Mumbai Company served 12 AASU member killed in open fire notices by Arunachal PWD by security forces while protesting Arunachal Pradesh PWD has served 12 notices to a Mumbai-based construction company for alleged delay in executing Lalpur to Changlang portion of the Trans Arunachal Highway (TAH). Arunachal Pradesh PWD serves 12 notices to a Mumbaibased construction company for alleged delay in executing Lalpur to Changlang portion of the Trans Arunachal Highway (TAH).

In response to the notices, the company resumed work in June last but stopped again for which a penalty of Rs 4.71 crore was imposed as a result of which the company assured to start the work soon on war footing.

The condition of the road, which served as the lifeline for three circles in Changlang district, deteriorated and the company was not working on it despite repeated requests. Work of the project worth Rs 5.49 crore began in 2011 with a target to complete it by 2014. But after formation cutting works in 61 km of the 68 kmlong road was completed, the company stopped work.

In a major dreadful incident in the state, a member of the All Assam Students' Union (AASU) was killed as security forces opened fire at protesters at Tihu in the Nalbari district of lower Assam today. NSCN (I-M) cadre injured in encounter with army in Arunachal ET Correspondent Khonsa, Jul 17 One NSCN (I-M) cadre was seriously injured in a fierce gun battle with troops from 4 Rajput Regiment at Longwa in Longding district of Arunachal Pradesh today. Dr Sahu said that Hindi speaking people are the first target and both Central and State Governments are fully responsible for it. Dr Sahu said national parties during elections secure votes from us and when they don't get what they want, they brutally kill innocent Hindi speaking people. Dr Sahu said that during Tarun Gogoi's 14 years of rule in Assam, thousands of Hindi speaking people have been brutally killed. In the year 2003, many innocent Hindi speaking people were brutally killed and even after 12 years, no one has been booked, said Dr Sahu. Dr Sahu further alleged that certain Hindi speaking leaders having vested interests are hands in glove with the Congress party and the BJP and these leaders during elections shed crocodile tears and beg votes from innocent Hindi speaking people. Dr Sahu said that the Hindi speaking people of Assam should not vote for Congress or BJP instead they should understand the value of regionalism and it is the regional parties of Assam that care to solve the problems of the communities who live in Assam. Dr Sahu added, "Our honourable prime minister Mr Narendra Modi is busy travelling to foreign countries which indicates that 'Achche Din Aa Gaye'. It has been observed that the present national norms for drainage, gradient and land stabilization measures are not adequate in Northeastern states where rainfall, flood, landslide, etc are rampant and, therefore, fresh norms have to be worked out. It is expected that the report will be submitted to the government within two month’s time so that remedial measures can be implemented after the rainy season. Further any deficiency on the part of the contractors will also be rectified. (DIPRO)

Jha, who appeared on behalf of CMJ University in the Court, confirmed that the High Court had set aside the order of the State Government to dissolve the University. It was on March 31 last year that the State Education department had ordered dissolution of the CMJ University.In the aftermath of the recommendation of former Meghalaya Governor R.S. Mooshahary, as Visitor of the University, on June 12, 2013 for dissolution of CMJ University as per Section 48 of the CMJ University Act, 2009, the State Government had issued show-cause notice to the University.The Education department, after getting the reply from CMJ University, found the reply to the show-cause notice as not satisfactory resulting in the dissolution of the University. The decision was taken so that hundreds of students who have given the entrance test this year would not be adversely affected. The Gauhati High Court had earlier stayed the Mizoram government’s new technical education rules that placed “Zo-ethnic people who are native inhabitants” in category 1 in the state’s selection criteria for college admissions. This would have given them the first preference to fill up the available seats under the state’s quota in various colleges across India. According to the rules, students who are not in category 1 would then fill up the remaining seats. The Mizoram Chakma Students’ Union had approached the Gauhati High Court and challenged the new rules that were notified in March after the Mizo Zirlai Pawl (MZP), a students’ body, pressured the government by picketing the higher education office in Aizawl. The MZP demanded first preference should be given to students from the ethnic Zo community, which forms a majority in the state. The Chakmas, who mostly live in the Chakma Autonomous District of southern Mizoram, had protested against the new rules, calling it ??discriminatory. Based on a tip off, a police team launched a joint search operation with paramilitary Central Reserve Police Force (CRPF). Initially two men, identified as Khela Baske and Mangal Baske, were arrested. Police recovered six pieces of detonators, promotional explosives and aluminium improvised explosive device (IED) component from them. Senior Superintendent of Police (SSP), Jamshedpur, Anup T Mathew said that the interrogation of these men gave police the leads to nab the third accused. Mathew added that aluminium powder, used for intensifying the impact of explosion, was also recovered from the accused. Police also recovered explosives from the third accused. (ANI)

