According to police 3 pieces of gelatine sticks, 2 pieces of electronic detonators, 6 batteries, 26 meter wire, and 5 kg of ball-bearings were recovered near a bamboo groove from the area. Sources revealed that the explosives were abandoned behind a residence at Balijan Kacharibasti which was later dug out by Assam police near a bamboo grove. Thousands march towards Raj Bhawan in Guwahati

Guwahati, Nov 28: Thousands of farmers are marching towards the Raj Bhawan in Guwahati on Saturday in protest against BJP’s “communal activities apart from injustice meted out by both Centre and State government to the poor and landless people of Assam”. More than 10,000 people who arrived in Guwahati on the eighth of the long march from Kaki started proceeding towards the Raj Bhawan in the morning where they would stage dharna reiterating their demands. Talking to media, the KMSS leaders said that they would keep waiting for land pattas till February 28 as the government on Friday agreed to settle it by February 28. “If the government fails to implement the assurance in letter and spirit we would go all out against the Tarun Gogoi government. We would unseat the Gogoi government,” said the KMSS leaders. Dr Bhumidhar Barman and Rakibul Hussain, on behalf of Chief Minister Tarun Gogoi promised Akhil Gogoi and his associates to allot land pattas to the land less people apart from a new land policy. The KMSS activists started the long march from Kaki in Nagaon last week and reached Guwahati on Friday evening just after the government talked to the leaders. Taking advantage of lack of proper monitoring by the authorities concerned, greedy and corrupted contractor reportedly and allegedly with support from the administration and government officials has started ‘an open lootraj’ in Deomali.

The sources said that the contractor after loading his trucks with rice from the Deomali depot of FCI on production of release orders issued by the Banderdewa district office without having concern for any law enforcing agency directs the trucks to the open markets.

On Nov 21, one such truck (AS 06B 1809) carrying 200 bags of rice meant for Longding district was directed to the open market in Deomali where it was reportedly sold to the Namsang General Co-operative Society. The standard limit is 2.5 PPM (parts per million) while it has been found to be 6 PPM. On the basis of test reports this food product now comes under the ‘unsafe food category’.

Nestle India said Pazzta is 100% safe and there is absolutely no concern on lead. Therefore, there is a need to confirm whether these supposed tests have been conducted at FSSAI Notified and NABL accredited laboratory that has the expertise and is certified for testing lead under the Food Safety and Standards Act."

Rajiv Gandhi govt's decision to ban 'satanic verses' wrong: Chidambaram New Delhi, Nov. 28 (ANI): Former home minister P. Chidambaram on Saturday said that the decision of the former prime minister Rajiv Gandhi-led Congress Government to ban the book 'The Satanic Verses' by British Author Salman Rushdie in 1989 was wrong. "I have no hesitation in saying that the ban on Salman Rushdie's book was wrong...Even 20 years back, I would have said the same thing," Chidambaram said at Times Lit Fest here. A major controversy had erupted in 1989 after the release of the book 'satanic verses' when several Muslims accused it of blasphemy and mocking their faith. In 1989, the then Congress government had banned the book for its purported attacks on Islam. The same year, Supreme Leader of Iran, Ayatollah Ruhollah Khomeini, issued a fatwa against Rushdie and called for his death. This resulted in several failed assassination attempts on Rushdie, who was then placed under police protection. When asked if the issue of growing intolerance in the country was being exaggerated, the former home minister said that exaggeration was necessary to make a point. "That is a tool in the hands of those who want to make a point. Sometimes you must exaggerate, if necessary, in order to make a point. Sometime you have to blow up a picture so that people with short sight can see it," he said. Several prominent personalities including artists, writers, poets and filmmakers have raised their voices against the alleged growing intolerance in the country in recent times. The 14th edition of the programme will be broadcast at 11 a.m. in the morning on the entire network of AIR and Doordarshan. Stop seeing China as an adversary, says IAF chief Agencies Hasimara, Nov 28: Calling for mature statesmanship from India and China, Chief of the Air Staff, Air Chief Marshal Arup Raha on Saturday said the country should not look at China as an adversary anymore."We are in the same region, we have common interests. I don't think that we should look at them as adversaries anymore," Raha said. "Yes, we had fought a conflict, we have borders to settle. I think its time for mature statesmanship from both the countries to reconcile on many issues ... And cooperate (and) coordinate (for) development in the region," he said when asked about the "threat" from China. Stating that two rising economic or military powers can co-exist,

