Three Suspected Poachers Held Golaghat , June 25: The Golaghat police in an operation managed to nab three suspected poachers and smugglers from Nikori Bortol area and Badulipar area in Bokakhat. The detained poachers and smugglers were identified as Sunil Loing, Ranjit Bori and Punaram Gowala. According to sources the police had interrogated the trio and one of them confessed to be involved in poaching. (Correspondent)

Golaghat , June 25: A tensed situation prevailed at Kushal Konwar Civil Hospital in Golaghat over alleged physical assault on a Nurse in the hospital by an attendant of a patient . According to the report an aged woman was admitted in the civil hospital . Last night when the condition of the patient became serious a man who was the attendant misbehaved with a nurse on duty and physically assaulted her . After tthe incident the alleged culprit fled from the scene and today the nurses in the hospital began to protest against the incident and demanded immediate arrest of the man who assaulted nurse on duty . Even the protesters have threatened to go on an indefinite strike from Monday if the culprit was not nabbed. (Correspondent)

12 small oilfields if handed to private players would fetch 4000 crores to Assam: Pradhan A Staff Reporter Guwahati, June 25
In a major development, the government said that twelve small oilfields lying idle for years would trigger off a rolling of about Rs 4000 crores in Assam’s economy apart from adding to the country’s oil output in the next few years once handed over to private bidders, Dharmendra Pradhan, Union Minister of State (Independent Charge) for Petroleum and Natural Gas, said in Guwahati on Saturday. Pradhan, who was speaking at an interactive session with about 200 potential bidders for the 12 small oilfields of the state, also dismissed fears that handing over these oilfields to private parties would reduce job opportunities to the local youth. The 12 Assam oilfields are among 67 such small oilfields across the country that have been put up for bidders under ‘Discovered Small Fields Bid Round – 2016’ by the

While Gogoi’s supporters raised slogans accusing Modi, Sonowal and the BJP of allegedly betraying the people, police resorted to caning the protestors and arrested many of them. Minister Pradhan said India’s energy requirement was increasing at a very rapid rate and the country had recently emerged as the third largest consumer of oil in the world. “Around 79 per cent of India’s demand for oil and 42 per cent of its demand for gas is met by imports. Prime Minister Modi has envisioned a target of reducing import dependency on oil and gas by 10 per cent by 2022. The current bid round aims to augment the domestic oil and gas production in the country,” Pradhan said.

Police recovered 14 Railway reservation tickets of Rs 25,875.

