Assam Chief Minister Sarbananda Sonowal asked the Deputy Commissioners to step up relief and rescue operations as enough funds have been released to them to provide respite to the affected people. In a statement here today, Chief Minister Sonowal said he has directed the Deputy Commissioners to make available the required gratuity relief to the affected people as ‘there is no dearth of funds at their disposal for rescue and relief operations’. Sonowal asked the Deputy Commissioners to ensure the affected people housed in relief camps did not face any

Tinsukia, July 27. In the wake of the martyr's day of of Ulfa, Tinsukia was kept on high alert. In the morning over hundreds of police and CRPF jawans carried road patrol, while in the evening troops of 15 Kumaon regiment carried out checking at vital public places in the town with the help of sniffer dogs and hand held metal detector. In the backdrop of intelligent inputs of ulfa planning to carry out bomb blast at Tinsukia and the recovery of an IED bomb at New Tinsukia Railway Station just 3 days back, the security cover was the highest in the recent times. Flood relief being distributed to the flood-hit victims
The joint inspection team of Namsai and Changlang district today inspected the flood affected areas and surveyed the entire bank of Noa Dihing River from Diyun to Innao. The team was led by ZPC Namsai Chow Kyaseng Mounglang and Circle G.B Diyun Lajala Singpho who surveyed the areas along with PRIs members and public leaders from both the districts.

Hijuguri police on Tuesday evening apprehended four persons involved in an act of robbery at Tinsukia few months back. After getting support from Chief Minister Sarbananda Sonowal on the issue, Assam Speaker Ranjit Kumar Das held an urgent meeting of the Business Advisory Committee (BAC) by adjourning the House for 30 minutes after the Question Hour. "The flood situation at present is very serious. With support from all MLAs of the House, BAC decided to adjourn the House till July 30," Das said. As per the BAC recommendation, the Budget Session has been extended by a day till 13 August, he informed the House. The Speaker said the House will next meet on 8 August as the scheduled recess after the Budget Session will remain as per earlier programme from 30 July to 7 August.

only government civil hospital in the district is still have to work as a sub divisional hospital and for which patients coming from far rural areas of the district are unable to get adequate services . So the AJYCP Golaghat District Unit demanded immediate steps to be taken for uplifting the KK Civil hospital to a district level hospital and to solve the other problems associated with it.

Govt turns down setting up of IMFL distillation unit in Niglok MaksamTayeng Pasighat, July 27: Much to the joy of people and NGO like Women Against Social Evils (WASE) who had strongly pleaded before the state government not to approve/allow setting up of Indian Made Foreign Liquor (IMFL) Distillation Unit at Industrial Growth Centre, Niglok, government has finally turned down the application citing public opposition of the same. After knowing that, a Sikkim based M/s Tsong Distilleries Pvt. Ltd. has applied for setting up of a IMFL distillation unit at Industrial Grown Centre, Niglok, WASE team had carried out a massive public campaign against the proposal and had subsequently appealed the state government not to issue license while submitting a petition. The WASE through their petition dated 24th June 2016 had convinced the government that, the untiring effort of the NGOs

Shillong, July 27: The lady imposter Evangeline Kharbuli (39), who posed as a police officer and duped over 450 youths promising jobs, was granted anticipatory bail in connection with the second FIR lodged against her at Laitumkhrah Police station. Earlier, after her arrest on July 14 following the first FIR, she was granted bail on medical grounds. She collected over Rs 2 crore from unsuspecting victims by promising them jobs. The lady was present at the lower court premises during the hearing. She refused to speak to media persons and rushed in a local taxi accompanied by lawyers. Earlier on Sunday, a woman had filed the third FIR against Kharbuli for duping her and two others. The woman in her complaint said that in September last year, she and two other women collectively paid Rs.2,50,000 to Kharbuli, for a job in the Home Guards after she claimed to be a Sub-Inspector of Home Guards, Meghalaya. However, later, they real-
ized that the person is an imposter and had cheated them. When contacted, Director General, Civil Defense and Home Guards, Raghvendra Awasthi said that there are no posts of Sub-Inspector in the Home Guards department as claimed by the imposter. The official also said that the department will write to the SP East Khasi Hills and the DGP to investigate into the matter to find out if the woman has nexus with someone from the department. Cheque bounce cases: Govt yet to act Shillong, July 27: Several cheques deposited under reclamation fund for extraction of minor minerals have bounced causing loss to the state exchequer, sources said on Wednesday. The High Court of Meghalaya had last year ordered the minors and exporters to pay 10% from the sale of minor minerals including limestone to Bangladesh as reclamation fund which will be used for the preservation of environment. The June 30, 2015 order of the Court had said that the State government, in order to reclaim the damage caused to the forest and the environment, as a result of mining activities, even if permitted under the rules, "shall have to draw a comprehensive scheme and create a fund for reclamation wherefore an amount to the extent of not less than 10% of the sale proceeds of the minerals extracted under the license or lease deed and in accordance with the principle that a 'polluter shall pay' can be validly charged". After the creation of the reclamation fund, the state government had asked the minors and exporters to pay the 10%. However, sources said that to the surprise of
