Illegal sawmill seized Diphu, Nov 21: Officers and staff of Northern Forest Range, Bakulia conducting a surprise raid in Beltola locality of Hojai forest division seized one illegal sawmill yesterday during the wee hours. Departmental sources have informed that timber smugglers of Nagaon district marauding the Kludung, Borlangphar, Manja reserve forests of Karbi Anglong feed illegal saw mills established in Zinda Bazaar, Choudhuri Bazaar, Chitol Mari, Beltola with local authority of Hojai not bothered to intervene. The seized sawmill was established just 8 kilometers away from the inter-district border of Karbi Anglong for easy transportation of illegal timber. Air India flight encounters technical snag Tezpur, Nov 21: An Air India flight bearing number AI 9738 Tezpur to Kolkata via Silchar had to be grounded for one and half hours following a technical snag encountered during take off at Tezpur Salonibari Airport today in the morning, an Air India source said. The Air India office Guwahati sources said that due to technical snag, the flight had to be delayed for one and half hours at Tezpur airport. Golaghat, Nov 21: Due to alleged negligence of authorities with regard to conservation of the biodiversity of Nambor Reserve Forest, the people residing near the Forest often find themselves exposed to the terror of wild elephants. Recently, a herd of elephants has come out of the Forest in search of food and has started damaging crops. The local people in the Greater area are in a state of panic. This herd has also at times disrupted traffic on NH39. The people living in Rangajan, Thuramukh, Murfuloni, Bokial, Ponka, Kathoni areas are mostly dependent on agriculture and now it is the peak time of harvest. However, they are now reeling under deep insecurity over the attacks of wild Elephants. (Correspondent)

Retired Indian Air Force (IAF) Group Captain Mohonto Pangin has been giving new designs and shapes to cloth products, including traditional dresses, eying India’s huge readymade market. Pangin, after serving in the IAF for 25 years and retiring in 2014, ventured into the setting up of the state’s first mechanised loom here in June 2015 with machines procured from the Ahmedabad-based Lakshmi Textiles and plans to gives wings to local products and to create a market for them across India. China, India agree to actively exchange intel on terror groups Agencies Beijing, Nov 21: In a major boost to bilateral security cooperation, China and India Saturday agreed to actively exchange intelligence on terror groups and their activities through a dedicated communication channel. A comprehensive joint statement issued after talks between Home Minister Rajnath Singh and top Chinese leaders and security officials said, "both sides agreed to enhance cooperation in combating international terrorism through exchanging information on terrorist activities, terrorist groups and their linkages." China and India also agreed to "coordinate positions on anti-terrorism endeavours at regional and multilateral levels and supporting each other" and promote "exchanges by groups of counter-terrorism experts to discuss counter-terrorism cooperation," the statement said. Such a cooperation would provide a major
boost to the security cooperation between the two countries to share intelligence and analyse operations on regional and international terror groups and it would be of great value. Besides cross border terror networks, which in India's and China's case are operated through Pakistan and Afghanistan, such a cooperation would be of great value to India specially in cracking down on various militant groups in India's northeastern states, officials said. The terror groups thrived with patronage of China and Myanmar in the past. While Singh and the Indian officials were tight lipped about the fallout of close anti-terror cooperation on militant networks of North East groups, sources said the new deepening of Sino-India security cooperation will have significant positive impact on India's terrorism related challenges. The joint statement also referred to the formation of
the new security mechanism headed by the two Home Ministers which will meet every two years to review security issues between the two countries and the formation of an official committee headed by a Joint Secretary and Director General-level official to conduct an annual review. "This mechanism will be held once a year, alternately in Beijing and New Delhi. The Ministry of Public Security of China will send a Director General-level delegation to India and hold the first Director General-level annual meeting in 2016," the statement said. Significantly, the joint statement was released today coinciding with the meeting between Prime Minister Narendra Modi and his Chinese counterpart Li Keqiang in Kuala Lumpur on the sidelines of the ASEAN Summit. Modi thanked Li for a very fruitful outcome of Singh's talks here with Chinese officials in the last three days.
Kohora (Assam), Nov 21 (ANI): Two poachers were killed in an encounter with forest guards and the Special Task Force (STF) in the Kohora area of the Kaziranga National Park on Friday. The Kaziranga National Park is the world’s biggest reserve for the endangered great one-horned rhinoceros. The thick-skinned, one-horned Indian rhinoceros is one of the five surviving rhino species in the world. Forest guards had received prior information that a group of poachers would
try to enter the national park through National Highway37. They noticed a group of five men entering the park in the wee hours of Friday soon after which the exchange of gunfire began. Assistant Conservator of Forests (ACF), Kaziranga National Park, Pradipta Baruah, said all the nearby camps in the park had been asked to maintain extra vigil. 2 Indian youths who fled home to join IS deported from Turkey Agencies New Delhi, Nov 21: As the world mourns the victims of the deadly Paris attacks, carried out by a secret cell of the notorious Islamic State (IS) terrorist group, Turkey has deported two Indian youths who had fled from their homes to join the IS. Both the youths, who are in their 20s and hail from Tamil Nadu, had tried to get in touch with the Islamic State militants a fortnight ago from Turkey.They are currently being interrogated by the Indian intelligence agencies. According to reports, one
of the boys is a BCom graduate while the other is school dropout. Both had boarded a flight to Dubai from Bengaluru in August and then they went to Turkey from where they were hoping to contact the IS. Security officials in Turkey had picked them up a forthnight ago for “suspicious movements” and after which they were deported to India. They have revealed to the Indian security officials that they were inspired to join the IS and had searched for information about the group on the internet.