The Muskan Welfare Society, a voluntary ladies organisation, based in Raj Bhavan, Itanagar led by the First Lady of the State Rita Rajkhowa has set up the Centre to facilitate the people, particularly housewives, self-help groups and youth in fruit processing and preservation, stated in a press release issued by the administration.
A Staff Reporter Itanagar, June 25 : The jawans of the National Disaster Response Force (NDRF) stationed at Chimpu had an unannounced visit by Chief Minister Kalikho Pul today. In a moral-boosting exercise for the jawans and to test their preparedness level, the Chief Minister checked into their camp where the two companies of NDRF are currently stationed. He dashed into their inventory room where all the life saving equipment and devices to be used during the time of earthquakes, floods and other natural calamities, were stored. The CM personally checked all the equipment such as helmets, chainsaw, angle cutter, chipping hammer, electric drill, life jackets and also fire fighting equipment, lighting, medical, water rescue and flood relief equipment. He inspected their living rooms, toilet, office and kitchen. Upon finding the
kitchen without a wall, the CM advised them to enclose the kitchen room with walls and proper ventilation. He said without proper walls and protective measures, the food items stood risk of being damaged by stray animals, flies, insects, rain water and dusty winds. The CM shook hands with the jawans and enquired on their native places, who were mostly from North Indian states such as Bihar, UP, Gujarat, Haryana, Uttaranchal and Himachal. This hangar and associated aerodrome facilities would enable BSF to undertake independent maintenance and flying operation of MI-17 V5 aircraft on short notice. This would also facilitate emergency medical evacuation of critical CAPF personnel. Ministry of Home Affairs has approved operation of three
MI-V5 helicopters, of Russian origin, from this airbase. BSF has its Frontier Headquarter atPatgaon and development of an airbase in close proximity would enhance its operational capability,manifold. Prior to this, BSF had been operating various types of aircraft from New Delhi, Ranchi, Raipur, Agartala and Srinagar. Flying trials have already been conducted successfully from this place. This airlift facility, which is under the administrative and functional control of BSF is aimed at providing air support to all CAPFs. Residents alleged that the flood was happened due to lack of proper cleaning drainage system in the town. They said that the rain water passes through
drain, but in the town there is no proper cleaning drainage system, of which why residents have to face artificial floods. Though there is drainage system, but the drains are yet to be cleaned that is why the normal rain water force to be artificial floods along the wards residents. Several roads in Kokrajhar town, included Thanapara, Basic Training Centre complex, Vivekananda Path near flyover were covered up by flood waters, besides water wet up houses which damaged huge properties in the town. “Artificial flood has been harassing among residents in Kokrajhar town due to lack of proper cleaning drainage. There is no cleaning and proper drainage facility,
which has been creating resented during rainy season. The rain waters left several resented for the residents since last two days. No official from district administration rushed to the affected peoples so far, though several wards have covered up with flood waters’, a resident along Thanapara said. CM Okram Ibobi Singh in hot soup for gifting away disputed land for Sports University Imphal, June 25 : Manipur Chief Minister Okram Ibobi Singhclarified that the state government had handed over 336.93 acres the Ministry of Youth Affairs and Sports for setting up the National Sports University at Yaithibi Khunou village of Thoubal district, but 34 acres of this is now disputed because of a court case initiated by the land owners. The Chief Minister however said he believes the dispute over 34 acres of land, would be resolved soon. Earlier the joint secretary (development) of the Minister of Youth Affairs had written to the government to get the dispute over the 34 acres cleared failing which the government might consider another new site for building the Sports University. Briefing media persons at his bungalow office earlier this week, Ibobi said that he has faith that the court will decide in the favour of the government and the disputed 34 acres land would be acquired soon.
The proposal for setting up a National Sports University in Manipur was formally announced by the Union Finance Minister Arun Jaitley in his budget speech in 201415 with an estimate of a 100 crores. The ministry had informed the state government that approximately, only 200 acres of land will be needed for setting up the Sports University. However, Ibobi and his cabinet had given 336.93 acres, that is 136.93 acres of agricultural land in excess without being asked for. "I have given the extra land for future expansion of the University," Ibobi clarified to the media. He added that he was thinking of even providing 400 to 500 acres of land for the proposed University. Imphal, Jun 25: As instructed by the Food Safety and Standard Authority of India (FSSAI), food safety officials of the Government of India have started inspecting bakeries to check whether they are using potassium bromate in baking breads and other similar products. Notably, it has been reported that potassium bromate has the potential to breed cancer. Apart from launching an extensive inspection drive at bakeries, food safety officials have also started inspecting ice cream factories to check whether they are abiding by food safety norms. A bakery in Imphal East district was sealed yesterday after it was found not abiding by food safety norms. Most of the bakeries opened in Imphal West and Imphal East districts do not possess necessary licences and they do not fulfil the criteria required for issuing licences, informed an official source. Most of the bakeries have limited space and they are run in rented houses/rooms. A single room often serves as sleeping room, store room, dining room and baking room. Informing that most of the bakeries were found in unhygienic conditions, the source informed that food safety officials would submit a detailed report to the Government in order to take up necessary actions.(Agencies)

"I think foreign policy is a matter of national consensus, so we should not try to see it in partisan political terms. But I do believe that the manner in which Prime Minister Narendra Modi and this government pursued their membership of NSG showed lack of preparation, inadequate backroom diplomacy and too much hype in terms of possible results," JD (U) leader Pavan Verma told.
Verma further said that the main problem with the NDA Government is that they fail to realize that foreign policy is a calibrated, quiet and strategic doctrine and not an event management exercise. Jagannath Temple official arrested Puri, Jun 25: Member of Shree Jagannath Temple Managing Committee and Secretary of Daitapati Nijog, Premananda Das Mohapatra, and his sonin-law were on Friday arrested for allegedly assaulting a doctor and grievously injuring him, a police officer said. The servitor and his sonin-law, Nabakrushna Prusty were booked for various offences including attempt to murder for the alleged attack on the duty doctor at the district headquarter hospital here, said Inspector In-Charge of Kumbharpada police station, K C Sethi.
The incident took place last night when Das Mohapatra had gone to the hospital with and others for the treatment of his grandson who was unwell, he said. Dr Khirod Chandra Pal advised the servitor to get a ticket from the hospital counter, but Das Mohapatra reacted furiously and asked for the phone number of the Chief District Medical Officer (CDMO), Sethi said quoting the complaint lodged by the doctor. When the doctor refused to give the CDMO's phone number, Das Mohapatra started abusing using vulgar lan-
guage and physically assaulted him causing grievous injuries, he said. Soon after the incident the doctor lodged a complaint at Kumbharapada police station. Later, Das Mohapatra also lodged a similar complaint against the doctor, the officer said. The doctor, who has sustained serious injuries including a severe haematoma near the eye, has been referred to SCB Medical College and Hospital, the IIC said. The doctors and other staff of the district hospital had stopped work in protest against the attack and normalcy was restored after the adminis-
tration intervened and assured them that action would be taken, police said. Police said Das Mohapatra faces several criminal cases and had been arrested in the past for allegedly attacking an electoral official, police said, adding he was also arrested recently for gambling and subsequently released on bail. Kalburugi Superintendent of Police N Shashi Kumar said that those arrested were identified as Lakshmi, Athera and Vishnupriya. The victim, a student of Al Qamar College of Nursing School in Gulbarga, is presently in a critical state.

