2 NDFB(S) cadres killed in encounter

Two hardcore cadres of the National Democratic Front of Boroland-Songbijit faction (NDFB-S) were killed at an encouter with security forces at Hatipota area under Mazbat PS Udalguri district early this morning. Security froces beloinging from Assam police and Army jointly launched a search operation in the area since last night and exchange of fire was held with militant outfits where two hardcore cadre of NDFBS killed on the spot. The slain militants were Myanmar military trained and identified as Daoharu and Jackpot of the Mazbat Platoon of the militant outfit organisation. Two 7.65 mm pistol,two magazines, four live bullets, empty cases and some objectional materials were recovered from their possession. "Search operation is going on against militant outfits along the Assam-Arunachal border", told Dr. LR Bishnoi, ADGP and IGP (BTAD).

CM Kalikho Pul emphasizes to push forward major strategic highways to BRO A Staff Reporter Itanagar, Mar 16: Underlying the importance of Arunachal as a border state, Chief Minister Kalikho Pul categorically said the works related to road networking and its maintenance in all strategic areas of the state should be handed over to the Border Roads Organisation (BRO). He shared this to the visiting Director General of Border Roads, Lt. General Suresh Sharma who called on him late this evening, informed from CM office in a press release. “Our basic aim is to achieve basic minimum road communication in interior parts of our state and we are committed to build high class road infrastructure,” said the chief minister. Aizawl, 16 Mar: The Mizoram government has tied up with the Tata Institute of Social Sciences (TISS) to introduce 'Connected Learning Initiative' (CLIx) in 200 high schools to improve professional and academic prospects of students, Governor Lt Gen Nirbhay Sharma (retd.) said today. The CLIx is a collaborative effort of TISS, the Massachusetts Institute of Technology (MIT) in the US and the Tata Trusts. "The Mizoram government has recently signed a memorandum of understanding with TISS to introduce the CLIx in 200 high schools in the state to advance the professional and academic prospects of high school students," Gen Sharma said while addressing the

state assembly. Tata Trusts, a philanthropic organisation in the area of community and educational development, in January tied up with the US's MIT and TISS and launched the CLIx, an online-learning platform. The new programme aims to create new learning experiences and educational opportunities for secondary school students in India. An official of Mizoram education department said that over 1,000 schools across four Indian states -- Mizoram, Telangana, Rajasthan, and Chhattisgarh -- have agreed to participate in CLIx, allowing it to reach an estimated 165,000 students by 2018-19. Govt. submits coal miners’ list to NGT Shillong, Mar 16: The State government has submitted names of the coal mine owners, whose mines are being used for illegal extraction of coal, to the National Green Tribunal (NGT) even as Chief Minister Mukul Sangma on Tuesday exuded confidence of resolving the ban imposed by the Tribunal on coal mining in the state. The NGT has set a precondition to the state government to provide the names of as many as 20 mine owners, whose mines are being used for illegal extraction of coal, before fulfilling the demand of the government to extend the date of payment of royalty till April 15.

Informing this on Tuesday from Delhi, Supreme Court lawyer and counsel for the State government Ranjan Mukherjee said that names were submitted as per the NGT direction. The matter will be heard on Wednesday. He said that the list includes names and addresses of the miners whose mines are being used for carrying out illegal mining of coal. Sangma, meanwhile, replying to a motion moved by opposition legislators KP Pangniang and Diosstarness Jyndiag in the state Assembly, said that the Ministry of coal is examining the mining guidelines framed by the State Gov-

ernment post NGT ban. Sangma expressed optimism to resolve the crisis following the NGT ban on mining and transportation of coal in the state, by submitting a mining policy which will ensure protection of the environment and also the safety of workers. "Earlier, the rate of interest payable by consumer and builders used to vary. We found it was not correct. So from here on, the interest payable by either party, be it the consumer or builder, will be the same," the minister said. Naidu also said that he is open to discuss it with the builders if they have any issue with Bill that may hamper the sector's functioning. "We are not against builders. If there are problem with the builders, I am ready to discuss it with them anytime. We want builder to be partner in building a strong India,” he said. "Since land is a state issue, we seek cooperation from state's side. All approvals are to be given in 30 days,” he said, insisting the Central government has done its duty in providing inexpensive houses. The minister said that he will write to all the chief ministers requesting them to give speedy clearances to the real estate projects in their states.

