Prisoner attempts suicide inside court premises at Tinsukia Tinsukia, July 26. In a shocking incident, a prisoner attempted to commit suicide inside court premises by cutting his throat on Tuesday. The prisoner has been identified as Purna Urang. According to sources, the prisoner was facing trial in a murder case. Today, the court convicted him for the crime and fixed August 1 as the date for announcement of punishment. However, he suddenly attempted suicide astonishing everybody. Immediately he was rushed to civil hospital form were doctors referred him to Assam medical college and hospital at Dibrugarh. Tinsukia press club calls an emergency meeting over threat to scribe Tinsukia, July 26. Taking a stern view of the steep increase in crime against scribe who are doing their duty, Tinsukia press club called an emergency meeting following a threat to journalist of local Assamese daily, Dainik Janambhumi, for reporting a news matter. The members took a decision to submit a memorandum to the Upper Assam Commissioner and DIG of Upper Assam of Assam police demanding to take strict action against Utpal Baruah based on the FIR registered by journalist Pranab Phukan. The BJP led Assam government today presented a budget with a focus on all sections of the society, and put a major thrust on education, agriculture, livelihood and healthcare. With this several items including candles, kerosene stoves, packaged drinking water, cinema tickets, LED bulbs and tubes, citronella oil and feeding bottles would become cheaper. Placing the budget, state finance minister Himanta Biswa Sarma said while the education sector along with sports, art and culture would get 20 per cent of the budget allocations after 26 per cent for general services, the agriculture and rural development sector would get 10 per cent. Sector-wise allocation of the remaining sum will be as follows: water supply, sanitation, housing and urban development (8%), transport (6%), social welfare and nutrition (5%), irrigation and flood control (5%), and others (9%), besides public

Union Home Minister Rajnath Singh today called up Chief Minister Sarbananda Sonowal to get first hand information about the flood situation in Assam. In the course of his telephonic discussion, Sonowal apprised the Home Minister about the latest flood situation in the state and the steps initiated by the state government for relief, rescue and rehabilitation of the flood affected people. Singh assured Sonowal that the Centre will provide all help and assistance to the state and would bear the expenses involved in dealing with the flood situation in the state, a CMO spokesman said. Singh also conveyed to Sonowal that Prime Minister Narendra Modi has been keeping a close tab on the flood situation in Assam and has directed the Ministry of Home Affairs (MHA) to extend all possible help and support to the flood affected people. She said she no longer believes that her fast will lead to the repeal of the "draconian" AFSPA but she will continue the fight. "That is why I will join politics and my fight will continue," said Sharmila who has refused to eat or drink anything since November, 2000.

Assembly elections in Manipur are scheduled in 2017. Sharmila is forcibly fed through a nasal tube in Imphal's Jawahar Lal Nehru Hospital, a special ward of which acts as her prison. She had been arrested, released and then re-arrested from time to time on the charge of making an attempt to commit suicide. The maximum punishment under Section 309 of IPC is a oneyear jail term.

In another setback to the banned outfit Ulfa (I), troops of Assam Rifles under the Dao division of Indian army gunned down an ulfa cadre at Wara general area, south of Jagun in Tinsukia district in the wee hours of Tuesday. The cadre has been identified as Lance Corporal Bhaiti Milli. Security forces recovered one US-made pistol and some live rounds and fired cases. In the wake of the recovery of IED bomb at Tinsukia and Dibrugarh district, the encounter, a day before ulfa's martyr day, comes as a major respite to all security and intelligence agencies engaged in counter insurgency operation. Speaking exclusively to this correspondent, Commander of 25 sector Brigadier D.K. Singh said, based on hard intelligence input an operation was launched at Wara general area on Monday night. Forest guards arrest 2 poachers with tusker ET Correspondent Kokrajhar, July 26: Two persons were apprehended for involvement with poaching under Bhuyanpara forest range in Manash National Park today in Baksa. According to forest official, a joint team of forest staff from Bhuyanpara range and Salbari police conducted a search operation in Rupohi area where two poachers were arrested along with a tusker. The recovered tuskers' weight was around one kg and its market value was around one lakh. They were identified as Bulang Kherkatary and Rudang Basumatary, who were involved with poaching inside MNP. “The forest staff and police have been doing raid against poaching in the area to protect Manash National Park and successfully apprehended poachers”, said a senior forest officer in Bhuyanpara range.

Three cadres of the outfit were also nabbed with the chief of the Karbi armed outfit. It may be mentioned here that Kathar is the kingpin of the dreaded attack on the SP of the then Hamren subdivision of Karbi Anglong district. He was wanted in the brutal killing of Nityananda Goswami, the Superintendent of Police of West Karbi Anglong district, in June 2014; although he was arrested in the murder case but disappeared when released in bail in November, same year. Representation of Women (Prohibition) Act in the State

ET Bureau Guwahati, July 26: The Social Welfare Department, Govt. of Assam has stressed on implementing the Act “ The Indecent Representation of Women (Prohibition) Act, 1986” in the State as per desired by the Govt. of India, Ministry of Women & Child Development, New Delhi. The Act was enacted on 23rd December 1986 with the specific objective of prohibiting the indecent representation of women through advertisement, publication, writing and painting or in any other manner. It defines “indecent representation of women” to mean the depiction of the

figure/form/body/any part thereof, of a woman which is indecent or derogatory to or denigrating women or is likely to injure public morality. It prohibits such representation in any form in any advertisement, publication, etc and also prohibits selling, distribution, circulation of any books, pamphlets, and such other material containing indecent representation of women. It further prescribes punishment of either description for a term extending to two years and fine extending to two thousand rupees on first conviction for all offences under the Act. The Governor Acharya expressed happiness while releasing the book and spoke at length about his association with Sathe and the

wave length they shared during their stay in Nagpur.

Acharya also said that the honourable Prime Minister Narendra Modi’s flagship programme of ‘Act East Policy’ can be a way towards a developed North East. He also lauded PM’s Jan Dhan Yojana launched for the benefits of the poor masses. The Governor further added that in order to have a balanced society there should be constant ef-

forts of wiping out the disparities and inequalities. He also advocated for a greater degree of unity between the tribals and the non-tribals. The Governor also asked the Government to work on a channel to revitalize the dormant energy which is also essential for the development of the state.

Shri Sathe would be remembered forever for his good works. He stressed on the need to eradicate poverty through following the ideals of Mahatma Gandhi and Deendayal Upadhaya. He also said that the present government would work relentlessly for the upliftment of the poor and the needy.

Embankment Restoration works in war footing at Kamrup 5 Relief Camps opened with 776 inmates ET Correspondent Rangia, July 26: The Water Resource Department has started temporary restoration works of the vulnerable Puthimari Embankment at Gohaikhat near Kalitakuchi Revenue village under Hajo Circle in a war footing manner. They also started widening of Sontoli ring bundh and temporary restoration work at Satdola under Hajo Circle .According to the DC Kamrup Vinod Seshan altogether 5 nos. of Relief Camps were opened at Hajo and Palashbari with 776 inmates. Under Hajo circle, 3 nos. of Relief Camps were opened at No.1 Solmari LP School, No.2 Solmari LP School and No.1 Khalihamari LP School. Necessary relief materials as per actual requirement were provided to the inmates besides providing required cattle feed for the flood affected animals. Today PHE officials also started distribution of disinfection packet in flood affected areas of Hajo circle. It is noteworthy that, as on July 26, altogether 62 nos. of villages under Hajo,

Palashbari and Nagarbera Circle were inundated either partially or fully. Out of these 16 villages are under Hajo, 18 villages are under Palashbari and 28 villages are under Nagarbera Circle. Altogether 36201 population affected. On the other hand, in view of the increase of flood water in some parts of the District, Kamrup DC Vinod Seshan has once again instructed Circle Officers and other related departmental heads to constantly monitor the water levels of major rivers and position of all embankment of Kamrup District and to submit report to him every evening. DC also asked the officers to remain alert and to take immediate steps at the time of distress due to rising of water levels in rivers of the District. He further directed the officials of Medical, PHE and Veterinary to send teams at Hajo and Palashbari where water level is rising.The water Level of rivar Barolia, Puthimari, Kalajal, Kalahi and Jaljali is also rising speedily and flowing above danger level .

