2 hurt in bike mishap at Hatigarh Jorhat, Nov 18: Two persons travelling on their bike rammed into a tree that was lying by the side of the NH-37 at Hatigarh under Bhogdoi police station in Jorhat district today. The duo was travelling on the bike from Jorhat town to Ladoigarh and in the dark they did not see the tree that was left by someone who was clearing the wayside trees on the NH-37 since the past several months for widening the NH-37 to four lane highway till Dibrugrah in upper Assam. Police on Tuesday arrested four hardcore cadres of the GNLA. Police said that the arrests were made early on Tuesday morning in the wake of an operation carried out in Chandmari area of Tura town. “These cadres were recruited by Sohan D Shira of GNLA for arms smuggling from Dimapur for the GNLA,” IG (Operations), GHP Raju said. A global re-assessment of polar bears highlights loss of sea ice habitat due to climate warming as the single most important threat to the long-term survival of the species, according to the latest update of The IUCN Red List of Threatened Species™ released today by IUCN, International Union for Conservation of Nature. This update also highlights habitat degradation as a main threat to many fungus species and overfishing as the key driver of decline in marine bony fish. The IUCN Red List now includes
79,837 assessed species, of which 23,250 are threatened with extinction. The re-assessment of the polar bear (Ursus maritimus) used the most current sea ice and sub-population data, along with computer simulation and statistical models, to project potential changes in the size of polar bear sub-populations due to changes in sea ice. It is the most comprehensive assessment of this data to date. The results show that there is a high probability that the global polar bear population will decline by more than 30% over the next 35 to 40 years. The assessment supports the current Vul-
nerable status of the polar bear on The IUCN Red List. “Based on the latest, most robust science, this assessment provides evidence that climate change will continue to seriously threaten polar bear survival in the future,” says Inger Andersen, IUCN Director General. “Climate change impacts go far beyond this iconic species, and present a threat our planet has never faced before. MCCL employees likely to go on strike for salary ET Correspondent Shillong, Nov 18
Employees of one of the oldest government owned public undertakings, the Meghalaya Cherra Cement Limited (MCCL), are likely to go on strike if they are not issued pending salaries of ten months at the earliest. Today employees under the Meghalaya Cherra Cement Limited Employees Union (MCCLEU) have met with the Managing Director Mr. Sanjay Goyal urging upon him to release the pending salary of 10 months till date. “We have met with the Managing Director (MD) to urge on him to release the pending salary as we have been facing big problems”, said President (MCCLEU) Mr. S Wahlang after meeting with the MD. The non-receipt of salary had badly affected the 500 employees of the MCCL in terms of looking after their families’ needs and requirements. “We will wait till tomorrow to see whether the government releases our salary or not. District Councils (ADCs) as empowered in the Para A+B of the Sixth Scheduled. “It is the duty of the government to seek consultation with the ADCs to pass resolution and convey to the State government on the matter. But sadly, the government has shown unfriendly mindset towards the ADCs”, Mr Syiem said. Sachin Sehrawat Sonepat, Nov 18: Two youths – Vikki and Pawan – of Pinana village were shot dead by two Scorpio borne armed persons at Pinana village bus stand this morning. The gangsters fired 15 rounds at the victims before escaping from the spot. According to a complaint lodged by the family members of the victims in Mohana police station, the victims were standing at the village bus stop at around 11 am when a number of armed youths reached at the bus stop in two Scorpio jeeps. After some altercation with the victims, the armed gangsters fired indiscriminately at the victims and sped away. The victims were rushed to the civil hospital at Sonepat where the doctors declared
