farmers and farmers will definitely appreciate that the state government's efforts to help the farmers although maintenance cost for up to 3-4 years will be needed.

Pranjal Kumar Phukan There are many types of employment yet much less is currently required to supply us all with the goods we need. What we really need is a system that recycles wealth earned into people's hands as fairly, and sustainably, as possible. Unfortunately, we have not found an adequate way to do that. Communism attempted this and failed as market mechanisms were not allowed to work and shortages of just about everything replaced unemployment. It also led to concentration of power in nontransparent, repressive, vicious people and non-functioning committees. The market system works well as long as it has a strong dose of democracy although it does tend to move to a cyclical inheritance of creating unemployment in recessions often caused by excess public expenditure and then on things with hardly any forward investment multiplier such as tanks, drones, aircraft carriers, nuclear weapons, etc. which we hope are not to be followed by a trumped up war. CSR for private corporations also means social benefits and living wages, both of which by the way are subject to continuing debate and not something we can either resolve nor shall discuss in this article. Suffice to say that the one area that is in immediate need of attention is the question of socially responsible restructuring. As employment reduces, firing someone immediately with little or no warning subjects the victim to many more hardships than simply losing a source of revenue. Depression, feelings of failure and hopelessness quickly ensue. We all know it is easier to get another job, assuming they exist, if you are already employed. Socially responsible restructuring and re-training would address that issue and even keep the 'fired' on board as re-training and access to infrastructure such as an office are provided. Both of which require little cost although complications of security in our age of essentially ser-

vice sector jobs needs imaginative solutions. Not often realized is the devastating loss of human capital that can hardly be re-invigorated as jobs return and demands for lost skills increase. A highly skilled laid-off service sector worker is hard pressed to keep up with new technology as one iPhone replaces another's blackberry. The loss to a nation is hard to calculate but may easily drop future economic growth by several percentage points. Economic growth is based upon the growth of private and public consumption and investment, and the balance of trade of goods and services (the Keynesian equation). Employment cannot rise unless there is economic growth that is not merely jobless growth due to solely productivity growth. In the absence of private consumption and investment and a poor trade balance, the only source of growth will be the public sector. Now with today's urge to reduce deficits the ONLY solution has to be the private sector. But when that is not growing, as now, and when interest rates are historically low it makes sense to borrow to invest and/or provide transfer payments to the unemployed. But, right across the world, few countries are currently borrowing to invest. The main outcome will simply be rising unemployment and continuing recession. So, sorry, the ONLY solution is stimulus unless the private sector thinks that low consumption will suddenly reverse. But it won't without a stimulus. So are corporations irresponsible for not investing or are governments irresponsible for not introducing more stimuli? Well something has to move somewhere or we get stagnation or, as now, a deepening recession. Now how would CSR work in that equation? Keynes was certainly in favour of Government responsibility. Indeed, if we link CSR to his equation we can see, using today's ter-

minology, that economic growth needs to be 'sustainable' and fairly distributed, consumption needs to be conducted responsibly and energy saving, investment needs to be socially responsible and trade must not be exploitative and use harmful products. As it happens, all these 'new' concerns do, in fact, give rise to new forms of economic growth (of the sustainable kind) and different forms of employment. Despite the reluctance to re-read Keynes in today's recession even with the hindsight of 75 years since his great work, counter-cyclical stimulus is required. But we also need both Corporate and Public Responsibility to create the sorts of Sustainable development we would all like to see across the whole planet. Certainly, large deficits have complicated matters and Governments must keep a close watch on bond markets for the coming decades. Yet, the political bias both in the USA and Europe is to favour short-term stimulus by lowering taxes but not raise spending with an eye on long-term deficits through cutting public spending and raising taxes. This dual balancing act is, in fact, exactly what Keynes recommended. When times are hard increase stimulus, including public consumption and investment but quickly move to balance deficit budgets when growth returns. The danger in our economies today is that the former is happening too little while the latter, which depends on the former, simply may not oc-