DC convenes meeting on streamlining of PDS delivery systems ET Bureau Khonsa, July 26: With the introduction of Food Security Act, the government has introduced a number of methodologies to render the PDS truly people-friendly and ensure that the PDS items reached the poorest of the poor in the remote and far-flung areas. In this context Tirap Deputy Commissioner Ravi Jha convened a meeting to streamline the various facets of PDS in which EAC, Lazu, EAC, Deomali, CO, Dadam and DFCSO participated. The Deputy Commissioner in his deliberation asked the administrative officers and DFCSO to spare no effort in implementation of the various government schemes visa-vis PDS in the interest of the consumers. He asked the administrative officers to be pro-active and check the activities of the stakeholders like petrol pump, FPS etc from time to time. A threadbare discussion was held on Adhar and Account Seeding of NFSA Ration Cards for implementation of DBT (Direct Benefit Transfer), POS (Point of Sale) wherever applicable on the basis of internet connectivity, Open market availability and proximity to Banks. Considering the difficulties of penetration of banking facilities, public transport and market availability a hybrid model of DBT is required in Tirap. FPS based modeling will be

done in this regard and the proposals will be sent to the State government. The administrative Officers were briefed on the importance of implementation of DBT and POS and also on their role to expedite seeding of Adhar Cards and Bank Accounts with the ration cards. The DC told the administrative Officers that the Adhar Cards of all family members in a ration card had to be seeded and that anyone of the Account Numbers of the family member in a ration card could be seeded. The Deputy Commissioner directed the administrative officers in the circles to adopt the organic Aadhar Seeding Method to complete the seeding of Aadhar within stipulated time which may include door to door campaigns, involvement of Gram Panchayat Members and the FPS owners when the ration card holders come to lift the ration items at their circle levels. The DC warned the licensees of getting their licenses cancelled if they failed to lift the PDS items on time to their designated FPS from the main go-down. On the same day, the Deputy Commissioner held a meeting with the HoDs to chalk out programmes for the celebration of the ensuing Independence Day at Khonsa. The meeting was also attended by CO, 36 CRPF, Officers from Punjab Regiment and 16 Assam Rifles.

The Deputy Commissioner while elucidating his remarks after patiently watching the power-point presentation given by the DRCHO Dr. TD Namsa said that all the healthcare schemes launched by both the state government and GOI must be carried out in letter and spirit to ensure that the purpose of launching such schemes was truly beneficial to the people. He asked the DMO and DRCHO to work in close coordination with PHED while initiating preventive measures and

programmes against waterborne diseases like diarrhoea. The DC asked the Health department to maintain proper records in order to make the assessment of achievements and shortcomings easier and urged the department to carry out effective campaigns on health awareness from time to time. He assured to provide antiseptic soap dettol from district administration during the hand washing demonstration to be held in schools and Anganwadi centres. In his power-point presentation on IDCF and DLVMC Dr. Namsa, DRCHO said that 0-5 years of children would be administered Zinc Sulphate tablets and ORS during the diarrhoea control fortnight from 29th July to 11th August2016. He said that depending upon the severity of the dehydration of children the supplementation of ORS and IV fluids would be

made available in the Health Facilities for which 92 villages have been identified and 16 camps set up in the district with the targeted children of 8360 from 0-5 years of age. Earlier, in her welcome address DMO Dr. Neeba Lowang threw light on the importance of DLVCM and IDCF and enlightened the members on the preparedness of the Health department to launch IDCF successfully in the district. She further urged the DRCHO and NRHM staff to keep her informed on various schemes and programmes well in advance so that the health scenario in the district could be highlighted properly with available statistics in an important meeting like DLVMC. Indrajit Tingwa Namsai July 26 : The Socio-Economic Welfare Association (SEWA) a leading NGO of Namsai district today held its 3rd Socio-Economic Counselling cum FELICITATION of meritorious students who passed Class X and XII in the last academic session at the Town Club Namsai for the students of Namsai Block.The programme was held under the patronage of Namsai MLA Chow Zingnu Namchoom. Deputy Chief Minister Chowna Mein while giving the first hand information of the flood scenerio at Namsai and Mahadevpur, said that the flood situation in Namsai

district is severe due to change of river course of Nao-Dihing which has diverted some 2000 metre towards the Mahadevpur town. He said that if the changed course of the river is not redirected to its original course, a natural catastrophe may occur in Mahadevpur and Namsai. He called for immediate plugging of the Nao-Dihing River in order to avert the disastrous threat. He also suggested for taming of the rivers in low lying areas so as to prevent reoccurence of such kind of flood in future. Legislators CT Mein, Gum Tayeng, Zingnu Namchoo, Nikh Kamin and Laisam Simai also gave first hand information of the flood situation of their respective constituencies. Director of Disaster Management, Y W Ringu in her presentation informed that the flood has affected 47 villages, out of which 33 villages has been inundated by flood waters affecting 25, 813

inmates so far in the state. She also informed that an area of 3700 hectares of cultivated agricultural/horticultural fields has been damaged with livestocks loss of 250 cattles, 400 pigs, 200 goats, 2000 poultry birds and 115 fish ponds besides disrupting surface communication, water and power supply. She, however, informed that reports from many areas are yet to be received and the figures is likely to increase. She also informed that the departmental man powers and machineries are placed and rescue and rehabilitation operations are being carried out in full swing with the help of NDRF, SDRF, district administrations and other paramilitary forces. maintenance of damaged public and private properties as per the laid down norms. For the long term strategy CM also requested the Niti Aayog to intervene at policy level to adopt a sophisticated specific special international design for roads and drainage system specific to the northeastern region so that it could combat the heavy damage caused by monsoon rains every year. He cited the example of recently constructed Hoj-Potin Road under Trans-Arunachal Highway which has been badly damaged due to continuous downpour. He requested the Niti Aayog to design a system to deal with such catastrophe which is a regular phenomenon in this hilly state. He also asserted that many

important ongoing schemes under SPA has been forced to stop due to lack of fund as SPA has been de-linked by Government of India. Khandu requested that the pending funds against the SPA ongoing project be released so that the infrastructure development in the frontier state sees the light of the day. The Niti-Aayog Vice Chairman assured to do the needful but asked the state government to submit the Utilization Certificate timely. CM assured that he would ensure that the departments submit UCs timely. The Chief Minister thanked Niti Aayog for taking up all pending inter ministerial issues of Arunachal Pradesh. Niti Aayog agreed to guide the state for the development master plan of the state.

Tinsukia administration crackdown on illegal business Spl Correspondent Tinsukia, July 26 The district administration of Tinsukia carried out its crackdown against illegal business of banned tobacco and plastic bags for the second day on Tuesday. A joint team of administration, Tinsukia municipal board and police raided a godown at Parbotia in Tinsukia town. However, as the owner of the rented godown could not come on the grounds as he was not available in Tinsukia, the joint team sealed the godown giving 3 days time to the owner to report to the administration and

cooperation in the checking of the godown. The team was led by executive magistrate Manas Jyoti Nath. In the meantime, it has been learned that during questioning the owner of the premises informed the investigators that the godown was taken on rent by one Naresh Goyal for polythene bags business. However, he informed them that at times he have also seen boxes of Rajnigandha and other items in big size cartoons packed in white and yellow colour gunny bags apart from polythene bag stock. He told the

investigator that during agreement he had clearly asked the tenant that no illegal activity shall take place as polythene bags are banned in Tinsukia to which he agreed. It may be mentioned that another joint team of administration, Tinsukia municipal board and police on Monday raided another godown at the Parbotia - Makum road where 8 bags of banned tobacco were recovered from the godown of Binod Baruah following which the godown was seized and a case for violation of section 144 registered by police.

