Mumbai, Sep 27: Manipur Governor Syed Ahmed passed away at a private hospital here this morning, family sources said. Ahmed was suffering from cancer and admitted to Lilavati Hospital in suburban Bandra last week, they said. He was 73 and is survived by wife, one son and two daughters. He was sworn in as the Governor of Manipur on May 16, 2015. Ahmed, a former Congress leader from Maharashtra, was shifted to the north-eastern State from Jharkhand, where he was appointed Governor on August 26, 2011 when the UPA Government was in power at the Centre. Besides dabbling in politics, where he started his career in Congress, Ahmed also had a flair for writing, especially in Urdu. Ahmed held two master's degrees (in Hindi and English) and a doctorate in Urdu. He has written an autobiography 'Pagdandi se Shahar Tak'. His other literary works included 'Maktal se Manzil', 'Kafas se Chaman' and 'Jange-Azaadi Me Urdu Shayari'. Ahmed joined the Congress party in 1977. He was elected to the Maharashtra Assembly five times from the Nagpada constituency in Mumbai. He also served as a Minister in Maharashtra, where he held portfolios like Housing. Senior Congress leader Gurudas Kamat condoled the death of Ahmed and said his demise was an irreparable loss to the party and the country. (Bureau)

Hill state leader Hopingstone Lyngdoh passes away Meghalaya declares three day state mourning Dmuising Khongjirem Shillong, Sep 27: The hill state leader and Hills State People’s Democratic Movement (HSPDP) supremo and legislator Mr. Hopingstone Lyngdoh passed away today morning at Northeast Indira Gandhi Regional Institute of Medical and Health Sciences (NEIGRIMHS) after prolonged illness. Born in Nonglait village of West Khasi hills, Lyngdoh is said to be eighty-six years old. Mr Lyngdoh who was lovingly called Maieit passed away following cardiac arrest at around 1.30 am today. “Both his lung and kidney failed as a result of which he died of cardiac arrest”, (cardiology head of NEIGRIHMS Dr Manish Kapoor said. Mr Lyngdoh was taken to NEIGRIMHS on last Sunday in critical condition. During the concluded autumn session, Mr. Lyngdoh was seen attending the first two days. Godhra (Gujarat), Sep 27: A fire broke out at a steel company in Godhra, Gujarat, on Saturday, gutting scrap worth Rs.3 crores. A short circuit inside the godown of the steel company caused fire. Fire tenders took almost 12 hours to douse the flames that also took three stationary trucks loaded with scrap in its gambit. "Late night we got the information

"This decision has been taken by the apex realty body in order to help fair price determination of key raw materials required for the realty sector," the Confederation of Real Estate Developers Associations of India (Credai) said in a statement. The announcement to stop the procurement

of cement from these companies was made at the AGM recently. "We have decided to boycott Ultratech and Lafarge, as they have not delivered the cement to our members at the decided price, despite taking advances," Credai National president Getamber Anand said. He also said if situations did not change, then they can also go on national strike. Echoing similar views, Credai

NCR president Manoj Gaur said, "There are about 220 members of Credai in the national capital region and all have unanimously decided to stop procurement of cement from Ultratech and Lafarge." Gaur added that these companies have increased cement prices by 40 per cent and it seems they are involved in cartelisation. All members of Credai NCR have agreed to

implement this ban with immediate effect. Credai NCR is one of the largest chapters of the organisation and all leading developers in the region are its members. Three school kids injured in Bengal blast Kolkata, Sep 27: Three students, including two girls, were injured when a crude bomb exploded inside a primary school in West Bengal's Burdwan district on Friday, police said. The students were playing on the roof of the Dahuka Girish Primary School in Dahuka village under Khandaghosh police station. The school was closed on account of Eid-ul-Azha. The explosion took place when a child mistook some bombs kept in a bag on the roof for balls and hurled one of them towards his friends. The bomb blast injured the three students - a brothersister duo and a girl studying in class seven, a police officer said. All the injured have been admitted in the Burdwan Medical College and Hospital. Later, police recovered two more live bombs from the spot. (Agencies)

