Despite so-called heightened security by Jorhat police, burglars loot ATM again Bijoy Handique Jorhat, Apr 30

Making a total mockery of the so-called tight security system by Jorhat Police, a gang of ATM burglars once again managed to break open an ATM in the heart of the town and looted 12 lakhs rupees sparking angry reactions from the people of town. What is more surprising is the fact the looters came in a convoy of two cars to 'conduct their operation successfully' from the State Bank of India (SBI) ATM located near Nehru Park under Jorhat Sadar police station in Jorhat district. "This is totally ridiculous. I still cannot make out as to how these gangs can operate almost at will at a time when Jorhat has a so-called heightened security arrangement by the police department led by an able lady IPS officer", a local resident of the Nehru Park area said. According to a senior police officer, as per CCTV footage a total of nine persons came in two vehicles, five in a Tata Sumo while four others in Wagon R car. "They closed the ATM shutter while conducting the crime, first they digged then opened and lifted the ATM machine's upper portion of the money chamber of the machine", the official said. Meanwhile, police interrogated employees from the security Prosegur-the money handling agent and in charge of the FIS private limited who

AJYCP Central committee adviser Putul Dutta talking to this correspondent heavily blamed the administration specially the police department which is led by an lady IPS officer Ms. Amanjeet Kaur as Superintendent of Police, Jorhat. "It is only during her

tenure, law and order in the town has detoriated and all the good work done by her predecessors has gone down the drain", Dutta alleged. Dutta said how can a SP who is busy in a confined room keeping no relation with nobody even with the media with particular or even refuses to receive phone calls from anybody since past six to seven months. Ironically no people from the district rarely see her but she appears like a shooting star during the time pf Chief Minister’s visit or other protocols. Mondol executive and polling booths committee meeting held at kharsang

Mondol executive and polling booths committee meeting held at kharsang ET Correspondent Kharsang, Apr 30: It was actually a Mondol facilitation program where new Mondol was selected under the chairmanship of Shri Gumjanong Singpho, a BJP prominent leader of 50th Miao Assembly Constituency at I.B Kharsang today. And the main objectives of the meeting was to strengthen the thirty two polling booths in various corners of the constituency. In the meeting at the state capital recently, it was decided that the merger of PPA into BJP would not be allowed. It was a political resolution. Another was financial resolution where it was decided that the development should occur from the grass roots level i.e from the village levels and it can be realized through Agriculture and Horticulture sectors. The BJP district President Mr. Ngilang Tangha opined that if the BJP party is to enlarged, firstly we must know the origin and History of Bharatiya Janata Party. Actually it was first formed by RSS where three areas were spotted to be very much important. They are villages, polling booths and Mondols. The villages are also termed as the Shakti Kendra for the power of the party can be housed from village areas. He said, the villages, polling booths and Mondols must be given emphasis if the Lotus is to be bloomed. The BJP are committed to Gandhian socialism, secularism, and the value based politics where the economy is decentralized. It is not a power centric party, it believes in the sharing of power. The National council member and a former Minister Shri S. Ngemu also spoke in the meeting about the working system of the BJP. He

said it is people mandate to elect a leader for a tenure of five years but it is to be seen what he does with the power entrusted to him through peoples mandate. When you see at Pasighat areas, you will find today that the town is equipped in all fronts as compare to ours. The great examples are setting up of Agricultural, Horticultural science colleges besides other institute established under the sheer pursuance of their elected leaders. My question is that where are our leaders whom we have elected through peoples mandate? Are they doing any tangible development in our areas? Why can't they do it with the power entrusted to them through democracy? As of now most primary and secondary institutions are running with acute shortages of teaching staffs besides dilapidated infrastructures which are considered to be the temple of learning where the learned men and women are raised to strengthen the society. Also the road conditions are bad full of potholes everywhere in the towns. We have given enough opportunity, so we need a change of guard now to stop the onslaught of the development. Therefore, be prepared to ensure that the glory of the society be restored to its better shape by bringing a change of guard in the constituency. Mr. Hunpong Tangha was today selected as a new Mondal of the 50th Miao Assembly constituency besides selection of presidents and secretaries in various polling boots across the constituency. Another moment to be noted was the induction of a new Vice President under Yuva Morcha district unit. Mr. Hatman Longri

was selected as the new vice president of the Yuva Morcha, who had joined the Saffron party today infront of the mammoth gathering. He is said to have an active worker of the ruling party of 50th Miao AC. With this the Yuva Morcha is believed to have grown more stronger than before under the leadership of Mr. Chomjong Hadley who had contested the last election on BJP ticket. The Yuva Morcha President Mr. Roshan Ngemu also gave the brief speech highlighting the role of Yuva Morcha which he termed it as an executing agency of the parental bodies of the party. He said, the agendas which are framed at the National and State councils level are being expedite at the grass roots level to mitigate the slow pace of development. In other words, the Yuva Morchas are the backbone of the party. In order to see the growth of any tangible structures, there has to be a strong foundation laid at the roots level for which the Yuva Morcha is the most suited team. Finally the brief speech was given by the Mondol president Mr. Hunpong Tangha appreciating all the former speakers for their valuable suggestions and advice towards the welfare of the party. He concluded the meeting with strong message to the party workers present in the gathering to have more proactive in their duty towards party activities maintaining the spirit and the ideologies of the saffron party. He further opined that the party workers or members must stay communicated and work in tandem to mobilize the mass to ensure the change of guard in the constituency in the coming election in 2019.

Bandh against killing of youth cripples Imphal Imphal, Apr 30 : Life came to a halt in Imphal on Thursday after a local pressure group called a bandh to protest against the alleged killing of a youth in Ukhrul district. The body of Bachaspatimayum Pitaranjan Sharma, aka Korabin (22), of the Nongmeibung area here was found in Kasom Khullen on Sunday. The body bore multiple injury marks. A Joint Action Committee (JAC) set up by angry Nongmeibung locals demanded the arrest of the culprits. It also resolved not to claim Pitaranjan's body from the mortuary until the perpetrators were

booked. The village authority of Kangkum alleged that Pitaranjan had committed suicide which the JAC denied strongly. Owing to the bandh, business establishments in the Khwairamband market in Imphal city were closed. Interstate and inter-district passenger and goods vehicles stayed off the road. Bandh supporters burnt tyres and piled up stones and logs on the road in Nongmeibung, Wangkhei, Singjamei, New Checkon and Lamlong areas here. They also damaged some vehicles. Almost all educational institutions were shut but flight services were not affected.

