Haryana girl rescued Doomdooma, Dec 19: A girl has been rescued by police from Rupai Siding. According to sources, a youth named Prem Kumar, aged 21 years had kidnapped the juvenile from Gurgaon of Surat Nagar which falls under Rajendra Park Police Station in Haryana and was living in a rented room at Rupai Siding. Fire accident Ziro, Dec 19: Yesterday evening at around 7 pm, a fire accident took place in the official resident of DDSE Ziro at Hapoli and as a result, the quarters has been gutted completely. No casualty has been reported but the household articles of dweller peon of DDSE office Thar Matt and Kala Lombi teacher have been burnt down completely. The quarters was dwelled by these two persons with partition in the middle. The cause of fire accident is suspected to be burning candle as the electricity was reportedly disconnected by department concerned for nonpayment of bills. A local court in Guwahati extended the judicial custody of Anup Chetia by 14 days more when the founder ULFA leader was produced before the court on Saturday. After hearing the two cases in presence of Chetia, the court asked him to appear before it again on January 2 next year. Chetia has already procured bail in two cases. (DoNER) Minister Jitendra Singh, while addressing the Lok Sabha on Thursday said that the northeastern states of India have witnessed a rise of two degree Celsius temperature severely affecting the environment as well as health of the people. The study was conducted by the Indian Network of Climate Change Assessment (INCCA) in 2010 to as-
sess the impact of climate change on four key sectors of Indian agriculture, water, natural ecosystems and biodiversity. As per the study, the northeastern region will see a rise in temperatures by 1.8 to 2.1 degrees Celsius and an increase in the mean annual rainfall by 0.3 to 3 percent in the 2030s. This means that the increase in temperatures may
result in reduction in rice production as well as may affect the nutritional health of the people. The study assessed four climate sensitive regions of India -sensitive Himalayan region, the Western Ghats, the coastal area and the North-East region. Contd. on Page 3

Kaling Doruk had a massive lead with 312 votes out of 514 total votes and declared as new councilor of Municipal Ward-5. Counting took place in the Siang Hall in the presence of DC cum District Election Office Isha Khosla and EAC cum Municipal Election Officer Oli Perme. Tuki reacted to the report by saying, "the governor is supposed to guide the government but instead ran a parallel government and often interfered with the normal functioning." Rajkhowa has also decided to appeal against the single-bench ruling which passed sever strictures against him, while keeping in abeyance the impugned decisions of the 'assembly' convened by rebel MLAs in a makeshift venue. He told media persons on Friday that there was constitutional crisis in Arunachal.

No country liquor from April in Bihar, IMFL to be sold from government shops Patna, Dec 19: The Nitish Kumar government on unveiled its strategy to enforce prohibition of alcohol in Bihar in phases as part of which there would be total ban on country liquor from April 1 next year. However, Indian Made Foreign Liquor (IMFL) would be available at limited government outlets. Initially there would be total ban on sale of country liquor from new financial year starting from April 1, 2016, Chief Minister Nitish Kumar said after a special cabinet meeting this evening. From that date onwards, limited shops run by government body Bihar State Beverages Corporation Limited (BSBCL) will sell IMFL in municipal and town council ar-
eas. Kumar said BSBCL, which runs under aegis of state Excise department, would take up the responsibility of retail sale of IMFL and would run outlets under strict guideline. "Earlier BSBCL was involved only in wholesale trade of IMFL but from now it would take up direct responsibility of retail also," Kumar said. He said after BSBCL takes up the job of IMFL sale, almost 90 percent of present liquor outlets would be shut down thus minimizing the ill effect of alcohol consumption in the state. "The police response time on such complaints should not be more than the time needed to travel from police station to the site," he said. The Bihar CM said from April 1, 2016 foreign liquor would be available only from BSBCL outlets that would function under strict government guidelines. Islamabad, Dec. 19: Four people, including one who had studied at two American universities and was running his own educational institution, have been arrested for their alleged involvement in the Safoora carnage and other terrorist attacks. The wives of two of the arrested suspects, along with their accomplices, would brainwash educated and rich women through sermons and videos about the militant Islamic State (IS) group and other terrorist outfits. Chief of Police's Counter-Terrorism Department (CTD), Raja Umar Khattab revealed that the four allegedly provided financial support and brainwashed the accused to prepare them for killing members of the Ismaili community in a bus near Safoora Goth. One of the accused had developed ties with Al Qaeda member Dr. Akmal Waheed in 1996. Previously, he was associated with Tanzeem-iIslami but later left it. He
