The Governor instructed the Chief Secretary to issue a circular to all the departments and offices to maintain utmost transparency in decision making and execution of various works and take firm action against corruption. Good Governance and corruption free administration must be ensured under President Rule, as expected by the people of Arunachal Pradesh. On financial matters, the Governor advised the officers to give priority on payment of salaries allowances of the Government employees, pensions to pensioners and the establishment expenses and underscored that the development process must not suffer, but be expedited.

The Governor assured the officers to take up any financial issues or any other subject pending with the Central Government to expedite the process of development in the State. Stressing on security coverage for former Chief Minister and Ministers etc., the Governor said that nobody should have any security problem and all the members of the State Assembly will get security coverage as per entitlement. With the Supreme Court (SC) seeking the Centre’s explanation over the imposition of President’s rule in Arunachal Pradesh following a Congress’ plea that challenged the Union Cabinet's decision, former chief minister Nabam Tuki on Wednesday said he has full faith in the apex court and will abide by any decision taken by it. “Have full faith in judiciary. We'll abide by SC's decision. I trust Supreme Court and I am confident court will take the right decision,” Tuki told media persons here. Samir Malik, a lawyer representing the Congress party, said the Supreme Court has asked for a report on the basis of which the proclamation was issued to be tabled today. “Court has issued notices to Centre & Governor, they have to file their response by Friday and court directed that date of report on basis of which this proclamation was issued, be given to us during course of the day.. Governor and Centre are to place report in a sealed envelope before court at earliest,” he said.

The imposition of President’s rule in crisis-hit Arunachal Pradesh on Wednesday came under the scanner of the Supreme Court which sought the report of Governor Jyoti Prasad Rajkhowa recommending central rule in the state, saying “it is too serious a matter”.

SUPREME COURT SEEKS GOVERNOR’S REPORT 1. The court described the Arunachal Pradesh crisis as "too serious" and a matter of gravity as it insisted that it needs to examine the report described as "confidential" by Governor JP Rajkhowa.

The remark by a five-judge bench headed by Justice J S Khehar came when Attorney General Mukul Rohatgi raised a preliminary objection contending that the notification on promulgation of President’s rule has not been challenged in the fresh plea. The bench asked the Attorney General not to raise “technical objections” when he persisted with his plea arguing that “rules are rules” and they apply equally to all.

A battery of senior lawyers including Fali S Nariman, Kapil Sibal, Rajeev Dhawan and Vivek Tankha opposed the plea of governor seeking to maintain secrecy of his report and recommendation, saying that larger bench of more than five judges have already laid down the proposition on this aspect.

The bench allowed the petitioners to amend their plea by Friday.

However, Jain, who was representing Rajkhowa and was asked at the beginning of the hearing to bring to court within 15 minutes the Governor’s report, claimed that the confidentiality of the document was required to be maintained.

When Additional Solicitor General Satpal Jain, appearing for the Governor, sought to maintain secrecy of the report and the recommendation for the President’s rule, the bench said, “He will only mention the date of report recommending President’s rule to opposite parties during the course of the day.” However, the bench for its own perusal sought in a sealed cover the report and recommendation on imposition of the President’s rule. “Unless we get the grounds for recommending the President’s rule, we cannot proceed. If grounds are not same in the proclamation then it is totally a different ball game,” the bench, also comprising justices Dipak Misra, M B Lokur, P C Ghose and N V Ramana, said during the hearing. The bench was also of the view that no interim order can be obtained unless the parties see the grounds for proclamation for President’s rule.

The Union Cabinet’s recommendation for imposition of President’s rule in Arunachal Pradesh has brought the focus back on Article 356 of the Constitution -– used and misused for decades by successive governments irrespective of their political ideology.

It posted the matter for February 1 asking the Governor and the Ministry of Home Affairs to file responses by Friday on petitions filed by Congress leaders including the plea of Rajesh Tacho, Chief Whip of Congress Legislature party in the state assembly which is now kept under suspended animation.