he said, the adversarial stance should now change into a more friendly stance. Earlier this month, the IAF chief was reported to have cited China's growing influence in the Indian subcontinent as a major security challenge for India. China's increasing economic and military ties with Sri Lanka, Bangladesh, Nepal, Bhutan and Myanmar are all strategic moves by China to contain India, he had said. On security aspects, Raha admitted that India has some voids in the bordering North Eastern region. "As far as we are concerned, we have voids in terms of capabilities for security. We have some voids in the North East. So the government as well as the armed forces are working in a concerted manner to built infra-

structure, roads, rail, air connectivity and advanced landing grounds," he said. The Air Force has already upgraded many of these advance landing grounds so that fixed wing aircraft of both the force and civil aviation can be operated, Raha said. When asked about potential security threats related to the Bangladesh-China-IndiaMyanmar (BCIM) corridor, the IAF chief said he doesn't see any security threats. "If integration of the region is going to take place on economic development, trade, commerce, its perfectly alright. I think its a proposal which could benefit the entire region," Raha said. On new airbases, he said IAF have no plan to make new airbases in the region but re-

Hornbill Fest venue to go plastic-free: C. Apok Kohima, Nov 28: Parliamentary secretary of Tourism, C. Apok Jamir on Friday informed that Kisama, the venue for the Hornbill Festival this year will be declared as a 'No Plastic Zone' for a sustainable environment and support for rural livelihood. He said this while speaking to media persons here along with officials of Tourism department and Music Task Force. Apok also informed that the attendances of Dr. Mahesh Sharma (MoS of Tourism) and Smriti Irani (Minister of Human Resource Development) as guests of honour at the inaugural function has been confirmed. He also informed that union minister of external affairs, Sushma Swaraj had expressed her inability to attend the inaugural function as chief guest fue to "pressing demand" and in view of the ongoing winter session of parliament.French and British delegations were expected to witness the festival, he said. CSE warns of dangers of delay in immediate nation-wide extension of BS IV standards A Staff Reporter New Delhi, Nov 28: Centre for Science and Environment (CSE), while welcoming the proactive move of the Union Ministry of Road Transport and Highways to bring forward implementation of Euro V and Euro VI emissions standards to 2019 and 2021 respectively, has also warned of the dangers of delaying immediate nation-wide extension of Bharat Stage IV emissions standards currently in force only in a few Indian cities. The much needed strategy to cut highly toxic emissions from diesel commercial fleet significantly and to nearly equalise petrol and diesel emissions by leapfrogging to Euro VI emissions standards by 2021 can be compromised if the current baseline emissions from all vehicles are not pushed up to Bharat Stage IV level nation-wide immediately. The trucks and other diesel vehicles are still languishing at Bharat stage III emissions standards nation-

wide that are 15 years behind Europe and are contributing hugely to local and regional pollution. Delhi is battling this problem by discouraging truck entry with environment tax as these are responsible for 30 per cent of the particulate pollution load from the transport sector in the city. But the full potential of this action can be realized only if overall emissions from trucks and other diesel vehicles are reduced significantly with improved emissions standards nation-wide. Immediate extension of Bharat Stage IV emissions standards to all vehicles nation-wide can reduce highly toxic and cancer causing diesel particulate emissions by more than 80 per cent and nitrogen oxide by 30 per cent from the new fleet. This can also facilitate quick move towards Euro V and Euro VI within five years when particulate emissions can be brought down further by 66 per cent and nitrogen oxide by yet another 80 per

cent. But the official plan to allow Bharat Stage III to languish until so late as 2017 is regressive as the inertia in the system will resist and delay the industry preparedness and block the move to Euro VI by 2021. Diesel industry is already opposing quick move to tighter emissions standards. Said Anumita Roychowdhury, head of CSE’s air pollution team: “It is deplorable that the market for Bharat Stage IV compliant trucks and other highway commercial vehicles has remained a non-starter because of lack of uniform emissions standards in the country. Industry is still selling grossly polluting diesel technology.” CSE has asked to immediately stop the current practice of maintaining two levels of emissions standards in the country – giving the benefit of improved emissions standards and better health protection to only a small proportion of urban Indians. This is unacceptable as diesel trucks