Panchayat Representatives Protest in Golaghat

8 years old child washed away

ET Correspondent Dhemaji, July 26: Today at around 12 noon, Dabal Mili (8) years old child under Boginadi police station of Lakhimpur District was washed away in unprecedented rise of river water. The child went into the river to take bath and boy was drowned. Villagers are busy to fish out the boy’s body but are not successful till filing the news, neither official nor SDRF team reached the spot, source added.

only Rs 30 crore as fund to TAC. The Tiwa organizations criticised the state government for the curtailment of the general fund of TAC, terming it as a cheating to the tribal people of central Assam. The organizations in a press release said that, generally the budget of every autonomous council is enhanced every year, but the budget allocation to TAC was decreased. If the state government do not changed the fund allocation pattern to TAC, the organizations will force to take path of agitation, the press release added.

Assam finance minister Himanta Biswa Sarma presents first budget of BJP led govt. Contd. from Page 1 The budget also proposed converting gender-specific schools to co-educational ones, while students of Class IX and X of government schools would get free textbooks from the next academic year. Laying stress on improving primary and school education, Sarma said that while eight new district institutes for teacher education would be set up, 17,000 TET teachers would be appointed by April 2017. Altogether 297 upper primary schools on the other hand would be covered under computer-aided learning programme, he added. While the BJP-led government had promised social security during the recent assembly elections, Sarma announced setting up women’s cells in 63 police stations, appointing 4,000 police personnel, providing cyber crime detection facilities and setting up citizens’ committees in all the 345 police stations. On the agriculture front, Sarma announced I-cards to farmers, installation of 61,000 shallow tube-wells, promoting organic farming, covering 1.50 lakh fishermen under group insurance scheme, setting up 40 new milk cooperatives and 244 rural godowns, among others. Promising a major revolution in rural

development, the budget promised that the governmentwill soon undertake a massive five-year long rural investment programme of Rs 30,000 crore to double the income of agricultural farmers in the state. The programme is named as Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY), the mission will start from the current financial year and culminate in the year 2021-22, coinciding with 75 years of India’s independence and is in unison with the vision of Prime Minister Narendra Modi to double agricultural income. Gross State Domestic Product (GSDP) of Assam for the year 2014-15 was Rs 1,83,798 crore and per capita income of the state being Rs 48,490 per annum (current prices). Assam stands at 19th position in the country and is far lower than the national average of Rs 88,533 per capita per annum. The growth of the economy during 2014-15 was 6.44 per cent compared to the national figure of 7.3 per cent. Debt-GSDP ratio was 17.43 per cent and fiscal deficit as a percentage of GSDP was (-) 2.33 per cent, which are well within the parameters prescribed in the Assam Fiscal Responsibility and Budget Management Act, 2005. The 2016-17 Assam budget had a deficit of Rs 2,880.91 crore.

Agartala, July 26: Taking a cue from the Delhi government, Tripura has decided to introduce the "oddeven" system from Thursday in a bid to ration petrol and diesel due to extreme shortages. "The odd-even vehicle registration number system will be introduced to distribute petrol and diesel to all vehicles including two-wheelers," Tripura Food and Civil Supplies Minister Bhanulal Saha said. He made the announcement to the media on Monday night. Accordingly, vehicles with odd registration numbers will get fuel only on odd dates and those with even registration numbers on even dates. The Delhi government twice introduced an "oddeven" system -- under which vehicles with odd and even registration numbers would ply only on odd and even dates respectively -- in a bid to battle pollution. Saha said the new system was being introduced to deal with the crisis of petrol and diesel and to check blackmarketing in petroleum products. People were also facing se-

A meeting was held in Delhi with the Managing Director of National Highway Infrastructure Development Corporation Limited Anand Kumar to discuss the implementation of important road projects in the state. The National Highways and Infrastructure Development Corporation is a fully owned company of the Ministry of Road Transport & Highways, Government of India. "In the meeting, I have made it clear that NOC cannot be issued for Wahkaji- Mawthabha road project, but for other projects which are in the interests of the people of the state , the Executive Committee of KHADC will try to convince the people", Syiem, presently camping in Delhi, said over phone.

According to the CEM, regarding the WahkajiMawthabah road project, he had conveyed in the meeting about the varied views of the people asking the National Highway Infrastructure Development Corporation Limited to take the final decision. According to Syiem, as far as uranium mining is concerned, both the State and the Centre should take into account the opinion of the people before taking the final decision. Vincent Pala and Conrad Sangma, Lok Sabha member from Shillong and Tura respectively, were present in the meeting. During the meeting, Conrad took up the road project of National Highway 51 which connects Tura with Dalu. The work for the project is likely to commence shortly and the total project cost is Rs 250 crore. The issue of extension of National Highway 61 upto Dalu via Baghmara and Siju was also taken up in the meeting. "We were planning to visit the project site to explain certain issues to people. First of all there is no transparency in the project design. It does not require so much of land and also it is not clear under which Act or section the land would be acquired. There are other aspects such as environmental clearances and protection also," Reddy said. He alleged that it was the government's "unilateral decision" to go ahead with the project, which cannot be done in a democracy. The state government led by Chief Minister K Chandrasekhar Rao has proposed to construct Mallannasagar irrigation project at Yetigadda Kishtapur village of Medak, for which it is in the process of acquiring 12,000 acres of land. .(PTI)

Demand in RS to set up state FMs' panel on debt burden New Delhi, Jul 26 : A demand for setting up a committee of state finance ministers and headed by the Union Finance Minister to address issues relating to the debt burden of states, was made in the Rajya Sabha today, with the government indicating its agreement to the proposal. During the Question Hour, TMC member Derek O'Brien said several states like Uttar Pradesh, Gujarat, Tamil Nadu, West Bengal, Madhya Pradesh and Kerala, have huge debts. Maintaining that the states were being burdened to pay back the debt, he asked the Centre to give the states "some level of confidence" and create a committee of state finance ministers to look into the issues. In his reply, Finance Minister Arun Jaitley said that the issue had been raised recently in the Inter-State Council as well, including by West Bengal Chief Minister Mamata Banerjee. Emphasising the impor-

tance of a "prudent fiscal policy", Jaitely pointed out that expenditure has to be planned according to limited resources available, while adding that a committee as sought by O'Brien could be formed. The Finance Minister also emphasised that two-thirds of the Central Sales Tax (CST) amount has been provided to states and the remaining one-third would also be discharged. He also asserted that after the 14th Finance Commission, there is a siginificant increase in the amount provided to the states by the Centre. Responding to O'Brien's questions, Jaitley said that while the amount delivered for some specific schemes may have come down, overall the funds provided to states have been substantially increased. Jaitley also said that the Fiscal Responsibility and Budget Management (FRBM) Act 2003 is to ensure inter- generational equity in fiscal management.(PTI)

In a joint statement, US Secretary of State John Kerry, and his Japanese and Australian counterparts, Fumio Kishide and Julie Bishop, who are set to attend multilateral meetings of the Association of Southeast Asian Nations (Asean) here on Tuesday, expressed their "strong support for the rule of law and called on China and the Philippines to abide by the Arbitral Tribunal's Award of July 12 in the Philippines-China arbitration, which is final and legally binding on both parties," reported. The three ministers, who met in Laos' capital city on Monday, defended freedom of navigation and overflight in the South China Sea and criticized the construction of outposts and their use for military purposes in the area. Chinese Foreign Minister Wang Yi and his ASEAN counterparts had agreed in a joint statement on Monday to resolve the disputes through talks and sign as soon as possible a code of conduct to prevent conflicts.

