Prime Minister Narendra Modi on Saturday made public digital copies of 100 secret files relating to Subhash Chandra Bose on his 119th birth anniversary, which could throw some light on the controversy over his death. "We couldn't go through all the files as of now," said ?Chandra Kumar Bose, spokesperson of the Bose family and grand-nephew of Subhash Chandra Bose, said after the files were declassified. "But as of now, what we could go through, there are only circumstantial evidence of the aircrash but no conclusive evidence of the air crash," he added. So we feel that the Indian government should take steps to ensure the release of files lying in Russia, Germany, UK, USA," he said earlier on Saturday. Netaji's nephew Ardhendu Bose, who was also at the ceremony here, said "the Bose family and the entire country has been waiting for this moment for the last seven decades nearly. We feel that these files would be able to throw some light on it." He also stressed that the files lying in KGB archives in Russia and those with Germany, UK and the US "will bring out more that what lies in those files. Chief Minister Tarun Gogoi said that Junbeel Mela is a great melting pot where people from all walks of life converge and forge a unifying force which has the potential to tame divisive forces. Addressing a gathering at Junbeel Mela at Morigaon on Saturday, Gogoi said that at Junbeel Mela people from all ethnicities converge and forge a greater understanding which has the potential to foil any evil design of divisive forces. Gogoi said, “Some divisive forces are hell bound to create division in the society in the name of caste, creed and religion to fulfil their narrow gains” adding that he said, “Such forces need to be controlled for the State to go forward and expedite its development”.

Acknowledging the important role played by the Tiwa community, Gogoi said that Tiwa community for ages has been contributing enormously to the development of the State. He moreover said that his Government is committed to the development of all tribal communities of the State and that was the driving force for the government to form development councils. Gogoi also said that Rs. 1000 crore has been earmarked for the development of all communities and more will be done in the days to come.

The sharp rise in construction activity in the state has made the real estate sector a safe and lucrative market for dubious companies to sell unsafe and substandard building material. The Paltan Bazaar Police along with a court commissioner of Patiala House court, New Delhi, conducted a raid on Friday and seized counterfeit electrical products worth Rs 15 lakh from two retailers whose offices are located on AT road here. The two retailers were selling the items, which included fake motor starters and relay units, under the banner of L&T.
Advocate Akshay Shrivastava, the counsel for Larsen & Toubro Limited, told , "The retailers were selling substandard electrical products under the name L&T. We prayed for an ex parte injunction against them." The court said, "All the defendants, their employees, associates, agents, distributors, stockists, franchisees and representative are restrained from using, selling, soliciting, exporting and displaying any identical or deceptively and confusingly similar trademark or label of L&T that may be identical to the trademark as that of the petitioners' products with respect to electrical and electronics Contd. on Page 4

Security measures have been beefed up in Assam to ensure that there are no major law and order problems before and during the Republic Day celebration. For a long time the proscribed underground organisations which have refused to sign either ceasefire or suspension of operations with the Union Government have been boycotting Republic Day and other national functions.
The militants also attack security personnel and create other law and order problems to make the boycott a success. The alert has been sounded in the state in view of intelligence reports that militants may carry out subversive activities. Patrolling has been intensified in sensitive areas and security beefed up around vital installations including oil and gas pipelines, railway tracks, railway stations, government offices and educational institutions.

But in the course of time, when community life developed, exchange of different commodities of daily life became a necessity. So, the barter system of trade came into existence.
It is indeed interesting to note that the ancient and indigenous barter system is probably still in vogue in a few remote corners of the country, and in Assam as well. Perhaps these remain unnoticed by the more advanced society. Such an instance was witnessed today morning at the historic Junbeel Mela held on the banks of Junbeel, 4 kms from Jagiroad in Morigaon district, in the presence of a large gathering.
But in view of handicaps in the barter system, a common commodity was fixed to serve as an intermediary in all transactions. Certain commodities got preference over others and they assumed the character of a medium of exchange. Higher value was attached to