"We will soon appoint nearly 60 laboratory technicians under the National Health Mission (NHM) and about 50-60 data entry operators to meet the staff shortage problem," said health and family welfare secretary Aarti Ahuja. Stating that the state government has issued directives to blood bank officers and those who were incharge to strictly adhere to the guidelines, Ahuja said those found violating the guideline would be punished. She said this after a review meeting on proper management and development of the three medical colleges and 53 blood banks in the state. While Rs. 16 crore would be spent for augmenting infrastructure in blood banks in the state, an amount of Rs five crore would be spent for buying modern equipment, an of-
ficial said. Ahuja said the department has issued an advisory to all three government-run medical colleges and 53 blood banks to adopt proper procedure and maintain transparency while testing blood and its transfusion. She said a committee has been set up at the district level to monitor and check implementation of the advisory. "We have issued an advisory which has guidelines on how to follow standard operating procedures as per protocol provided in the Drugs and Cosmetics Act. We have made it clear that so far blood safety is concerned, we have zero tolerance. Whosoever is found to be negligent, action will be taken against him/her," she said. "Only two-three of our colleagues were allowed to speak. But they could not express our problems freely," the migrant worker added. The Nepali guards expressed that they were worried about having to commute to their workplace from the camp without security and requested the Nepali embassy to ask the company to arrange for their stay in the same place where the others reside. They also said that if they continue to feel insecure, they would consider leaving the country. "It's hard for us to work in Afghanistan in the current situation," said another Nepali worker, adding that they were considering leaving the war-torn country if they continued to feel insecure. Aung San Suu Kyi Bangkok, Jun 25: Aung San Suu Kyi vowed on Friday to work towards bringing home hundreds of thousands of Myanmar people who fled her impoverished and war-torn country under its former military leaders. The democracy champion was speaking during her first visit as a state leader to neighbouring Thailand, where legions of low-paid Myanmar migrants prop up the economy with back-breaking labour. Over 100,000 refugees who fled ethnic conflicts with the Myanmar army are also kept in Thai camps along the border. "What we want is that all people displaced from our country should come back to us and should come back to the kind of conditions which they will never want to move again," Suu Kyi told a press conference in Bangkok. "For this we will need to do a lot of work," she cautioned, stressing that it would take time to revive an economy battered by mismanagement under the former junta, whose five-decade reign plunged the country into brutal poverty. "Job creation is of the greatest importance for our country. Everywhere I've been in Myanmar people have talked about their need for jobs," she said. After a decades-long campaign against Myanmar's repressive military leaders that included years under house arrest, Suu Kyi is now steering the
country's first civilian government in generations after sweeping historic November polls. She was speaking on Friday next to Thai junta leader Prayut Chan-O-Cha, who said the two governments would work together to repatriate the refugees when both sides agreed "the situation is right". Most of the refugees in the camps are ethnic Karen displaced by a lengthy war with Myanmar's army. The violence abated following a 2012 ceasefire, but conflict with other ethnic rebel groups around the country continues. The two leaders were speaking after signing an agreement aimed at bolstering rights for Thailand's Myanmar migrant labourers . Pushed across the border by economic desperation, many arrive in Thailand to find themselves at the mercy of abusive employers, corrupt officials and trafficking gangs. In article published in the Express Tribune, Maria Kari has described both of these proposed Bills to be promising and progressive, but improbable in terms of eventual implementation because of a lack of political will, weak administration and corruption that defines Pakistan. Praising Nand Kumar Goklani, a Hindu member of the Sindh Assembly, for tabling the two bills, Kari, however, said, "In its current form, the proposed law is promising and progressive. It comes with several built-in special
measures that would heighten protection of a victim of a marriage based on forced conversion. It grants the alleged convert an option to study comparative religions. It places a ban on reporting names or the locations of the alleged convert to increase protection of her and her family. It promises heightened security for the prosecution, its witnesses, and investigating officers. "Most importantly, it promises a punishment to fit the crime: if a marriage is deemed to have been performed on the basis of a forced conversion, the court can fast-track divorce proceedings. Individuals found guilty of forceful conversion face a minimum five-year sentence that can extend to a life sentence. And those, such as the police or religious clerics, who are found guilty of making the marriage happen, face a minimum three-year sentence." Pakistan, Kari reminds, has a track record of in-
troducing promising, progressive laws that then go on to collect dust on the shelves of law libraries, and she is convinced that these two private member bills will also face a similar fate. "Poor implementation or, in many cases, a complete failure to implement, has rendered even the best of Pakistan's policies worthless. Implementing legislation sounds like a nobrainer. A law is proposed, the law is approved, and the law is implemented. Simple right? Not in Pakistan". Why, because the agencies concerned with implementation remain so weak and overrun by corruption that it is well nigh impossible to achieve. She concludes by saying that she is simply not convinced that the Sindh Assembly's (admittedly progressive) proposed legislations will accomplish much once they are passed and reach the implementation phase. She suggests five steps to restore Pakistan's credibility as a democratic state as envisioned by its founder Mohammad Ali
Jinnah in 1947 and the promise of Article 25(1) of the Pakistani constitution. Do away with the majority/minority wordage and in future legislation simply refer to your protected class of persons as nonMuslim or Muslim. Turn up the heat on holding accountable our voted-in politicians and policymakers. Ramp up the quality and availability of pro-bono services across Pakistan. Make pro bono services attractive to young lawyers. Make current lawyers more competent by updating them on changes to the law and legal recourses available to victims of forced conversion. New laws should not be confined or deliberated upon in the air conditioned halls of the Sindh Assembly, but need to be adopted by the streets i.e. masses, where they have been broken in the first place. The rampant abuse against non-Muslims must stop in Pakistan, and these ground-breaking legislations in the Sindh Assembly are the way forward. (ANI)

