WASE pleads DC to cancel the license of violating Wine shops Maksam Tayeng Pasighat, Apr 1

While continuing their effort to fight against social evils of the society, the Women Against Social Evils (WASE) has lodged a complaint at DC’s office today seeking administration’s strong step against a violator of Wine shop which didn’t maintain the dry day on end of the month. Speaking on the sideline of the complaint to district administration, Joya Tasung Moyong, Secretary, WASE informed this correspondent today that, DM Wine shop at main market here was caught red handed selling IMFL to a customer during the dry day on 31st March last evening at

nd

around 6 pm which was a complete violation of government order of dry day on every end of the month. “The wine shopkeeper was seen taking out another Black Dog brand IMFL which was meant for a customer and subsequently we have lodged a serious complaint at DC’s office today and madam Khosla has assured to take appropriate action against the wine shop”, added secretary WASE. It is worth quoting here that, at many a times, several wine shops has been observed of doing businesses even on dry days and even doesn’t maintain the time table as fixed. One of the over drunk and accidental cases related to drunk driv-

ing is the easy availability of wines/IMFL even after fix time. The sticking on order while maintaining timing as fixed from morning to evening would have saved many accidental cases as many a youth has been heard of or seen of buying more wines from those wine shops or small shops (which makes wine available anytime) after consuming limited purchase from wine shop. The timely action on violators of order would be exemplary steps from the part of district administration and more NGOs working on such issues voluntarily need to be encouraged from the part of state government as it takes lot of sacrifices and pains which often involves life risk.

Continuing its’ tirade against controversial BJP candidate for Margherita LAC Bhaskar Sarma, the Ulfa (I) today once again appealed towards the voters of the constituency to stand united against the political conspiracy hatched by some politicians to transform Sarma into a public leader. Do not sell your self esteem and prestige of being a true Assamese for a few rupees, the

Bhaskar Sarma

outfit stated in a press release signed by Capt. Arunudoy Asom, the assistant publicity and information secretary which was e-mailed to ‘The Eastern Today’.

Distancing itself from the ongoing election process, the outfit also stated that it has nothing to say even if ‘somebody very insignificant’ becomes the MLA of Margherita.

Terming Sarma to be the military chief of the secret killers, the outfit appealed to the people of the constituency and Assam to recall the violent days during which these secret killers indiscriminately killed several Assamese youths without any provocation or intent.

“It is highly objectionable and a matter of shame that some people are trying to make Bhaskar Sarma the MLA of Margherita”, the statement said. Contd. on Page 3

April is World Autism Awareness Day

“Autism and the 2030 Agenda: Inclusion and Neurodiversity” Ranjan K Baruah We are fortunate that we could read this article nicely but there are many who might have problem in reading. There are child and people with special need. I still remember a song from a movie which was made in 90s, named as 'Anjali', this movie showed a disability. Similarly there are many other films made on focusing disability. One of the term which comes to our mind when we think of disability or special child is autism. It is a lifelong

neurological condition, a developmental disorder that typically occurs in the first three years of life. It appears as differences in development in three main areas: communication (verbal and nonverbal), social interactions and imagination, which can be seen in repetitive and restricted play or leisure activities. It is known as a 'spectrum disorder' because the severity of symptoms can range from a mild learning and social disability, to more complex needs with multiple difficulties and often very unusual behaviour. Autism results in qualitative impairments. This means that in a person with autism, skills are present (not absent) but do not develop age appropriately. Therefore different skills develop at a different pace in different people with autism. It is the third most common developmental disorder,

more common than Down's syndrome. The term Autism Spectrum refers to a range of characteristics. Appropriate support, accommodation and acceptance of this neurological variation allow those on the Spectrum to enjoy equal opportunity, and full and effective participation in society. The United Nations General Assembly unanimously declared 2 April as World Autism Awareness Day (A/RES/62/139) to highlight the need to help improve the quality of life of those with autism so they can lead full and meaningful lives as an integral part of society. Autism and other forms of disability are part of the human experience that contributes to human diversity. As such, the United Nations has emphasized the need to mainstream disability in the Organization's development

agenda. In September 2015, the UN General Assembly adopted the ambitious new 2030 Agenda for Sustainable Development, which includes 17 Sustainable Development Goals (SDGs) and 169 targets that promise to leave no one behind. While all SDGs are universally applicable, disability and persons with disabilities are explicitly referenced in the following goals: 4) Quality Education; 8) Decent Work and Economic Growth; 10) Reduced Inequalities; 11) Sustainable Cities and Communities; and 17) Partnerships for the Goals. This year's observance of Autism Day is to look ahead to 2030 and reflect on the new SDGs and their implications for improving the lives of people with autism. This year's theme is "Autism and the 2030 Agenda: Inclusion and Neurodiversity"

Ban Ki-moon, SecretaryGeneral of UN on his messages said that "I have seen the dynamism and commitment of persons with autism. Earlier this year, I was honoured to engage in a dialogue with one such young man at United Nations Headquarters in New York. I was especially impressed by his innovative approach to the issue of how we can reach the SDGs." He also said that 'The transition to adulthood is especially sensitive. As a strong advocate of mobilizing the world's youth to contribute to our collective future, I call for societies to invest more funds in enabling young persons with autism to be part of their generation's historic push for progress." "This year marks the 10th anniversary of the United Nations Convention on the Rights of Persons with Disabilities. On this

World Autism Awareness Day, I call for advancing the rights of individuals with autism and ensuring their full participation and inclusion as valued members of our diverse human family who can contribute to a future of dignity and opportunity for all", he added on his message . The rate of autism in all regions of the world is high and the lack of understanding has a tremendous impact on the individuals, their families and communities. The stigmatization and discrimination associated with neurological differences remain substantial obstacles to diagnosis and therapies, an issue that must be addressed by both public policy-makers in developing nations, as well as donor countries. More awareness is needed so that this issue can be addresses and people can be helped. As

movies are powerful tool for change hence some movies were made related to this issue. In 2005, the film Main Aisa Hi Hoon, the Indian remake of I Am Sam, explicitly used the word autism. 'Barfi' was released in 2012, which had a character with autism as the female lead. This movie is probably the first Indian movie that dealt with an autistic character with reasonably high support needs in the lead. There are different roles and responsibilities of governments, civil society organisations, media and others to work towards inclusion. Together we can make an inclusive society and bring positive change and let us take part in the transformation process. Election Campaign gearing up in Golaghat ET Correspondent Golaghat, Apr 1: Three days to go for Assembly Elections and the campaign by different political parties in the town areas in Golaghat has picked up in the last two days. The political parties and their candidates who are in the fray are trying to attract the 175129 voters in Golaghat. Local MLA of Golaghat Ajanta Neog who is the candidate for Congress in the election is seen attending meeting and addressing the local people. According to poll analysts, Neog, who was also the state PWD minister has a fair chance of winning for the work which she has done for the Golaghatians in her tenure.