them brought dead. The family members stated that the victims had some money transaction of amount Rs 25,000 with liquor contractor Ranjit of Bhainswal Kalan village and alleged that Ranjit had conspired murder of the victims. This prompted the Union government to notify minimum indicative export quota (MIEQ) for sugar mills to export 4 million tonnes of sugar during the 2015-16 season in September. The quota is to be distributed across the mills based on their average production in the last three sugar seasons. While the Indian Sugar Mills' Association has estimated that sugar production would decline 4.6 per cent to 270 lakh tonnes for the 2015-16 season, ratings agency ICRA has said that output would drop 5 per cent to about 268 lakh tonnes. The decline in production and the compul-
sory exports of 4 million tonnes is likely to result in closing stocks falling to about 7.6 million tonnes in 2015-16 from around 10.1 million tonnes in 2014-15, ICRA estimated. He was taken straight from the airport to the CBI court amid tight security. The security personnel did not even allow waiting media persons to have a word with Chetia. Some members of Chetia's family - including his wife and son – and senior members of United Liberation Front of Assam's pro-talks faction, however, managed to exchange a few words and greetings with the senior ULFA leader. Chetia was extradited from Bangladesh to India on November 11 and brought to New Delhi. CBI officials took him in custody and were grill-

Mahajan said the court asked CBI officials to provide medical assistance to Chetia, apart from good food while in custody. all plants and form a crucial part of the digestive system of ruminants such as sheep and cows. Fungi are also extremely important to humans as medicine and food. The antibiotic Penicillin was derived from the fungus Penicillium, and today most antibiotics and statins (commonly used to lower blood cholesterol), are fungal in origin. Fungi are also used to make bread, beer, wine, cheese and many other foods. This IUCN Red List update also reveals that the degradation of sensitive coastal habitats, pollution, overexploitation and destructive fishing practices are putting many marine bony fishes at risk of extinction in the East Central Atlantic and Greater Caribbean regions with the invasive lionfish placing further pressure in the Caribbean. The global assessment of the 1,400 marine bony fishes including both nearshore fishes and deep-sea fishes of the Eastern Central Atlantic – covering the area from Mauritania to Angola – shows that 3% are threatened with extinction. With the human population expected to double in the next 20 to 25 years, this new data will be used to guide fisheries management and conservation priorities in the regions, including the identification of priority sites for conservation action. “These assessments are the first of their kind, providing comprehensive baseline information within a specified region, which is critical for the designation and improved management of marine protected areas and threatened marine species,” says Kent Carpenter, Manager of IUCN’s
Marine Biodiversity Unit. “The data should also lead to the development of more effective initiatives to improve national and regional fisheries management to maximise conservation benefits.” A total of 24 newly assessed Critically Endangered species are highlighted as being possibly extinct, primarily due to threats from invasive species and habitat destruction. Haha (Cyanea kolekoleensis), a plant species native to the island of Kauai, Hawai?i, is listed as Possibly Extinct. Its habitat is threatened by pigs and several invasive plant species, and there have been no recorded sightings since 1998. Eleven orchid species found only in Madagascar have been listed as Critically Endangered/(Possibly Extinct) including Bulbophyllum tampoketsens, which is threatened due to illegal collection and deforestation. Arico water frog (Telmatobius pefauri) is listed as Critically Endangered/(Possibly Extinct) because it has not been seen since 1976. This frog is threatened by water extraction for human use and for cattle ranching; it may also be affected by cattle trampling the stream habitats according to the experts.