the authorities, several cheques under the reclamation fund have bounced which means that there is an element of alleged fraud. The state government, however, is yet to act against such fraud as it will amount to contempt of court, sources added. When contacted, an official with the forest division in Jowai said that he has to collect information on the quantity of such bounced cheques. "The surveyors did not honour the agreement," he claimed. He further stated that the land along the border owned by the local Meghalaya residents have turned into wastelands for lack of agricultural activities. "I'm determined to break the fast on August 9 when I would appear before the Court", she said. Sangma on Tuesday alleged that Momin as an ex-MLA had issued Utilization Certificates (UCs) for the developmental projects under SRWP 2012-13. Momin who had contested from Congress was defeated by Sangma (NCP) in 2013 Assembly polls. According to Sangma, the order of the state government is very clear that when a legislator is no more serving his constituency, as far as the implementation of pending scheme is concerned, the concerned BDO himself should issue the necessary UCs, which need to be duly countersigned by the Deputy Commissioner after verification. Sangma said that he would urge the Court to order an inquiry by an independent agency into the matter. "The decision was taken to ensure that the common man is not put to inconvenience. The decision to suspend mobile phone services for the last 20 days was taken to prevent anti-social elements from spreading rumours," a senior officer of the provincial administration said here. "As the situation has started improving, we have decided to restore mobile phone ser-
vices," the officer said. Internet services on mobile phones, however, continued to remain suspended in the valley. The same were restored in the Jammu region of the state on Tuesday. For the last 20 days, only post paid mobile phones provided by Bharat Sanchar Nigam Limited (BSNL) worked in the Valley, but these also did not have internet facility. Authorities here said the decision on restoration of internet facility on mobile phones will be taken within the next two to three days. (Agencies)

Ghulam Nabi Azad New Delhi, July 27: Expressing sadness over the statement of CRPF chief that the force has no option but to use pellet guns in Kashmir, senior Congress leader Ghulam Nabi Azad on Tuesday said it will further alienate the people of the state, especially youth. Azad also said the DG, CRPF's statement, coming immediately after the return of Home Minister Rajnath Singh from Kashmir, indicated it had the consent of the government. "I am very sad and I was very disturbed after reading the statement of CRPF, DG...That is something unacceptable. "I am sorry that the type of decision the Government of India has taken, this will further alienate the people of Jammu and Kashmir and particularly the youth because mostly the youth have been subjected to this kind of treatment as they have been on the forefront (of protests)," he said. K Durga Prasad, Director General of CRPF, which has been accused of disproportionate use of force in Jammu and Kashmir, had on Monday expressed regret for injuries caused to youths due to firing of pellet guns in the Valley but said it would continue to use this "least-lethal" weapon but only in "extreme" situations. "That means that the direction from the Central government was clear, otherwise he could have not given the statement. That means he has sought the permission of the Home Ministry for use of pellet guns," Azad, leader of opposition in the Rajya Sabha, alleged. Maintaining that no civilized country uses pellet guns, Azad said the first thing that Home Minister Singh should have done was to tell the state government and the security forces not to use it in future. He said
"How can you blind your own people, especially the youth. Are you going to get the confidence of people or you are going to make them permanent enemies. "The first thing the Home Minister should have done, he should have tried to win the hearts of the people. He should have made sure that confidence building measures are taken. "But instead of taking confidence building measures, the Director General of CRPF says he will still go ahead with the use of pellet guns so that some more people will be blinded," he said. The Congress leader, a former chief minister of Jammu and Kashmir, said he had requested the Home Minister that since he is meeting the senior officers of the state he should make sure that use of pellet guns is totally banned. Describing the situation in Kashmir as "very serious", he said, "Never before in the history of independent India more than 5,500 people have been injured (in one spell of protests), you can imagine the magnitude of the problem. It is a huge number for a state like Jammu and Kashmir." Azad appealed to all parties and the media to help create a congenial atmosphere in the state facing a "great crisis" and "not add fuel to fire". In this abnormal situation which is prevailing in the Valley because there has been 18 days of continuous curfew, you can imagine the type of hardships the people are facing in getting the essential commodities, he said. "You can imagine the types of problem the poor people who do not have enough money to store their essential commodities for more than two days or even 24 hours must be facing. "So, in this abnormal situation, I would request all political parties and my friends in electronic and print media that we should not have volatile discussions on TV which can further aggravate the situation," he said. Former President APJ Abdul Kalam New Delhi, July 27: Prime Minister Narendra Modi is working hard to fulfil the vision of former President APJ Abdul Kalam, Defence Minister Manohar Parrikar said on Wednesday after laying the foundation stone of a national memorial being built for India's missile man in his hometown of Rameswaram, Tamil Nadu. "He (Kalam) worked hard to ensure that India achieves the goals set for 2020 and I would say that our prime minister is working towards ensuring that his (Kalam's) vision of a developed India by 2020 comes true," Parrikar said while addressing the people of Rameswaram on the first death anniversary of Kalam. The memorial is being built at the spot where the former president's mortal remains were buried.
