Rhino carcass recovered Jorhat, July 23 : Kaziranga National Park (KNP) authority following the information received from the local people of Japori Pathar village under Mihirjan Camp in Kohora Range spotted a carcass of an adult male rhino floating on the river Mori-Difoloo this afternoon, informed Ranjit Das, Range Officer of Kohora Range in KNP here today. Soon after getting specific information KNP officials, guards and doctor team from Centre for Wildlife Rehabilitation and Conservation (CWRC) reached the spot, after thorough checkup declared natural death of the adult rhino, removed its horn and other important body parts and dumped the body beside the spot where it was found. So far, rhino died of natural death in KNP has moved upto 11, while for the cause of the death, CWRC doctor team has taken sample for post mortem, informed KNP officials here. (Correspondent)

Deputy Chief Minister Chowna Mein has rushed back from New Delhi to the State today to visit and inspect the flood affected areas of Eastern Arunachal, particularly Lohit, Namsai and Changlang Districts, due to incessant rains in the past few days. Cancelling official engagements at New Delhi, Mein has hurried back to the State to take stock of the situation and to review ongoing relief works in the affected areas. The recent wave of flood in the state has so far affected 21,253 people in Dibrugarh district. Assam State Disaster Management Authority project officer Dipjyoti Hatikakoty said that 33 villages in the district have come under the grip of flood. Among the affected villages, 16 are in Dibrugarh west revenue circle, 12 in Chabua revenue circle, 3 in Dibrugarh east revenue circle and 2 in Tengakhat revenue circle.

ET Correspondent Goalpara, July 23: As part of an Exposure Trip organised by Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Meghalaya, 110 students of tenth standard from two RMSA sponsored schools in North Garo Hills, namely, Adokgiri RMSA Secondary School and Chotcholja RMSA Secondary School visited Sainik School Goalpara (SSG), Assam on 23 Jul, 2016. The visiting team also comprised nine teachers from both the schools. The teams saw the infrastruc-

ture and education facilities in the school, viz. the Academic Block, Science Block, Labs, MI Room, dormitories, swimming pool, various sports fields etc. In addition the students were given a presentation by Sqd Ldr Dhipu Mathew, the Administrative Officer about the All India Sainik School Entrance Examination, scholarships provided to students and facilities available to them. The students were also provided brochures containing the

information. The students were extremely happy to visit the school and many of them expressed their willingness to join Armed Forces in the future. It is significant to mention that SSG which was established in 1964 is the only school of its kind in the state, which has over 250 SSGians to its credit as officers in the Armed Forces. Recently, it conducted the East Zone Sainik Schools Sports and Cultural Championship and also won the championship.

Addressing a meeting at the Indian Institute of Entrepreneurship (IIE) in Guwahati, Sonowal said the government had taken steps to stop cross-border infiltration and illegal trade by sealing the international border.

“Both the Centre and the state government have also decided to seal the 70 km of riverine border between the two countries in Dhubri, Mankachar and Karimganj

districts by erecting electric barbed wire and use latest technology,” he added. Reiterating that it is important to secure the eastern

borders of the country, Sonowal said the people of India will be safe only if its borders are secure. Admitting that there is pressure

from illegal infiltrators in Assam, the Chief Minister further said that detection and deportation of each of the illegal migrants is im-

perative to secure the lives of genuine Indians. “The works are on in full swing to upgrade the National Register of Citizens (NRC), which will help in securing the lives of each of legal Indian citizens of the country,” he said adding that the state government is committed to fulfil the aspirations of the people of the state. IANS Chennai/New Delhi, July 23: The search continued on Saturday for the missing AN-32 aircraft of the Indian Air Force that went missing on Friday over the Bay of Bengal and has been untraceable since. Defence Minister Manohar Parrikar reached Tambaram in Tamil Nadu on Saturday and went on an aerial survey in an IAF plane over the area where search and rescue operations are going on. There has been no signal pickup or spotting of debris from the missing aircraft yet. The AN-32 transport aircraft with 29 people on board went missing on Friday over the Bay of Bengal off the Chennai coast. "Defence Minister reviewed the situation and utilisation of assets and resources and has directed that if necessary more resources to be diverted to the effort," Defence Ministry officials said. "The Minister was appraised of the difficult conditions under which the operations are being carried out during the last 24 hours. The sea is very choppy and there is thick cloud cover in area," the official said.