lighting about the Pentavalent Vaccine informed that the new vaccine contains Haemophilus Influenza Type-B (Hib) Vaccine in addition to the Diphteria, Pertusis, Tetanus and Hepatitis-B Vaccines and it is already administered under the ongoing Universal Immunization Programme. The new vaccine has the advantage of vaccination against five diseases in one prick of injection whereas under the ongoing Universal Immunization Programme the children
were vaccinated against four diseases in two pricks. So, it has the advantage of less pain but more protection, he added. He further informed that the Hib (bacteria) was first discovered in the year 1892 during Influenza Epidemic. This bacteria can cause Pneumonia due to which 63,000 children die every year in the world and approximately 4 lac children are hospitalised. Studies also showed that 23-73% of Bacterial Menangitis in children below one year are due to Hib which accounts for 50,000 to 60,000 cases of Menangitis every year. Out of it, 1/3rd children die and about 1/3rd suffer from crippling diseases such as deafness, paralysis and mental retardation. Pentavalent Vaccine was first introduced in the year 2012 in the state of Tamilnadu and Kerala in India. Thereafter, it was introduced in 8 other states in the year 2013 and so on and the Govt. of India is planning to cover all the states in the year 2015, informed Dr Mena in his keynote address. The Pentavalent Vaccine will be given in 6, 10 and 14 weeks of the child after being born. The Vaccine is being launched in every PHC And CHC of the district today, Dr Mena informed. (DIPRO)

Security personnel have been keeping strict vigilance at the Sangai festival venue and its surrounding areas to ensure that no unwarranted incident occurs. Kolkata, Nov 21: An unruly mob of the Trinamul Congress descended violently on CPI-M state secretary and leader of the opposition Dr Suryakanta Mishra was on Friday attacked along with a number of party activists while leading a jatha at his own Assembly constituency of Narayangarh in West Midnapore district. At least ten CPI-M workers were injured as around fifty Trinamul Congress workers tried to resist
them from leading the rally before unleashing attack on them. Party sources said that Dr Mishra fell down after being pushed by the attackers who assaulted several CPI-M marchers, including party's district secretary Tarun Roy and women activists, even as the CPI-M state secretary asked his followers to march ahead nothwithstanding any attacks. Sources said that Dr Mishra's personal
securityman rescued him and shifted him to safety, while police remained silent spectators. He was scheduled to address three rallies at Narayangarh and one at Keshiary during the day. The incident comes at a time when the state chief minister Ms Mamata Banerjee and CPI-M general secretary Mr Sitaram Yechury were sharing the same platform at Nitish Kumar's swearing-in ceremony in Patna. It appears that though both Trinamul Congress and CPI-M are opposing BJP nationally, but in Bengal the two are still bickering. Left Front chairman Biman Bose condemned the attack on Dr Mishra and said that the Trinamul Congress mounted such attacks on left jathas watching the large turnout in such jathas. The ruling party, he said, was using muscle power to silence the CPI-M and the left parties "but such efforts will never succeed", he said. While delivering speeches at Madanmohonchawk, Dr Mishra said, "The protest march continued in Narayangarh despite Trinamul's attempt of dis-
ruption. The increased mobilisation is actually increasing Trinamul's fear."The party's district secretary Mr Tarun Roy, who was also injured in the attack, said, "The Trinamul Congress is afraid that thousands of people are joining our rallies, and that's why they are attacking us." The CPI-M workers alleged that local police had arranged four civil policemen for their rally, but when the TMC workers attacked they were not seen. Dr Mishra's security persons had only rescued him from the clutches of the irate TMC men, they said. According to locals, the CPI-M's rally started as usually from their proposed place and they were greeted by the tribal women at Kotaigarh. When the rally reached at Kalitala More, the local TMC anchal sabhapati Saktipada Dey and his associates put up a blockade in front of the rally. Child abuse sensitization programme at Pakyong Gangtok, Nov 21: A function was held to observe the International Day for prevention of child abuse and violence against children at Upper Namcheypong Naibutar here today. Organized by child development center under Namcheypong Baptist church, the programme had Pakyong police station in-charge Bishal Tewari as the main resource person. Tewari made the gathering aware on various forms of child abuses like child labor, domestic or bonded beggars and sexual abuse among others. He said girls below 18 years are considered as minors and any form of sexual harassment to them will attract strict punishment. During the awareness programme, Tewari also spoke about the Protection of Children from Sexual Offences (POSCO) Act 2012 and urged the parents present to apprise their children on relevant issues. Ignorance is not an excuse and every citizen must know the law of the country and stay away from crimes like child abuse and violence, he stated. An uneasy tiara rests on Nitish Kumar's head By Vikas Khanna New Delhi, Nov 21: A huge responsibility lies on the shoulders of Nitish Kumar, who took oath as chief minister of Bihar, for the third straight term. With initial euphoria of crushing Prime Minister Narendra Modi's Bharatiya Janata Party (BJP) over, Kumar will be charting into a new territory as he is going to share power with his bitter rival-turnedfriend Lalu Prasad Yadav, who in his past avatar was seen as the fountain head of mass corruption. That Lalu's Rashtriya Janata Dal (RJD) has emerged as the single largest party in the state assembly is going to weigh heavily on the new chief minister. And it has been reflected at the swearing-in function. Kumar was forced to in-
