Additional Magistrate of Golaghat imposes 144 Section of CrPC Golaghat, July 16: The Additional Magistrate of Golaghat issued an order to impose 144 Section of CrPC at those areas which comes under Juria Dalang to Garampani on NH-39, where no vehicles will be allowed for parking on both sides of the road. In the same order, ban imposed on cutting of woods, collecting minerals, hunting at Nambor-Doigrung Wildlife Sanctuary was also ordered. Kidnapped girl of Tinsukia reached with a team of police and family members Spl Correspondent Tinsukia, July 16
The minor girl kidnapped from Tinsukia and recovered from Bihar just few days back, reached Tinsukia with a team of police and family members this morning. Later the police produced her before court where court recorded her statement and handed his custody to her parents. On the other hand on Friday night police detained two youths from TDA market in connection with kidnapping case. Later, after interrogation they were released on Saturday. Talking to ET correspondent, officer-incharge of Tinsukia police, Puna Bora said, the youths have been released after interrogation and will be called back for further interrogation as and when needed. “All those who played any role in the minor girl kidnap case will be arrested,” he added. On the other hand, police produced the accused, Imran Alam and his father before a local court and took custody. Talking to media, the accused Imran said, the girl went along with her by choice and she was not kidnapped. On Saturday, the Congress in Arunachal Pradesh exhibited rare nimble footedness to replace Nabam Tuki with Prema Khandu as its chief ministerial candidate, who staked claim to power on the basis of support of 45 party party MLAs along with two Independents. Hours ahead of a scheduled floor test in the Assembly, which Tuki was directed by Governor Tathagat Roy to take, the Congress Legislature Party met and elected 37-year-old Pema Khandu, son of late chief minister Dorjee Khandu, as its new leader. Tuki proposed the name of Khandu, which was
unanimously accepted by 44 MLAs who were present. Speaker Nabam Rebia did not attend the meeting while ousted chief minister Khaliko Pul attended the meeting with the rebel MLAs. In the 60-member House with an effective strength of 58, the Congress now claims the support of 47 MLAs, including two independents. Ahead of the Congress Legislative Party meeting, Tuki met the Governor and told him he was quitting as the chief minister and of the Congress party's decision to elect a new leader. His election as MLA from Mukto (ST) constituency was uncontested and he was soon included in the state government as Cabinet Minister for Water Resource Development and Tourism. He had joined the Congress in early 2000 and became Secretary of Arunachal Pradesh Congress Committee in 2005 and President of Tawang District Congress Committee in 2010. Khandu was re-elected unopposed from Mukto in the 2014 assembly elections.

The Congress on Saturday pulled off a coup in Arunachal Pradesh bringing the rebels back into its fold, six months after they deserted the party under the leadership of Kalikho Pul – the Nabam Tuki government fell as a consequence. However, if sources are to be believed, it did not happen overnight: the party had been working on the rebels for the last one and a half months. Sources said that about one and a half months ago, Congress leaders in the state sensed that all was not well in
the Kalikho Pul camp. Both Pema Khandu and Chowna Mein – the latter deputy chief minister in the Pul cabinet – were unhappy with what they called “authoritarian style” of Pul and his decisions – ironical since that was one of the charges they had hurled against Tuki. Congress leaders, especially Arunachal East MP Ninong Ering, quietly reached out to them. The Supreme Court order was nowhere in sight then. The message was conveyed to Congress President Sonia Gandhi who chose to maintain an arm’s length from the negotiations,
letting the leaders and AICC general secretary-in charge of the state handle the delicate situation. Informal talks went on for a month. Word spread but both Khandu and Mein issued public statements that all was well. The Congress interlocutors told them that one among them – and the choice would be theirs – would be the chief minister of a Congress government. The talks gained urgency after the Supreme Court verdict.