and other heavy duty vehicles are not graduating to improved emissions standards and are contributing significantly to particulate and NOx levels in cities and spiking lung cancer risk as well. A great part of India already has 50 ppm sulphur fuel and most of India will have it by early 2016. Bharat Stage IV emissions standards for the vehicles should also come into force nationwide by then. Says Roychowdhury: “Implement Bharat Stage IV emissions standards for all vehicles nation-wide by early 2016 and firm up the roadmap to have Euro V emissions standards in 2019 and Euro VI by 2021: any further delay will not only enhance public health costs but also compromise the roadmap for Euro VI by 202021. Only this can help to significantly lower particulate and nitrogen oxide emissions from vehicles and also address cancer risk from diesel emissions. This strategy for clean air must not be allowed to fail.”

Jawan's suicide : FIR against two TSR officials Agartala, Nov 28: Agartala, Nov. 27: In a new twist to the suicide of a Subedar of TSR, 5th Battalion, Doloma, an FIR has been lodged against two police officers- Asst Commandant Tulamoni Chakma and Nayek Subedar Jutan Biswas. Pradip Bhowmik, brotherin-law of the slain TSR personnel- Barun Baidya lodged the FIR at Birganj police alleging that he (Barun) was compelled to commit suicide. "Barun, who had received President's medal for his outstanding performance, was mentally depressed due to physical and mental pressure by two TSR officers. This has led to the fatal incident", he said in the FIR. After registering the FIR, the police have begun investigation

into the case. "We are going to sent the AK-47 rifle and suicide note of the deceased to the State Forensic Science Laboratory (SFSL) for forensic test", said Officer in Charge (OC), Birganj police station Arunoday Das today. Taxi unions to go on strike on 3-4 December Kolkata, Nov 28: Around 30 thousand taxis will be off the roads. Citu, Bengal Taxi Association, Calcutta Taxi Association and West Bengal Drivers Welfare Association have called the strike. The associations have called the strike demanding hike in waiting charge of taxis and increase in the number of permanent taxi stands in the city. The state government needs to set up more number of taxi stands to stop taxi drivers from being harassed by police, said Mr Bimal Guha, president, Bengal Taxi Association. Taxi drivers do not get parking space to park their fleet and police often slap fine for parking on the roadside, said Mr Guha. A year ago, the government had as-

sured that it will set up parking zones for taxi drivers, he said, adding that till now it has failed to set up a single new taxi stand in the city. London, Nov. 28: New Delhi is under a serious threat of aerial strikes from different terror outfits including the Islamic State of Iraq and Syria ( ISIS), the Ministry of Home Affairs said. The report said that security agencies have taken necessary steps to foil any such attacks and have prepared a list of 15 key areas in the Indian capital that they fear might be targeted. The areas under threat, according to the Ministry of Home Affairs, include the Prime Minister's house, the residences of Home Minister and Vice-President, Rashtrapati Bhavan, Rajpath, India Gate and the CGO Complex that houses the headquarters of key agencies such as the CBI, CISF and BSF. Various objects like unmanned air system (UAS), drones, and