Parrikar along with Minister for Urban Development and Information and Broadcasting M Venkaiah Naidu also unveiled a life-size statue of Kalam. Syed Mukhtar Kazim, the husband of 28-year-old Samia Shahid, alleged that his wife was killed by her family in the name of socalled honour as she married him against the will of her parents. He lodged an FIR on July 23 against Samia's father Chaudhary Shahid, mother Imtiaz Bibi, sister Madiha Shahid, cousin Mobeen and the deceased woman's former husband Chaudhary Shakil under Sections 302 (premeditated murder), 34 (common intention) and 109 (abetment) of the Pakistan Penal Code. Brazil's Rousseff, Lula to boycott Olympic opening ceremony Rio de Janeiro, July 27: Brazil's suspended president Dilma Rousseff and her predecessor and leftwing ally Luiz Inacio Lula da Silva will boycott the opening ceremony at the Rio Olympics, officials have said.
Rousseff, who was first elected in 2010, is on trial in the Senate on allegations of breaking government budget laws. A judgment vote is scheduled for late August and could see her removed from her post.
Their absence at the August 5 ceremony highlights the political crisis in Brazil, with Rousseff facing possible removal from office in an impeachment trial shortly after the Games end. Lula, who as president was instrumental in Rio's winning bid as Olympic host, faces serious corruption allegations.
The leftist leader says the impeachment process is a coup in disguise mounted by her former vice president, Michel Temer, who has been acting president ever since Rousseff's suspension in May. Waseem Akhtar remanded to prison in 10 cases Karachi, July 27: The administrative judge of the antiterrorism courts remanded on Tuesday Muttahida Qaumi Movement mayoral candidate for Karachi Waseem Akhtar in prison in around 10 cases. \ Mr Akhtar with three other politicians - Rauf Siddiqui of the MQM, Anis Kaimkhani of the Pak Sarzameen Party and Qadir Patel of the PPP - landed in prison on July 19 after an ATC dismissed their interim bails in a case related to abetting the treatment of alleged terrorists and gangsters at the hospitals of former federal minister Dr Asim Hussain, the main suspect in the case. After taking him in custody from the prison, police produced the MQM leader before the administrative judge on July 21 and obtained his five-day physical
remand for questioning in two other cases lodged at the Sachal and Malir City police stations earlier this year for listening to speeches of Altaf Hussain, the self-exiled leader of his party. After the end of his physical remand, police reproduced Mr Akhtar before the court and submitted that he was also formally arrested with Aslam, alias Kala, in seven more cases pertaining to rioting lodged at different police stations of Malir during the May 12, 2007 mayhem. They further informed the court that the MQM leader was shown arrested in another case registered at the Brigade police station for listening to a speech of his party chief. The investigating officers sought extension in Mr Akhtar's physical remand for questioning

India's Child Labour Law Provide a protective legal framework for children A week after the bill was passed by the Rajya Sabha, the Lok Sabha approved the measure that brings a raft of changes to a three-decade-old child labour prohibition law. The bill now goes for the President's assent before becoming law. The U.N. Children's Agency (UNICEF) as well as many others have raised alarm over two particular amendments - permitting children to work for their families and reducing the number of banned professions for adolescents. A 2015 report by the International Labour Organization (ILO) put the number of child workers in India ages 5 to 17 at 5.7 million, out of 168 million globally. But the U.N. Children's Agency (UNICEF) said that allowing children to work for their families legitimised family work, while limiting the number of professions considered as hazardous would result in more unregulated child labourers. With child labour rates highest among tribal and lower caste communities at almost 7 percent and 4 percent respectively, UNICEF said, the changes could have an adverse impact on these especially marginalised and impoverished communities. Under the new Child Labour Act, some forms of child labour may become invisible and the most vulnerable and marginalised children may end up with irregular school attendance, lower levels of learning and could be forced to drop out of school. And on the other hand secondary enrollment is still lagging behind, especially for the most vulnerable children, many who are working. A 2015 report by the International Labour Organization (ILO) puts the number of child workers in India aged between five and 17 at 5.7 million, out of 168 million globally. More than half of India's child workers labour in agriculture and over a quarter in manufacturing - embroidering clothes, weaving carpets or making match sticks. Children also work in restaurants and hotels, and as domestic workers. The