Chief Minister Sarbananda Sonowal underscored the need for strengthening of intelligence gathering mechanism and better coordination among the States and the Central intelligence agencies to deal with new challenges in the wake of increased jehadi activities in neighbouring Bangladesh. Speaking at the 11th meeting of the Inter-State Council at RBCC ceremonial hall Rashtrapati Bhawan here today, Chief Minister Sonowal said the North East Region faces serious challenges of insurgency aided by anti-India forces, ethnic conflicts, long standing border disputes, drug trafficking, human trafficking and illegal international trade in rhino horns and other wild life and above all illegal migration through porous borders and needs to have in place a coordinated and effective intelligence gathering mechanism to foil the sinister designs of nefarious forces out to disturb peace and harmony in the region. To put across the gravity of the situation, Sonowal urged Prime Minister Narendra Modi and Home Minister Rajnath Singh to equip the Assam Police with latest gadgets and
weapons and intensive training to deal effectively with insurgents and jehadi elements. The Chief Minister underlined the need for strengthening the road communications and telecom connectivity along border areas and remote habitations in Assam and neighbouring States to thwart the nefarious designs of forces inimical to India. “We need to have road communications in border and remote areas, mobile and internet connectivity right up to police station level so that intelligence gathering, taking local communities into confidence becomes fast and timely,” Sonowal said, urging the Central Government to act swiftly on this. The Chief Minister urged the Home Minister to take up a special initiative for providing latest equipment and technology to the police forces to match the firearms of insurgent and jehadi elements. “Our police personnel work in very difficult conditions round the clock and need latest gadgets and weapons and good working conditions, including housing so that they can perform their duty in a congenial environment,” he said. Normal life here was hit by a 10-hour bandh today against the killing of one person in Friday's clash between police and protesters demanding shifting of proposed AIIMS in Assam from Changsari to here, about 130 km from Guwahati. The spontaneous protest saw markets, shops, educational institutions closed and the people also did not allow vehicles to ply
during the bandh, which began at 8 am, official sources said. There were reports of some agitators pelting stones on vehicles, including media vans, they added. Ministers Chandra Mohan Patowary and Keshab Mahanta were rushed by Chief Minister Sarbananda Sonowal to Raha along with MLAs Rama Kanta Deuri and Piyush Hazarika to meet the protestors and the victim's family.
The ministers handed over ex-gratia of Rs five lakh to the next of kin of the victim and said the government would immediately provide a job to his wife. The protestors demanded that Raha be declared the place for setting up of AIIMS, to which Patowary said the proposed site would be finalised by the Centre. Kokrajhar police apprehends 2 NDFB-S cadre ET Correspondent Kokrajhar, July 16: Kokrajhar police arrested two hardcore cadres of the NDFB-S from Serfanguri area of Kokrajhar district. Talking to reporters ADGP LR Bishnoi said, based that on secret information an operation was lunched by Kokrajhar police and arrested two NDFB-S cadres. One cadre named Phanjit Basumatary alias Phungja was apprehended from Kasihiguri under Serfanguri police station. One grenade and demand notes were recovered from his possession. He was from 38th batch of the outfit and trained in Myanmar. In separate operation another cadre identified as B Luthai alias Lokra alias Dimasa alias Lohit Basumatary was apprehended from Kalaigaon under Serfanguri police station. Luthai is a listed
cadre of the banned NDFB-S organization. He was from 42nd batch of the outfit and had recently returned in Kokrajhar district after training in Myanmar. One 9mm pistol along with a magazine and 4 live ammunitions of 9 mm pistol was recovered from him. “5 cadres of the rebel group have recently entered Assam after receiving training in Myanmar. He mentioned that 100 cadres were trained in 42 batch”, said Bishnoi. Bishnoi also added that, search operation is still on to apprehend the other cadres as well as overground workers/linkmen of various militants groups like NDFB-S, NSLA, KLO, ULFA etc. “The militant group is using the linkmen from various communities including Bodo and Adivasi to carrying out their activities”, added Bishnoi.

Several villages under Dergaon revenue circle and Golaghat revenue circle have been badly affected by the floods. Seeing the pathetic conditions of flood hit people the BJP MLA from Khumtai LAC Mrinal Saikia today has made an appeal to the Indian Army to conduct rescue and relief operations in the worst flood hit areas of Golaghat. Mrinal Saikia through the Deputy Commissioner of
Golaghat contacted the Zonal Head of NE Region of Indian Army and requested to rescue and to provide medical aid to the flood hit people. The MLA has been visiting several flood affected areas of his constituency Khumtai as well as his nearby constituency Golaghat in the past couple of days and giving food, water and others essential things to the flood hit people. He also ordered his party workers to render their service to help the flood affected people and appealed them to assist with the district administration in rescue and relief works.