Patna, Sep 27: Seeking to ensure secrecy of votes, the Election Commission has issued a set of dos and don'ts to the Bihar poll machinery, including a directive not to use "flimsy material" for erecting voter compartments in polling booths as it would compromise privacy. In a letter to the Chief Electoral Officer of Bihar, the EC has cited past

experience to say "in spite of specific instructions" while some voting compartments made of cardboards are not of sufficient height, in others cloth used is of "poor quality" and transparent. "In some instances, flimsy material like dhoti, lungi, saree, gunny bags have been used to make voting compartment. In such cases, the secrecy of

voting could have been compromised," the poll watchdog said recently. The Commission said the compartment should be made using opaque cardboard of reusable flexiboard with 'voting compartment' and symbol of EC printed on three sides. The compartment should neither be near a door nor a window as it could mean compromising

the secrecy of vote. It said the table on which the balloting unit is placed in the compartment should be 2.5 feet tall to ensure that voters do not have problem registering their vote. At the same time, the poll panel said the cable connecting the balloting unit (EVM) and the control unit should be in sight all the time and, in no case, be covered by cloth or any other material so that if it gets disconnected, it is visible to all. In a bid to ensure that a voter does not tamper the machine with or disconnect the cable, the authorities have been asked to make a hole in the cardboard or flexiboard large enough to keep an eye on the cable. But at the same time the aperture should not be so big that it compromises the voter's secrecy. Bihar Assembly polls will be held in five phases on October 12, 16, 28, November 1 and 5. Pune, Sep 27: Agitating Film and Television Institute of India (FTII) students here on Sunday ended their hunger strike after the Information and Broadcasting Ministry confirmed that a meeting would take place on September 29 at 11 a.m. The students want their demands including the removal of actor Gajendra Chauhan from the institute's chairmanship, resolved. "We have received an email today that there will be a dialogue on September 29," said FTII student Himanshu who was on hunger strike. "Strike will continue, but we are calling off hunger strike after I&B ministry sent letter," said another student Vikas Urs. Students have been opposing Chauhan's appointment as they say he is not qualified enough to head the institute. Among those who have entered or tried to enter the conflict in Iraq or Syria are more than 250 Americans, up from about 100 a year ago, according to intelligence and law enforcement officials. How India Beat Pakistan 50 Years Ago Continuing Threat Increasing support for ISIS among Kashmiri youths The Islamic State more popularly ISIS, burst on the international scene with the dramatic capture of Mosul on June 10, 2014. This was the first time that any Jihadi group had actually defeated a regular army in a battlefield and held territory. The ISIS runs a protostate over wide swaths of western Iraq and eastern/ northern Syria, which at its widest is almost 700 kilometres across. It has attracted around 20,000 Jihadis from around 90 countries to its ranks; the scope, scale and method of its operations makes it easily the biggest challenge to the Westphalian system in West Asia, and potential threat to countries far from its shores. ISIS has expanded in a limited way into neighbouring Lebanon and Jordan and has affiliates in Saudi Arabia, Kuwait and Libya. A number of freelance attacks have occurred or been attempted in European countries by returning Jihadis and by others inspired by ISIS success. India is a large country of 1.23 billion people, which means that it will be always difficult for intelligence agencies to be present everywhere. While the actual figures of Indians as per reports joining ISIS may not be known, it seems that the number of Indian attracted to the Jihadist call of ISIS could be between a few scores up to 300. Indians who joined the ISIS followed several paths: four individuals flew directly from Mumbai to Iraq; one Kashmiri youth based in Australia went directly to Syria via Turkey; some youths from Tamil Nadu based in Singapore travelled to Syria; Indian youths from the UAE and other Middle Eastern countries joined ISIS. A string of media reports in JuneJuly this year indicated that there is increasing support for ISIS among Kashmiri youths. On June 12, ISIS flags were hoisted during a protest following the weekly Friday prayers at a mosque in Srinagar as well as at another mosque in Kupwara district. On June 19, an ISIS flag was waved by a masked youth in a rally organised by separatists in Anantnag district. On June 26, ISIS flag was waved during a protest in Srinagar. The act of waving ISIS flags is mostly of political nature and is continuing. On July 17 and 18, ISIS and Pakistani flags were waved during a protest in Srinagar against the house arrest of secessionist leader Syed Ali Shah Geelani. On July 24, the ISIS flag was shown in Srinagar. Indian youths should remain aware of the threat that is seeping into our society. However, they should also remain alert that terrorists seek to cause fear among masses and will succeed if the people start acting with paranoia, thereby hurting the social cohesion of India and damaging relations between various communities.

