Teacher couple injured in road accident Golaghat, Nov 20: In a road accident at Jamuguri in Golaghat today, a teacher couple sustained serious injury. The headmaster of Jamuguri Girls’ High School Jogeswer Neog, on his way to Golaghat on his motorcycle along with his wife Tankeshwari Neog who is also a headmistress, suddenly lost control and fell by the roadside. Road accident causes police-mob clash Guwahati, Nov 20: A major tension prevailed at Bhangagarh in Guwahati today in the morning hours after angry mob clashed with police following a road accident, in which one person was killed on the spot. According to eyewitnesses, one person was killed on the spot as the scooty he was riding had been hit by a speeding water tanker on GS Road at Bhangagarh area. A mob gathered at the spot and set the water tanker on fire and attacked police personnel. Mob also pelted stones at policemen. One policeman and two other persons were injured in the clash. Governor inaugurates ‘India Foreign Policy with special context to China and Tibet’ seminar The Governor of Arunachal Pradesh JP Rajkhowa inaugurated a seminar on the theme, ‘India Foreign Policy with special context to China and Tibet’, organised by Bharat Tibet Sahyog Manch (BTSM) at Rupa, West Kameng District on today. The seminar is part of ‘Tawang Tirth Yatra’ organised by the BTSM.

MODERATING PRICES OF PULSES Retail prices of pulses have softened by up to 6% in last one week and the arrival of new crops will further ease rates according to the government. Retail prices of pulses have registered declining trends as per market reports received from the states.
The government had said that over 5,366 tonnes of pulses have been offloaded in the markets so far out of a total 1.32 lakh tonnes seized from hoarders in raids conducted by the states. Pulses prices are currently ruling as high as Rs 190 per kg in the retail markets across the country as their output dipped by 2 million tones.
Monitoring Cell (PMC) in the Department of Consumer Affairs is responsible for monitoring prices of selected essential commodities. Retail and wholesale prices of 22 commodities from 75 centers are received daily from the State Civil Supplies Departments of the respective state governments.
Expressing strong anti-sentiments against Prime Minister Narendra Modi, Salil Neog and Kanchan Bora, President and General Secretary of Asom Jatiyotabadi Yuva Chaatra Parishad (AJYCP), Margherita Regional Committee alleged anti-Assamese stand against the former and added, “On May 21 2014, we submitted a memorandum to the Prime Minister of India through Sub Margherita Sub Divisional Officer (Civil) in connection with private Coal Mining firms forcing their employees to work for 12 hours instead of asking them to do their duty for 8 hours only.” After 1 year of submission of the memorandum to the Prime Minister of India, no serious step has been taken by the Central Government, said Kanchan Bora. On the other hand, private Coal Mining firms are responsible for the resultant landslides in the colliery areas of Margherita Region, Kanchan Bora added. “On 23 November 2015, to register protest against Prime Minister Narendra Modi for his anti-Assamese stand, AJYCP Margherita Regional Committee shall burn the effigy of Dibrugarh MP Rameswer Teli,” informed Salil Neog and Kanchan Bora.

4 persons arrested on rioting during rally on 5 Nov ET Correspondent Shillong Nov 20: The East Khasi Hills district police have arrested four persons who were allegedly involved in stone pelting case during the rally organised by Synjuk Ki Nongsynshar Shnong Ka Bri U Hynniewtrep (SNSBH) (an association of headmen) of Khasi and Jaintia Hills on Novermber 5 in Shillong city. Today three youths aged between 18 to 22 years were arrested from Lawsohtun locality in the outskirt of Shillong city. According to SP East Khasi Hills Mariahom Kharkhrang, these persons were arrested on alleged connection with stone pelting near Civil Hospital Junction, Shillong. The arrested were identified as Batjingshai Lyngdoh (18), Sylvester Khongji (22) and Lambok Dohling (18). Yesterday, police arrested one person from the same locality. All were forwarded to the Court with a prayer to remand them to police custody for three days, said SP. Earlier, police claimed that as many as 20 youths were involved in the incident and they were looking for more arrest in this connection.