paramotors could be used to launch these attacks, the ministry said. The security agencies have been instructed to shoot down any unidentified or suspicious flying object once it is declared 'nonfriendly' by the India Air Force (IAF). "Delhi is the most sensitive metro in India. It has been facing threats from various outfits. But aerial attack threats are now the main focus. Security and intelligence agencies have given reports about such attacks in Delhi. The government is coming out with a plan to counter the threat," a top government official was quoted by the Daily Mail as saying. In July, Nitish Kumar had declared that prohibition would be imposed if he retained power in the assembly elections. Bihar Excise and Prohibition Minister Abdul Jalil Mastan had earlier said that the state government would soon take steps to impose a liquor ban. Bharatiya Janata Party leader Sushil Kumar Modi vowed to support a liquor ban. The decision is expected to derail the government's financial health. The excise department went into an overdrive in 2007 following a new policy and started issuing licences for marketing liquor across the state. This very prohibition can work in Bihar just as it has worked in Gujarat. In 2007, the Kumar government changed its liquor policy to shore up internal revenue in the fund-starved state. It paid dividends and revenue collection from over 9,000 outlets and vends registered a more than 10-fold jump, from a paltry Rs 319 crore in 2005-06 to Rs 3,650 crore in 2014-15, after the excise ministry took over the management of liquor distribution and supply through the Bihar State Beverages Corporation. Kumar's announcement also spooked the stock market as shares of liquor companies plunged as much as 8% during the day's trading. Shares of United Spirits settled at Rs 3,211.45 on the BSE, down 4.74%, while Radico Khaitan's tumbled 6.92% to close at Rs 114.25. United Breweries dropped almost 3%, before recovering some lost ground. The state had earlier tried its hand at prohibition in 1977-78, but failed to implement it effectively. Alcohol has been traditionally frowned upon in India for religious and cultural reasons, but a growing middle class has made the country a booming market for drinks makers, and only a handful of states have an outright ban, including Gujarat. The southern state of Kerala is introducing limits on alcohol sales. As per reports, during 1992-2012, the per capita consumption of alcohol in India has increased by whopping 55%, the third highest increase in the world, after Russian Federation and Estonia. Globally, alcohol consumption results in approximately 3.3 million deaths each year (WHO Global Status Report on alcohol and health, 2014). It is the third largest risk factor for disease and disability in the world. In 2010 it was responsible for 4.9 million deaths Also according to WHO, about 30% of Indians consume alcohol, out of which 4-13% are daily consumers and up to 50% of these, fall under the category of hazardous drinking. Another worrying trend from India is that the average age of initiation of alcohol use has reduced from 28 years during the 1980s to 17 years in 2007. In India alcohol abuse also amounts to huge annual losses due to alcohol-related problems in work places. Nearly 25% of the road accidents are under the influence of alcohol and it is also a significant risk factor for increased domestic violence. But it is sad that such a toxic and carcinogenic compound is being brazenly advertised and consumed by ever increasing number of youngsters without any warning.

Agni-I Missile India Successfully Test Fires India has successfully test-fired indigenously built nuclear-capable Agni-I missile, capable of hitting a target at a distance of 700 kms, from a test range off the Odisha coast as part of Strategic Forces Command (SFC) training exercise. The surface-to-surface, single-stage missile, powered by solid propellants, was test-fired from a mobile launcher at 1002 hours from launch pad-4 of the Integrated Test Range (ITR) at Abdul Kalam Island (Wheeler Island). The trajectory of the trial was tracked by a battery of sophisticated radars, telemetry observation stations, electro- optic instruments and naval ships from its launch till the missile hit the target area with accuracy. Agni-I missile is equipped with sophisticated navigation system which ensures it reaches the target with a high degree of accuracy and precision. Weighing 12 tonnes, the 15-metre-long Agni-I, is designed to carry a payload of more than one tonne. Its strike range can be extended by reducing the payload. Agni-I was developed by Advanced Systems Laboratory, the premier missile development laboratory of DRDO in collaboration with Defence Research Development Laboratory and Research Centre Imarat and integrated by Bharat Dynamics Limited, Hyderabad. And the last trial of Agni-I, conducted on September 11, 2014 from the same base have also proved successful. The Agni-1 is a short-range, road/rail-mobile, solid propellant ballistic missile. Falling between the short-range and medium-range categories, it fills the gap between India's Prithvi systems and the Agni-2. It was developed after the Agni-2, and borrows from its sister's design Also it is designed to be launched from Transporter-Erector-Launcher (TEL) vehicles, either road or rail-mobile. This mobility will allow India to position and fire the Agni-1 during rapidly changing military situations. In addition, the missile has a relatively high accuracy, due to the fact that it combines an inertial guidance system with a terminal phase radar correlation targeting system on its warhead.