During interaction with this correspondent, voters in both the constituency although opined that there is need for change, yet a majority of them also stated that they were more-o-less satisfied with the work done by the Congress government and therefore, they want the party to form the government again in the state. It might be mentioned that there are 7 candidates for the Sonari LAC; however, during the campaign

Tapan K. Gogoi period it has been evident that the fight has narrowed down to Congress stalwart and state education minister Sarat Borkotoky and BJP’s Tapan Kumar Gogoi, who was the former general secretary of the influential All Assam Student’s Union. Borkotoky, a five times MLA from Sonari tried to explain what he had done and achieved on behalf of the people of the constituency during his tenure and

Sarat Borkotoky also highlighted what problems the people are likely to face if BJP comes to power in the state. Baring state PCC President Anjan Dutta, MP Gaurav Gogoi and state parliamentary secretary Rekibuddin Ahmed, there was no star campaigner for the seasoned politician during his campaign period. On the other hand, it was seen that the BJP candidate Tapan Kumar Gogoi went for much more costly cam-

paign during which star campaigners from the party like national President Amit Shah, state President and the party’s chief ministerial candidate Sarbananda Sonowal, union minister Dharmendra Pradhan, MP Kamakhaya Prasad Tasa, senior leader Himanta Biswa Sarma took the ground. During the campaign, the property list of Tapan Kumar Gogoi and the discontent between Sarat Borkotoky and the ATTSA became point of discussion. On the other hand, there are 12 candidates in the fray for the Mahmara LAC. The ruling Congress party in a surprise move dropped its three times MLA Sarat Saikia and gave the party ticket to a youth candidate Suruj Dehingia. On the other hand, as the pre-poll alliance between BJP and

the AGP, the seat was allotted to the BJP, however, due to strong opposition from the AGP, it was decided later that both the parties will have a friendly fight for the constituency. Accordingly, Jogen Mohan, the President of the Sivasagar district committee of the BJP and former state minister and senior AGP leader Hiranya Konwar were given tickets from their respective parties. Therefore, the fight has now zeroed down to these three Ahom candidates where the community is the deciding factor. It is being assessed that, particularly, after Sarat Saikia switched over to the BJP recently, if the BJP-AGP alliance had fielded a strong candidate the combination candidate might have won. Since this did not take place, the picture remained unclear.

LDP chief opts ‘Kejriwal style’ for election campaign workers branded a dance troop called ‘dance for democracy’ during the Delhi Assembly Elections last year. I liked it and hence in this election we are also using the same.”

Jorhat, April 1 (ANI): Nearing the date of assembly election in Assam, different political parties have launched aggressive campaigns to reach out to maximum voters. Newspaper, TV, Radio and poster banners are flooded with campaign advertisements as they are conventional method of election campaign. However, a unique idea of campaign has been opted by former BJP national executive member Pradyut Bora who has now formed his own party in Assam namely Liberal Democratic Party (LDP).

The LDP chief said, “I was very surprised when I saw Kejriwal's AAM Aadmi party

When asked as to what had forced him to opt this idea, Bora said that his party is a new party and can’t afford the conventional method of campaign and hence he wants to use the guerrilla tactics. “We are a new party. We don't have money like the Congress and the BJP. So this is guerrilla warfare. What BJP, Congress is doing is conventional warfare. They are bombarding everywhere with advertisement. We are ambushing their bombarding by the Guerilla warfare,” he added.

Congress Rally at Haflong etc. along with Mahila Congress, Seva Dol etc. INC Leaders Like Hamjanan Langthasa, Ngamrothang Hmar, M. Rahman, Debojeet Thaosen, and others while lambasting on BJP leadership in the district and also

in the centre said BJP was expert in spreading false promises, no respect for the party leaders, and above all the BJP was always in favour of rich people and industrialists not for the poor people of the country. They have expressed their confi-

dence on winning the election with massive support from the people. They also mentioned three months ruling of NCHAC by the so called BJP who could hardly ruled the council only for three months. They further said whatever development was done in the district of Dima Hasao was done by the leaders of INC only like Sri G C Langthasa who also sacrificed a lot for the people of Dima Hasao. During last 58 years Sri Langthasa has been giving leadership for the people of Dima Hasao as a congressman. Perhaps he could be the longest serving congressman, who always was the veteran congressman, this time his youngest son Nirmal

Langthasa has been given chance to give leadership for the people of Dima Hasao as a congressman, therefore they hoped that all the people from every walks of life would extend their support to Niramal Langthasa wholeheartedly. They also pointed out that this time there were four candidates from parties like INC, BJP, HSDC and AIUDF among those BJP and HSDC candidates are retired persons raising question if they were really to serve the people then why they waited till their retirement? They could have joined the politics even before the retirement, this proved how they could serve the people.

NEHU students oppose HASA for teachers Shillong, April 1: The North Eastern Hill University Students' Union (NEHUSU) has opposed implementation of the Hill Areas Special Allowance (HASA) for the staff of NEHU, stating that there is fund cut for the infrastructure development at the cost of providing HASA to the teachers. Addressing a news conference on Thursday, NEHUSU adviser Pynkmenlang Sanmiet said HASA which was implemented since 1995 has affected the infrastructure development of the University. It was through an ordinance approved by the President of India, who is the Visitor to the University, that HASA was implemented in 1995. HASA is the additional amount paid to the staff at the rate of 12 per cent of the basic pay.

As per NEHUSU, though the Centre had withdrawn HASA in 2009, NEHU is continuing with it through the ordinance. The NEHUSU adviser wanted to know how the staff can avail HASA at a time when they are paid 12.5 per cent of the basic pay as special duty allowance (SDA) as per the Sixth Pay Commission. According to NEHUSU, while the teachers avail HASA, the infrastructure development is affected at NEHU as there is cut in funds to pay HASA to the teachers. There is delay in providing better hostel facilities for students on the part of NEHU and moreover, Rs 2 crore meant for infrastructural development in the University was withheld during 2013-14. NEHUSU pointed out that withholding of grants out of

North Eastern Hill University the approved non- plan budget of 2013-14 was to the tune of Rs 11.13 crore. This led to a closing nega-

tive (deficit) balance of Rs 3.09 crore on March 31, 2014. Subsequent year's withholding of Rs 10.04 crore led to

closing negative balance of Rs 4.69 crore on March 31, 2015 and for 2015-16, the withholding of grant went by a quantum jump of Rs 41.82 crore, NEHUSU pointed out. With the trend of withholding of grants, the financial health of University is badly affected, NEHUSU added. Earlier, the students demanded better buses for conveyance of the students, adequate internet and library facilities and proper sports infrastructure like cricket ground, swimming pools and other extracurricular facilities that will contribute to the student's overall development. The NEHUSU had taken up these issues including the need to stop HASA with Union HRD Minister Smriti Zubin Irani during her visit to the University on March 29. (Agencies)

Adivasi Mukti Sangram Samity of Assam urged the Adivashis no to cast their votes to BJP. Shambhu Boro Tezpur, Apr 1: One of the frontline Adivashi organizations of the state Adivasi Mukti Sangram Samity of Assam just ahead of the Assembly Poll 2016 urged the voters of the Adivashi community not to cast their vote to the BJP to register strong protest against BJP government's alleged failure to deliver their commitment of fulfilling certain major demands including giving ST status to the community before the assembly elec-

tion in the state. In a press release Biswajit Minj, General Secretary, AMSS (Assam) strongly criticizing the Minister for Tribal affairs, Juel Oranm as well as the government of India said that the BJP government that has already completed two years at the centre but due to their indifferent attitude the Adivashi issues are not properly addressed till date. "The different political parties have been campaigning in a high pitch to woo the voters' support engaging

star campaigners presenting a picture of forming of government in Dispur. The vision document of BJP has neglected the Adivasi people living in the Tea Garden areas as it has failed to provide a clear picture of vision for the upholding their basic amenities." He alleged adding Adivashis living in most of the tea garden areas are in a deteriorated condition and the labourers do not get adequate wage and the facilities for health and hygiene. "In the vision document of

the saffron party has not included the implementation of education system in the garden. So state BJP should make clear their stand in this regard what agendas they are preparing for the development of the Adivashis living in Assam if they come to power in Assam. With the same context we the AMSS strongly condemn the minister for tribal affairs, government of India Juel Oram as for many a time he has committed to fulfill the demands of the Adivashis, but proving it a falls one has not

done anything for the Adivashis." He reiterated. He also said that the congress government in Assam ruled for long 15 years but they too couldn't address the Adivashi issues. "The demand of ST status to the community is yet to be fulfilled, both Congress and BJP commit to fulfil the same demand but in practical they do nothing, so we appeal the Adivshis to give a lesson to these parties who have been cheating the Adivashis over the years." He said in the release.

gitimate right. Sate chief minister, Tarun Gogoi who was also present in the election rally vehemently criticizing the BJPAGP-BPF alliance force said that they are confident of wining the election and come to the power for the fourth time. Attacking Modi, Tarun Gogoi further said that Modi and Baddaruddin Ajamal are the two sides of a same coin. "Modi government has money for doing good for the Ganga, but it has no any agenda for Brahmaputra." He said. Among others the election rally was attended by AICC, Secretary PC Joishi, Rajya Sabha MP, Ripun Bora, Tanka Bahadur Rai, APCC, President, Anjan Dutta, and NSUI President, Mrinal Hazarika.