Community fishing, which is another important event associated with the occasion, was held this afternoon at Junbeel, a natural lake located at the site, after which the Mela has derived its name.
Community fishing at Junbeel is a vital part of the festival, which is conducted subject to permission by the Gobha Deoraja Rajdarbar. It plays a big role in fostering the spirit of friendship among different communities. Community fishing was inaugurated by Gobha Deoraja, Deepsing along with its Rajdarbar followers. While inaugurating the barter system of trade, Ramakanta Deuri, Chief Executive Member of the Tiwa Autonomous Council along with Chairman Khagen Bordoloi were present. Deputy CEM Mohan Senapati in his speech appealed to one to all to preserve the ancient cultures of the ethnic tribes of the country. He further appealed to the thousands of
hills and plains people assembled at the Mela site to maintain peace and tranquility at this big get-together organised every year. A cultural function was also organised in which several ethnic groups performed with traditional attire on. A total of eight tourists from America, Poland and Estonia visited the Mela. Tomorrow, a Rajdarbar will be organised at the Mela ground in which 18 Rajas from various kingdoms, including Gobha Deoraja and his court members, besides other dignitaries will assemble. Assam Chief Minister Tarun Gogoi also attended the Rajadarbar today, and spoke there today.

Explaining the meaning of 'grand-understanding', Gogoi said that Congress and like-minded secular parties would ask the electorate not to vote for BJP under any circumstance. Assam Rifles has decided to withdraw notice to media: PCI New Delhi, Jan 23:The Press Council of India (PCI) on Friday said the Assam Rifles has decided to withdraw its notice to the media in Nagaland to not to publish news pertaining to banned organizations.PCI Chairman Justice C K Prasad, while expressing concern over the "apathy" of Nagaland government over the issue, also said that the Council is planning to evolve guidelines for the media and security forces on reporting in conflict situations.The newspapers in Nagaland had left editorial space blank on November 16, the National Press Day, last year to protest against the diktat of the Assam Rifles impinging on the editorial judgment of the media. In a statement issued here, the PCI Chairman said on the direction of the Council, the editors of the media
organisations in Nagaland and top officers of Assam Rifles met in Dimapur on January 14 and decided to resolve issues keeping in view the freedom of the press, security concerns and national interest.The Council held a special suo motu inquiry at Guwahati on December 11 last year on the notice given by the Assam Rifles, a para-military force, last October asking them not to publish any news on the activities of the banned organizations in the state, the statement said."I am happy that the officials of the Assam Rifles and the editors discussed the matter in a cordial atmosphere and came to an understanding under which the Assam Rifles withdrew its notice to the media while the editors agreed to keep security concerns in mind while reporting on activities of the banned outfits," Prasad said. Poor drainage system in Dimapur worrisome: Jacob Dimapur, Jan 23:Parliamentary secretary for irrigation & flood control (I&FC) Jacob Zhimomi, who is also the chairman of Dimapur district planning and development board (DPDB), has expressed serious concern over poor drainage system in Dimapur city.Addressing the first DPDB monthly meeting for the year 2016 in the conference hall of DC Dimapur on Friday, Jacob said the hardly existing drainage system in Dimapur was quite worrisome in an ever expanding city. Stating that civic amenities were either grounded or incapable of delivery, he said poor drainage system spanning across the length and breadth of Dimapur, particularly NL Road and New Market areas, has led to massive inundation causing much annoyance and disgust to the public.With regard to this, parliamentary secretary and DPDB chairman appealed to the DMC to maintain the drainage system and not to allot government/public areas to street vendors. that the selection of students will be done by the Veterinary Council of India and it will start with 20 students by this year. Meghalaya's oldest school reduced to ashes Shillong,Jan 23:Meghalaya's oldest school that withstood the 'Great earthquake' of 1897 has been reduced to ashes in a devastating fire, suspected to have been caused by a short circuit.Six classrooms, a laboratory and the office room of the Cherra Presbyterian Secondary School, established here in 1847, were destroyed in the fire and innumerable antique photographs and documents were lost in the inferno, headmistress VMD Waanbah said.The office chowkidar, a woman, reported the fire at around 2 AM on Thursday but the fire-brigade reached the school one and half hours later though it is located in less than a km away, Waanbah alleged. By the time the fire tenders reached the school, most of the school's property was reduced to ashes; she said adding that a large number of furniture and three computers were also lost in the fire. Most importantly, the school lost all its records kept right from 1847 when the institution was set up, as well as the other land and office documents. Photographs of the school's founders were among the valuable possessions gutted in the fire, Waanbah said.The pre-Board examination that has been going on in the school was also called off after the incident.However, the headmistress said, education of over 200 students studying in the school will not be affected as classes can be held in the annexed buildings while effort is on to construct a new building to replace the old one.Fire brigade officials said it might have been caused by short circuit in one of the rooms.The Welsh Mission had established the school in 1847 in a stone walled tin roofed house, which is now gone. It was later handed over to the Cherra Presbyterian Church.Many eminent personalities of the state took their early education in the school and Leader of Opposition Donkupar Roy is one such alumnus. . Earlier reports had said that the 90member camel contingent 54 troops and the rest with band personnel - would not be participating in the Republic Day rehearsal in the absence of official directions.However, the Centre finally decide to keep alive the 66-year-old tradition of the ceremonial parade by including the BSF camel contingent and the camel-mounted band. came a part of the Republic Day parade for the first time in 1976, replacing army squad which had been participating since 1950. The BSF camel contingent is the inheritor of the Bikaner Royal Camel Force known as 'Ganga Risala', which is based in Jaisalmer in Rajasthan.The lead camel contingent on Republic Day showcases smartly-dressed and large-moustached armed BSF border guards, followed by bandsmen in beautiful multi-colour dresses on the back of the camels playing martial music.The BSF headquarters raised this issue before the defence ministry and on Wednesday the Centre reconsidering the matter took a decision to include the camel contingent in the parade. The maps were prepared by a consortium consisting of IWMI, the Disaster Management Centre of the Ministry of Disaster Management (MoDM) and the UN's
space based information service for disaster management and emergency response (UN-SPIDER). They showed the flood situation using real-time, cloud-free satellite images provided by the JAXA. The maps were used by the DMC Emergency Operation Center to support rapid impact assessment and disaster response. The information was also shared with other relevant authorities. "This partnership has enabled us to deliver accurate and timely maps which we hope can provide valuable information for flood relief," said Giriraj Amaranth who leads IWMI's flood mapping research. "We believe that satellite data has huge potential in this regard and hope that we can play a useful role in rapid emergency response