Cryptic policy and nation's politics Can the government really control our actions on social media? India has withdrawn proposals that would have empowered security agencies to monitor private chats on social media and mobile messaging services, if enforced. India had been preparing its encryption policies to meet the requirements of its Information Technology (IT) Act. The nation's IT law authorizes the central government to prescribe "modes or methods for encryption" aimed at digital security. According to the Data Security Council of India (DSCI), the country's present levels of encryption are weak. "The government, however, has legitimate need to access encrypted data for monitoring of suspected criminals and terrorists in what is considered a lawful interception," it says. But the proposed policy has been slammed by a crosssection of Indian social media users, who see it as an infringement on the privacy of ordinary citizens -- not to mention business confidentiality -- by mandating that they be required to store all their online communication for social media and messaging apps like WhatsApp in plain text for 90 days. The thing to appreciate most about the government's draft encryption policy, brought forth with the ostensible goal of ensuring privacy and promoting Internet security, was the speed with which it was withdrawn. There was little in the draft that was true to the goal; the provisions, instead, had enough in them to harm the cause. Encryption, a process in which digital messages are scrambled so they cannot be accessed by anyone other than those they are meant for, is a means to ensure freedom of expression and to keep information secure in the digital world. The aliases one uses in the social media environment can be a fun way to keep casual users from identifying you. But that is not enough. The digital world also comprises criminals and terrorists, and repressive regimes. Some of them would not only want to know who you are and hack into your information and messages but also have the means to do so. Encryption keeps intruders at bay. So, recently when the draft was released, experts and netizens could quickly figure out that the provisions had the real potential to undermine encryption. One of the provisions sought to give the government access to encrypted data that rest with government departments (save the sensitive ones), corporates and individuals. Another provision required users to store all encrypted communications for a period of 90 days. The backlash had its effect; the draft was withdrawn the very next day. In several of such cases, the government has simply failed to consider the probably unintended ramifications of its proposals. Yet, even accounting for the challenge of governing the still-uncharted territory of cyberspace, these missteps suggest a worrying inability to exercise restraint, or protect the interests of private citizens. With the ambiguously phrased draft encryption policy, for instance, the government appears to have tried to give itself the keys to the decryption codes of vendors, opening itself up to accusations of mass surveillance and snooping, particularly in a postEdward Snowden era. It is no one's case that India should not have an encryption policy to secure internet communications and transactions, or that the government's goal of accessing information to investigate threats to national security is unwarranted. But its track record invites suspicion - which it could address, at least partially, by bringing a legal right to privacy.