Social Justice Minister Thawar Chand Gehlot replied to the debate on the Constitution (Scheduled Castes) Order (Amendment) Bill, 2016, and said the Registrar General of India and the National Commission for Scheduled Castes has conveyed their concurrence to the proposed modifications. He said the state governments of Chhattisgarh, Haryana,

Kerala, Odisha and West Bengal have proposed certain modifications in the list of Scheduled Castes, "by way of inclusion of certain communities’ modification and removal of area restriction in respect of certain communities and exclusion of certain communities in case of Odisha". The minister said that in accordance with the provisions of article 341 of the Constitution, six Presidential Orders have been issued specifying SCs in respect of various States and union territories and these orders have been amended from time to time. ism, Narcotic Drugs and on Human Trafficking,” he said. “Another major challenge that we face today is that of circulation of fake currency notes. This is closely interlinked with the problems of money-laundering, drug trafficking and human trafficking as well as financing of terrorism. It would, therefore, be in the interest of the people of our region for us to collaborate at the Saarc level to tackle this matter.” Stressing on connectivity within the region, Jaishankar said India has embarked on significant projects in the region in areas such as rail and road building, power generation and transmission, waterway usage and shipping through regional, sub-regional, trilateral and bilateral arrangements. “In this context, I urge that we sign, at an early date, the SAARC Motor Vehicles Agreement and SAARC Railways Agreement,” he said. The bill was introduced in Rajya Sabha which envisages to amend 91-year-old Sikh Gurdwaras Act to exclude Sahajdhari Sikhs from voting in elections to Sikh religious bodies. The Sikh Gurdwaras Act, 1925 was a piece of legislation in British India, which legally defined Sikh identity

and brought Sikh gurdwaras (houses of worship) under the control of an elected body of orthodox Sikhs. The Bill was introduced in the House by Union Home Minister Rajnath Singh. The Bill proposes to remove the exception given to Sahajdhari Sikhs in 1944 to vote in the elections to select the members of the Board and the Committees constituted under the Act. (ANI)

Joint Par panel on land bill granted 6th extension New Delhi, Mar 16: The Joint Committee of Parliament examining the contentious land bill was today granted a sixth extension of its term for over four months on grounds that several states are yet to furnish details to it on a clause relating to compensation. Panel chairman S S Ahluwalia (BJP) moved a motion in the Lok Sabha to grant time to the committee till the first week of the Monsoon Session, which was passed by a voice vote. Normally, the Monsoon Session begins in July end. "That this House do extend time for presentation of the Report of the Joint Committee on the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Second Amend-

ment) Bill, 2015 up to the last day of the first week of the Monsoon Session, 2016," the resolution read. At its meeting on Monday, the panel had decided to seek a fresh extension as members noted that several states have not furnished details on the status of land acquisition proceedings that have lapsed or may lapse in terms of Section 24(2) of the Land Acquisition Act, 2013. The land acquisition law of 2013 had become applicable for national highway projects from January 2015 and there have been a large number of disputes by affected owners, who were seeking higher compensation. Section 24(I) of the new land acquisition law makes land owners eligible for

higher compensation, where land proceedings have been initiated as per the earlier provisions, but majority of them have not received compensation. The term of the committee came to an end today, the last day of the first part of the Budget Session. The last extension Ahluwalia had sought was on December 23 last. Earlier, its term was extended on November 30 by the Lok Sabha till the last day of the Winter Session. When the committee's term was extended on November 30, members from the Opposition, especially Congress, had contended that since Prime Minister Narendra Modi had himself said that government will not repromulgate the land ordinance, which was based

on the bill, being examined by the Committee, there was no point in extending its term. The ordinance had lapsed on August 31 last year after the government decided against issuing it for the fourth time. In a recent meeting of the panel, Opposition members had demanded calling Modi as a witness, an idea opposed by the ruling BJP and ally Shiv Sena. Ahluwalia has been striving to submit a unanimous report. Giving up the ordinance route, the government had on August 28 last issued a 'statutory order' to include 13 central acts like National Highway and Railways acts to extend benefits to those whose land is acquired under land law. Over the same period, the money set aside for the Swachh Bharat Mission (Clean India Mission) increased almost three times. The ICDS, SSA and the National Health Mission were carried over from the previous government. The Clean India Mission was started by Prime Minister Narendra Modi. The cut in social-welfare funding is part of on-going devolution reforms aimed at giving states more money without spending conditions imposed from Delhi. The states, however, could not match central funding, India Spend reported in February, using the latest data available, from two years ago. The Bharatiya Janata Party-led National Democratic Alliance (NDA) government cut funding for centrally sponsored schemes 19 percent last year, and the trend continued this year in budget announcements. While funding for NHM and SSA increased two per cent over last year, it is lower than what it was before that.