Pakistan's moderate Muslims must question constitutional amendments that encourage extremism, intolerance Pak, June.25 : Moderate Muslims in Pakistan and elsewhere in the world must have the courage to question the establishment and the existing legal framework on how encouragement has been given to those who support both extremism and intolerance across the country. In an article for The Diplomat, Zoha Waseem, a doctoral candidate at King's College London, has strongly questioned Pakistan's decision to declare the minority Ahmaddiya community as "non-Muslim" in violation of the principles of Islam, and called on all citizens of the country to abandon extremism and intolerance and promote inter-faith harmony and peaceful co-existence. "The non-violent, nonextremist, 'silent moderate minority' of Muslims in Pakistan and elsewhere must turn to the proverbial pen. and question how our legal frameworks (such as the constitutional amendments in Pakistan) have only encouraged extremism and intolerance in our so-

dispensations between 1947 and 2016 have consistently compromised the minority community's identity and security as citizens. He recalls that the second constitutional amendment introduced and passed by the martial law regime of General Zia-ul-Haq, was done to appease religious opponents. He declares that despite over four decades of ongoing persecution, the Ahmaddiyas have given Pakistan stalwarts such as former foreign minister Sir Muhammad Zafarullah Khan and theoretical physicist and Pakistan's first Nobel Prize winner in physics Dr. Abdus Salam. "Unfortunately, the seeds of extremism have penetrated too deep into the fabric of the Pakistani state and society for them to be countered by haphazardly written counterterrorism plans. It will take no less than a generational effort to root out extremism and regain Islam's true message of peace, tolerance and respect for all faiths,"
Waseem states, adding that of the several products of religious extremism that plague Pakistan, sectarianism will remain the most dangerous one for the foreseeable future. He says in his article that, "it is disheartening to see that the "jihad of the pen" (the ink of the scholar) lags far behind the "jihad of the sword" (the blood of the martyr), with the latter simply drowning out the voices of the former." Declaring that the Muslim community has failed at large to promote, implement and empower Sufi codes of love and compassion, Waseem says that for countering the extremism narrative, a huge effort would need to take place at the "familial, societal and communal levels," adding that a bottom-up approach is required. He concludes that the debate needs to taken at the local level, where knowledge must be shared and exchanged; where value, tolerance and acceptance of ethnic and religious diversity need to be actively encouraged and where forgiveness should be budded. MH370 wreckage found on Tanzanian island Canberra, Jun 25: Aircraft wreckage suspected to be from the missing Malaysia Airlines Flight 370 has been found on an island off Tanzania in East Africa, an Australian official said. Federal Transport Minister Darren Chester issued a statement on Friday about the debris -- part of an aircraft wing -- found by locals on Pemba island, more than 6,000 km from the current search zone, news.com.au reported. Pictures posted by Jamii Forums on Twitter showed the part is larger than anything else found to date that has been determined to "almost certainly" come from MH370 that vanished on March 8, 2014 on its way from Kuala Lumpur to Beijing with 239 people onboard. Chester said the Australian Transport Safety Bureau was seeking further information on the debris to ascertain whether it was part of the Malaysia Airlines' aircraft. If it is confirmed as being from MH370, it will be the furtherest north debris has been found to date. Other items have been discovered on Reunion Island, Mauritius, Mozambique and South Africa. Debris found in Madagascar earlier this month is still awaiting retrieval by Malaysia for examination. Drift modelling undertaken by University of Western Australia oceanographer Charitha Pattiaratchi showed it was possible debris from MH370 could have been carried as far as Pemba island. Professor Pattiaratchi said it was more likely that debris would come up on an island than a beach "because an island collects things". He said it was completely plausible that a section of wing from MH370 had now washed up on Pemba island, from the southern Indian Ocean. Chester said officials from Malaysia, Australia and China met this week to discuss "a range of matters related to the search". Speaking at the annual two-day summit, Prime (Photo: images.china) Minister Narendra Modi highlighted India's historical linkages with the region to drive home the point that the country's membership to the SCO would stretch the region's boundaries from the Pacific to Europe; and from the Arctic to the Indian Ocean. Modi further said that India would no doubt