Like many concepts in the social sciences concepts evolve with time, are sometimes rejected and often reshaped. The term 'sustainable' or 'sustainability' is useful given the wide use of the term in the CSR literature. Many use the adjective or the noun, as substitutes for CSR or CR. Are they right? If the word "sustainable" is seemingly everywhere, it was made possible by the World Commission on Environment and Development report Our Common Future published in April 1987 by a team led by Gro Harlem Brundtland. The report was a landmark document that brought environmental concerns and their link to social and economic development to the forefront of understanding of global problems. Our Common Future launched the notion of "sustainable development", defining it as "development which meets the needs of the present without compromising the ability of future generations to meet their own needs". Indeed, corporate sustainability is increasingly being taken up by corporations leading one to wonder about the relation between corporate social responsibility and corporate sustainability. As noted above, the term sustainability first came to

widespread acceptance in 1987 and at that time the concept and study of sustainable development had hardly left the domain of environmentalists and ecologists. More recently, the term 'sustainability' has grown to encompass social and economic components as well as its historical work on the environment. Due to the rapid rise in CSR over the past two decades - no large company can exist these days without a CSR report (or similar) such as Sustainability, Shared Value or Corporate Responsibility without the 'S' - and CSR specialists. CSR is now taken to mean not only private corporate but also public and the NGO sector (given an impulse by the ISO26000 report). Thus both public and NGO 'corporations' and institutions will need CSR specialists‌less on creating business value but more on creating what we can call social value for the common good. My personal involvement to the immense effort required is to link with associations (such as business school associations) to ensure the agenda is as appropriate as possible, encourage even competitors to take the courses since, as you know, replication is the best form of flattery and to expand the offerings - details on www. csrandsustainabilityinstitute.com. It does appear that there are three elephants in the CSR room - the Global Reporting Initiative (GRI), ISO 26000 CSR advisory and the International Integrated Reporting Committee (IIRC). These three bod-

ies will influence CSR in the coming years. There has been a slight decline of trust in brands, companies and sectors hence CSR will become even more important. The demand for greater transparency, disclosure and non-financial reporting continues to increase. Social media has shown its ability to drive major political change but its potential as an agent of change for sustainability and in driving company change is yet to be established. CSR is a systems approach bringing all aspects of responsibility to key stakeholders. It must be embedded in the ethos of a company and all institutions' DNA. Simply viewing CSR as an additional cost that will then drive philanthropic activities is highly mistaken. It is up to the Government of India to work out what social projects to support, coupled with intense public discussion. CSR is a bright new beacon that intends to embed social, economic and environmental decision making within corporate and public entities. Briefly, on definition, CSR is about treating all key stakeholders responsibly. I also take corporate to mean anybody thus public and NGO institutions as well. For a country that always looks to boost its economy, a day's bandh in these two oil companies may cause great national loss. Considering the frequency of the bandhs and the concomitant enormity of national loss, the matter, obviously, is very serious. If we analyze the root cause of some bandhs in the oil companies we find that in rare cases only the Central Government is to blame. For instance, it was, we believe, unwise on the part of the Government to deprive a competent lady, long associated with the company of the post of CMD. That means, the eligibility criteria through selection by the Public Enterprise Selection Board carries no weight. The lady, in question, got final selection twice, as the media reports suggest. Then suddenly Government takes a u turn prompting the people to smell a rat vis-Ă -vis the whole exercise. Many a time, the people also take it as a humiliation to the entire community. Government should honour the PESB'S selection. But in most of the cases, the reasons behind the bandhs appear to be flimsy. For instance, an oil company cannot run at the whims of the unions, nor it is possible to accommodate absorption of all students in the company. Of course, in Sivasagar, the students

have genuine demands like setting up of the longcherished ONGC hospital. But 100 hour bandh is something unacceptable. As a result of the bandh, supply of paraphernalia to the electricity generation unit is disrupted which in turn results in immense load shedding. Our student unions should consider this point. There are methods by which they can compose images," said Bhowmick, founder of Beyond Sight Foundation. The Blind With Camera project started in 2006 after he read about a blind photographer in France. "I got in touch with him and learnt how a blind person takes pictures. I haven't looked back since and have taught approximately 500

