Honda to recall 2.23L vehicles over faulty airbags Mumbai, Sep 19: Honda Cars India Ltd. will recall more than 2.23 lakh vehicles in India to fix faulty passenger and driver side airbags, as part of the Japanese auto maker’s global recall campaign over defective airbag inflators. “Honda Cars India will voluntarily replace airbag inflators of 2,23,578 vehicles of previous generations of CR-V, Civic, City and Jazz,” the company said in a statement. The exercise will cover 13,073 units of sports utility vehicle CR-V manufactured between 2004-11, 54,290 units of Civic sedan produced between 20032012, 1,40,508 units of its popular sedan City made between 2007 and 2012 and 15,707 units of premium hatchback Jazz manufactured between 2009 and 2011. The replacement, the auto maker said, will be carried out free of cost at its dealerships across India in a phased manner, starting from October 12. This is the biggest recall of vehicles in India. A Staff Reporter Dibrugarh, Sep 19: Ripunjoy Das, the editor of The Eastern Today, an English daily was attacked by some miscreants yesterday at 8.30 pm at Milan Nagar area while he was going home on his scooter. Das said that he was going home from his office, suddenly three miscreants attacked him with bamboo at the Milan Nagar area while he was on his scooter. “The area was dark and every day I go through this area, they tried to stop me and one of them from the gang of three attacked me on my forehead with a bamboo and then on my chest and back. I managed to flee from that place and reached home with blood on my face. I don’t know why they targeted me and attacked on me,’’ said Ripunjoy Das. Immediately he was rushed to the Brahmaputra Hospital and Diagnostics and the doctors admitted him in ICU. He bore maximum injury on his forehead. “He was out of danger and now is in stable condition,’’ said one of the doctors at the hospital.

Morigaon, Sep 19: Nabin Chandra Barman, noted educationist of Morigaon district breathed his last today in the morning at his residence at Jyotinagar here after prolonged illness. He was 87. A man of amiable disposition, Barman's demise cast a pall of gloom in the entire Morigaon district. Nabin Chandra Barman took his MA degree in History in 1961 from Gauhati University and joined as subject teacher in Morigaon HS School. An ideal teacher Barman was involved with socio cultural organizations of Morigaon town. He was the President of Morigaon Sahitya Sabha from 1972 to 1978. After his retirement, in 1994 he joined as the Principal of Bhurbandha College. He wrote many articles in several newspapers besides publishing two books. He is survived by his wife, one son, five daughters besides a host of relatives.

EC to use symbol for NOTA in Bihar election New Delhi, Sept. 19 (ANI): The Election Commission (EC) on Saturday announced that a symbol will be used for the first time next to the 'None of the above' (NOTA) option in the upcoming Bihar assembly polls. The EC said that the National Institute of Design, Ahmedabad, has designed the symbol. This is for the first time that a symbol will appear in front of the NOTA button after the Supreme Court’s order in September 2013. The EC added the NOTA button on the EVMs as the last option on the voting panel. Nearly 60 lakh people in last year’s Lok Sabha polls exercised NOTA. (ANI)

"I was taken aback by the distorted face of Anpum and Loklung areas that have been ravaged by the continuing flood and the resultant suffering the people are enduring even after 20 days of the major flood," said Mibom Pertin, who led the team for delivery of relief materials. NSCN (Khole-Kitovi) chief reportedly resigns, officials deny ET Bureau Dimapur, Sep 19: GPRN/NSCN president Khole Konyak, who also heads the National Socialist Council of Nagaland (Khole-Kitovi) group, resigned as he felt his old age caused a hindrance to work for the Naga cause, a source said on Friday. In a clarification, the 'ministry for information and publicity' of the GPRN/NSCN, however, denied the report of Konyak resigning. In a release, the 'ministry' said: "President has never tendered his resignation nor the government has any such issues. "It's just a small brains' game which is trying to complicate the Naga issue or maybe some group trying to create more mistrust and misunderstandings among the members. But he has assured that this kind of little tricks won't have any negative impact toward the integrity of GPRN/NSCN," it said.