government wants to change the current law by extending the ban on child labour under 14 to all sectors. Currently only 18 hazardous occupations and 65 processes, such as mining, gem cutting and cement manufacturing are outlawed. It also proposes including a separate category for adolescents aged between 15 and 18, as well as stiffer jail terms and fines for those employing children. While child rights activists have welcomed the changes, there has been growing concern over other amendments proposed by Prime Minister Narendra Modi's government. For example, children will be allowed to work in family businesses, outside of school hours and during holidays, and in entertainment and sports, if it does not affect their education. In addition, children aged 15 to 18 will be permitted to work, except in mines and industries where they would be exposed to inflammable substances and hazardous processes. The government says the exemptions aim at striking a balance between education and India's economic reality, in which parents rely on their children to help with farming or artisanal work to fight poverty. But UNICEF said family or home-based work is often hazardous and includes working in cotton fields, making bangles and bidis, rolling tobacco, carpet weaving and metal work. It urged India to include an "exhaustive list" of hazardous occupations and exclude family work from the proposed law. To strengthen the Bill and provide a protective legal framework for children, UNICEF India strongly recommends the removal of 'children helping in family enterprises. Ends fast 16 year hunger strike against a controversial law Indian activist Irom Sharmila Chanu has ended a 16 year hunger strike against a controversial law in the country. According to her, she will end her protest on 9 August and begin campaigning in local elections as an independent. For the last 16 years, Sharmila, popularly knows as the Iron Lady of Manipur, has lived under house arrest as an undertrial prisoner in room number one in the special ward of the Jawaharlal Nehru Institute of Medical Sciences in Imphal. She has been force fed through her nose the entire time the Ryles tube used to feed her has become a symbol of Manipur's fight against AFSPA. In 2000, when the activist embarked on her hunger strike, she also had taken a vow to neither enter her house nor meet her mother till the government repealed the Armed Forces (Special Powers) Act that gives the army sweeping emergency powers in the northeastern state. Days before she began her protest, 10 people, including two children, had been shot dead in Imphal, allegedly by personnel of the Assam Rifles. The law allows soldiers legal immunity when they are operating in "disturbed areas" or states dealing with separat-
ists or insurgents. Soldiers are allowed to make arrests without warrants or raid any location. AFSPA is in effect in several Indian states, including Ms Chanu's home state Manipur and Indian-administered Kashmir. The Act has often faced flak from human rights groups as it gave sweeping powers and immunity to the army in conflict-ridden areas. She has spent most of the last 16 years in judicial custody in a hospital in Manipur's capital, Imphal. From the days of Mahatma Gandhi to the more recent anti-corruption protests of Anna Hazare, India has a long history of activists using hunger strikes as a tool of protest. But Sharmila's fast caught global attention for its sheer duration. Her protest has won her worldwide recognition, with Amnesty International describing her as a prisoner of conscience. Sharmila's non-violent resistance inspired collective protest against the Act in the northeastern States. It won her several awards, including the 2007 Gwangju Prize for Human Rights, which is given to "an outstanding person or group, active in the promotion and advocacy of peace, democracy and human rights."

Companies Are Moving Away from Bangalore, India's Largest IT Hub Why Bangalore is losing its shine for IT companies Sid Arora India's homegrown Silicon Valley is facing stiff competition from unexpected quarters as the country's hottest IT destination. Undoubtedly, Bangalore is still the number one IT/ ITeS outsourcing location in the world, as noted by an Economic Times article quoting a 2014 survey of the top 100 IT locations. It's not difficult to see why - the city not only boasts the highest number of startups, but also has an ecosystem that supports the startup culture. It has a large pool of tech talent, mentors, and venture capitalists, as well as accelerators and incubators. That being said, Bangalore is no longer the natural or the top choice of IT entrepreneurs. They are not afraid to look elsewhere to start their IT ventures and much to their glee, are finding a plethora of choices in various parts of the country. Bangalore's Growth Woes It was really a matter of time before the trend started, since Bangalore is already groaning under the pressure of its huge IT sector and the large migratory population it has attracted over the years.