He said there are photographs to suggest that the Governor was under threat as slaughtering of animals, burning of tyres and posters took place outside the Raj Bhawan. The fact that the notification of President’s rule was not challenged in the fresh plea was raised in a big way by the Attorney General who said that they should be asked to file another petition. When Rohatgi said there were reports on which the President has acted, the bench drew his attention to yesterday’s notification in which there was reference to only one report. “You (AG) have been saying there have been series of recommendations. Look at the President’s proclamation. It only speaks about one report and informations,” it said.

At the outset, Nariman explained the sequence of events and said that it was a fit case for an interim relief and the court has to prima facie arrive at a view that a case is made out or not. He said as the report of the Governor was not in hand, it was not known as to what were the grounds taken for recommendation of central rule. His submission was objected to by senior advocates Ashok Desai and Vikas Singh, appearing for opposite side, saying that no interim order can be passed without hearing them. “We will not pass any order without hearing all the parties. It is a sensitive issue,” the bench said. Desai said that reasons for proclamation may be different from what has been given by the Governor. “Yes, that is why we want to see the report and that is why we want to hear the Attorney General,” the bench said. Explaining the urgency and importance of the matter, Sibal said that the issue of proclamation of President’s rule will come before Lok Sabha and Rajya Sabha in the coming session for affirmation and they may lose it in the Upper House as the NDA does not have majority there. Further he said even if there is no affirmation, the court has to look into the legality of the

In an earlier plea filed by Nabam Rebia, who was allegedly removed from the post of Speaker by rebel Congress and BJP MLAs in an assembly session held at a community hall in Itanagar on December 16, has listed out legal questions, including the Governor’s power to convene the assembly session without the aid and advice of the government for adjudication by the apex court.

According to Article 356, President’s rule can be imposed in a state if a situation has arisen in which the government of the state cannot be carried on in accordance with the provisions of the Constitution. Breakdown of constitutional machinery The expression “breakdown of constitutional machinery” has not been defined in the Constitution. It can happen due to political reasons such as hung assembly, the government losing majority in the assembly, failure of any political grouping to form a government, defections and break-up of coalition or because of insurgency etc. Whatever may be the reason, the President has to be satisfied about of breakdown of constitutional machinery in the state. Generally, the governor sends a report in this regard to the Centre and it’s his/her report that forms the basis for the Union Cabinet’s recommendation to the President for invoking Article 356 to impose President’s rule. A Staff Reporter Itanagar, Jan 27: With the proclamation of the President Rule in Arunachal Pradesh, taking charge of the functioning of the State Government, the Governor Shri JP Rajkhowa has instructed for issue of directives to all the Deputy Commissioners to maintain law and order in their respective districts and also to ensure corruption free, accountable administration and good governance by all district officials. Noting that unsatisfactory attendance of Government officers and staffs in the offices, the Governor called for 100 % attendance for effective functioning of the offices and delivery of public services. For this, he has suggested for installing biomet-

ric attendance system in the offices. Underscoring maintenance of proper records of office files, the Governor desires that offices must maintain File Registers as per the Arunachal Pradesh Secretariat Manual of Office Procedure 2010 under strict supervision of responsible officers of their respective departments or offices. Fire burn down a house Roing, Jan 27: An SPT house of one Namsing Passing was burnt down to ashes on last monday night at Meka Village, some 3 km from the Roing township. BJP hits back at Cong, says 1975 emergency was 'murder of democracy' New Delhi, Jan 27: Asserting that the 1975 emergency was the 'murder of democracy' and not the imposition of President's rule in Arunachal Pradesh, the Bharatiya Janata Party (BJP) on Wednesday asked the Congress to introspect its role rather than levelling allegations on decisions based on facts and not 'sentiments'. "There has been one clear documented case of murder of democracy and that is the imposition of emergency in 1975 by Indira Gandhi. The misuse of institution is equally well documented and the Congress would do well to introspect its role in that rather than level such allegations," BJP leader Nalin Kohli told.