"We are well aware of such propagations and dirty politics played upon, the government will take its proper inquiry and initiate serious action towards those who are trying to tarnish the images of GPRN/NSCN," said the release issued by the 'press secretary' immediately after the news went viral. GPRN is a parallel government run by the NSCN with jurisdiction that extends to all Naga areas. Officials of these factions collect both annual and monthly 'taxes' from people -- both Nagas and non-Nagas. Earlier, there were reports that the NSCN (KholeKitovi) group, which is also headed by Khole Konyak, had withdrawn its support from the Naga Peace Accord signed on August 3 between the NSCN-IM and the Indian government. Sources had earlier stated that Khole Konyak had submitted his resignation

during a meeting of the GPRN/NSCN held a few days ago. Quoting Konyak, the sources said: "I wanted to retire as my age is not supporting me. I am mentally not prepared and feel physically weak." The source also said Konyak was waiting for a new president to take over. NSCN (Khole-Kitovi) was formed on June 7, 2011, by Kitovi Zhimoni, till then the self-styled 'prime minister' of NSCN-Khaplang's underground government, and Konyak, co-founder of NSCN-K. Konyak later quit NSCN-K complaining of Khaplang's dictatorial leadership. The group recently withdrew its support to the Naga peace accord, signed between NSCN(Isak-Muivah) and the central government on August 3, and sought a separate solution only for the Nagas of Nagaland.

Meter-gauge rail track is now history in northeast Steady decline in violence in NE Agartala, Sep 19: Saturday morning was a momentous day in the history of the 57-year-old Northeast Frontier Railway (NFR) as the last train on the solitary meter-gauge track left in the entire northeastern region departed from Agartala station. Except some railway employees led by Agartala station manager Paramananda Das and some curious locals, there was no VIP or important functionaries to see off the last train as the 10 bogie rake with 953 passengers on board quietly pulled out of Agartala station at around 9.30 am for Karimganj in southern Assam. The metre-gauge tracks laid in Tripura are to be pulled up to make way for broad gauge tracks. The preliminary work for the gauge conversion would start from Sunday and the main work would begin from October 1. To bring them in sync with those in the rest of the country, the 115 to 120year-old meter-gauge lines over 220 km from Lumding to Silchar (in southern Assam) were

converted to broad gauge in the first phase. "In the second phase, running of both passenger and goods trains in Badarpur (southern Assam) and Agartala section would be stopped from September 20," NFR chief public relations officer Pranav Jyoti Sharma said. "To facilitate faster conversion, this would be taken up in the BadarpurKumarghat- Agartala section (excluding Badarpur railway station)," Sharma said, adding the work over the 217-km section has to be completed by March 31, 2016. Passenger services on the LumdingSilchar route are yet to begin due to technical reasons. "The historic metre gauge railway line has a glorious past since it was constructed in 1899," said Sukumar Das, an academician and veteran citizen of Silchar, the main city in southern Assam. "Railway authorities should build a museum or a commemorative centre to conserve the historic and old railway tracks as these have a heritage value," Das said. Mahatma Gandhi and Nobel laure-

"Gandhiji came to Silchar Aug 27, 1921, by the old metre gauge train from Kolkata (via what is now Bangladesh) and addressed a mammoth public gathering. After Gandhiji's visit, the struggle against British rulers was further stepped up in the region," he added "Rabindranath, on way to Sylhet (now in eastern Bangladesh) from Guwahati came to Badarpur railway station (near Silchar) to attend a function in February 1919. greater impetus to the development of the northeast. Currently, the northeastern region has around 2,800 km of railway lines, of which Assam alone has 2,467 km. A railway official said that a meter gauge engine would be mounted in front of the Agartala railway station for public viewing. The Railway staff and the people present at Agartala station expressed sorrow over the shutdown of the Meter Gauge but on the other hand they are also happy to welcome the Broad Gauge. After the independence of India, Agartala pinned on the country's railway map in the year 2008 and after 8-year of prolonged wait finally the Tripura Railway is going for BG Conversion. ET Bureau New Delhi, Sep 19: The Northeastern states have seen a steady decline in insurgency-related violence in the first eight months of this year in comparison to the corresponding period of last year but saw a three-fold increase in casualties of security forces. According to an estimate of the Home Ministry, Assam Nagaland, Manipur, Meghalaya, Tripura, Arunachal Pradesh and Mizoram saw a total of 418 incidents of insurgency violence from January 1 to September 15, 2015 during which 115 extremists were killed and 1,453 were ar-

rested. During the same period in 2014, a total of 575 incidents were reported in the seven Northeastern states in which 128 militants were killed and 1,401 others were arrested. However, 40 security personnel lost their lives till September 15 this year in comparison to 12 security personnel killed in the corresponding period of 2014. There were 182 incidents of kidnapping in the Northeast till September 15 this year in comparison to 250 last year. 91 insurgents have surrendered before security forces so far this year, compared to 170 last year. Higher number of