Fifty years ago, India and Pakistan fought a war that would change the subcontinent forever. Rohan Joshi Much has changed in the Indian subcontinent since India and Pakistan fought a war over disputed Jammu and Kashmir fifty years ago. Yet, the Kashmir dispute remains as intractable today as it was in 1965. Each year, Pakistan commemorates September 6 - the day India launched a two-pronged offensive against Pakistan across the International Border (IB) - as Youm-e-Difa (Defense Day). This year, the government of India declared a month-long "celebration" to mark the fiftieth anniversary of the war, including a "victory carnival," a show of "military might, song and dance" that is planned for September 20. The genesis of the India-Pakistan 1965 War can be traced back to Operation Desert Hawk, launched by the Pakistan Army in the region of the Rann of Kutch in April 1965. The Pakistan Army's offensive, led by armored regiments equipped with Patton tanks newly acquired from the U.S., made substantial gains before a Great Britain-led initiative brokered a temporary truce. These gains, coupled with the belief that Pakistan's window to force a resolution on Jammu and Kashmir on terms favorable to it was closing, encouraged Pakistan's leader, Field Marshal Ayub Khan, and his Foreign Minister, Zulfikar Ali Bhutto to plan and launch Operation Gibraltar in August 1965. Operation Gibraltar followed the familiar vector of Pakistan's use of a combination of regular and irregular forces to cross the Ceasefire Line (CFL) into Indian Kashmir and foment a local insurgency against Indian rule. Ayub chose to motivate his troops by naming the offensive after the Arab conquest of Gibraltar in 711 AD by the Moorish general Tariq bin Ziyad. However, much to the surprise of the invading forces, the local population in Indian Kashmir not only refused to cooperate, but also alerted and handed over many infiltrators to Indian troops. India, caught by surprise by the attack, rushed in additional troops to neu-

tralize the infiltration and launched a counter-attack across the CFL, eventually taking Haji Pir Pass, which served as Pakistan's main logistic base for Operation Gibraltar. The failure of Gibraltar notwithstanding, the Pakistan Army, now fearing an Indian attack on Muzaffarabad, Pakistani Kashmir's largest city, launched an offensive across Jammu and Kashmir's Chamb sector, with the aim of capturing Akhnur, which would have logistically cut the Indian Army off areas west of the Chenab River. This attack, codenamed Operation Grand Slam, was launched on September 1, and forced the Indians to fall back to Akhnur. However, Pakistan, quite inexplicably, changed commanders while in the midst of the attack, by replacing Maj. Gen. Akhtar Malik with Maj. Gen. Yahya Khan. The change in commanders resulted in a 24-hour delay in Pakistan's offensive, by which time the Indians were able to bring in reinforcements. With Chamb under significant pressure and Pakistan's offensive proceeding on multiple axis, India's then-Prime Minis-

ter Lal Bahadur Shastri elected to open another front by attacking Pakistan across the IB on September 6. The Indian and Pakistani armies fought each other another 15 days, during the course of which both armies won their share of tactical victories - India in Phillora and Khem Karan, Pakistan in Chawinda - but none decisive enough to alter the ultimate result of the war. A ceasefire was called by the UN on September 22 and the Tashkent Declaration was signed between Ayub and Shastri in January 1966, thus bringing an end to hostilities. The 1965 War offered significant lessons to the political-military establishments in both countries, many of which continue to be relevant today. India was plagued by poor intelligence throughout the war. It failed to detect the initial infiltration by Pakistan Army troops and Azad Kashmir Regiment irregulars as part of Operation Gibraltar and was only alerted to the extent of the infiltration by locals. India also did not anticipate Pakistan's attack in Chamb on September 1, even though there was information of heavy Pakistani troop

movements in the area since August 26. Issues of jointmanship - the concept of integrated military planning, decision-making and execution - hampered India's war effort in 1965 and still continue to be an area of concern today. JG Nadnarki, the former Indian Navy chief, once rather acerbically opined that jointmanship in India "exists to the extent of the three chiefs routinely being photographed blackslapping each other, but not much more beyond that." The Indian Air Force was not involved in the Indian army's planned offensive across the IB and as a consequence, did not conduct pre-emptive strikes against Pakistani air bases before the army's thrusts towards Lahore and Sialkot. Terming it an "unpardonable act," India's official war history concludes that "[t]here was a lack of joint planning between the Indian Army and the Air Force, and it appears that the Indian Army top brass ignored the potentiality of a modern air force like the IAF to destroy the bulk of the PAF on the ground on 6 September itself." Poor supply chain management also played