With regard to the situation in Arunachal, he said that the requirement of the Constitution in terms of the session of the assembly to be 'not more than six months' apart was crucial. He added that when it came to law and order situation in Arunachal, the government's decision would be driven solely on facts and not sentiments. On the other hand, BJP leader and Union Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said it was ridiculous on the Congress' part to raise issues about constitutional rights. The apex court has also expressed its displeasure to Rajkhowa as to why the Supreme Court was not informed about the developments in the state. Dalit scholar's suicide: Fresh batch of students to sit for hunger strike Hyderabad, Jan. 27: The Joint Action Committee (JAC) of the University of Hyderabad would decide on the fresh batch of students, who would sit on a hunger strike demanding justice for Dalit scholar Rohith Vemula, who committed suicide on January 17. "There were six people, whose health conditions deteriorated. They were forcefully shifted to heath centre of the university. They are all in medical care now," Ram Avtar, one of the protestors, told. "Their blood pressure and sugar level was fluctuating. Some people were critical earlier. So, this time the university authorities didn't want a similar situation to take place. However, no one from the administration has come to negotiate on the matter," he added. The protestor further stated that the authorities should cater to the demands of the students and allow the university to function normally. The impasse between the JAC of students and the university administration continued

The Cabinet approved a proposal for raising 17 Indian Reserve Battalions for Jammu and Kashmir

New Delhi, Jan. 27: The Cabinet on Wednesday approved a proposal for raising 17 Indian Reserve Battalions for Jammu and Kashmir and LeftWing Extremism (LWE) affected states. A decision to this effect was taken during the Cabinet meeting in the national capital. It includes five battalions in Jammu and Kashmir, four in Chhattisgarh, three each in Jharkhand and Odisha and two in Maharashtra. Local youths will be recruited and the age and educational criteria will be relaxed by the states, if required.

In Jammu and Kashmir, 60 percent of the vacancies will be filled from the border districts of the state for the posts of constables and class IV. In LWE states, 75 percent of the vacancies of constables will be filled up from 27 core districts under Security Related Expenditure Scheme. The government had introduced the scheme of Indian Reserve Battalions in 1971 and so far, 153 battalions have been sanctioned to various states. Of them 144 have been raised and one battalion in Jharkhand has been converted into Specialized Indian Reserve Battalion. (ANI)

Pak court refuses voice samples of suspects in 26/11 case UN chief welcomes Islamabad, Jan 27: In a fresh setback to the Mumbai attack trial, a Pakistani court has dismissed the government's petition seeking voice samples of 26/11 mastermind Zakiur Rehman Lakhvi and six other suspects in the case. The prosecution had filed an application in the Islamabad High Court seeking voice samples of the suspects to compare it with the communication intercepted by Indian intelligence and then present it before the anti-terrorism court (ATC) as evidence against the seven suspects in the Mumbai attack case. The Islamabad High Court on Monday dismissed the

petition. In 2011 and 2015, the issue of obtaining voice samples of Lakhvi had been dismissed by the trial court on the grounds that "no such law exists that allows obtaining of voice sample of an accused". The prosecution's petition said the Indian intelligence agencies had intercepted communication between the suspects and the terrorists in connection with the Mumbai attack in 2008. Kathmandu, Jan 27: Nepal and India propose to construct at least six cross-border power corridors to ensure trading in energy between the two close neighbours on a long-term basis. These 400-kV lines will be constructed on the Attariya-Uttarakhand, Lamki-Tikuniya, Kohalpur-Rupaidih a, Butwal-Gorakhpur, Muzaffarpur-Dhalkebar and Inaruwa-Bihar corridors. A six-member joint technical team formed to prepare a master plan for such power corridors identified the six points on the Nepal-India border in accordance with the Power Trade Agreement (PTA) signed in 2014. The energy secretaries of Nepal and India are scheduled to meet in Kathmandu on Wednesday and Thursday to approve the master plan prepared by this technical team, Nepal's Energy Ministry said. Nepal has a huge hydropower potential -theoretically estimated at 83,000 MW -with the perennial nature of Nepali rivers and the steep gradient of the country's topography providing ideal conditions for the development of some of the world's largest hy-

