President Rule: Arunachal Governor submits reports to the Supreme Court Cited cow slaughter and Tuki link with NSCN to recommend President’s Rule Breakdown of governance, including law and order, and lock down of Assembly building were cited as key reasons for collapse of the constitutional machinery in Arunachal Pradesh by Governor J P Rajkhowa in its report to the Centre recommending President's rule. Rajkhowa submitted the reports in pursuance to the constitution bench of Justice Jagdish Singh Khehar, Justice Dipak Misra, Justice Madan B Lokur, Justice Pinaki Chandra Ghosh and Justice NV Ramana's direction to his counsel Satya Pal Jain on Wednesday "to furnish a copy of the governor's report and other material recommending issuance of a proclamation under Article 356 of the Constitution of India, to the court in a sealed cover". The Governor also said reports indicated about involvement of ruling Congress through third parties with banned underground Naga outfit NSCN (Khaplang) for pressurising dissident MLAs. Rajkhowa said the Arunachal Pradesh Assembly Speaker, together with the government, had prevented the meeting of the Legislative Assembly from taking place in Assembly premises.

Former Arunachal Pradesh Chief Minister Nabam Tuki today filed a fresh petition in the Supreme Court challenging the promulgation of President's rule in the crisishit state. The plea filed by the Congress leader is likely to be taken up for hearing on Monday by a five-judge constitution bench headed by Justice JS Khehar, along with other petitions moved by persons like Rajesh Tacho, Chief Whip of Congress Legislature party in the state assembly. The plea has been filed after Attorney General Mukul Rohatgi, representing the Centre, had raised the objection that the earlier petitions have not challenged the imposition of President's rule which was invoked after filing of those pleas. Yesterday, the imposition of President's rule in Arunachal Pradesh had come under the scanner of the court which sought the report of Governor Jyoti Prasad Rajkhowarecommending central rule in the state, saying "it is too serious a matter". The bench had asked the Attorney General not to raise "technical objections" when he persisted with his plea, arguing that "rules are rules" and they apply equally to all.

It had then posted the matter for February one asking the Governor and the Ministry of Home Affairs to file responses by Friday, by when the petitioners have been allowed to amend their plea. The bench, for its own perusal, sought in a sealed cover the report and recommendation on imposition of the President's rule. "Unless we get the grounds for recommending the President's rule, we cannot proceed. If grounds are not same in the proclamation then it is totally a different ball game," the bench, also comprising justices Dipak Misra, MB Lokur, PC Ghose and NV Ramana, had said. The bench was also of the view that no interim order can be obtained unless the parties see grounds for proclamation for President's rule. "We will not pass any order without hearing all the parties. It is a sensitive issue," it had said. A battery of senior lawyers including Fali S Nariman, Kapil Sibal, Rajeev Dhawan and Vivek Tankha, had opposed the plea of governor seeking to maintain secrecy of his report and recommendation saying that larger bench of more than five judges have already laid down the proposition on this aspect.

According to the international labour organisation(ILO) estimates in 2000 some 211 million children between 5 to 14 years of age work in developing countries, with about half working full time. Article 24 provides that no child below the age of 14 years shall be employed in any factory or mine or engaged in other hazardous employment. Article 25 provides that state shall endeavour to provide free and compulsory education for all children until they attain the age of 14. in Dibrugarh in the premises of Banisadan Government School. During the day long programme cultural and other sports events and competitions were held. The flag hoisting program was carried

out at around 7:30 am by Pankaj Dev, Government teacher followed by Bharat Mata Pujan. Competitions like drawing, quiz and other sports for children below 15 years were conducted. The organizers said to this correspondent that to uplift patriotism among the new generation and also to know better about their country this kind of event is necessary and would be conducted in future also. "Everything has been revealed in the police probe. BJP leaders are involved in this. Everybody knows that the BJP