duct both sons of Lalu in his cabinet, with one is made his deputy. But one hopes Nitish does not get bogged down and continues with his mission of providing not only a clean administration but taking one of the most backward states to new heights. The success of the government will depend largely on Lalu, who will do better not to meddle in the nitty-gritty of the day-today functioning of the government. The mandate of the just-concluded election is development, development, development. There is no doubt that the people of the state see in Nitish a visionary who has set the ball rolling by improving the law and order situation considerably. Gone are the days when mafias used to call the shots and people would dread venturing out
of their homes after dusk. Kidnapping had become an industry. A semblance of normalcy has been restored and the state has taken some baby steps to restore investors' confidence. But there is a long way to go. As per a Planning Commission report of 2012, Bihar remains the poorest state of the country. Odisha, which used to be the poorest state as per the previous data released in 2004-2005, is way better off than Bihar. The report says the percentage of people below the poverty line in Odisha has gone down from 57.2 percent in 2004-2005 to 37 percent in 2009-10, a remarkable feat. In contrast, Bihar, helped by economic reforms carried out by Nitish Kumar government, witnessed marginal fall in the percentage of population below the pov-
erty line. In the five years between 2004-2005 and 2009-2010, Bihar could uplift people below the poverty line by just one percentage. There were 53.5 percent people in Bihar who remained below the poverty line as per the last data. Of course, the figures would be quite different now since no current official data is available. But the figures suggest that the reforms have not yet percolated down the lowest strata of the society and reached the deserving. Nitish will not only have to give maximum ministerial berths to RJD but will also have to accommodate the Congress. But in doing so, he will have to ensure that criminal elements are kept away from the government. Not only that, all the three stakeholders will have combined responsi-
bility to see that the government meets the aspirations of the people. The outflux of Biharis to other states for lesser paying jobs needs to be stopped. The government will need to create facilities as well as opportunities so that the educated and uneducated youth don't have to leave their state. A huge mandate entails larger responsibility as people have high expectations. Better and accessible education, job opportunities and creation of a favourable environment to invite both domestic and foreign investment and better infrastructure and connectivity are some of the key issues that are expected of the government. The state has fared poorly in a World Bank report on "ease of doing business in Indian states". The report, which was released in September,
has ranked Bihar at 21.The report has red flagged red tape which continues to deter people from setting up establishments in the state. In fact, Modi had ridiculed the state of affairs in Bihar during his several election meetings. Ironically, Jharkhand, which was carved out of Bihar about a decade and a half ago, leapfrogged to third position. This demonstrates that all is not well and there is something perennial wrong in state policies. One also hopes that the Modi government will display maturity and release promised funds. Victory and defeat are part and parcel of elections. Once the elections are over, it should be the duty of both the federal and state governments to join hands to work for the welfare of people. The country will develop only if Bihar develops. (ANI)

New Delhi, Nov.21: A defence expert, P.K. Sehgal, has said that he is not at all surprised by the statement made by Sartaj Aziz, Pakistan Prime Minister Nawaz Sharif's Advisor on Foreign Affairs, on India's alleged involvement in creating unrest in Pakistan. Sehgal said on Saturday that sooner than later Pakistan would stand totally exposed in the most unimpeachable manner. "This statement of Sartaz Aziz should not surprise the Indian Government. Pakistan consistently has been in a denial mode. However, the decision of the U.S. Government to make available David Coleman Headley to Indian courts would bring out the evidence and connectivity of Pakistan in a major way," he added. Aziz
has said the dossiers on India's alleged involvement in Pakistan's unrest have no 'material evidence' but only narrative to protect witnesses. Aziz said the dossiers instead contained the 'pattern and narrative' of Indian involvement while testifying before the committee. He said that the dossiers have been meticulously prepared, but material evidence cannot be shared for the sake of protecting the sources. Aziz also maintained that the proofs could have only been provided to others in the narrative shape. A special TADA court had earlier made Pakistan-born American terror operative David Coleman Headley, an accused in the 26/11 Mumbai terror attack case, and asked him to appear before the court through video links on December 10. Headley, accused of conducting a special reconnaissance of targets before the Mumbai terror attack, was sentenced to 35 years' imprisonment by a US court. He had entered into a plea bargaining agreement with the US government. (ANI)
NCSC to take action against culprits on Dalit attack, says Punia New Delhi, Nov. 21: National Commission for Scheduled Castes (NCSC) chairman P.L. Punia on Saturday said the commission will take action against culprits involved in the beating up of a Dalit family for allegedly touching idols at a temple in Chitrakoot district of Uttar Pradesh. "The National Commission for Scheduled Castes has taken its cognizance and there will be probe against them," Punia told. "Whenever these kinds of incidences take place, the commission intervenes and ensures that probe is done against the culprits," he added. A Dalit couple