droelectric projects in the Himalayan nation. India is the closest and natural market for Nepal's hydel power. Conservative estimates place Nepal's economically feasible hydropower potential at approximately 42,000 MW -of which it has developed barely 700 MW. Officials said that these proposed lines will transmit electricity to India, in addition to the Karnali-Chisapani (10,800 MW) and Pancheshwor (6,720 MW) multi-purpose projects that have their own dedicated transmission lines. "Synchronisation and installation of energy corridors were the key intricacies of the PTA and we have to set up transmission lines first," Nepal's Energy Secretary Suman Sharma, leading the Nepali delegation to the talks, told media persons ahead of the meeting. Power Secretary Pradeep Kumar Pujari is leading the Indian delegation. At present, a 400-kV transmission line on the Muzaffarpur-Dhalkebar route is under construction. Bomb kills Kenya police as troops pull out of Somali Nairobi, Jan 27 : At least five police officers died in a roadside bomb attack in eastern Kenya, police and reports said today, as troops inside Somalia pulled out of some bases after Islamist attacks. Kenyan police chief Joseph Boinnet confirmed "there was an incident where a police lorry hit an improvised explosive device" yesterday, but gave no casualty toll. One senior police officer, who asked not to be named, said five officers were killed in the blast as the truck drove towards Mpeketoni, in the coastal Lamu region. Kenya's Daily Nation newspaper also reported five police were killed, while The Standard reported six, and The Star said seven died. Officials have been reluctant to give numbers of those killed in attacks after Shebab militants stormed a Kenyan army base at El-Adde in southwest Somalia, in the latest incident of an African Union Mission in Somalia (AMISOM) base being overrun by the Al Qaedalinked group. A Shebab statement said more than 100 Kenyan soldiers were killed and others captured. Kenya has so far refused to say how many of its soldiers were killed, injured or remain missing.

Kenyan President Uhuru Kenyatta said in a statement that the Shebab would "have no time to breathe" and vowed revenge. He is due to attend a memorial service on Wednesday, alongside visiting Nigerian President Muhammadu Buhari. The blast targeting police came as Kenyan soldiers inside Somalia pulled out of some of its bases in southern Somalia. The army however said it was not leaving Somalia and remained committed to the fight. The arrests were made yesterday after Pakistan Maritime Security Agency (PMSA) took action against the intruders in the southern province. "The fishermen were arrested in the Arabian Sea and handed over to po-

lice," an official said, adding that five boats were also confiscated. A police official said the fishermen were charged under Foreigners' Act and Fisheries Act of Pakistan and shifted to Docks police station in Karachi. Pakistan and India regularly arrest fishermen who venture into each other's waters due to poorly marked maritime boundary. Some of them spend years behind bars before being repatriated. (Agencies)

Food Inflation in India Agricultural production suffered a setback Food inflation has become a major cause of concern for not only the common-man, but also for the policy makers. Of late, high inflationary, pressure particularly double digit food inflation since October 2008 is turning out to be a spoilsport in an otherwise robustly growing Indian economy. Food prices in India started increasing since mid-2008 onwards. The year 2010-11 witnessed overall inflation rate crossing 10% for the whole year. Inflation based on year-on year wholesale price index (WPI) of primary food articles, still rules high at above 10% (in November 2011). Several factors like droughtinduced shortages in food supply, rising international prices, various tiers in the value-chain are deemed to be the major reasons for food inflation in India. Greater government spending leading to increased money supply, structural changes in demand patterns, etc. are being cited as some other major reasons behind this high food inflation. Since November 2009, inflation has been moving northwards on the back of surging prices of fuel, commodity, fruits and vegetables. This consistently rising inflation has resulted in a growing concern among policy makers, industry captains, bankers as well as the common man. During January, 2012, inflation shot through the roof of touch an 11 year high of 17.9%. The calendar year 2011 also saw inflation at a negative rate, ironically, food inflation roaring to its maximum level. The wholesale food prices in India touched a 10 year high with food inflation coming at 18.21% for the week ended March 25, 2012. Thus it can be said that the inflationary scenario for overall food products during the year 2011-12 with the major causes, impact and measures taken by Indian government to contain food inflation. The key reason cited for the spiralling food price inflation is the bad monsoon in India. Monsoons have a major impact on the price levels in the country. The primary articles inflation originates in commodities whose production is affected by the monsoon like food or cash crops. June is a critical month for all, Government leaders, bureaucrats, economists, policy makers, industrialists, farmers and besides, millions of ordinary Indians. During this month, the south west monsoons usually set across the country bringing the much needed rains. Last year, monsoons set in on time, but its progress was halting by the time the season ended around September, the country had experienced one of the worst monsoons over the 35 years. Crops withered across the country and agricultural production suffered a setback with a loss of over 15 million tons of food grains. The Indian farmers are largely dependent on the four-month monsoon season during which 80% of the year's total rainfall takes place. The reason is that 60% of the country's total cropped area is not irrigated. The Government has again been talking about inclusive growth and stress on rural India. These facts do not point to any meaningful efforts to help farmers in a country where over 10,000 farmers have committed suicide over the last decade.