Tough fight on cards between AGP and Congress at Bokakhat Bijoy Handique Kaziranga, April 1: Campaigning at 93-Bokakhat Assembly Constituency under Golaghat district is going tougher as barely two days left for poll of the First Phase Assembly Poll - 2016. Altogether six candidates are in fray, but it's going to be a straight fight between the Congress and the AGP. Sitting congress MLA Arun Phukan and AGP president Atul Bora both are scoring neck to neck fight. "Narendra Modi is a top liar, BJP is releasing false planted exit poll results by a private agency, which is misleading the people of Assam" alleged Arun Phukan, the Congress candidate from 93-Bokakhat Assembly. On the other hand Narendra Modi who campaigned on March 26 had left some waves for the AGP-party. 'All rhinos will be saved automatically', 'Rhinos will be saved without any goli or guns', 'all poachers will be caught right your hands', are some big waves that Modi left for the people of Bokakhat and Kaziranga. "It was during the congress rule in last two terms, maximum rhinos have been killed by poachers, where Narendra Modi had assured to save rhino socially at Kaziranga which is one of the most burning issue for Kaziranga, so majority of people here is likely to press for the AGP-BJP" said Polash Baruah, a young business man who owns a resort at Bokakhat. Atul Bora is the president of AGP and will be a cabinet minister if Sarbananda Sonowal becomes the chief minister. The people of Bokakhat expect much from Atul Bora than Arun Phukan, the congress party candidate. But the sitting MLA from the congress party has been taking the driver's seat at developmental works basically, at the grass root levels for constructions of roads and bridges and even anti-erosion drive, as they did during the congress government tenure when UPA government was at the centre. Congress candidate Arun Phukan is likely to be backed by Krishak Mukti Sangram Samati (KMSS) voters which is said to be a group - B team of the congress which likely to plays a deciding factor for win between the two heavy weights.

NHRC raps states for laid-back attitude in rehabilitation of rescued bonded child labourers New Delhi, April 1 : The National Human Rights Commission has taken it very seriously that six states have adopted 'lackadaisical attitude' in the rehabilitation of 740 bonded child labourers rescued from various parts of Rajasthan during March, 2013 to July, 2014. These states include, Rajasthan, Bihar, Jharkhand, West Bengal, Uttar Pradesh and NCT of Delhi. Notices have been issued for specific actions to the concerned authorities in all the six states with directions to submit action taken reports within eight weeks without fail. During the course of enquiry, the commission found that 740 child labourers were rescued. They included maximum 610 from Bihar and the

rest 130 from Jharkhand, West Bengal, Uttar Pradesh, Delhi and Rajasthan. But Release Certificates were issued for only 456 children from Bihar. However, they were not given copies of the Release Certificates by the concerned authorities in Rajasthan. Release Certificates for 284 rescued bonded child labourers were yet to be issued, which are essential to start their rehabilitation process in their respective States by the concerned district administration. Justice D. Murugesan, Member, NHRC has observed that no heed seems to have been paid to the miseries of the children. Locals in Gaya cash in on water scarcity by selling holy water to devotees

Locals sells water to devotees at high prices in Bihar Gaya (Bihar), April. 1 : Hundreds of devotees in the historical city of Gaya are facing trouble in performing 'Pind Daan' ritual due to water scarcity in the region. The river Sukhi Falgu in Gaya, the major source of water in the area for holy rituals, has almost dried up due to the summer heat and lack of rains. Meanwhile, the locals are cashing in on the deficit by digging pits near the river to store its scant water and selling it to distressed devotees at high prices. "We are facing many difficulties due to the scarcity of water in the region. Religious visitors are being forced to buy water from the locals at high prices because they have to use that water for their rituals," complained a priest, Anuj Kumar Mishra. Devotees visit Gaya to perform Pind Daan for their ancestors, a ritual intended to free the Atma (spirit) of the dead from the cycle of birth and death, that is supposed to be performed on a specific day as per the

Hindu almanac. According to Hindu mythology, the holy water of the Sukhi Falgu river, when used for this ritual, allows the souls of the dead to rest in peace. However, performing Pind Daan is proving difficult for devotees in Gaya due to the unavailability of water from the Falgu. "The major problem is we are not getting water to perform the ritual. It is sad that we have to buy water even for this. The government should look into the matter and find a way to provide the necessary water to devotees," said a religious follower, Satybal Patiyal. It is during the period of Pitra Paksha (a 16-day period dedicated to ancestors) or on the day of Amavasya (new moon) that most people perform the 'Pind Daan', with the belief that departed souls will find peace. Gaya is among the most prominent places in India where devotees perform Pind Daan. (ANI)

Must drop notion that "his" terrorist is not "my" terrorist: PM Modi Washington D.C., Apr. 1 : Continuing his trend of taking a hard stand on terrorism in the international arena, Prime Minister Narendra Modi asserted that there could be no deterrence against nuclear terrorism without prevention and prosecution of acts of terrorism. Intervening on nuclear terrorism threat at the Nuclear Security Summit dinner at the White House hosted by US President Barack Obama, the Prime Minister called to focus on three contemporary features of terrorism. "First, today's terrorism uses extreme violence as theatre. Second, we are no longer looking for a man in a cave, but we are hunting for a terrorist in a city with a computer or a smart phone. Third, State actors working with nuclear traffickers and terrorists present the greatest risk," Ministry of External Affairs (MEA) official spokesperson Vikas Swarup quoted the Prime

Minister as saying. Lauding President Obama for putting the spotlight on Nuclear Security and for his service to the global community, Prime Minister Modi said that the deadly Brussels attack was the prime example of how real and immediate is the threat to nuclear security from terrorism. "Terror has evolved. Terrorists are using 21st century technology. But our responses are rooted in the past. Drop the notion that terrorism is someone else's problem and that "his" terrorist is not "my" terrorist. Nuclear security must remain an abiding national priority," he said. The Prime Minister added that the reach and supply chains of terrorism are global but the genuine cooperation between nation states is not. Emphasising on terrorism being globally networked, the Prime Minister called on all nations to endure Obama's legacy of abiding by international obliga-

Former Research and Analysis Wing (RAW) chief A.S. Dulat New Delhi, April 1 : Former Research and Analysis Wing (RAW) chief A.S. Dulat on Friday said Pakistan's claim of having arrested an Indian intelligence operative from Balochistan is implausible and fictitious. Daulat told ANI that it is impossible for a RAW agent to float around in Quetta so casually. "This gentlemen, according to our information and our narrative, quit the navy a couple of years back and is doing some business in Iran. How he landed in Pakistan only the Pakistanis would know. But it is unbelievable that an RAW spy will be floating around in