Govt's spend on education declines There was a 55 per cent increase in tax money transferred to the states unconditionally, as IndiaSpend reported, based on a study by Accountability Initiative, a New Delhi-based think tank. But some states got less money than before devolution transfers. Funding cuts aggravated by slow release of money. The 12th Five Year Plan allocated Rs.123, 580 crore to ICDS. However, up to financial year 2016-17, the last year of the plan, the central government allocated only 63 percent of the planned ICDS budget. The National Rural Health Mission (NRHM) allocation in financial year 201516 was only 79 per cent of the larger National Health Mission, of which NRHM is a part. The central government provided 57 per cent of the allocated SSA budget till September 2015. Of the states’ share, no more than 27 per cent, on average, had been released by September 2015. Slow release of money and funding cuts has led to implementation problems,

according to Accountability Initiative budget briefs. Money has been cut for ICDS, the world’s largest programme for maternal and child care, at a time when 42 per cent of children are underweight and 40 per cent are below average height in India, IndiaSpend reported. The budget of the National Nutrition Mission to combat child malnourishment was Rs.850 crore, doubling from 2015-16. This Mission supplements the ICDS. Data from the first round of National Family Health Survey-4 (NFHS 4) of 13 states and union territories reveals improvement in maternal and child health, IndiaSpend reported. Data from the most backward states of India such as Odisha, Jharkhand and Uttar Pradesh has not yet been released. Only one per cent of Swachh Bharat Mission money spent on changing attitudes. As much as 97 per cent of money spent on the Swachh Bharat Mission between April 2015 and February

2016 was on construction of individual household latrines, according to the Accountability Initiative study. Information, education and communication for sanitation and hygiene accounted for 1 percent of expenditure, a three percentage point drop from 2014-15. Changing attitudes is a critical need, as IndiaSpend reported, in an investigation of the prime minister’s claim that toilets had been built for girls in every school. Over the last two years, less than half of eligible households that applied for a toilet-construction grant actually received it, according to Accountability Initiative’s district survey. Only 23 per cent of money for education actually spent. No more than 23 per cent of the money approved for the universal education programme was spent till September 2015. As per the survey conducted by Accountability Initiative across 10 districts in five states, as many as 31 per cent of schools had not received their annual grants till December 2015. The quality of elementary education has been declining in India, as IndiaSpend reported. Only a fourth of all children in standard III could read a standard II text fluently, a drop of more than 5 per cent over five years, according to the 2014 Annual Status Report on Education. Kerry to visit Moscow as Russian pullout boosts Syria peace Moscow, Mar 16: US Secretary of State John Kerry will visit Russia next week to discuss the Syria crisis, Washington has said, after Moscow began withdrawing most of its forces from the country. Kerry said he would hold talks with Russian President Vladimir Putin to "try to take advantage of this moment," which he described as the best opportunity in years to end the bloodshed. Russia's withdrawal has spurred hopes for peace talks being held in Geneva to try to end Syria's brutal five-year conflict, which has killed more than 270,000 people and displaced millions. Putin ordered the "main part" of Russia's forces out of Syria on Monday, but pledged to keep some air and naval bases in the wartorn nation. A senior official said yesterday strikes would also continue against "terrorist targets", and a monitoring group said Russian aircraft had struck the Islamic State group around the ancient city of Palmyra. UN envoy Staffan de Mistura described the withdrawal as a "significant development" for the talks, after the regime and rebel delegations submitted their roadmaps for a political solution. "We hope (this) will have a positive impact on the

progress of the negotiations," he said. The White House said "the earliest indications are that the Russians are following through" on the withdrawal, and some Russian aircraft had left Syria. Kerry is expected to go to Moscow some time after yesterday when he returns from a trip to Cuba. "As we mark the fifth anniversary of the start of this horrific war, we may face the best opportunity that we've had in years to end it," he said. "I will be travelling next week to Moscow... to discuss how we can effectively move the political process forward and try to take advantage of this moment." The first of Russia's warplanes to leave Syria received a hero's welcome at an airbase outside the city of Voronezh, where they were greeted by a ceremonial flypast and dozens of cheering supporters. Nepal Press Union president Badri Sigdel, who was a part of the delegation which met Deuba at his residence yesterday, said the newly-elected president has asserted that the Nepali Congress' priority is to implement the new Constitution and resolve the national problems. "We want to become a strong opposition and we are in the opposition to implement the new constitution in a democratic way," the Himalayan Times quoted Sigdel as reiterating Deuba's remark.