Clause 8 of Bodo Accord might be nearing implementation Sushanta Roy Diphu, Nov 20: Rameswar Oraon, the chairperson of National Commission for Scheduled Tribe (NCST), a statutory body created by Government of India vis-àvis the welfare of the tribes of India ended his two-day Karbi Anglong tour yesterday. While talking to The Eastern Today correspondent at Diphu circuit house, Oraon said that his purpose of visit was to study the feasibility of granting schedule tribe (hills) status to the Bodo tribes’ living in Karbi Anglong. The chairperson mentioned that Assam Government had recommended to the Centre for inclusion of the Bodo’s within ST (Hills) list long back and that he is studying the ground reality before recommending Assam Government’s suggestion to the centre. It may be mentioned here that this is the inclusive demand of the Bodo Accord (clause 8) of 2003. Oraon mentioned that ‘Prevention of Atrocity against Tribes’ Act 1989 has been very poorly enforced in this tribal autonomous district till now which is a matter of concern, and that the Assam government and the law department needs to retrospect on the whole matter on an urgent basis, as this act can help the tribes of this region in protecting their constitutionally
granted rights. houses, common dining hall and kitchen, community toilets, anganwadi centre, playground equipment, etc. Arrangements for bank account opening, biometric enrolment, currency exchange and relief kit for each family have been made," the statement added. Saradha scam: Mitra surrenders, taken to correctional home Kolkata, Nov 20: Saradha chit fund scam accused and former West Bengal minister Madan Mitra was taken to the Alipore Correctional Home late on Thursday after he surrendered before the Additional Chief Judicial Magistrate, in compliance with a Calcutta High Court order cancelling his bail earlier in the day. Mitra, who reached the ACJM court soon to surrender after the high court division bench of Justices Nishita Mhatre and Tapash Mookherjee allowed the Central Bureau of Investigation's (CBI) plea for cancellation of the bail, was forced to wait for over seven hours till the copy of the HC order reached the lower court judge. The ACJM went through the HC order at such a late hour and allowed Mitra to surrender and directed that he be taken to the correctional home - as jails are called in the eastern state. The ACJM, however, allowed a petition moved by Mitra's lawyers that he be provided medical assistance and given the status of group one prisoner. "We have filed a surrender petition in the court of learned ACJM. He has allowed our petition for medical assistance. And as per our prayer, he has been allowed the status of A1 class prisoner," said Mitra's counsel Baisanor Chatterjee. He would again be presented before the ACJM on December 3. Mitra was arrested on December 12 last by the Central Bureau of Investigation on charges of cheating, conspiracy and criminal breach of trust in connection with the multicrore financial scandal that came to light in April 2013. After nearly 11 months, Mitra was granted bail on October 31 by a lower court. The CBI moved an appeal at the Calcutta High Court seeking cancellation of the bail, and a vacation bench placed the then minister under house confinement till disposal of the case. GTA casual staff threaten halt Darjeeling, Nov 20: Over 5,000 casual employees of the GTA on Thursday launched an agitation demanding immediate regularisation of their jobs with a poster campaign and threatened to bring the hill body to a halt. The agitation has come when over 500 voluntary teachers are seeking regularisation of their jobs, their protest hampering classes in several educational institutions in the hills. Deepak Sharma, the spokesman for the Jamukti Asthai Karmachari Sangathan, which is affiliated to the Gorkha Janmukti Morcha, said: "Calcutta High Court had issued a directive to the state government on May 14 to convene a meeting with representatives of the GTA within four months to decide how it would set in motion the process of absorbing the casual employees. However, instead
of starting the process, the government filed an appeal against this directive in the high court in August." The casual employees, who are the workforce of the GTA, said their patience was running out. "We have decided to launch an agi-
tation. From today, we started plastering posters across the hills demanding job regularisation. In the days to come, we will intensify our agitation and will not hesitate to bring the GTA to a grinding halt," said Sharma. The

High Court takes stand against Raj Bhawan official Shillong, Nov 20: In a latest turn of events in the sual post row, the High Court of Meghalaya has taken exception to the non-appearance of Principal Secretary to Governor MS Rao on Thursday . Instead of appearing in the court, Rao had sent a letter to Additional Advocate General expressing his inability to appear before the Court. The Full Bench of the High Court later in its order said that though Governor is exempted from appearing in the Court , the same protection is not available to the Secretary to the Governor. The court's directive came while hearing a PIL filed by RTI activist Agnes Kharshiing, seeking disqualification of members of the Legislative Assembly who are also members of the autonomous district councils in the state. Bomb attack decried Imphal, Nov 20: The Zeliangrong Baudi, Manipur has strongly condemned the bomb attack at the residence of Asiho Kamei at Mahabali Kabui village on the night of Nov 11. The impact of the bomb damaged many furniture and caused injury to Asiho Kamei's head, said ZB in a statement. The family of Asiho has been living in Mahabali peacefully for many years and there was no warning or threat from any quarter. Recovery of Indian fake currency, 3 youths arrested in Raishyabari Agartala, Nov 20 : Police arrested three tribal youths with Indian fake currency and Bangladeshi currency from their procession during a regular vehicle search operation at Raishyabari under Dhalai district on Thursday. Police said, a contingent of police led Inspector Kishore Uchai, Officer-in-Charge of Raishyabari police station started checking of vehicles at Narikel Bagan, tri-junction area under Raishyabari. During the checking of the vehicles, police detained three suspected tribal youths Amar Subha Chakma(35), Santi Kr. Chakma (24) and Sashan Kr. Reang (27) from a vehicle and recovered Rs.7500 of Indian fake Currency and 9,000/ - Bangladehi Taka from their possession. Fake and Bangladeshi currencies were seized and all three youths were arrested, said police adding that investigation is going on to track the sources of fake Indian currency in bordering Raishyabari area. CCTV showed Abaaoud, who was killed in a police raid on an apartment on Wednesday, at a station near where police found a Seat car that was used in the coordinated wave of attacks last Friday that killed 129 people. The black Seat found in Montreuil was one of three cars discovered after the massacres and investigators believe one of three "commando" teams of attackers used it to attack several bars and restaurants. Paris prosecutor Francois Molins said this week that the three cars, including a Polo and a Clio, arrived in convoy from Belgium on the
eve of the attacks. The cars were all rented by the brothers Brahim and Salah Abdeslam, who lived in Belgium. Brahim blew himself up outside a bar in the bustling Boulevard Voltaire, while police are still hunting his sibling. Rise in mortality rate of mating turtles along the coastal water surface led to the clamping of the prohibition as the gill nets used by the trawls prove to be the cause of death for breeding turtles. The mute species, accorded as Schedule 1 animal under Wildlife Protection Act for its highly threatened status, get entangled in the nets for and die of asphyxiation. US house approves bill to curb entry of Syrian, Iraqi refugees