Balochistan where he was caught," Dulat said. "In all the years I have known RAW, I have never known of an officer going to Pakistan. The story is not plausible. So there is difference between the two narratives. What the real story is may never get known. Pakistan said that the man confessed. So it's like if I have anybody in my custody I can make him confess to anything because his life is under threat. Such type of confession means nothing," he added. Washington D.C., Apr. 1 : In a major disappointment for India, China collaborated with Pakistan to block New Delhi's proposal to ban Jaish-e-Mohammed chief Masood Azhar. Following the attack on the Indian Air Force Base in Pathankot killing seven Indian military personnel, India called on the United Nations for immediate action to list Azhar under the al-Qaida Sanctions Committee. According to sources, 14 out of 15 countries were willing to designate Azhar but China alone decided to go against all the others in the bid. China did not give any reason on their move in their written communication which just says that they want to put a hold on India's proposition. The US, UK and France had strongly supported the move and the other nations had also expressed their consent to proceed with the action on Azhar. But China, one of the five permanent members of the UN group with veto powers, collaborated with Pakistan to block the bid, sources add. China is now the only country that has stood up for Masood Azhar more than

once. Ahead of the Nuclear Summit 2016, India had expressed its desire to ensure that Azhar was proscribed by the UN. "As regards the attack by JeM, we assure you that we will pursue the cause for justice. It is not a cause that we will leave or have forgotten about. I can assure you that we are proceeding with our efforts to ensure that this organisation which is already proscribed by the UN also has its leaders proscribed and that is the primary effort right now," India's Permanent Representative to the UN, Syed Akbaruddin, told ANI. Meanwhile, Pakistan's Joint Investigating Team (JIT) that is probing the Pathankot attack reportedly told Indian officials that it is yet to find evidence to link Azhar to the terror attack. The Indian investigators had asked the JIT for the Jaish-e-Mohammed chief's voice samples but were told that Azhar's role in the incident is still being verified. India has in the past said Azhar and his brother Abdul Asghar Rauf were directly linked to the attack, which was planned at the jem.html">JeM headquarters in Bahawalpur. (ANI)

Our nuclear programme safer compared to India: Pakistan

China defends blocking Indias UN bid to ban JeM chief Azhar

Islamabad, April 1: Seeking to allay concerns about safety of its nuclear programme, Pakistan has asserted thatunlike India; it has never suffered an accident or breach of security. Amidst global concerns over the safety of its nuclear weapons, Pakistan's foreign secretary Aizaz Chaudhary said the impression that Islamabad's nuclear installations were insecure was baseless, Dawn online reported on Friday. "Pakistan's nuclear installations are not only secure but the world also acknowledges that they are," he said. Chaudhary, who is here to attend the Nuclear Security Summit hosted by US President Barack Obama, said the International Atomic Energy Agency has recorded 2,734 nuclear incidents worldwide, including five in India, but "not a single accident or breach happened in Pakistan, although our programme is 40 years old". The foreign secretary said it was wrong to describe Pakistan's short-range missiles or small nukes as battlefield or tactical weapons. "Pakistan has short-range and long-range missiles, and the purpose behind both is to deter aggression," he said, adding "we want to prevent war, to prevent the space Indians created for war" by building military installations close to the Pakistani border as part of their cold start doctrine, he added. "Calling them battlefield weapons creates a wrong perception. These are for deterrence, only and only for defence," Chaudhary said. "There is no cause for concern." Pakistan Prime Minister Nawaz Sharif was due to participate in the summit but he cancelled his visit in the backdrop of the deadly suicide attack at Gulshan-e-Iqbal Park in Lahore on March 27, in which at least 72 people, including 29 children, were killed and over 300 others injured. Chaudhary is now representing Pakistan at the Summit. The foreign secretary said Pakistan had installed radiation monitors at all sensitive facilities and planned to install more monitors at all 72 exit and entry points in the country. "India, on the other hand, has an ambitious nuclear programme, and an equally ambitious conventional weapons programme," he added. Chinese Foreign Ministry spokesman Hong Lei PTI Beijing, Apr 1 : China today defended its decision to once again block Indias bid at the UN to ban Jaish-e-Mohammad chief and mastermind of the Pathankot terror attack Masood Azhar, saying that it acts on such issues based on facts and rules in an "objective and

just manner". Asked about Chinas reported last minute move putting a technical hold on Indias submission which Indian officials say was armed with strong evidence of the JeMs terror activities and its role in the Pathankot attack, Chinese Foreign Ministry spokesman Hong Lei said

Nepal when it is most needed after the devastating earthquake that we witnessed in the holy land of Pashupatinath. "This attempt to summit Everest would be a step ahead in further strength-

here that China "supports UN playing a central and coordinating role in international cooperation against terrorism". "We always deal with the listing issue (banning militant groups and their leaders) under the UN Security Council committee established under resolution 1267 based on facts and relevant rules of procedures in an objective and just manner," he said. "The Chinese side has always been in communication with relevant parties on the listing issue," he said hinting that China is also in touch with India on the issue. This is not the first time China has blocked Indias bid to get Pakistan-based militant groups and leaders proscribed by the UN.

The UN had banned the JeM in 2001 but Indias efforts for a ban on Azhar after the 2008 Mumbai terror attack also did not fructify as China, one of the five permanent members of the UN group with veto powers, didnt allow the ban apparently at the behest of Pakistan again. Last July, China had similarly halted Indias move in the UN to take action against Pakistan for its release of Mumbai terror attack mastermind Zakiur-Rehman Lakhvi, saying that its stand was "based on facts and in the spirit of objectiveness and fairness" with Beijing again claiming at the time that it was in touch with New Delhi. Stating that China is opposed to all forms of terrorism, Hong said "China

has also taken active part in international counter terrorism corporation". To another question about Prime Minister Narendra Modi's comments at the Nuclear Security Summit in Washington yesterday that the world community should "drop the notion that terrorism is someone elses problem and that his terrorist is not my terrorist," Hong said "China opposes double standards on the issue of terrorism". "We believe that all parties should enhance communication in a bid to forge counter-terrorism synergy to work together with entire international community including India to jointly fight against the threat of terrorism and safeguard peace and stability of the region and beyond," he said.

Pathankot attack: No date yet for Indian probe team's visit to Pakistan, Kiren Rijiju says

Union minister Kiren Rijiju Islamabad, April 1: The meeting between Indian and Pakistani investigators has been "positive" and the Pakistani side "has not contradicted" India's findings in the Pathankot airbase attack probe, Union minister Kiren Rijiju said on Friday. He, however, said no date has been fixed for the visit of the Indian investigation team to the neighbouring country. "The meeting between Indian and Pakistani investigators is positive. They (Pakistani team) have not contradicted our findings," the minister of state for home told reporters here. Rijiju was replying to a question on the visit of a Pakistani joint investigation team (JIT) to India in the Pathankot terror case during which they recorded the statements of the witnesses.

"It all went well and satisfactorily. Our agencies have done whatever was necessary," he said. The Pakistani team was also handed over some more documents which included DNA report of the four terrorists killed in the 80-hour gun battle with security forces. Asked when an Indian team will visit Pakistan to probe the January 2 attack on the strategic airbase, Rijiju said no date has been fixed for the visit to the neighbouring country. Rijiju earlier had defended the decision to allow a Pakistani team to visit the IAF base to probe the terror strike saying no one should do politics on national security issues. Congress, Aam Aadmi Party and Shiv Sena had criticised the government for allowing the Pakistani team to visit the forward airbase in Punjab.