Therefore, we have asked the UCIL to keep in abeyance the EOI," the Chief Minister told journalists. Out of them, Culex Tritaeniorhynchus and Culex Vishnui are the two common species which are spreading JE in Manipur. These varieties of Culex mosquitoes generally breed in stagnant water, specially in paddy fields. As such, people who work in paddy fields should take utmost care to avoid being bitten by mosquitoes. If Culex mosquitoes which have bitten pigs and cranes bite a person, he/she may suffer from JE. Though chances are somewhat slimmer, Culex mosquitoes which have bitten ducks and goats may also spread JE as and when they bite a human being. Generally, the infection rate of JE is one in 301 which means

Almost 85 per cent of JE cases are detected in persons below 15 years while 15 per cent are confined to persons above 60 years. The Health Director then appealed to all the people to separate pig sties from their houses by at least 300 metres if they are rearing pigs. He further advised farmers to use nets over the pens of pigs, ducks, goats etc if they are rearing these animals. Manipur recorded 200 cases of JE in 1995 and 50 people died due to lack of clinical management. The figure was 100 in 2010 and around 10 people died. There were nine positive cases of JE in 2015. Although some people infected with JE

It was on July 7 that the state cabinet approved the formation of the Fifth Pay Commission with former chief secretary P.J. Bazeley as chairman and former NEC secretary Uttam Kumar Sangma and former Education official L. Roy as members. The trio has already accepted the task proposed by the state government, an official source said on Friday, while adding that the commission will have one year to complete its recommendations, but extension of one more month will be allowed if it is required. There are as many 90,000 government employees including teachers of deficit schools and colleges in the state and the number of pensioners would be over 20,000. The suggestion of the cabinet is to increase the pay either by 20%, 22% or 25 % which will have to be examined by the new pay commission. Man with suspected ISIS links arrested from Mumbai Mumbai, July 23: A man allegedly instrumental in recruiting youths to terror outfit ISIS, was apprehended from neighbouring Thane district in a joint operation by Maharashtra ATS and Kerala Police, officials said on Saturday. According to a senior ATS official here, the man identified as Rizwan Khan was arrested from his residence at Kalyan in Thane district on Friday night. "Since the arrest was made by Kerala Police, we don't have much details," the official said. However, sources said Khan was allegedly responsible for recruiting youths to ISIS. A case has also been registered against him in Kerala in connection with conversion issues. Police said Khan will be taken to Kerala and the matter will be investigated by their counterparts in the southern state. Earlier this week, Maharashtra ATS and Kerala Police had nabbed a man identified as Arshi Qureshi, associated with controversial preacher Zakir Naik's Islamic Research Foundation, from Navi Mumbai for his alleged links with ISIS. Qureshi was picked up from his Navi Mumbai residence on July 21 and placed under arrest in connection with a case registered in Kochi at Kerala on July 17. The case was registered days after at least 21 youths from Kerala were reported missing and suspected to have joined the ISIS. A local court in Navi Mumbai had granted Kerala Police Qureshi's transit remand till July 25. Naik, a city-based televangelist who also runs Peace TV, has been under scanner of various agencies after one of the attackers involved in the Dhaka terror strike posted that he had been influenced by the preacher. Man with suspected ISIS links arrested from Kalyan Mumbai, Jul 23: A man allegedly instrumental in recruiting youths to terror outfit ISIS, was apprehended from neighbouring Thane district in a joint operation by Maharashtra ATS and Kerala Police, officials said on Saturday. According to a senior ATS official here, the man identified as Rizwan Khan was arrested from his residence at Kalyan in Thane district last night. "Since the arrest was made by Kerala Police, we don't have much details," the official said. However, sources said Khan was allegedly responsible for recruiting youths to ISIS. A case has also been registered against him in Kerala in connection with conversion issues. Police said Khan will be taken to Kerala and the matter will be investigated by their counterparts in the southern state. Earlier this week, Maharashtra ATS and