benefit from SCO's strengths in energy, natural resources and industry, but India's strong economy and its vast market could drive economic growth in the SCO region. The prime minister also vowed to adopt zero tolerance and a comprehensive approach in fighting terrorism at all levels. Pointing to Afghanistan, PM Modi said a stable, independent and peaceful Afghanistan is necessary for greater security and stability in SCO region. Modi who was on a two-day visit to attend the annual summit of the SCO with an aim to expand India's engagement with the China-dominated grouping in areas of security, defence and energy. Prime Minister Modi too raised the NSG issue with Chinese President Xi Jinping and asked the latter to view India's application for membership fairly, objectively and on merit. At the summit, India too signed the SCO's Memorandum of Obligations, kick-starting the process of its accession into the group as a full member. And India will have to sign around 30 other documents in the course of the year to complete the process for membership. Pakistan is also being inducted into SCO as a full member. The SCO is increasingly seen as a counterweight to NATO and its membership will help India have a greater say in issues relating to security and defence besides combating terrorism. India, one of the largest energy consuming countries in the world, is expected to get greater access to major gas and oil exploration projects in Central Asia once it becomes a member of the SCO. Many of the SCO countries have huge reserves of oil and natural gas. India's engagement with all SCO members will help in build a region which is an engine of economic growth for the world and is more stable and secure internally and strongly connected with other geographies. India's capacities in trade, investments, information and communication technology, space, agriculture, health care, small and medium scale industry can bring wide spread economic benefit to the SCO countries.
Tax Department May Arrest Wilful Defaulters and Auction Their Assets As per a report, challenged by increasing cases of defaulters who evade paying due taxes, the incometax department has asked officers not to shy away from invoking the rare provisions of arrest, detention and auctioning of attached assets of the accused. The Central Board of Direct Taxes, in a strategy paper for the current fiscal, has directed the tax department to use this provision, used rarely till now, stated under Section 276C (2) of the IT Act that stipulates action to ensure rigorous imprisonment for a period between three months and three years which may also carry a fine. The IT department has a designated official to execute these rare powers, called the Tax Recovery Officer (TRO) within its establishment. The machinery of the TRO should be strengthened by providing more infrastructure and manpower. The TROs should be further trained specifically for their work in order to increase their effectiveness. In respect of non-compliant defaulters, the provisions of arrest and detention as per the provisions of Rules 73 to 81 of Schedule II should be invoked by the TRO. "Stringent action can be taken in suitable cases including use of the provision for prosecution under section 276C(2) of the Act. The strategy papers act as a guiding light for the taxman for the financial year, in this case 201617. The directives have also asked the supervising authority of the TROs (Principal Commissioner of IT) to "monitor" their work "especially in the area of attachment and sale of property to ensure that the attached properties are sold within one year." The role of a TRO comes at the fag end in a tax evasion case when the demand raised by the department gets converted into wilful default. A TRO executes his power of arrest and detention when there is a chronic default. That is why we see these provisions have been rarely invoked in the past. But now, more action on this front will be undertaken as defaults are becoming a menace ," an IT official explained. The instructions also make it clear to the TRO that in case of liquidation of assets there should be "prompt lodging of the claim" with the official liquidator and constant monitoring of the case in order to guard the interest of the revenue or the department. It has also been directed, as per the strategy paper, that supervisory officers "may instruct" the TRO or the Assessing Officer of a case to monitor cases which are being heard in the Debt Recovery Tribunals (DRTs). Whereas TRO should consider lodging of claims of outstanding demand in such cases before the DRT. And at any level of a default case, the department's interest of getting taxes is supreme and hence the TRO is being directed to pursue the cases upto the level of DRTs too. Getting revenue and due taxes from an entity is the ultimate aim of the IT department. By using these new strategies, the department also ensures that a strong message goes to all such people that the taxman will not let it go easily.