and their relatives were beaten up, abused and issued life threats for allegedly touching idols at a temple in Chitrakoot. The police have registered FIR against the culprits. Brussels issues Grade Four high terror alert, shuts down metro Brussels, Nov.21: Belgian capital Brussels has been placed on high terror alert in the wake of reports that it could be targeted for a "serious and imminent" terrorist attack. A statement issued by the government warned the public to avoid crowded areas. The city's metro line has also been closed. "The advice for the population is to avoid places where a lot of people come together, like shopping centres, concerts, events or public transport stations wherever possible," a spokesman for the government's crisis center, was quoted, as saying. The recommendation came after the government increased its threat scale to "level four" following a meeting of ministers, police and the security services. The government spokesman did not say what had

For Myanmar migrant workers, election results bring a ray of hope Singapore, Nov 21: In October, Mr Win Naing was one of thousands of people who spent three days outside the Myanmar embassy in Singapore waiting for his turn to cast his vote for a new government in his home country. People from all walks of life showed up to do the same. Many of them, like him, had found themselves in Singapore pursuing better paying jobs than they could find at home. Mr Win Naing left his job as a geologist in the Ministry of Mines in 1994 in search of greener pastures in Singapore. He found a job with the Land Transport Authority, testing soil conditions for the underground railway system. "I could not survive with my salary (in Myanmar). It was so difficult to cope, especially with my family," he said, explaining that another reason for his move was his children, for whom he wanted a better future through a good education. Mr Win Naing is just one example of a person from Myanmar who migrated for economic reasons. There is no accurate study on the number of Myanmar migrant workers worldwide, but in Singapore there are an estimated 200,000 Myanmar nationals working across various industries. "When we talk about migration, it depends on who we are talking about. Some are professionals that are moving out, some are labourers, some are politically persecuted," said Dr Maitrii Aung-Thwin, associate professor of Southeast Asian history at the National University of Singapore. Mr Nyein Chan, 33, is a migrant worker who found a better paying job as a sales assistant in Dubai despite previously having worked as an engineer in Yangon. Most of his siblings migrated for economic reasons too. "I don't want to leave them, I want to stay with my parents and my family but I don't have a choice. U.N. asks Vietnam and China to clarify fate of North Koreans Hanoi, Nov 21: The United Nations voiced alarm on Friday about the fate of nine North Koreans feared to have been deported from Vietnam via China back to their homeland, saying they might face torture or even execution. Forcibly sending refugees back to a country where they could suffer persecution, a practice known as "refoulement", is banned under international treaties signed by China. "We are alarmed at reports that nine North Korean nationals, including a one-year-old infant and a teenager, were arrested in Vietnam last month and subsequently transferred to China," U.N. human rights spokeswoman Ravina Shamdasani told a brief-
ing. "There are fears that they may be - or may already have been - repatriated to the Democratic People's Republic of Korea where they would be at risk of very serious human rights violations." The group were arrested in Vietnam on Oct. 22 and are thought to have been sent to the Chinese city of Shenyang, close to the North Korean border. In recent years many North Koreans have fled their country into China, traveled on to southeast Asia and then to South Korea or other countries. Chinese authorities are believed to have been escorting the nine North Koreans, Shamdasani said. "This series of events strongly suggests that the group is at imminent risk of being repa-
triated to the DPRK (North Korea) - and we are gravely concerned that they may already have been returned," she said. According to the Dawn, Aziz said, testifying before the Senate Foreign Affairs Committee, which met with Senator Nuzhat Sadiq in the chair, that the dossiers instead contained the "pattern and narrative" of Indian involvement. He said that the dossiers were "meticulously prepared" and the proofs could have only been provided to others in the narrative shape. Difference in ideas and opinions between the Indian government and ULFA has been a long history in itself. Right from the day ULFA was born, till date the ULFAs are fighting with the intention and idealogy that Assam should be a free country in itself. They are of the ideology that being a part of greater India, Assam only gets negligence and is being treated like step-child. Many a times it so happened that peace talks are held between the government and the ULFA representatives, but all in vain. And this time too, Antitalk ULFA (Independent) 'commander-in-chief' Paresh Baruah recently put forwarded his opinion that his faction might join peace talks if invited respectfully, but would maintain its stand on the core issue of sovereignty for Assam. Reacting to his one-time colleague Anup Chetia mediating for bringing him to the discussion table, Baruah said "that will depend on whether his invitation is based on principle and he is free from jail to think independently". It now seems that the ULFA have never said that they will not participate in talks. If invited with respect they will surely come. But the only thing is that they will maintain their earlier stand as they have only one core issue (sovereignty for Assam). They now cannot move away from their core issue as there are many sacrifices involved. Anup Chetia, general-secretary of the banned ULFA, who was in Bangladesh's custody for over 17 years, was extradited to India last week. His extradition is significant. Not only does it signify improving IndiaBangladesh relations but also, his return could provide a shot in