In a press conference after the meeting, Wang reiterated China's rejection of the decision of The Hague court and accused the court of acting under the influence of foreign forces. Road connectivity 7.5% Roads to be Completed Under Act East Policy Even as poor road connectivity in India's Northeast continues to stall the government's 'Act East Policy', the state-run company mandated to improve this crucial infrastructure will barely manage 7.5 per cent of its target by 2019, official data shows. Road connectivity in India's Northeast shall continue to remain unfulfilled under the government's 'Act East Policy', as the National Highway Infrastructure Development Corp Ltd (NHIDCL), established in July 2014, will only be able to construct a little over 300 km of roads till 2019, against a target of 4,000 km. The NHIDCL was set up by the Narendra Modi government in July 2014 to speed up road construction in the Northeast. However, the mandate of the PSU will remain far behind when the Modi government completes its five years. The company, specifically formed to replace the Border Roads Organization (BRO) following its failure to meet its targets, says it will be able to complete a total of 63.39 km of roads by 2017, 129.21 km by 2018 and 108.53 km by 2019. Elaborating the difficulties faced by the NHIDCL authorities in the execution of the projects in the northeast, NHIDCL officials said that land acquisition is a major issue and they have not been able to get work started in many places,

specifically in Meghalaya. Arunachal Pradesh will be most benefited state in the entire northeast as majority of the roads to be completed by 2019 lie in the border and interior areas of the state. NHIDCL was tasked with constructing over 4,000 km of road in the hilly terrains of India, majority being in the north east region at an cost of Rs 45,164 crore . According to the government, good quality roads in the northeast can boost India's trade with the entire Southeast Asian region, which has been marred by poor connectivity. Among the projects given to NHIDCL in the initial months in 2014 include 11 projects in Manipur, nine in Meghalaya, three in Mizoram, four in Nagaland, 23 in Arunachal Pradesh and seven in Tripura. In several projects, Japanese infrastructure major Japan International Cooperation Agency (JICA) has also chipped in. The 100-km road project between Imphal, Manipur, and Moreh on the IndoMyanmar border is being funded by the Asian Development Bank (ADB), as it is a link between India and Myanmar. Considering the good performance of NHIDCL, the Indian government has appointed the Public Sector Unit as a consultant for the construction of over 600 km of postal roads in the Terai region bordering Nepal.

Flood situation Affected over six lakh people in 14 districts of Assam The Flood situation in Assam continue to remain grim as the most recent wave has claimed three lives and affected over six lakh people in 14 districts of the state. The floods have affected woodlands and habitable areas alike as Kaziranga National Park, Pobitora wildlife sanctuary and Dibru-Saikhowa national park are all inundated by flood waters. Over 21,930 flood-hit people have been moved to 81 relief camps and 50 relief distribution centres in 12 districts of the state. The floods have also submerged more than 47,000 hectares of cropland. A total of 19,450 people have been affected and 3,232 people in Margherita circle have taken shelter in 10 relief camps. As per report, one person died due to floods in Lakhimpur district. Two deaths - one in Lakhimpur and another in Morigaon - due to floods were reported on Also according to the Inland Water Resources (IWR) department the ferry services between Dhala to Sadiya, and Neematighat to Majuli have been suspended due to increasing water level of Brhamaputra river at many places. Chief Minister Sarbananda Sonowal in a meeting with top officials of the departments concerned and asked them to provide all necessary assistance to

flood victims and step up relief and rescue operations. Sonowal also asked the deputy commissioners of all floodhit districts to monitor the situation closely. On allegations about poor quality of medicines and foodstuff provided to flood victims, the Chief Minister asked the officials concerned to probe such allegations and bring the culprits to book. M e a n w h i l e , Brahmaputra and its tributaries are overflowing their banks in Lakhimpur, Golaghat, Morigaon, Jorhat, Dhemaji, Sivasagar, Dibrugarh, Nagaon, Chirang, Kokrajhar, Barpeta, Bongaigaon, Nagaon and Dhubri districts. Officials of the Central Water Commission said that while the Brahmaputra is flowing above danger level at Dibrugarh, Nimatighat, Tezpur, Golapara and Dhubri, some of its tributaries are also showing fast rising water levels. The Burhidehing, Subansiri and Dhansiri rivers are also flowing above danger mark. Last year the deluge has hit 8.33 lakh people in 984 villages in Lakhimpur, Dibrugarh, Bongaigaon, Sonitpur, Barpeta, Jorhat, Goalpara, Morigaon, Dhubri, Kamrup, Golaghat and Nagaon districts, as per a flood bulletin from the Assam State Disaster Management Authority.

Public Health Concern in India and the Western Countries Pranjal Bezborah Despite many decades of independent planning and implementation, most populations in India have yet to reach the utopian ideal of health for all. Successive governments in India have come up with many schemes for the provision of safe water, sanitation, nutrition, vaccination coverage, education and employment. Despite many attempts, millions of people do not have access to these basic needs, malnutrition is rampant in children and vaccination coverage is inadequate among the poor. Elementary education is substandard and unemployment widespread in rural areas. In spite o increased budgetary support for such schemes, most states have pursued weak policies in this area and neglected the local governments, giving them a low stake in improving infrastructure. The context of public health in India differs markedly from the social, economic and political environment in the West when public health became part of their culture and basic standard of life. The Western

World completed its public health revolutions before the introduction of antibiotics and eliminated epidemics of infectious diseases through public health measures. The role of antibiotics in the prevention of diseases in population s negligible, and they worsen the situation by providing temporary relief to the suffering and allow the underlying causes for the epidemic to go untreated. The cycle and politics of cholera is an apt example. There is evidence that rates of tuberculosis in the West dropped long before the introduction of drugs for tuberculosis. The provisions of adequate housing, the reduction of overcrowding and improved nutrition were the reasons for winning this war in the Western World. Sole reliance on the current curative approaches to problems that require long-term public health solutions will prove ineffective with the unchecked spread of infection. The elimination of small pox through vaccination was an outstanding example of disease prevention. However, not all infections follow similar patterns. The recent resurgence of polio in India

The eradication of polio will surely also involve the provision of safe water and sanitation in order to prevent the spread of the virus. Many inputs - engineering, political, economic, educational and religious, in addition to medical - were part of the effort in the West. The public health efforts in India are being based on the assumption that medicine has all the answers. The population control programme in India is an example. The programme

has a solitary focus, a single solution - that is, women's fertility and sterilization. It does not examine the complex interaction between livelihoods, social security, education, employment and infant mortality, but continues to view sterilization of women as the only target. The different context of the public health scene in India has resulted in errors in the approach. Unsafe water and poor sanitation are such facts of life for the majority of Indians that they rarely come into conscious-

ness. However, every epidemic of an infectious disease makes newspaper and television headlines. The government response is swift and curative. Unfortunately, the media quickly moves on to the next crisis and the need for permanent public health solutions is forgotten. Much of the efforts of the champions of public health end up in the provision of curative services, of course at the small hospital, clinic or at the village level. A constant tension with the demand for