Moderate Earthquake Jolts Pakistan Islamabad ,Jan 23:A moderate earthquake today jolted several districts in northwest Pakistan, but no loss of life or property was reported.The quake's epicentre was 13-km west of Ashkasham area in Afghanistan and it occurred at the depth of 90.7 kilometers, the US Geographical Survey (USGS) said.Pakistan Meterological Department recorded its intensity at 5 at the depth of 80 kilometers with the epicenter near the Afghanistan-Tajikistan border. A five member larger bench of the apex court headed by Chief Justice Anwar Zaheer Jamali announced the verdict on the review petitions filed by the federal and provincial governments against the ban, reports Dawn. Made up of eight states and accounting for about 4% of India's population, the northeast region is better known for its separatist movements and incendiary ethnic conflicts. It has 25 Lok Sabha members, 14 of them from Assam, and so, does not draw serious attention from political parties involved in the national sweepstakes. The region receives huge funds from the central government that prop up the local economies. But, simmering under the surface is a question that haunts everybody - what about jobs. Creation of gainful employment opportunities is probably the single most critical problem in NER, because this region still portrays the combined outcome of dominance of subsistence agrarian economies, poor industrial base, lack of infrastructure, significant dependence on public sector employment, political insurgency and violence and gross negligence by the centre and respective state government towards overall development. In spite of rich endowment of natural resources, the region is being lagging behind the rest of the country in terms of various developmental outcomes. Lack of employment opportunities in entire North East states is a major push factor of migration to other mega cities. Government employment is small percentage of work forces, available to those who have political connection or have money power to bribe. Educated poor, who have no political connections, have no hope for government employment in the region. Census 2011 data released in 2013 has some strange and disturbing trends on jobs in the northeast region. If states were to be ranked by growth in jobs between 2001 and 2011, Tripura and Assam would clock in figure among the top five states with 27% and 26% increases in total number of workers, respectively. But on the flip side, the growth in workers was just 4% in a decade in Mizoram - the lowest among all states. Three states - Mizoram, Nagaland and Sikkim were below the national average of 20% growth in workers between the two censuses. It seems that Northeast region has always registered a high percentage of literacy rates, yet the main concern is the employability is low due to lack of required skill for employment.