Shillong, Apr 30 : Police have come under criticism for carrying out a blast in the middle of the city, near the officer of the East Khasi Hillls Deputy Commissioner on Friday , creating panic among the people instead of removing the suspected container (a tiffin box with edibles) to the outskirts to carry out the blast even though police justified their actions. Police detected an unclaimed bag found in front of the Deputy Commissioner’s office after they received information in this regard at around 12. 30 pm. Later, a tiffin box with edibles was found inside the bag. When contacted, the Deputy Commissioner P

S Dkhar said that if it was a mock drill, he would have known about it, but he was not aware about the action taken by the police about the unclaimed object. “You can ask the police for details”, he said. However, in a statement issued to the media, the East Khasi Hills district police chief M Kharkrang said that after receiving information about the unclaimed bag, the place was cordoned off, traffic diverted, and fire service was put on stand-by. Bomb squad from police head quarters was also summoned. ” On scrutiny by experts from bomb squad they found that the bag contained a tiffin and as per the drill such containers should not be touched as

it may trigger an explosion, if any explosive is inside”, Kharkrang said. According to the SP, the explosive maybe triggered if it was a bomb/ IED. “Hence they decided to neutralize the same by using a small amount of cordex for which a blast was neces-

sitated”, the SP said. The same was done by the experts after all safety measures have been taken, he said. “After the blast the container was found to contain nothing except eating items”, he added. In this connection, the district police has urged

the public that in such instances a specific drill has to be followed which may be inconvenient them for which they were requested to cooperate for their safety. He also asked the public not to remain by standers when police are on the job as splinters may hit them during the process of blast. The SP also asked the public to take care of their personal belongings as neglect of leaving baggage can create unnecessary panic and their personal belongings may also be destroyed in the process of neutralization. However, an official familiar with bomb disposal methods said that robotic arms should have been used to pick up the suspected object or it

Tripura-Chittagong sea port bridge to be funded by Centre Agartala, Apr 30 : The Centre has agreed to fund the construction of a bridge over River Feni in South Tripura on National Highway 44, connecting the state to Bangladesh, Tripura chief secretary Yashpal Singh said on Thursday. The bridge will connect Sabroom in Tripura to the Chittagong sea port in Ramgarh town of south Bangladesh. The bridge has become important for Tripura and other northeastern states after Bangladesh allowed India to use the Chittagong sea port, only 70 kilometres from the southern town of Tripura. Easy access to the sea port will open up the south Asian market for Tripura and it will be easier to ferry goods via waterways from other

parts of India, bypassing the chicken neck of Siliguri and the high terrain of Assam and Meghalaya. "The bridge will not only reduce travel time, risk and cost, but also integrate Tripura with the south Asian market. It will boost trade, commerce and investment in the state," Singh argued. Singh said the proposal for the construction of

the bridge had been pending for a long time. There were several phases of meetings with the Union ministry of DoNER and other related ministries over the past three years for funding the project. Recently, the ministry decided to fund the bridge construction, including the cost of land acquisition on both sides of India and Bangladesh and the

construction of the approach road connecting the National Highways of both countries, he said The state government has finally begun the work, estimating an expenditure of Rs 70 crore from the state exchequer. In the meantime, due to cost escalation, the project estimate has risen to Rs 125 crore. "We have started the work but it had been little slow because of the delay in arrangement of funds. Since the Centre agreed to provide the revised estimate, the work will start on a priority basis. The bridge should be functional in the next two years," Singh said. He, however, pointed out that DoNER secretary Navin Verma, in his recent visit to the state, asserted that the Centre

has decided to avoid the lengthy process of obtaining clearance of any project and the DoNER has devised a method for faster decision-making for any project in the northeast. Under the Act East Policy, the Prime Minister has directed that from now onwards, a chief secretary-level committee could send a project to DoNER after detailed examination of feasibility and potential in consultation with the ministry. Once the committee clears it, the ministry will take no more than a few months to finalize the project. This will replace the present system wherein the state government has to send a project to the DoNER for clearance, which lie pending for years without any decision being made.

Tripura speaker refuses to appoint CLP leader Agartala, Apr 30 : The speaker of Tripura assembly, Ramendra Chandra Debnath, on Friday refused to appoint senior Congress MLA Gopal Chandra Roy as the leader of Congress Legislative Party (CLP) in the house, following a note of dissent by six out of 10 Congress MLAs. AICC has appointed Roy as the new CLP leader of Tripura assembly after the resignation of incum-

bent CLP leader Sudip Roy Barman. Barman resigned from the post in protest against the decision of the Congress high command to have an electoral understanding with CPM in West Bengal. Following AICC's order, Tripura Pradesh Congress Committee (TPCC) president Birajit Sinha requested the speaker to appoint Roy as the CLP leader in the house.

Meanwhile, a dissident faction of Congress MLAs, led by Roy Barman, issued their note of dissent against Roy as their leader in the assembly. Six Congress MLAs — Sudip Roy Barman, Ashis Saha, Biswabandhu Sen, D C Hrankhwal, Pranajit Singha Roy and Jiten Sarkar — signed the letter and submitted to the speaker alleging that PCC president did not

discuss with them before nominating Roy as CLP leader and they would not accept him in the house. In a letter to PCC president Birajit Sinha, speaker Debnath on Friday wrote that six of the 10 legislators had written against Roy's appointment. So, Roy does not enjoy the support of majority of Congress MLAs. The speaker, however,

requested the PCC president to bring an unanimous resolution from the Congress legislators regarding appointment of CLP leader that will enable him to appoint the next CLP-cum-opposition leader in the house without any further delay. Sinha said he had forwarded the letter to AICC after getting it from the speaker.

Tura set for a straight battle Tura, Apr 30 : The battle lines have been drawn and it is going to be a straight contest between the NPP’s Conrad K Sangma and Congress candidate Dikkanchi D Shira for the Tura byelection slated for May 16. No one filed nomination on the last day for filing of papers on Friday. The contest is expected to be a highly charged battle between a young NPP candidate and son of veteran Garo leader P A Sangma and a Congress legislator who is no less than the chief minister’s wife. Meanwhile, as the ruling Congress attempts at making inroads into the strongholds of the NPP with visits to Adokgre and Chibonga in North Garo Hills shortly after Late P A Sangma’s party sounded the poll bugle from those two places, the