a part in what some in India feel was a premature end to the war. Indeed, in the waning days of the war when a ceasefire appeared to be an inevitability, Shastri asked Gen. JN Chaudhry, the Indian army chief, whether India could win the war if it were prolonged for a few more days. Chaudhry informed Shastri that most of India's frontline ammunition had been exhausted, although it was later discovered that only 14 percent of India's frontline ammunition had been fired. The military analyst Maj. Agha Amin, who has written extensively about the 1965 War, termed Pakistan's performance a "case of military incompetence at the highest level combined with [a] lack of resolution." Ayub, goaded by a hawkish Bhutto, overestimated the capabilities of the Pakistan Army and underestimated India's politicalmilitary leadership. That he cast the war in ideological terms is clear from his August 29, 1965 missive to Pakistan's army chief, Mohammad Musa, that "[a]s a general rule, Hindu morale would not stand for more than a couple of hard blows delivered at the right time and the right place." Ayub was also responsible for

propagating the myth in Pakistan that one Pakistani soldier was equal to ten Indian soldiers. Poor planning and communication hindered Pakistan throughout the war. The Pakistani leadership did not think that India would risk a general war by attacking Pakistan across the IB. Even after Pakistan's local commanders intercepted and relayed a coded Indian message signaling the imminent Indian attack across the IB, Pakistan's military leaders made no specific plans to counter India's offensive nor informed Ayub about India's intentions. Indeed, Ayub only learned of the offensive when we has awoken at 4am on September 6 and informed that the Indian Army had crossed the border. Pakistan's leaders also overestimated the extent to which their allies would intervene or assist in its war effort. As a member of SEATO and CENTO, Pakistan expected American support during the war. However, not only did the U.S. remain largely neutral during the war, it also placed arms embargoes on Pakistan and India, which hurt Pakistan more than it did India. Pakistan had also hoped to count on China's assistance during the war, and although the Chinese publicly backed the Pakistanis during the final days of the war, they did not intervene forcefully on Pakistan's behalf. The end of the 1965 war brought with it leadership changes in India and Pakistan. Shastri's passing (after signing the Tashkent declaration in 1966) saw the emergence of Indira Gandhi in India. In Pakistan, opposition against how the war was directed by Ayub and his military leadership grew. Ayub was increasingly isolated, having already been abandoned by Bhutto, and eventually handed power over to Yahya Khan in 1968. Although 1965 was militarily inconclusive, Pakistan was left considerably worse off, with its strategic objective of "liberating" Jammu and Kashmir from Indian control having been defeated by an adversary that it gravely underestimated - not for the last time.

Rabies is likely the most widely-known animal disease in the world. But thankfully, on the eve of World Rabies Day 2015, we are reminded that it is also one of the most preventable. This annual day of awareness was launched in 2007 to help educate people about the dangers of rabies in North America and around the globe. This year's World Rabies Day theme is "Let's #EndRabiesTogether." Mark this year's World Rabies Day, September 28, 2015, by making sure your pets are up-to-date on their rabies vaccinations - and encourage friends and family to do the same for their pets. The effects of rabies can be tragic. In the United States and much of the Western world, rabies is thankfully quite rare; an average of 1 to 2 Americans die annually from exposure to disease. But worldwide, rabies kills more than 55,000 people each year, according to the American Veterinary Medical Association (AVMA), making education and pet vaccinations against the disease key to eliminating rabies infections in afflicted regions.

On a global scale, many rabies deaths in humans are transmitted through dog bites. More than 100 different countries report that many of the thousands of people who die from rabies infections are children who were bitten by infected dogs. The symptoms of rabies in dogs are easy to spot and usually occur in two pain-

ful stages. The first is typified by a stark change in temperament. Dogs become restless, bite at themselves or at imaginary objects. They can be apprehensive, insecure, and even experience pain insensitivity. The second is called the paralytic stage. The dog stops eating and drinking, and their mouth tends to droop open, dripping with foamy saliva. As dehydration takes over, total paralysis starts to set in, and the animal is close to death. Sadly, there is no treatment or cure for rabies.