Sri Lanka Police stop UPFA candidate's vehicle parade Colombo, Jul 17: Sri Lanka Police had intervened and stopped a vehicle parade of a United People's Freedom Alliance (UPFA) candidate and dispersed the parade .According to local media reports, the vehicle parade of a Colombo district candidate of the UPFA was preceding to Hanwella on the Colombo- Avissawella road at around 6.00pm yesterday when the police intervened. During the election period, which started from midnight of June 27 until a week after the end of election on August 17, the police have banned vehicle parades and marches and will strictly enforce the election rules and regulations.The police had stopped the parade at the Puwakpitiya Town and dispersed the vehicles. Interior ministry requests for NGOs' audit data Islamabad,Jul 17: The interior ministry informed the Supreme Court that the Islamabad Capital Territory (ICT) had issued notices to 1,427 non-governmental organisations (NGOs) and religious seminaries to submit details of their annual audit account, yearly reports, and projects, according to local media sources.On July 3 a three-judge bench of the apex court, headed by Justice Jawwad S Khawaja, had sought a comprehensive report on the ICT's measures to regularise NGOs in accordance with the National Action Plan (NAP).The court said that no meaningful steps had been taken either in respect of NAP's item number six (choking funds for terrorists and terrorist organisations) or item number four (strengthening and activation of the N a t i o n a l Counterterrorism Authority, or Nacta). The hearing will resume on July 22.The federal government told the court that Rs100.34 million were allocated for Nacta in the budget for the fiscal 201516 and an additional Rs1.95 billion were sought for setting up a joint intelligence directorate. Yangon, Jul 17: "The United States is concerned over continued reports of arrests and excessive prison terms handed down to peaceful protesters under Article 18," the embassy said in a post to Facebook on July 15.Section 18 of the Peaceful Assembly and Procession Law stipulates that protesters must ask police for permission at least five days before gathering or face up to a year in prison. Following a rash of arrests and convictions of protesters, the US embassy in Yangon has criticised the government's increasing use of restrictive assembly laws to crack down on political gatherings.

Beijing, Jul 17: Police in Yunnan province have thwarted 132 attempts and captured 553 extremists who tried to cross the border and travel to war zones overseas since 2014, the provincial publicity department said .As of June, police have captured 35 people, who planned to illegally cross the border and participate in the Syrian conflict, and shot and killed four terrorists during the process, Dong Jialu, deputy head of the Yunnan Provincial Public Security Department, said at a news conference."The police investigation found that the attempts to illegally cross the border were largely coordinated by forces overseas as they colluded with the organizers in and out of the country to spread extremist thoughts and entice them to join the fight in Syria," he said. The police also rescued 217 minors who were coerced into making the attempt and detained 161 drivers who helped the extremists .Between April last year and January, police in the four border regions discovered more than 260 cases of illegal cross-border activity and arrested more than 350 people suspected of organizing the crossings, along with 852 people who were attempting to enter another country illegally, according to the Ministry of Public Security .China faces a growing threat from terrorism, especially from extremists who have participated in the Syrian conflict but have now returned and