Morcha teachers skirt Harka help Kalimpong, Nov 18: Kalimpong MLA Harka Bahadur Chhetri facilitated a meeting between state education minister Partha Chatterjee and the Janmukti Insecure Secondary Teachers' Organisation (JISTO), but hours later, the teachers' body said the opposite. The organisation has been holding demonstrations for around 20 days demanding job regularisation for 515 voluntary and para-teachers in the hills. Chhetri said he had already briefed Chatterjee on the demand of the organisation and he would fix a meeting between him and the JISTO leaders when the minister comes to Kalimpong on November 20 to attend a programme of the Kalimpong Girls' High School. Chhetri did not mention other details. "I have been approached by JISTO on many occasions. I am well aware of its demand and I will be present at the meeting
with the minister to help articulate JISTO's points of view," Chhetri said today. The teachers' organisation is an affiliate of the Gorkha Janmukti Morcha which Chhetri quit recently citing the dictatorial attitude of its chief Bimal Gurung. But hours after he spoke about the meeting with Chatterjee, JISTO held a central committee meeting at Darjeeling this evening. Naidu dubs Aiyar's remark on removing Modi 'disgusting' New Delhi, Nov. 18 : Union Urban Development Minister M. Venkaiah Naidu on Wednesday dubbed the comments made by senior Congress leaders Mani Shankar Aiyar and Salman Khurshid as 'disgusting and anti national', saying it was not apt on the part of the grand old party that claims to have 120 figures of seniority and history. "The comments they made in the Pakistani side and their subsequent justification after initially denying the same shows that they have no shame. The party which is supposed to be claiming that they have 120 figures of seniority and history allow such comments to be made by such senior lead-
ers," he said. Naidu also took potshots at Aiyar for defending his comments after initially denying the same. "He (Aiyyar) initially denied it and when the video clippings were shown he strongly defended it and some Congressmen are also now shamelessly defending his comments," he said. "On national TV channels on Wednesday, Mr. Aiyar vehemently defended what he said and said it was his right to express his views. Mr. Aiyar's statements are clearly aimed at destabilising the democratically elected popular government led by Prime Minister Modi," he added. The Union Minister said that to
make such statements on a foreign soil amounted to treason. "The entire country's watching what action the Congress party will take on this irresponsible and anti-national comments by their two senior leaders," he said. The mishap took place near Baluchistan's capital Quetta when the brakes of the Rawalpindi bound train, which was carrying around 300 passengers, failed and the train sped down the side of a mountain. The train's driver and two assistants were among those killed. The injured have been shifted to hospitals in Quetta while those critically injured were airlifted to hospital in two helicopters. Incidents of police abuses against Afghans have skyrocketed since the Pakistani Taliban attacked a school in Peshawar in December 2014, and is prompting many Afghans to return to war-torn Afghanistan and possibly seek asylum in Europe. "The Pakistani police's outrageous mistreatment of Afghans over the past year calls for an immediate government response. The Pakistani government should press the police to apprehend perpetrators of atrocities instead of scapegoating the entire Afghan community," said Phelim Kine, Deputy Asia director at Human Rights Watch. The LCA program was approved in July 1983 after the completion of design studies and allocated an initial budget of $85 million. It was believed back then that the LCA program would achieve across-the-board advancement of the domestic aerospace industry and replace India's aging fleet of Mig-21 fighters, which would be approaching the end of their life-cycle by the mid1990s. Yet 32 years later, despite pouring $2.6 billion into the LCA vortex, the IAF still doesn't have a fully functional fighter. Dubbed Tejas early on by
the IAF, the LCA is still awaiting Final Operational Clearance (FOC), after which it can enter operational service. The LCA was awarded Initial Operational Clearance (IOC) in January 2011. However, given its performance issues and weapons limitations the IAF asked for an IOC-2, which was granted in December 2013. Despite strict instructions from the government, HAL was unable to meet the deadlines and ensure that FOC was achieved by December 2014. According to recent estimates, the re-revised deadline for achieving FOC is March 2016. In yet another setback for the Tejas LCA program, a Comptroller Auditor General (CAG) audit report identified 53 "significant shortfalls" that have reduced operational capabilities and survivability in