However, many companies are still faced with challenges in implementing effective CSR strategies-lack of clarity about regulations with respect to what is allowed under the law, lack of knowledge about sector and in-

A suicide attack in Kabul, Afghanistan on Wednesday targeted a bus carrying employees of the MOBY Group which owns TOLOnews, one of Afghanistan's most popular private news outlets. Early reports said a man on motorbike rammed the bus, but authorities later said it was a car packed with explosives. Because such a large number of bags are produced and it takes a long time for them to decompose. Also people from rural areas often use plastic bags and bottles on a large-scale. Unaware of the harm caused due to plastic, rural people are a contributing factor to pollution. Also wind carry and deposit the plastic from one place to other, littering the land. It also gets stuck on fences, trees and water bodies. Any animal that comes in the vicinity of plastic, might even get tangled and suffocate to death. The maximum damage is done by plastic carry bags. Shops delivering goods in these very bags and the people who insist on having plastic carry bags when they buy goods are too responsible for plastic pollution. Moreover it requires selfdiscipline to solve this plastic pollution caused by using plastic things in our day today life.Our dependence on the private organization and government will not solve these problems.The use of plastic is a part of human need. Therefore, we have to follow some simple ways to solve this existing problem. So remedial measures can be adopted such as limited usage of plastic carry bags will help the environment free from pollution. Also using glass bottles, cloth and paper bags which are biodegradable and recyclable will reduce plastic pollution to a large extent.

Government as enabler The current government has expressed interest in working with companies. Its multiple calls to actionSwachh Bharat, Beti Bachao Beti Padhao, Skill India-appeal to all stakeholders, especially companies, and help the latter align their social engagement strategies with government priorities. Although this is a good move to 'democratize development', the government needs to work towards creating a more enabling environment, too. The government should leverage the CSR law to meaningfully engage companies in the development sector and create frameworks that facilitate public-private partnerships for the implementation of long-term and impactful programmes. This becomes even more important in sectors such
as skilling. The government has engaged industry bodies to identify, prioritize and implement programmes that provide 'marketable skills', that is, skill sets that are required by employers. However, it is necessary that the government, companies and implementation agencies are focused on completing the cycle of the programme by providing jobs to those who are trained. Alongside, companies must aim to approach, engage and work with state governments and local government bodies to ensure better access to the end beneficiary, delivery channels that will help scale up and fast-track projects. Adopt a business approach Most companies that have implemented social engagement strategies have not looked at their CSR strategies through the same lens as their core business functions. Hence, aspects of business operations that can be lent to CSR implementation such as tracking the utilization of budgets by implementation agencies, monitoring and evaluating programmes, hiring the right people, building capacity of internal and external personnel to deliver, communicating impact to relevant stakeholders and assessing (social) return on investment have been largely ignored. The Act mandates the setting up of a CSR committee which consists of at
least three company directors and reports to the board. In doing so, the legislation seeks to make CSR strategy an executive-level agenda. This provides an opportunity for top-level management to apply their expertise and experience to the company's social engagement strategy. Explore collaborations Budgets vary from company to company and despite the quantum of funds available, and the intent to implement social programmes, a single company may not be able to sustain a multi-intervention-oriented and long-term CSR approach which is scalable. The Companies Act 2013 allows for collaboration between two or more companies by using a separate legal entity. There are many hurdles to collaboration between companies-competition, lack of attributable impact, insecurity about the
brand strength of partners-but collaboration between companies will allow stakeholders to leverage their strengths to complement partners' efforts and, therefore, provide a comprehensive programme for beneficiaries and achieve scale. A collaborative model that addresses all concerns is crucial and isn't limited to company-company partnerships alone. In a 'Collective Impact', all participants have a common agenda, including a shared understanding of the problem, a plan of action that leverages each stakeholder's expertise and clear metrics to track impact. It goes beyond pooling resources. There is no denying that the CSR law presents a significant opportunity for the development sector to evolve at every level. There is now a significant amount of funding coming into the sector from a
source other than the government, foundations, philanthropists and donor organizations. 15,000 tonnes of pulses procured by Govt. so far for buffer stock New Delhi, Jan 23: Stating that pulses supply remain a "challenge", Food Minister Ram Vilas Paswan said the government is in import mode and has procured over 15,000 tonnes of pulses so far from farmers to create a buffer stock. Last month, CCEA had approved creation of 1.5 lakh tonnes of buffer stock this year as retail prices are still ruling high at around Rs 180 per kg in most places. "The pulses issue is a challenge for us. There has been a gap in supply and demand. The demand
is growing every year while the production is not increasing," Paswan told reporters while sharing achievements of his ministry in the past 19 months. State-owned PSUs have imported 5,000 tonnes of tur dal and have floated tenders for an additional 10,000 tonnes, he said. Private trade has imported 4.4 million tonnes (mt) of pulses so far this fiscal. On buffer stock of pulses, Paswan said, "We have procured over 15,000 tonnes of dals directly from farmers in Andhra Pradesh, Telangana and Karnataka.