The ministry said about 300 Chinese extremists have fought in Syria, and although most are members of the Syrian branch of the Eastern Turkestan Islamic Movement, a small number have joined other terrorist and extremist organizations. The police also made public three similar cases include one in the province's Kaiyuan city on March 25, in which the police arrested two suspects and shot dead another two as they tried to smuggle people across the border. The provincial public security department said that it will encourage informants to provide tip-offs to police concerning the illegal border crossing. With India close to choosing Grigorivich frigates for its navy, Russia is partnering Anil Ambani-led Pipavav Defence to build these ships under Prime Minister Narendra Modi's "Make in India" initiative. They will be upgraded versions of Talwar-class ships, or the Russian equivalent of Krivak-III. With public sector shipyards tied up in executing current orders and the Indian Navy battling to increase fleet strength, the government has been in advanced talks for the past several months with Russia for three to four upgraded Talwar class frigates, classified as Project 11356 vessels. Moscow, which has been keen to build the frigates at a Russian shipyard, was firmly told last year that the order would only be placed through the Make in India route but it would have the flexibility to choose an Indian partner for the project. After an evaluation of several Indian shipyards, including that of Larsen & Toubro, Russia has formally informed the defence ministry that Pipavav has been chosen as its Indian partner for the project. Officials said a formal letter was sent by Federal Service for Military Technical Cooperation (FSMTC) director Alexander Fomin last week confirming the partnership. The record deal is the first one landed by Pipavav after it was taken over by Anil Ambani's Reliance Group recently. The contract for the new frigates is likely to be in the form of a government-to-government order with Russia and could be signed this financial year with delivery expected over the next six to eight years. Vice-chief of naval staff, Vice-Admiral P Murugesan, has confirmed that exploratory talks have been on and, when decided, the frigate order will be under the Make in India initiative. The project brings together two of the government's key themes. Prime Minister Narendra Modi announced the Make in India initiative on August 15 last year as part of a manufacturing push to create jobs, raise incomes and help boost the economy. The government is also keen on greater private sector participation in defence, having eased overseas investment rules in this regard. The new stealth frigates will be a vital addition to the navy's surface fleet that is fast being upgraded to meet security challenges in the region. India has already bought six Russian-built Talwar class frigates, the last of which was delivered in 2013. A team led by Russian deputy industry and trade minister Alexei Rakhmanov has been evaluating Indian shipyards for the project over the past few months. Among the yards visited were Mazgaon Dockyard Ltd, Cochin Shipyard Ltd and the L&T unit, with the final selection being based on the availability of infrastructure and capacity. Pipavav, which is currently executing a naval offshore patrol vessel order, has India's largest shipbuilding facility. Anil Ambani-led Pipavav Defence's Russian deal comes at an opportune time which stands to give a push to Narendra Modi's "Make in India" vision by creating jobs, raising incomes and helping boost the economy at large besides serving to fulfil the requirements of the Indian Navy.