casualties were witnessed in civilians in 2014 when 114 people lost their lives. So far this year, 32 people were killed due to insurgency violence. The highest number of incidents were reported this year in Manipur which saw 169 incidents in comparison to 278 last year. 18 Army soliders were killed in Chandel district of Manipur in June this year due to the violence perpetrated by NSCN-K. Nagaland has witnessed 76 incidents this year in comparison to 77 last year while Assam saw 63 incidents so far this year compared to 246 in 2014.

SS Khaplang never wanted ceasefire: NSCN faction leader New Delhi, Sep 19: NSCNK leader SS Khaplang never wanted ceasefire with the Indian government and had agreed to it only because of pressure from the Naga civil society, according to NSCN-Unification general secretary Kitovi Zhimomi. "Actually, Khaplang was not in favour of ceasefire right from the beginning but could not resist the pressure of the civil society which was spearheaded by the NBCC (Nagaland Baptist Churches Council)," Zhimomi said in an interview published in the latest issue of the North East Sun magazine. His comments came even as the central government on Wednesday banned the Khaplang faction of the National Socialist Council of Nagaland for five years for abrogating the ceasefire with a series of attacks on Indian security forces starting in March. The National Investigation Agency (NIA) also on September 10 declared a bounty of Rs.7 lakh on Khaplang and Rs.10 lakh on another militant of the faction, Niki Sumi, for information leading to their arrest. "The house unanimously impeached Khaplang for taking such drastic decision on his own without taking parliament into confidence. It was on May 7, 2011. We impeached him for displaying dictatorial attitude and high handedness," the NSCN-U leader stated. After this, Zhimomi, along with the then chief of the NSCN-K army, Khole Konyak, left Khaplang and the two then formed the NSCN-U on June 7, 2011. This faction entered

into a ceasefire agreement with the Indian government on April 27, 2012. According to Zhimomi, a number of insurgent groups from Assam and Manipur were with Khaplang and these groups together have formed a new organisation to fight the "common enemy", that is India. Asked whether it was politics or money that was making Khaplang do what he was doing, the NSCN-U general secretary said: "I can say money because economically Khaplang was in such a horrible condition that it was ULFA (United Liberation Front of Asom) and other groups who paid him