is creating a situation of intolerance in Uttar Pradesh to gain vote. But this won't happen," Agarwal told. Earlier, Mulayam had claimed that three BJP leaders were behind the lynching of Mohammed Akhlaq in Noida and he can reveal the names if Prime Minister Narendra Modi calls him."The conspiracy was hatched by three persons of a specific party. There was a conspiracy in the Muzaffarnagar riots and there was a conspiracy in the Dadri incident too. The culprits in the Dadri case won't be spared," Mulayam told the media here. The Dadri lynching took place on September 28 last year, when a Hindu mob attacked a Muslim family, alleging that the family was storing and consuming beef on the occasion of Eid. (ANI)

DYFI protests against Chandy over solar scam

The Democratic Youth Federation of India (DYFI) members Thiruvananthapuram, Jan.28 : The Democratic Youth Federation of India (DYFI) members staged a protest here on Thursday against Kerala Chief Minister Oomen Chandy for his alleged involvement in the solar scam. The police had to fire tear gas shells to disperse the agitators. Meanwhile, the Thrissur Court has directed that an FIR should be filed against Chandy in connection with this scam. The Kerala Chief Minister had earlier on Monday appeared before the probe panel in connection with the scam. The scam, which is being probed by a Commission headed by Justice G. Sivaraman, was constituted by the Chief Minister in 2013 following massive protests by the Left-led opposition. Biju Radhakrishnan, the

prime accused in the solar scam case, had in December last year alleged that he paid Chandy a bribe of Rs. 5.5 crore, out of which Rs. 5.1 crore was collected personally by the Chief Minister while the rest was paid to his personal staff. The Chief Minister has so far maintained that he has done no wrong and is prepared to face any probe. The solar scam pertains to cheating several persons amounting to crores of rupees by Saritha Nair and her accomplice Biju Radhakrishnan by offering solar panel solutions. The case took a political turn with the arrest of one of Chandy's close personal aides, who has alleged links with the accused. Two other employees in his personal staff are also under the scanner in connection with the scam. (ANI)

The Congress retained its majority, but very soon Deputy Speaker T.N. Suspected terrorists who fled from Odisha detained in AP Bhubaneswar, Jan 28: Five suspected terrorists who fled from a hotel in Bhubaneswar after being asked to produce identity proofs on Republic Day eve were detained in Visakhapatnam in Andhra Pradesh on Friday. After being alerted by Odisha, its Andhra Pradesh counterpart intercepted a vehicle with Delhi registration number and nabbed the five persons, including two women. "The persons who had been detained by Visakhapatnam police were the suspected terrorists who had fled from Odisha on the night of January 25," IG Crime Branch Arun Bothra said in Bhubaneswar.

Bothra said CCTV footages in the hotel and Girisola check gate in Odisha-Andhra Pradesh border matched with the persons and the vehicle carrying them. "The CCTV footage indicates that the car used by the four suspected terrorists has crossed the check gate at Girisola bordering Andhra Pradesh. The vehicle bearing the same Delhi registration number crossed the check gate on the night of January 25, about seven hours after being sighted here," a police officer involved in the investigation said earlier. Meanwhile, all the five have Iranians passports and not Iraqi ones, he said. The manager of the hotel

in which one of the suspects had entered had told the police that the person identified himself as an Iraqi national. Bothra, who heads the Special Task Force (STF) probing the incident, said the manager might have heard it wrong as Iraq and Iran sound quite similar. "They had hired a car from a travel agent in Delhi. Our men went to that travel agent and found that the owner of the car is a jewellery shop," Bothra said. It appears the owner of jewellery shop had given the vehicle to the travel agent on hire. Noting that all the five have been detained and not arrested, Bothra said an STF team

will go to Visakhapatnam on Friday to ascertain the purpose of their visit to Odisha and why they fled from the hotel when identity proof was sought. On whether the five would be brought to Bhubaneswar, he said, that would be decided depending on the situation. If it is found that they are clean, they will not be arrested and there will be no question of bringing them here, the IG said. The state government on Wednesday sounded high alert after the disappearance of the four men. The police have released CCTV grabs of the vehicle and one of the four suspected persons on Wednesday and sought public help to nab them.(Agencies)