the arm to the peace process in the Northeastern Indian state of Assam. Third in the outfit's hierarchy, Chetia went underground in 1979 to found ULFA. He was arrested in 1991 in Kolkata but was let off on parole. He then fled India but was arrested in Bangladesh in 1997 for illegally entering the country using a forged passport and carrying arms and foreign currencies. Chetia was sentenced to a seven-year jail term in Bangladesh. All eyes are now on Chetia's next moves. Will he join Rajkhowa and his other comrades who are part of the Assam peace process? The Bangladesh government says he asked to be sent back to India. This bodes well for his participation in talks which began in 2011 between the central government and the Rajkhowaled faction of ULFA. Chennai Cyclone Questions being raised now According to the Met department heavy rains that sank Chennai city in 24 hours was the highest rainfall in the last 10 years. Chennai had 246.5 mm rainfall in the last 24 hours which breaks the record of November 2005 which saw 142.4 mm. And the highest rainfall during the north-east monsoon was in November 1976, when the city recorded a rainfall of 452.4 mm. Unlike the north-east monsoons in the previous years, what made this year's rains different is that it was neither a depression nor a cyclone but a low pressure that played havoc with people's lives. This low pressure system formed near Sri Lanka before moving northwards. However, when the Met department alert in September 2015 warned of an above normal rainfall and the same was conveyed to the government as well as to the city authorities, the corporation of Chennai did little to prepare for the situation. Making tall claims of preparations, the corporation issued statements detailing the quantity of silt already removed from drains and boasted of super suckers, jet-rod machines and desilting machines used to clear water off the roads. Going by the scenes in various parts of city including Koyambedu, one of the busiest locations that handles thousands of inter-city buses, it looks like the tall claims of the corporation that the city will not sink were washed away in 24 hours of rain. It is evident that the storm water drain projects that drained out several crores rupees in the past two years were still clogged. Questions being raised now are not just about the desilting contracts in the last few months but also about the multi-crore storm water drain projects and their technical aspects. Sometime in July 2014, a Chennai Metropolitan Development Authority (CMDA) engineer wrote a confession letter to his boss detailing how his superiors executed a multi-crore storm water drain project at Koyambedu without concrete reinforcements or cement but with quarry dust. But as the city suburbs remained submerged under water, fire service personnel were using boats to take the stranded people to safer places. Fallen trees disrupted traffic in several places in Chennai. Most of the city roads were under knee deep water, forcing people to stay confined to their homes. Schools and colleges were closed in as many as 15 districts of Tamil Nadu. In many areas, people remained awake past midnight to keep a check in case the rain water entered their houses affecting normal life without offering any respite to the general public.

Kabir Taneja Over the past six months, Russia has made its presence felt in the global realpolitik scene with gusto. With the Kremlin militarily intervening in Syria, reportedly bombing ISIS and in effect protecting Bashar al-Assad's regime in Damascus, while juggling a yet unresolved Ukraine crisis and dealing with Western sanctions‌ Moscow has its hands full. Most aspects of India-Russia bilateral ties are quite institutionalized, and work in an automated manner irrespective of who is in power in New Delhi or Moscow. Russia could perhaps be seen as India's only definitive "strategic" partner in its truest form, and this unique relationship has developed over decades. However, over the past year the Moscow-Delhi dynamic seems to have lost some of its previous momentum. This may now be about to change, with Prime Minister Narendra Modi preparing to make his first visit to Moscow early next month. Russia's economy is in crisis, with oil prices below $50 per barrel at a time when Russian President Vladimir Putin is wielding Russian military power in the global political theater. With Ukraine to Syria, Russia is involved in external military operations that analysts believe are unsustainable for the long run given
Moscow's current economic environment. When Putin visited India in December 2014, a few months after Narendra Modi won a historic election and became the new prime minister, the Russian president's stay was cut short from a planned threeday visit to one lasting barely 23 hours. This was largely due to the Ukraine crisis, which was peaking at that point. After this visit, the noose of Western sanctions on Russia tightened, and Moscow began looking at India and China to boost its own finances at home. Moscow's attempts to compensate for oil revenues with defense revenues for its exchequer are not easy tasks to achieve. Russia's reaction to losing Indian helicopter deals and MMRCA fighter jet deals to the United States and France was to make its displeasure known by a sudden affinity to bolstering Russia-Pakistan ties. In what seemed like a contemptuous move against Delhi, Russian Defense Minister Sergei Shoigu, who is very close to Putin, visited Islamabad in August, a trip that saw both countries sign defense agreements including the sale of Mi-35 "Hind E" attack helicopters, a variant of the type also operated by India. To push the envelope a little further, reports surfaced last month that Moscow and Islamabad were in talks for the former to sell its top of the line Sukhoi 35 fighter
