But the rebel Congress MLAs are still bent on pulling down the Nabam Tuki government. Kalikho Pul, a five-time MLA who was “elected leader of the House” in a makeshift Assembly session Thursday, refused to comment on the high court order, but said: “It is sure that this government cannot continue

“It is sure that this government cannot continue for long. There is mismanagement all over. There is no governance. Law and order is deteriorating. Moreover, the numbers are on our side. for long. There is mismanagement all over. There is no governance. Law and order is deteriorating. Moreover, the numbers are on our side. We have 34 MLAs, while Tuki has only 26,” he said, indicating that a few more were willing to pull out of Tuki’s camp. He, however, ruled out that the 21 Congress rebels were joining BJP. “There is no immediate possibility of our group merging with BJP,” Pul said, point-

ing out they would not attract provisions of the anti-defection law because they have much more than one-third of the 47 Congress legislators in the 60member House. “Ours is a platform comprising 21 Congress, 11 BJP and two Independent legislators.” Interestingly, Assembly Speaker Nabam Rebia maintains that effective strength of the House currently stands at 44. “While 14 MLAs have been disqualified follow-

ing petitions by Congress that they defected to BJP, two Congress MLAs have resigned on their own,” Rebia said. The high court order said that while Congress has 47 legislators, BJP has 11 and there are two Independents. Rebia, however, said: “I have records that 14 Congress MLAs have defected to BJP. On the basis of records submitted by CLP and Congress, I disqualified them this week.”

I am not involved in Arunachal crisis: Kiren Rijiju ET Bureau New Delhi, Dec 19

A day after the Guwahati High Court stayed the notification issued by Arunachal Pradesh Governor JP Rajkhowa for bringing the Assembly session forward and electing a new Chief Minister on makeshift premises, Union Minister of State for Home Affairs Kiren Rijiju on Friday denied he was in any way involved in fuelling the crisis. He said the “use of unethical

means and manipulation is not in my blood” and the crisis was the creation of the Congress. Mr. Rijiju represents Arunachal Pradesh (West) in the Lok Sabha. Some Congress leaders have alleged that his “role could be more than official” in the context of the crisis. Since the Governor is appointed by the Home Ministry, the Congress has alleged that the BJP government at the Centre was fuelling the crisis with the help of Mr. Rijiju through the Governor. “Sub-

version of the Constitution, the use of unethical means and manipulation is not in my blood. I don’t differentiate on party lines when it comes to constitutional duty,” Mr. Rijiju said. Asked specifically about his role, he said: “I am not involved and I am not interested [in it]. The matter is in the High Court, and it would be inappropriate on my part to make any statement. From this scheme around 2.4 crore people will be benefited by receiving subsidised rice," Assam Chief Minister Tarun Gogoi told reporters here. He said 60 per cent population from the towns and 84 per cent of the people living in villages will be benefited under the Act. "We wanted to do it from July last year. But the new govern-

ment at the Centre introduced a mandatory clause of making all data computerised. So it delayed the entire process. "This again proves that the central government is anti- poor and they are only for the rich people," Gogoi said. According to the Act, every eligible person will get 5 kg of rice every month at Rs 3 per kg.

The prime issues we have been raising over the years are – the state is facing financial crisis and deteriorating law and order of Arunachal Pradesh," he said at a press conference at Guwahati. Alleging that the NabamTuki-led government is neither following the Central system nor any rules and regulation, Pul said, “Tuki has been ruling the state as per his own whims and fancies. 2 degree Celsius rise in temperature in Northeast India ET Bureau New Delhi, Dec 19

Even as the world has been abuzz on the topic of climate change and its effects, a study suggests that several Indian states, including the northeastern states will be adversely affected by it. Development of the North Eastern Region

(DoNER) Minister Jitendra Singh, while addressing the Lok Sabha on Thursday said that the northeastern states of India have witnessed a rise of two degree Celsius temperature severely affecting the environment as well as health of the people. The study was conducted by the Indian Network of Climate Change Assessment (INCCA) in 2010 to as-

sess the impact of climate change on four key sectors of Indian agriculture, water, natural ecosystems and biodiversity. As per the study, the northeastern region will see a rise in temperatures by 1.8 to 2.1 degrees Celsius and an increase in the mean annual rainfall by 0.3 to 3 percent in the 2030s. This means that the increase in temperatures may

result in reduction in rice production as well as may affect the nutritional health of the people. The study assessed four climate sensitive regions of India -sensitive Himalayan region, the Western Ghats, the coastal area and the North-East region. Contd. on Page 3