One of the reasons for Bangalore losing some of its sheen for investors is the dismal infrastructure - broken sewage lines, erratic power supply, congested industry clusters, you name it and Bangaloreans have faced it. And everyone who has been to Bangalore has suffered at the hand of its infamous traffic. When a commute of a mere 8 kilometers takes upwards of an hour, you know there's a problem. Recently, the U.S. Ambassador to India Richard Verma observed that Bangalore's traffic does not allow anyone to reach a place on time. Add to these infrastructure issues the atmosphere of political uncertainty that looms over the city so often and the sky-high cost of operations and Bangalore begins to lose its charm. Rise of the Smaller City While IT has been brewing in cities like Hyderabad, Chennai, Pune, and the National Capital Region (NCR), especially Gurgaon and Noida, the last few years have revealed an interesting trend - the rise of the tier-two cities as preferred IT destinations. However, this rise is not an accidental one but due largely to the efforts of India's premier IT industry body, Nasscom, to promote

As a result of this, cities like Chandigarh, Jaipur, Ahmedabad, Coimbatore, Bhubaneswar, Kochi, and Thiruvananthapuram have made an entry on India's IT map. A case in point is iCliniq, an online medical advice platform, which recently shifted operations from Bangalore to Coimbatore. Thanks to the presence of technical institutions in the region as well as incubation centers, Coimbatore is witnessing a fair amount of startup activity. Another rather unconventional choice for setting up an IT company is Goa. A leading daily profiles Abhisek Sarda, who has started two IT ventures in
the coastal state. The reasons that led him to Goa ranged from lower operational costs to better quality of life. In the same article, the 30-year-old cofounder of Goa-based Vacation Labs, Saurabh Nanda, said he chose the city to start his venture as it ticked all the necessary boxes in terms of infrastructure, connectivity, and low-cost commercial real estate. The northeastern state of Tripura is also pitching itself as the next IT destination for India on the back of its vast pool of Englishspeaking IT manpower, peace, and proximity to trade partner Bangladesh. In fact, Tripura's rise as an IT destination is being seen as
opening the doorway of opportunities for the entire northeast region. On the other side of the country, the fledgling state of Telangana is taking firm and quick steps toward becoming the next big IT destination. Hyderabad, the capital of the state formed just two years ago, recently witnessed the inauguration of Tata Group's ambitious multi-million incubator for startups THub in its suburbs. The city has also been selected by online taxi hailing service Uber to establish a $50 million center - its biggest office outside the United States over the next five years. Though Hyderabad is not new to IT, it has faced the brunt of violent agitation over the formation of Telangana over the last few years and had to take a backseat while Bangalore surged ahead as the preferred IT destination. But now, with an enviable pool of tech talent, pleasant political times, a cosmopolitan culture, growing infrastructure, and reasonable real estate costs, maybe Hyderabad's time has finally come. Becoming a thriving IT destination seems to be no longer Bangalore's monopoly. Many other cities waiting in the wings are ready to emerge out of Bangalore's shadow and es-
tablish themselves as hot IT destinations. IT Monopoly and Higher Education Bangalore has enjoyed an advantage in terms of educational and entrepreneurial institutions. Whether it is the abundance of engineering institutes or MBA colleges in Bangalore, colleges here also function as educational centers of excellence, helping students specialize in current industry needs in order to form a huge resource pool for the bustling IT sector. Renowned national science universities like IISc, public B-schools like the IIM, and top private MBA colleges like AIMS Institutes have been a draw for both national and international students every year. Maybe the shift of IT monopoly might turn out to be a good thing for the traffic and infrastructure situation in the Garden City. And it could be a blessing in disguise for other industries like restaurants and sectors like higher education. And for the lakhs of graduates passing out from colleges here, working at a nonmetro city is not a bad proposition, what with pervasive e-commerce and other digital facilities mushrooming in even small towns. The relocation by Paresh Baruah & his ULFA cadres to Bangladesh is widely perceived to be the biggest reason that its public image as the sole upholder of
Assamese Nationalism and as principle opponent of illegal Bangladeshi migration got severely dented. However, there is ample evidence to suggest that the decline in its ideological values has commenced even in the formative years of ULFA. Paresh Baruah as leader of the military wing of ULFA presided over numerous executions of prominent personalities like Kalipada Sen,Girdharilal Harlalka, Shankar Birmiwal, Utsavanda Goswami & Surendra Paul, to name a few.These and numerous other killings in the 80s categorically prove that the selection of targets was inconsistent with the stated ideology of ULFA. Repeated deviation from its ideology is what characterised Paresh Baruah's leadership of ULFA which has over the decades undergone several ideological flip flops in response to adjustments made for tactical & strategic motives. Paresh Baruah when taking refuge in Bangladesh was fully aware that it would come at the price of having to compromise on ULFA's core agenda of
driving out the illegal Bangladeshi migrants from Assam. Quite obviously, Paresh Baruah took refugee in Bangladesh not with the objective of furthering the cause of Assamese people, but only in order to satiate his burning desire for wealth & power. A 2007 Stratfor Report describes Paresh Baruah's financial empire to be worth approximately $110 million with business operations