for sustenance and survival. And he let his people from Burma (Myanmar) to work as porters for ULFA and other revolutionaries and collected money for it." Coming to the framework agreement for a peace accord that the Indian government signed with the NSCN (Isak-Muivah) last month, he painted a bleak picture, saying that the Naga people have been kept in the dark from the entire process. The NSCN-U on Tuesday backed out from the framework agreement between the Indian government and the NSCN (I-M). "Now the government of India is also contradicting its own policy and principle. They say that they (India) are ready to solve any kind of problem though dialogue and negotiations and, at the same time, they say the territorial boundaries will not be changed," Zhimomi said. "Unfortunately, (Thuingaleng) Muivah happens to be from Manipur and the government of India is using Muivah as the chief interlocutor to solve the Naga problem, whereas the Nagas of Nagaland have been kept in the dark." DNA sequencing device can UTIproof your life Washington D.C, Sep 19 : A team of researchers has come out with a DNA sequencing device that can improve treatment of urinary infections. Urinary tract infections (UTIs) could be treated more quickly and efficiently using a DNA sequencing device the size of a USB stick, according to University of East Anglia research from the. Researchers used a new device called MinION to perform nanopore sequencing to characterise bacteria from urine samples four times more quickly than using traditional methods of culturing bacteria.The new method can also detect antibiotic resistance - allowing patients to be treated more effectively and improving stewardship of diminishing antibiotic reserves.David Livermore, from UEA's Norwich Medical School, said that urinary tract infections are among the most common reasons for prescribing antibiotics. Most are mild and only affect the lower urinary tract, but a few are more troublesome. These 'ascending' UTIs cause a growing burden of hospitalisations, mostly of elderly patients.Researcher Justin O'Grady said that they found that this device, which is the size of a USB stick, could detect the bacteria in heavily infected urine - and provide its DNA sequence in just 12 hours. As presently in Delhi and neighboring areas, circulation of dengue virus is going on, it is advised that the vector control measures need to be intensified to contain the problem of dengue. You are requested to instruct all concerned officials and department to intensify the efforts."Around 12 advisories have been issued from March to August this year regarding dengue by the Union Health Ministry.This includes an advisory by the union health minister to all the state chief ministers in April 2015. Amritsar, Sep19 : A joint team of Border Security Force (BSF) and Customs officials have recovered 23 kilogram heroin worth Rs. 115 crores in the international market at Tehkala border outpost of Amritsar Sector.BSF Deputy Inspector General of Punjab Frontier RS Kataria said that the joint team during a special operation late Thursday night observed some people throwing packets from the other side of the border.He said that the smugglers attacked the jawans and then fled away after they were challenged by the force.After the firing, the jawans searched the place and seized 23 packets of heroin, each containing one kg of the drug. Nepal's Lingering Anguish Transforming Indian Cities Smart City Project Mission Ever since Narendra Modi first spoke about smart cities in last year's interim budget, the government has made some progress in terms of defining what the project would basically entail. Though there is no simple definition for smart cities. The term encompasses a vision of an urban space that is ecologically friendly, technologically integrated and meticulously planned, with a particular reliance on the use of information technology to improve efficiency. In most parts of the world, the idea begins with using digital technology to make a city more efficient and to improve wellbeing. The Modi government's idea is a little different. The government's reference note for Members of Parliament on the issue actually offers a fairly simple definition: "Smart Cities are those that are able to attract investments." Everything else, such as good infrastructure and simple processes that make it easy to start and run businesses, follow from this. Since the very beginning of his election campaign, Prime Minister Narendra Modi has spoken about building 100 smart cities in India. The promise has always been part of the great Modi vision to make this India's century, alongside bullet trains, linked rivers and bringing back black money. But not much has been done, with only Rs 7,000 crore allocated to the smart cities in this year's budget and a tiny fraction of that spent. Meanwhile in Northeast, Pasighat, Guwahati, Aizawl, Shillong, Imphal, Kohima, Agartala, Sikkim have been included under the Smart City Project Mission. India is urbanising at an unprecedented rate, so much so that estimates suggest nearly 600 million of Indians will be living in cities by 2030, up from 290 million as reported in the 2001 census. It is also estimated that in the next 15 years, the urban population will contribute nearly 75% to the India's GDP. With half the world's population living in cities, increasing the strain on energy, transportation, water, building and public spaces, there is an increasing need for "smart" city solutions which are both efficient and sustainable on the one hand and can generate economic prosperity and foster social wellbeing on the other. And some of the top challenges will include devising a foolproof plan to develop smart cities, meaningful publicprivate partnership, greater usage of renewable energy, water supply, effective waste management, traffic management, meeting power demand, urban mobility, ICT connectivity, e-governance, etc., while preparing for new threats that can emerge with implementation of these new technologies. Smart cities attracting global investment, will create new job opportunities, improve communications and infrastructure, decrease pollution and ultimately improve the quality of living.

High time to act India, Pakistan among major illicit drug producing nations Recently US President Barack Obama has determined India and its three neighbours, Pakistan, Afghanistan and Myanmar, among a list of 22 nations that are major illicit drug producing or transit countries. Other countries on the list feature the Bahamas, Belize, Bolivia, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Laos, Mexico, Nicaragua, Panama, Peru and Venezuela. The United States remains a leader in galvanizing international efforts to cooperate in addressing the full range of negative consequences tied to the drug trade and its links to criminal enterprise. The global framework for this cooperation is articulated in the three U.N. drug-control conventions as well as the U.N. conventions against transnational organized crime and corruption. The United States defines its priorities in this field in the annual National Drug Control Strategy, the 2011 U.S. Strategy to Combat Transnational Organized Crime, and other Federal public policy guidelines. The United States shares the view of the international community that the U.N. drug-control conventions are resilient enough to unify countries that often hold divergent views about the international narcotics problem, while at the same time providing a framework upon which to build the best solutions to it. The U.N. drugcontrol conventions allow sovereign nations the flexibility to develop and adapt the most appropriate policies and programmes in keeping with their own national circumstances, while also achieving the conventions' aims. These aims include ensuring the availability of controlled substances for medical and scientific purposes, preventing drug abuse and addiction, and suppressing drug trafficking and related criminal activities. The world drug problem is complex and dynamic. This determination focuses selectively on those countries in Asia and the Americas that have been designated as major drug producing or transit countries that significantly impact the United States. The global challenges also include sophisticated crime networks that traffic narcotics along coastal regions of Africa, across the steppes of Central Asia, and into developed markets of Europe, East Asia, and Oceania. Illegal poppy cultivation in Afghanistan is among the most difficult international drug-control problems. For 15 of the last 16 years, Afghanistan has been the world's largest producer of opium poppy. The United States Government estimated that in 2014 Afghanistan cultivated 211,000 hectares of opium poppy and produced 6,300 metric tons of opium (up 7 per cent and 15 per cent over 2013 levels, respectively). Poppy and opium cultivation is also extensively done in some parts of Northeast India and few of the Northeastern states also top the list among drug consumers. The problem of drug addiction especially among the teenagers of both the genders has been creating a big problem in our country. The youngsters which are often termed as the 'future of a nation' are seen stepping into the wrong path which is a very bad sign mainly for the development of India. Awareness among general public is the biggest weapon one can wield against the problem of drug addiction.