jets to Pakistan (India operates the Sukhoi 30MKI variant). Both of these developments naturally created ripples in the Indian strategic and defense affairs discourse. However, this realpolitik maneuvering by Russia is mostly to send a message to New Delhi about the latter's growing clubbiness with Washington. Moscow is not used to losing out on Indian defense contracts, which it sees as a significant part of its arms export pie. Of course, for the longest time India had few options other than Russia for its defense needs. The recently concluded aircraft carrier saga between the two nations that gave India the INS Vikramaditya (formerly the Admiral Gorshkov with the Russian Navy) could be seen as something of a turning point, where the project cost India much more than expected and Russia acted arrogantly on the questions of price and delivery schedules. For now, analysts are confident that Russia will in fact not sell the Sukhoi 35s to Pakistan. Even after considering the above parameters, India is still investing in Russia and helping Moscow more than perhaps the Kremlin would like to publicly acknowledge. New Delhi was vague at best, flirting with support for Russia's annexation of Crimea and later gave some sort of backing to Moscow's bombing campaign in Syria. On the economic front, India's ONGC Videsh has continued to
invest in Russian energy sector with only last monthbuying a 15 percent stake in Russia's second largest oil field for around $1.27 billion. Beyond this, India is also keen to go deeper into Russia's Arctic regions and jointly work on the exploration and production of oil and natural gas, establishing itself as a long-term player in the country's energy sector. To give some further relief to Moscow in its sanction ridden economic woes, Indian dairy companies are keen to enter the Russian market, which will allow Russia to deal with its growing food crisis, specifically milk. Currently, Russia is using its relations with Belarus to get around European Union (EU) sanctions, using Minsk as the middleman to plug its gaps. For a small country,
Belarus's imports of milk from the EU reportedly went up by a factor of 573 last year, with the extra supply of course being handed over to Moscow. Belarus at the same time has also become a net exporter of fish, an astonishing achievement for a land-locked country. It is true, however, that Russia has been unnaturally absent from Modi's global outreach over the past year. During this same period, the Russian economy has been hit on two major fronts, oil prices and sanctions. In the run-up to Modi's meeting with Putin, India's Defense Minister Manohar Parrikar during a visit to Moscow agreed to purchase Russia's advanced S-400 Triumf air defense missile system for a whopping $10 billion.
And this is precisely what Moscow wants from New Delhi, the continuous dominance of its defense partnership with India. However, Putin must realize that India's political mileage in the global arena is much stronger than it used to be. India can now afford to buy better and more reliable weapons even if they cost more than what Russia has to offer, if what it is offering is not up to the expectations. There are no major scars in the India-Russia dynamic, but Modi's visit should successfully inject that much-needed oil into the political machinery between the two states. The need for this visit by Modi has become more than apparent over the past few months, and both Modi and Putin will welcome this opportunity for a course correction.

Indian Prime Minister Narendra Modi left on a trip to Malaysia and Singapore on Friday to attend two important summits: the ASEAN-India and East Asia Summits. Modi will also meet with Malaysian Prime Minister Najib Razak to discuss bilateral issues in India-Malaysia relations. In Singapore, Modi will focus on building private sector interest in investment opportunities in India and tout his "Make in India" initiative, which aims to bolster India's
manufacturing sector. Modi's four-day visit will be closely watched by observers back home, given the broad economic and security agenda. Ahead of his trip, the Indian prime minister noted that the summits in Malaysia will focus on "pressing security issues." "The looming threat of terror and the prevailing situation in West Asia will also be a part of the discussions," he added. The East Asia Summit (EAS) is one of the broadest Asia-Pacific summits to take place every year, including 18 countries from both within and outside the region. Notably, the United States and Russia participate in the summit. India is a founding member of the summit, which first convened in 2005. Modi described India's re-
lationship with Malaysia as the "core" of its "'Act East Policy.'" In 2014, Modi's government recast India's older "Look East Policy" as an "Act East Policy," signaling that his government would shore up India's engagement with East Asia. "The ASEAN nations have welcomed India's 'Act East Policy' and we in India are extremely enthusiastic to have better relations with the ASEAN family in areas such as defence, security and cultural ties. Robust India-ASEAN ties will give great impetus to our collective dream of making this century an 'Asian Century'," Modi said, previewing the agenda of last year's ASEAN-India summit. Hsien Loong. This year marks the 50th year of India's diplomatic ties with Singapore. "Singapore is a leading investor in India and several Indian companies are expanding their operations to Singapore. Singapore's success is indeed noteworthy," Modi noted on Facebook, ahead of his trip. He added that his trip to both Malaysia and Singapore would be "aimed a t m a k i n g [India's] economic ties with these nations stronger and to also strengthen the security cooperation." In recent years, India has become more outspoken on maritime and territorial disputes in East Asia, particularly the South China Sea. In joint statements with high-level officials from
the Philippines and Vietnam, two claimants in the South China Sea who regularly struggle with China, India has come out and explicitly called for the resolution of all disputes in a peaceful manner in accordance
with international law. The Indian Navy has also recently expanded its military-to-military contacts with various Southeast Asian states, suggesting that New Delhi is taking its security interests in the region seriously.