Myanmar army MPs slam bill to create Suu Kyi 'advisor' role Yangon, April 1: Myanmar military MPs today said a plan to bolster Aung San Suu Kyi's power with a special advisory role was unconstitutional, as the new civilian government tussled with the army just days after taking office. The Southeast Asian nation was dominated by the military for more than half a century until Wednesday when Suu Kyi and her pro-democracy party took power. The Nobel laureate, whose party secured a landslide election win in November, has vowed to rule the country despite a constitutional block on her becoming president. In a surprise early act of parliamentary business by the new government, Suu Kyi's party proposed a bill to grant her a special

"state counsellor" position. If passed it would give the 70-year-old a steering role over parliament, buttressed by the four ministerial posts she already holds in the new cabinet. In a sign of early turbulence between her party and the still hugely influential army, military MPs called the move unconstitutional in an upper house debate today that saw the bill pass its first legislative hurdle. Colonel Myint Swe raised fears the plan would place the "president and the advisor at the same level". "This is in opposition to the constitution. So I would like to suggest the bill be amended according to the constitution," he told lawmakers. Another army lawmaker, Colonel Hla Win Aung, also decried the naming of

Aung San Suu Kyi Suu Kyi in the bill and warned it could "destroy" the charter's balance of power between the legislature, executive and judiciary. The army is reserved a quarter of all parliamentary seats by a charter they scripted. The NLD's huge election

win gave it a sweeping majority in the legislature, so the bill passed a vote in the upper house, but still needs to be approved in the lower house and combined parliament. Suu Kyi is the head of the National League for Democracy party and the figurehead of its near 30-

year struggle to end military domination. She is barred from the presidency by a clause in the junta-drafted charter disqualifying those with foreign close relatives. Her late husband and two sons are British. She has pledged to rule through her longtime friend and confidante Htin Kyaw, who was sworn in as president Wednesday. But observers have raised concerns over how her novice government will tackle mammoth challenges in a nation scarred by decades of repressive and economically-destructive army rule. Suu Kyi is taking on a huge workload in the new administration, running the ministries of foreign affairs, education, energy and the president's office.

Nepal upset over EU-India joint statement on new Constitution Kathmandu, Apr. 1 : Nepal has expressed serious concern over the reference to its new Constitution that was made by the European Union and India in their joint statement issued after the 13th European Union-India Summit in Brussels. Nepal's Ministry of Foreign Affairs (MoFA) yesterday issued a statement, saying the joint statement has hurt the sentiments of the people of Nepal. "Against this backdrop, the EU-India Joint Statement not only hurts the sentiments of the people of Nepal but also defies the fundamental principle of non-interference in in-

MoFA statement as saying. The MoFA also said the joint statement has defied the fundamental principle

of non-interference in internal affairs of a country in breach of UN Charter and norms of international law. Nepal strongly pointed that the Constitution making and its promulgation were essentially internal matters of a country. The MoFA also said that Nepal promulgated the Constitution through a democratically elected Constituent Assembly and the Constitution has fully accommodated the aspirations of the people, adding that it has now moved ahead along the path of political stability and economic development.

The MoFA made it clear that promulgation of the Constitution formally concluded the nationallydriven peace process initiated in 2006 and institutionalised significant democratic gains, including federal and republican system. "The Government and people of Nepal are fully capable of resolving their issues themselves within the framework of the constitution," it added. The government urged all too fully respect the sovereign and democratic rights of the people of Nepal and refrain from making uncalled for statements. (ANI)

McDonald's to open 1,300 outlets in China Beijing, April 1: Fast food giant McDonald's has planned to open approximately 1,300 fast food restaurants in China over the next five years, CEO Steve Easterbrook announced. Easterbrook said that the firm wants to make China its second largest market worldwide, behind only the US, EFE news reported. Easterbrook said that the aim is to open some 250 restaurants this year, and to do that the firm will seek an investing partner to participate in broadening its franchise business in China, where McDonald's currently operates some

2,200 stores. The firm's expansion plans in China comes along with those of other multinationals such as coffee chain Starbucks, which plans to open some 500 coffee shops per year over the next five years in the Asian country, or sports retailer Adidas, which wants to open some 3,000 stores. Easterbrook also announced that given the rising interest among Chinese consumers in healthier food options, the company will include more items on its menus in China such as apple slices and whole wheat cupcakes.

Autism Awareness

You Campaign In Poetry, You Govern In Prose.

Autism and the 2030 Agenda: Inclusion and Neurodiversity Autism is a disorder of neural development characterized by impaired social interaction and communication, and by restricted and repetitive behavior. These signs all begin before a child is three years old. Not many beanysparks children with autism live independently after reaching adulthood, though some become successful. An autistic culture has developed, with some individuals seeking a cure and others believing autism should be accepted as a difference and not treated as a disorder. Autism and other forms of disability are part of the human experience that contributes to human diversity. As such, the United Nations has emphasized the need to mainstream disability in the Organization's development agenda. Mainstreaming disability requires an integral approach in the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres, so that inequality is not perpetuated. World Autism Awareness Day aims to increase people's awareness about people, especially children, with autism. The day often features educational events for teachers, health care workers and parents, as well as exhibitions showcasing work created by children with autism. Autism is a developmental disability that remains with a person for his or her whole life. This condition affects the brain's functions. The first signs usually appear before a child is three years old. People with autism often find social interaction difficult.Have problems with verbal and non-verbal communication. Demonstrate restrictive and repetitive behavior. Have a limited set of interests and activities. Autism affects girls and boys of all races and in all geographic regions and has a large impact on children, their families, communities and societies. The prevalence is currently rising in many countries around the world. Caring for and educating children and young people with this condition places challenges on health care, education and training programs. On November 1, 2007, the United Nations (UN) called for one day each year to be designated as World Autism Day. On December 18, 2007, the UN General Assembly designated April 2 as World Autism Awareness Day. It was first observed in 2008.

Collapsed Bridge IVRCL group claims 'Act Of God' Three months ago, West Bengal Chief Minister Mamata Banerjee visited the Burrabazar area in North Kolkata and promised that by March 2016, she would walk across the Vivekananda flyover on the day of its inauguration. But at least 21 people were killed and more than 60 injured as two parts of an under-construction 2.2-km-long Vivekananda Flyover collapsed in a congested market area in BurraBazar, north Kolkata. A 100-metre (330-ft) section came crashing down suddenly on a crowded street around lunchtime, crushing pedestrians, cars and other vehicles under huge concrete slabs and metal. The death toll is likely to increase as scores of people inside vehicles were trapped under the collapsed bridge. The flyover is located at the hub of the wholesale market for spices, garments and plastics, BurraBazar, and the livelihoods of thousands who reside in the area, are linked with the market. Hyderabad-based IVRCL group, which was contracted to build the flyover, called its collapse an "act of God". Its office has been sealed and a case has been registered against the company. The 2 km bridge has been under construction since 2009 and has missed several deadlines for completion. The company was given an 18-month deadline and a budget of nearly Rs. 165 crore to complete the project in 2009, but after seven years only about 60 percent of the work has been done. Chief Minister Mamata Banerjee said those responsible for the disaster would not be spared and blamed the previous Left government that had awarded the flyover contract in 2007. Officials report also suggests that the Left Front government had first come up with the idea of a flyover to decongest this choked Burrabazar stretch. Work began in 2007 but stopped two years later because of shortage of funds. From the beginning local residents were against the project because there was hardly a gap of a few feet between the flyover's flanks and the balconies of some buildings on the side. And according to government officials, the project was barely 80 per cent complete by November. It was only the Chief Minister's "intervention" that allowed work to start on a 150-metre stretch where work was held up for six years because of lack of permission from the Calcutta Port Trust to build piers for a ramp.