Opposition NPP also appears to be taking the battle to their rival camp. Conrad led the campaign charge on Friday holding rallies at six different places in West Garo Hills, namely Tikrikilla, Raksamgre, Paham, Nidhanpur, Shyamnagar and Rajabala. All six venues are located in constituencies currently held by legislators who are part of the Mukul Sangma government. Interestingly, chief minister Mukul Sangma had held his first election rally at Raksamgre on Thursday. Nidhanpur and Shyamnagar are part of Phulbari constituency which is represented by Congress heavyweight and assembly speaker A T Mondol. Raksamgre is represented by Congress legislator Lemison Sangma while Tikrikilla and Rajabala

have elected Independent MLAs, Michael T Sangma and Ashahel D Shira, who happen to be parliamentary secretaries in the Mukul Sangma government. The NPP candidate was accompanied by his wife along with former Phulbari MLA Manirul Islam Sarkar, former Rajabala MLA K C Boro and other party members. Both Sarkar and Boro were previously Congress legislators. Also at the campaign trail was Garo National Council (GNC) leader and deputy CEM in GHADC Augustine Marak whose party is backing the NPP for the by-election. “I am very positive with the turnout at the rallies so far,” said an enthusiastic Conrad Sangma. However, the Congress is also leaving no stone unturned by holding similar meetings at the village

level. Rajabala MLA Ashahel D Shira was noticed holding several meetings at villages to drum up support for Congress candidate Dikkanchi D Shira. Meetings were held at Tarapara, Batabari, Balachanda and Rajabala to boost the Congress prospects. “We are trying to reach out to the voters at the grass root level and highlight the Congress manifesto which is for all round development,” said Rajabala legislator Shira. The Congress has pressed into service all of its Garo Hills MLAs and ministers including its parliamentary secretaries and members of the district council (MDC). Meghalaya chief minister is expected to continue his election campaign for his wife and candidate Dikkanchi D Shira from Monday .

should have been taken in bomb disposal containers which subsequently should have been transported to an isolated place instead of carrying out the blast on the spot. Moreover, Xray imaging would have been also done to find out the nature of object inside the tiffin box. Another point raised is that the Centre had provided sophisticated security related equipment including bomb disposal instruments at the cost of over Rs 7 crore during the South Asian Games which was meant to be used professionally to clear the suspected object or bomb by wearing adequate bomb suits and not to detonate blasts in public places.

A battle royal between two crorepatis Shillong, Apr 30 : Both the Congress and NPP candidates for bypoll to Tura Lok Sabha seat Dikkanchi Shira and Conrad Sangma have become richer in the last three years if one compares the affidavits they filed along with their nomination papers for May 16 Tura Lok Sabha elections and for the Assembly elections of 2013. As per the affidavits filed by them, the value of movable assets of both the candidates have increased by over Rs 1 crore. The total value of Dikkanchi’s moveable asset stands at a whopping Rs 3,32,41,972 currently. In 2013, Dikkanchi had moveable assets worth Rs 21,7,20,889. On the other hand, the gross total value of moveable assets of Conrad at present is Rs 2,27,45,128. In 2013 it was Rs 13861321. However, while the market value of immoveable assets of Dikkanchi in 2013 was Rs 4,18,70,000, the value of immovable assets of Conrad was Rs 6105000. Conrad who did not win the Assembly polls in 2013, however, has a total liability of Rs 7290039 in form of loans. The current market value of 26 plots of agricultural land, which Dikkanchi has inherited, stands at Rs 20 lakh. She also has nine coal mines in different parts of the state especially in West Khasi Hills, and the current market value of the coal mine is Rs 1,80,00000 although most of the coal mines are inherited. She also has four residential buildings. Conrad has six inherited non-agricultural land and the current market value of the land is Rs 7,21,5000. He also has two flats in GS Road, Guwahati . SC refuses to extend deadline for conversion of diesel taxis into CNG New Delhi, Apr.30 :The Supreme Court on Saturday refused to extend the deadline for conversion of diesel taxis into CNG, even as taxi owners pleaded before the apex court that there is no technology available in the market to convert their diesel cars into CNG ones. The Supreme Court held a special hearing on Saturday to hear several pleas related to its recent rulings to curb

pollution in the city, including the plea of major automobile manufacturers seeking the ban on registration of high-end diesel cars with engine capacity of 2000cc in the national capital region to be lifted.

Referring to the deadline already being extended by a month from March 31 to April 1, the SC observed, "Extensions have been given, you should have thought about alternatives by now".

The interim order banning registration of diesel-run vehicles with engine capacity of 2000cc and above is in force until April 30. Earlier, a

AgustaWestland: Congress now poses three counter questions to BJP

Congress spokesperson Randeep Surjewala New Delhi, Apr.30 : Asserting that the Bharatiya Janata party (BJP) is expert at levelling allegations, the Congress Party on Saturday accused the former of conspiring against it and asked three counter questions in connection with the ongoing debate on the AgustaWestland chopper deal controversy. Alleging that the BJP was making 'mountain out of a molehill', Congress spokesperson Randeep Surjewala asked if the AgustaWestland was a 'fraud' company, then why did the government allow it to participate in several of defence related events, such as the Defence Expo. "Amit Shah and BJP are experts of levelling allegations, they are making a mountain out of a molehill. They are conspiring against the Congress and its leadership, but truth will prvail as empty vessels make more noise," he told. "Amit Shah raised three questions, we now seek answers for three questions. Amit Shah says that AgustaWestland and Finmeccanica are fraud companies. If AgustaWestland is a fraud company then why are they protecting it for two years? Why was AgustaWestland part of the Defence Expo? If it is fraud then why did your government give FIPB permission it on October 8, 2015?...If it is a fraud company then is your government part of that fraud," he further asked. Continuing his tirade against Congress president Sonia Gandhi, BJP president Amit Shah had

on Friday posed series of questions and sought Sonia Gandhi's answer in the matter. Highlighting that the tender could be signed only by the Original Equipment Manufacturers (OEM), the BJP president questioned AgustaWestland's signing the tender despite not being the original manufacturer. Shah questioned Gandhi that under whose direction the provisions in tender was tempered with. Shah also questioned that when the deal of the helicopters had happened, the field evaluation trial was to be done in India and later it was changed. Shah pressed that if such permission of changes in the tender was given by the then defence minister A.K. Antony, Congress chief answer for the same. James Christian Michel, the accused middleman in the chopper deal, has offered himself up for questioning by the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI). Michel told The Hindu from Dubai earlier this week that he was willing to answer all questions from the Indian investigators in order 'to clear' his name, but insisted he had never met the Congress president or a 'single Gandhi' in his life. Agusta Westland's Rs 3,600 crore contract for supplying 12 VVIP choppers to the Indian Air Force was scrapped by the UPA government over charges of paying kickbacks to Indian agents. In January 2013, India cancelled the deal and the CBI was assigned to investigate the matter. (ANI)

SC refuses to entertain plea seeking modification of NEET order New Delhi, Apr. 30: The Supreme Court on Saturday refused to entertain a plea seeking modification of the National Eligibility Entrance Test (NEET) order. The petition was filed by a group of students, seeking modification of NEET order. They said syllabus of CBSE and state boards are different and they won't have time to prepare. While dismissing the plea, the apex court said nothing stops the students from preparing for exams and added that the first phase of NEET examination will be held on May 1. The Supreme Court on Friday declined to issue

any urgent order to modify its directive to hold the common all-India medical entrance test in two phases even as the central government cited 'practical difficulties' in conducting the exam for the 2016-17 session. Attorney General Mukul Rohatgi, along with the Additional Solicitor General, requested the bench that it was difficult to hold the NEET this year in two phases as state medical entrance exams were already scheduled. However, Justice Anil R. Dave declined to issue any urgent directions on modifying the court's Thursday order and said it would not be possible to give a hearing to the

Centre and a few states which wanted a green signal for their medical exams. On Thursday, the court had fixed the timeline for conducting the NEET for admissions to MBBS and BDS courses and clarified that its directive will supersede all other orders relating to medical admissions. With this clarification, the three-judge bench had made it unequivocal that all other admission tests, already held or scheduled for later, for admission to government colleges, deemed universities, private medical colleges, minority and linguistic minority colleges, stand scrapped.