had also developed ties with the Karachi chief of Al Qaeda, Umar alias Jalal Chandio. According to the CTD chief, the four were associated with a network of terrorists and provided financial and other support to the militants. Another accused had close ties with Moid Islam, a member of Al Qaeda who was killed in an encounter with Rangers in Gulistan-iJohar. The arrest revealed that a strong network of women was being led by the wife of one of the accused and also distributed USBs containing videos about IS. The CTD chief said police were closely monitoring all universities in Sindh, including in Karachi. He urged the people to exercise extreme caution while giving donations which might be used for carrying out terrorist attacks. His visit comes amid an surge in Taliban attacks across Afghanistan and mounting concerns that loyalists of the militant Islamic State group are making steady inroads in the country. The US embassy in Kabul also confirmed his arrival, but shared no details on the purpose of his visit. Local media said the surprise visit, which comes after a brief stopover in Iraq, is meant to assess the fragile security situation in Afghanistan. Fuelling those concerns is a new Pentagon report released this week detailing a surge in
insurgent attacks in the second half of 2015. 'Daesh' now banned in Pakistan Islamabad, Dec. 19: After denying presence of the militant Islamic State (IS) group in Pakistan, the Government has disclosed that it is among the 61 organizations that have been banned in the country. Minister of State for Interior Baleeghur Rahman informed the Senate that Daesh (the Arabic acronym of IS) had been placed on the list of banned organisations on July 15. This was the only addition to the list made by
the government during the last two and a half years. The minister confirmed that ban on arms licences was relaxed to facilitate President Mamnoon Hussain's son and Prime Minister Nawaz Sharif. He said the prime minister had been gifted a weapon, warranting issuance of licence. Besides the red alert for Beijing city, China's weather observatory has issued a yellow alert for smog in the country's north as the conditions are expected to linger until Wednesday. Beijing began the day with PM 2.5 levels, the smallest and deadliest form of airborne particulate matter, around 100 and it is expected to touch 500 during the weekend, which will be very hazardous as it would be several times more than the normal levels prescribed by the World Health Organisation. The red alert -- from 7AM today to 12 PM Tuesday -- is the most serious level and to tackle it there will be a limit on vehicles on roads according to odd-even license plate numbers. Beijing, Tianjin and neighbouring provinces of Hebei, Henan, Shanxi and Shandong, as well as northeast China will face moderate smog, with south Beijing, central Hebei, north Henan and
west Shandong to experience heavy smog, the National Meteorological Centre (NMC) said. The smog is forecast to start easing or dispersing from Wednesday in north China, the NMC said. China has a four-tier colour-coded weather warning system with red representing the most severe weather, followed by orange, yellow and blue. The public has been warned to take protective measures when engaging in outdoor activities and those that suffer from respiratory diseases have been advised to stay indoors. The red alert warrants all schools to be closed, traffic regulated with odd and even licence number plates and all construction halted. The regulations also bans fireworks and outdoor barbecue using coal. The air pollution will be worse than the spell between December 6 and 9, the NMC forecast said. Citizens are advised to reduce outdoor activities and kindergartens, primary and middle schools are expected to suspend classes during the alert. Beijing issued its first ever red alert for air pollution on December 7 after the worst period of air pollution this year when PM 2.5 reached the top of the scale at 500.