In a soggy alley between hundreds of grey tarpaulins and tents which make up Nepal's largest displaced people's camp in Kathmandu, 11-yearold Raj Kumav Acharya stopped and looked at his muddy shoes. "You know my father, he died in the earthquake," he said in a small voice. Raj had been kind enough to show me around the Chuchhepati camp of more than 7,100, introducing me to people like him, some who had lost nearly everything. He did not linger on his point though, apparently not wanting to dwell on his own loss. "Let's go this way," he said, before dodging another puddle. A few minutes earlier Raj had been showing me his own tent, a grey tarp stretched across a fence, which he said was not sufficient for keeping the elements at bay. "This is where I live now, there is nothing on the floor here, so the water just comes all the way in. The other day I saw a snake just there," he said pointing to the corner of the dirt floor. It is a long way from his village home in the hilly Sindhupalchowk, the most severely damaged area of the country when the big quake, followed by a stream of aftershocks and landslides, rocked the area four months ago. He and his mother took a bus for hours, believing the Kathmandu Valley would be safer. They joined a mass migration at the time, which aid groups said caused concerns about vulnerable people, especially women and children, being susceptible to human trafficking. Chairperson for the camp's committee Sandesh Rai said about 750 unaccompanied children had come through the camp since the April 25 quake. "Every day there are more people coming, some by bus or some walking - we have so many types of people here," he said. He said many of the children had been returned to family members, but some were still being cared for by aid workers or other families in the camp while others were unaccounted for.

Across town in a small office, Daya Sagar Shrestha, executive director of local aid-group collective the NGO Federation of Nepal, lamented that children like Raj needed more than just tents. He spoke animatedly when describing the immediate response to the quake, how member groups of the federation a collection of non-governmental organizations and volunteers ran to take action and help their neighbors. But towards the end of our conversation he drew quieter as he reflected on the enormity of the emotional toll on the Nepali people. While it was just as important to build homes, rebuilding the minds of traumatized people would take a lot more time and effort, he said. "There is not only the destruction of physical assets but there is the destruction of societies, the psychological impacts and problems at the cultural level - which are very difficult to recover," he says. "For instance, children who have lost their parents - how do they help those people?" He said people like Raj who shifted from their home towns faced a raft of issues outside the physical, including loss of identity. "People migrated from one place to another, where it is not favorable for them - it takes a long

time to address these types of problems," he said. "Human trafficking is one of the most challenging things in the affected areas ‌ and some people are not getting services, even after four months, these are some problems at the local level." Recent UNICEF figures stated 513 children and women had been intercepted from being trafficked or illegally moved out of the country and nearly 30,000 children needed psychosocial support to help recover from their experiences. Back at the camp, which is shoe-horned into a park in between bustling Kathmandu streets, it was a busy day when workers from UNICEF, Red Cross, and government agencies arrived for assessments and a local TV crew conducted interviews. The workers hardly made it into the camp before a crowd formed around them with demands and complaints. An impromptu meeting began. As though mimicking the grown-ups, Raj offered one of his own as he stretched out his football jersey. "I want to play football, but we don't even have a ball here," he said. Tent Villages In the remote and hilly region of Dhading, displacement camps can be seen dotted around the green hillsides. Bright and colorful