better curative services, results in selective primary care, which ends up being diluted secondary or even tertiary care. They even thwart public health efforts by treating diseases and preventing death which should have been prevented in the first place using public health strategies. Public health requires the meeting of many disciplines to bring about necessary revolution. Public health in India relies primarily on medicine to achieve its goals. The present National Rural Health Mission also continues to focus and prioritize medical input and interventions. Public health issues, though mentioned, are clearly appeared to be secondary. The context of public health in India demands a different framework and different solutions. There is a need for a people's movement that champions public health issues as basic rights. The Future of India's Defense Exports Part II Saurav Jha Spare capacity is certainly going to be a key consideration in arriving at a decision to actually export any indigenously-developed system. As Parrikar himself recently stated, "The government had taken a very conscious decision about 4-5 months ago that 10 percent of the missile capacity will be permitted to be exported if producers manage to get export orders subject to parameters set by the Union Government and External Affairs Ministry." In that light, the Indian government's desire to push for sales of the Akash surface-to-air missile (SAM) system hold credibility, since annual production numbers for the missile is now in the high hundreds due to sizable orders from both the Indian Air Force (IAF) and Army. Potential customers for the Akash would include Vietnam, other ASEAN states, and a few customers in Africa. A smaller group from the same set of countries would also be offered the Pragati surface-to-surface missile with a range of 150 kilometers, the export version of the Prahaar, which resumed testing recently. The Pragati/Prahaar shares a

common airframe and some avionics with India's endoatmospheric ballistic missile interceptor, Advanced Air Defense (AAD), creating possibilities for driving down costs through greater economies of scale. Another missile that is at the cusp of production and has been earmarked for export sales is the Astra beyond visual range air-to-air missile, which is compatible with the Su-27/30 family. SDE notes that "the objective of (India's) Defense Production Policy will not be achievable without having a well thought out export strategy, so that the industry is assured of access to export markets in addition to domestic market for investing in the sector." However, in the initial years it will actually be capacity that will drive exports and not the other way around. Be that as it may, India seems cognizant that the successful export of military systems is contingent upon factors other than cost or project delivery. While it has chosen not to create a separate defense policy, it has moved to institutionalize the SDE under the rubric of the Ministry of Commerce's (MoC) overall foreign trade policy thereby underlining the geoeconomic motivations

behind India's defense export drive. A Defense Exports Steering Committee (DESC) headed by the secretary of DDP has been set up, with representatives from the Military, MoC, MEA, and occasionally even industry and academia for deliberating and taking decisions on the export of indigenouslydeveloped "sensitive defense equipment" and to suggest specific steps that can boost exports. SDE calls for the use of "specific incentives and promotion schemes" to promote defense exports wherever possible. The need to provide soft financing for Indian defense exports to weaker countries has been clearly noted and MoC's "Buyer's Credit" facility is also expected to be leveraged. This assumes significance in light of the fact that Indian private companies face stiff competition from their Chinese counterparts in many emerging markets on account of the higher cost of capital in India. Now even as India brings various stakeholders together in committee mode, the need to develop proficiency on defense industrial issues in India's Ministry of External Affairs (MEA) cannot be understated. SDE expects Indian embassies

abroad to understand the requirements of their host countries and it is the MEA that actually controls the extension of line of credit to other countries. It also decides a "negative list" of countries to which most defense exports will be prohibited. Unfortunately, at the moment, the MEA is rather understaffed and needs to pay more attention to countries that are most likely to be markets for Indian defense exports. The MEA will also need to build a cadre of specialists focused on defense matters, something that is lacking at the moment. India's military, meanwhile, will have to up the ante on its own diplomatic initiatives. The Indian Navy (IN) has taken a lead in this arena and has been instrumental in securing warship exports in the IOR through the understanding it has built up with the countries in the region. Moreover, IN's focus on indigenization has been central to creating the capacity for export as is evidenced above. Indeed, while Sri Lanka and Egypt may want to import the HAL Tejas, it remains to be seen whether that can happen anytime soon given current production capacity, which is based on modest IAF orders. In any case, weapons used by a domes-

tic military usually find favor more easily abroad. An early test for India's diplomatic ability to secure military orders has, however, already presented itself. Though GRSE emerged as the lowest bidder and scored high on technical criteria during standard post-qualifications inspections by officials from Manila, its bid for the frigate supply tender valued at $437 million nevertheless stands disqualified at the moment on financial grounds. GRSE apparently does not fulfill the net financial contracting capacity criteria used by the Philippines Government to assess the financial capacity of a contractor to make good on delivery. This is due to the fact that Philippines will not make tranche payments for these frigates and GRSE's current turnover is deemed as insufficient. However, it must be said that GRSE currently has several ships on order from the Indian Navy including large stealth frigates and in any case has an implicit sovereign guarantee given that it is a defense shipyard. This point will need to be adequately conveyed through diplomatic channels and IN will have to do its bit to persuade its PN counterparts as well.

Sir, As days roll by, the BJP's central leaders start showing their Charisma. This time, the central leadership is all set to curtail an existing right hitherto enjoyed by Assam. Nobody with selfrespect on earth wants the curtailment of existing rights. It is also learnt that the fund allocation usually made to Assam, this time would not be of the proportion of 90:10. Raghu Ram Rajan, as the Governor of RBI took some tough steps with the sole objective of giving the Indian economy a boost. The oft-repeated complaint against the BJP led government in the Centre finds its manifestation, the way Mr. Rajan is shown the door diplomatically just to please the industrialists. BJP led central government in the centre, by some of its negative notions incur displeasure among the rank and file in Assam. The party by rejecting appeals of the masses in curtailing the

special category status to Assam is set to do enough harm to the state. The Previous congress regime received enough funds, lion's share of which had been engulfed by the big guns. It does not mean that the embezzlement still will recur under the present ruling dispensation. Will BJP rehabilitate the Bangladeshis elsewhere, not to speak about taking up the case of flood affected people? What displeases us to note the double standard maintained by the BJP's central leaders including the prime minister. We find glaring difference between what the party was before the general election (Lok Sabha and Assembly) and what the party is to-day.

While incentives may be used to push Indian defense exports in several categories, there are certain weapons which are widely sought after chiefly on capability grounds by foreign nations. The BrahMos is of course a stand out example, with apparently 15 countries including Vietnam, Indonesia, UAE, Chile, Malaysia, the Philippines, South Africa, Algeria, Greece, Thailand, Egypt, Singapore, Venezuela, Brazil, and even Bulgaria reportedly expressing interest. However, systems such as the BrahMos, though MTCR compliant, will be sold on the basis of a balance of interests. Vietnam, with its key position in the South China Sea theater and its closeness to Russia, the United States, and Japan is an obvious choice, especially since some in India see it as "our Pakistan." There have been reports that the UAE is also very keen for the BrahMos and that a decision is expected soon, but one should remain skeptical about this given India's ambitions in Iran. India will likely be even more judicious about the air-launched BrahMos once that enters production since all ASEAN Su-27/30 operators may be eyeing it. But then, that is a story for another day. Remembering A.P.J. Abdul Kalam: The 'People's President' Taenaz Shakir To an entire generation of young Indians, Avul Pakir Jainulabdeen Abdul Kalam was not just the President of India. He was the man who made them dream and encouraged them to chase those dreams. Fittingly known as the 'people's president', the excellence Kalam showed in various fields he was associated with is remarkable. Born and raised in Rameshwaram, Tamil Nadu, his family was financially disadvantaged.