Ex-envoy sheds light on mystery about failure to block IAEA India-specific deal Islamabad, Dec 19: Pakistan's former permanent representative at the United Nations in Geneva Zameer Akram has shed light on a longstanding mystery about Pakistan not blocking a countryspecific safeguards agreement for India at the International Atomic Energy Agency (IAEA) in 2008, giving details as to how it had been manoeuvred. It was previously known that the PPP government had then succumbed to US pressure and did not block or push for a vote or seek amendments to an Indiaspecific agreement with the IAEA. The approval of the agreement by the IAEA board had paved the way for the Nuclear Suppliers Group (NSG) to grant an exemption that permitted trade with India, a nonNPT country. Retired ambassador Zameer Akram in his disclosure explained how the PPP government had internally manipulated the whole issue. Addressing a seminar
at the Strategic Vision Institute, he claimed that the then Pakistan Ambassador to US Hussain Haqqani had "leveraged pressure" on the government to overrule the Foreign Office's recommendations for opposing the India agreement. Pakistan's ambassador at the IAEA had by then written a letter to the board of governors of the agency asking them to oppose the safeguards agreement for India and support Pakistani move for seeking amendments to it. "The Foreign Office was pressured to change its recommendations," he said. Mr Akram recalled that Pakistan had even arranged support of friends, including China, for the move. But, before the board could meet Mr Haqqani conveyed to Islamabad about the feared consequences of opposing the agreement. The pressure worked and Pakistan agreed to not call for a vote or block pas-

India ranks 97th on Forbes' best countries for business list

India turns into a business friendly nation India has ranked a low 97th out of 144 nations, behind Kazakhstan and Ghana, on Forbes' annual list of the best countries for business in 2015, scoring poorly on metrics like trade and monetary freedom and tackling challenges like corruption and violence. Denmark topped the list of the 144 nations on the Best Countries of Business in 2015 list by Forbes. The US has dropped four spots to number 22, continuing a six-year descent since 2009 when it had ranked second overall. The US is the financial capital of the world and its largest economy at USD 17.4 trillion (China is second at USD 10.4 trillion), but it scores poorly on monetary freedom and bureaucracy/ red tape, Forbes said. India is ranked 97th on the list, with Forbes saying that while the country is developing into an open-market economy, traces of its "past autarkic policies" remain. "The outlook for India's long-term growth is moderately positive due to a young population and corresponding low dependency ratio, healthy savings and investment rates, and increasing integration into the global economy." For Forbes India has many challenges that it has to fully address, including poverty, corruption, violence and discrimination against women and girls, an inefficient power generation and distribution system, ineffective enforcement of intellectual property rights, decades-long civil litigation dockets, inadequate transport and agricultural infrastructure, and limited nonagricultural employment opportunities. According to the reports, growth in India has fallen to a decade low. India ranks eighth on investor protection, 41st on innovation, 57th on personal freedom and 61st on property rights. The country scored very low on trade freedom. In the data of trade freedom, India ranked 125th and on monetary freedom, it ranked 139th, 120th on technology, 77th on corruption and 123rd on red tape. The publication added that India faces other challenges like high spending and poorly-targeted subsidies, inadequate availability of quality basic and higher education, and accommodating ruralto-urban migration. Forbes further said that growth in India last year fell to a decade low, as its economic leaders struggled to improve the country's wide fiscal and current account deficits. "However, investors' perceptions of India improved in early 2014, due to a reduction of the current account deficit and expectations of post-election economic reform, resulting in a surge of inbound capital flows and stabilisation of the rupee," it said. The country performed moderately well on certain factors, ranking eighth on investor protection, 41st on innovation, 57th on personal freedom and 61st on property rights. It scored low on trade freedom, ranking 125th and on monetary freedom it ranked 139th. On technology it ranked 120th, 77th on corruption and 123rd on red tape. The United Kingdom and Japan both moved up three spots to No 10 and No 23 respectively. Germany improved two places to No 18 and China rose from No 97 to No 94. South Africa is ranked 47th on the list followed by Mexico (53), Kazakhstan (57), Zambia (73), Ghana (79), Russia (81), Sri Lanka (91), Pakistan (103) and Bangladesh (121). The very bottom of the list features a number of emerging markets restrained by high levels of corruption and little freedom.
The successful launch ISRO launches six Singapore satellites Indian Space Research Organisation (Isro) has added another country to its client list for commercial satellite launches after Polar Satellite Launch Vehicle (PSLV-C29) put in orbit six Singapore satellites. ISRO's Polar Satellite Launch Vehicle PSLV-C29 successfully launched six satellites including the 400 kg TeLEOS-1, the primary satellite. The other five satellites were co. passenger payloads. PSLV-C29 launched all the six payloads into an orbit of 549 km height inclined at an angle of 15 deg to the equator. The six satellites carried by PSLV-C29 today together weighed about 624 kg at lift-off. These six satellites were launched as part of the agreement entered into between ST Electronics (Satcom & Sensor Systems), Singapore and Antrix Corporation Limited, the commercial arm of the Indian Space Research Organisation (ISRO), a government of India Company under the Department of Space (DOS). This is the eleventh flight of PSLV in 'core-alone' configuration (without the use of solid strap-on motors). PSLV has successfully launched 57 satellites for customers from abroad including the six Singapore satellites launched today. After a 59 hour smooth count down, the 227.6 ton PSLV-C29 lifted off from the First Launch Pad (FLP) at SDSC SHAR at 1800 hrs (6:00 pm) IST with the ignition of its first stage. The important flight events included the separation of the first stage, ignition of the second stage, separation of the payload fairing at about 117 km altitude, second stage separation, third stage ignition and separation, fourth stage ignition and cut-off. Once the intended orbit was achieved, TeLEOS-1 was deployed at about 18 min 12 seconds after lift-off which was followed by the deployment of other five satellites, viz., Kent Ridge-1, VELOX-C1, VELOX-II, Galassia and Athenoxat-1 in quick succession in the subsequent three minutes. Soon after the last of the satellites was put in the orbit, Isro chairman A S Kiran Kumar announced the mission a success. It was PSLV 32nd flight, and the 31st consecutively successful one. The workhorse rocket has become so reliable that the chairman said Isro would now have almost monthly launches of PSLV. ISRO has launched 17 foreign and four Indian satellites this year, including its GSAT-15 which was launched from French Guiana in November. With the latest, India has launched a total of 57 foreign satellites for 20 countries.