Also as per inputs received by Intelligence agencies suggest that Paresh Baruah has asked senior leader Dhristi Rajkhowa to target security forces in and around the Goalpara area and Hindi speaking areas in Upper Assam. It is believed that pressure is on Baruah now to strike as Khaplang, Kanglei Yawol Kanna Lup and Kangleipak Communist Party have killed many security force personnel. In 2000, ULFA militants killed at least 100 Hindi-speaking people in Assam in a series of wellplanned attacks after the rebel group vowed to free the state of all 'non-Assamese migrant workers'. Rebels in insurgency-hit Assam, the largest among the seven northeastern states, have for years been boycotting the Independence Day and Republic Day celebrations to protest the central government's rule over the vast region rich in oil, tea and timber. And run-up to the events had always been violent, with rebels of the outlawed ULFA striking vital installations including crude oil pipelines, trains and road and rail bridges, besides targeting soldiers. Some of the high class women were highly educated and actively participated in intellectual philosophical discussions. One comes across references to lady sages like Gosha, Apala, Lopamudra, Indranni, Gargi and Maitreyi. During the Vedic period girls and boys were initiated into the Vedic studies by performing a rite of passage called upanayan ceremony. Islam gave women the right to education, to marry someone of their choice, to retain their identity after marriage, to divorce, to work, to own and sell property, to seek protection by the law, to vote, and to participate in civic and political engagement. In 610 C.E., God began to reveal the message of Islam to Prophet Muhammad, peace be upon him (PBUH), in Mecca. Muhammad (PBUH) called people towards the belief in one God and encouraged them to be just and merciful to one another. In reforming the pagan Arab society, he particularly transformed their mindset regarding the treatment of women. Islam abolished the practice of killing female children and raised the stature of women in society to one of dignity, esteem, and privilege. God devotes an entire chapter of the Quran, the holy book of Islam, to women. In addition, God directly addresses women repeatedly throughout the Quran. Islam proclaims that all human beings, men and women, are born in a pure state. The goal of every Muslim is to preserve this purity by shunning evil tendencies and beautifying their inner being with virtuous traits. Islam further confirms that both men and women are equal in the sight of God. In the Quran, God declares: "‌Indeed, the most noble of you in the sight of Allah is the most righteous of you‌" (49:13) At another place in the Quran, God clearly states that all humans are equal: "To whoever, male or female, does good deeds and has faith, We shall give a good life and reward them according to the best of their actions." (16:97) While Islam clearly establishes that men and women are equal, it does recognize that they are not identical. God created men and women with unique physiological and psychological attributes. In Islam, these differences are embraced as vital components to a healthy family and community structure with each individual contributing their own distinctive talents to society. The citizens pointed out that the records of village Borobari in which the serial number of enrolled persons

suddenly jumps from 259 (B) to 333 - deleting the names of 74 families all at once. Similar blank pages and irregularities of skipping serial numbers have been brought to light by the villagers of Borobari. It is really shocking that there were certain people who served the Indian Railways since the pre-independence era, even before the formation of NF Railway, but unfortunately their next generation fails to find their names in NRC 1951 and subsequent electoral rolls up to March 24, 1971. Good To Get Inked: Semicolon Tattoos That Are Why 17% Of Diabetics In The World Are Indians Un-Pausing The Conversation On Mental Health! Shambhavi Saxena At 18, Wisconsin photographer and graphic designer Amy Bleuel lost her father to suicide. To honour him, and break the silence surrounding mental illness, she founded Project Semicolon, "a faithbased non-profit movement dedicated to presenting hope and love to those who are struggling with depression, suicide, addiction and self-injury." Because of the project, people are getting themselves inked with semicolons, and flocking to image sharing websites with the results. What does a punctuation mark have to do with mental health, you ask? To a writer, a semicolon means there's more to come. To someone dealing with depression, or other forms of mental illness a semicolon means "you are the author of your story and you are choosing to continue" (as Bleuel told ABC News). Often, people with mood disorders like depression are driven to suicide for a number of reasons: lack of support and understanding, no access to medication, or the overwhelming feelings brought on by the disorder itself. That, all of this must be suffered alone, and usually without being discussed, isn't helpful at all.

Project Semicolon, in Bleuel's own words, exists to "start a conversation about suicide, mental illness and addiction that can't be stopped." When she started Project Semicolon in 2013, Bleuel recognized how prevalent depression and other mood disorders are, not just in the U.S., but the world over. Recent research suggests that one in ten Indians suffer from depression. In fact, the World Health Organization published a report last year detailing

alarming suicide rates in the country: "258,075 people committed suicide in India in 2012, with 99,977 women and 158,098 men taking their own lives." The fact that there is only one mental health worker to every 10,000 people globally, and one to every 1, 00,000 people in low- and middleincome countries, is equally worrisome. Since its inception, Project Semicolon has engaged an audience of more than 74,000 people on Facebook, has a street team

taking care of awareness events and fundraising involving more individuals. So, are these tattoos going to take the wind out of the sails of neuro-normativity? Like other divisions of power, neurotypical privilege is going to be hard to break down. But here's an earnest effort worth backing. In the past, mental illness was cast as the outcome of interfering spirits, demonic possession, divine retribution or immoral behaviour, and answered with physical punishment or even