"This is a symbolical message to the people regarding the Swachh Bharat Abhiyan by Prime Minister Narendra Modi. The beautification of this railway station has been supported by more than 500 volunteers" said Dharmesh Shah, a MAD volunteer. Three Naxals involved in Jiram Valley attack on Congress leaders killed Dantewada, Jan. 27: Three Maoists, who were allegedly involved in the Jiram Valley attack on Congress leaders in Bastar in 2013, were on Wednesday killed by security forces in Dantewada district of Chhattisgarh. One of the Maoists has been identified by police as Bal Singh, alias, Masa, Local Guerrilla Squad (LGS) commander of the Kaanger Valley, who was carrying a prize of Rs 8 lakh on his head. Police claimed to have seized a cache of arms and explosive from their possession. Following secret information about the presences of Maoists, Assistant Sub-Inspector at the Katekalyan police station Sangram Singh sent a squad comprising 12 members of the District Reserve Group (DRG)

and the Special Task Force to hunt them down. However, the police team was attacked by Naxals, which was retaliated by the police team, Dantewada Superintendent of Police (SP) Kam Lochan Kashyap told. After about an hour of exchange of fire, Naxals started withdrawing and disappeared in the forest, he said. The SP said police seized one .315 bore pistol, two guns, banners, posters, explosives, detonator, electric wires, batteries and Naxal literature among others. Good news for all Brahmaputra, other Asian rivers water flow to increase Water supplies in the major Asian rivers, including the Brahmaputra and the Indus, may increase in the coming decades, a new study has found, dispelling fears of climate experts that water flow in these rivers would drastically decline in future. This is good news because social and economic development in the surrounding areas, including China, India, Nepal and other countries in Southeast Asia, are closely tied to climate change and access to water. A report by the Intergovernmental Panel on Climate Change (IPCC) from 2007 suggested that the glaciers in the Himalayas will be gone by 2035, the researchers said. This mistaken claim and the subsequent debate pointed to a need for a better understanding of the dynamics of climate, glaciers and future water supplies in the region. This result of the research seems to be contrary to fears that water supplies in the major Asian rivers would drastically decline in the near future, new research now shows that water flow in these rivers will be stable and may even increase in the coming decades. Since the statement by IPCC in 2007, the Tibetan Plateau has been a focus of international environmental research. The research group led by Chen, in collaboration with researchers from the Institute of Tibetan Plateau Research at the Chinese Academy of Sciences, has studied future climate change and its effect on the water balance in the region. The great Asian rivers have their source on the Tibetan Plateau or in the neighbouring mountains. The Tibetan Plateau is the highest and most extensive area of high land in the world, and what happens there affects water resources for almost a third of the world's population. The study modelled the water flows upstream in the Yellow River, the Yangtze, the Mekong, the Salween, the Brahmaputra and the Indus. The studies include both data from past decades and simulations for future decades. The results show that water flows in the rivers in the coming decades would either be stable or would increase compared to the period from 1971-2000. The Tibetan Plateau is the highest and most extensive area of high land in the world, and what happens there affects water resources for almost a third of the world's population, the researchers said. President's Rule in Arunachal SC Notice to Centre The Union Cabinet's recommendation for imposition of President's rule in Arunachal Pradesh has brought the focus back on Article 356 of the Constitution -- used and misused for decades by successive governments irrespective of their political ideology. According to Article 356, President's rule can be imposed in a state if a situation has arisen in which the government of the state cannot be carried on in accordance with the provisions of the Constitution. The expression "breakdown of constitutonal machinery" has not been defined in the Constitution. It can happen due to political reasons such as hung assembly, the government losing majority in the assembly, failure of any political grouping to form a government, defections and break-up of coalition or because of insurgency etc. Whatever may be the reason talks are still on as the President has to be satisfied about of breakdown of constitutional machinery in the state. Arunachal Pradesh has been rocked by a political crisis since December 16 last year when 21 rebel Congress MLAs joined hands with 11 of BJP and two independents to 'impeach' Assembly Speaker Nabam Rebia at a makeshift venue, in a move branded as "illegal and unconstitutional" by the Speaker. Also up in arms against Chief Minister Nabam Tuki, 21 rebel party MLAs, including 14 disqualified a day before, with the help of BJP and independent legislators, congregated at a community hall after the state Assembly complex was 'sealed' by the local administration, and 'impeached' Rebia in an impromptu session chaired by Deputy Speaker T Norbu Thongdok. Whereas 27 MLAs in 60-member Assembly, including the Chief Minister and his ministerial colleagues, boycotted the proceedings. And a day later, in a bizarre turn of events, opposition BJP and rebel Congress MLAs congregated to "vote out" Chief Minister Nabam Tuki and to "elect" a rebel Congress MLA in his place but the Gauhati High Court intervened to keep in "abeyance" decisions taken at the rebel "session". But once President's rule is imposed, the assembly ceases to function and the state comes under the Central government's direct control. The assembly is generally kept in suspended animation. The powers of the state assembly become exercisable by or under the authority of Parliament. The executive power shifts from the council of ministers to the governor. Once imposed, President's rule must be approved by Parliament within a period of two months. It can't last for more than six months unless its extension is approved by Parliament.