Minister Dutta assured to make Irrigation department corruption free. Mayukh Goswami Mangaldai , July 16: The Irrigation department of the state which is often criticized as one of the most unsuccessful department allegedly due to rampant corruption over the years is going to be free from any corruption . The State Irrigation Minister Ranjit Dutta himself has announced it in public at Kachomari village in Darrang district . " I am not going to comment on the functions of the department during the tenure of Congress government but there will be no corruption in the functioning of the department in this present regime of the BJP led state government ." said Minister Dutta . He was addressing public sidelining the ceremonial inauguration of three renovated shallow tube well irrigation scheme at Kachomari village under Kalyan Gaon Panchayat in Dalgaon LAC today . He further said that this is his first inaugural function within the hundred days action plan of the department and another 20 such incomplete minor irrigation schemes across the state are going to be completed in the next remaining days to come. The three renovated schemes which were initiated by the then AGP government in 1985 but remained incomplete are targeted to cover a cultivating land of around one hundred hectres , the Minister opined in the inaugural meeting chaired by Abdul Aziz former President Kalyan Gaon Panchayat . Later on being asked by this correspondent regarding any special measures to check corruption , the Minister replied that as the Ministers and MLAs of the BJP and its allied parties of the present government are not going to compromise with corruption , there will be no scope of corruption for others too. It would be naïve to believe that the CLP in Arunachal Pradesh would become a cohesive and solid group under the leadership of Pema Khandu. Their reasons for attending the legislature party meeting has more to do with deterrence of the anti-defection law than their love for the Congress. Since the clock was turned back, rebel legislators chose discretion over valour and avoided any move that could be seen as adequate grounds for disqualification by the Speaker Nebam Rebia. They would have been exposed to action under the anti-defection act should they have decided to stay away from the meeting. Given the fact that the rebels fall far short of the required figure of twothird of the CLP strength, they have
chosen to play along and buy time. The BJP would be waiting in the wings to strike at a time when inner contradictions within the Congress would play out, at the time of the trial of strength. Governor JP Rajkhowa, who acted in the past as the Centre’s agent, is absent on account of illness. Acting Governor Tathagata Roy may be more discreet this time, while playing his role. But his adherence to constitutional propriety would remain suspect. Though the inherent fragility of the Arunchal Pradesh government is very much evident, the Congress and the BJP would use offices of the speaker and the Governor respectively to pursue their political ends. The script in Arunachal is so familiar that it hardly requires any imaginative thinking. The signals emanating from Itanagar are quite
clear. The real battle will begin once Governor Roy appoints Pema Khandu as the chief minister and asks him to prove his majority on the floor of the House. Till then, the key political players would hold their horses and adhere to the rulebook, more in letter than in spirit. This is the precise reason why the unanimous decision by the five-member bench by the SC is unlikely to the restore the moral and ethical compass to politics. In contrast to the SR Bommai judgment, which i n c o r p o r a t e d recommendations of the Sarkaria commission and made the imposition of the President’s rule justifiable, the Arunachal Pradesh verdict has left enough space for manipulation which may push the state to instability sooner rather than later. “As we propose to take up Aadhar enrolment in full swing after completion of NRC updation in next couple of months, I request Prime Minister to consider using alternative mechanism to provide direct benefits including subsidies and public services to the citizens of Assam till that time,” he said, adding that the issue has caused genuine apprehension in the minds of the people that without NRC updation, Aadhar may be used by illegal migrants for availing various Government benefits and for claiming citizenship. In this context, Sonowal proposed the use of Jan Dhan accounts for the purpose till the Aadhar enrolment is taken up after completion of NRC updation exercise. At present there are only around 13 lakh Aadhar enrolments out of a population of more than three crore. Dwelling at length on the significant initiatives taken up by the State Government in the education sector, Chief Minister Sonowal said the major thrust is on three focus areas of access, equity and quality of education. He pointed out that emphasis has been given on recruiting qualified teachers and enhancing their capacity building with a view to promoting quality teachinglearning in the classrooms. In this context, the Chief Minister spelt out the recent recruitment of 7,234 TET qualified candidates in lower primary schools and enhancing capacity building of institutional heads at elementary and secondary levels under the School Leadership Development Programme in collaboration