death sentences. Half a century ago, medical practitioners decided electrocution, near drowning and lobotomies were appropriate, and before you think we're out of the woods in 2015, remember that people deemed 'deviant' by society are still subject to the invasive methods of shock and conversion therapy. Silence about these issues has further contributed to a widespread ignorance, insensitivity and very little pro-activeness, when it comes to responding to or mitigating a mentally stressful situation for any individual. Conversations about depression increased globally following Hollywood actor and comedian Robin William'ssuicide. In India, actor Deepika Padukone's own struggle has opened up the dialogue further.These conversations have brought to our notice the ableism implicit in our view of the world, our standards, our infrastructure, and even our very language, and the very urgent need for change. Today, among several growing efforts to make talking about mental wellbeing that much easier, Project Semicolon is making waves- one tattoo at a time. It's time we talked about mental health; it's about time everyone is heard.

Inside Atali: With No Muslims Left, Communal Violence Has Torn Apart Yet Another Village When I reached Ballabgarh last Saturday, no one was willing to take the auto-rickshaw to Atali, a village in the Faridabad district in Haryana. A group of women on the way wanted to go beyond Atali but the autodriver refused to take them, citing the heavy police presence in the village and the fear of violence. In Atali, the only shops open were those where the police and RAF personnel were buying refreshments. The streets were deserted and people unwilling to talk, even as the police made arrests. As I walked through one of the lanes, two women asked me to leave lest I got arrested. When I told them that I was a reporter, they started talking of how the mosque was to blame for all the trouble before my beard made them stop short. Then the police arrived and they left. On 26th May 2015, around 15 houses of Muslims were destroyed in Atali by about 2000 armed men following a dispute over the site of construction of a mosque. Although a Faridabad court had ruled that the land belonged to the Waqf Board, which the Hindus were arguing belonged to the Panchayat, violence erupted when the roof of the mosque was being laid. After the violence 150 Muslims took shelter in the Ballabgarh police station. After a month of suspended tension, another round of violence followed on 1st of July despite heavy police presence. By the 4th of July, not a single Muslim family remained in Atali. After a week of trying to meet Ishaq Khan, I finally settle for a telephone conversation. His house was among the houses that were most aggressively vandalised. I ask him if he is thinking of returning, considering 10 arrests have been made in the case. "No, we will not return just yet. How will we return?" Ishaq says over the phone, "Our houses are still burnt. We

don't have anything right now." Ishaq's concern can be understood in the light of the hostility in the village. When the police were rounding up some of the accused, the atmosphere was tense. When reporters went inside the village, after RAF had done a flag march, they were accosted by women angry at the arrests being made by the police. You could not photograph without being accused of framing the village's Hindu boys. After one of these women had shown me a door, they said, was broken by the police while making the arrests, Leelu Parashar, a shopkeeper interrupted the women, to talk. The allegations that he and the women made appeared to be only a reproduction of what is the popular stereotype of a Muslim. And their allegations seemed contradictory. One of the women alleged, for instance, that the Muslims used to borrow money and raised the issue of the mosque when Hindus asked their money to be returned. The site of the mosque, however, has been in con-

tention since 2009 and stay orders on its construction have been made only due to petitions filed by the Hindus. Leelu denied that any loans were to be repaid. When the group of women I was talking to hysterically alleged cow slaughter, I asked if they could tell me when it had happened. The woman speaking about it then turned to another for help and the only response I got was that the whole mosque is tainted with the blood of cows. One doesn't need to be a genius to see how small myths sold to the collective imagination of people can create hatred. Slogans asking that those who slaughter cows be hanged are painted all the way from Ballabgarh to Atali. "There are only one or two people in the villagebad elements- who have spoilt the whole situation," Ishaq says. Already communal violence has erupted in Tikri Brahman village near Atali, where a Hindu girl was allegedly teased by Muslim youth. The police suspect that it is the tension in Atali that has spread to the vil-