Indra Kr. Bhujel " An election is coming, Universal peace is declared, and the foxes have a sincere interest in prolonging the lives of the poultry." George Eliot. The first phase of election held after two days in most part of Assam, and never before was seen such hue and texture of the election campaign scenario. When it is do or die situation for Congress, for BJP too, the time is not so glorious and relaxing, nor any of the fringe parties and candidates whose future will be locked in the EVM machine on 4th of April. To the common voters, the dilemma is the ever existent one - To whom should vote? This question troubled the mind of the conscious voters in every election-- be it of the municipal Committee or that of the Town Committee. This time, it is more for the voters of Assam, as the political atmosphere here is changing so fast and unpredictably. It is really a situation between the devil and the sea. The party leaders and their pupils are doing everything that can be done best for the victory. The daily laborers are happy as they get around five hundred rupees everyday just by sitting in the party office or attaining the rally or the meetings, village and colonies turned into a festive mood as they have their frequent visitors from the different parties.

It is really the greatest festival of democracy. And it is sad to say that election is also the greatest festival of the liars, sycophants and the opportunists. Saying this doesn't relief us from our responsibility. After all, it is we who are to face the consequences of our choice. While AIUDF is busy in dividing people in the name of caste and religion, Congress busy in criticizing nothing and no one but Modi, BJP is doing no less than beating about the bush. I mention not the other parties as they are in the periphery in this battle field. It is really funny that the largest democracy of the world has been lacking constructive issues for election battle. The leaders instead of finding fault in their opposition parties should be talking about what they are supposed to do. They should show caste their manifesto and their plan for the next five years. Arguing what the existing Govt. has not done they are just finding a lame excuse to hide what they left undone. The fifteen years of rule of Congress has left so many works incomplete, and the ruling party at the centre kept so many promises unfulfilled. And interestingly, both are roaring loud enough what they will be doing in the next five years. AJP is no better than these two in any sense. This party has Assamese nationalist emotions attached with it. But it pains to say that they have insulted the feeling and the sentiment of the community the worst. AIUDF has full proof plan to keep the Muslim community in the dark era of superstition and illiteracy. No doubt Mr. Baddrudin Ajmal has opened and running so many schools, colleges and NGOs for the welfare of the people, but

The poverty of thought and intellectuality is clearly visible in the two news papers that are published from here. It news content is nothing but the reporting of the accidents of events, and articles and columns are nothing but the diarrhea of words and constipation of thoughts (I can't recall at this moment whose quote it was!). A few magazines publish occasionally who rarely get articles of importance and writers who are true and sincere. I myself have the experience of editing a Hindi magazine where materials of others writers were send claiming that of the senders, and interestingly, one of the writer is a reputed 'Writer' of the locality. In such an intellectually bankrupt place, how far we can believe that election held here will be fair enough, not a manipulated one? Yesterday my nephew attained a rally

and said me proudly that he earned five hundred rupees. I forgot to ask which party's rally it was. Any way it doesn't matter, as today he will be seen in the rally of another party! Bokajan have these following candidates who will be ruling the next five years if luck favours them. Dr. Numal Momin of BJP, Klengdoon Engti , the setting MLA and the Congress candidate, Jagat sing Engti of HSDC, Danial Momin of NPP Sanjay Kempra of Bharat Vikash Morcha and Bika Tokbi of Jan Congress. I have the personal experience of talking with a few of them. Everybody talk in the same tune. But as it is natural, being a writer, I will be obviously influenced by those who are well qualified, a good conversant and have intellectual gravity in their personality. Danial Momin is one of them. His party is a recent one in this sub Division,NPP, founded by late P.A Sangma. In a twenty to twenty five minutes talk, he was able

to explain his vision. The candidate seems hopeful in the sense that he has not criticize anybody in his talk like the others did, nor do he promises of his works, he only state what he and his party think for the betterment of the people, and what initiative he will be taking to materialize it. At this moment it will be unfair on my behalf to predict about his success, but candidate like him can assure us that change is coming in this land too. But as this article's title suggest, action and words may differ. I will not talk about Mr. Klindoon Engti or Mr. Numal Momin, the former inherit his post by the virtue of having political legacy and the later is an elite Doctor who resigned from his job well before his nomination was ensured. Now may be he was full decided to serve the people or may be, as rumor circled around, there was a setting.( The writer is a free lance columnist living at Bokajan. India to see hotter than normal summer in 2016: IMD The outlook has also warned of an increased probability of heat waves across the country during the summer as the prevailing El Nino weakens. The India Meteorological Department (IMD)'s first ever seasonal outlook for summer temperatures during the months of April to June 2016 has indicated a high probability of a hotter than normal summer. The national forecaster has predicted warmer than normal conditions in all the meteorological sub-divisions in the country with all the temperatures (maximum, minimum and mean) of most subdivisions from northwest India, Kerala from south India and Vidharbha from Central India likely to experience

temperatures above normal by at least 1 degree Celsius. The temperature forecast has further indicated that season averaged maximum temperatures in coastal Andhra Pradesh, Odisha, Assam & Meghalaya, sub-Himalayan west Bengal & Sikkim, and Nagaland, Manipur, Mizoram and Tripura (NMMT) shall be above normal by less than 0.5 degree Celsius while other subdivisions are likely to face an average maximum that is warmer by 0.5-1 degree Celsius. The season averaged minimum temperatures of sub-Himalayan west Bengal & Sikkim, and NMMT are also likely to be warmer than normal by under 0.5 degree Celsius while other sub-divisions are

likely to see a spike in their season averaged minimum temperatures by anywhere between 0.5 to 1 degree Celsius. The outlook has also warned of an increased probability of heat waves across the country during the summer as the pre-

vailing El Nino weakens. The outlook has specified a 76 per cent chance that maximum temperatures across the core heat wave zone of the country (comprising the states of Punjab, Himachal Pradesh, Uttarakhand, Delhi, Haryana,

Rajasthan, Uttar Pradesh, Gujarat, Madhya Pradesh, Chhattisgarh, Bihar, Jharkhand, West Bengal, Odisha and Telengana and parts of Maharashtra and coastal Andhra Pradesh) would be above normal, which is reflective of a high probability of moderate and severe heat waves across the country over the coming months. The outlook, akin to the monsoon forecasts, has been developed in collaboration with the Indian Institute of Tropical Meteorology (IITM), Pune using a climate prediction model with a spatial resolution of about 38 km and improved modules of model physics. QUOTE OF THE DAY Whenever you find yourself on the side of the majority, it is time to pause and reflect. the truth is as ugly as it should be, his institution is creating Muslims instead of citizens. Now let me talk about my home town Bokajan. As this is my native land and the place where I was born and brought up, I feel I should talk about the existing politics here. My readers should excuse me in concentrating my article to Bokajan, but I don't feel that problems that exist here is in any way less prominent than that exist elsewhere. In Karbi Anglong, Bokajan has been occupying an important position. It is often regarded as the industrial city due to the presence of Cement Corporation of India (CCI). This is the sub Division that pays the highest revenue to the council yet this constituency is being neglected the most. Intentionally the place has been kept away from the new era of development. What development is seen here is all due to the private sectors and the individual efforts. To boast off, we have our own News channel name KACOM, we have also two local news papers namely NIRIKHON and KACOM BARTA. Here in Bokajan we have three degree colleges and a numbers of Higher secondary and High schools. It will be not wrong to claim that if the literacy rate of Karbi Anglong is more than 74% today, then this credit goes to the schools and the colleges of Bokajan. Having said that, Bokajan still remain backward intellectually, socially and politically. It has not the pre-requisite element of the society that makes her intelligent and developed. It is still waiting for a good public library, a recreational park and a yearly conduction of book fair.( We have Bihu functions

Mehdi Alam Borah an Assam Congress leader joins BJP (Photo: hindi.newsroompost)