tent villages are easily spotted from the provincial capital, Dhading Besi, where people came after their homes were destroyed or entire villages were swept away by landslides. In one such temporary camp are about 200 people who traveled from the remote village of Rid, leaving because slips and destroyed homes made it too dangerous to stay there. Children gathered around as a group of visitors arrived, keen to have their photo taken and show people their new homes. Village committee members were also interested and said they have had little word on when rebuilding can begin, but it will most likely be in another few months, after monsoon rains cease. Visiting the camp was U.K.-Based NGO Our Sansar, which has a bamboo-hut transit home in town for children displaced or affected by the quake. Director Julia Krepska and project manager Ayush Dhakal were interested to see if any children are in need of help. A teenage girl quietly approaches and asks if they can care for her sister. The girls' mother has died, and the older sister has been left in charge. They couldn't just take her, Krepska explains. A government worker needs to make assessments and processes need to be followed be-

fore any child can be temporarily homed at the center. "These children need homes, but they are at risk, some have lost homes and family, some have parents who cannot support them or are in need of psychological care themselves," Krepska said. "There are people in a lot of desperate situations." At the temporary home which was made from a local park, the children pushed each other in trolleys or asked staff members for one more game of badminton, seemingly resilient to the poor circumstances which led them to be there. "We have had children as young as three who have been abandoned - many people just aren't coping," Krepska said. "We are also helping parents of the children who stay at our transit home by providing training and assisting them with finding jobs so that they can rebuild their lives." Down the road at the offices of anti-trafficking and health service Awaj Aviyan Nepal (Voice Campaign in English), Chairman Keshav Duwadi said the group and volunteers were effective shortly after the quake in providing temporary shelters and emergency care, using already established contacts in remote areas. Now Duwadi said

people were facing other issues such as trauma and risked manipulation by outsiders. In Nepal's worst affected, rural areas, lower incomes and education levels made people easy targets. "Women and children are more vulnerable because of the quake. There are these middle-men who will convince people who have no earnings now that they can give them a good job - but these are false promises," he says. In a country where 26 percent of the GDP already came from workers' overseas remittances, the lure of work for people who lost their livelihoods was only increasing. Duwadi said people were offered jobs then had their money taken for services but were never given employment - or worse, they were trafficked to India for the sex trade, child labor, or illegal organ harvesting. Back in Kathmandu, I sat down for a cup of tea with shop owner Rajendra Pandey, who tells me the anguish from the April 25 quake keeps him up some nights. He said he was fortunate not to lose any family members but taking three months off to rebuild his demolished home and poor tourist numbers had created huge amounts of financial and personal stress. "I try to be happy, you must move on, but sometimes I find I am crying," he said. "Maybe one day I will forget." Shrestha from the NGO Federation echoed the sentiment and said the construction of houses was one issue but "fixing people's hearts," would take much more time. "If we have the money and materials and human resources we can build easily but the negative impacts in the social aspect in the psychological aspect it is very difficult that is the reality. People are also facing those sorts of problems," he said. "Still they are in miserable conditions ‌ and people are suffering, even today." Andrew Neal has worked in newspapers for six years and is currently based in China. He visited Nepal recently to report on the situation there.

The mindset of the ministers and bureaucrats led by Mr. Gogoi, obviously was reasonability-dodging, back-biting, and palm-itchy. Above all, the Chief Minister's oft-repeated statement that the state is in the grip of financial crunch proves to be a lie when as many as 13 parliamentary secretaries have been appointed and another expansion of ministry is in the offing. About the credibility and integrity of a particular woman parliamentary secretary, the less said the better. In fact, there is no appropriate epithet to attribute to her. The news about the re-entry of an ex-minister from Barak doing the rounds is the one said to be 'Raja' of Barak, who sometimes by his preposterous behavior before the public makes himself a laughing stock. So, NDA government is quite justified in tightening its grip. In most of the expenditure made by the

state government, it fails to furnish 'Utilization certificate'. UPA regime led by Sonia Gandhi (who turned a blind eye to the misdeeds of her son-in-law) was so sunk in the quagmire of corruption that the people of India had to change the misrule. There are jobs in the market that can address this, and hence begins the race to be awarded with, and often, by our dream job! Let's begin with why and how to find your dream job. The answer to both these questions lies best with the hiring manager who will hand you the appointment letter. As a talent, you are first defined in two categories. You are either an active job seeker, which means you have already resigned from your existing job, or would be in the next few weeks or months. Or you may be a passive job seeker, working in a role you don't want to change or are too reluctant to push through a transition Interestingly, the second category is viewed as "prize worthy", blessed with the halo of being more valued by the current employer, and hence assumed to be far less aggressive on job sites and LinkedIn. Here are some guidelines that you could follow to better your chances of getting that dream job. Designing your profile: Writing CVs is the norm. The difference lies in where you make it available and how it can attract recruiters. Include key words relevant to the profile you are applying for, and a few broad categories as well. Recruiters google key words such as "database ad-