This marks a new turn in the NSG-South Asia saga, which began with the Indiaspecific waiver from the NSG in 2008. Regardless of Pakistan's (and India's) r e m o t e chances of getting accepted into the 48member plurilateral export control arrangement, it is important to improve the overarching narratives surrounding this issue since 2008. Both Pakistan and the United States have been pursuing conflicting narratives for about a decade regarding the implications of the 2005 Indo-U.S. nuclear deal for Pakistan and Pakistan's possible policy options. The whole discussion of the last ten years boils down to two differing frameworks. Pakistan has viewed this development from the framework of international discrimination based on an expectation of "fair treatment" from the nonproliferation regime and the United States. On the other hand, predominant literature from the West (especially the U.S.) suggests, since Pakistan cannot match the commercial potential of India, it will have to improve its "nonproliferation credentials" to be considered for NSG membership - or, more broadly, to be considered a "normal nuclear state." Both these concepts are underdeveloped. Discrimination in the context of nonproliferation regime is a non-linear concept and means different things for different states. The idea of "nonproliferation credentials" is an equally fluid concept, leading both Pakistan and the United States to come to completely different conclusions on what may be considered Pakistan's positive nonproliferation credentials. Pakistan's narrative vis-Ă -vis the NSG waiver given to India
has been that it will create strategic imbalance in South Asia and that Pakistan's nuclear program is being discriminated against. It is true that an Indiaspecific waiver from NSG then and unconditional support for India to become a member of NSG now is a discriminatory development against Pakistan. However, this narrative implies that an equal treatment of
nature of the regime per se. Discrimination is inherent to international anarchic system that prevails in the world. The international nonproliferation regime has survived on pragmatism, discrimination, and a quantum of morality. It is anybody's guess which states deserve pragmatism and which deserve discrimination from the regime; moral arguments against the spread of nuclear weapons can be molded accordingly. Pakistan's national narrative has been that it is a reluctant entrant to the nuclear club and its policies have always been responsive to those of India. Even then Pakistan has been hyphenated with India when being penalized or sanctioned, and de-hyphenated when being rewarded. The Indo-U.S. deal of 2005 is a clear case in point. However, this was not the first case of discrimination against Pakistan's nuclear program. There is a history of threats and of slapping and lifting sanctions on Pakistan's nuclear program that had little or no relation to Pakistan's so called nonproliferation credentials. The basic criterion for any future membership in the NSG is defined philosophically, in terms of whether the potential new membership would be a net positive for the nonproliferation regime. Yet the yardstick for measuring if the prospective member is contributing to the nonproliferation regime is extremely difficult to create. One example of how difficult the task can be is coming to a clear answer for the following question: Does it harm the nonproliferation regime to bring a non-NPT member nuclear weapons state to the NSG that also does not adopt full scope safeguards or does it benefit the NSG to formally include a potential supplier of dual use nuclear technology that is currently running a complete fuel cycle independently?