London, Nov. 20: US House of Representatives has approved a bill that seeks to block Syrian and Iraqi refugees from entering the US, in a major setback to the refugee policy of the Obama administration. With almost unanimous support from Republicans and 47 Democrats voting in favor, the House approved by 289 votes to 137 the American Security Against Foreign Enemies Act, which would require the secretary of homeland security, the FBI director and the director of national intelligence to
each certify that a refugee was not a threat to national security before they were admitted to the country, reported. The White House had earlier said that US President Barack Obama will veto the legislation if it is also passed by the Senate. However, if this margin in the House was repeated in both chambers of Congress following a presidential veto, Congress could override such a veto. The measure is unlikely to receive a vote in the Senate because of the 60-vote super-majority needed to consider a bill under Senate rules. (ANI)

Myanmar forms committee to implement truce Nay Pyi Taw, Nov 20 : Myanmar has formed a union-level Joint Ceasefire Monitoring Committee (JCMC) in order to implement the Nationwide Ceasefire Accord (NCA) signed by the government and eight ethnic armed groups on October 15, an official report said today.The JCMC, led by Lt-General Yar Pyae, was established with 10 representatives each from the government and eight ethnic armed groups as well as six civilian representatives; Xinhua quoted the government's Union Peace Making Work Committee (UPWC) as saying.As part of the peace process, Myanmar is also trying to form a trilateral Union Peace Dialogue Joint Committee (UPDJC) with 16 representatives each from the government, ethnic armed groups and political parties to start drafting a
framework for holding dialogue.Drafting of the dialogue framework is expected to start before December 14 according to the timeline of the ceasefire term already stipulated and the formal dialogue is also expected to start before January 14, 2016 after the political dialogue framework is signed to lay foundation of the peace process for the new government. The unfinished peace process includes bringing in seven non-ceasefire-signatory groups to complete the signing .Myanmar government and eight ethnic armed groups out of 15 signed NCA on October 15, agreeing on some postceasefire steps for adherence by both sides .The two sides were set to draw up a political framework within 60 days after the formal NCA signing and start a political dialogue within 90 days. Double entry strategy for Northeast Menace of black money Significant steps taken to check corruption While a problem like poverty affects those who are poor, unemployment affects those who are unemployed, alcoholism and drug abuse affect those who consume them, black money is a problem which does not affect those who have black money but it affects the common man in society. Prime Minister Narendra Modi and his government have taken significant steps to check corruption and the menace of black money in a short span of time. India is currently in a crucial phase of nation building, and for the mission to build a prosperous India to be successful it is essential to fight relentlessly against corruption and the government has to be unsparing in punishing the corrupt. Modi hoped that the partnership between Stolen Asset Recovery Initiative (StAR) and Interpol will help in confiscation and recovery of stolen assets. In terms of the government's recent steps to curb systemic corruption, auction of coal blocks and FM Radio spectrum thereby eliminating the discretion element in national resources' allocation have been cited. It has also generated substantial revenue for the government which will benefit the people if utilized in their true spirit. Also according to Modi, the Government's recent initiatives have brought transparency in the system and restored people's faith in government. And that the Centre is committed to implementing a uniform global standard on automatic exchange of information on a fully reciprocal basis to check black money. He additionally stressed upon the need to further deepen co-operation between Indian investigating agencies and Interpol. Over the past 50 years, the government has at various times announced several schemes offering opportunities to bring black money overboard. But the main drawback in these schemes is that they touch the problem of black money already created but they do not go into the root cause of generation of black money and that is why a person is prepared to take the risk of keeping black money despite so many problems. Unless this problem is tackled, the menace of black money will continue to increase. It has been suggested that the problem of black money and parallel economy can be contained by reducing taxes in some areas, giving incentives for voluntary disclosure of income, overhauling the economic intelligence unit, curbing administrative corruption at various levels, exempting tax op money spent on house construction, doing away with control policies, and so forth. Isolated attempts may not yield much but a package of mutually reinforcing measures, along with a strong political will and the commitment of political elite may prove to be successful to a large extent.
7th Pay Commission recommendations Big bonanza to Central govt employees and pensioners In a big bonanza to central government employees and pensioners, a 23.55 percent hike in salary, allowances and pension involving an additional burden of Rs 1.02 lakh crore has been recommended for central government employees and pensioners by the 7th Pay Commission which more than doubled the entry and top level pay while favouring a virtual OROP for civilians. The recommendations that will benefit 47 lakh central government employees and 52 lakh pensioners, will impact the Central Budget by Rs 73,650 crore and the Railway Budget by Rs 28,450 crore. The panel recommended a 14.27 percent increase in basic pay, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 percent hike which the government doubled while implementing it in 2008. The entry level pay has been recommended to be raised to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000. For the Secretaries it has been fixed at Rs 2.25 lakh as against Rs 80,000 currently. In a significant recommendation, the report favoured introduction of a health insurance scheme for staff and pensioners and doubling the gratuity ceiling to Rs 20 lakh. The award of the pay panel will also benefit staff of autonomous bodies, universities and public sector units; the impact of the recommendations would be an increase of 0.65 percent on expenditure on salaries to GDP compared to 0.77 percent in the 6th Pay Commission. As per the report in percentage terms, the overall increase in pay and allowance and pensions over the business-as-usual scenario will be 23.55 percent. Within this, the increase in pay will be 16 percent, in allowances 63 percent and in pension it would be 24 percent. The total salary and pension bill of the central Government, which will also include railway employees, will go up from estimated Rs 4.33 lakh crore to Rs 5.35 lakh crore during 2016-17. The panel has suggested abolition of the pay band and the grade pay, though it retained the annual increment of 3 percent. It has also recommended a fitment factor of 2.57 which will be applied uniformly to all employees. Based on current trends, the total expenditure on pay and allowances during 2016-17 will go up to Rs 283,400 crore, reflecting a 16 percent increase of Rs 39,100 crore over the current scales. Expenditure on HRA is likely to go up to Rs 29,600 crore from Rs 12,400 crore and on allowances by about Rs 29,300 crore. On pensions, the outgo will be Rs 176,300 crore, reflecting an increase of Rs 33,700 crore, most of it on account of OROP. Without calling it one-rank-one-pension (OROP), the Pay Commission recommended a revised pension formulation for the central government employees, including para-military personnel as well as for defence staff who have retired before January 1, 2016. The formulation will bring parity between past pensioners and current retirees for the same length of service in the pay scale at the time of retirement.