with the National University for Educational Planning and Administration (NUEPA). Sonowal further mentioned the State Government’s slew of initiatives to provide separate toilets for boys and girls with running water in schools under Swachha Vidyalaya Abhiyan, giving recognition to the best practices of schools on Water Sanitation and Hygiene Education (WASH) through Swachha Vidyalaya Puraskar, developing curriculum and syllabus in the light of National Curriculum Framework (NCF) and learning enhancement (remedial teaching) for slow learners of Class IX. That is not all. The Chief Minister also highlighted the steps taken to promote education of children, especially disadvantaged in tea gardens and char (riverine) areas. “Focused interventions have also been taken to promote early grade reading and writing, inculcate the spirit of inquiry and creativity for Science and Mathematics,” Sonowal said, adding Gujarat’s ‘Gunotsav’ model would be adopted to strengthen monitoring and support to schools. Pointing out ‘Moitree…Ek Gyan Yatra’ as one of the new initiatives of the State Government, Sonowal said the programme aims at establishing an organic linkage among different educational institutions right from primary to college level and create a platform for the teaching community to bring in motivation, innovation and quality in the overall education scenario. For further improving the educational scenario, the Chief Minister sought the wholehearted support of
the Central Government in establishing institutes of higher learning which will provide benchmark for other educational institutions in the State. In this regard, Sonowal requested for setting up of an Indian Institute of Management, a Central Horticulture University and scientific and educational research institutions under the agencies like National Remote Sensing Agency, Council of Scientific and Industrial Research, Department of BioTechnology as well as enhancing the capacity of existing Central institutions in the State. The Chief Minister exuded optimism that with support and cooperation from the Central Government he would be able to ‘bring out the State from its myriad problems and take it forward on the path of prosperity’ despite inheriting a huge debt burden and legacy of poor governance. It has been negotiated on 1.1.15 that the wage of Rs. 115 and that itself an increase of 22.30% above the previous wage. Therefore, in effect from 1.1.15, within a period of 6 months, the previous government was proposing a hike of 79% or almost doubling of the Cash Wage. ET Correspondent Mangaldai, July 16: Lack of necessary awareness regarding proper medication and prevention of epilepsy has adversely affected Darrang district, claimed a study by Guwahati-based multispecialty hospital chain, GNRC Hospitals. Large numbers of epilepsy patients remain undetected due to unawareness of parents, teachers, peers etc. about the symptoms and approach for provide treatment to patient with epilepsy. This was presented before media on Friday afternoon here at the Press club. The study as stated by the spokesperson of GNRC were based on records of the last 17 years maintained by GNRC, and various other publicly avail-
able sources, including the 26 Neurologists serving in the North East. Addressing the media, Dr. Prasenjit Deka, Consultant, Department of Neurology, GNRC Hospitals, said, “Commonly known by the name Mrigee or epilepsy is often understood as a synonym for seizure. In reality, epilepsy is more than seizures. Every year, approximately 50 new cases are added to every lakh population and Assam has the debilitating burden of 3 lakh epilepsy patients. The point which needs to be focused is that majority of these cases are unrecognized, under reported and hence untreated. For example, Darrang district has around 6811 patients. But, 99.33% of them are un-
treated. We all know that ‘health is wealth’. BPL category would be given LPG connections free of cost under PMUY Imphal, July 16: Due pro-cess has been initiated to provide LPG connections free of cost to BPL families of the State under the Pradhan Mantri Ujjwal Yojana (PMUY). According to information received from IOC's Imphal Divisional Retail Sales Office, all families belonging to BPL category would be given LPG connections free of cost under PMUY. When a woman belonging to a BPL family is given LPG connection, she has to pay prices of only refill and stove. For other necessary equipment, the expenses would be borne by the Government. A sum of Rs 1750 would be borne by the Government for one LPG connection gi-ven under PMUY and this amount