visually-impaired individuals how to earn a living through photography," Bhowmick says. A perfect picture is a process of trial and error, he explains. While portrait shots are done after gauging the height of the subject, a landscape image is different. "In this case, we have to describe the scenery to the photographer. It's up to them to compose the picture in their mind and take the photograph." Bhavesh was born visually impaired, while Mahesh Umrannia lost his eyesight when he was nine. "Mahesh understands shadows, which is a very important aspect of photography. Bhavesh, however, will know if one place is shadier than another because it will be cooler in the shade. In fact, Mahesh has even put up his pictures of shadows at an exhibition," he added. The quartet's photographs will be on show on August 1-2 at Inorbit Mall, Malad. "We will then move to Bangalore and finally, Delhi. The idea is to make the ministry of social empowerment aware of these photographers and recognise them for their work," said Amal Gupta, senior manager, brand and communications, Sightsavers (India).

The KFC Man Harland Sanders is the man behind Kentucky Fried Chicken - the "poster boy" of the iconic brand, with his face plastered on every KFC chicken bucket and billboard. But most people know little or nothing about the man behind the red and white logo. His story could be described as one of rags-toriches. His passion for cooking started as a young farm boy, when he baked his first loaf of bread - for his mother - at age five. No one could have guessed that he would grow up to turn his passion into a multimilliondollar business. The Autobiography of the Original Celebrity Chef was written by Sanders in 1966, but was only discovered in 2011 and published in 2012. His book talks about his life and the food he cooked, ate and served. When Sanders married his first wife, she knew nothing about cooking. He decided to take matters into his own hands and teach her how to cook simple, country-styled food he had learned growing up. And so he began trying out new recipes on his family. In 1930, the then-40-yearold Sanders ran his first restaurant in a small room at the front of a gas station in Corbin, Kentucky. He began cooking for hungry travelers who stopped in for gas. That is where the idea of "home meal replacement" came to fruition. "When I started serving meals, I didn't have enough money to buy a rug. I wheeled out our old family dining room table and six chairs," he said in his book. "Millionaires and truck drivers ate off that same table. They were all the same to me. They were just people who wanted a good meal." Originally, Sanders' restaurant wasn't even called KFC. In fact, at the very beginning, chicken wasn't even on the menu because it took too much time to prepare. It wasn't until two years after he opened his restaurant in Corbin that he started experimenting

with chicken. Rajasthan, which is traditionally strong in handicrafts, gems & jewellery and stones, registered an impressive growth in these products but other sectors like mineral fuels, agro and food products witnessed a major downfall. The state exported Rs 51,066 crore worth of gems and jewellery (including diamonds), which remain most valued products exported from Rajasthan. This figure shows an increase of nearly 12% over the last year's (2013-14) figure of Rs 4,564.15 crore. The export of handicrafts also registered an impressive growth of 7.7% with ex-

Pfizer's Navi Mumbai plant to be shut in September Pune, Jul 16: Pfizer has informed the BSE that it intends to effect closure of its Navi Mumbai plant with effect from September 16. The decision to close the plant is based on an assessment of its long-term viability and its ability to achieve the needed production, it said in the filing. There has practically been no production activity at this plant since 2013, and the closure will not impact the supply of any of the company's medicines, the notice added. (Agencies)

Other products which gave a rude shock in terms of exports are mineral fuels, oils, waxes, ores, slags and ash. Recording a negative growth of 95%, the total exports fell from Rs 171 crore in 2013-14 to Rs 8.53 crore in 2014-15. The exports were worth Rs 1,052 crore in 2012-13. According to the officials, all these products were exported to China where the demand has virtually vanished. However, chemical and allied products were in demand. Arunachal CM presents Rs 514-crore deficit budget in the Legislative Assembly Itanagar, Jul 16: Arunachal Pradesh CM Nabam Tuki recently presented a Rs 514.87-crore deficit budget for 2015-16 with major thrust on employment generation through skill development, health and education sectors. The budget estimate for 2015-16 shows a receipt of Rs 12,533.62 crore under the consolidated fund of the state of which Rs 11,635.68 crore is on the revenue account and Rs 897.94 crore in the capital account.The total expenditure from the consolidated fund under non-plan expenditure is estimated at Rs 5,980.06 crore of which Rs 5,590.64 crore is on the revenue account and Rs 389.42 on the capital account. "I propose to keep a provision of Rs 778.25 crore for education (34% more than last year), Rs 346.18 crore for health (22% increase) and Rs 279.38 for water supply (41% increase)," the chief minister added. The budget also proposed an allocation