Deuba pressed that there was no need of national unity government at present, as the unity government of major parties could make the government autocratic. Asserting that the Nepali Congress would work to strengthen the party's internal organisation, Deuba said that he would soon nominate Ramchandra Paudel and Krishna Prasad Sitaula as Central Working Committee members. Follow the Tripura example on border trade Real Estate Bill What it really holds for the common people The Upper House on March 10 passed the Real Estate (Regulation and Development) Bill, 2016, aimed at protecting the interests of home buyers, bringing in more transparency and accountability into the realestate sector. The bill would prohibit unaccounted money from being pumped into the sector. The government has gone beyond the recommendation of the Select Committee and now requiring developers to deposit 70 percent of the collections form buyers in a separate accounts through cheques towards the cost of construction including that of land as against a minimum of 50 percent suggested by the Select Committee. Norms for registration of projects has been brought down to plot area of 500 sq.mts or 8 apartments as against 4,000 sq.mt proposed in the draft Bill in 2013 and 1,000 sq.mts or 12 apartments suggested by the Standing Committee. Commercial real estate also brought under the ambit of the Bill and projects under construction are also required to be registered with the Regulatory Authority. About 17,000 projects are reported to be at various stages of development. The Bill provides for arranging Insurance of Land title, currently not available in the market which benefits both the consumers and developers if land titles are later found to be defective. The Bill requires project promoters to register their projects with the Regulatory Authorities disclosing project information including details of promoter, project including schedule of implementation, lay out plan, land status, status of approvals, agreements along with details of real estate agents, contractors, architects, structural engineers etc. Moreover, it is also expected that the Real Estate Bill can bring greater credibility to the sector through more transparency as well as accountability and could encourage flow of FDI funds into the market. Over the last decade, real estate prices have gone up so much that a common man now will find it very hard to buy a home of his own. In such a scenario, regulation is the need of the hour. And, one hopes this new bill will rise to the occasion. However, when the bill becomes an act, it will be applicable only to new real estate projects and not ongoing or completed projects. But past real estate projects are not included in the Bill. Projects that are ongoing, completed or stuck due to clearance or financial issues are not covered up under this Bill. All said, the real estate bill promises complete justice, by ensuring buyers get their dream homes on time and at an affordable price.