Water Pollution Tackling the pollution Assam is endowed with enormous water resources. The large perennial rivers and other water bodies with rich aquifers speak volumes about vastness of its water resource. Although there is seasonal and regional variation in the availability of water resources, the annual availability of water resources remains almost the same. In the last few decades the use of water has been growing at a fast rate, which is more than twice the rate of the increase of human population. The consumption of water has increased due to the increase of human population as well as diversification of human activities. With the increase of per capita consumption of water in domestic, agricultural and industrial sectors, the potential per capita availability of water has been greatly reduced. Moreover, it may cause the deterioration of water quality to a great extent. The vast potential of the surface water resources of the state is not yet optimally utilized in the state which cannot be considered prudent on the part of the agencies concerned especially in view of the rate of increase of consumption of water in the agricultural sector, industrial sector and in the urban centers. The discharges of untreated domestic wastewater, industrial wastewater, run-off from the agricultural fields and urban sewage water are posing a threat to the water bodies of the state. Also as per a report of 2013, as many as 18 districts of Assam are prone to several water-borne diseases, corroborated by the fact that arsenic content in groundwater of these districts is found to be beyond the permissible limit (0.05 mg/litre as per WHO norms). The arsenic contamination in the State water ranges from 0.052 mg/litre to 0.996 mg/litre, which is abnormal. The arsenic prone districts include Sonitpur, Lakhimpur, Goalpara, Morigaon, Nagaon, Baska, Nalbari, Barpeta, Hailakandi, Jorhat, Karimganj, Cachar, Golaghat, Darrang, Bongaigaon, Sivasagar, Dhubri and Dhemaji. The World Health Organisation (WHO) report stated that water carrying high levels of arsenic causes many types of cancer including skin, lung and bladder, as well as cardiovascular disease. The problem of water pollution is rampant in all thickly populated areas. Water does possess a self-cleaning property. The problem intensifies with the addition of pollutants in our water-ways from many sources like wastes from reactors, laboratories, hospitals and fallout from nuclear explosions, domestic wastes from the cities and towns, chemical wastes from factories and industrial units, etc. 90% of water pollution is due to human waste, which gives rise to such diseases as intestinal infection, hookworms, cholera, typhoid, infectious hepatitis, etc. Chemicals like DDT, Parathion, lindane, etc. contribute a great deal to water pollution. To prevent water pollution, the discharge of effluents from the industries as well as the use of DDT should be controlled. All domestic waste should be properly treated before discharging it into the water bodies. Acid rain can be prevented by reducing the emission of oxides of sulphur and nitrogen from power plants, fertilizer plants, etc. The state agencies definitely have their task cut out.

Whatever retaliation might have been there from the peasants had been in spontaneous response to the arrogant refusal of the British officers simply to listen to their pleas. The tragedy of Patharughat is a milestone in the history of freedom struggle of our motherland. Even today, over a century since that rare sacrifice of those 140 known and unknown peasant Martyrs, Patharughat continues to be the source of inspiration to the people of Assam. But at the same time, this glorious chapter of our freedom struggle has been deprived of its mention in