Psych Out Patricia Mascarenhas If you think you are compassionate and have a keen sense of observation then you have what it takes to explore a career in psychology. India as a nation is slowly warming up to the idea of having mental health professionals in almost all job settings. "The demand is rising as people have begun to understand the skills that psychologists offer," says Janavi Doshi, psychologist, programme head- The Foundation. The government's new rule making it mandatory for all schools and colleges to have a counsellor on campus has led to a rise in the demand for quality psychologists as well. So what does a psychologist have to do? "A psychologist is required to be objective with a scientific inclination and investigate the patient's thoughts and feelings in order to provide therapy or, suggest other methods to help them deal with mental health issues," informs Dr Lata Shenava, EI certified therapist, life coach and trainer. The field of psychology is a broad one with a wide range of options. The path to become a psychologist depends on the specialisation you want to pursue. "In India there are four broad categories of psychology: Clinical, Counseling, Industrial and Social. Individuals can also choose
to venture into newer areas like forensic and criminal psychology," informs Doshi. Choosing the best psychology programme starts with knowing what is your field of interest. "In India, to be a psychologist, you require a minimum of BA (psychology) + MA (psychology) degree but the skills and the training after that would differ depending on the specialisation," says Sharmila Dhote, psychology professor, St Andrew's Degree College. Shantal Cardoz, counselling psychologist agrees, "Aspirants can further specialise in social psychology, abnormal psychology, behavioural and organisational psychology, counselling psychology, rehabilitative or health and medical psychology." Those pursuing counselling psychology can further narrow down their focus area. "They can specialise in marital counselling, drug rehabilitation or consumer behaviour," adds Cardoz. Apart from the regular masters and diploma courses aspirants also need to consider additional training depending on their specialisation. "For instance, in a corporate setting some management qualification might be beneficial as one would need to understand the operations of the company," says

One can also join an NGO or organisation that is involved in mental health endeavours. Teaching or conducting awareness programmes is also another interesting and challenging area to work in. Diabetes drug at Rs 7/day launched by Zydus, 1/6th of MNCs' price Mumbai, Nov 21: Ahmedabad-based Zydus Cadila is launching an anti-diabetic drug, teneligliptin, at an aggressive price of Rs 7 per day, almost 1/6th the price at which the established gliptins by MNCs are sold. The company said the pricing of the "breakthrough' drug, Tenglyn, is aimed at "making it affordable and accessible to diabetic patients". The drug is priced one-third of the price charged by other domestic companies, including Glenmark Pharma and Ajanta, which are selling the same drug, teneligliptin, for around Rs 20 for a day's therapy. Experts say with competition, prices of these drugs could come down later, but as of now companies are "waiting and watch-
ing" the development. Teneligliptin, a third-generation new oral anti-diabetic drug, was first launched by Glenmark in June, priced aggressively at nearly Rs 20 for a day's therapy (Rs 7,263 per year). As against this, all gliptins being sold in the market are priced around Rs 45 for a day's therapy, taking the cost of treatment for patients to nearly Rs 16,500 per year. With the Zydus launch, diabetics who are prescribed the gliptin can expect to make more savings. The company has been able to offer the drug at the "affordable price because of its indigenous cost-effective API (raw material) it uses", said a Zydus official. Investors exit debt-ridden Amtek Auto MF fund Mumbai, Nov 21: Even as they continue to increase their holdings in private sector banks, fund houses have completely exited debt-ridden Amtek Auto, which defaulted on payments to bondholders, in September. The mutual fund (MF) industry cumulatively owned 2.45% of Amtek Auto during the quarter ended June. They have offloaded nearly 55 lakh shares of the company, bringing down their holdings in the scrip in percentage terms to almost nil. Equity MFs held just 1,571 shares of Amtek Auto during the quarter ended September.A clutch of FIIs (foreign institutional investors) also completely exited the stock during the period. While the price at which fund houses sold the stock is not available,
they are likely to have incurred losses as the scrip was hammered on the bourses after details of the default emerged. The Amtek scrip lost nearly three-fourths of its value between July and September, plunging to Rs 43.9. Disclosures made to stock exchanges do not have details on MF holdings as no fund house indivi dually owned more than 1% in the company. Amtek also topped the list of stocks where equity MFs had reduced their exposure during the quarter, data compiled by HDFC Securities showed. Fund houses, meanwhile, continue to bet big on private sector banks. Axis Bank emerged as one of the hot favourites during July-September.Equity MFs picked nearly 3.09 crore additional shares of

Hyderabad, Nov 21: Days after an American district court imposed a temporary ban on the sale of the company's generic `Esomeprazole' drug in the US market, homegrown pharma giant Dr Reddy's Laboratories (DRL) has countersued AstraZeneca (AZ) in a US court alleging that the Anglo-Swedish firm "knew" about its plans to use the same colour in the capsules. On September 25, 2015, DRL had launched Esomeprazole Magnesium delayed release capsules (USP 20 mg and 40 mg) in the US market, which is the generic version of AstraZeneca's blockbuster drug Nexium used for the treatment of acid reflux. AstraZeneca moved the district court of Delaware