But we should align on a common vision of bringing greater prosperity and fairness to all Indians. We need a long-term energy policy, investment in infrastructure, new and better jobs, better and deeper education to fulfill our vision and be competitive on the world stage, no matter the state of politics. In the social front, we must keep the momentum towards improving our multi-cultural society. We need to create a fairer and more equal society. Every Indian must feel that they can have a better tomorrow - through hard work and upgrading their skills. This is an individual and collective responsibility. We must all improve our sense of civics and work towards the common good. We must all raise our game and commit to improving India socially. Development is the expansion of human freedoms to enjoy and sustain life and environment. Development involves strengthening of the capacity of human beings to realize the full potential of human creativity for the greater common good of people, society, environment and civilization. Economic growth and social development should feed into each other to empower people and the nation. Empowerment of people involves the ability to ask questions, seeks solutions,

make strategic choices and claim human rights. India is empowered when its people are enabled, educated and empowered. An agenda for social development needs to be based on transforming India economically and socially. We need to envision a process of social development that help economic growth, protect environment and strengthen just and democratic governance. We have to strengthen economic growth that helps us to decrease social and economic inequality. India may have become a miracle economy in terms of economic growth, but remains a tragedy economy in terms of social indicators. Its ranking in the Human Development Index is a pathetic 128, way behind China (81st) or even Indonesia (107th). An agenda for social development (i.e., more inclusive development) should, therefore, prioritize the following key areas: agriculture development, women's empowerment, universal quality education, universal primary health care and the right to livelihood. We need to envision a new partnership between the government, nongovernment organizations and the corporate sector to make India free from hunger and poverty in the next 15 years. This requires new imagination, investment as well as a transformation of our governance. There has to be a long-term strategy to increase food production and distribution by revitalizing agriculture, particularly the small and medium-level

agriculture. This would require new investment in technology, rural infrastructure, support for small farmers and a viable market mechanism. The most important challenge is to develop sustainable agriculture without harming the environment. In spite of economic growth, India is far behind in terms of ending poverty, malnutrition and maternal mortality. Social and economic empowerment is a crucial step in addressing both causes and consequences of poverty. There is evidence that reveals a correlation between women's empowerment and social development. We need to increase our investment manifold, to ensure women's empowerment at every level of the society. There has to be special focus to strengthen women's self-employment and their right to livelihood. In most of the poor families women are primarily responsible for food security and nutrition. Hence, there has to be a universal programme for economic empowerment of women. Education is a means to improve income. It is important to go beyond the universal primary education and seek a vision of universal quality education at all levels. While there has to be an intensive five-year strategy to make sure every single child will have access to affordable and quality education, we also need to have a whole strategy to create a highly skilled workforce through dramatically increasing vocational streams of education, particularly in consonance with the demands of the growing economy. We

need vocational training on a massive scale, to raise the skills and employability of people. Industries across the board are complaining that rapid economic growth has created a shortage of every kind of skill. Even the construction industry is facing a labour shortage and the historical classification of construction workers as 'unskilled' is now proving false. Modern technology also requires new skills in all industries. The key to long-term social and economic development is quality higher and technical education, particularly with special focus on research and developing technological solutions. While we have to commit around 6-8 per cent of GDP for improving education, this can be done only through new financing mechanisms. A new partnership among government, non-government organizations and the corporate sector is needed. A mix of public and private financing is also necessary. Education is a key lever for economic development. However, the government has to ensure access to quality education to everyone, specially those who have been historically marginalized. Education is an arena where we can combine the agenda for social justice and economic development. Quality and access to primary healthcare is another area of great concern. Access to affordable primary healthcare should be able to address issue of maternal and infant mortality, malnutrition and increasing instances of communicable diseases. However, this may require a whole new strategy

for public health in the country. Public investment in primary healthcare is low, this has to go up. Local selfgovernments should be made responsible for the management of primary healthcare institutions and primary education. A new partnership between local self-governments and community-based organizations at the grass root level is possible. State and central government may invest in developing basic infrastructure and set minimum standards of service and quality, but operational responsibility should be with the local self-governments. Economic growth can take care of the right to livelihood. Social development and economic growth are two sides of the same coin. Our strategies for ensuring rural livelihood may include agriculture, agro-industries, non-urban based knowledge parks, and revitalization of small and medium scale industries in the rural areas are needed. This will reduce the rural-urban migration in search of livelihood and regenerate rural market and economy.