the national level history. Apart from the celebration of Krishak Swahid Divas at Patharughat on January 28 every year in which the Chief Minister is a regular chief guest, the Red Horns Division of Indian army has been celebrating the Day in full military style on January 29 in which the GOC of Red Horns Division is the regular chief guest since 2000. Mention may be made here that at the initiative of then Assam Governor Lt. Gen. S K Sinha, the Red Horns Division constructed a memorial structure at Patharughat which is the only memorial in the country to be constructed by the Army in memory of peasants or civilians. As the Red Horns' Division of the Indian Army has been taking up the praiseworthy initiative for the ceremonial celebration of the 'Krishak Swahid Divas' every year at Patharughat, it would be much better if the General being the Chief of the Army could spare few moments from his busy schedule to attend the function in future only to help in getting the national recognition to this glorious yet neglected chapter of the struggle for Independence of our Motherland! It is an irony that during his tenure as the President of All Assam Students Union (AASU), Union Minister Sarbananda Sonowal, the AASU celebrated the centenary celebration of the 'Patharughatar Ron' at Patharughat which was at-

tended by eminent journalist and writer Kuldip Nayar as the chief guest. But the reason best known to him, Kuldip Nayar hardly used his pen to write a few words in the national news papers on this historic event of India's freedom struggle. Similarly the people of Darrang particularly of Patharughat has had a hope that Sarbananda Sonowal being a member of Narendra Modi led Union Ministry would make initiative for a visit of Hon'ble President of India or the Prime Minister to Patharughat, but perhaps like the other influential political leaders Mr. Sonowal too failed to spare some time from his busy schedule for Patharughat. Two years back, the then Governor of Assam JB Patnaik made a visit to Patharughat and offered floral tribute in memory of

the 140 Krishak Swahids. On that day while attending a state level seminar on 'Patharughat' organized by Mangaldai Media Circle at District Library Auditorium, the Governor made an assurance in public to organize a national level seminar in New Delhi for its national recognition. But unfortunately that assurance yet to turn into a reality. Today on the day exactly after 122 years of the historical episode it's a million dollar question how long it will take to accord national recognition ! Will the Congress led state government and the BJP led Union Government cutting across their political bearers join hands together and take up the initiative for bringing the national recognition to the bench mark martyrdom of the Indian freedom struggle shown by 140 brave peasants .

Last week, External Affairs Minister Sushma Swaraj went to Bahrain to attend the first ministerial meeting of the India-Arab League Cooperation Forum. This was an opportunity to engage with the 22 member countries of the Arab League at a time when the region is going through a major crisis and sectarian divisions are rearing their heads like never before. Further cementing the goodwill generated by the visit of Indian President Pranab Mukherjee to Israel and Palestine some three months ago, Swaraj also visited Israel and Palestine. Her visit has paved the way for a possible visit by Israeli Prime Minister Benjamin Netanyahu to India later this year and it is also likely that Prime Minister Narendra Modi may pay a return visit to Tel Aviv. government's foreign policy has been a self-confident assertion of Indian interests. This is reflected in his government's moves vis-Ă -vis Israel, marking a distinct break from the unnecessary and counterproductive diffidence of the past. Despite sharing 24 years of diplomatic ties and working closely on defense, counterterrorism, agriculture, and energy-related issues, no Indian prime minister or president had visited Israel until Mukherjee's visit last year. There has been a steady strengthening of India's relationship with Israel ever since the two established full diplomatic relations in 1992. It is a tribute to Prime Minister Narasimha Rao's foresight that he was able to lay the foundation of the Indo-Israeli partnership. In contrast to the back-channel security ties that existed before the normalization of bilateral relations, India has been more willing in recent years to carve out a mutually beneficial bilateral relationship with Israel, including deepening military ties and liaising on countering

the threat terrorism poses to the two societies. Over the years, the Indian government has toned down its reactions to Israel's treatment of Palestinians. India has also begun denouncing Palestinian suicide bombings and other terrorist acts in Israel, something that was seen earlier as rather justified in light of the Israeli policies against the Palestinians. India is no longer initiating anti-Israel resolutions at the United Nations and has made serious attempts to moderate the Non-Aligned Movement's (NAM) antiIsrael resolutions. This reevaluation has been based on a realization that India's largely pro-Arab stance in the Middle East has not been adequately reciprocated and rewarded by the Arab world. India has received no worthwhile backing from Arab countries in the resolution of problems it faces in its neighborhood, especially Kashmir. There have been no serious attempts by the Arab world to put pressure on Pakistan to reign in the cross-border insur-