Sir, History shows us, it is dangerous to be too honest. A very hard-working, honest leader from upper Assam has been languishing in the congress. One who could not make one self conversant with the diplomacy of the congress, one who was not found to be competent for a partyticket in successive assembly elections in Assam despite his immaculate loyalty to the party, his eloquence, we remain appalled to note that there is no room for such person in the congress who has selfrespect. His only fault is, he is an indigenous Muslim. These people always receive step-motherly treatment in Assam by the congress. In tune with the oft-repeated complaint, we also feel that Mehdi Alam Borah, who is often seen addressing Press-conferences as a spokesman of the congress from the 'Rajib Bhawan' took a judicious decision

by joining the BJP. An odd looking discrimination has always been seen being meted out by the congress to the indigenous Muslims. On the contrary, the party is seen spreading red-carpet to the Muslims of the Bangladesh origin. The BJP ought to be cautious in not maintaining complacence, to refrain from discrimination and to accommodate the honest leaders suitably. The BJP already incurs displeasure with many people by offering party-tickets to some tainted leaders. Relinquishing of the congress by a leader of the stature of Mehdi Alam Borah reminds us a famous saying "you may fool some persons for sometime, but you cannot fool all the persons for all the time". In a year which saw a rich bevy of brilliant Indian independent cinema such as 'Killa', 'Titli', 'Asha Jaoar Majhe', 'Kaaka Muttaai', it's sad to see the favour of yet another award show shift towards populist lines, and ignoring these legitimately award-deserving filmsthat too, an award ceremony which has a history of honouring lesserknown yet critically acclaimed films. What Went Wrong That the usual Bollywood award ceremonies (Filmfare, Stardust and so on) thrive on lip service and populism is a sentiment that nearly all of us expressed only a month ago, when films like 'Talvar' and actors like Irrfan Khan, Vicky Kaushal and Richa Chaddha were universally snubbed. Bollywood films aren't essentially bad films. I loved 'Piku', and even 'Tanu Weds Manu Returns'to some extent (I feel ambivalent about the others), but were Amitabh Bachchan and Kangana Ranaut's performances really the best that we saw across all the Indian films (remember the treasure trove that is regional cinema) which released last year? Was there really no film better than 'Baahubali' across the numerous regional film industries of our country last year? I find this hard to believe, with stunning (and much more powerful performances) we saw this

These were all career-defining performances which deserved recognition, and really, if any of this year's bigticket winners had received their respective awards because of similar career-defining performances, I would have rejoiced again. But they didn't. Barring 'Dum Laga Ke Haisha', a brilliant reflection on how patriarchy functions in small-town

India, which won the 'Best Hindi Film' award, and Juhi Chaturvedi's screenplay for 'Piku' which finally gave us a well-rounded, stereotypefree Bollywood female protagonist; the other mainstream films which were recognized were not subversive or revolutionary or even as emotionally complex (maybe Bajirao, but even that seems overdone), and often pandering to certain harmful tropes that have been perpetuated in Indian cinema time and again. What Really Is 'Mainstream'? It's true that the categories are steadily blurring, and 'Piku' itself is a wonderful example of that happening-it being a brilliant film of a modest budget and popular appeal. Even films like 'Badlapur', 'NH10', and 'Baby' were gritty, noholds-barred films with popular actors, and defied nearly every common Hindi film trope which exists, and surprisingly, they did well at the box office. It's good to see that budget-backed films like these are thinking out of the box, exploring themes that are usually taboo in mainstream cinema, and still becoming successful ('Kapoor And Sons' is another recent example). The National Awards are free to award mainstream cinema, and in fact, when it recognizes mainstream cinema which is actually deserving, it becomes a testament to Bollywood's maturity. But that's not what happened this year, and that's exactly what's upsetting me. Yes, I want to see braver mainstream films (which could go on to win National Awards), but I also want to see independent cinema rewarded. Either, you blur the line between mainstream and indie or regional cinema completely, or you give equal recognition to both parties. Since we have a long way to go till the former happens, let's at least make sure the latter does? Courtesy: youthkiawaaz

again. This time though, I did not have to be like them, but be what they like! It's like a tournament. Each and every moment you would be judged by how good you look, which guy you like and most importantly which one of them likes you.

After all these years of playing with them, now all of a sudden you had to play for them. It used to be a competition for who could get away from mom without taking showers for days, and now suddenly you judge me by how well I dress up to be likeable enough? Hell, you would never like someone after you knew they don't shower for weeks! You would not even want to sit beside them the next day! What now? You want me to have girlfriends? Mingle with the ones whom, years earlier you said weren't my type? What do you want next? Graduate from school, and be married off? Well no matter what puberty did, my age and maturity gave me the ability to think by myself - a luxury that some people missed. The concepts were very

clear now. To survive, I needed food, water, clothes and shelter. The type of food I eat or the clothes I wear are completely my choices. I have enough faith in me that I am not going to let myself starve to death, neither will I marry to feed myself. Yes, I need people around me to survive but, then again that is something I decide. I was a girl 20 years ago, and I will be one forever. No matter what happens, nothing can change that. I can do whatever any other person can. It's only a matter of individual choice. A simple rule of physics states that substance should have matter to make an impact, and what people think doesn't fall into that category. One of my simple rules says: "Things become only as complicated as we want them to be." Courtesy:youthkiawaaz

Book Review: A Long Dream of Home- The persecution, exodus and exile of Kashmiri Pandits Commemorating 25 years since Kashmiri Pandits were hounded out of their homes, A Long Dream is a significant testimony of a community ignored by many state and central governments, says Prerna Raturi Book : A Long Dream of Home: The persecution, exile and exodus of Kashmiri Pandits Author: Siddhartha Gigoo and Varad Sharma Publisher: Bloomsbury India Pages: 352 Rs: 372 These stories needed to be told. And they also need to be heard. But the exodus and exile of half-amillion Kashmiri Pandits from the Kashmir valley has become just a subplot in the chequered history of the land. Twenty-five years since January 19, 1990, when thousands of Kashmiri Pandits started leaving their homes fearing persecution and death amid anti-India and antiPandit threats, and this subplot gets dimmer. Their ancestral orchards and homes lie abandoned, while they live in misery in rehabilitation camps in Jammu, or have relocated to the hot plains of India, trying to eke out a living even as they dream of their lost homeland. It's against this backdrop that A Long Dream of Home, a collection of memoirs of Kashmiri Pandits, was published to commemorate 25 years since they were hounded out of their homes. Edited by Siddhartha Gigoo and Varad Sharma, it is one of the few documentation exercises carried out to tell the story of Kashmiri Pandits, the ethnic minority of the region. A significant testimony of a community that has been ignored by many state and central governments, the book features haunting memoirs of three generations of Pandits and is divided into four sections. Part I: Nights of Terrorfeatures narratives of what Pandits witnessed and faced in Kashmir from 1989 to 1991. Part II: Summers of Exile has Pandits talking about

how they have struggled to survive during the past 25 years. Part III: Days of Parting is about the horrific events and circumstances leading to the mass exodus of Pandits from Kashmir. Part IV: Seasons of Longing reveals the desire of the Pandits to return to their homes. The book also contains heartbreaking pictures of abandoned houses and ruins of the temples of Pandits in Kashmir, along with the dismal living con-

The contributors to the memoirs come from all walks of life and age groups. People such as Sushant Dhar, who was one-and-a-half-years when his family left Kashmir, Vaishali Dhar, who lives in the migrant camps for Kashmiri Pandits at Muthi in Jammu, and Prithvi Nath Kabu, born in 1934, who worked as a teacher in Kashmir and also lives in Muthi. people who have lost a way of life. As Gigoo puts it in his essay Season of Ashes and describes how his grandfather was never the same after leaving Kashmir, "The first shock he experienced was when he crossed the Jawahar Tunnel, in Banihal. He was in a truck with his family, leaving Kashmir for Jammu in 1991. When the truck exited the three-kilometer long tunnel, the entire landscape had changed. Something changed in him that day. And the tunnel became the tunnel of forgetfulness, not just for him, but countless other elders who were leaving Kashmir for unknown places for the first time in their lives." Courtesy: Dnaindia