Dogs should receive their first rabies vaccination when they are 3 to 4 months of age as recommended by their veterinarian and then continue to receive yearly booster vaccinations throughout the rest of their life. Some cat owners neglect to take their cats to the vet for their yearly rabies vaccine. But even so-called "indoor cats" can get loose or become exposed to the deadly disease by coming into contact with infected wildlife. All cats, just like dogs, should receive their first rabies vaccination from a licensed veterinarian when they are around 4 months of age and cat owners should always make sure their feline friends get yearly inoculations for full protection against this horrible but overwhelmingly preventable disease. But rabies infection isn't limited to dogs, cats, and humans. Wild animals, most commonly bats and raccoons, can carry the disease, too - which means they can spread it to humans and unvaccinated pets. People should limit their interaction with wildlife and report any suspected cases of rabies to their local animal control as soon as possible.

Stop Kidding Us: The "Choice" Based Credit System Doesn't Really Have Any Choice! Sakshi Jain I feel like I have escaped by the skin of my teeth when I see the convoluted propositions of the academic structure by Delhi University - my seniors being the trap of erstwhile FYUP and juniors being that of CBCS.

The propositions, despite being implemented with the aim of enhancing the course structure and making it open-ended, have had the contradictory impact of limiting the horizon because of their non-viability. Both the provisional propo-

sitions seemed to offer myriad of choices in designing the structure of courses, with CBCS tending to offer greater autonomy to students in terms of self-designing their course. The provision of pursuing generic electives

or minor subjects (an elective course generally chosen from an unrelated discipline/subject, with an intention to seek exposure) for the first time in CBCS seems to be promising. A similar structure was offered in the form of Discipline Course II under the four-year undergraduate programme (FYUP), which was scrapped last year. The policy shows some big flaws when implemented. The University offers students a pool of subjects to choose from for their general electives. However, this multidisciplinary approach is not feasible when it comes to execution due to logistical and infrastructural restraints. Since the option of general elective subjects can be as diverse as choosing any other Honours course, the absence of all courses in all colleges is a major hindrance to the proper execution of this system. There

are many colleges that offer only humanities and commerce courses, and then there are colleges like Shri Ram College of Commerce that offers only three subjects - English, Commerce and Economics. So, what happens to the other choices? The dearth of choices makes the students bear the brunt of studying undesirable subjects. Since the idea of majority leading the crowd holds true in every sphere, the choice of deciding one's electives rests on the decision of the majority. Even within a college that offers fifteen honours courses, the choice is limited to two or three since the college cuts down to offering only those subjects that are preferred by a majority of students. "I was fortunate to get Economics as my elective but since our final options had been reduced to three out of fifteen, many people had to suffer," says a student from

Journalism Department, Lady Shri Ram College. Individual choices have no space in this system, because of logistical issues in designing the timetable of every individual of a particular course and the infrastructural issue of accommodation. "According to the University's mandate, there can't be more than 60 students in one classroom. So we really can't give the students the choices they make," says a faculty member of Sri Venkateswara College. The system could have been beneficial had the homogeneity in terms of courses in all colleges been present.The lack of foresight has created a fuss in the colleges of D.U. through irregular schedules of classes which has in turn affected all the batches. Despite the course being a choice based course, no real choice is guaranteed to students.