The schedule was submitted jointly by the Union Health Ministry, CBSE and the Medical Council of India (MCI). According to the schedule, the All India PreMedical Test (AIPMT) scheduled for May 1 will be treated as first round of the NEET. However, those who have not applied for AIPMT will be given opportunity to appear in round two on July 24. The combined result will be declared on August 17, in order to complete the admission process by September 30 - the deadline set by the apex court in its previous orders. (ANI)

Biggest question is "Who took bribe": Parrikar on AgustaWestland Dehradun, Apr.30: With the Congress attempting to corner the Union Government for allowing the tainted AgustaWestland to take part in the 'Make in India' initiative and the Defence Expo, the Bharatiya Janata party (BJP) on Saturday said that the grand old party is trying to distract the attention of the people from the fundamental question of "who took the bribe?". "Biggest question is "who took bribe?", that has to be answered by the previous Government... Italian High Court equivalent clearly said that political corruption was â‚15.8 million, that's Rs.125 crore, they have also taken some names," said Parrikar, who is in Dehradun to inaugurate a war memorial. Echoing similar views, BJP spokesperson Nalin Kohli had earlier said, "Under the NDA, not a single thing has been purchased from AgustaWestland, ED is investigating a few people...A lot is happening, so Congress is just trying to distract public from the question of

Parrikar "who took bribe". Congress spokesperson Randeep Surjewala earlier today accused the BJP of conspiring against it and asked three counter questions in connection with the ongoing debate on the AgustaWestland chopper deal controversy. Chopper deal: CBI examines former Deputy Chief of IAF New Delhi, Apr 30 : CBI on Saturday examined former Deputy Chief of Indian Air Force JS Gujral in connection with alleged irregularities in the Rs 3600 crore VVIP chopper deal with AgustaWestland. Air Marshal (Retd) Gujral arrived at the CBI Headquarters here in the morning and appeared before the investigation team probing the case. He was one of the many senior officials who were part of the meeting in

2005 when a decision to alter the required specifications was taken. The agency has called former Air Chief SP Tyagi on Monday. Both have been questioned at length in 2013 but the fresh round of questioning was necessitated after the April 7 order of an Italian court. CBI has so far maintained that Gujral was questioned as a witness but remain tight lipped if he will still retain the same status. The agency, so far, has not

levelled any allegation against him. The agency had registered a case against former IAF Chief Tyagi along with 13 others including his cousins and European middlemen in the case. Tyagi has denied the allegations. The allegation against the former Air Chief was that he had reduced flying ceiling of the helicopter from altitude ceiling requirement from 6,000 m to 4,500 m (15,000ft) so that AgustaWestland was in-

cluded in the bids. However, this decision was taken allegedly in consultation with the officials of SPG and the Prime Minister's Office including then NSA M K Narayanan. CBI has alleged reduction of the service ceiling--maximum height at which a helicopter can perform normally--allowed the UKbased firm to get into the fray as, otherwise, its helicopters were not even qualified for submission of bids.(PTI)

China denies US aircraft carrier port call in Hong Kong

Hong Kong, Apr. 30 : China has refused to give entry to the U.S. aircraft carrier USS Stennis and accompanying naval vessels at

Hong Kong port. It is being speculated that this action was taken due to the growing tensions between the two nations over the Beijing's moves

to assert its claims on the South China Sea. "We were recently informed that a request for a port visit by a US carrier strike group, including the USS John C Stennis and accompanying vessels, to Hong Kong was denied," the Guardian quoted commander Bill Urban, a Pentagon spokesman as saying. "We have a long track record of successful port visits to Hong Kong, including with the current visit of the USS Blue Ridge, and we expect that will continue," he added.

Nepal CPN-UML's Madhav Kumar calls for 'rule of law' in country

Nepal CPN-UML's Madhav Kumar calls for 'rule of law' in country Kathmandu, Apr.30 : CPN-UML senior leader Madhav Kumar Nepal has said that there should be both consensus and cooperation between political parties for the effective implementation of the Constitution and to take the country on the path of development. Madhav Kumar was talking to mediapersons at Dhankuta on Saturday morning, reports The Himalayan Times.

Underscoring the consensus among the three major political parties for ushering the country towards prosperity by implementing the Constitution, the former Prime Minister said that the Nepali Congress (NC) should be roped into the national unity government. The Nepali Congress, the biggest political party in Legislature-Parliament, is now the ma-

jor opposition. Kumar stressed on the need for establishing rule of law in the country where many aberrations and anomalies were mushrooming lately due to political instability. The incumbent government's spirit is being dampened due to some unfavorable remarks made by few leaders from the coalition party," Nepal said. (ANI)

Urban highlighted that this was the first time that the US naval ships had been denied permission to make a Hong Kong port call since August 2014. According to reports, the Chinese foreign ministry has said that port calls by US ships are decided on a "case by case basis in accordance with sovereignty principles and specific circumstances." As the Stennis sailed off the Philippines near the disputed area, the US defence secretary Ashton Carter had visited the Stennis on April 15. Even during a preceding

stop in Manila, Carter emphasised that Washington would support the Philippines and other allies as they faced coercion and intimidation. Both nations also announced that they have begun joint naval patrols in the South China Sea. South China Sea has been a disputed region as it is being claimed by the Philippines, Vietnam, Malaysia, Brunei and Taiwan and China. Beijing claims nearly all of the South China Sea, through which some of the world's most active shipping lanes pass.(ANI)

BNP-Jamaat clique killing, burning people to overthrow ruling Awami League: Hasina Dhaka, Apr. 30 : Bangladesh Prime Minister Sheikh Hasina has accused the BNP-Jamaat nexus of committing secret killings with the objective of toppling her Awami League-led government. Hasina said this during the inauguration of the Sheikh Fazilatunnesa Mujib Eye Hospital and Training Institute and the laying of the foundation stone of the Sheikh Lutfar Rahman Dental College in Gopalganj today, reports Daily Star. She said that the BNPJamaat clique does not want the nation's development and is killing and burning people, besides committing widespread