Subir Bhaumik India seems to be going for a double option to access its remote northeast by sea. The 262,380 sq kms region made up of seven states has been landlocked since India's independence and multiple options to access it seems a good idea. India's relations with Bangladesh and Myanmar are better than before and Delhi is using that to develop both the options to access the Northeast. The more preferred option is to use Bangladesh's Chittagong port, then take the goods up the Meghna river to Asuganj land port, from where it is just 50 kms to Tripura's capital Agartala by road. Through Tripura, Assam and Meghalaya can be easily accessed. Tripura has already started bringing in foodgrains using this route after it successfully transported heavy equipment for its 720MW Palatana gasfired power project. The second option India is seeking to develop is the one using Sittwe port in the Rakhine state of Myanmar and then take cargo to the border of Mizoram using the Kaladan river. After that Mizoram and other states like Manipur can be reached using the land routes. The Kaladan project was designed to provide an alternate access route to the northeastern States through Mizoram at a time when Bangladesh was ruled by the Khaleda Zia led BNP government. The Zia government was not only sheltering northeast Indian insurgents , but it was less than enthusiastic about providing India use its ports and territory to access the Northeast. In fact, Zia's opposition forced India drop the
natural gas pipeline project to connect the Arakan gas fields in Myanmar to markets in mainland India through Bangladesh. Now Bangladesh rues the missed opportunity because it does not have enough gas for power generation and many of its experts feel the Arakan-India pipeline through Bangladesh would have now allowed Bangladesh to draw on Arakan gas as much as India. In March 2009, the Ministry of External Affairs appointed a consultant for port development project at Sittwe following a framework agreement between India and Myanmar in April 2008 to develop Sittwe port on the mouth of the Kaladan river as an alternative IWT (inland
to facilitate transportation of goods along the stretch. The second component involves upgrading the highway from Paletwa to Myeikwa near the Indo-Myanmar border in Mizoram covering a distance of 125 km. The entire stretch will be within the Myanmar territory. The third component envisages construction of a 100-km long road from the border to Lawngtlai in Mizoram, which is located on the National Highway 54. The construction at Sittwe started in December 2010. More than 80 percent of the construction work has been completed The original time schedule for completion was June 2013, which was extended till June 2014 due

While many may doubt the spending on the Kaladan project if India gets to use the Chittagong-Asuganj corridor, the Modi government is unwilling to put all its eggs in one basket. A long tenure for the Awami League has led to a splendid bilateral climate , but that could nosedive with a regime change in Dhaka. That does not look likely immediately but good planning is always long-term . Myanmar is likely to provide for greater policy continuity because its military , that will remain powerful for a long time, is seeking to balance its over dependence on China. Since the Chinese have started operating the Kyauk Pyu port and the oil-gas pipeline that links it to Yunnan, the generals in Nay Pyi Taw see an Indian presence at Sittwe as a balancing act on the Arakan coast. For India, the Kaladan route is the second sealand access to Northeast from the Indian mainland after Chittagong-Asuganj. Not only does both routes help India reduce its dependence on the tenuous Siliguri corridor , sea transport is sure to bring down costs once the necessary logistics is in place. The good news for Northeast is that Bangladesh is no longer going to depend
on Chittagong alone . It has successfully negotiated with Japan for the construction of a modern deep sea port at Matabarhi , barely 2530 kms south of Chittagong . Work on this deep sea project will start beginning 2016. Once completed, this port in tandem with Chittagong will help India transport more goods to northeast India. The good news is Bangladesh has not dropped the Chinese proposal for a deep sea port at Sonadia near Chittagong. It is not happening now because Bangladesh has issues with rates of interest on Chinese funding and because China wants to use its own labour for such prestigious projects which Bangladesh is obviously unwilling to allow. But to keep the Sonadia project on the anvil is a good idea because Bangladesh's exports and imports are both rising sharply as the economy is expected to grow at 6 percent plus annually. So at some point, if it allows comprehensive transit to India for accessing the northeast, Bangladesh may need a second deep sea port anyway. China always believes in creating multiple land-sea access. For example, for reaching the Bay of Bengal through Kyauk Pyu in Myanmar has not prevented it from seeking another option at
Sonadia in Bangladesh. If relations with India improves, I have it on authority from top Yunnan officials that China would look at Kolkata as a third option to open to Bay of Bengal. That is why they remain so committed to the KolkataKunming Forum and the dialogue process that goes with it. All this is because the Chinese believe in dynamic planning - they know exports and imports grow, so port handling capacity must be upgraded all the time to keep pace with demand. By looking at a double option - ChittagongAsuganj and Kaladan to access the Northeast, the Modi government has done the right thing by deciding to expedite the Kaladan project even as Bangladesh seems ready to allow transit through its ports. d e What Is Forcing 80% Of The Workers From This Village In U.P. To Leave Their Homes?