"Our digital bank, Pockets, has seen over three million downloads with significant interest from non-ICICI bank customers. Our Facebook page has four million fans, the largest fan base among Indian banks. ICICI Bank is the first bank in Asia to introduce money transfer on Twitter," Kochhar said. "Sixty one percent of our total transactions of our savings accounts are done on the digital channels of Internet and mobile. Net Q3 profit of Hindustan Zinc's slides 24% Ahmedabad, Jan 23: Hindustan Zinc Ltd (HZL) reported a 24 percent decline in net profit at Rs 1,811 crore for the December quarter, hurt mainly by higher expenses and subdued prices. The firm led by NRI billionaire Anil Agarwal had clocked a net profit of Rs 2,379 crore in the year-ago period, it said in a regulatory filing. Total income of the company fell 11 percent to Rs 3,431 crore in October-December this fiscal, from Rs 3,853 crore during the same quarter in 2014-15. Total expenses, however, rose 8 percent to Rs 2,123.90 crore during the quarter under review, from Rs 1,972.95 crore a year ago. HZL Chairman Agnivesh Agarwal said: "We are happy to report a strong
refined metal production, with silver touching new highs. However, the current low zinc metal prices are contrary to the market fundamentals." He added that the firm is carrying out a review of its high-cost operations to ensure they are sustainable in the present weak zinc market. On outlook, the company said: "While the fourth quarter is expected to be weak as per mine plan, full-year guidance of marginal growth in mined metal production is maintained; production of refined metals will also be ahead of the previous year, with silver being significantly higher." The company had posted a net profit of Rs 767.06 crore for the same period a year ago. The net sales of the company increased by 12.37 percent to Rs 9,009.69 crore during the reported quarter from Rs 8,017.47 crore in corresponding period of 201415. A sharp 75.8 percent growth in mobile data (2G, 3G, 4G) and 16.7 percent expansion in voice minutes drove the revenue growth in the quarter, Idea Cellular said in a statement. Source: upload.wikimedia.org Mumbai, Jan 23: The RBI asked banks to provide loans up to Rs 3 lakh at 7 percent interest rate to Women Self-Help Group (SHG) under the National Rural Livelihoods Mission(NRLM) Aajeevika scheme during 2015-16. "All women SHGs will be eligible for interest subvention on credit up to Rs 3 lakhs at 7 percent per annum. SHG availing capital subsidy under Swarnjayanti Gram Swarojgar Yojana (SGSY) in their existing credit outstanding will not be eligible for benefit under this scheme," the Reserve Bank said in a notification. The commercial banks and cooperative banks will lend to all the women SHGs in rural areas at the rate of 7 percent in the 150 districts, it said. The revised guidelines on interest subvention scheme under NRLM has been issued after approval from the Ministry of Rural Development, Government of India. As per the
guidelines, all banks will be subsidised to the extent of difference between the weighted average interest charged and 7 percent subject to the maximum limit of 5.5 percent for the year 201516. Further, the SHGs will be provided with an additional 3 percent subvention on the prompt repayment of loans. For category II districts, comprising of districts other than the above 150 districts, all women SHGs under NRLM will continue to be eligible for interest subvention to avail the loan facility at an interest rate of 7 percent. The funding for this subvention will be provided to the State Rural Livelihoods Missions (SRLMs) from the allocation for NRLM. "In the Category II districts, banks will charge the SHGs as per their respective lending norms and the difference between the lending rates and 7 percent subjected to a maximum limit of 5.5 percent for the 2015-16 will be subvented in the loan accounts of the SHGs by the SRLM," it said.