Developing a 15-year perspective with clear operational strategies focusing on these key areas of social sectors is very important. This also means finding new financial and institutional resources to ensure the concerted, continuous and sustainable efforts. It is in the long-term interest of the corporate sector and key economic players to ensure social development to decrease inequality and strengthen and democratize governance. It is all the more reason for combining the agenda of social and economic development to make the economic development more inclusive and sustainable. The Importance of the Joint Statement on the US-ASEAN Strategic Partnership The elevated relationship sends a clear message to China. Ben Schreer and Sheryn Lee At the 3rd ASEAN-U.S. Summit in Kuala Lumpur, both sides elevated their relationship to the "ASEAN-U.S. Strategic Partnership." While "strategic partnerships" abound in the Asia-Pacific, this one is symbolically important for several reasons. It comes amidst growing tensions over China's assertive behavior in the South China Sea (SCS). Two ASEAN states, the Philippines and Vietnam, are engaged in fierce territorial claims with China. Moreover, Indonesia and Malaysia are increasingly concerned about China encroaching on their maritime sovereignty. And Beijing's massive "land reclamation" activities in the SCS has all too clearly demonstrated to Southeast Asian littoral countries that China seeks to change the regional security order with blatant disregard for their strategic interests and sovereignty. China's challenge to Southeast Asia's order has put

considerable stress on ASEAN. Primarily designed to deal with economic and political issues rather than questions of hard power and security, ASEAN runs a real risk of being "divided and conquered" by China, whose large checkbook seems particularly irresistible for smaller, land-locked members. Beijing's participation in "ASEAN plus" forums has also provided it with the power to veto criticism of its maritime behavior. For instance, the recent ASEAN Defense Ministers Meeting' Plus (ADMM Plus) in early November ended without a joint declaration after China blocked a push by some ASEAN nations, the United States, and Japan to include concerns over the SCS. Against this background, the conclusion of the ASEAN-U.S. Strategic Partnership can be seen as sending some clear messages to China. Hitherto largely unthinkable, the relationship agenda with the

U.S. now not only includes security issues but the joint statement also implicitly acknowledges the critical role played by Washington in upholding the principles of the regional security order. It states that both sides are "committed to a rulesbased approach in Asia, respect for international law and the peaceful resolution of disputes." It also emphasizes "ASEAN Centrality in the evolving rules-based architecture of the Asia-Pacific" and reaffirms "the importance of maintaining peace and stability, ensuring maritime security and safety, and freedom of navigation including in and over-flight above the South China Sea." Finally, it stresses the resolution of disputes in "accordance with universally recognized principles of international law." In short, ASEAN members see eye-to-eye with the United States when it comes to the importance of a rules-based order in the SCS and the ways to manage maritime disputes. This statement flies in the face of Beijing's campaign to

blame "countries outside the region," particularly the U.S., for creating tensions in the region. In an obvious attempt to counter the ASEAN-U.S. joint statement, China immediately launched a "five-pronged" proposal aimed to keep the SCS issue between China and ASEAN. Yet the ASEAN-U.S. joint statement shows how much China has angered many ASEAN nations with its uncompromising behavior and its claim for regional hegemony based on its "nine-dashed line." In so doing, China directly violates the key principles of the "ASEAN way," namely mutual respect for national sovereignty and non-interference in the internal affairs of another. Therefore, the conclusion of the ASEANU.S. Strategic Partnership reflect a significant shift in ASEAN thinking: an acknowledgment that closer ties with the United States are critical to protecting the "ASEAN way" (as spelled out in Article 2 of the 1976 ASEAN Treaty of Amity and Cooperation). Moreover, the joint statement

recognizes that both sides share similar values, stating that the partnership was committed to strengthening democracy, enhancing good governance and the rule of law, promoting and protecting human rights and fundamental freedoms, encouraging the promotion of tolerance and moderation, and protecting the environment. Both sides have indeed come a long way since former Malaysian Prime Minister Mahathir and Singapore's Prime Minister Lee Kuan Yew promoted "Asian values" as a distinct antithesis to the values and traditions of the West. This argument - which was favored by Beijing - stressed that individual human rights mattered less than the need for collective security and economic growth, and that democratization had destabilizing effects. To be sure, we don't suggest that the ASEAN-U.S. Strategic Partnership means that ASEAN members have now teamed up with Washington against China. "Hedging" between China and the United States remains the