lage. A case of eve-teasing can be dealt with by the police and there appears to be no reason why it should pit people of entire communities against each other, unless, of course, the idea of Love Jihad that has been in public imagination for a long time, due to Hindutva organisations' campaign against a threat that is a socially constructed myth, was at work here. Prior to the Lok Sabha elections last year, BJP's Amit Shah openly justified, in election rallies in U.P., violence for protecting the honour of Hindu women. There is also a perceived image in Atali of what constitutes a "good Muslim". The image is of a Muslim who doesn't speak up, puts up with the status quo and accepts the terms of the high and mighty. Members of a fact finding team of PUDR (People's Union of Democratic Rights identifies itself as civil liberties and democratic rights organisation), who have made several visits since the 26th May violence, say that there is a sense among the Jats that it is a "Jat area" and given that,

"how can there be a mosque?" Ishaq confirms on the phone that there is no mosque to be found in a 10-12 km area. The same fact finding team learnt through its interviews that while Jats are either landowners, have government jobs, and are independent financially, most of the Muslims are dependent on the majority Hindu population for their income. While some have rented shops, others borrow land for agriculture at a rate of fourteen to fifteen thousand rupees a year. Some run auto-rickshaws, are plumbers or electricians. The villainy is attributed to the upward mobile Ali Seth and Ishaq Khan, who the women alleged were "the leaders" in "the trouble". As Satish Deshpande, a professor of Sociology at Delhi University, put it in his piece on Atali, in the "Atali model", ideas of "happy coexistence, syncretic culture, the inherent tolerance of Hinduism, etc.," are predicated on the "subordinate citizenship" of the minority. I ask Ishaq what he thinks is the reason his house saw the most aggressive vandalism and whether it has anything to do with his speaking up. "No, speak we will have to (because) it is our right. If we do not speak, we will be suppressed. Most people (among the Muslims) are not educated, are financially weak, they cannot even go outside-inside anywhere. You see anywhere‌the leaders are removed first. That is the thing even today. 'Remove them, everything will end.'" Perhaps there is a more complex politics at play in Atali and in Tikri Brahman. But on a simpler level, if simply more people in the country were speaking up for the rights of people around them, perhaps the 'bad elements' of Atali would not have any influence. As Ishaq sums it up, in the defence of the construction of the mosque for his fellow villagers, "The country is everybody's: Hindu, Muslim, Sikh, Christian."

It's funny how years of social conditioning and popular definitions of certain terms limit our understanding of our own lived experiences. While I possessed the notional understanding that anyone could be a victim of abuse in a relationship, I realized that I had subconsciously categorized abuse as something very drastically violent and also something which could never happen to me. In a sense, I had essentialised abuse to a very limited definition of physical violence, and since those narrow boxes were not being ticked off despite my discomfort with my relationship, I couldn't even entertain the idea that I might have been in an abusive relationship. It is difficult to encapsulate my relationship. It was categorized by periods of extreme love, to times when it felt like I didn't even exist. Then, I slowly started discovering his anger. It initially started with small things and each outburst would be followed by, "Sorry I didn't mean that." But the hurtful words lingered, because they were soon to be repeated and each one of those words pierced me. He knew exactly what my insecurities were, and targeted them with pre-

cision. These episodes would drain me of all my energy, and his apologies started becoming more and more curt. Whenever I tried to take it up with him, I would get the same response of, "Let it go, I was angry and didn't really mean those things" and "why can't you just let things be". The recurring theme though, was my inability to 'prove' my love and thus, there were small tests which I had to pass to ease his insecurities. I soon started getting terrified of accidentally missing a call or forgetting to reply on time, apprehensive of the next set of hurtful things that would come my way. Soon the fear itself took a form of its own and started controlling me. I had, on several occasions, questioned the relationship but the stigma of being the one who 'gave up' haunted me and also led me to justify the unpleasantness of the relationship as 'a rocky phase' which would get better. Unfortunately, it only got worse. The aggressive verbal abuse later hinted towards possible physical abuse. Slowly, I started losing my own identity and started seeing my existence only in terms of the relationship. Thus, if the relation-