His father, Jainulabdeen, was a boat owner and imam at a local mosque and his mother was a homemaker. His father had a great impact in shaping his personality. In his book "Wings of Fire", Kalam writes about several instances where he was awed at his father's compassion. In his school years, Kalam was described as an intelligent and hardworking student who had a strong desire to learn. A graduate in physics from the University of Madras, Kalam then studied aerospace engi-

Following the processes of hypergamy, teetotalism, vegetarianism, temple building and worshipping of idols, fasting, reading religious books, discarding carcasses, wearing the sacred thread, the 'lower' caste people can claim themselves as persons of higher castes with some conditions - it should be a mass change, and it may take several generations to get social recognition. When the concept of Sanskritisation was introduced into sociological literature, many social thinkers debated supporting its characteristics as it brings social coherence. Many scholars and our school books have also been following the motion without questioning the structure of it. But the question that arises here is why members of a particular caste need socio-cultural mobility within the framework of caste. Doesn't it show the supremacy of hierarchy even as we place great value on democratisation in our contemporary world? So, here my point is to prove how efficient Sanskritisation is, or not, for social change. The concept of unification or uniformity doesn't support the view of plu-

ralism. As cultures are diverse in nature, they need to be treated differently. Cultural unification or purification can be achieved by cultural assimilation. Assimilation is a process by which a majority culture is imposed on other minority cultures, and the minority cultures get adjusted and follow all the cultural practices, rites, rituals and beliefs of the majority culture. Eventually, the minority cultures lose all their signifiers. The rejection of Sanskritisation by Balasaraswati, a devadasi (prostitute) can be a perfect criticism of this process. The request from the upper caste artists for the appropriation of Sadir dance was completely rejected by Balasaraswati because she had complete faith in her own history and heritage as a devadasi dancer. She saw Sadir as perfect and requiring no modification. According to her, sanitisation (arguably Sanskritisation) of her dance form was unnecessary even though her art-form/heritage was said to be vulgar. What is considered as vulgar by upper caste women is not necessarily said to be vulgar by 'lower' caste women. So, according to her,Sanskritisation is a process which separates cultures as some are 'superior' and some are inferior. History gives ample of proof of the manipulation of the space for women by men in the society. T.M. Krishna in his article points out how men manipulated the space for women in Karnatik music and made sure women were kept in a subordinate position. The Karnatik world that men had built denied M. S. Subbulakshmi (a devotional devadasi of Bhakti music) the musicianship that lesser men could as-

pire to. That condition forced her to accept hypergamy. Of course, she adopted and adjusted to the higher caste lifestyle but the main thing is that she was actually giving up what she was really capable of, perhaps after a tremendous struggle, so as to find a space in the male dominated and casteist art world. However, another scholar in her article questions how such a gendered process of adoption and adjustment can so easily be categorised as Sanskritisation. Hypergamy can possibly promote the system of dowry. As a higher caste man accepts or adopts a 'lower' caste woman, they may ask for a dowry of course. Srinivas himself says, "Sanskritisation results in harshness towards women." The sex code becomes more rigid, widow remarriage and divorce become restricted. When a 'lower' caste woman enters into a higher caste family, certain rules and ideas are imposed on her. Restrictions she finds are unpaid labour, restrictions to work outside. Childbirth and childcare are the only highly promoted activities, apart from a stigmatisation of roles and physical and mental oppression by a male member of the family etc., things which are often not found in a 'lower' caste family. Researcher Mary M. Cameron describes this point better in her article. Condemnation of the professions of 'lower' caste people by naming it 'pollution' and advising (implicitly forcing) them to take up professions of higher caste people as it is a sign of 'purity' will definitely be a cause of a polluted environment. Cleaning is an essential service in society and someone has to do it. But

the process of Sanskritisation asks the 'lower' caste people to leave their work completely and to follow the professions of higher caste people. This act is completely unacceptable and unscientific for our society, because if a profession is fundamentally stigmatised as 'low' in a strictly hierarchical society, where a person's position in the hierarchy is defined by the work they do (and that in itself becomes binding through lineage), no one would want to do the work in question, because climbing the social ladder to escape oppression and increase standards of living becomes more important. Individuals cannot be identical in terms of the ability to work, knowledge, and skills. So, the freedom to choose one's occupation should be granted to everyone. Yet, if the process of Sanskritisation in a Brahminical society becomes the end goal, this freedom, to choose one's occupation, without fear of stigmatisation, does not remain. I wonder about the 'food habits pollution' theory and the theory of 'untouchability' essentially created by upper caste people. During the age of the Mahabharata, cow slaughter was an important festival and was important to honour the guests. Consuming pork by Magars (Magars are one of the oldest ethnic people in Nepal; a majority are Hindu higher caste people and some also practice Buddhism) and beef by Tamangs (Tamangs are the indigenous inhabitants of Nepal, also found in WB and Sikkim of India; mostly, they practice Tibetan Buddhism) didn't make them polluted and they aren't below the 'pollution' barrier in Hindu caste hierarchy. Many

times, Brahmin priests can be seen performing rituals in Dalits festivals. The interesting question is how rituals performed by Brahmin priests can be pure in a Brahmin house and impure in a Dalit house? Brahmins from communities like Kashmiri, Bengali, and Saraswat are non-vegetarians. Works like theMahabharata and the history of India give ample examples that the Kshatriyas and Vaishyas were/are neither completely vegetarian nor completely non-alcoholic. So, it seems illogical that to get converted to 'twice-born' castes, 'lower' caste people necessarily have to follow teetotalism and vegetarianism. Very often it also creates genealogical conflicts. When a group of Dalits 'Sanskritise' themselves into a particular 'twice-born' caste, it creates conflicts among the original caste members and them. Obviously, it generates groups among the group. It leads to another form of stratification in a particular segment. It also influences the caste political system. The original caste members claim for themselves the right to get into the caste panchayats. As they hold most of the lands, better education, and control the pre-existing political and economic system from past generations, they try to monopolise those entire resources again. A conflicted political system generates from this. A. P. Barnabas mentions in his article that when 'lower' caste people try to 'Sanskritise', physical, economic as well as political pressure is imposed on them to prevent them from practising the customs and rituals of the higher castes. When the Chamars of Modhopur struggled to 'Sanskritise' themselves, the Thakurs used political, economic pressures and physical violence to keep the Chamars in their place (Cohn's study of UP). Restrictions upon cross-cultural adaptation can be another criticism. Only 'lower' caste people, tribes or other groups can convert themselves to upper castes, but upper caste people never convert themselves to 'lower' ones. Marriage between 'lower' caste men and higher caste women is strictly prohibited.

What appears strange to me is how Rukmini Devi's effort could be termed Sanskritisation. Rukmini Devi was the first high caste woman to practice and perform Sadir (Bharatanatyam). Sadir was a 'lower' class dance form adopted and accepted by upper caste people for the practice of their girls. So, the question here is: who were the emulators? Obviously, higher caste people. What are the essences which are kept alive in this art form when it gets 'purified', 'revived', or 'elevated'? Sanskritisation says only the 'lower' caste people can follow the cultures of higher castes. But here, the emulators are the people of higher castes. So, how was it so easily classified under Sanskritisation? The question is not only about Sadir to Bharatanatyam. There are lots of examples like Dasiyattom, a Kerala folk dance, accepted as Mohiniyattom by higher caste people. Like that, Ottan-Thullal to K u n c h a n - N a m b i a r. Kathakali dance and Karnatik, Hindustani classical songs also have some folk elements. This shows that many classical art forms evolved by 'sanitising' and appropriating folk arts. So, how can all these come under Sanskritisation? According to Srinivas, Sanskritisation creates positional upliftment only, not structural change. This point proves that the whole Sanskritisation process is an unscientific dogma. The question here is: does Sanskritisation really bring social equality? Do the 'lower' caste people get higher social status? By this process, the lower caste people uplift themselves towards higher castes, but the 'lower castes' remain 'lower caste'. By this, I mean that the casteist discrimination doesn't go away from our society. It just strengthens the power of the higher castes and degrades the culture, traditions, and beliefs of the 'lower' castes. If multiculturalism becomes the norm, if there will be no glorification of any particular culture over another, if there isn't any hierarchy and discrimination, and if equal treatment is given every community, there will be no need for Sanskritisation.