includes Rs 1150 for LPG cylinder security deposit, Rs 100 for pressure regulator, Rs 150 for hose pipe, Rs 250 for hot plate inspection, Rs 50 demonstration and another Rs 50 for DGCC/ blue book. Only the BPL families listed in the Socio Economic Caste Census 2011 would be entitled to free LPG connections. Around one lakh BPL families of the State are included in the centralised data (Socio Economic Caste Census 2011), informed the source. Shillong, July 16: A rape accused, who allegedly changed his date of birth to claim that he was a minor to escape punishment, maintained in his fresh affidavit that it was his family members who procured the driving license by giving fictitious date of birth of 3/ 6/1992 instead of 3/6/ ,1997. However, this was contradicted by the latest record of the Transport department which indicated that the accused himself renewed the learner's driving license. Moreover, the process of securing driving license is through bio metric system which means that the presence of applicant is necessary. Earlier, the mother of the rape victim, a minor girl, filed a petition in the High Court of Meghalaya seeking legal redress. The petitioner through available documents pointed out that the date of birth of the accused is 3/6/1992 and not June 3,1997 as claimed by the accused. The 14-year-old girl was allegedly raped by the accused Raymidi Kharsahnoh (21) hailing from Upper Shillong in 2013. In his affidavit, while referring to his birth at Ganesh Das Hospital on 3.6.1992 as pointed out by the petitioner based on the records from the hospital, the accused said that in fact the child born on 3.6.1992 survived only for three months and the burial was held at village graveyard and it was after five years (1997) that he was born. The affidavit of the accused further claimed that the Church does not keep the burial records of children below six months. The affidavit also blamed the police for 'manufacturing' his date of birth as 3.6. 1992 when the case was taken up, instead of 3.6. 1997. Earlier, after the accused was shown as a minor, his case was transferred from a civil court to Juvenile Justice Board which helped him to escape punishment. (Agencies)

Electoral roll revision, EVM preparations on: CS Imphal, Jul 16 : Electoral exercises to prepare for the forthcoming State Assembly elections have begun, said Oinam Naba-kishore Singh, Chief Secretary, Government of Manipur who is also the Chief Electoral Officer while addressing a press conference organized by DIPR at its premises here Friday. He said that electoral roll revision has started and the draft electoral roll would be published in September 2016. He further said the term of the present Assembly ends on March 18, 2017 and hence elections have to be done before that. So far there has been no announcement of dates for the elections, he added. Checking of EVMs will begin from tomorrow. In the next elections, mobile applications will be used to monitor the elections. Possibility of online voting is in the pipeline, he added. Central paramilitary forces in adequate numbers will be used in the elections and live streaming of polling stations will be done as done in the last election. Rationalisation of polling stations has been carried out and the Election Commission of India has been requested to increase the number of polling stations which is presently 2704. N Praveen, Joint CEO said the department introduced a new software which was developed by the Department for drawing of GIS Map using google earth upto polling station level (Google Mapping of the polling stations) and Booth Area layout and site mapping (by using AutoCAD) of all polling stations are being done in addition to the standardization and locating the exact position of polling

There are problems related to non inclusion of youth in the electoral rolls who have attained the age of 18 and only 10,000 people were included every year when it was estimated that the number of youth in the 17 to 19 age group increases by 70000. SVEEP programme has become a significant development activities and efforts for augmenting electoral participation through registration and turnout in elections and increasing qualitative participation in terms of ethical and informed voting. One laudable initiative taken up the ECI, commemorating its foundation day, was instituting the celebration of National Voters' Day (NVD) on January 25 every year since 2011 with the aim of generating a sense of responsibility and to encourage especially the young eligible voters to enrol in the electoral roll and exercise their adult franchise judiciously and prudently. In the recent Cabinet reshuffle, Irani was shifted from the HRD Ministry to Textiles. Javadekar was earlier a special invitee to the committee. Ravi Shankar Prasad, the new Law Minister, replaces his predecessor D V Sadananda Gowda in the panel. Rajiv Pratap Rudy, who has been divested of his Minister of State for Par-

Of these 87 lakh used cannabis, 20 lakh used opiates and 625 lakh were users of alcohol. About 26 per cent, 22 per cent and 17 per cent of the users of the three types respectively were found to be dependent on or addicted to them. The survey also indicated that other drugs such as sedatives or hypnotics, volatile substances, hallucinogens, stimulants and pharmaceutical preparations were also abused. MESJ, in its annual report for 2015-16, itself admitted. "However, the sample size being small (40,697 males within the age group of 12-60 years both in rural and urban areas) visa -vis the country's population, the estimates can at best