DIBRUGARH, SATURDAY, NOVEMBER 21
Khabar Lahariya District Banda, Block Mahua, Pithaurabad. In this village, about 80% of the residents have either left or are planning to leave. They are going away to find work. People say that the Pradhan is finishing up five years, and to this day, she has not given them any work through MGNREGA. "Our job card has remained empty throughout these five years. If we ask for work, she stalls and says, there is no work that you'd like to do." Shamim and Fakruddin say that they go to Delhi, Punjab, Agra and Haryana to earn money - sometimes they are gone for up to four months. This is not a shocking amount of time to be gone, however; in this area, people often go away for a whole year. They go to do a variety of daily wage labour, but most often, they find informal employment in the
brick kilns of Punjab (sometimes also in Delhi and Haryana). These kilns run the whole year, with the exception of the monsoon season during which they have to shut down. This is when labourers get to return home. You may have heard about the horrible, often backbreaking conditions these workers face through a recent campaign to free Pakistan's bonded labourers that went viral. Migrant workers are often made bonded labourers - bandhak - on the basis of advance payments that then become debts that obligate them to work endlessly. The advance payment is impossible to turn down. The labourers have to make a choice between the whole family starving or being burdened by a debt that is near-impossible to pay off. However, in U.P., daily wage labourers, who mostly work in agriculture, don't even get the choice of being in debt in serially drought-struck
Bundelkhand, no crops grow. Even when the farmers make the effort to sow the crop, there is nothing to harvest. So there is no work to be found. "We don't earn anything in Uttar Pradesh - our children go hungry if we work here. We don't even have a single biswa of land [that we could earn money from]! If we had any income here, we would give up the one roti we get when we work outside, to have half a roti in our home, our village, with our families." The dry earth and uncaring administration of Bundelkhand grudge them that half-roti. So Shamim and Fakruddin have become migrant labourers. Migrant workers are largely not aware of the legislation drafted to protect them - the Inter-State Migrant Workmen Act, 1979. Indeed, most of them are from communities and regions which are rarely approached by administrators - so how
would they? The Pradhan of Pithaurabad is a woman named Rukmin; but it's her husband, Neeraj, who talks to us. He tells us that 80% of the villagers have migrated this year because of the drought. No work has happened in the village since the election started. For the past two months, if not more, all able-bodied labourers have been heading out of the village with their families. He argues that it's not like work is not available - the labourers could work on the construction of the vil-
lage pond, or the medbandis around people's fields. "Labourers support their families through daily wages, but the administration sends their compensation too late. That is why they go outside to work - they can't wait for their wages to come. Otherwise, the village has a budget of 80,000 for daily wage labour that needs to be done." Amna, Khatun and Hamidan, however, tell us that in this village, there's no work for poor daily wage labourers. Nor do the benefits of govern-
The Sikhs Continue To Be Oppressed, But Is Khalistan The Solution To Counter This? Nikita Azad In September this year, Akal Takht, the highest temporal authority of Sikhs pardoned Dera Sirsa Head, Gurmeet Ram Rahim for the 2007 blasphemy case. In 2007, he had imitated the tenth Guru of Sikhs, Guru Gobind Singh Ji, in attire, and had copied a practice of baptising Sikhs, for his own followers. As soon as Akal Takht gave its decision to exonerate the Dera head, it evoked a series of protests from a majority of the Sikh section, including radicals and moderate Sikhs. During this time, pages of the religious scripture of Sikhs, Guru Granth Sahib, were torn in different places and it augmented the already hurt sentiments of Sikhs. Following the unprecedented discontent of the people, Akal Takht revoked its decision to pardon the Dera chief, but the tense atmosphere continued to prevail. Also, two Sikhs were shot dead, a number of Sikhs injured, and brutally lathi charged by police during a mass protest against the sacrilege. These incidents, and the long-standing demand for releasing Sikh political prisoners vested in the ongoing 302 days long hunger strike of Bapu Surat Singh Khalsa seem to converge. Along with it, the understanding of suppressed religious minorities found platform and a condition to get addressed in the mass meeting of all Sikh organizations, known as Sarbat Khalsa. On November 10, Sikh organizations gathered in lakhs, in a village near Taran Taran, Amritsar to challenge authoritarian leaders who represented Akal Takht, and chose Jagtar Singh Hawara as the supreme religious leader of Sikhs, and Jathedar of Akal Takht. Jathedar Hawara is convicted of the murder of Beant Singh, who was the Chief Minister of Punjab during the Sikh Genocide of 1984. He is undergoing imprisonment until death, and while still sitting behind
bars, Sikh organizations have made him a religious hero. The same day, these outfits filed a petition to the Obama Administration to release Jathedar Hawara from India. This step has given a new turn to the movement, with conflicts among the Sikh organizations themselves, whereby Shiromani Akali Dal has rejected all the resolutions passed in the meeting. Voices of making Khalistan, a separate state for the Sikhs were also heard at the site of the protest. Many posters and flags were hurled in the air which read 'Khalistan'. A movement which was initiated with a calculated pardon and sacrilege of the holy book has reached the demand for a separate state. In the meeting, the resolution was passed that the movement will continue until a Sikh state is won, but did not consciously use the name 'Khalistan'. A Separate Identity There is no denying the fact that Sikhs faced and continue to face oppression as a religious minority in the nation, and the horrors of 1984 are still burning, not only their minds, but in the minds of many others. Sikhs have always considered themselves as having a separate, independent identity, initially as a reaction to continuous oppression by Mughal emperors, later as reaction to the Brahamanical In-
dian state. The term oppression is quite comprehensive in the light of present day's capitalist nation-states, whereby along with class oppression, other forms of oppression like gender, caste, language, and religion prevail, proliferat-