With so many classes involving lecturing, students find it difficult to focus on what professors are saying. Traditional lectures get them bored, tired, and impatient. And that's a big problem because a traditional lecture remains one of the most common teaching methods for professors from all over the world because of its #1 advantage: it allows them to reach many students in one time slot. The problem of students' boredom at lectures disturbs many educators, as they want to see positive results of their work and know what they can do to change root and branch of the situation. Back in 2009, a senior lecturer from the University of Central Lancashire, Dr. Sandi Mann, together with his colleague, Andrew Robinson, published the study of student boredom suggesting that 60% of students find a half of their lectures boring and 30% consider all their lectures boring. When asked what they did to cope with boring lectures, 75% of students named daydreaming, 66% chose to doodle, 50% chatted or sent text messages and 38% passed notes to friends. 25% of students left the lecture at the midsession break. None of these strategies seems beneficial, and it leads to nothing but a waste of time. When you are a college student with tons of assignments to accomplish, dozens of exams to pass, and crazy campus life to survive, you need to do something with those boring lectures making your life miserable. The issue seems so burning that students even brought it up at Quora where their peers shared practical suggestions on the subject. As is evident from the foregoing, many students value their time and do something useful for their education and self-development during boring lectures. The options are numerous: 1) Ask Questions: Participating in class, you speed up time and engage with the subject. You can find some studies or news articles on it beforehand to see if you have something to ask a professor on the topic. Moreover, it could be interesting for your peers, too. 2) Concentrate on the Subject: Focus on the subject, not the speaker. Your professor might speak with a monoto-

This trick helps to limit boredom and distraction. 3) Do Your Homework: Use this time to work on your homework and writing assignments. Ask your friends for notes and complete yours. 7) Unleash Creativity: Don't think of boring lectures being a waste of time. Use this time for something creative you enjoy doing: make cartoons, design websites, write lyrics or even start writing a novel, whatever. Why not, after all? And if you don't want to listen to the lecture right here and now, record it to do it later. Luckily, many voice recording applications are free to download. 8) Write It Down: Don't make boring lectures an excuse to avoid classes. When bored, just sit near the front and write everything down. When you take notes, you give your brain a purpose in listening to the professor's words and filter the information to decide what is worth remembering. 9) Change the Attitude: Don't consider a lecture boring and pointless before it begins; otherwise, it will appear to be so regardless its content. Go there with a purpose, focus, be attentive, and respect your professor. An amount of research that proves the requirement for traditional lecturing is still considerable, and many educators are conservative with this approach. With that in mind, students do their best to stop accepting the world of learning as the one with an inevitable element of boredom by coming up with new and new ideas on getting the most out of the situation.

"The revenue already generated till May 31, 2016 from the allocation of 74 coal mines under the provisions of the Coal Mines (Special Provisions) Act, 2015 is Rs 2,237 crore (excluding royalty, cess and taxes) which shall be devolving entirely to the coal bearing state concerned," Coal and Power Minister Piyush Goyal said in a reply to Rajya Sabha. In the entire 2014-15 fiscal, India had imported 109.88 MT or 58 percent of its entire oil need of 189.44 MT, from the Middle East. The reliance on the Middle East in that year had declined from 61 percent in the previous 2013-14 fiscal when the region supplied a total of 115.86 MT of oil. 12.5 lakh rise in mutual fund folio count in June quarter Bengaluru, Jul 26: Driven by equity folios, mutual fund houses saw a surge of more than 12.5 lakh investor accounts in April-June of the current fiscal, taking the total tally to 4.9 crore. This is on top of an addition of 59 lakh folios in 201516 and 22 lakh in 2014-15. In the last two years, investor accounts increased mainly due to robust contribution from smaller towns. Folios are numbers designated to individual investor accounts though one investor can have multiple folios. According to data from the Association of Mutual Funds in India (Amfi) on total investor accounts with 43 fund houses, the number of folios rose to 48,924,391 at the end of June quarter from 47,663,024 in Marchend, a gain of 12.61 lakh. Growing participation from retail investors, especially from smaller towns, and

The Congress, which originally mooted GST in 2009 to replace all indirect taxes, has been demanding that the overall rate be capped at 18 per cent and scrapping of an additional 1 per cent tax designed to compensate manufacturing states that fear losing out on revenue. Cultivation of Elephant Yam Summer Rose

Representational image Photo: ytimg Varieties Gajendra and Sree Padma are the popular cultivars. Soil A rich red-loamy soil with a pH range of 5.5-7.0 is preferred. It is a tropical and subtropical crop. It requires well distributed rainfall with humid and warm weather during vegetative phase and cool and dry weather during the corm development period. Season and planting It undergoes a dormancy period of 45 to 60 days. Traditionally farmers take advantage of the dormancy period by planting during February-March so that the setts would sprout with the pre-monsoon showers. April - May is the planting

season. The tuber is cut into 750-1000g small bits in such a way that each bit has atleast a small portion of the ring around each bud. Whole corms of 500 g size can also be used as a planting material. Use of cormels and minisett transplants of 100 g size as planting material at a closer spacing of 45 x 30 cm is also suggested. There are also projections with tender buds called "Arumbu". These are removed before planting as they do not give vigorous growth. An ordinary sized yam gives about 6 to 8 bits for planting. The cut pieces are dipped in cow dung solution to prevent evaporation of moisture from cut surface. In some places, the

small round daughter corms are also planted. The cut pieces are planted in beds at 45 cm x 90 cm spacing or pit of 60 x 60 x 45 cm size is dug and planted. The pit should be filled with top soil and farm yard manure (2kg/pit) prior to planting. The pieces are planted in such a way that the sprouting region (the ring) is kept above the soil. About 3500 kg of corms will be required to plant one hectare. Sprouting takes place in about a month. Preparation of field The land is brought to fine tilth and form beds of convenient size. Planting The cut pieces are planted in beds at 45 cm x 90 cm

spacing. The pieces are planted in such a way that the sprouting region (the ring) is kept above the soil. Sprouting takes place in about a month. Intercropping Vegetable cowpea var. CO 2 is recommended as suitable intercrop in elephant foot yam. It can be intercropped profitably in coconut, arecanut, rubber, banana and robusta coffee plantations at a spacing of 90 x 90 cm. Half quantity of FYM (12.5 t/ha) and one third of NPK (27:20:33) will be sufficient for the intercrop. Irrigation It is mostly raised as a rainfed crop. However, irrigation is required when monsoon fails, where it is grown on a large scale. Water stagnation is harmful to the crop. Wherever irrigation facility is available, irrigation can be given once a week. Application of fertilizers Apply 25 tonnes of FYM/ ha during last ploughing. The recommended dose of NPK/ha is 80:60:100 kg. Apply 40:60:50 kg NPK/ha at 45 days after planting along with weeding and intercultural operations. Top dress with 40:50 N and K one month later along with shallow intercultural operations. After cultivation Weeding and earthing up as and when necessary. Plant protection