21 killed in Baghdad car bomb blast Baghdad, Apr. 30 : At least 21 people were killed and 42 others injured in a car-bombing in southeastern Baghdad on Saturday. According to the local police officers, the attack targeted Shiite pilgrims walking to Baghdad's holy Kadhimiyah shrine, reports the New York Times. However, other Iraqi security officials said the attack targeted an open-air market. Both giving tow different accounts could not be immediately reconciled. The officials spoke on a condition of anonymity since they were not authorized to speak to me-

dia. There has been no immediate claim of responsibility for the attack. However, the Islamic State group in the past has claimed similar attacks targeting Shiite pilgrims and civilians in Baghdad's Shiite neighborhoods. The insurgent group controls large swaths of Iraq's west and north, but, has suffered a series of territorial losses over the past year. Analysts and Iraqi security officials say that the extremist group in the face of those losses has increased insurgent-style attacks in Baghdad and other areas far from the frontline fighting. India's very own GPS India's Seventh Navigation Satellite In its thirty fifth flight (PSLV-C33), ISRO's Polar Satellite Launch Vehicle successfully launched the 1425 kg IRNSS-1G, the seventh satellite in the Indian Regional Navigation Satellite System (IRNSS) to(Photo: day afternoon (April 28, img.newsheads) 2016) from Satish Dhawan Space Centre SHAR, Sriharikota. This is the thirty fourth consecutively successful mission of PSLV and the thirteenth in its 'XL' configuration. After a flight of 19 minutes 42 seconds, IRNSS-1G was injected into an elliptical orbit of 283 km X 20,718 km inclined at an angle of 17.867 degree to the equator (very close to the intended orbit) following which the satellite successfully separated from the PSLV fourth stage. In the coming days, four orbit manoeuvres will be conducted from MCF to position the satellite in the Geostationary Orbit at 129.5 deg East longitude. IRNSS is an independent regional navigation satellite system designed to provide position information in the Indian region and 1500 km around the Indian mainland. IRNSS provides two types of services, namely, Standard Positioning Services (SPS) - provided to all users and Restricted Services (RS) - provided to authorised users. A number of ground facilities responsible for satellite ranging and monitoring, generation and transmission of navigation parameters, etc., have been established in eighteen locations across the country. Today's successful launch of IRNSS-1G, the seventh and final member of IRNSS constellation, signifies the completion of the IRNSS constellation. With this launch, the IRNSS constellation of seven satellites is now complete. This will allow the Indian Space Research Organisation (ISRO) to focus on the process of designing front end chips which will receive the navigational signals sent out by the satellites. The system will be similar to the Global Positioning System (GPS) operated by the United States with 24 satellites and the Glonass, Galileo and BeiDou systems of Russia, Europe and China respectively. IRNSS-1G is the seventh of the seven satellites constituting the space segment of the Indian Regional Navigation Satellite System. IRNSS-1A, 1B, 1C, ID, IE and 1F, the first six satellites of the constellation, were successfully launched by PSLV on July 02, 2013, April 04, 2014, October 16, 2014, March 28, 2015, January 20, 2016 and March 10, 2016 respectively. All the six satellites are functioning satisfactorily from their designated orbital positions.

Road Accidents Road Safety should be the first According to World Health Organization, every year 1.24 million people worldwide are killed and 50 million people are injured in road accidents. According to WHO's global safety report every year 1,40,000 die in road accidents in India. The number of deaths in road accidents rose by over 14 per cent from 2010 to 2011 in Assam. A total of 2,854 people lost their lives in road accidents in 2011, up from 2,498 in 2010. Altogether 2,499 people were killed in road accidents in the State in 2009. Overall, 7,851 people were killed in road accidents during 2009-11 in the State. As per the data, in 2011, Assam witnessed an overall casualty figure of 4,773 from "accidental deaths" including road accidents, stampede, poisoning, death by firearms or animals, fire, factory mishaps, explosions, electrocution, drowning, lightning, avalanche and building collapse. Road traffic injuries are the leading cause of death among young people aged 15-44 years. Half of those dying on the roads are 'Vulnerable road users'-pedestrians, cyclists and motorcyclists. With the state witnessing a number of tragic accidents during recent days on account of rash driving by errant bus drivers and following complaints against city buses over noncompliance of road safety norms, the Kamrup Metro district administration today ordered cancellation of permit of any bus found to be involved in any accident and also confiscation of the licences of drivers who are involved in such mishaps. Inadequate attention to road safety is adversely affecting the state's socio-economic health. RTA accounted for 50.4% deaths in Assam last year, surpassing the national average of 36.4%. Young people aged between 15-44 years were the primary victims of road accidents in the state, the report - prepared by compiling and analyzing data from records of over 25 years maintained by GNRC and various other publicly available sources - stated that more number of teenagers are dying due to road accidents than from HIV/ AIDS. According to WHO's Global Safety Report, India has the highest road traffic accident rate in the world, with over 140,000 deaths annually accounting for 11.3% of the global death rate. Moreover, these incidences of accidents have caused an economic burden of around Rs 60,000 crore for India. The National Crime Records Bureau (NCRB) report states that with 50.4% deaths in Assam caused by road accidents, the state's record surpassed the national average of 36.4% for 2013. In Assam, 704 people died and 1803 people were injured in 2014 (up to March) due to road accidents while in 2013, 2441 people died and 6609 people were injured in due to road accidents. Highest deaths due to road traffic accidents occurred at Guwahati City, followed by Kamrup district. Due to non-compliance of basic rules to be followed by the buses, various accidents occur causing irreparable loss of lives and properties and also create many law and order situation. Guwahati being the capital city of the State need to have systematic approach for making this system hassle free. Total number of trauma cases in the state during the year 2014 was 3200 and among which 1852 road traffic accident cases during this period.

Between 1947 and 1971, the Pakistan government with the help of United States Agency for International Development built a hydro-electric dam across the river Karnafuli. This unmindful developmental activity took a huge toll on the Chakma population. Forty percent of their prime cultivable land was submerged and one lakh people lost their home and livelihood, as cited in the book, 'Land Tenure and Human Rights Violation In the Chittagong Hill Tract, Bangladesh: An intricate Road to Peace', by Shaikh Mohammad Zakir Hossain. A large population of hill people migrated to India and other places during this time. As they depended on the land for the Jhumming cultivation, their lifeline was cut off and their only chance of survival lay in migration. Many of them migrated to Arunachal Pradesh in India where they still live as stateless refugees, according to Singh's book, cited above. This is also causing problems to the natives of Arunachal where they feel threatened by these 'outsiders'. The New State Of Bangladesh And Bengali Nationalism The Partition of India along religious lines did not succeed as linguistic identity began to overwhelm the religious identity of people in Bangladesh. Bengali was the language of East Pakistan Muslims and Urdu was spoken by the people of West Pakistan. Despite this, the official language of both East and West was Urdu, giving rise to discontent among the people in Bangladesh. There was also a language movement in East Pakistan in 1952. Apart from language, the other causes that instigated the separatist movement included low importance given by the Lahore administration to the development of East Pakistan. After a nine month long separatist war, the state of

