Tension prevails at Namtok Tea Estate in Changlang district of Arunachal Pradesh following atrocities by a heavily armed group of NSCN (I-M) militants who had forcibly entered the garden premises and severely beat up some employees and workers of the garden apart from threatening the garden manager to either pay extortion or to face bullets. The reported incident took place on April 8; however, out of fear from the militants the garden management had allegedly kept the matter secret. Newspaper reporter listed the worst job for third time: survey Washington, Apr 17 : For the third year in a row, the job of a newspaper reporter has been ranked as the worst profession, according to a survey which listed data scientist as the best job after a review of 200 careers. CareerCast, a jobs website, ranked each job in its 28th annual Jobs Rated report taking into account the environment, income, outlook and stress associated with each job. The survey put the annual median salary of a print reporter at USD
37,200. "A gradual decline in print publications at the turn of the century became a steep downturn for the past decade. Publications folding mean far fewer job prospects, and declining ad revenue means unfavorable pay for those in the Fourth Estate," the survey said. It said the one factor directly contributing to the shrinking of media outlets is the decline of advertising revenue. The job of a broadcaster came third on the worst 10 list which figures

Four jihadis namely Abu Bakar Siddique, Jahanur Alam Sheikh, Samad Ali Mandal and Azizul Sheikh were apprehended and one HE grenade, one revolver, seven rounds of M20 ammunition, two army camouflage dresses and five mobile phones were recovered from their possession. The effort is to deal with the organized criminals, plundering timber of the verging forest of this region which is serving as the Bramhaputra plains as biosphere. Karbi Anglong forest is divided in three territorial divisions i.e. east, west and Hamren division undertook some special drives against the tree choppers recently; the east division forest protection squad seized 27 numbers of vehicles and arrested 42 persons and seized 125.Cubic meter timber recently. Correspondingly the west division forest seized 37 assorted vehicles, 44 bicycles, 9 buffaloes, one elephant, 4 horses. This division has

Imphal-Dimapur public transport to remain suspended AGENCIES Imphal, Apr 17: As a mark of protest against the arrest of a winger service driver reportedly by Nagaland police personnel, All Manipur Interstate Wingers, Cruisers, Travelers and Drivers Welfare Union (AMIWCTDWU) has decided to suspend all mode of transport along Imphal-Dimapur section from today and interstate bus services from Monday.
Imphal-Dimapur section was arrested by Nagaland police personnel manning the Lalmati check post on April 12. AMIWCTDWU said when some passengers enquired as to why the driver was being detained, police refused to give any reason. AMIWCTDWU has demanded immediate release of the driver without any conditions or to cite the reason behind the arrest.

Nagaland will implement Food Security Act from June AGENCIES Dimapur, Apr 17: Nagaland State Government will begin implementing the National Food Security Act (NFSA) from June 1, 2016 onwards. Union Minister for Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan made the announcement today in Dimapur at a hurriedly arranged press conference at the Nagaland Armed Police Training Centre ( N A P T C ) , Chumukedima. Paswan said that he met the State Chief Minister, TR Zeliang on April 15 and had a thorough discussion on the modalities for the implementation of the NFSA. According to Paswan, the
CM assured to "fulfil all the pre-conditions for implementation of the Act." The Nagaland State government will begin executing the NFSA coverage phase-wise from June 1 starting with Kohima and Dimapur districts. From July 1, the rest of the districts will follow. On the "pre-conditions" or criteria for implementation of the Act, which include digitisation/ computerisation of the Public Distribution System for greater transparency and checking pilferage, Paswan said Ration cards would soon be seeded or linked to AADHAR. AADHAR coverage in the state is said to have touched the 65 percent