Besides, according to experts, the number of drug addicts has increased significantly in the past decade while most of the drug rehabilitation programmes are formulated, funds sanctioned and designed as per the available data, which has led to the mushrooming of several unregulated drug deaddiction centres. With no data available for the last several years, India's place is shown as vacant in the annual World Drug Report. After a hiatus of 15 years, MESJ in collaboration with the National Drug Dependence Treatment Centre (NDDTC) of AIIMS, will conduct a survey to compile national and state level estimates of people involved in drug abuse. The project is estimated to cost around Rs 22.41 crore. New Delhi, Jul 16: The post of Governor of states should be abolished as the existing federal democratic structure does not warrant its continuance, Bihar Chief Minister Nitish Kumar said today. His remarks at the InterState Council meeting chaired by Prime Minister Narendra Modi came against the backdrop of the Supreme Court's severe criticism of the Arunachal Pradesh Governor over dismissal of the Congress government in the state and some opposition-ruled states accusing the occupants in Raj Bhawans of working politically at the Centre's behest. The JD(U) President added that if it is not possible to do away with the constitutional post, the discretionary powers that go with it be curtailed. He also said the Chief Minister of a state should have a role in the appointment and removal of the Governor. "Existing federal democratic structure does not warrant continuance of the gubernatorial post. However, if it is not possible to do away with it, then our opinion is that provisions relating to the appointment of Governor must be clearly defined and made transparent. "Besides, the Chief Min-
ister of the state should also be consulted and the criteria laid down by Sarkaria Commission should be followed in the Governor's appointment. The propensity to change the Governor, whenever a new Government is formed must be curbed by making constitutional provisions," he said. The state's Chief Minister must be formally consulted before removal of incumbent Governor and, if required, Article 155 of the Constitution may be amended to provide for such consultation, he added, according to an official statement. Referring to the Punchhi Commission report on the Centre- state relations, he said it has also recommended that for a Chief Minister's removal, the Governor must give the Leader of the House an opportunity to prove majority on the floor of the House. "This must be followed in letter and spirit," he said. The Modi government's decision to impose President's Rule in Arunachal Pradesh and Uttarakhand invited criticism that it misused constitutional provisions. Pethub Monastery, seen as symbol of IndiaMongolia cultural and spiritual ties, was inaugurated in August, 1999 by Indian Vice President Krishan Kant. Rinpoche named his monastery as 'Pethub', which in Tibetan means a model or exemplary. The name is drawn from the main monastery in Ladakh which is also known as Spituk Monastery and is over 800 years old. He founded the monastery after feeling an urgent need to revive Buddhism in the country and for establishing it, Rinpoche chose a tract of land in the city so that it becomes more accessible to the people. The rampage Thursday night at a packed Bastille Day fireworks celebration in the southeastern city of Nice, which unfolded as the assailant used the rented refrigerated truck as a battering ram, was all the more unnerving because it came as a total surprise despite extensive security precautions, French officials acknowledged. The TB incidence for India is the number of new cases of active TB disease in India during a certain time period (usually a year). The estimated TB prevalence figure for 2014 is given as 2.5 million. The TB prevalence is the number of people in India who are living with active TB. Prevalence is usually, but not always given as a percentage of the population. It is estimated that about 40% of the Indian population is infected with TB bacteria, the vast majority of whom have latent rather than active TB. Most of the national TB statistics for India are collected by the government Revised National Tuberculosis Control Programme (RNTCP) which was started in 1997, and which was then expanded across the country. In India in 2013, 273,265 people needed TB retreatment because of initial treatment relapse, default or failure. Sikkim has become the next big concern on India's tuberculosis map with 11 percent of new tuberculosis cases in the state found to be multidrug-resistant (MDR), a figure almost on par with the country's TB capital, Mumbai. In the rest of India, multi-drug resistance in new TB cases is pegged at around 2 percent. Mumbai, with a population of 1.3 crore, recorded over 27,000 TB cases last year of which 3,300 were MDR-TB cases. In comparison, Sikkim, with a population of 6.1 lakh, recorded less than 2,000 cases last year, of which over 200 cases were of MDR-TB. Experts said that while Sikkim has been recording drug-resistant cases for some time, technology is now available to map it accurately. In 2015, at least 11 people died due to TB in Tripura. The success rate in the state is 89 percent. Each year, about 2.2 million people develop TB in India and an estimated 220,000 (rpt 220,000) people expire due to the disease which clearly explains that more steps must be taken to check the ailment. In most cases, due to lack of awareness and treatment, TB turned into cancer and HIV-positive, and many patients also die of a heart attack. In Aizawl, at least 38 people died due to TB in his state last year. In 2015, around 2,090 people were found to be carrying the disease. Over 84 percent of TB patients were cured after treatment in the state last year.