ship failed, I failed. It was only after I distanced myself from him, and spoke to friends and loved ones that I slowly realized how much the relationship had sapped me of myself. This realization gave me the power to finally end it. The end was bitter, and I was emotionally manipulated to believe that I was to blame and that I was a horrible person. I started questioning everything about myself. The relationship has made me question many facets of abuse that I had misinterpreted, like how the abuser needs to be a 'bad person'. My ex is one of the most charming people I have ever met, can talk at length on issues, is artistic, but that in no manner reduced or diminished the impact of what he had done to me. It doesn't absolve him of the abuse he inflicted. It would be naive to state that the relationship is completely behind me, because even now it suddenly sneaks up on me at times. Sometimes I can still hear his voice in my head and while it still affects me, its power is slowly fading. I constantly strive to shed some of the fear and judgment I had internalized, and while the process is slow, the small successes are extremely liberating.

All sponsorship slots for Pro Kabaddi League have already been sold out. Interestingly, in March this year, Star Sports was forced to inaugurate cricket's most prestigious tournament the World Cup without a lead sponsor. Star Sports is also the official broadcaster of the Pro Kabaddi League.

Bank stocks gain up to 4% Mumbai, Jul 17: Bank stocks recently gained up to 4 per cent following the government's move to simplify foreign investment regime that boosted investor sentiment. Shares of Axis Bank rose by 4.14 per cent, Kotak Mahindra Bank gained 4.03 per cent and Yes Bank climbed 3.11 per cent on BSE. Among others, HDFC Bank was up 1.52 per cent and ICICI Bank rose by 0.83 per cent. The BSE banking index ended 1.91 per cent higher at 21,996.69. "Government's approval on composite FDI cap resulting in more capital flowing into the system lifted the sentiment," said Gaurav Jain, director at Hem Securities. Promising a simpler foreign investment regime, the government today introduced a concept of composite cap for all kinds of overseas inflows including through FDI, FII and NRI routes - a move that may benefit retail companies and stock exchanges among others. Stating that the concept of composite caps has been introduced for simplification of foreign investment norms, finance minister Arun Jaitley said, "From now onwards, all FIIs, NRIs and other foreign investments will be clubbed. Mumbai, Jul 17: Tata Steel may cut 720 jobs in its speciality steel business as low-priced imports from China and high production costs impact its ability to compete in the cut-throat UK market. Most of the jobs will be slashed at the company's Rotherham, northern England plant, the metals giant said recently. Cheap foreign imports due to a strong pound and expensive electricity costs, which is more than double of its nearest competitors, is forcing Tata Steel to look at restructuring its speciality steel business. The unit will now concentrate more on highvalue sectors like aerospace. Tata Steel is currently the world's thirdlargest steel supplier to the aerospace industry. The proposed job cut announcement comes a day after Tata Steel's UK workers agreed to a new pension scheme, which prevented a potential strike that could have been the biggest industrial dispute in Britain's steel sector in more than three decades. "Energy is one of our largest costs at our speciality and bar business and we are disadvantaged by the

Chennai, Jul 17: The Tamil Nadu government has expressed its reservations over retail trading done by e-commerce companies as it fears it is losing heavily on commercial taxes. The government fears most of the e-commerce companies have only virtual presence and it is very difficult to find out the nature of transactions carried out by them. It is also very difficult to find out whether a sales transaction made to a consumer located within the state is liable for levy of state value added tax (VAT) or central sales tax (CST). Apart from losing revenue, the state also fears that FDI in retail is being introduced through the backdoor as many of the ecommerce companies have their bases in foreign countries and carry out operations in India. State commercial taxes minister M C Sampath participated at a meeting convened by the Centre in New Delhi on Wednesday to discuss ways and means to frame guidelines on e-commerce. He said Tamil Nadu's experience showed that the entities carrying out e-com-