the Mark-1 version of the fighter aircraft. The Mark-II version of the LCA - which is expected to correct these shortcomings - is still approximately five years away from series production. Upon completion of the Tejas Mark-II the LCA program would have been in development for more than 35 years! India's Flying Coffins The CAG report further noted that due to the delay in the LCA program the IAF had to make temporary arrangements to upgrade its MiG fleet and revise its timeline for phasing out MiG-21 FL fighters. And it is the LCA program's failure to address this issue that has brought the IAF to its knees. The Indian government first opted to purchase the Russianmade MiG-21s in 1961. Thereafter India introduced 872 MiG 21s into its air force, forming the backbone of its fleet. Having seen action in 1965, 1971 and 1999, many squadrons of this once venerable fighter
have reached operational redundancy. However, the delay in the LCA program and possible vulnerabilities due to force accretion compelled the IAF to push back the phasing out of its MiG-21 fleet. The MiG-21s, which were upgraded to "Bison" standard in a lastditch attempt to keep them in the air, are on "their last legs" warned Air Chief Arup Raha in 2014. By all accounts the MiG21 models are difficult to maneuver, they land too fast, and the design of the window canopy means that the pilot cannot see the runway properly. These problems are exacerbated because the MiG-21 is not a forgiving aircraft; according to data from the Airworthiness Certification Brach of the Federal Aviation Agency of the U.S., the fatality rates for MiG-21s in the IAF is about 45-49 percent. Which means that a MiG-21 pilot essentially has a 50-50 chance of surviving an accident. In 2012, Indian Defence Minister, AK Antony, in a written reply to the Rajya Sabha confirmed that more than half of the 872 Mig-21s purchased by the IAF have been lost in accidents, costing the lives of 171 pilots, 39 civilians, and eight persons from other services. Furthermore, according to a 2002 Public Accounts Committee report between 1997 and 2000 -

In light of these statistics, the MiG-21 platform has been dubbed the "Flying Coffin" and the "Widow Maker" by the public. The situation became so dire that in 2013 Sanjeet Singh Kaila, a serving officer in the Indian Air Force, filed a petition in court stating that flying a MiG-21 amounted to a "violation of his fundamental right to life, especially the right to work in a safe environment" under Article 21 of the Indian Constitution. With the LCA program entering a critical production phase soon, the IAF has announced an additional order of 100 modified Tejas fighter aircraft. The Tejas Mark-IA will be an upgraded version of the Mark-I but will fall short of the Mark-II version, which is still in the design phase. As the Tejas Light Combat Aircraft nears operational service it is important that India's defense research establishment does not forget the costly lessons it learnt during the course of the LCA's development program. Defense indigenization is a worthy ambition and one that India should pursue. However, the establishment's inability to achieve it in a phased manner has cost scores of lives.

New Delhi, Nov 18: Offtakers of Reliance Power's 4,000 mw Tilaiya UMPP (ultramega power plant) in Jharkhand have agreed to terminate their PPAs (power purchase agreements) and compensate the Anil Ambani-led company for costs and bank guarantees, aggregating Rs 914 crore. The decision by a majority of 18 distribution companies in 10 states will avoid a long-drawn legal wrangle and pave the way for quick reauctioning of the project in plug-and-play mode under new norms for UMPPs, which are being worked out by the power ministry. Reliance Power had bagged the project in 2009 through competitive bidding by quoting a tariff of Rs 1.77 per unit but quit in April, citing a five-anda-half-year delay in
handing over of land. The project required 17,000 acres and was given the Kerendari BC coal block as captive mine. The company had also said that the project, which was to come up by 201517, would not be completed before 202324, given the prevailing status of land acquisition. The termination of the PPAs will pare Reliance Power's future capital expenditure burden by nearly Rs 36,000 crore, thereby avoiding an additional debt burden of nearly Rs 27,000 crore as well as an equity commitment of Rs 9,000 crore. BSNL posts Rs 672cr operating profit in '14-15 Kolkata, Nov 18: State-run telecom major BSNL reported an operating profit for 2014-15, at a time when the government is working towards nursing the ailing telecom company back to health. BSNL, which last reported a net profit around 2007-08, said it realized an operating profit of Rs 672 crore for the financial year 2014-15. In the previous fiscal, it had a loss of Rs 691 crore. "BSNL reported bad results over the last few years, but 2014-15, we have managed to reverse the trend. We hope to maintain this performance and go back to net profit by 201819," BSNL CMD Anupam Shrivastava said. The company, which is trying hard to check falling subscriber base in mobile and landlines, said income from services increased by 4% to Rs 27,242 crore in 201415, which is the highest turnover achieved in last five years. Income from services stood at Rs 26,153 crore in 2013-14, while the peak of around Rs 40,000 crore was seen in 200304. Shrivastava said