gency in Kashmir. On the contrary, Arab nations have firmly stood by Pakistan, using the Organization of Islamic Cooperation (OIC) to build support for Islamabad and jihadi groups in Kashmir. If Arab nations, such as Jordan, have been able to keep their traditional ties with Palestine intact while building a new relationship with Israel, there is no reason for India not to take a similar route, which might give it more room for diplomatic maneuvering in the region. In fact, it was recently revealed that since the beginning of 2014, representatives from Israel and Saudi Arabia have had five secret meetings to discuss a common foe, Iran. Though Saudi Arabia still doesn't recognize Israel's right to exist and Israel has yet to accept a Saudi-initiated peace offer to create a Palestinian state, this has not prevented the two from working together to thwart a strategic threat that they both feel strongly about. Keeping India's wider strategic interests in perspective, successive Indian governments since the early 1990s

have walked a nuanced line between expressing genuine concern for the Palestinian cause and expanding its commercial and defense ties with Israel. India is the world's largest buyer of Israeli weaponry and was Israel's third largest trading partner in Asia, just after China and Hong Kong. Israel has been a good friend to India, but New Delhi continues to be shy of demonstrating its friendship. At crucial times, when India needed Israeli help, it got it unreservedly. Israel was willing to continue and even step up its arms sales to India after other major states curbed their technological exports following India's May 1998 nuclear tests. Israel provided India with much-needed imagery about Pakistani positions using its UAVs during the Kargil War with Pakistan in 1999. That was ultimately instrumental in turning the war around for India. When India was planning to undertake a limited military strike against Pakistan in June 2002 as part of "Operation Parakram," Israel supplied hardware through special

planes. The terrorism that both India and Israel face comes not only from disaffected groups within their territories; it is also aided and abetted by neighboring states, increasingly capable of transferring weapons of mass destruction to terrorist organizations. And yet previous governments had been reticent in acknowledging Israel's partnership. In diplomacy, public affirmation of friendships at the highest levels is often as important as drawing red-lines for adversaries. The Modi government is doing well by repudiating the discredited Israel policy of its predecessors. An open relationship with Israel serves India well and it's about time Tel Aviv gets the recognition it deserves from New Delhi. Sushma Swaraj's visit has made it clear that even as India will try to balance its commitments vis-Ă -vis Israel and Palestine, New Delhi and Tel Aviv will continue to work toward forging a more robust partnership that spans across various sectors and is not one-dimensional. New Delhi, Jan 27: Taking advantage of low valuations, domestic mutual funds pumped in a staggering Rs 5,000 crore so far in the stock market in the New Year, even as overseas investors pulled back from equities. Given the sluggish trends in the real estate market and continued fall in gold prices, the mutual fund houses are expecting to attract a larger share of the Indian households' savings from this year. Mutual funds poured in Rs 5,023 crore so far in domestic equities in the New Year after pumping in Rs 70,716 crore in the entire 2015, as per the latest data. In comparison, foreign portfolio investors (FPIs) were net sellers of equities worth Rs 9,963 crore during the same period. However, FPIs were net

buyers of equities to the tune of Rs 17,806 crore last year. Before that, they had invested Rs 1 lakh crore in each of the preceding three years. The investment by mutual funds comes at a time, when the stock market crashed due to sharp slump in crude oil prices and concerns over slowdown in China. The BSE's benchmark Sensex has plunged by more than 6 percent so far this month. Domestic mutual funds have made intensive buying during the period to take advantage of the lower valuations, experts said. "Domestic mutual funds have been bullish on the stock market ever since the Narendra Modiled BJP government came to power at the Centre in May 2014," Quantum AMC Director I V Subramaniam said. Retail participation could provide the much needed liquidity to the stock markets that have been largely driven by FPIs for the past few years, he added. Taxpayers had recently reported that they faced issues in using the Digital Signature Certificate at the time of uploading their Income Tax Returns."This is because the latest browser versions have started disabling the standard way in which they support plug-in functions to address security," the Central Board of Direct Taxes (CBDT) said. Hence, the Java applet that was used by the e-filing website "would not work" in the latest versions of Google Chrome, Mozilla or Internet Explorer, it said. "In order to address this issue and to simplify the procedure for uploading Income Tax return (ITR) with Digital Signature Certificate (DSC), an