During 1st Millennium BC, the ancient Indian herbalists, Charaka and Sushruta described the herbs and minerals used in Ayurveda. Today, there are 4246 registered herbal medicines in India. The pluralistic Indian healthcare system also has two multivolume national pharmacopoeias Ayurvedic and Unani. The essential drug lists for different traditional medicine systems in India include 315 Ayurvedic, 244 Unani and 98 Siddha herbal medicines. Moreover, by now, the annual turnover of Indian herbal industry has crossed Rs. 80 Billion. Essentially, herbalism is one of the core disciplines of traditional medicine practice. Herbalists use extracts from different parts of plants, such as the roots or leaves but unlike pharmaceutical medicine, do not isolate particular "phytochemical" which is although more easily quantifiable in terms of dosage. Herbalists often argue that the phytochemicals in herbs are in a "balanced state of interaction to enhance the therapeutic effects and dilute toxicity and a single ingredient may contribute to multiple sideeffects". ing uses of herbal medicines in the Ayurveda, Unani and Siddha systems of India demonstrate their safe human use. Moreover, many pharmaceuticals that are currently available have a long history of use as traditional herbal remedies. Worldwide, at least, 7,000 medical compounds in the modern drugs are derived from plants. Even today, over 50% of the world's population relies on folk medicine practices as a part of primary health care. Certainly, this compulsive usage is due to the inability of prohibitively expensive pharmaceuticals to break the traditional barrier. However, the rejection of synthetic or biomedical products has become a growing trend in the developed world, which endorsed for a rise in the demand for natural medicines. This reverse trend can be viewed as common awareness of the repercussions of cosmetic growth-centric lifestyle. Now, people seek to buy lotions with Aloe Vera, tea with lemon and even detergents are also being infused with herbal elements. Is not it yet another avatar of consumerism with burgeoning herbal or green tags? The indigenous medicine, although distinguishable, often co-exists with institutionalized systems like Ayurveda. Both Homeopathic and Ayurveda schools of medicine have already become an integral part of India's public health system. National regulation of herbal medicine began in 1940 itself with the publication of the Drugs and Cosmetics Act. The National Medicinal Plants Board was established in 2000. The Department of Indian Systems of Medicine and Homoeopathy created in 1995 has been renamed as Department of AYUSH (Ayurveda, Yoga, Naturopathy, Unani, Siddha and Homoeopathy) in May 2014. These holistic medicine systems view human decease or disorder as a resultant of disharmony in the mind-body-spirit constitution. It may be debatable whether the relationship between body and mind is metaphysical or