of Rs 1,055.82 crore on infrastructure. "I propose a total budgetary provision of Rs 630.57 crore for agriculture and allied sectors, including water resources, which is 20% more than last year," he said. Tuki said he has set a target of creating 30,000 jobs, including self-employment by the end of 12th Five Year Plan. He said under the education

On the expansion of the company's dealership network he said, HCIL had 232 dealerships in FY15 and this fiscal, it expects to add another 68. Sen pointed out that the all new Jazz has been developed at Honda's R&D Centre located in Tochigi, Japan. The car has been designed on the basis of results obtained from extensive market surveys

across the world, including India, for people's driving needs and lifestyles. The petrol variants of the compact hatchback are priced between Rs 5,40,900-Rs 7,98,500 (ex-showroom Hyderabad), while its diesel variants are priced between Rs 6,62,900-Rs 8,75,500 (ex-showroom Hyderabad), the company said. The new Jazz will be manufactured at the company's Tapukara plant in Rajasthan, which is being expanded at an overall cost of Rs 380 crore to increase the total annual capacity to 3 lakh per annum from the current 2.4 lakh per annum. Bengaluru, Jul 16: India's largest paint maker Asian Paints will invest Rs 2,300 crore to build the world's largest paint manufacturing plant near Mysuru. The proposed water-based paints plant will have a capacity of six lakh kilolitres per annum and an estimated annual turnover of Rs 10,250 crore, said a

statement from CM Siddaramaiah's office. The plant will employ about 900 people directly and 4,500 indirectly. It is proposed to come up at Thandya industrial area spread over 175 acres. Earlier this year, the company was reportedly planning to set foot outside Karnataka due to inordinate delay in getting land,

Ingredients Lamb or Chicken - 2½ lbs, large pieces Chicken/Lamb broth - 1 cup Basmati rice - 2½ cups Onion - 1 large, diced Garam Masala (spice blend: ground peppercorns, cloves, cinnamon, cardamom) - 1 tsp Saffron - ½ tsp Cumin powder - ½ tbsp Salt - 1 tsp Brown sugar - 1 tsp, optional Carrots - 2, julienned (sliced) thin vertical slices Yellow raisins - 1 cup Almonds - ½ cup, blanched Pistachios - ½ cup, blanched

Cooking oil - ½ cup Water - 2 cups Preparation Soak rice in water in a bowl and keep aside. Heat half of the oil in a heavy large skillet and fry onions until golden brown. Add meat pieces to the fried onion and cook until light brown on both sides. Add salt, garam masala and saffron and fry the meat until the oil separates and rises to the top. Add water and bring to a boil. Lower the heat and simmer covered until meat is tender. Add more water if required. In a separate pan, sauté carrots in a small quantity of oil, add sugar and fry until softened. Remove from pan and keep aside. Add a little

oil to the pan and sauté raisins until they swell up. Remove from pan and set aside. Next fry the almonds and pistachios to a golden brown and set aside. When meat is cooked, re-

move it from the remaining water/stock with a slotted spoon and set aside. Add rice and salt to the stock, add broth and cook until the liquid comes to a boil. Lower the heat and cook covered until rice is done and dry (about 15-20 minutes). Alternatively, once the water dries up to about 70% of its original quantity, the pan may be placed in a preheated oven at 300 degrees Fahrenheit for 15-20 minutes. When ready to serve, transfer the rice to an oven-safe serving plate, top with meat in the center surrounded by carrots on all sides, sprinkle with raisins and nuts and heat in the the oven at 300 degrees Fahrenheit for 5 minutes. Serve hot with salad and chutney.