@-Pranjal Kumar Phukan Giving the much needed reforms impetus to the economy, Prime Minister Narendra Modi-led NDA government announced in November 2015 Foreign Direct Investment (FDI) reforms in as many as 15 sectors. The purpose of these reforms is to further ease, rationalize and simplify the process of foreign investments into the country and to put more FDI proposals on an automatic route instead of a bureaucratic, time-consuming Government route. Construction sector: The struggling construction sector will be a major beneficiary as radical changes in FDI norms have been brought in to boost demand for steel, cement and spur economic activity, ultimately with an aim to help build 50 million affordable houses for the poor. Several conditions have been removed including the area restriction of floor area of 20,000 sq. m. in construction development projects and a minimum capitalization of $5 million which needed to be brought in within six months of the commencement of business. Also, foreign investors have been allowed to exit and repatriate their investment under the automatic route before the completion of the project provided they complete a lock-in period of three years. Defence: Foreign investment up to 49% has been allowed under the automatic route from the earlier government approved route. Proposals
for foreign investment in excess of 49% will be considered by FIPB. Recently, in a big boost for the Centre's Make in India initiative, Boeing and Tata Advanced Systems had announced their JV "to make aero structures for the AH64 Apache helicopters and to compete for additional manufacturing work across Boeing platforms, commercial and Defence." The latest FDI reforms are expected to result in more such JVs in Defence. Foreign investment above 49% was permitted earlier too, subject to approval of Cabinet Committee on Security on a case to case basis, only if the investment was to result in access to 'state-of-art' technology in the country. Portfolio investment and foreign venture capital investment, which were restricted to 24%, have now been hiked to 49% through the automatic route. stresses supply-side reforms New Delhi, Dec 19: India lowered its GDP growth projection for the current year to between 7-7.5 per cent against the earlier forecast of 8.1-8.5 per cent. The outlook going forward is challenging and, without reforms, GDP growth next year is unlikely to be significantly greater than this year, according to the government. The cut in forecast follows GDP growth in the first half of the year (from April to September) slowing to 7.2 per cent from 7.5 per cent in the corresponding period last year. Economic growth was dragged down by the 17.4 per cent decline in exports in the first half and the adverse impact of deficient monsoons on farm sector output. Nominal growth during this period also slowed substantially from 13.5 per cent to 7.4 per cent. The sharp and continuing decline is a cause for concern, according to a mid-year review of the economy that Union Finance Minister Arun Jaitley tabled in the Parliament. The slowdown will pose a challenge to meeting the fiscal
deficit target of 3.9 per cent of GDP and will also place a stress on tax revenue collections. Slower-than-anticipated nominal GDP growth will itself raise the deficit target by 0.2 per cent of GDP. India's debtto-GDP ratio too will cease to decline, a development with significant implications for India's macroeconomic stability and vulnerability to external risks. The ratio had been declining over the past 10-12 years, benefiting from the nominal GDP growth exceeding the government's cost of borrowing. This, according to the review, has now reversed, with the wedge between the cost of borrowing and growth standing at a sizeable 2 per cent. The borrowing requirements aren't expected to ease up with the review cautioning that the fiscal outlook for next year, 2016-17, looks challenging: "Government will need to reassess its commitment to cut the deficit further by 0.4 per cent of GDP". Charge sheet filed by CBI in Rail Neer scam New Delhi, Dec 19: CBI has filed a charge sheet against two former Chief Commercial Managers of Railways, a businessman, CEO of a private firm and eight companies for allegedly causing a loss of Rs 19.5 crore to railways by selling cheaper packaged water in place of Rail Neer. A CBI spokesperson said that charges of criminal conspiracy, cheating and