Bangladesh came into existence. During the time of the Liberation war in 1971, some sections of Hill people of CHT were supporting the Pakistan government despite the 'unwanted' attitude shown by the State towards them. After nine months of the Liberation war, they became a part of Bangladesh. Much to their woes, their nationality changed again when the new State came into being. The Bengali nationalists accused the hill people of lending their support to the Pakistan government. "On December 5, 1971, the Bengali freedom fighters killed 16 tribal people in Pan Chari, denouncing them as collaborators of the war with the Pakistani regime," as stated in 'Problems of National Integration in Bangladesh'. The people in CHT were not sure what would be the best outcome for the people in the new State. The elected representatives from CHT started making claims for their area in the new Parliament. They pushed the resolution for granting them an autonomous state. But they didn't have much support in the Bangladeshi Parliament and were defeated. A delegation from CHT went to meet the Prime Minister Mujibur Rahman and set forth the demand for autonomy and special rights for the people. But he disappointed them by asking them to forget their demands and merge with the greater Bengali nationalism. M. N. Larma, the leader of CHT people formed a party in 1972 by the name of Parbatya Chattagram Jana Samhati Samiti (JSS). In the later pre-election period in 1973, Mujibur Rahman declared that the tribal people would be called Bengali and would have no separate identity. Also, during his time, more Bengali settlers from the plains were allowed to migrate to the CHT Hills by "expelling tribal people from their ancestral homeland", according to the book 'Problems of National Integra-

Chinese Goods, PM's Mission of 'Make in India'

Logo of Make in India (Photo: midhani.gov)

Sir, It is an open secret that Indian markets are fraught with Chinese products. The products include among others 'Dewalee' items like crackers, other fire-works, electrical appliances etc. In festive season like Durga Puja, the market is fraught with toys and other playing items for Children including sophisticated toy-pistols. Different clocks, electronic appliances are available aplenty. The news now doing the rounds is Chinese now are all set to make 'Gamocha' (hand-woventowel) and 'Mekhela Chadar' (Assamese women's traditional dress) available in Assam's market. That apart, many stationery items are available in the market. The reason behind the popularity of Chinese items is its low-price. Availability of the Chinese items in the Indian market poses a threat to India's small and medium enterprises. Recently, this issue figures in the proceedings of Lok Sabha when many M.Ps cutting across the party line raised the issue in parliament de-

manding a ban on the import of the Chinese items. Participating in the issue, the Union commerce minister Nirmala Sitharaman let the House know that it is not just possible to ban on imports from a country under the World Trade Organization norms. Further, she assured the members that steps are taken to safeguard the interest of the Indian manufacturers and consumers. She further added that the matter was under examination. The M.Ps ventilated their concern that the Chinese use sub-standard materials, hence the Chinese items could be purchased at a cheap rate. That these products affect their Indian counterparts, there is no doubt about it. Under the backdrop of import of Chinese items, Primeminister's mission of 'Make in India' is unlikely to prove efficacious. Yours etc. Ashok Bordoloi Dibrugarh

tion in Bangladesh'. The agricultural land in the possession of tribal people was also confiscated and distributed among the Bengali settlers. All this caused great agony to the hill people in CHT but more was about to come. The Present Times To this day, the Bangladesh State has not recognised the people of Chittagong Hill Tracts as indigenous and, therefore, their rights to be protected under International Instruments on Protection of Indigenous People's Rights. Even a peace treaty signed by the State and the people in CHT in 1997 is yet to implemented or we can say the state has deliberately not implemented it. Today, their land, trade and all other affairs are dominated by the Bengali settlers and all positions in local power are also controlled by Bengali settlers. The political parties are vying for power by trying to tap in the vote base of Bengali settlers. No one is interested in indigenous people anymore. But they continue their struggle and assert their demands while the State is keen on suppressing their dissent. Conclusion The indigenous people of CHT have come a long way. The destiny they are seeking has still not arrived. They are waiting for their moment of 'deliverance'. Right from the time of Partition, they have been fighting for the freedom to uphold their distinctiveness. It is clear from the example of Chittagong that one clear mistake or a deliberate act during the Partition of India, one ugly political mistake, has claimed and crippled the lives of generations of people living in these hills. They are forbidden to imagine becoming part of a community which would respect their rights and treat them as equals. The future appears bleak now; with fingers crossed, let's hope the people in CHT one day find the destiny they seek. Courtesy: Youthkiawaaz

8.8 per cent EPF payout to be pressed by Dattatreya Mumbai, Apr 30: Union Labour Minister Bandaru Dattatreya met Finance Minister Arun Jaitley to press for the payout of 8.80 per cent on Employees' Provident Fund (EPF) savings approved by the EPFO board earlier. This comes a day before nationwide protests by central trade unions against the government's move to lower the return on EPF savings for 2015-16 to 8.70 per cent. Top labour ministry sources said that the Finance Minister has advised talks at the secretary level between the two ministries before arriving at a final decision. The secretaries of the labour and finance ministries are scheduled to meet. "There is a very

Union Labour Minister, Bandaru Dattatreya (Photo: livemint) narrow gap (between the finance ministry's and the labour ministry's proposals). We are in touch with the finance ministry and I am confident that the matter will be resolved," Mr. Dattatreya told. Last week, the finance ministry had approved 8.70 per

cent as interest rate for EPF subscribers for 2015-16 against CBT's decision to give 8.80 per cent. The move irked the central trade unions, which have planned demonstrations outside EPFO offices. The labour minister is learnt to have sub-

mitted documents explaining the EPFO's central board of trustees' (CBT) decision to give 8.8 per cent interest rate to EPF members. The CBT is chaired by the Labour Minister. Even as the tugof-war between finance and labour ministry continues, a final notification on the interest rate for 2015-16 is awaited. "The matter has reached the Prime Minister's level. The final decision has to be taken by the Labour Minister," said another senior labour ministry official. Earlier in the day Mr. Dattatreya had told reporters, "Finance (Ministry) is an advisory one. It will ultimately be the government of India. My ministry and I, as CBT chairman, are also part of

the government…will sit together and see that the problem will be solved." The Finance Ministry has argued that EPFO should retain a surplus of over Rs. 1,000 crore in view of its latest decision to grant interest to inoperative accounts that have received no contribution for three consecutive years. However, the EPFO has challenged it saying that paying interest on inoperative accounts from 2016-17 was taken into consideration before arriving at the 8.8 per cent interest rate. The Finance Ministry also wants a lower interest rate on account of a recent cut in the interest rates of small saving schemes, like the Public Provident Fund (PPF). (Agencies)