Career in Archaeology The trend of all knowledge at the present is to specialize, but archaeology has in it all the qualities that call for the wide view of the human race, of its growth from the savage to the civilized, which is seen in all stages of social and religious development. - Margaret Murray Archaeology is an interdisciplinary activity that revolves around the investigation of material development made by earlier human societies. The objective of this discipline is to study past human cultures by identification, survey, and excavation of historical sites. These sites yield remains of earlier cultures in the form of relics (such as pottery, weapons, jewellery, articles of daily use, plant, animal, and human remains and so on) and architecture. Once artefacts and monuments are unearthed they are properly analysed, documented, and preserved by archaeologists for future reference. Even an insignificant looking article like a piece of broken pottery or a human bone tells a lot of things to a seasoned archaeologist. The finding made during various archaeological investigations often adds new dimensions to already known facts of the past. Recovery and analysis of remains obtained from excavation sites is the primary duty of all archaeologists irrespective of their field of specialization. Apart from the traditional process of collecting and managing material evidence of the past, archaeologists also
employ modern investigative techniques. The stateof-the-art research techniques utilized by modern day archaeologists are, genetic study, radiocarbon dating, thermography, satellite imaging, magnetic resonance imaging (MRI), and so on. As a multidisciplinary activity, archaeology greatly draws upon a vast array of subjects such as anthropology, art history, chemistry, classical literature, ethnology, geology, history, information technology, linguistics, palaeontology, physics, statistics, and so on. All in all a career in archaeology is challenging, stimulating, and fulfilling. Most of the universities in India that have a department of archaeology offer this subject at the post-graduation level and beyond it. In this regard, the first step towards becoming a successful archaeologist is to obtain a graduate degree. This could be in any discipline. However, it is preferable to have a bachelor's degree in history, sociology, or anthropology for a better understanding of the concepts of archaeology. Further, it is advisable to check with the concerned university what all bachelor's degrees are acceptable for taking up a postgraduate course in archaeology. Students who have earned a post graduate degree in archaeology can apply for lectureship in various universities across the country. Four times more subscription faced by HDFC's masala bonds New Delhi, Jul 16: Housing Finance Development Corporation's (HDFC) rupee-denominated offshore bonds received healthy response from investors as the issue was subscribed more than four times. The mortgage financier raised Rs.3,000 crore by issuing these bonds, also known as masala bonds. The debt bears a fixed semi-annual coupon of 7.875 per cent per annum with a tenor of 3 years and 1 month. HDFC exercised the green shoe option of Rs.1,000 crore. "The all-in annualised yield to the investors is 8.33 per cent per annum. "This rate is five basis points lower than the last domestic issue by HDFC on July 12, 2016," according to a company statement. Yatra acquired by Terrapin for $218 mn Mumbai, Jul 16: Indian travel agency Yatra Online, Inc has entered into a merger agreement with Terrapin 3 Acquisition Corp (TRTL), a Nasdaq-listed special purpose acquisition firm, the two companies said in a statement. The Gangajal, packaged in bottles of 200ml and 500ml in Rishikesh, were sold from the city's General Post Office (GPO) and 46 other head post offices including Howrah, Midnapore, Tamluk and Siliguri. "The demand is quite high and we were unable to match it because the supply was quite meagre for the first batch," Ghosh said. While the city saw 15 bottles of 'Gangajal' collected in Rishikesh vanishing on the first date, five bottles