anatomical. However, certainly, this kind of system signifies the burden of lifestyle and livelihood on human body and mind. The human body as a biological entity can be diagnosed to a considerable accuracy for any anatomical disharmony. The ingredients of Ayurvedic medicines react to balance Vata, Pitta or Kapha. In homeopathy, the constitutional approach to human body as a whole treats the body not disease. It is argued that the scientific evidence of effectiveness of these holistic medicinal practices cannot be evaluated in a prevailing competitive consumerist lifestyle. Therefore, these prevention oriented healthcare may not be applicable for critical health conditions needing immediate attention, but certainly for shaping a healthy lifestyle. The ensuing unsustainable lifestyle is due to disparities of consumption patterns and lack of sufficiency imperative. This puts unbearable pressure on natural resources and imposes negative impacts on environment, society, economy and health. A nature and community based lifestyle is always sustainable, healthier and more secure. The concurrent socio-economical imbalance causes under-nutrition due to abject poverty on the one hand and stressful corporate life on the other. The round-the-clock work pattern has definite health hazards. In essence, the disharmony in human anatomy is a miniaturised reproduction of ecological imbalance. Beyond the obvious consumerist trend, the holistic and preventive medicinal practices are futuristic towards a sustainable livelihood which can enhance healthy work-life balance and promote wellbeing. 'Sikkim's cardamom exports to be boosted by organic tag' Kalpetta, Jan 28: The global demand for large cardamom grown in India is expected to rise with Sikkim, which produces a chunk of this highly-valued spice, being declared an organic-farming state, according to Spices Board. "Organicallygrown large cardamom may be priced higher than its fertiliser-fed counterpart but the former has burgeoning premiumclass consumers abroad whose number are increasing of late," said A. Jayathilak, Chairman, Spices Board. "Discerning users are willing to pay the extra money," Mr. Jaythilak emphasised. He said organically-raised large cardamom was another initiative under the

present government's Make in India mission which aims to make the country a global hub of indigenously-developed products. India exported 665 tonnes of large cardamom in 2014-15. In the first half of the current fiscal, the powerful flavouring spice, endemic to a certain section of the Himalayan terrain, has earned the country Rs. 2,011.50 lakh in the international market, statistics show. Sikkim, which grows large cardamom in 17,000 hectares of land, produces 4,000 metric tonnes (90 per cent of the country's production) of the spice annually. Bid for import of 5,000 tn tur dal invited by MMTC New Delhi, Jan 28: Amid production concerns due to back-to-back drought, the government has issued a tender for importing 5,000 tonnes of pigeon peas (tur) to boost domestic supply and control prices. This is the second tender floated by state-owned MMTC this month. The earlier one was for import of a similar quantity of tur for delivery in February-March. Fearing a flare up in pulses prices again in 2016 due to little improvement in domestic output, the government has directed MMTC to import more pulses to improve supply and check price rise. The prices of pulses are already ruling high at around Rs 180 per kg. As per the tender document, MMTC has invited global bids for import of 5,000 tonnes of pigeon peas of the latest crop from Myanmar, Malawi, Mozambique or any other origin. Both technical and price bids should be submitted by February 10 and tenders will remain valid till February 16. MMTC said bids should be for a minimum quantity of 2,500 tonnes and the ship-

Mr.Elstoft, who joined Mr.Farmer to launch the run from Kanyakumari on January 26, extended his thanks to the govern-

ments of the 12 states that were hosting the former MP on his journey across India. He will also run through the states of Gujarat, Rajasthan, Uttar Pradesh, Delhi, Haryana and Punjab before finally reaching Jammu and Kashmir.