throughout India, Bangladesh and the Persian Gulf, "including hotels, consulting firms, driving schools, tanneries, department stores, textile factories, travel agencies, investment companies, shrimp trawlers and soft drink factories". With such collossal wealth amassed under the guise of fighting for the cause of the Assamese People, is it any wonder that Paresh Baruah is reluctant to return to India and make efforts to arrive at a political settlement? Apart from providing $ 6 Million to Bangladeshi political parties to ensure uniterrupted political patronage in Bangladesh, Paresh Baruah has close ties with Bangladeshi Intelligence Agency, Directorate General of Forces Intelligence (DGFI), the Pakistani spy agency Inter Services Intelligence (ISI) and the Chinese Intelligence, which have helped Baruah to revive the outfit and keep his rebellion funded. It is noticed, many boys either after being rejected or to settle an old score stooped to that low to bruise a girl physically, mentally and psychologically. On March 19, an incident of such acid attack on a young advocate, Nishamoni Borah by one Diwakar Baishya Sahu, a one-time colleague of Ms. Borah took place in Guwahati. The attack damaged her right eye besides leaving her in a state of trauma. Now that the culprit is out on bail, the victim Ms. Borah is in the grip of constant apprehension, that she might face on attack yet again. She sought the intervention of the Director General of police, Mukesh Sahay. As reported, Nishamoni Borah, the victim finds it tough to make both ends meet in her medical expenditure. Her

Merchant bankers invited by Govt to manage NBCC share sale New Delhi, Jul 27: Government has kick started the process to sell 15 per cent stake in NBCC and has invited merchant bankers to manage the share sale. The government will appoint up to three merchant bankers for the share issue, which could fetch about Rs 2,200 crore to the exchequer at the current market price. Earlier this month the Cabinet had cleared 15 per cent stake sale of NBCC through an offer for sale (OFS). The government is also considering allotting shares to eligible NBCC employees at a discount of 5 per cent to the issue price up to a maximum of 0.75 per cent of the OFS size. Employees will be eligible to apply for shares up to Rs 2 lakh. The merchant bankers will have to put in their bids with the Department Investment and Public Asset Management (DIPAM) by August 16. Shares of NBCC were quoting at Rs 249.45, down 0.62 per cent on the BSE. At the current market price, sale of 15 per cent stake could fetch around Rs 2,200 crore to the exchequer. Government currently holds 90 per cent stake in NBCC. NBCC, a CPSE under the Ministry of Urban Development, is engaged in fields of construction, engineering and project management consultancy services. (Agencies)
fixed at 3% by Telecom panel New Delhi, Jul 27: The Telecom Commission stuck to its position in favour of using a weighted average formula to calculate the annual fee that telecom companies pay for using airwaves. However, it has decided to fix a minimum rate of three per cent of a company's adjusted gross revenue as spectrum usage charge (SUC), in a bid to move towards a uniform rate for all players. The Cabinet approval on the decision will be sought next week, a senior telecom ministry official said post the meeting. The Telecom Commission had earlier approved the use of the weighted average formula for calculating the SUC based on total spectrum holding of the operator. To protect government revenues, of about Rs.7,500 crore from SUC, it was also decided the operators will have to pay as SUC a minimum floor price, which would be the latest charges paid by the company. Mumbai, Jul 27: The Reserve Bank of India (RBI) has imposed a penalty of Rs.27 crore on 13 banks, including HDFC Bank, Bank of Baroda and Punjab National Bank, for violating several norms such as those for know your customer (KYC) and antimoney laundering (AML), top central banking sources. Transportation of vehicles via inland waterways planned by Maruti Pune, Jul 27: Rajiv Agarwal, CEO & managing director, Essar Ports Maruti Suzuki India is planning to transport vehicles through inland waterways and has inked a pact with the government for this, a move that will help the country's' largest carmaker reduce its logistic costs. "A Memorandum of Understanding (MoU) has been signed between Inland Waterways Authority of India (IWAI) and Maruti Suzuki India Ltd for transportation of cars through inland vessels," Minister of State for Shipping P Radhakrishnan said in a written reply to the Rajya Sabha. IWAI has deployed one vessel at Varanasi for this purpose
and has planned the transportation of cars from Varanasi to Kolkata on National Waterway-1 on the river Ganga, he added. Water transportation cost is barely 50 paise a km in comparison to Rs 1 by railways and Rs 1.5 per km through roads. When contacted, Maruti Suzuki India declined to comment. Inland waterways comprising rivers, lakes, canals, creeks, backwaters etc. extend to about 14,500 km in the country. Of this 5,200 km of the rivers and 4,000 km of canals can be used by mechanised craft. However, approximately 90% of freight in India currently moves via land transport (road, rail, pipelines).
More than 40% transportation is done through the inland waterways in China, Korea and European nations, while in India a meagre 3.5% was done through this channel, which has now gone up to 6%. Parliament in the last session gave its nod to a bill to convert 111 rivers across the country into National Waterways, a move that would boost movement of goods and passengers via rivers and expectedly reduce transportation costs. The National Waterways Bill provides for enacting a central legislation to declare 106 additional inland waterways as national waterways in addition to five existing national waterways. (Agencies)