COFCO says Nidera biofuel losses won't impact firm's future Beijing, Sep 27: Chinese grain trader and food processor COFCO, the majority shareholder in Nidera, has said it still has confidence in the Dutch grain and oilseeds merchant after an ethanol trader racked up significant losses through fraudulent activities. COFCO bought a majority stake in Nidera last year and is in talks to increase its holding in the company, sources have told."Nidera has dealt with the issue, which has not affected the company's daily operation. As a shareholder, we are confident in Nidera's development and looking forward to more in-depth cooperation in the future," COFCO said to reporters recently . Nidera suffered a "significant loss" in biofuels trading but none of its other trading activities were involved, a spokesman said recently. (Agencies)

Temporary workers in Manesar plant demand wage hike New Delhi, Sep 27: Temporary workers at Maruti Suzuki's Manesar plant protested in front of factory demanding hike in wages, a day after the management signed a three-year settlement with permanent employees. According to sources, around 300 temporary workers, who came for the first shift in the morning, came out shouting slogans demanding wage hikes similar to those given to the permanent employees. The company's management reached recently a settlement with permanent workers of Gurgaon and Manesar plants, including those of Suzuki Powertrain, over increasing wages by Rs 16,800 per month spread over next three years. Company sources said impact on production due to the protest by temporary workers was "insignificant", however, the management assured them of looking into their concerns. "During the course of the day, the production

was carried out as normal," a source added. At present, there are about 1,000 temporary workers at the Manesar plant, which had witnessed a violent worker unrest in July 2012 and killing of an HR manager. Under the wage agreement with permanent workers signed, the average salary hike per person is around

Rs 16,800 per month, of which Rs 8,400 will be given in the first year and Rs 4,200 each in the second and third years. The agreement is valid from April 1, 2015 to March 31, 2018. Talks between the workers and the management had been on since April this year. Maruti Suzuki has a total of around

Energy Puma Aviation Services Co Ltd and MPPE will receive $20 million from Puma Energy as a signature bonus. MPPE will invest $26 million in machinery and equipment while Puma Energy will invest $51 million in the joint venture, the paper said. Mumbai, Sep 27: Sun Pharma Advanced Research Company has said that the US health regulator has not approved its new drug application for Elepsia XR, an anti-epileptic drug. "The US Food and Drug Administration (USFDA) has issued a Complete Response letter (CRL) to the company's new drug appli-

cation (NDA) for Elepsia XR," Sun Pharma Advanced Research Company (SPARC) said in a statement. The company had earlier received a final approval from USFDA in March 2015 for this product, and was evaluating several marketing partners for commercialisation, it added. "However SPARC

has now received a CRL from the USFDA rescinding its earlier approval, citing that the compliance status of the manufacturing facility was not acceptable on the date of approval," it said. Elepsia XR is to be manufactured at Sun Pharmaceutical Industries s Halol facility. The Mumbaibased drug major is working with USFDA in resolving the current good manufacturing practice(cGMP) deviations at the facility and has taken several corrective measures. Under new regulations, USFDA's Center for Drug Evaluation and Research (CDER) no longer issues "approvable" or "not approvable" letters when a drug application is not approved. ENVIRONMENT Antarctic Ocean Increases Australians Urge to Cull Kangaroos Absorption of Carbon Dioxide Defying earlier fears, the Antarctic Ocean has been absorbing increasing amounts of carbon dioxide over the past decade, researchers reported recently. The findings upend estimates, put forward a decade ago, that the seas surrounding the continent were approaching a saturation point and would not be able to continue to absorb increasing amounts carbon dioxide from the atmosphere. Since that time, the amount of carbon dioxide and other greenhouse gases put into the atmosphere by human activity has only grown and, the new research shows, so has the amount of carbon dioxide absorbed by the Antarctic Ocean. This ocean, also known as the Southern Ocean, accounts for nearly half of the carbon dioxide absorbed by the world`s oceans, making it critical to mitigating the worst effects of climate change. "The seas around Antarctica absorb significantly more CO2 than they release. And importantly, they remove a large part of the CO2 that

is put into the atmosphere by human activities such as burning fossil fuels," coauthor Dorothee Bakker, of the University of East Anglia, said in a statement announcing the findings. She noted that the previous suggestions of a saturation point had been surprising at the time and that these new findings show the Antarc-

tic Ocean "has in fact regained its expected strength." The study, published in the journal Science, is based on surface water carbon dioxide measurements taken throughout the past decade. The researchers, led by Nicolas Gruber of the university ETH Zurich, attributed this reinvigoration of carbon