US mulling over new strategies to fight ISIS
OIC calls upon India to implement UN Security Council's resolutions on Kashmir Islamabad, Apr. 17: The Organisation of Islamic Cooperation (OIC) has called on India to implement the United Nations Security Council resolutions on Jammu and Kashmir and expressed concern at the 'gross violations' of human rights allegedly committed in Indian Occupied Kashmir (IOK) by the Indian security forces. According to a release by Pakistan's Ministry of Foreign Affairs, the OIC affirmed its support to the Kashmir struggle, at the 13th OIC Summit, held in Istanbul from April 10-15 and also called upon the United Nations for implementation of the Security Council's relevant Resolutions on Kashmir which call for the resolution of the dispute and guarantee Kashmiris' (inalienable) right to self-determination through a UN supervised plebiscite.
In the Joint communique issued by the Summit, the Conference reaffirmed its principled support to the people of Jammu and Kashmir for realization of their legitimate right to self-determination, in accordance with relevant UN Security Council resolutions. It highlighted that Jammu and Kashmir was the core dispute between India and Pakistan and its resolution was imperative for bringing peace in South Asia. The Conference called on New Delhi to implement numerous UN Security Council resolutions on Kashmir, which declared that final disposition of the State of Jammu and Kashmir would be made in accordance with the will of the people expressed through the democratic method of a free and impartial plebiscite conducted under the auspices of the United Nations.
It further reminded the international community of its obligations to ensure implementation of UN resolutions on Kashmir and fulfill the promise made with the people of Jammu and Kashmir 68 years ago. Affirming its support to the wide-spread indigenous movement of the people of India Occupied Jammu and Kashmir for their right to self-determination, the Conference urged that freedom struggle must not be equated with terrorism. Welcoming the establishment of a standing mechanism by the OIC Independent Permanent Human Rights Commission (IPHRC) for monitoring the human rights situation in Indian Occupied Kashmir(IOK), it called upon India to allow the OIC Fact Finding Mission and the international human rights groups and humanitarian organizations access to IOK. Endorsing the recommenda-
tions of the OIC Contact Group on Jammu and Kashmir, the conference took note of the Memorandum presented by the True Representatives of the Kashmiri People to the Secretary General in Contact group meeting of April 12, 2016. The Conference called on the Islamic Educational, Scientific and Cultural Organization (ISESCO) and the Research Center for Islamic History, Art and Culture (IRCICA) to undertake activities to protect holy sites in Kashmir and preserve cultural rights and Islamic heritage. It also appealed to the Member States and Muslim Institutions to grant scholarships to Kashmiri students in different Universities and institutions in OIC Countries. The OIC Secretary General presented a report to the Summit in which he high-
lighted that Jammu and Kashmir issue remains unresolved and affirmed OIC's continued support to the people of Jammu and Kashmir for realization of their legitimate right to self-determination in accordance with UN resolutions. He requested OIC member states, particularly those having good relations with India, to urge India to respect the rights and aspirations of the Kashmiri people in accordance with relevant resolutions. The approval by the Cabinet at a meeting chaired by Prime Minister Narendra Modi allows the country to become a formal member of SAWEN in order to strengthen ties with the member countries in controlling the transboundary wildlife crime through communication, coordination, collaboration, capacity building and cooperation in the region. In the year 2016 so far 6 rhinos have been killed mercilessly by poachers for their own profit. On January 27 last, an adult male rhino was killed in Kaziranga and its horn taken away by poachers. Last year 20 rhinos were killed by poachers. Poachers have killed and dehorned more than 200 rhinos in Assam over the past 14 years. During this period, the highest number of 130 rhinos was killed in the Kaziranga national park, followed by 31 in the Orang national park, 14 in the Pabitora wildlife sanctuary, seven in the Manas National park and 15 in other forest divisions. According to the 2012 census, the Kaziranga National Park has 2,186 rhinos out of a total population of 2,505 in Assam. A total of 524 rhinos have been killed for their horns in that state between 1986 and 2011. Following are the numbers of rhinos killed in the last decade: In 2011, the casualties were nine and in 2010, seven, 14 in 2009, 12 in 2008, 21 in 2007, nine in 2006, 12 in 2005, five in 2004, six in 2003, five in 2002, nine in 2001 and 14 in 2000. In 1999, 17 rhinos were killed, 23 in 1998, 26 in 1997, 42 in 1996 and 39 in 1995. The figures for the years 1993 and 1994 were not available. The figures of rhino deaths in late 1980s are alarming. Forty-four rhinos were killed in 1989, 24 in 1988, 23 in 1987 and 45 in 1986. Conservation of wildlife, a cause close to Prince William's heart, requires collaborative action and co-operation among governments and civil society, NGOs and the private sector. Media outlets and opinion-makers should also come forward in order to highlight this issue and spread awareness. Most importantly, an enabling environment should be provided for survivors so that they can voice their experiences. And once victims and civil society come forward and raise the issue, it may well have a snowball effect. Just as patriarchy and gender discrimination pose worrisome challenges for feminism offline, online gender-based harassment should also be dealt with with the same vigor. Being a widow supporting two children, her financial condition isn't the best. Sony said it would extend the closure of its image sensor plant in Kumamoto, which is in the southern island of Kyushu, after major tremblors on Thursday and Saturday rocked the key manufacturing region. The PlayStation maker said operations at its image sensor plant in Nagasaki, also in Kyushu, would be partially suspended and it does not yet have a timeline for full resumption of operations. (CMOS) image sensors, a type of integrated circuit that converts light into electrical signals. In smartphones they are used to convert images into digital data. Eli Lilly to introduce new drug every year Chennai, Apr 17: U.S. drug major Eli Lilly and Company is planning to strengthen its presence in India by introducing at least one drug every year for the next four years in the areas of diabetes, oncology, osteoporosis and growth disorder, said a top official. It is difficult to say which drug will be released when as we have to get regulatory/agencies' approvals. We will roll out a diabetic drug by the