Being a part of the same system under the NPT, it is a legal right for some states to possess nuclear weapons and for others to shun them. Both commit not to conduct proliferation. Proliferation is both horizontal and vertical; however, the so called international norms are strictly followed in terms of horizontal proliferation (spreading nuclear weapons technology) and little or no consideration is given to the issue of vertical proliferation (arms buildup). Strong states like the United States can acquire nuclear weapons, deploy them outside their territories, and provide a nuclear umbrella to other states - and all this can be done comfortably within the legal limits of the NPT. For other states, like Iran, possession of even a latent capability is in conflict with its nonproliferation commitments. Such is the nature of the nonproliferation regime that it obscures, instead of highlighting, what the positive nonproliferation credentials of states should be. Hypothetically, the nonproliferation credentials of one state can practically be the opposite of the other and still both will be positively pursuing the goal of nonproliferation. There is nothing new about the analysis that has been presented here. Nor the purpose is to deride the NPT, but to highlight the discriminatory

But how much has the NSG contributed to controlling the arms buildup in nuclear weapons states, that it can now ask for India and Pakistan to limit fissile materials production? Is it even NSG's mandate to ask Pakistan and India to support the fissile material cut-off treaty (FMCT) or Comprehensive Nuclear-Test-Ban Treaty (CTBT)? Do all NSG members support FMCT and CTBT at the moment? Would it not be discriminatory against states that have signed the NPT and comply with it if two new nuclear weapons states without NPT membership are included in the NSG? Then there is the question of how to measure the appropriateness of the criterion proposed - for example the condition that Pakistan should create and actively support programs to suppress and combat domestic terrorism to make a strong case for NSG membership. These, along with many questions put forth by Mark Hibbs in his recent article need to be answered to have a viable discussion on the membership of India and Pakistan without decaying the nonproliferation regime. The only positive at the moment about the feverish NSGrelated discussions is the emphasis of the nonproliferation lobby in the West on adopting a criteria-based approach for any future memberships in the NSG. A lot of homework still needs to be done on the possibility of universal criteria for future members, what the criteria should be, and how they should be devised. It should be noted that once a 2008 type exception is made, the United States and India are likely to renege on their assurances of applying the same criteria for other non-NPT States. Instead of considering nonNPT States by creating exceptions, the NSG's participating governments should first decide what the criteria should be for such states. Changes in FDI policy informed by Govt. New Delhi, Jun 25: The government today notified changes in the Foreign Direct Investment (FDI) policy in sectors including pharmaceuticals, defence and singlebrand retail. These decisions were announced earlier in the week with a view to make India more investor friendly and an attractive FDI destination. "The decision will take immediate effect," the Department of Industrial Policy and Promotion (DIPP) said in a press note. The changes in the policy include allowing 100 per cent FDI under government approval route for trading, including through e-commerce, in respect of food products manufactured and/ or produced in India. To attract investment in the defence sector, the government has removed the condition of 'stateof-art' technology, besides permitting foreign investment in manufacturing of small arms and ammunitions. The government has also permitted 100 per cent FDI through automatic route in broadcasting carriage services like teleports, direct-to-home and mobile TV. In a significant reform move, the government allowed 100 per cent FDI in airlines and relaxed norms for overseas investments in brownfield airports. In private security agencies, FDI limit was raised to 74 per cent from 49 per cent earlier. In single-brand retail trading, the government said the mandatory local sourcing norm for foreign firms "will not be applicable up to three years from commencement of the business i.e opening of the first store for entities undertaking single brand retail trading of products have 'state of art' and 'cutting edge' technology and where local souring is not possible". After completion of the exemption period, the foreign company in the next five years will have to meet the domestic sourcing norm at an annualised average rate of 30 per cent. Thereafter, they have to comply with the norm on an annual basis. The DIPP also notified the changes in pharmaceuticals, in which government has allowed FDI upto 74 per cent through automatic route and beyond that under government approval. The government has also relaxed the norms in animal husbandry sector. FDI into the country grew by 29 per cent to $40 billion in 2015-16. (Agencies)

Upfront fares rolled out by Uber in India, US Bengaluru, Jun 25: Cabhailing app Uber said it will now present its riders in the US and in some parts of India with 'upfront fare', making it easier for customers to see how much they will have to pay for a ride. The fare will be calculated on the basis of expected travel time, distance, traffic, surge and tolls where applicable. The move will also help the US-based firm address its Achilles' heel 'surge pricing' that has received criticism from many users as well as governments like Karnataka. "We moved to upfront, per trip fares just like airlines and hotels two years ago when we launched uberPOOL... So
in April, we began slowly introducing upfront fares for regular uberX trips in cities across the US and more recently in India, with more to follow," Uber product managers Arundhati Singh and Dennis Zhao said in a blogpost. To date, hundreds of thousands of riders have experienced upfront fares as part of this rollout, it added. An Uber India spokesperson said that "Uber has been testing upfront fares for a small segment of riders across five cities in India since the beginning of this month". "These cities include New Delhi, Kolkata, Mumbai, Hyderabad and Chennai," she added. The company plans to roll out the
changes to pricing in the app globally over the next few months, including other cities in India. In the US, upfront payment feature is available in six cities -- New York City, Miami, San Diego, Philadelphia, Seattle and New Jersey. While booking the ride, customers had to mandatorily enter their destinations, which allowed Uber to calculate the fare in advance and show it to riders before they book their ride. "Knowing how much a ride will cost in advance is clearly something riders appreciate: today uberPOOL accounts for over 20 per cent of all rides globally. And we now want more riders globally to benefit
from this feature," the blogpost said. In India, 25 percent of Uber's rides in Delhi and Bengaluru are through uberPOOL. Uber had launched uberPOOL in San Francisco almost two years ago, where the upfront fare feature was introduced for the first time. The company is now taking this product feature to riders across uberGO, uberX and other Uber services. With the new version of the app, the lightning-bolt icon previously used to indicate surge pricing on Uber will go away. Previously, Uber has defended surge pricing saying it balances demand and supply and that it is always transparent about exactly how much