BSNL is making efforts to work out a complete revival, especially with a major focus from telecom minister Ravi Shankar Prasad. The company will invest Rs 7,700 crore in the current financial year to expand network. It also plans to launch 4G LTE services on 2600 MHz band in a couple of cities by March-end. "It has taken various customer centric initiatives such as free night calling, free roaming and is providing a minimum broadband speed of 2 Mbps to build trust. We will have more such initiatives," Shrivastava said. He said data business has been growing rapidly and the company is investing heavily for boosting its capacity. "Currently 10% of our revenue comes from mobile data." The CMD further said BSNL has started to monetise its towers by entering into agreements with other operators and there is a 42% increase in tower business. "A tower subsidiary will be created as the Cabinet has already cleared the proposal." (Agencies)

New Delhi, Nov 18: India's food safety authority has appealed to the country's top court against a regional court order overturning a nationwide ban on Maggi instant noodles sold by the local unit of Nestle SA, a lawyer for the authority said. Nestle India (NEST.NS) resumed selling its popular Maggi noodles this month after getting the green light from government laboratories, as mandated by the Bombay High Court in August. The appeal, if admitted by the Supreme Court, could upset the Swiss food giant's plans to revive Maggi sales after Indian regulators reported in May that some packets of the noodles contained unsafe levels of lead. Nestle India can continue selling the noodles for now."We have filed the plea in the
Supreme Court," Mansoor Khan, a lawyer for the Food Safety and Standards Authority of India (FSSAI), a government body, said. He said the appeal had been filed against the Bombay High Court verdict in favour of Nestle. The FSSAI petition in the Supreme Court says the regional court erred by asking Nestle itself, instead of asking a neutral authority, to provide the fresh Maggi samples for testing at the government laboratories. our attention that the Supreme Court website has posted that the Food Safety and Standards Authority has filed a case against Nestle India Ltd and others," a Nestle India spokesman said in a statement. Lanwang FC and Sabban United register victories 1st Wangnia Pongte Memorial Football Tournament ET Correspondent Changlang, Nov 18: In today's matches of the 1st Wangnia Pongte Memorial Football Tournament at Changlang. Lainwang FC edged past Namtok Football team in a thrilling match on penalties. The match ended 1-1. The first goal of the match came in the 27th minute when Namtok Football club took the lead through Mangra Munda strike from long range. Lainwang FC equalized in 33rd minute. After that their were no more goals in stipulated time. In the penalties, both the teams converted each of their shots into goals after which the match went into sudden death. In sudden death, as well both the teams were inseparable as they both converted goals. In the third set of sudden death, Namtok Football Club were unable to score after Lainwang FC converted. The crowd were treated to some great football. In the second match of the day, Sabban United defeated Rangrinkan FC 3-1. All the goals of the match came in the first half. Sabban United took the lead in the 20th minute when Khomkhom Jomoi scored a fantastic goal. The lead was doubled
by Kamlun Kungkho through a header in the 28th minute. The scoreline read 3-0 when Jomoi put the ball at the back of the net in the 35th minute. Rangrinkan FC got one back in the 45th minute through Wangre Hakhun's thunderous kick. However, after halftime Sabban United were more inclined on keeping possession of the ball which put Rangrinkan FC out the match as the game went on. ANI New Delhi: The Delhi High Court has issued notices to all of the accused involved in the sixth edition of Indian Premier League (IPL) spot-fixing case after admitting the Delhi Police plea against their acquittal by a trial court. The Delhi Police has moved to court challenging the trial court's July 25 order to give clean chit to all the accused in the 2013 spot-fixing , including S.Sreesanth, Ajit Chandila and Ankeet Chavan. Earlier, the court had adjourned the matter following the counsel for the Delhi police requested for it on personal grounds. The in-