Kerala Police had nabbed a man identified as Arshi Qureshi, associated with controversial preacher Zakir Naik's Islamic Research Foundation, from Navi Mumbai for his alleged links with ISIS. Qureshi was picked up from his Navi Mumbai residence on July 21 and placed under arrest in connection with a case registered in Kochi at Kerala on July 17. The case was registered days after at least 21 youths from Kerala were reported missing and suspected to have joined the ISIS. A local court in Navi Mumbai had granted Kerala Police Qureshi's transit remand till July 25. Naik, a citybased televangelist who also runs Peace TV, has been under scanner of various agencies after one of the attackers involved in the Dhaka terror strike posted that he had been influenced by the preacher. Lateha, Jul 23: Over two dozens of IEDs planted under a kutcha road in Sikid jungle in naxal-hit Latehar district were today recovered by security personnel during a routine search operation, police said. Acting on a tip-off, the security personnel launched a massive search in the area and recovered 25 IEDs planted in a series underneath a kutcha road in the jungle, Superintendent of Policy Anup Birtheray said. He said each IED weighed half kg and the explosive was planted to target security personnel. All the IEDs have been defused by the bomb disposal squad, he

added. Meanwhile, security personnel arrested two activists of ultra group 'People's Liberation Front of India' (PLFI) and recovered arms and ammunition from Manahatu under Rania police station of extremistaffected Khunti district on Saturday. In course of a joint operation by CRPF and District Armed Police, PLFI activists Ramu Singh and Amar Munda were arrested, Superintendent of Police Anish Gupta said. Sri Lankan president Mahinda Rajapaksa's Colombo, July 23: The Asian Human Rights Commission (AHRC), a regional non-governmental organization that monitors human rights in Asia, has slammed former Sri Lankan president Mahinda Rajapaksa's statement on the establishment of Office of the Missing Persons (OMP) by the current government to investigate the enforced disappearances during the war. Rajapaksa had this week said that proposed bill to set up an office of missing persons targeted government troops who defeated the LTTE ending the three-decade ethnic civil war. "What it directly says is that enforced disappearances which are an internationally recognized heinous crime should not be investigated in Sri Lanka because the culprits may involve some members of the armed forces," the Colombo Page quoted AHRC statement, as saying. "It is one of the basic norms of a civilized society that crimes must be investigated, irrespective of whoever the suspects

are. A civilized legal system could exist only on the acceptance of this fundamental norm that all crimes should be prosecuted," the statement added. The human rights organization said that prosecution of a crime is an imperative duty of the state and no state can make any exception to this rule except at the cost of undermining its own authority. It pressed that Rajapaksa's statement appears as the savior of the armed forces. "However, the public impression that is created by this statement is seriously damaging to the image of the armed forces," the statement underscored. The Asian Human Rights Commission said Rajapaksa's statement is a blatant attack on the principles of rule of law and of good governance. As many as 26 people were killed and 34 others listed missing in Hebei Province in the rains in the rain since Friday, local officials said. 42 people were killed and 74 missing in heavy rains in central and north areas on July 21. Jingxing County, located in the west of the province, saw an average precipitation of 545.4 mm in 19 hours on July 20, surpassing the amount received by the county in the whole of 2015. Dhaka Attack Part of a Larger Pattern of Terrorism in Bangladesh Farmer's suicide Nature is powerful than anything There is a wide array of factors that has led to the increasing spate of farmer suicides in India. The lands are not as productive as before, the markets are failing, the debts are piling up, and the pests cannot be kept at bay. More than an economic problem, this has now assumed political and humanitarian dimensions, especially since the past decade. Recently three persons in Sehore district committed suicide under the influence of `bhoot aur pret (ghosts and spirits)'. This is the official explanation given by the Madhya Pradesh home department to the media personnels. The farmer suicides, which have remained unstoppable for past few years in eight districts of Marathwada, have crossed the staggering 400-mark in just over four month period in 2016. Suicides by farmers touched a grim high in 2015. The year that had recorded 2,590 suicides until October -- the higher ever since 2001 -- went on to register 610 more deaths in just the last two months. The death toll on December 31, 2015 stood at 3,228, indicating that the slew of measures the government undertook through the year failed to arrest the disturbing trend. Compared to 2015, as many as 92 more farmers have embraced deaths in the first four and half months of 2016, highlighting the failure of the government schemes launched in August to curb the spate of suicides. In 2015, the collective figure of suicides in all eight districts of Marathwada stood at 1,130 - three suicides every day and throughout the year. In past 16 months, 1,548 distressed farmers have been reported dead in the Marathwada region which is witnessing fourth successive years of drought with wells, rivers and dams having gone dry. In