ing isolated cults of resistance formed on linearity. It is in this linear, one-dimensional understanding of oppression that separatist voices of Punjab are burgeoning. The Issues At Hand For over two months, Punjab has remained quite tense, with no predictions about the future. This unpredictability stems from the movement's disassociation with Punjab's socio-economic circumstances that need to be visited. Punjab is a home to a number of Hindu migrants who work as labourers in Punjab's fields and factories. Neither does their livelihood find a place in the movement, nor does their oppression get considered as oppression. Dalits of Punjab, who constitute 33% of the total populace lack representation in the movement entirely. Instead of a resolution calling for land reforms and land distribution among the landless, the Dalit issue is reduced to abolishing separate Gurdwaras for Dalits and Upper Castes. Interestingly, gender based oppression is not even included in the resolution! The resolution, which is hailed as one holding the flag of equality, speaks not a single word about the highly Brahaminical division between mental and physical labour. In the name of development for all, it says that small peasantry does not have
access to machinery, so machinery should be made accessible. It arrogantly refuses to dwell upon the question of ownership patterns of land and other resources, and speaks only of increasing wages of labourers. Overall, it
ment programmes like pension and ration card schemes reach them. Only when labourers migrate are they able to put together some money and feed their families. Studies on brick kilns in Punjab find that the majority of labourers are migrant workers. They're young, illiterate, landless, poor, from Dalit, Adivasi and Muslim communities, and an overwhelming majority come from states like U.P., Rajasthan, and Chhatisgarh. U.P. is a massive source of brick kiln labour - multiple studies affirm that at least 30% of labourers arrive from these parts. Most workers from UP are moulders, also known aspatheras. According to a study on the push and pull factors of migration among brick kiln workers, conducted by Gursharan Singh Kainth, patheras "are allotted a piece of land by the owner where the workers have to dig the
earth and then wet it with water to make the mud suitable for moulding process. Generally for moulding, the whole family is engaged, including young children." People don't travel alone - in Banda, and in the rest of the country, labourers are recruited by jamadars. These are agents who come looking for labour - and the whole family goes with them. It's an attractive prospect - you're allowed to take your family with you, everyone gets accommodation, and you get an advance even before you've started working. Kilns offer steady work and regular payments. 'Advance payment' is a thinly veiled term for debt, though, and accommodations are pitiful, where major health and safety hazards abound. Wages are low. Labourers, being Dalit, Muslim, and Adivasi, face discrimination and violence in the work-
place. Women workers, especially, often face sexual violence in this unfamiliar place, and child workers are often not paid. In addition, only the male adult members of the family are enrolled as employees at brick kilns - that gives them a degree of legitimacy and empowerment (although they are still working within the unorganised sector) that women and children don't get. Workers bear medical expenses themselves unsurprising in a country which shells out minimal money on public or institutionalised healthcare, but exploitative because brick kilns are a massively unsafe place to work. But it's not like the Banda migrants don't realise this. Most have been going to work in brick kilns in a few years. What is the option? Especially this year, when they are facing a drought the likes of which they have never seen before.
The Complicated Life Of An Indian Cow: 'Gai Hamari Mata Hai, Humko Kuch Nahi Aata Hai' Vikas Menghwani
badly lacks a scientific understanding of society and the state. The immediate and long standing cause of the movement is the religious oppression done by the Indian state. The reasons behind the character of the state to suppress the voices of all Dalit, Adivasi, religious minorities, and linguistic minorities are never contemplated on. The movement lacks comprehensiveness by submitting its problems to religious oppression exclusively, and isolating Sikhs from broad masses who face severe exploitation at the hands of the imperialism-government nexus. Religion v/s Religion The philosophy of Guru Nanak Dev Ji, the first Guru of Sikhs is one that vehemently opposes Brahmanism, casteism, and patriarchy, and is thus progressive. The history of Sikhism has it all, progressive philosophy, sacrifices, and detachment from ruling class ideologies. But, at the end of the day, it becomes fanatic when an institutionalized structure is given to it in the name of a religion. This standardisation of a way of life, when given a strict set of codes and procedures, hamper the development of society. From Guru Nanak to Guru Gobind, Sikhism, as a philosophy has achieved heights in ideology, as well as practice, but it started degrading later on. As soon as institutions were set up to promote the ideology, it became a religion, and absorbed casteism in its practice, just as a piece of paper absorbs water. It closed its doors for the word 'change' just like other religions. It criticised criticism, just as all other cults. From then on, it has become a religion v/s other religions, which fight for
their existence, and rejoice at the numbers which follow them. It does not provide an alternative to the oppression, rather creates another, with certain changes only in the form. As a child, I once read a quote, "In the battle of ideas, it is the common man who suffers." I prefer the word religions to ideas, and find the quote highly appropriate for the situation. Sarbat Khalsa 2015 The meetings which are going on pose a threat not only to the state, but also to their own people by diverting the questions towards a religious belief spiritually, and a separate state objectively. The youth of Punjab has resistance in its blood, which it has exhibited a number of times in its bitter fight against the state. The questions of unemployment, casteism, patriarchy, labour are on the rise among the youth. Instead of engaging them in healthy practices of finding answers, and putting up a scientific fight, their inquisitiveness is shunned in the name of religion. History shows how states have used religion as a tool of exploitation, by distinguishing between the material and the spiritual world, and thus encouraging people to forget about all questions concerning their material life. Thus, in this age of contesting ideologies, the youth needs to be more critical and vigilant than before to take a correct stand to put an end to all forms of oppression. In the end, I would like to quote a scientist of this era, Stephen Hawking, "There is a fundamental difference between religion, which is based on authority, and science, which is based on observation and reason. Science will win, because it works."