San Francisco, Jul 27: Verizon Communications Inc said it would buy Yahoo Inc's core internet properties for $4.83 billion in cash to expand its digital advertising and media business, in a deal that ends a lengthy sale process for the fading Web pioneer. The purchase of Yahoo's operations will boost Verizon's AOL internet business, which it bought last year for $4.4 billion, and give it access to Yahoo's ad technology tools, BrightRoll and Flurry, and assets such as search, mail and messenger. The deal, expected to close in early 2017, marks the end of Yahoo as an operating company, leaving it with a 15 percent stake in Chinese ecommerce company Alibaba Group Holding Ltd and a 35.5 percent interest in Yahoo Japan Corp. "The sale of our operating business, which effectively separates our Asian asset equity stakes, is an important step in our plan to unlock shareholder value for Yahoo," Yahoo Chief Executive Marissa Mayer said in a statement. Yahoo will continue as an independent company until the deal receives shareholder and regulatory approval, the companies said. Rs 750 crore to be invested by Essar to ramp up bulk terminal at Hazira Pune, Jul 27: Essar Bulk Terminal Ltd (EBTL) is investing Rs 750 crore to raise capacity of the bulk terminal at Hazira, Gujarat. According to a company statement recently, the latest investment will take cargo handling capacity from the existing 30 million tonne per annum (mtpa) to 50 mtpa. EBTL has already invested Rs 2,450 crore in the existing facility. After completion, the terminal will be able to berth seven vessels at one go. In the quarter ending June 30, 2016, traffic at Hazira terminal increased by 80% to 4.4 mt, as against 2.4 mt in the corresponding quarter of the previous year. "The cargo growth is backed by a ramp-up in operations by Essar Steel's 10-million tonne plant in Hazira. The total port traffic is expected to reach 24 mt in 2016-17, as against 12.7 mt in 2015-16," said the statement. A special purpose vehicle, EBTL, has also received permission from the Gujarat Maritime Board to handle 15 mt of third-party cargo over three years. During 2015-16, it handled 0.75 mt of thirdparty traffic and the same is expected to grow to 5 mt by 2018. Chandigarh: Haryana Sports Minister Anil Vij today claimed the state government had no control over the activities of the Sports Authority of India (SAI) centre at Rai in Sonipat even as the state police has been asked to complete its probe into the doping scandal surrounding wrestler Narsingh Yadav. "SAI centres are looked after by the SAI authorities and we have no control over them," he said, terming the doping incident involving Narsingh, which allegedly took place at the Sonipat SAI centre, "a very serious matter". "We have instructed the Haryana Police to go into the depth of the case and find out the truth. Since an FIR has been lodged
and it is a legal matter, the police would take appropriate action, including filing the case in a local court," Vij said, adding that the state government has already asked the police to complete its probe "as soon as possible". "We will definitely investigate, go into the depth of the case and the police will bring out the truth," he said. Vij said since the incident (contamination of Narsingh's food) allegedly took place at a SAI centre in the state, the local authorities too were looking into it. New Delhi, July 27: He remains the youngest boxer in India's Olympic contingent even four years after his debut at the big event but what has changed drastically for Shiva Thapa are "strength, endurance and maturity" heading to Rio as a top medal contender. All of 22, the Assam-boy is currently world No.6 in the International Boxing Association (AIBA) rankings and is only the third Indian boxer ever to have won a World Championships medal (a bronze in 2015 Doha edition). Add to that, he is a two-time Asian Championships medallist (a gold in 2013 and a bronze in 2015) and was the first boxer to qualify from the country for Rio with a silver Shiva was barely 18 when he qualified for the 2012 Games, which was a forgettable campaign ending in an openinground loss. But four years later, he is being seen as a medal hope in the bantamweight (56kg) category, having delivered good results in the past three years. Speaking to PTI about his journey so far, Shiva recalled how he had wanted to compete in the Olympics as a sub-junior when he saw the likes of Vijender Singh and Akhil Kumar take Indian boxing to new heights leading upto the 2008 Beijing Games. "Time flies, isn't it? I feel London was just yesterday. I remember I had even thought of competing in the 2008 Beijing Olympics, I used to calculate whether I would be eligible for it because I was still a sub-junior at that time," recalled the Guwahati-based boxer. That dream was realised four years after Beijing when he made the cut for London. Considered the "baby" of the eightstrong team that went to the British capital, Shiva, a former Youth Olympics silver-medallist, has now metamorphosed into a confident contender . And although a sporting family backed him to the hilt in the pursuit of his dreams, it was not entirely a smooth passage
to the heights he scaled. "In Guwahati where I am based, I grew up in a neighbourhood which was pretty infamous for street fights. Autos and rickshaws would refuse to go there as they were scared of being beaten up by local gangs. There were gang leaders and even kids of my age used to get involved in all this," he revealed. But Shiva managed to keep his focus on sports thanks to his karate instructor father Padam Thapa, who was also his formative coach. He eventually moved to the Army Sports Institute in Pune before NIS Patiala became his second home like all other top Indian boxers. "I tried everything from football to gymnastics to athletics before I found my natural calling in boxing. I love this sport but had I not been a boxer, I would have been a footballer," he added. At present, long-time national assistant coach C Kuttappa is the man he is most closely associated with as far as training is concerned. Kuttappa, who was the personal trainer of India's first Olympic medallist Vijender Singh in 2008, has been handling Shiva's training since 2013. "He is strict no doubt but then I feel very comfortable with him. He pushes me hard but at the same time, he is very caring," Shiva said. Kuttappa was also the personal trainer of M Suranjoy Singh -the flyweight sensation who won eight back-to-back international gold medals for India before being undone by a knee injury. Speaking of his association with Shiva and the transformation he has seen in him, Kuttappa said, "I have been observing him since he was a sub-junior. Coaching camp in Tea garden to popularize Football Sports Reporter Dibrugarh, July 27: For the first time to promote football in the tea belts, Bharatiya Chah Parishad in joint collaboration with United Nations Children’s Emergency Fund (UNICEF) has organised a Football coaching camp at Mancotta field from July 3 to 21. Under the supervision of Sapam Premankanta Singh, Football Coach from Manipur the young children’s from tea areas of Dibrugarh attended the camp to learn the basics of football. “The main objective of the camp is to give them a