2015, Beed, had witnessed nearly 300 farmer suicides. In 2016, in just over four months, it is again on top with 75 suicides. In Aurangabad where Shiv Sena and MIM raise decibel levels on every other issue stands second with 64 suicides. Other districts where farmer suicides have become common includes Latur 55, Osmanabad 54, Jalna 43, Parbhani 39 and Hingoli 26, according to officials at the Aurangabad divisional commissionerate which monitors the farmer suicides. In 2015, from January to April, as many as 278 had ended their lives. In the same period in 2016, 370 - 92 more than 2015. Till May 7, in 2016, 392 farmers were reported dead. In 2015, the figure of suicides stood at 300 in the same period. Maharashtra has recorded 20,504 farmer suicides since 2001. Data obtained from the government shows Vidarbha, the region Chief Minister Devendra Fadnavis hails from, was the worst hit last year, with around 1,541 farmers from Amaravati and Nagpur division committing suicides. As many as 1,130 farmers ended their lives in the Aurangabad division of Marathwada. Nashik in North Maharashtra witnessed 459 cases of farmer suicides. The impact of these deficiencies and issues is far-reaching, much greater than what most people would know or care to know. For a farmer, on the brink of suicide, the major worries are fending for his children in the wake of a disaster and managing to pay off loans. For those who are a little better off, it is a question of recovering investments and trying to avoid the debt trap that has claimed so many members of their fraternity.

past. This is of course worrisome, and all the more reason for the international community to work with the Bangladeshi government on counterterrorism measures, an area where the government has conspicuously fallen short in recent years, often politicizing its efforts by using terrorism as an excuse to pursue its political adversaries. But the attack must also be understood in its context, where homegrown terror-

ist groups, notably JMB and ABT, with affiliations with the likes of ISIS and al-Qaeda, have carried out a series of attacks against foreigners, bloggers, and religious minorities. In order to understand the roots of this violence, it is important to understand that the July 1 attack represents an escalation in an ongoing pattern of terrorism rather than an aberration or a sudden shift in the efforts of international terrorist outfits like ISIS and alQaeda. Passengers travelling on these airlines will be charged Rs.300 a kg for carrying baggage in excess of 20-kg according to their websites. These airlines were earlier charging Rs.250 per kg for excess baggage. The action follows the Centre's directive to rationalise excess baggage. "The hike is clearly a repercussion of the government's regulation on excess baggage charges which should have been avoided in first place," said Dr. Anurag Jain, Aviation Consultant. "Passengers carrying more than 20 kg bags will have to bear the burden of those carrying less than 20 kg. The airlines have been forced to cross subsidise due to the

$1.6 bn contract from Saudi Aramco bagged by L&T-led Mumbai, Jul 23: Larsen and Toubro (L&T) has bagged $1.6 billion (Rs. 10,752 crore) engineering, procurement, construction and installation (EPCI) contract from the world's largest oil firm, Saudi Aramco, for the development of the second phase of Hasbah Offshore Gas field located off the coast of Saudi Arabia. The contract was awarded to L&T's wholly owned subsidiary, L&T Hydrocarbon Engineering (LTHE), in consortium with EMAS CHIYODA Subsea (ECS), a 50:50 joint venture company owned by Ezra Holdings Limited and Chiyoda Corporation, according to a company statement. L&T's share in the contract value is approximately over 60 per cent or over Rs.6,451 crore. (Agencies)

China's Huawei hit back by Samsung with patent suit

Seoul, Jul 23: South Korea's Samsung Electronics said it had filed a patent infringement suit in China against Huawei, adding fuel to a growing legal battle between the rival smartphone makers. In the suit filed in a Beijing court, the electronics giant demanded millions of dollars in compensation from the Chinese firm for allegedly stealing its mobile imaging and data storage technology. "Despite our best efforts to resolve this matter amicably, it has regrettably become necessary to take legal action in order to defend our intellectual property," Samsung said in a statement. The move came after Huawei had filed a similar suit in a US court in May, accusing Samsung of stealing patents

on wireless connectivity for handsets. Samsung is still the world's top smartphone maker, but its market dominance has been challenged by the emergence of Chinese firms such as Huawei, pumping out cheaper, lower-end models. Net interest income - the difference between interest earned and interest expended - rose 21.8 per cent to Rs.7,781.4 crore and other income 26.5 per cent to Rs.2,806.6 crore. There was a slight increase in the gross nonperforming assets which increased to 1. 04 per cent as of June end compared with 0.95