irector Prem Soni, who is making a biopic on the late singer Bhupen Hazarika, is finding it tough to pen the journey of the legendary musician. The yet-to-be-titled film chronicles the love story of Hazarika and his companion for 40 years, Kalpana Lajmi. "The film is still in scripting stage. It would take time, at least twothree months. It's tough to make a film on a legendary personality like him (Hazarika). It is not easy to create someone's journey on paper," said Soni. Names of actors like Irrfan Khan, Ajay Devgn, Ranveer Singh, Prosenjit were doing the rounds for the lead role. The "Main Aur Mrs Khanna" helmer insists he is yet to cast anyone. "It would be an iconic role to play on screen. We will get someone apt for the role. It would be a challenge to find the right actor. We don't know if we will go with an experienced or a young actor to play his character," Soni said. Lajmi said, "It's not easy to make a film on a legend like him (Hazarika). 'Barsharanya' (The Rainforest), produced by Ikramul Mazid and directed by Diganta Mazumdar, has won the Golden Palm Award in the 'Environmental' category of the prestigious Mexico International Film Festival. The film with script by Jiten Sarma was made under the banner of Alternative Cinematics. The cast includes Tapan Das, Arun Nath, Tonthoi Devi and Debajit Mazumdar. 'The Head Hunter', the first film in Wancho tribal language and only the third film to come out of Arunachal Pradesh, won the 'Best Screenplay Award' at the festival. The film has been directed by Assamese filmmaker Nilanjan Datta who grew up in Arunachal Pradesh. It won the best film award in the Wancho language at the National Film Awards of 2015.
Editing works of Angeekar Films' first Assamese feature film Aei Maatite, directed by independent filmmaker and eminent theatre personality Dr Sitanath Lahkar, has been completed recently. The film, which is an adaptation of Dr Lahkar's famous stage play Tamasaa on the burning issue of witch hunting, is edited by Dr A Nagraj. An experienced editor of a number of documentary films Dr Nagraj, who is based in Tezpur, worked on the film's various aspects for over two months. Aei Maatite is his first Assamese feature film and he took extra care in treating the subject matter considering its seriousness. Commenting on his experience, Dr Nagraj said: "It has been a good experience. Aei Maatite is my first feature film and I have loved working with the Director Dr Lahkar, who really appreciates any new idea rather than imposing his own. It is also giving me immense

On the challenges that he faced while editing the film, Dr Nagraj, an Assistant Professor of Tezpur University, said: "Considering the fact that the film is based on a very important social problem, we had to take extra care in treating some elements. It is about how to portray the society in the best possible way, so that people understand the subject.
At the same time, we had to be conscious that the film does well in the market as well." The Story, Screenplay, Dialogues, Lyrics and Direction of Aei Maatite are by Dr Lahkar, retired Principal of Cotton College. This will be his first feature film. After completion of the video editing, now works for dubbing, colour correction and visual effects will start within a short period of time. The shooting of Aei Maatite
was done in five locations - Jaipur village in Rani, Guwahati, Dimoria, Tezpur and Panikhaiti. The major part of the film was shot at Jaipur, where the unit received overwhelming help and support from the villagers. Kamrup District Administration, Assam Police, Fire Services Department, Tezpur University, Dimoria College and Cotton College have provided crucial support in making of the film. The 'action-drama' film has some very critical scenes, shooting of which were done with utmost care and precision. Such type of rustic action scenes are hardly seen in Assamese films. The film will cinematically showcase some of the inhuman killings in the name of witch hunting. The entire shooting unit worked tirelessly to get those sequences done, which, it is hoped,will surely mesmerise the movie lovers.