Combination drugs Govt banned over 300 fixed dose combinations In a gazette notification on March 10, the government had, among others, banned manufacture, sale and distribution of fixed dose combination of chlopheniramine maleate plus codiene syrup which is used in the cough syrups. Drug majors Pfizer and Abbott stopped sale of their popular cough syrups Corex and Phensedyl respectively, after the government banned over 300 fixed dose combinations (FDCs) drugs. The two companies, however, said they are exploring "all options" to counter the impact of ban. Combination drugs are used worldwide to improve patients' compliance, as it is easier to get patients to take one drug rather than several. But inconsistent enforcement of drug laws in India has led to the proliferation of hundreds of such medicines entering the market based on approval from regulators of individual states, rather than the central government. In 2014, India set up a committee to review more than 6,000 combinations that had entered the market based only on state regulators' approval. Policymakers gave pharmaceutical companies a chance to retroactively prove the safety and efficacy of these drugs by submitting data on their drugs. Reuters too reported last October that Indian regulators were privately pressuring drug firms to better police the selling of popular codeine-based cough syrups to tackle smuggling and addiction. Whereas doctors and public health experts in India and abroad had warned that increasing use of antibiotic combinations in India may be contributing to antibiotic resistance. India is a particular concern as the market share of combination drugs versus single drugs is bigger than anywhere in the world. Also as per Reuters, in December how a powerful antibiotic cocktail being marketed in India by a unit of Abbott and many other local companies did not carry approval from the central government. Now in a recent report, US consumer health group Procter & Gamble's Indian business plans to challenge a government ban on its cough-and-cold medicine Vicks Action 500 Extra, citing potential health risks. Procter & Gamble Hygiene and Health Care said that while it had stopped selling the product, it was evaluating all options to challenge the ban. Vicks Action 500 Extra is a fixed-dose combination of paracetamol, phenylephrine and caffeine, which was banned by India's health ministry in a notice issued over the weekend. The product was one of 344 drug combinations, including several antibiotics and analgesics, that India ordered to be prohibited, saying that a government-appointed panel of experts had found the combinations lacked "therapeutic justification". P&G said that all its products, including Vicks Action 500 Extra, were backed by research to support their quality, safety and efficacy. Mr. Gogoi as KMSS Chief was never seen doing anything good for the farmers (barring the landless ones including Bangladeshis). Gogoi vociferously puts his hand on every pie result of which is always evasive. This time, Gogoi is criticizing the BJP, in doing so he drags the issue 'Brahmanyabad'. But when it comes to reservation of the six tribes, Akhil got elated with Pride saying that since he, too, is an Ahom, he is under the Purview of reservation. This notion smacks of communalism. the centre turn 'Reservation' into an exercise of mockery. Does Akhil Gogoi know the agitation for reservation by the Brahmins is gaining momentum in Gujrat, Rajasthan and Kerala? Polarization of society on the lines of castes, marginalizing the Brahmins, other caste Hindus and Muslims, by the likes of Akhil Gogoi will not hold good. Why at all, Gogoi should drag the issue of 'Brahmanyabad'. Does Gogoi know, Ms Mayawaty the Dalit leader during her tenure as the Chief-minister of Uttar Pradesh, adorned most of the top posts of the state with Brahmin bureaucrats. "Farm Equipment Sector (FES), a part of Mahindra group, has forayed into the agricultural equipment rental services with Trringo that will operate as a franchisee based model and will effectively bring in new age digital technology to the tractor rental business," M&M said in a regulatory filing. The company plans to invest upwards of Rs 10 crore on the new venture and intends to enter five states in the current year, it added. "This venture would be set up as a new age startup company," it said. M&M Executive Director Pawan Goenka said in India where farm mechanisation penetration is low, Mahindra would like to play a significant role in enabling farmers to improve their productivity by providing accessible technology. "ICICI Bank is in the overseas debt market with a planned $500 million (nearly Rs 3,346.25 crore) bond sale which will have a 10-year maturity. The bank has given a pricing guidance of 230 basis points above the US treasury," said industry sources. When contacted, the city-headquartered

lender refused to comment, saying the issue is yet to be closed. The sources said the 10-year fixed yield issue will be sold through the bank's Dubai International Finance Centre branch. Both ratings are investment grade, indicating the adequate ability of an entity to meet financial commitments. Snow White Once upon a time there lived a lovely princess with fair skin and blue eyes. She was so fair that she was named Snow White. Her mother died when Snow White was a baby and her father married again. This queen was very pretty but she was also very cruel. The wicked stepmother wanted to be the most beautiful lady in the kingdom and she would often ask her magic mirror, "Mirror! Mirror on the wall! Who is the fairest of them all?" And the magic mirror would say, "You are, Your Majesty!" But one day, the mirror replied, "Snow White is the fairest of them all!" The wicked queen was very angry and jealous of Snow White. She ordered her huntsman to take Snow White to the forest and kill her. "I want you to bring back her heart," she ordered. But when the huntsman reached the forest with Snow White, he took pity on her and set her free. He killed a deer and took its heart to the wicked queen and told her that he had killed Snow White. Snow White wandered in the forest all night, crying. When it was daylight, she came to a tiny cottage and went inside. There was nobody there, but she found seven plates on the table and

When the seven dwarfs came home to find Snow White lying on the floor, they were very upset. They cried all night and then built a glass coffin for Snow White. They kept the coffin in front of the cottage. One day, Prince Charming was going past the cottage and he saw Snow White lying in the coffin. He said to the dwarfs, "My! My! She is so beautiful! I would like to kiss her!" And he did. Immediately, Snow White opened her eyes. She was alive again! The Prince and the seven dwarfs were very happy. Prince Charming married Snow White and took her to his palace and lived happily ever after.

If you are adapting this to use with another count-down, start with the highest number at the top of the wheel. *Using sticky letters, stenciling or your own writing anything interesting to the plate. *Cut out an arrow from card. What You Need: o A straw o A ping-pong ball, or small styrofoam ball from a craft store Instructions: 1. Take the straw, hold it in your mouth, and point it straight up. 2. Blow pretty hard through the straw to make a good air stream. 3. Set the ball gently in the air stream. The ball should float in the stream! 4. Make sure you do not chase the ball, and just let it float in the steady stream. 5. It takes practice, but it won't go anywhere if you keep it pointed up in one place!