per cent a year ago. Net nonperforming assets stood at 0.3 per cent. As a result, provisioning for bad loans increased to Rs.832.3 crore from Rs. 557.5 crore. "We do have a small floating provision that we have made in this quarter. Overall, the (loan loss) coverage ratio remains at 70 per cent. Provisions were made to ensure we have a healthy coverage," said Paresh Sukthankar, Deputy Managing Director of the country's second largest private sector lender, during a post earnings tele conference. "While this appears to have gone up compared with other large private players, it remains much better and doesn't seem to be a cause of concern. HDFC Bank has been our top pick in the banking space and we believe it will be able to deliver 20 per cent CAGR earnings growth going ahead," said Siddharth Purohit, Equity Analyst,Angel Broking. "One year ago, people were looking at us with scepticism, saying that the Nexa strategy is a gamble… but the strategy has worked well for us," said R. S. Kalsi, Executive Director (Marketing & Sales), Maruti Suzuki. The company sold about 1.3 million vehicles last year, he said. Maruti Suzuki had earlier announced its objective to sell two million cars by 2020. ONGC saddled with Rs 392 cr additional royalty, Rs 1,100 cr burden on Oil India Dehradun, Jul 23: Stateowned Oil and Natural Gas Corp (ONGC) will have to shell out Rs 392 crore and Oil India Ltd over Rs 1,100 crore after the government ordered them to pay royalty at gross crude oil price and not the net rate they actually realise. "We have to pay a total of Rs 392.50 crore to implement the order to pay royalty to state governments on revised terms from back date of February 2014," a senior ONGC official said. Of the Rs 392.50 crore, about Rs 300 crore would go to Assam and another Rs 91.86 crore to Andhra Pradesh. ONGC is already paying royalty at revised terms to Gujarat - the third major oil producing state. For Oil India Ltd, which produces most of its crude oil in Assam, the liability would be Rs 1,100 crore to Rs 1,150 crore. As per

Till the time Congress ruled Assam, Oil Minister Dharmendra Pradhan maintained that the state government will have to approach the judiciary to get similar relief. Now with a BJP government coming to power in the state, his ministry last week issued orders asking ONGC and

OIL to pay royalty at prediscount rates effective February 1, 2014. "It has been decided that ONGC Ltd and Oil India Ltd will pay royalty to all similarly placed crude oil producing states at pre-discount prices effective February 1, 2014, pending the outcome of the Special Leave to Appeal (Civil)... Filed by ONGC Ltd before the Supreme Court (against the Gujarat High Court order)," the ministry order said. With this order, Assam stands to get more than Rs 1,400 crore as additional royalty from ONGC/OIL. Andhra Pradesh will get about Rs 92 crore extra royalty from ONGC due to this decision. According to the Oil Field Act, ONGC/OIL are required to pay 20 per cent royalty on price of crude oil it extracts from onland oil blocks to the

state governments. ONGC till 2004 paid royalty on gross billing. But, in 2004, the Union government asked it to provide crude to refiners like Indian Oil Corp Ltd at discount as per burden- sharing mechanism. Since then ONGC paid royalty on discounted price, resulting in reduction of royalty paid to Gujarat and other states. The state also complained to the Centre in this regard. Gujarat government in 2011 filed a petition before the High Court, stating that it should be paid royalty at market rate and the difference in royalty payment since 2008 at prediscount rate (in comparison to market rate) was computed at Rs 9,000 crore to Rs 10,000 crore. They include integration of import general manifest (IGM) system with terminal operating system, extending of direct port delivery facility to all accredited client programme

The government is also working on removal of bottlenecks in rail-road connectivity to the major ports, introduction of container tracking system at Jawaharlal Nehru Port on pilot basis, Gadkari said. RFID based Gate Automation System has been implemented at major ports of Chennai, Cochin, Kandla and 2 terminals namely GTICT and NSICT of Jawaharlal Nehru Port. Daohang, son of Late Patras Mochahari and Banashree Mochahari, belongs to Harisinga, Udalguri. He was deeply influenced by music and dance since the age of 5. Shillong to witness Bacardi NH7 Weekender in October The Bacardi NH7 Weekender is set to return to Shillong with its seventh edition.