It may be obvious to many why I am writing about cows. Cows, faith, anti-faith, slaughter, rumours, hatred, violence - and many other nouns can be attached to the ongoing Cow-nama in India. I constantly get reminded of the saying we used as children all the time - Gai humari mata hai, humko kuchh nahi aata hai (trans. Cow is our mother, and we don't know anything). After recent events, I do not care about the first part of the saying at all, despite the fact that even today my household makes extra rotis everyday earmarked for cows or the memories of that certain Hindu festival when I accompanied my mother and aunts to look for cows outside for our ritualistic offerings - garlands, water, sindoor, food. What hits me hard is the latter part of the saying, humko kuchh nahi aata hai. I have come to question the peripheries of our beliefs, or wisdom - if I allow myself to be sarcastic. I drive a scooter in my hometown, an aspirational district in northern

In the event of a blanket ban on cow as well as bull slaughter - in the long term, a farmer may just stop rearing cows because he will end up having all the male calves from his cow and would not know what to do with them. Also, in the short term, well, I will have to be even more watchful when I drive around in my city or more cows will be crushed under the train I take to travel to Delhi often. Will the cattlenationalists understand this? Reality is often complicated, as in this case. But the truth is simple - humans are being killed by fellow humans, in the name of the c o w. H u m k o kuchh nahi aata hai. What must the cows be thinking? Do they know they are at the center of what can be called as a travesty of faith? And this travesty has come about through sickening political maneuvers. Scheming politicians and their rifle yielding minions, stoking people's confusing and half-baked beliefs for gains of political power. Social beliefs are invisible and can be tamed, to produce an extremely visible form of social degradation - collective violence. And the broken law and order system provides an icing on the cake. Needless to say, if the mob feared the cops, Mohammad Akhlaq may have been in jail, but still alive.
BUSINESS Banks hire detectives to snoop on defaulting corporate borrowers

Mumbai, Nov 20: Reeling under mounting bad loans, banks are increasingly hiring private detective agencies to snoop on defaulting corporate borrowers. Private detectives, banking sources said, have played a critical role by ferreting out vital information in over Rs 42,000 crore worth of loans given to seven companies in which banks have evoked strategic debt restructuring (SDR). In IDBI Bank, for instance, the private detectives are active in 235 loan accounts trying to find out whereabouts of borrowers if they are absconding and whether they have unencumbered assets so that the bank can attach them, especially in cases where the pledged securities fall short of the loan value. A senior State Bank of India official said, "Private detective agencies are used to find out unencumbered assets that the promoter may not own up. So
when the securities pledged are far lower in value than the loan, banks are hiring such agencies to ascertain what other properties the promoter may be having." A senior IDBI official said the private detectives help the bank to identify borrowers who are willfully defaulting and do not want to cooperate. "If borrowers have unencumbered property, then we ask the debt recovery tribunal to prevent the borrower from alienating the property from the default." Banks are also using the social media to track down errant borrowers. The IDBI official said, "We are using social media very actively to track down borrowers. This is done internally by the bank staff." Officials from other public sector lenders such as Bank of Baroda and Canara Bank also said that hiring private detectives is becoming a regular feature of recovery process. A senior banker

Canara Bank to raise Rs 2,400 crore by issuing tier II bonds Mumbai, Nov 20: Canara Bank recently said it will raise an additional capital of Rs 2,400 crore by issuing bonds on private placement basis to support its asset growth. The decision to raise the additional capital was taken at Board meeting of the bank recently. "The Board of the bank...has permitted to raise an additional capital of Rs 2,400 crore through issue of Basel-III compliant tier II bonds by way
of private placement", Canara Bank said in a regulatory filing. The public sector lender said the coupon rate on the bonds would be as decided by the Bond Committee of the bank. Hyderabad, Nov 20: Jubilant Food Works, which operates Domino's Pizza chain, has partnered with Hyderabad-based startup Zippr to use latter's coding method for delivering the orders instead of using consumers' address. With this partnership, Domino's consumers will be able to share their address during checkout on its online ordering platform, Jubilant Food Works said in a statement. The location management platform has developed an 8-character code called a 'Zippr' which replaces the four line address. Now, Domino's online customer will simply use a Zippr code while checking out after placing the order online, instead of entering a fourline address. Domino's would start Zippr ser-