ministrator" to find resumes. But once such key words lead them to your CV, they would want to refine their search for key areas for alignment. So, for instance, if the role needs you to deliver client-facing responsibilities, include them on your CV. Balance between "broad tags" and "fine-tuned" ones. Defining your target role: You may have many capabilities. But depending on what you want your next role to be, chose the right ones for you. Rithika Kumar, painter and founder of Pyjama Party, an outfit selling exclusive and customised hand-painted home decor, is one such example. "Pyjama Party started as self expression" says Kumar, "it is something I enjoy and love doing and am emotionally invested in." But is being emotionally attached to something you love enough? "The key is to keep at it and experiment," she suggests. Practice only improves your chances of getting better. "Every time you're done with an order you should feel like its a little part of you. "It grew to something bigger in my life, my passion. It was a stress buster, a mood lifter," she says adding that nail art taught her how to read each individual's unique personality and express it through paint. Art is happiness, it colours one's life and soul. "When you know that you've made a woman more confident by painting her nails it inspires you. The smile that you see on your client's face when she can't stop adoring her nails is priceless," Kastiya exclaims. One however, needs to keep up to date with the various designs and new methods. "If you fail to do so, people may turn to other things and you're bound to die in this industry," she warns. For Stefan Fernandes, founder,

"When you do something you love, the element of boredom will never arise," he quips. Fernandes was blown away the moment he saw the work done by one of the artist at a shoe painting workshop conducted at a college fest in Goa. "I never had any training as such but I wanted to do something unique and creative, so I started with simple designs for myself and a few friends," he says. Soon this part time passion turned into a possiblecareer when he created Shoe-U. "First, I thought of a catchy name and a tag line then I made my page of Facebook and soon orders started to flow in." he says. However, the reward of following one's passion takes time. "It's never too certain, the pay solely depends on the orders," says Fernandes. Tattoo artist Al Alva, founder, Als Tattoo Studio, which offers tattoo body art, believes that pay prospects in any career depends upon the clients and also on one's own experience. "People prefer going to artists that are more experienced as it is a safer bet and

"If you are content you will do a good job which will lead you to becoming a brand that the world is ready to pay any amount for," observes Alva. Alva's romance with tattooing started when he was a kid. He used to watch artist inking into other people's skin and "that's when I got the idea and tried experimenting with a guitar string on my brother," he laughs. His mother however, didn't approve of it as she believed that people who have a lot of money and prefer not working become tattoo artists. Jamming needles into other people's skins is not a joke. "I realised that I needed some kind of training as I didn't want to damage anyone's skin or tissues. So I headed to Amsterdam for professional training," he recalls. Inking someone is not like paint, it cannot be washed away. There's no erasing or using a new page. "A tattoo artist needs to have a steady hand to get the design right and it is a big commitment, so it's always better to give your own inputs and suggestions so you're comfortable with it," suggests Alva.

Pune, Sep 19: Taxi hailing platform Uber is expanding its partnership with SafetiPin, a map-based mobile safety app, to reach up to 50 cities globally, including Bengaluru, Mumbai, Gurgaon and Noida. Earlier this year, Uber had partnered SafetiPin to run a pilot to generate safety scores for various locations in Delhi. The pilot was then extended to other global markets, including Colombia, Kenya. "Uber is unveiling a global partnership with SafetiPin that will expand its reach to up to 50 cities, including cities in Africa, South America and Asia," Uber said in a statement. This new partnership begins September 21, with Bengaluru, Mumbai, Gurgaon and Noida, it added. Uber said the pilots in Delhi and the other two cities were ongoing but did not share any details. Adding to the ever-growing list of Assamese film productions in recent times, a group of newcomers have produced an Assamese action-thriller movie, titled 'Hari Om'. The film is now in its post-production stage. The film's story revolves around two friends, and how one of them turns into a dangerous fighting machine. His martial skill places him in position to experience opportunities and sacrifices. According to the producers, the devastating action sequences in the film are to watch out for. The key roles have been essayed by Bhaskar Ranjan, Prince, Trishna Kurmi, Debashree Gogoi, Bichitra Borgohain, Reev Batsalya, Sourav Baruah, Mukut Deka, Babu, Smrity Das, Kajal Sharma, Prafulla Kumar Nath, Dipankar Gogoi, Ruprekha Das, Sarat Hazarika, Sadhan Ray, Rati Ray, Arup Nath, Syon Hazarika, among others. The film has three songs, one of which is in Hindi. 'Hari Om's trailer has already been released on social networking sites. The film will hit theatres this year.