Sri Lanka shelters IMF loan of $1.5 billion New Delhi, Apr 30: The IMF has agreed a $1.5 billion loan for cashstrapped Sri Lanka to support government's reform agenda for the next three years and help lower its borrowing costs and fix its finances. "I am pleased to announce that, in support of the government's economic reform agenda, the Sri Lankan authorities and the IMF have reached a staff-level agreement on a 36-month Extended Fund Facility (EFF) for 185 per cent of Sri Lanka's quota in the IMF (about SDR billion or USD 1.5 billion)," a statement from Todd

Schneider, IMF mission chief for Sri Lanka said. This agreement will be subject to completion of prior actions and approval by the IMF's Executive Board, which is expected to consider Sri Lanka's request in early June. This will also enable Sri Lanka to receive an additional $650 million in other multilateral and bilateral loans, bringing total support to about $2.2 billion, IMF added. This facility supports the government's economic reform agenda for the next three years. The IMF wants the government to make fundamental changes to tax

Image for representational purpose only (Photo: financialexpress) policy to boost tax revenues and smaller fiscal deficits, lower borrowing, reduce the overhang of public debt, and ease pressure on the balance of payments. The IMF

advocates action to eliminate tax exemptions, tax holidays and special rates to broaden the tax base and create a tax system that is simple, efficient, and more equitable. Im-

portant structural reforms will also support growth and competitiveness objectives. The government plans to review and reform the external tariff structure to reduce effective rates of protection while simultaneously pursuing new trade agreements. Sri Lanka is facing refinancing concerns that prompted Fitch Ratings to downgrade the nation's debt. The nation last sought help from the IMF in 2009 to bolster its international reserves following the end of a threedecade old civil war, and received the final tranche of a $2.6 billion loan in 2012. Smith rues `disappointing` bowling show after loss against Gujarat ANI Pune, Apr.30 : Rising Pune Supergiants batsman Steve Smith was left to rue his side's disappointing bowling performance that eventually paved the way for a three-wicket loss to table toppers Gujarat Lions in last night's Indian Premier League clash. Pune relied on Smith's maiden Twenty20 ton (101) and Ajinkya Rahane's 53 to set a formidable 196-run target for Gujarat after being put in to bat first at Maharashtra Cricket Association stadium. However, Dwayne Smith (63) and Brendon McCullum (43) once again provided the initial thrust as the duo accumulated 72 runs in the bat-

ting powerplay and constructed 93 runs for the opening stand. A crucial 51-run stand between Suresh Raina and Dinesh Karthik then helped Gujarat sustain the momentum despite losing both their openers in quick succession. Although the home team tried to stage a late comeback by dismissing a slew of batsmen, Gujarat had the last laugh with James Faulkner hitting the winning runs in the last ball. "I thought 195 was a pretty good score. I think first six overs of their batting, they came out there and played their shots and got off to an absolute flier," said Smith in a post-match press conference. "I

Rising Pune Supergiants batsman Steve Smith thought we were a bit disappointing with the way we bowled. I think we chopped and changed a little bit too much, rather than being nice and patient, bowling good balls and making them go after the good balls." "Any time you do that

your chances of taking a wicket (increase) and if you take a wicket up top, when you're chasing 195, it makes things very difficult," the Australian skipper added. Smith admitted that his side need to shift the momentum immediately, insisting that they have to

win a streak of games in order to seal a top-four spot. Pune are precariously positioned sixth in the points table and have lost all their home matches so far. "Some days you're going to lose games of cricket in IPL, that's part and parcel of it, it's all obviously about winning more to get yourself into that top four and at the moment we're not doing that and we've got a lot of work to do. "It was obviously a very important one for us to win. We pretty much have to win most of our games from here on in, so hopefully we can turn the momentum around, get a few wins on the board in a streak and hopefully we'll go from there," he added.

Boult relishes prospect of twilight Test against India ANI Melbourne, Apr.30 : New Zealand swing bowler Trent Boult has expressed that he is excited about the prospect of playing a daynight Test when they travel to India in October. The Wankhede Stadium in Mumbai is being viewed as a potential venue to host the pink-ball Test, however, no official confirmation has been made yet. "The ball swings nicely here in India most of the time as well," Boult was quoted as saying by cricket.com.au. "The spin bowlers also spin it a lot. It's going to be pretty exciting if it happens." The 26-year-old, who did not feature in New Zealand's World Twenty20 campaign, is yet to feature in the ongoing Indian Premier League season for the Sunrisers Hyderabad. New Zealand and Austra-

lia etched their names in the history books by playing the cricket's first-ever pink ball Test under lights in Adelaide. "The experience of playing the Test with the pink ball (in Adelaide last year) was great, the buzz was fantastic," said Boult, who bagged a five-wicket haul in the second innings of that Test. "It's definitely exciting for Test cricket, and we need to see more of it." The calls for more daynight Tests started getting louder following the inaugural pink-ball cricket, with Australia and Pakistan already locked in to play under lights at the Gabba in December. Australia are also planning to play another pink-ball Test against South Africa at the Adelaide Oval in the third of a three-Test series in November.

AB (de Villiers), Faf (du Plessis), David Miller and Morne (Morkel) this summer. It will certainly add a nice bit of spice to the mix." The CPL will this year also stage six matches in Florida as cricket makes another attempt to break the packed US sports market.

Dhoni's Supergiants need to address bowling woes against MI PTI Pune, Apr 30 : On a downward spiral after suffering their fifth loss of the season, debutants Rising Pune Supergiants would look to plug the holes in bowling to get their campaign back on track when they face titleholders Mumbai Indians in an Indian Premier League match, here tomorrow. Led by the talismanic Mahendra Singh Dhoni, Rising Pune Supergiants did not have the best of starts in their debut season, losing five of the seven matches they played so far. The Pune outfit is presently languishing at the sixth spot in the eight-team standings with just four points, while their opponents for tomorrow's game, Mumbai Indians, are lying third with eight points from as many games. With the business end of tournament nearing, time is running out fast for Pune to get a series of wins and return to the top four reckoning. Come tomorrow, Rising would fancy their chances against Mumbai Indians having comfortably defeated them by nine wickets in the opening match of the tournament. But it would be easier said than done as Dhoni faces the uphill task of selecting a balanced bowling combination which would deliver results for him. The absence of its two main players in Faf du Plessis and

Kevin Pietersen, who have been ruled out due to injuries, notwithstanding Pune's batting unit has lived upto its reputation with Ajinkya Rahane, Steven Smith and Dhoni himself delivering the goods for the side. Pune's batting would also be bolstered by the inclusion of Australian Usman Khwaja, who replaced Du Plessis in the squad. Rahane has been among the runs scoring another half-century against Gujarat Lions, but going into tomorrow's game the most heartening fact for Pune would be Steven Smith's 101 off just 54 balls yesterday in a losing cause. And that's the reason why bowling is the biggest worry for Dhoni. Despite putting up 195 for three on the board yesterday, Pune bowlers failed to defend the score against Gujarat Lions, losing the match by three wickets in a last ball finish. The likes of Albie Morkel, Ashok Dinda, Thissara Perera, and Ravichandran Ashwin all went for runs. Rajat Bhatia and young spinner Murugan Ashwin showed some restraint but what is hurting Pune the most is the poor form of Ashwin. On the other hand, Mumbai Indians are on a high with back-toback victories over Kings XI Punjab and Kolkata Knight Riders in their last two games.