preferred strategic option for most countries. That said, the elevation of ASEAN-U.S. relations shouldn't be dismissed either. It is an important signaling exercise by ASEAN countries towards China to stop its bullying behavior in the South China Sea. It also signals that ASEAN regards the U.S. as an important player in the future regional security order. It comes alongside stronger pushback against China's maritime assertiveness by individual Southeast Asian nations and growing U.S. resolve to conduct Freedom of Navigation Operations (FONOPS) within 12 nautical miles of China's "artificial structures" in the SCS. It is designed to show to Beijing that its behavior might well incur significant strategic costs. Seen in this context, the elevation to "strategic partnership" is far from trivial. Before making any pronouncement before doing anything that may not only tarnish our image before the public, but also brings ignominy to the Chair that government specifically and especially allot for us. We must remember any irresponsible utterances may have a far-flung repercussion. The speaker in Parliament or state assembly ought to be non-partisan. But we have seen that many speakers flout the provision of the constitution directly or indirectly acting in favour of the ruling dispensation from which he/she is elected. But exception also is there. We all know about the sacrifice made by somnath chatterjee, who was the speaker during the U.P.A regime, when CPM, too, was a constituent of UPA. But gradually with the change of Political scenario, the CPM withdrew its support from the congress, but the act of withdrawal from the then UPA did not at all impact the UPA and it continued to rule. But Mr. Chatterjee despite being censured by the party did not resign on principle. CPM kept mounting pressure on Mr. Chatterjee but he remained unmoved and stuck to his principle. Ultimately he was expelled from the party. It cost the party dearly as in the next assembly/ parliamentary election, the party was almost decimated from west Bengal. Now, we notice that our Governor P.B. Acharya, who holds his post for two states start passing some sensitive

statements which hurt the sentiment of many people. We strongly feel that such utterances are not suitable from a person holding a constructional post representing the President of India. RBI expected to keep rates unchanged Mumbai, Nov 28: Reserve Bank of India governor Raghuram Rajan is expected to hold interest rates in his monetary policy review on Tuesday. However, bankers are hopeful that the central bank will cut rates one more time this fiscal in the fourth quarter. The RBI is expected to maintain status quo on three accounts. First, it has already front-ended the reduction by lowering interest rates by 50 basis points in its previous policy. Second, the benefits of the 125basis-point cut in rates has not yet been fully passed on to borrowers by lenders. Thirdly, with the rupee under pressure and inflation creeping up to 5%, the RBI would not want to risk sending the wrong signals. Al-

though Rajan had in his previous monetary policy said that the RBI would maintain an accommodative stance, a more recent indication provided in an interview pointed to a pause. "What we said in our monetary policy statement, it is essentially we have looked at all the room we had and taken full advantage. So, until more room builds up, I think we are comfortable with where we are," he had said. "We expect Rajan to pause on Tuesday, given the 50-bp cut last time. He should cut a final 25 bps in February. We see little headroom to cut rates after this," said Indranil Sen Gupta, India economist at DSP Merrill Lynch. According to Sengupta, "If we use

Mumbai, Nov 28: India as a market has room only for two-three mobile video-on-demand services even as these offerings are becoming a hyper-competitive segment in the country, according to Californiaheadquartered Vuclip. "In India, there is room only for 2-3 video companies, not 20-30. At last count there were some 20-25 players offering video on demand services in here," said Vuclip Founder and CEO Nickhil Jakatdar. The industry will definitely see consolidation over the next two years. "Video is the future and India is a big market. Companies enter the market assuming that they will make revenues. They shell out huge license fee for content but that money is not recovered as there are not as many users." Vuclip, which started its operation about eight years ago, has free user base of 20 million in India, contributing 10 per cent to

their revenue and subscription-based user base of about five million people. It faces competition from newer platforms such as Hotstar and Spool which are advertising heavily. "They have done a good job in marketing…the approach we have taken is fine tuning of the product before going big on marketing. But soon, in a few months time, you will see a different Vuclip brand," Jakatdar said. With the backing of Hong-Kong-based conglomerate PCCW, the company "can push the pedal which you will be seeing with big new launch in the coming months," he said. Rs 5 hike in Mumbai metro fare, effective from Dec 1 Mumbai, Nov 28: Mumbai Metro One (MMOPL), which is operating the Ve r s o v a - A n d h e r i Ghatkopar corridor, said recently it will increase the fares by Rs 5 from December 1. "MMOPL has announced moderate increase in fare for the corridor while still keeping the fares significantly below the recommendations of the Fare Fixation Committee (FFC). The new fare structure will be effective from December 1," the company said in a statement. Mumbai Metro One (MMOPL), which is operating the Versova-AndheriGhatkopar corridor, said on Friday it will increase the fares by Rs 5 from December 1. "MMOPL has announced moderate increase in fare for the corridor while still keeping the fares significantly below the recommendations of the Fare Fixation Committee (FFC). The new fare structure will be effective from December 1," the company said in a statement. Instead of the earlier slabs of Rs 10, 20, 30 and 40, the new structure will