Meghalaya Hamlet Dedicates Forest for Conservation of Bats A tiny hamlet in Meghalaya's East Jaintia Hills district has dedicated its forest for the conservation of an extremely rare Wroughton's free-tailed bats, considered to be a critically endangered species. The decision in this regard was taken last month when the village elders were informed of the presence of these extremely rare bats, who are facing loss of habitat due to human encroachment, in their forests. "The village council decided to declare 'sacred' a small forest which is roughly about one square kilometer for the conservation of these bat species," Pynurkba village secretary Phillip Rymbai said. The decision followed after a long negotiation with the elders of the village because the forest belongs to the community and not a protected area of the government. Conservation agencies

have lauded the decision of the village and urged the state government to recognize the importance of such an initiative and call for rewarding those at the village with conservation schemes and livelihood programmes. Though

there are three caves in Lakadong area that these bats have made them their homes, biologist and researcher D K B Mukhim said the bat clusters at Pynurkba is the largest with over 55 individual bats spotted lately. First

Australian hunters and shooters on Monday called for an "open season" to cull kangaroos and help control their rising numbers in the state of Victoria. A proposal from the Victorian Shooters and Fishers Party has recommended that a kangaroo cull be allowed in the southern state as the soaring population has become invasive and proven to be a heightened risk to motorists, Xinhua news agency reported. Daniel Young, the party's senate representative, said kangaroos had become a nuisance in parts of the state and that more road accidents were occurring due to an increased population. He called for an open season similar to those which allow shooters to hunt birds and other game. "There could be a very simple solution if we just looked at it without getting emotionally worked up," he told Fairfax Media recently. "Why is there not an open season for kangaroos, with the same regulations and rules that any other game species has, in

which we would be allowed to hunt kangaroos for a certain period of the year?" Young proposed the hunt could be overseen by the Game Management Authority, which currently manages the controversial duck hunting season in Victoria. However the plan has angered environmental groups, as kangaroos are currently a protected spe-

cies in Victoria. Hunters can buy a permit to shoot kangaroos, which state Greens party leader Greg Barber said was very easy to apply for. "It's actually very easy to get a permit," he said. This could also throw light on whether the dinosaurs used the same place again and again to lay eggs," he said. Verma said his team during the last one decade of research in the area had earlier also found two nesting sites of dinosaurs. With the new discovery, the number of such rare sites of dinosaur fossils in the district has now gone up to four, he

said. The Mangal Panchayatan Parishad had drawn the attention of the whole world in 2007, when it discovered about 25 nests of dinosaurs belonging to the Jurassic period. A large number of fossilised dinosaur eggs were found in these nests. The state government is already working to develop the 108 hectares area in Dhar district where crores of years ago the dinosaurs made nests, as 'National Dinosaur Fossil Park'. Verma said the fossilised eggs of dinosaurs found so far in Dhar district belong to the 'Sauropod family' of this extinct animal. "According to our study, the dinosaurs used to come from far off places to lay eggs in sandy areas here. These dinosaurs were around 20 to 30 feet tall," he added. (Agencies)

Birds Decreasing in 'Suicide Spot' of Jatinga Assam's Jatinga village, known the world over as the "suicide spot" of birds, may lose the tag as the number of winged guests flying into the place has reduced drastically over the past few years. "Bird arrival is very scarce these days at Jatinga and the number of birds being killed by villagers has also come down," eminent ornithologist Anwaruddin Choudhury said. Choudhury, dubbed the "Birdman of Assam", has done field surveys to understand the mysterious behaviour of the avian species in the tiny hamlet nestled in the North Cachar Hills near Haflong. The birds are drawn by light typically produced by a combination of fog, mist and cloud during SeptemberOctober in moonless nights. After reaching the village they get disoriented and unable to fly they hit the walls. This phenomenon is often wrongly known as suicide by birds. Explaining the reason behind the decrease, Choudhury said that habitat loss in the nearby areas of Borail