vices initially for Delhi NCR users and the same would be rolled out in other cities in the next 15 days. Urad dal prices fell by 6.08% to Rs 141.28 per kg from Rs 150.43 a kg a week ago, while moong dal rates declined by 1.56% to Rs 109.45 per kg during the review period. Gram dal fell marginally to Rs 69.6 per kg from Rs 69.66 per kg a week ago, the statement said. Recently, the government had said that over 5,366 tonnes of pulses have been offloaded in the markets so far out of a total 1.32 lakh tonnes seized from hoarders in raids conducted by the states. Pulses prices are currently ruling as high as Rs 190 per kg in the retail markets across the country as their output dipped by 2 million tonnes in the 2014-15 crop year on poor and untimely rains. According to the Con-
sumer Affairs Ministry data, the maximum price of tur dal is ruling on Thursday at Rs 180 per kg, urad Rs 190 per kg, moong Rs 135 per kg, masoor Rs 110 per kg and gram Rs 85 per kg. However, the average price of tur dal is Rs 140 per kg, urad Rs 135 per kg, moong Rs 110 per kg, masoor Rs 91.67 per kg and gram Rs 70 per kg. Price Monitoring Cell (PMC) in the Department of Consumer Affairs is responsible for monitoring prices of selected essential commodities. Retail and wholesale prices of 22 commodities from 75 centers are received daily from the State Civil Supplies Departments of the respective state governments. Pulses prices had crossed Rs 200 per kg in the retail markets, but the rates have now softened to some extent. To boost domestic supply and check prices, the government has taken several steps including sale of imported pulses at cheaper rate, imposition of stock-holding limits, dehoarding operations and creation of buffer stocks. More importantly, it' also putting the supercomputer chip into some desktops. PCWorld reported that Intel is putting the mind-boggling 72core chip into a "limited number of workstations" for release early 2016. Once the 2nd generation Xeon Phi chip (as it is officially named) takes off, the company hopes PC makers will join hands to sell more of the desktops. One major feature that makes the Xeon Phi different is that it puts all 72 cores onto a single segment of silicon. A good 16GB of MCDRAM (Multi-Chan-
nel DRAM) is added onto the end PCI-E card at launch, suggesting that Intel may even have higher capacities available in the future. ANI New Delhi: The BCCI has not yet ruled out Chennai as a venue for next year's World Twenty20 tournament despite the Tamil Nadu Cricket Association (TNCA) failing to meet the deadline to get clearances for the three stands at the MA Chidambaram stadium. Confirming the news, BCCI's honorary secretary Anurag Thakur was quoted as saying, "We have not ruled out Chennai. There are certain limitations also. You can't play Sri Lanka there. The three stands are not complete. You can't keep the Indian fans away from the matches. Many things have to be considered before allocating the venues. There is no new course of action. We'll send the details to the ICC. They will approve it, then the fixtures will be released." The three stands of the Chennai stadium have remained locked for the last two years. Reflecting their views on the matter, TNCA secretary Kasi Viswanathan said that they cannot give a completion certificate unless they don't get clearance from the government. Viswanathan also revealed that TNCA has responded to the ICC questionnaire asking for the capacity of the stadium and commitments for sponsors.

The inaugural day match between Jorhat and Golaghat district started with a good start as both the teams equally pressurized each other but in the third minute of the first half Jorhat boys managed to draw the first blood where score was 1-0 which had continued till the 26th minute of the second half when Golaghat boys managed to equalized goal 1-1, till the 90th minute. The referee called both the teams for tie breaker trail as Golaghat boys score four and left Jorhat for one living the score to 4-1.
Laxman Sarma Digboi Nov 20 : Kolkata’s Shankar Das and Noida’s Gaurav Pratap Singh stormed into the joint lead in round three of the Rs. 30 lakh IndianOil Servo Masters Golf 2015 being played at the historic Digboi Golf Links at Digboi inAssam. Das and Singh posted scores of six-under-66 and five-under-67 respectively to take their three-day tally to 13-under-203 while Mukesh Kumar of Mhow, the overnight leader, slipped to third place at 12-under204 after his third round of 70. Shankar Das (66-71-66), who started the day in tied fifth, three off the lead, had a quiet first seven holes as he made pars all through. However, the two-time winner at Digboi, started turning on the heat with some top-class chip-putt birdies on the seventh and ninth.
Shankar then followed up a couple of accurate wedge shots with seven-feet conversions to add two more birdies on the 11th and 12th. The eagle-two on the par-4 14th was the highlight of Das’ round. He drove the green on the 14th before sinking an eight-footer. Shankar, the 2010 and 2011 IndianOil Servo Masters champion, thus came up with the day’s best score to end up on top of the leaderboard and raise hopes of his third win in Digboi. “I’ve been hitting it close through the week but the putts rolled in for me today. I had hit it even closer in round two but the putts were not falling. I missed as many as 13 putts in round two. The 14th has been my lucky hole so far. I birdied the 14th on the first two days and made an eagle today. It’s just one of those holes where I know I will score
more often than not,” Shankar said. The 31-year-old, reigning Rolex Ranking champion, added, “I was pleased to go bogey-free today. This gives me a solid platform for the final day. I know this course well and will focus on putting up a good number in round four rather than think-