ANI Johannesburg, Apr.30 : Former Australian Test batsman Chris Rogers has insisted that he is a ' big believer' of the new helmet regulations aimed to increase the safety of players. Rogers shared his views after England Test captain Alastair Cook and former international Jonathan Trott declined to use the newly-approved helmets by the England and Wales Cricket Board. The 38-year-old, who is currently captaining English county side Somerset, suggested that players need to give priority to safety over comfort, Sport24 reported. Rogers, who himself suffered several blows during his international career, insisted

Chris Rogers that the need to get the protection right was paramount, adding that players should abide by the rules. The calls for upgrading exist-

ing helmet designs had become a priority following the tragic death of Australian professional cricketer Phillip Hughes in 2014.

KXIP face uphill battle against Gujarat Lions PTI Rajkot, Apr 30 : Table-toppers Gujarat Lions will look to consolidate their position when they take on laggards Kings XI Punjab in an Indian Premier League match here tomorrow. Punjab are lying at the bottom of the table with only two points from six matches, while Lions have managed to perch themselves at the top of the IPL standings with 12 points in seven matches. Their confidence has been further bolstered by a threewicket win over Mahendra Singh Dhoni's Rising Pune Supergiants last night. The Lions chased down a steep 195-run target to romp home. New Zealand swashbuckler Brendon McCullum and West Indian Dwayne Smith have been key to Lions' success as they have given superb starts at the top of the order. The two notched up 110 runs in first 10 overs in a match

KXIP and Gujarat Lions against Delhi Daredevils, a team whose bowling is considered to be among the strongest in the tournament. They gave an electrifying start to the Lions even last night by putting on 93 runs in less then 10 overs. Their effort in fact set the stage for a successful chase. McCullum has made 218 runs in seven matches while Smith, who came in after Australian Aaron Finch got injured, has made 148 in three games includ-

ing last night's 37-ball 61 for which he was adjudged man of the match. Skipper Suresh Raina and Dinesh Karthik too have done reasonably well with the bat and scored useful runs whenever the team has needed. However, two all-rounders -local boy Ravindra Jadeja and Dwayne Bravo -- have not done much with the bat and the skipper Suresh Raina would expect them to lend some stability to the lower middle order. Bravo has scored only 52 runs in seven matches while Jadeja has made 42 in six. Raina has tried young players like Akshadeep Nath and Ishan Kishan and he can afford to experiment some more given the team's strong position. In bowling, two seamers -Praveen Kumar and Dhawal Kulkarni -- are doing a good job, while Bravo and Jadeja are also useful alongwith James Faulkner.

Why gender 'play' gap exists in tennis ANI Washington D.C, Apr 30 : Tennis may be the only high-profile sport, wherein a woman can't play like a man. Now, a new study has revealed why it is so. Changing court conditions to address differences in men's and women's play might make women's tennis matches more competitive, according to the study by Ben-Gurion University of the Negev (BGU) and other Israeli researchers. Many sports adapt rules and equipment to better meet the needs of female competitors. For example, the net is lower in women's volleyball; basketballs are smaller; jav-

elins are lighter; and hurdles are lower. Researcher Dr. Mosi Rosenboim said that lowering court nets and playing with lighter tennis balls to accommodate physiological differences would help make women's matches more competitive, with scores closer to the men's. "It is important to note that the current disparity is not related to competitive drive. It is usually attributed to differences in strength and speed, particularly when serving," adds Dr. Alex Krumer from the University of St. Gallen in Switzerland. "While a men's set is typically a duel of ace serves, resulting in back-and-forth game

Tennis wins, women break more serves, which results in shorter sets." In the study, researchers examined the differences between men's and women's tournament scores from the 24 top men's and 23 top women's singles tourna-

ments of the 2010 season. They evaluated the "tightness," or competitiveness of a match according to how close the set scores were. Men's sets were consistently closer (6-4, 7-5), while women's sets tended to be more lopsided, with

scores of 6-2, 6-1. "The set-level analysis indicates that physical power, not competitiveness, is responsible for the different number of games per set," says Dr. Offer Moshe Shapir from New York University in Shanghai. "It's a much-debated subject in the tennis world," the researchers state. "Level of competitiveness is one of the most important factors in the sports industry, where uncertain outcomes generate more interest from fans and higher ticket sales. This argument also contributes to an earnings gap between professional female and male tennis players." After analyzing 3,844 men's sets and 3,034

women's sets, Rosenboim and his colleagues Krumer and Shapir, found that men's scores were closer. For instance, when Novak Dojokovic beat Rafael Nadal in the men's final of the 2012 Australian Open with a score of 57, 6-4, 6-2, 6-7, 7-5, the match lasted nearly six hours. The day before, Victoria Azarenka defeated Maria Sharapova 6-3, 6-0 in 1 hour and 22 minutes. "If no changes are made, playing on the same court makes men's and women's tennis a completely different game," Rosenboim says. The study is published in Journal of Sports Economics.

Deepika seems to avoid meeting with Ranveer in Paris

Owing to last minute professional commitments, Deepika Padukone might not be able to romance Ranveer Singh in Paris as planned earlier. A few days ago gossip mills were buzzing with news that Deepika Padukone might wrap up the shoot of her maiden Hollywood film, 'xXx: The Return of Xander Cage' and halt in Paris for a couple of days to meet Ranveer Singh before returning to India.

However, we hear that the actress' busy schedule might not let her stick to the plan. Says a source, "Ranveer has a long stint of shoot schedules lined up in Paris for Befikre and there is no way he can cross the Atlantic to be with his lady love. Therefore, Deepika had planned

to go to Paris from Toronto, stay for a couple of days and then return to the country. But due to her busy schedule it looks like she won't be able to go to Paris after all. She has a few last-minute commitments to keep." Ranveer is obviously disappointed, as he will have to wait a while before he gets to meet Dippy again. A source says, "Last month Ranveer specially flew down to Sri Lanka to spend some quality time with Deepika. The two attended the actress' friend's wedding there. He was looking forward to meeting her, but now he is disappointed as she may have to change her plan." Deepika's spokesperson remained unavailable for comment.