objecting to the usage of the colour purple in Esomeprazole drug, claiming that AstraZeneca has been marketing Nexium as `The Purple Pill'. In its plea, AstraZeneca claimed that the usage of co lour purple would lead to confusion among consumers and cause irreparable damage to the company. According to sources, DRL has countersued AstraZeneca for two reasons. One, it has taken objection to the fact that they cannot use purple colour and how anybody can object for using cer tain colour and the second and the important contention is that they (AZ) were always in the know that DRL will be using purple colour for the generic version of Esomeprozole. New Delhi, Nov 21: Flying out of the capital might become costlier marginally with the Delhi government effecting a five per cent hike in VAT on aviation turbine fuel. The government has made an upward revision in the VAT on jet fuel to 25% from 20% from November 16, according to a notification. "We are assessing the impact of the hike. At present, airfares remain the same and they have not been increased. A final call on passing on this hike to
the end-consumer will be taken in due course," said a senior executive with an airline. Meanwhile, the government's move to levy higher VAT on jet fuel has come under severe criticism from the civil aviation minister, Ashok Gajapathi Raju, who termed it as a step which would be like "taxing an economic activity to death". Vijay Mallya declared as 'wilful defaulter' by SBI, ED to probe laundering Mumbai, Nov 21: Trouble seems to be mounting for Vijay Mallya. State Bank of India - the largest lender to defunct airline Kingfisher - has declared the carrier, its promoter Mallya and United Breweries Holdings as "wilful defaulters" after its grievance redressal committee rejected the arguments made by the borrower through its legal representative recently. The move comes even as the Enforcement Directorate (ED) is
set to launch a money laundering probe against Mallya and Kingfisher Airlines. Sources said the agency has asked for a copy of the FIR filed by CBI so that a case under the Prevention of Money Laundering Act could be filed against Mallya and the airline on the basis of "prime facie evidence". It is alleged that a major chunk of loans to the tune of Rs 4,000 crore extended to Kingfisher by nationalised banks, which are now under

Mukesh said, “I played really well today. I kept hitting it close but the early bogey on the second made a huge difference. I was unlucky to hit the tree with my tee shot on the second fairway as my ball got deflected to the right. That was the only error of the day. Shankar deserved the win as he outplayed everyone else.” Gaurav Pratap Singh (6571-67) of Noida, the overnight joint leader, carded a 69 on day four to finish third-party at 16-under272. Vinod Kumar of Delhi, who mounted an early challenge with four birdies on the front-nine, ended up with a 69, to claim fourth place at 13-under-275.

Adil Hussain: Acting fulfills my artistic needs
Whether it is playing Sridevi's husband in 'English Vinglish' (2012) or the father in 'Life of Pi' (2012), Adil Hussain has always chosen characters that stands-out in a film. He has several terrific looking films lined up for release at the moment. But the one we're most looking forward to - is Prawaal Raman's 'Main Aur Charles', where Hussain plays a real-life character called Amod Kanth who was instrumental in the conviction of Charles Sobhraj after he was caught in Goa. It was Amod who desperately wanted Charles to be behind bars and was the mastermind in the entire
prosecution. Adil Hussain has also met the real Charles who inspired his role in Prawaal Raman's 'Main Aur Charles'. "Director Prawaal Raman and I met Amod to know everything about him and the case. I just listened to Amod talk without asking too many questions. Some things emerged, which were extremely vital to the script and also helpful to my role," said Adil Hussain. Amod was someone he could easily relate to as a person. Like Amod, he too grew up in a strict home with a lot of discipline. Like him, Hussain believes in absolute honesty and integrity. Hussain's career
in Hindi cinema started with first-time directors - Abhishek Chaubey's 'Ishqiya' and Gauri Shinde's 'English Vinglish'. Unlike them, Prawaal has helmed films before. "My criterion is the script and how believable it is. Prawaal directs and writes his own scripts and I feel it is a good choice. He is an intelligent director and I have already signed another film with him," he added. Hussain's forthcoming projects include have 'Parched', 'Angry Indian Goddesses', a Marathi film, 'Sunrise', and an Assamese film called 'Kothanodi'. He is also doing 'Force 2' with John Abraham and Sonakshi Sinha. Unlike most artistes, who stay over in Mumbai for professional reasons, Hussain prefers to lead a quiet life in New Delhi, where he has a home. But he fells happy that he has got more than he had ever bargained for. "I act because I can't live without it. It feeds my soul and fulfills my artistic needs and helps me grow as a person. The limelight feels like a bonus I am happy if I get it and I am content without it too."

Assamese singer Angarag Papon Mahanta is ready to enthrall his fans with acting talent. Although acting isn't an entirely new experience for the 33-year-old singer who made his debut in an Assamese film, Rodor Sithi, last year. He does admit that he is "super excited" for his Bollywood debut that will feature five real life musicians, and will be directed by Nagesh Kukunoor. "I couldn't say to Nagesh, as he makes meaningful films. I am super excited to work with him," Papon said. Along with Papon, the other musicians