New strategy for conserving Sumatran rhinos Tiger count rise for first A new study examines the decline of the Sumatran rhino in Borneo. It concludes that the remnant populations of Sumatran rhinos can only be rescued by combining efforts of total protection with stimulation of breeding activity. The researchers suggest to resettle small isolated populations and to undertake measures to improve fertility. The case of the recently captured female rhino in Kalimantan, Borneo shows the importance of immediate action. The article has been published in the scientific journal Global Ecology and Conservation. A consortium of international scientists examined the historical development of the Sumatran rhinos in Borneo. Their study identified the low reproduction of females in combination with hunting as the main cause for the current decline of rhinos. "Females do not find a mating partner within the small isolated populations any more," explains

cal models to reconstruct the decline of the rhino population in the Tabin Wildlife Reserve (TWR) in the Malayan state Sabah of Borneo. A study on habitat use completed the picture. Here, the scientists analysed data collected over a span of 13 years and identified the characteristics describing the preferred habitat of the rhinos. Today, only two subspecies of the Sumatran rhino exist, D. s. sumatrensis in Sumatra, Indonesia, and D. s. harrissoni, in Borneo in the states of Sabah, Malaysia, and Kalimantan, Indonesia. Currently, there are still around 100 individuals in Sumatra but the Sumatran rhino on Borneo is nearly extinct. The decline of the rhino population in Sabah has been documented in detail for the first time in this new study. Many animals were still spotted in 2000. By 2013, the scientists did not register a single rhino individual left. One of the
last Borneo rhinos has been recently captured in the state of Kalimantan, the southern part of Borneo belonging to Indonesia. "The captured animal was one of the last females of its species" says Kretzschmar of the IZW, "it died right after capture due to an infection of a snare wound." The reasons for the catastrophic decline of the Sumatran rhinos have not been previously clear. Data necessary to improve decisions for conservation management of the rhinos was missing or fragmentary. The new study closes this gap. It demonstrates that a combination of techniques can do much to illuminate causes of population declines, improve decision making for conservation management and possibly prevent similar developments in populations of other species of similar ecological standing. New primate species discovered in Madagascar Scientists from the German Primate Center (DPZ), the University of Kentucky, the American Duke Lemur Center and the UniversitĂŠ d'Antananarivo in Madagascar have described three new species of mouse lemurs. They live in the South and East of Madagascar and increase the number of known mouse lemur species to 24. As little as 20 years ago, only two species of these small, nocturnal primates were known. New genetic methods and expeditions to remote areas have made the new descriptions possible. Mouse lemurs are small, nocturnal primates, which are only found in Madagascar -- and they all look very similar with their brown fur and large eyes. Different species can be distinguished reliably only by means of genetic methods. However, how great the difference between two populations has to be to define it as a new species is a source of continuous dis-

"By using new, objective methods to assess genetic differences between individuals, we were able to find independent evidence that these three mouse lemurs represent new species," says Peter Kappeler, Head of the Behavioral Ecology and Sociobiology Unit at the German Primate Center.