World Cup chess: Sethuraman crashes out Baku: Indian Grandmaster S P Sethuraman crashed out of the World Cup of chess after a draw with Azerbaijani superstar Shakhriyar Mamedyarov in the second game of the third round in Baku. After a fine victory against compatriot Harikrishna, Sethuraman had a tall task against Mamedyarov, who is considered the local favourite in a strong field here. The Indian fought hard to no avail and had to be satisfied with a draw in a difficult circumstance in a pawn less endgame where he either faced a loss or a draw in the ensuing position. Tiger Woods is Fresh blow for FIFA! Suspends No 2 official done for 2015

Utah: Former World No 1 Tiger Woods has announced on that he underwent back surgery earlier this week and will be sidelined for the rest of this year. The 14-time major champion, who had a similar procedure on his back in March 2014, hopes to return to competition in early 2016. "This is certainly disappointing, but I'm a fighter," Woods, 39, said in a statement on his website. "I've been told I can make a full recovery, and I have no doubt that I will. This is unfortunate, but these things happen. I've been injured before and played again. It won't be any different this time." As a result of the microdiscectomy surgery, which was performed in Park City, Utah on Wednesday, Woods will not be able to compete in the PGA Tour's Oct. 15-18 Frys.com Open as he had initially planned. He also was scheduled for two unofficial events, the America's Golf Cup in Mexico and the Hero World Challenge that he hosts in the Bahamas. Woods, who turns 40 in December, last played at the Wyndham Championship in Greensboro, North Carolina, four weeks ago. Zurich: World football body FIFA put Jerome Valcke, its second-ranking official, on leave just hours after an exfootballer raised allegations he was involved in a plan to resell 2014 World Cup tickets for a lucrative profit. FIFA, which has been rocked by Swiss and US corruption investigations, said in a statement it was made aware of allegations involving Valcke and had requested a formal investigation by the FIFA ethics committee. The swift action against his second-incommand is another major blow for FIFA President Sepp Blatter as questions about corruption during his 17-year reign build. The allegations against Valcke come on top of probes by the US Department of Justice and the Swiss Attorney General's Office into corruption at FIFA after the indictment of 14 senior football officials and sports marketing executives in May. Blatter announced in June only days after the unveiling of the US indictment that he would be stepping down as president following an

election in February. Earlier, former Israeli football player Benny Alon said at a news conference in Zurich that he agreed in 2013 to pay cash to Valcke to secure plum World Cup tickets in Brazil. He said the plan was to then sell the tickets to fans at a markup and split the proceeds with Valcke. Alon said the deal fell through and he never paid the football official. Valcke 'unequivocally' denied the allegations as 'fabricated and outrageous' in a statement from his US lawyer Barry Berke. "Mr. Valcke never received or agreed to accept any money or anything else of value from Mr. Alon," the statement said. FIFA controls the rights to sell all the World Cup tickets and has sanctioned officials in the past for reselling the coveted World Cup spots at a higher price. Earlier this week US and Swiss authorities said they were expanding their corruption investigations and more arrests were expected. Neither Blatter nor Valcke face charges in either the US or Swiss investigations of FIFA. A spokesman from the

Brooklyn prosecutor's office handling the US case declined to comment on the news of Valcke's departure. FIFA's statement did not specify what allegations against Valcke needed to be investigated by the Ethics Committee. But two sources familiar with the matter said Alon's claims were the immediate cause of Valcke being placed on leave. The sources added, though, that questions over Valcke had been mounting since May and could have contributed to the decision. US prosecutors believe Valcke was involved in 2007 in bank transactions worth $10 million in which the South African government approved money to support the African diaspora in Caribbean countries. Prosecutors say the payments were aimed at winning votes for South Africa to host the 2010 World Cup. Valcke confirmed he signed off on the payments but denied any wrongdoing.