easy to use software utility has been developed which would have to be downloaded in taxpayer's computer and used for signing using Digital Signature Certificate," the CBDT said. India is among the select band of nations that has a digital signature legislation in place. This act grants digital signatures that have been issued by a licensed certifying authority the same status as physical signatures. E-filing of returns witnessed a jump of 27.22 percent in the first nine months of the ongoing fiscal. A total of 3.09 crore returns were electronically filed during April to December period as against 2.43 crore in the nine-month period last fiscal, according to the latest figures of the IncomeTax Department. Indian economy less vulnerable to external shocks: S&P New Delhi, Jan 27: Indian economy is less vulnerable to external shocks as it is mainly driven by household consumption and government spending, and not dependent on hot money which can move out quickly, Standard & Poor's Rating Services said. The US-based rating agency expects the current account deficit (CAD), which is the difference between inflow and outflow of foreign exchange, to remain at a modest level of 1.4 percent at the end of current fiscal and would continue at similar level till 2018. "We see India as having limited vulnerability to external economic or financial shocks. This is because growth in the economy is mainly driven by domestic factors, such as household consumption and government spending. "At the same time this is a country that has low reliance on external savings to fund its growth. In other words, the banks are mainly deposit funded and don't rely on wholesale funding to grow their loan books," said S&P Rating Services India Sovereign Analyst Kyran

These cities enjoyed special policies of the government," a senior official said. Though India has many ports, there is no cluster or a section of coastline that enjoys spe-

"SEZs have made a difference, but we want to create coastal economic zones where investors will be provided a host of incentives and facilities uniformly across the towns, cities, ports and states," the official said. The Jackal's Strategy There was a wide jackal called Mahachaturaka, who lived in a jungle. One day, as he was wandering about in the jungle in search of food, he saw a dead elephant. He knew that the dead elephant will provide him food for many days. But his happiness soon turned into frustration, as he was not able to tear the elephant's thick skin. He went round and round, trying his luck from all side, but in vain. As he was still trying to figure out, the jackal saw a lion approaching. He quickly bowed, and said, "O King of jungle, I found this dead elephant and was keeping a watch over it so that you can have it. Please be kind to eat to your heart's content." But the lion refused, "I eat a prey only when I hunt it myself. That is my nature. Thank you for your offer, but you can have the elephant for yourself" The lion departed after being thanked by the jackal. But his problem

remained. He wondered how he can tear apart the elephant's thick skin. At the very moment he saw a leopard approaching. He thought, "I got rid of the lion by being humble, but I have to be cunning in order to get rid of him!" At once the jackal climbed on top of the elephant and raised his shoulders proudly. He said to the jackal, "O Uncle! You have come here to the very jaws of death! This elephant was hunted by the lion. He asked me to guard it and call for him if anybody was to approach it." Just as he was about to eat, another jackal arrived. He fought with the other jackal bravely, and chased him away. Thus, he was finally able to eat the elephant.

Materials: Sock (an anklet works great Scissors Polyester fiberfill stuffing Straight pins String or emrboidery thread 2 gloves (a pair or mismatched) Felt-tip marker Needle Thread 3 buttons 1' thin ribbon (1/4" or thiner) Directions: 1. If sock isn't an anglet, cut off leg just above heel; discard. Fill sock with stuffing and close opening with pins (this it top of head). To form neck, tie string around stuffed sock, about 1/3 down

from heel end (heel is back of head). 2. Cut two fingers off each glove, cutting into stuffing. Mark where you want arms attached to body. Cut a slit for each arm, slightly smaller than width of stuffed glove finger. Repeat for legs. To attach limbs, insert tab of glove finger into hole and sew, working around edges of limb. 3. For ears, cut two more fingers off a glove. Trim each to 1" long. (Do not stuff.) Unpin top of ead. Fold material under so raw edges are inside. Insert an ear at each end of opening; pin in place. Pin together top of head.

Sew closed. 4. Position buttons for eyes and nose. Sew buttons to head. Tie ribbon around neck, then trim.