Disease Leaf spot disease can be controlled by spraying Mancozeb at 2 g/lit. Collar rot The disease is caused by a soil borne fungus Schlerotium rolfsii. Water logging, poor drainage and mechanical injury at collar region favour the disease incidence. Brownish lesions first occur on collar regions, which spreads to the entire pseudostem and cause complete yellowing of the plant. In severe case, the plant collapses leading to complete crop loss. Management Use disease free planting material, remove infected plant materials, improve drainage conditions, incorporate organic amendments like neem cake, drench the soil with carbenilazim or apply biocontrol agents like Trichoderma harzianumI @ 2.5 kg/ha mixed with 50kg of FYM (lg/l of water). Harvest Harvesting is done on 8 months after planting and particularly during January - February months. Drying of stem and leaves indicates the harvesting stage in elephant yam. Yield The crop can yield about 30 - 35 t/ha in 240 days.For seed purpose, the yams can be left in the field itself till planting the next crop or the lifted yams can be stored in sand or paddy straw. Care Tips This is the time of the year when all the annuals you planted this spring are finally blooming. And the long, warm days seem to intensify the fragrance of summer blooming Lilies and roses. It's the time to revel in the glory of the garden. But, then you notice a few flaws. Uh, oh, that rose plant over there just doesn't look like it's doing very well. What's the deal? Mid summer, in all it's glory, can also create stressful conditions for plants. All that heat causes plants to move water through their systems (evapotranspiration) pretty quickly. If plants don't have enough water, they get stressed out in the heat. They can't just pick themselves up and move into the shade or go get a drink of water like we can. As you look a bit closer you notice there are some funny looking bugs covering the new growth on your roses. Mid summer can bring out the aphids in full force. Especially, if you haven't had any recent heavy rains to wash them off the plants. Then you notice that a rose in the corner has some funny spots on its leaves, a few leaves are turning yellow, and some have fallen off the plant. Oh god, blackspot! And, then you start thinking that perhaps your roses aren't blooming as much as they should be. If your soil is a bit low on the fertility scale, the blooms may be in short supply. What to do, what to do!! First, don't worry. These minor problems are just that -- minor. And, they're easily fixed. Water The most important thing your roses need this time of year is water. They demand the equivalent of at least one inch of rain each week. That's about equal to one gallon of water per plant. So, if it hasn't rained, give your roses some water. The best way to water your roses is with a soaker hose that causes the water to slowly saturate the soil. These are usually made out of recycled tires and can be laid right on top of the soil and covered with mulch. This works great -- no evaporation and the water slowly soaks into the soil. I actually run mine overnight. The mulch on top of the hose prevents any water from squirting onto the roses, so watering at night is great. Just remember to turn off the hose in the morning. Or, better yet, set it on a timer. Water is the ultimate "fertilizer." It moves nutrients from the soil into the plant. And a consistent supply prevents the rose from getting stressed by heat. A nonstressed, healthy rose can better defend itself from insects and disease. Bugs Mid summer bug problems on roses are usually caused by aphids. They are almost always found on the new growth of rose plants. They seem to come out in full force in mid summer when there hasn't been much rain. Aphids suck the juices out of your roses and can cause leaves to curl and be disfigured. The best defense against aphids is healthy plants that have received adequate amounts of water. The second best defense is a good

Representational image Photo: freebigpictures supply of ladybugs in your garden. I release these aphid eaters every two weeks during early summer and mid summer. They really clean up the aphid problems. Sometimes I have to wait a few days after the release to see the effects, but they do a great job in reducing aphid problems. If the rain hasn't come and the ladybugs haven't done their job, then you need to stop the aphids before they take over. Insectidal soaps work great -- they don't hurt bees, fish, kids or you. But they'll kill most soft bodied insects. It works by suffocating them. The trick to success with insectidal soap is to apply it twice. First, spray it on the aphids (it has to have contact with the bug to work) late in the day -- usually right before sunset. Spraying late in the day prevents leaf damage caused by the sun hitting the spray or heat reacting with the spray. Then, two days later go out and spray any aphids that escaped your first spray. You'll be amazed at how quickly they reproduce! If you miss one, you'll quickly have hundreds in a matter of days. I think they're born pregnant. Another quick way to get rid of aphids is to squish them between your fingers. Or, if you can't handle that, then wash them off the plant with water -- a hose set on high pressure works well (be careful not to blast the leaves off your plants). Disease Rose diseases are what keeps lots of people from growing roses. The idea of dragging out an arsenal of chemicals and spraying them over the entire garden once a week is enough to cause even the most undaunted gardener to wonder what the heck they're doing. What to do? First, decide what you're willing to accept. Remember the words to a Joni Mitchell song, "please farmer farmer put away that DDT, leave the spots on the apples and give me the birds and the bees." If chemical control is not for you, you can still grow roses. First, you have to select roses that are less susceptible to disease and then you have to keep them healthy by planting them in the right spot and giving them enough water and the right kind of food. Right plant in the right place. Every garden is filled with "microclimates" that can be good for some plants and certain death for others. You know that corner spot in your garden that always has mosquitoes and slugs hanging out in the damp shade? Don't plant a rose there. It will get disease, unless its made out of plastic. Plant your rose in sun with good air circulation and it will have what it needs to stay healthy with-

out spraying. If it gets disease, consider replacing it with a variety that has more disease resistance. Organic sprays. If you have a disease problem, there are organic products you can apply to your plants to prevent and control the diseases. Before World War II, there were very few agricultural chemicals used to control plant disease. And guess what, people were growing roses way before World War II. Most organic sprays are composed of minerals; specifically, copper or sulfur. New funigicide products use Neem oil derivatives, made from the Neem tree. Some of these products are available at local garden centers. Others are available through mail order only. One good source for these products is: Gardens Alive, 510 Schenley Place, Lawrenceburg, IN 47025; 812-537-8650. Lots of other nonorganic sprays are available for those of you willing to use them. Check with your local garden center. To avoid disease problem, remember to: select roses that have good resistance to disease, plant them in the right spot, and feed and water them well. Food Roses are known as "heavy feeders" (or how about gluttons) when it comes to using up soil nutrients. But, they convert all those nutrients into a ton of blossoms, which is why we grow them, right?! So, if we expect them to bloom, we have to feed them. We've got lots of pages devoted to fertilizing, which I've listed below. But, before you leave this page, there are a few pointers to keep in mind when fertilizing. " Don't apply liquid fertilizers to dry soils. The roses will suck up the fertilizer quickly and it may cause the leaves to burn. " Avoid using liquid chemical fertilizers -- especially on Rugosas! These types of fertilizers cause the most leaf burn and leaf drop. You don't want to hurt your plants with fertilizers. " Feed the soil, which in turn feeds the plants. Remember not to worry too much about your plants. Unless, of course, you want to. We grow roses for fun and for their beauty. Use some common sense in taking care of them, and they will reward you with beautiful blossoms. Don't be too quick to give up on roses, or to use harsh chemicals when problems arise. "I have got to leave that until we reach all the players and get the coaching staff together and plan for the internationals in September. "Will I wait until I meet the players? I think so. Put it this way - I still think Wayne Rooney still has a massive place to play in the England side. I don`t think there is any doubt about that." Allardyce would not be drawn on whether he thinks Rooney is more suited to a midfield or striking role, and plans to follow Mourinho`s lead on where to deploy the player. Inderjeet, who was the first Indian athlete to qualify for the mega event, tested positive for a banned steroid and was informed by National Anti-Doping Agency on Monday night. His out-of-competition test was done on June 22, sources told PTI. Speaking to CNN News 18, the 28-year-old broke down on numerous occasions while sharing his ordeal. "It's a conspiracy. There is something wrong. In this country, from Bhagat Singh to Inderjeet, everybody has to suffer for being outspoken," he said. Slamming the authorities for lack of support, Inderjeet said, "The system has never supported

me. I kept asking them for help. Now when I wanted to show them that I can win a medal on my own, they are trying to suppress me." The reigning Asian Champion further added that he has been quite vocal about the lack of support for all athletes and the system was after him because of the same. "I was one of the top contenders. Everybody feared that if this guy won a medal, he would create a lot of problem. I used to speak for Indian athletes everywhere about the way they are treated. They do not get sponsors. Some

other people misuse the sponsors of the athletes," he added. Inderjeet also told the channel that his sample was tampered and it's very disturbing for him since it has happened just days ahead of Rio Olympics. "There have been certain things which have happened with me in the last 12-18 months. I have never run away from dope tests. I have always told NADA and everybody else about my whereabouts. But these things happening just days ahead of Rio Olympics is very disturbing for me," he said.