merce business from outside the jurisdiction of the state failed to comply with the provisions of the applicable sales tax laws, registration, filing of returns, replying to the statutory notices and so on. Many of them did not file tax returns as required under the VAT laws and would not share data, the minister said. Further, the existing VAT laws did not have provisions for carrying out VAT audit of such e-commerce platforms situated outside the state jurisdiction thereby posing serious risks to state revenues, he said. "Commodity taxation is the main source of revenue for states. Hence, ensuring that the revenue base is not eroded through sharp e-commerce

practices is a serious concern for us. We strongly urge that all regulatory and tax laws governing brickand-mortar retail business should be made equally applicable to e-commerce business also without any exception to maintain the level playing field," said Sampath. Many e-commerce platforms keep their data and servers abroad, and this would make enforcing compliance with taxation laws and other statutory regulations difficult. "Effective provisions mandating residence of data and software within the territory of India or mirroring of such data in local servers within India, furnishing declarations of information on such servers

and imposing liability on persons responsible for maintaining and making available access to such data servers to statutory authorities should be ensured," said Sampath. The state also raised doubts about e-commerce sites complying with relevant labour, consumer protection and other regulatory laws. Claiming that there were many complaints that enforceable warranties were not available to consumers for products that were purchased through ecommerce platforms, the minister said such entities could not be allowed to bypass or escape the essential regulatory frameworks. The meeting was convened to consider certain representations made by a writ petitioner before the Delhi high court on the issue of creating a level playing field between those who conduct ecommerce business and those who could set up a multi-brand brick and mortar retail business with 51% FDI as permissible under current regulations. At present there is a cap of 5% on the quantity of shares that are issued to foreign employees even if they are issued under the trust route. Amending FEMA regulations recently, RBI said "On a review, it has been decided that an Indian company may issue "employees' stock option" or "sweat equity shares" to its employees or employee of its holding company or joint venture or wholly owned overseas subsidiary/subsidiaries who are resident outside India," RBI said in a circular. RBI's definition of employees includes directors on the board of the company. This is subject to the condition that the stock option scheme is drawn in terms of regulation issued under the Securities Exchange Board of India Act, 1992 or the Companies (Share Capital and Debentures) Rules, 2014. Also the foreign holding cannot exceed the sector cap applicable to the company because of the issue of shares to employees. In case the company is in a sector where foreign investors are allowed under the approval route prior approval of the Foreign Investment Promotion Board (FIPB) would need to be obtained. These shares cannot be issued to employees who are citizens of Bangladesh/Pakistan without prior FIPB approval. Besides software companies a number of new age start-up companies have their parent holding companies outside India. This move will enable them to offer shares of the operating company in India to employees overseas. (Agencies)

New Delhi, Jul 17: The celebrations at banking counters may be short lived as the government's decision to move to a composite foreign investment cap for sector will not impact banks or defence although it will provide fungiblity across various segments, including retail, credit information companies and power exchanges, among others. The cabinet decision to move to composite sectoral limits - including FDI, FII, venture capital, NRI and qualified foreign investment - had sent stocks of private sector banks soaring as investors thought that the government had allowed 74% foreign investment, and lifted the 49% limit on FII flow into the sector. While the BSE Bankex closed almost 2% higher, Axis Bank and Kotak Mahindra Bank were up 4% each, while Yes Bank shares rose over 3%. Recently, sources had reported that the government is set to clear the plan for a

composite cap. Soon after the announcement, industry players began cheering the move. But by evening clarity emerged as government sources clarified that the FII limit for banks had been retained at 49% and the portfolio investment ceiling in defence stayed at 24%. "There is no change in the conditions. You cannot expose a sensitive sector such as banking to hot money. Similarly, defence is a strategic sector. At the moment, there is no move

to change the FII caps," said a source. But the decision offers several positives for companies, including those in sectors such as pharma where government approval is required. Sources said that even in these sectors, no approval will be required for foreign institutional investment up to 49%. "After I left in 2005, I can see the country has moved ahead in some areas.