knowledge about the game and popularize the sports among the people residing in the tea belts areas,’’ said Pritam Das, football secretary of Dibrugarh District Sports Association (DDSA). He added that a Football tournament had also been organised among the tea estates of Dibrugarh to promote the game and search raw talents from them. Right-Mind and Wrong-Mind Once upon a time there were two friends in a small village named Dharmabuddhi (Virtuous-Mind or RightMind) and Papabuddhi (Wicked-Mind or WrongMind). One day, the wicked of the two, Papabuddhi, thought to himself that he was poor and lacked the knowledge to earn for himself. He thought of taking Dharmabuddhi to another kingdom and use his skills to make money. He thought, "If I can deprive him of all the earnings, I can have all the money for myself and live happily" After some time, he met Dharmabuddhi, "My friend, we need to earn money to provide for ourselves when we grow old. Let us travel to some other kingdom to earn money. Besides, unless we travel to far-off kingdoms, we will not have any stories to tell our grand children!" Dharmabuddhi agreed to his plan, and took the blessings of his parents and teachers to travel to a distant kingdom. On an auspicious day, they began their journey. The two of them made a lot of money due to Dharmabuddhi's skills and knowledge. After some time, pleased with their earnings, they planned to return home. On their way to their home, as they approached their village, Papabuddhi said to Dharmabuddhi, "Friend, It will be improper for us to carry so much money home as all our friends and relatives will start requesting us money. Besides, there is danger of theft." He said, "Let us bury the money in the jungle, where nobody will find it, after taking only a nominal amount for our needs. Whenever we need some money, we can come back together and dig it out". Without doubting his intentions, Dharmabuddhi agreed. They buried most of the money beneath a tree and returned home with only a handful of money. Few days later, Papabuddhi, wrong-minded as he was, went to the jungle

Let us go together to the place we have buried our money to fetch some more." Dharmabuddhi agreed and together they went to the place they had buried their money, and dug up the pit. But they found the money was not there. Papabuddhi started beating his head, and blamed Dharmabuddhi, "It is you no doubt. Nobody else knew where we have buried the money. You have stolen all the money for yourself. If you do not give me my half of the money, I shall go and complain to the village elders for justice." Taken aback, Dharmabuddhi protested, "I have committed no such theft. Don't put the blame on me, as I am a virtuous man". And so, they started quarrelling, and visited the village elders for justice. The elders asked them to pledge before the Fire-God to find the truth. Papabuddhi suggested, "Before pledging before the

The judges agreed, "We shall go the jungle together, and request the spirit of the tree to reveal the truth to us. If that fails, we will take pledge before the Fire-God." Papabuddhi immediately went home to his father, "I have stolen a huge amount of money from Dharmabuddhi, and we have taken the matter to the village elders. Your cooperation will save me and put the blame on Dharmabuddhi. Otherwise, I shall not only lose the money but face the risk of losing my life for stealing". His father said, "My son, tell me how I can help you so you don't have to part from the money". Papabuddhi explained, "There is a huge hollow inside the big tree where we had buried the money. You have to get inside the hollow before morning. When all of us go to the jungle as request the spirit of the tree to reveal the truth, you have to shout from inside that Dharmabuddhi is the real thief. I can handle the rest." As agreed, his father went to the jungle and hid himself in the hollow of the tree early next morning. After some time, accompanied by the elders of the village, both Dharmabuddhi and
Papabuddhi led themselves to the huge tree where they had buried their money. Papabuddhi asked in a loud voice, "O spirit of the tree. Please tell us who the thief is, as we have a confrontation and the village elders have come to seek the truth." Immediately, Papabuddhi's father replied from inside the hollow of the tree, "Listen all who seek the truth. Dharmabuddhi is the thief, who has stolen all the money." The village elders were wonderstruck. They could not deny that the spirit of the tree had indeed revealed the truth. They immediately started discussing amongst themselves how they should punish for Dharmabuddhi's guilt. Meanwhile, when Dharmabuddhi heard the spirit of tree speak such, he became sure that there must be something wrong. The spirit of the tree, if it was so, is telling untruth. That is not possible. Having seen the hollow of the tree, he put a heap of dried leaves and grass in front of the hollow of the tree and set fire to it. When the fire started flaring up, Papabuddhi's father could not bear the heat and the smoke inside the hollow any longer. He came out, with burns in his body, crying for pity. The village elders were surprised to find him coming outside from the hollow of the tree, "What were you doing here? And what has happened to you?"

It depends on what kind of animal you want to make. You may need a large one for the body and a smaller one for the head. Tie them together, and using a bit of tape secure the head to the body. " To create a tail, ears, beak - or any other small part of the animal you have chosen to make - use cardboard to cut out the shape and stick to the balloon with tape. " Tear the newspaper into pieces. Squeeze the craft glue into a small container and water down until it is runny like paint.
