Additional Magistrate of Golaghat imposes 144 Section of CrPC Golaghat, July 16: The Additional Magistrate of Golaghat issued an order to impose 144 Section of CrPC at those areas which comes under Juria Dalang to Garampani on NH-39, where no vehicles will be allowed for parking on both sides of the road. In the same order, ban imposed on cutting of woods, collecting minerals, hunting at Nambor-Doigrung Wildlife Sanctuary was also ordered. Kidnapped girl of Tinsukia reached with a team of police and family members Spl Correspondent Tinsukia, July 16

The minor girl kidnapped from Tinsukia and recovered from Bihar just few days back, reached Tinsukia with a team of police and family members this morning. Later the police produced her before court where court recorded her statement and handed his custody to her parents. On the other hand on Friday night police detained two youths from TDA market in connection with kidnapping case. Later, after interrogation they were released on Saturday. Talking to ET correspondent, officer-incharge of Tinsukia police, Puna Bora said, the youths have been released after interrogation and will be called back for further interrogation as and when needed. “All those who played any role in the minor girl kidnap case will be arrested,” he added. On the other hand, police produced the accused, Imran Alam and his father before a local court and took custody. Talking to media, the accused Imran said, the girl went along with her by choice and she was not kidnapped. On Saturday, the Congress in Arunachal Pradesh exhibited rare nimble footedness to replace Nabam Tuki with Prema Khandu as its chief ministerial candidate, who staked claim to power on the basis of support of 45 party party MLAs along with two Independents. Hours ahead of a scheduled floor test in the Assembly, which Tuki was directed by Governor Tathagat Roy to take, the Congress Legislature Party met and elected 37-year-old Pema Khandu, son of late chief minister Dorjee Khandu, as its new leader. Tuki proposed the name of Khandu, which was

unanimously accepted by 44 MLAs who were present. Speaker Nabam Rebia did not attend the meeting while ousted chief minister Khaliko Pul attended the meeting with the rebel MLAs. In the 60-member House with an effective strength of 58, the Congress now claims the support of 47 MLAs, including two independents. Ahead of the Congress Legislative Party meeting, Tuki met the Governor and told him he was quitting as the chief minister and of the Congress party's decision to elect a new leader. He had joined the Congress in early 2000 and became Secretary of Arunachal Pradesh Congress Committee in 2005 and President of Tawang District Congress Committee in 2010. Khandu was re-elected unopposed from Mukto in the 2014 assembly elections.

The Congress on Saturday pulled off a coup in Arunachal Pradesh bringing the rebels back into its fold, six months after they deserted the party under the leadership of Kalikho Pul – the Nabam Tuki government fell as a consequence. However, if sources are to be believed, it did not happen overnight: the party had been working on the rebels for the last one and a half months. Sources said that about one and a half months ago, Congress leaders in the state sensed that all was not well in

the Kalikho Pul camp. Both Pema Khandu and Chowna Mein – the latter deputy chief minister in the Pul cabinet – were unhappy with what they called “authoritarian style” of Pul and his decisions – ironical since that was one of the charges they had hurled against Tuki. Congress leaders, especially Arunachal East MP Ninong Ering, quietly reached out to them. The Supreme Court order was nowhere in sight then. The message was conveyed to Congress President Sonia Gandhi who chose to maintain an arm’s length from the negotiations,

letting the leaders and AICC general secretary-in charge of the state handle the delicate situation. Informal talks went on for a month. Word spread but both Khandu and Mein issued public statements that all was well. The Congress interlocutors told them that one among them – and the choice would be theirs – would be the chief minister of a Congress government. The talks gained urgency after the Supreme Court verdict.

Chief Minister Sarbananda Sonowal underscored the need for strengthening of intelligence gathering mechanism and better coordination among the States and the Central intelligence agencies to deal with new challenges in the wake of increased jehadi activities in neighbouring Bangladesh. Speaking at the 11th meeting of the Inter-State Council at RBCC ceremonial hall Rashtrapati Bhawan here today, Chief Minister Sonowal said the North East Region faces serious challenges of insurgency aided by anti-India forces, ethnic conflicts, long standing border disputes, drug trafficking, human trafficking and illegal international trade in rhino horns and other wild life and above all illegal migration through porous borders and needs to have in place a coordinated and effective intelligence gathering mechanism to foil the sinister designs of nefarious forces out to disturb peace and harmony in the region. To put across the gravity of the situation, Sonowal urged Prime Minister Narendra Modi and Home Minister Rajnath Singh to equip the Assam Police with latest gadgets and

weapons and intensive training to deal effectively with insurgents and jehadi elements. The Chief Minister underlined the need for strengthening the road communications and telecom connectivity along border areas and remote habitations in Assam and neighbouring States to thwart the nefarious designs of forces inimical to India. “We need to have road communications in border and remote areas, mobile and internet connectivity right up to police station level so that intelligence gathering, taking local communities into confidence becomes fast and timely,” Sonowal said, urging the Central Government to act swiftly on this. The Chief Minister urged the Home Minister to take up a special initiative for providing latest equipment and technology to the police forces to match the firearms of insurgent and jehadi elements. “Our police personnel work in very difficult conditions round the clock and need latest gadgets and weapons and good working conditions, including housing so that they can perform their duty in a congenial environment,” he said. Normal life here was hit by a 10-hour bandh today against the killing of one person in Friday's clash between police and protesters demanding shifting of proposed AIIMS in Assam from Changsari to here, about 130 km from Guwahati. The spontaneous protest saw markets, shops, educational institutions closed and the people also did not allow vehicles to ply

during the bandh, which began at 8 am, official sources said. There were reports of some agitators pelting stones on vehicles, including media vans, they added. Ministers Chandra Mohan Patowary and Keshab Mahanta were rushed by Chief Minister Sarbananda Sonowal to Raha along with MLAs Rama Kanta Deuri and Piyush Hazarika to meet the protestors and the victim's family.

The ministers handed over ex-gratia of Rs five lakh to the next of kin of the victim and said the government would immediately provide a job to his wife. The protestors demanded that Raha be declared the place for setting up of AIIMS, to which Patowary said the proposed site would be finalised by the Centre. With no designated places to dump their garbage, people throw their garbage including plastic everywhere in the town which has now become a menace for the residents in most of the areas in Dibrugarh town. The people, however blames the Dibrugarh Municipality Board (DBM) of not doing anything towards this menace. The DMB do not dispose the garbage properly, this is the reason why the place is become a dumping site. “We cannot pass through the footpath of Dibrugarh post office as there