have five slabs of Rs 10, 20, 25, 35 and 45. The fare slabs per trip for the return journey token category have been similarly revamped from Rs 10, 15, 25 and 30 to Rs 10, 20, 22.50, 30 and 35 now. The number of fare slabs has also been increased from the previous four to five now, in order to align the fare structure with the recommendations of the FFC. "The new fare structure which will come into effect from December 1 is heavily discounted against the FFC recommended fare of Rs 10 to Rs 110. We will continue to remain engaged with all stakeholders to achieve the dual objective of affordable fare and business sustainability," an MMOPL spokesperson said. The FFC had recommended a fare structure of Rs 10 to Rs 110 in July after detailed scrutiny of all aspects. It had also advised MMOPL to approach the state government for suitable assistance to lower the fare while achieving business viability. "While MMOPL continues to suf-

"After Maggi, the sample of macroni pasta was taken from Mau and sent to National Food Analysis Laboratory, Lucknow in which the lead was found to be much more that the permissible limit," he said. "According to report received on September 2, they failed the tests," the officer said. "The standard limit is 2.5 PPM (parts per million) while it has been found to be 6 PPM. The letter informing the Nestle company sent at its Modinagar address has come back here undelivered," Yadav said. He said, "On the basis of the report this food product now comes under the 'unsafe food category". "The report has been sent to the FDA Commissioner (Lucknow) on October 12 for sanction to lodge a case and in case it is received it will be filed in the court of the CJM here," Yadav said. "They (Nestle) were sent a letter over a month ago intimat-

ing them about the results. They had a month's time to appeal against the test but the letter sent by the FDA was not received by the company and was returned here," Yadav said. District Magistrate Vaibhav Srivasatav also said, "The sample which has failed the test is of June and we will be taken immediate action on the directives... we are in touch (with the authorities) on phone." Faced with a fresh controversy, Nestle India on Friday said its products are safe for consumption and it was not aware of any test done on pasta brands by a Uttar Pradesh govt-run lab, which has allegedly found lead contents beyond permissible limits. "We are not aware of any analysis reports for Pazzta supposedly picked up from Sriji Traders," said a Nestle India spokesperson. "The Pazzta manufactured by us is 100 % safe and there is absolutely no concern on lead. Therefore, we need to see the contents of reports and we also need to confirm whether these supposed tests have been conducted at FSSAI Notified and NABL accredited laboratory that has the expertise and is certified for testing lead under the Food Safety and Standards Act," Nestle India said in a statement. Confirming the news, South American Football Confederation (SAFC) president Juan Angel Napout said that they would vote for Infantino as a block for the presidency. According to reports, 45-year-old Infantino, however, insisted that he would not stand in the elections if UEFA president Michel Platini will be allowed to do so. TICKLE YOUR TASTE BUDS Macaroni Hot Pot Ingredients 1 cup cooked shell macaroni 1 large can baked beans 100 gms grated cooking cheese 2 capsicums 4 large sized tomatoes 1/3 cup tomato ketchup 4 cloves garlic (lehsun), crushed 3 onions 1 tsp chilli powder 2 tbsp butter salt to taste Method Cut the onions and capsicums into rings. Put the tomatoes in boiling water for 3 to 4 minutes. Skin and chop them. Put the butter in a vessel, add the onions rings and fry. After 2 minutes, add the capsicum rings. Cover and cook for 3 minutes. Take out a few rings of onions and capsicums for decoration. Add the crushed garlic, tomatoes and chilli powder and cook for at least 4 minutes. Add the macaroni, beans, tomato ketchup and salt. Grease a baking dish and put the mixture in it. Cover with capsicum and onion rings and sprinkle the grated cheese on top. Bake in a hot oven at 400°F for 20 minutes. Serve hot.