of 200ml were sold out within minutes in Siliguri. "Those bottles we have sold so far were bottled in Rishikesh. We are yet to receive those bottled in Gangotri. But the response was very encouraging," the CPMG said. On the reasons behind the "sold out" of the Gangajal, Ghosh reasoned that "the great sentiment associated with the holy water of the Ganges from Rishikesh". The 200ml bottled Gangajal from Rishikesh is priced at Rs 15 while the 500ml costs Rs 22, Ghosh said. "The Gangotri water will be slightly costlier with the 200ml bottle priced at Rs 25, the 500ml bottle priced at Rs 35," the

Shrinivas Dempo PTI Panaji, Jul 16 : Goa FC coowner Shrinivas Dempo today chose to remain tightlipped on reports that gaming giant Delta Corp will buy majority stakes in the club owned by him and Dattaraj Salgaocar. "I wish to offer no comment. We have filed an appeal before the committee (ISL regulatory committee) on various penalties imposed on us. The order is expected on July 22," Dempo told PTI, reacting to media reports that owners of FC Goa want to sell 65 per cent of stakes to Delta Corp. FC Goa, the runners-up of the second edition of Indian Super League (ISL), had run into troubles after they had boycotted the prize distribution ceremony following their verbal duel with Chennaiyin FC captain Elano Blumer during the final match of the season, held last year on December 20. Subsequently, FC Goa were
slapped a Rs 11 crore fine and the co-owners Dempo and Salgaocar were banned from participating in ISL for next two and three seasons, respectively. They were also docked 15 points for the ISL 3. The club had challenged the order of the tournament's Regulatory Commission. As per the club's appeal, no opportunity was given to cross examine any of the witnesses and no opportunity was accorded to FC Goa to present evidence as to what actually transpired on December 20 last year. The club had also pointed out that the AIFF Appeals Committee has directed that status quo be maintained with regard to the hearings before the ISL Regulatory Commission. The committee heard FC Goa co-owners on June 9 and 10 in Mumbai and were supposed to give the verdict on July 14, which is now deferred to July 22.

PTI Bengaluru, July 16 : Sports Authority of India Director General Injeti Srinivas today made it clear that no Rio Olympicsbound hockey player was issued notice by the National Anti-Doping Agency for 'whereabouts' filing failure as has been reported in a section of the media. Srinivas, who accompanied new sports minister Vijay Goel to inspect the facilities at the SAI Centre here, disclosed that two "individual athletes" were issued notices for not updating their 'whereabouts' status to the NADA. "There was a case of two athletes who had not updated their whereabouts status with NADA. They later explained the reason for their difficulties to update their whereabouts on NADA website. NADA was satisfied and therefore this matter is behind us," Srinivas told reporters.
"No hockey player was involved. They are individual athletes," he added. A section of the media had reported that three Riobound Olympians have been issued show-cause notices by the NADA for 'whereabouts' failure and two out of them were senior men hockey players. NADA Director General Navin Agarwal had also told PTI that a few sportspersons had committed 'whereabouts' failures but all the Rio Olympics-bound contingent have undergone tests and were dope free. Sportspersons included in the reserve testing pool need to provide their 'whereabouts' on a quarterly basis and a 60-minute time slot between 6am and 11pm each day to be available for testing at a specific location for out-of-competition testing. Three such 'whereabouts' failures is treated as a doping violation.

TICKLE YOUR TASTE BUDS Fudgy Chocolate Cake Ingredients: For the chocolate cake: 3 cups all purpose flour 1 cup cocoa 2 tsp baking soda Salt, a pinch 1 cup oil 1 1/2 cups castor sugar 2 eggs 2 tsp vanilla 1 cup yoghurt 1 cup boiling hot water For the chocolate fudge frosting: 120 gm melted plain chocolate 150 gm unsalted butter 160 gm icing sugar 30 gm cocoa powder 1 1/2 tsp vanilla essence For the ganache: 250 ml cream 400 gm chocolate, chopped 50 butter, chopped Fill and cover one half with the chocolate fudge frosting, put them together. Chill well. Cover with ganache. Note: Ganache should be slightly warmer before you pour it on the cake. For the chocolate fudge frosting: Cream the butter, cocoa and icing sugar. Add in the cooled chocolate and vanilla.