provisions of Prevention of Corruption Act have been brought in the charge sheet filed at Patiala House Court here. The sources said that the agency has kept open the probe into the case as the loss calculated is only for Northern Railway and figures may increase as the agency plans to expand investigations to 16 other zones as well. Those named in the charge sheet include the then CCMs (catering) MS Chalia and Sandeep Silas, CEO of RK Associates, Rajeev Mittal, director of the company, Sharan Bihari Agarwal, besides private companies Satyam Caterers, Caterers, Ambuj Hotels, PK Associates, Sunshine Caterers, Doon's Caterers, Vrindavan Food Products, Food World and RD Sharma and Sons. "They had allegedly claimed reimbursement from Northern Railway as was prescribed for supply of Rail Neer. As per railway agreement/ guidelines, except Rail Neer, no other brand of PDW was approved by the Railway for supply in Rajdhani and Shatabdi trains originating from Delhi," CBI said. She said that they were, however, allegedly providing other cheap brands of PDW costing between Rs 5-7 per bottle (approx) and claiming Rs 15 per bottle (approx) from the Railways. 'Haanduk - The Hidden Corner' to hit theatres soon The Assamese movie industry has been a platform for new talent and brilliant ideas. Following the trend, a new fulllength Assamese feature film titled 'Haanduk The Hidden Corner' has completed its shooting, editing and is now ready for the censor board. The film has been produced and directed by Jaicheng Jai Dohutia under the banner of Mayamara Production. Heramoni, the mother of an untraced extremist performed the last rites of her son Mukti even as she receives intimation that the outfit cannot confirm his death. Along with this, Biplob, a surrendered rebel from the outfit is unable to mingle with other surrendered rebels. He struggles to find his place in the society and has his own problems of existence. Recently, 'Haanduk' participated at the ninth edition of Film Bazaar along with nineteen other movies in different languages at the Goa Marriott Resort, held from November 20 to 24. The Film Bazaar is organized annually along with the International Film Festival of India (IFFI). The event provides scope for the delegates to buy, sell, exhibit and pitch their content.

Slow Cooked Pandicurry Ingredients: 1. 1 kg pork with skin and fat, cut into small pieces. 2. Salt 3. 1 tsp fresh ground pepper powder 4. 1 tsp turmeric 5. 6 medium onions, sliced 6. 1 whole pod garlic, coarsely crushed 7. 2 inch piece ginger, crushed 8. 3 level tbsp coriander powder 9. 2 level tbsp chili powder 10. kachampuli or malt vinegar In addition: 1. 1 tsp jeera (cumin seeds) 2. ½ tsp mustard seeds, both slow roasted separately on a tava, until medium brown, cooled & powdered fine. Method: 1. Wash the pork, (retain ½ cup water) drain, and add 1 tsp salt, 1 tsp pepper powder, turmeric and set aside.
2. Mix the sliced onions & crushed garlic with the pork. 3. Heat about 3 tbsp of oil (more, if the pork contains less fat), add the crushed ginger, & fry until brown. Remove browned ginger, & add to the pork. 4. On very low flame, add 3 level tbsp coriander powder & keep stirring for about 1minute. Then add 2 level tbsp chili powder, & stir until it turns coffee brown. 5. Add the pork, & its washed water (about ½ cup). Cover the vessel with a lid, & cook on medium flame until all the water evaporates. Keep stirring occasionally. 6. When all the water has evaporated, add warm water to just cover the meat, and cook uncovered on a medium flame until done. 7. You can also pressure cook the pork in the following way. Once the water evaporates, add 2 cups of water, and pressure cook for 2 whistles. 8. Once the pork is done, whether slow cooked, or pressure-cooked, add 1 ½ tbsp kachampuli, stir, & cook for a further 10 mins on a slow fire. Taste, & add more salt or kachampuli, as required. The oil should rise to the surface. 9. Add the roasted, ground jeera & mustard seeds to the curry.

The film has been completely shot in a record-breaking schedule of 12 days and is now in its postproduction stage. It's due for release early next year. The film's music has been composed by Siddharth Hazarika, while Nilutpal scores the background music. Souvik Phukan has worked as a mixing engineer. The DI of the film will be done inhouse by Shasanka Gogoi, while the final mixing will be done at LFE studios in Mumbai.