ADB lowers India's growth forecast

Image for representational purpose only (Photo: economylead) Mumbai, Apr 1: With the failure of the government to push through the Goods and Services Tax and the Land and Labour Reforms, the Asian Development Bank has lowered India's growth forecast to 7.4 per cent from an earlier estimate of 7.6 per cent for the financial year ending March 31, 2017. "The potential growth of the country can be raised fur-

ther if it can successfully implement necessary reforms including unifying the tax regime, improving labour market regulations, and opening further to foreign direct investment and trade," said ADB Chief Economist Shang-Jin Wei. India is one of the fastest growing large economies in the world and will likely remain so in the near-term,

he said. The South Asian nation's gross domestic product is forecast to grow to 7.8 per cent for the fiscal year to March 2018, according to the latest Asian Development Outlook 2016 released. During the fiscal year ended March 31, 2016, a pickup in manufacturing, private consumption, and capital expenditure by the government helped offset a double-digit decline in exports. Imports contracted largely due to a sharply lower oil bill, while inflation remained broadly subdued on the back of lower global commodity prices, although there was a pickup in food prices in the second half. Measures to encourage more foreign direct investment resulted in a dramatic surge in investment, according to the report. Ongoing efforts to curb spending and increased tax revenues saw the government achieve its bud-

get deficit reduction target. After two years of decline, consumer inflation is likely to accelerate, fuelled by the salary hike for civil servants and a mild pickup in global oil prices, with inflation expected to average 5.4 per cent in the fiscal year ending March 31, 2017, rising to 5.8 per cent in next year. During the subsequent financial year, a weak global economy will continue to weigh on exports, particularly India's refined petroleum products, offsetting a further pickup in domestic consumption, due in part to an impending salary hike for government employees on the implementation of the seventh pay commission award. Public investment, though, will remain strong as the government taps savings from lower oil costs to boost spending, according to ADB. Strengthened public banks and corporate deleveraging will result in

an uptick in bank credit and boost private spending, including on infrastructure. As large economies show a mild growth rebound, ADB expects exports to recover. "With government policy actions in place, the business environment should improve." India still faces significant challenges to finance the infrastructure it needs to deliver sustainable growth, with funding requirements estimated at around $200 billion a year through 201718. Public banks' non-performing assets and an overleveraged corporate sector leave limited scope for more private investment in infrastructure and highlight the need for policy actions, according to ADB. In 2017-18, strengthened public banks and corporate de-leveraging are expected to result in an uptick in bank credit and boost private spending, including on infrastructure. (Agencies)

Possible solar shadow due to SunEdison bankruptcy risk Mumbai, Apr 1: The escalating fears of a possible bankruptcy at U.S. solar company SunEdison have cast a shadow in India. Industry representatives and analysts are concerned that the trickle down impact on its Indian arm may drag down the pace of growth in the solar energy sector. The U.S solar firm has not only a huge pipeline of solar projects in the country, but has also committed huge investments. The company is also known for its aggressive bidding on solar projects. In fact, this aggression is also cited as the principal reason for solar tariffs falling below Rs.5 per kWh. "Their pipeline was very big. They thought that the projects they were developing or buying from outside could be sold" to TerraForm, a renewable

energy consultant told The Hindu on the condition of anonymity. "As long as you keep rotating the money, it is fine. If something stops, all the problems shoot up. With the fall of its arm, SunEdison is in trouble, and it will definitely have an impact on Indian business," he said. It is also gleaned from sources that none of the projects that are bid below Rs.5 in the solar segment have achieved financial closure as yet. In January 2015, it entered into an agreement with Gujarat-based Adani group to invest up to $4 billion in a solar PV (photovoltaic) manufacturing unit. A few months ago, SunEdison said that it would execute close to 2 GW of projects during the next couple of years. Read against this backdrop, the warning from

Image for representational purpose only (Photo: si.wsj ) TerraForm Global , a listed arm of SunEdison that owns and operates solar farms built by the parent, has come as a shocker. It has warned that SunEdison had liquidity difficulties and and hinted at the possibility of going bankrupt. Also, it has said that SunEdison may not be able to perform some agreements

relating to projects in India. This has fuelled a big concern over its impact on the Indian arm and its business here. Pashupathy Gopalan, Head of Indian operations, SunEdison, was not available for comment as his office said he was travelling to the U.S. Though SunEdison's aggressive bidding made the

government and others happy as the solar tariff was falling, the model remained a major concern throughout the sector as many a serious player felt it was not a sustainable model. Even as the company's balance sheet was depleting, it continued its aggressive bidding in India, which, the industry analysts felt, was not a right approach. "Yes, everyone wants the solar tariffs to go gown, and that is good for the industry and people. But, there is a phase through which it has to move so that the industry takes that kind of a shock. It can't be too fast either," the industry consultant added. Unless the companies that were building the projects made money, the industry could not go forward. (Agencies)

Star India to commence Hotstar service overseas Mumbai, Apr 1: Star India plans to launch its online streaming platform Hotstar in other countries over the next few months, a senior company executive said. "This infant service is already becoming a product of habit in the country and now this year, we have set our sights on creating the first global media and entertainment product born out of India, when we take Hotstar to the rest of the world in a few months," Star India Chief Executive Officer Uday Shankar said, at the FICCI Frames event here. "While we are satisfied that Hotstar is the pioneer, we are aware that this is a trend that will get replicated again and again, very quickly," he added. Hotstar was launched in February last year and has been downloaded over 50 million times. He said more people watched the popular football tournament English Premier League on Hotstar

last year than on television. Even for cricket, Hotstar's watch time in the larger cities has now started to reach 50 per cent of television, he added. "I see an even more obsessive desire to protect the antiquated business models that we have painstakingly built over the years that technology and the youth are decimating like a bulldozer rolling over glass bottles," he said. Shankar explained that print companies found it difficult to make the transition to TV and almost all the digital successes generally come from companies that did not exist even a decade ago. "This is because these are companies and people who are not chained by their legacy businesses. Just imagine where businesses like Netflix, Twitter and Facebook were a decade ago and what global empires they have created in this short span of time," he added. (Agencies)

Mistakes every girl with long hair makes While plenty of girls would kill for waist-grazing strands, the ladies who do have Rapunzel-like locks could unknowingly be abusing them. Don't worry, it's not your fault - once your hair grows past shoulder level, it comes with a host of long hair problems! We give you a list of common mistakes all girls with long hair are guilty of making‌Try these solutions before you decide to cut it short, out of frustration. Read on to get the long, lustrous mane you've always wanted! Mistake #1: Constantly pulling it back into a ponytail When you have long hair, most of the time you just want to get it out of the way. The ponytail is every girl's go-to, whether you're working out or just want to get your hair off your face and neck in this heat. Tying your hair into a ponytail regularly, however, weakens the roots as your strands weigh them down, causing breakage. The Solution: A top knot is a great alternative that is easy and effortlessly stylish. In fact, it's a fabulous off-duty style for most celebrities. French braids or loose plaits are also great alternatives that look so cute! Mistake #2: Detangling Hair We know, when you have

long hair, it somehow gets tangled so damn easily! Your locks get knotted pretty fast and it can be quite a pain. Brushing your hair when it's either wet or dry to get rid of annoying knots can seriously lead to a lot of shedding, so what's a girl can do? The Solution: The best thing you can do is to use a wide toothcomb in the shower when you have your conditioner on. Once your strands are completely detangled, rinse it off. Also, try to not run your brush through your knots when your hair is dry without using a moisturizing product. Any detangling cream or regular serum is a must, before running your brush through your locks to avoid hair fall. Remember to start from the ends and work your way up. Mistake #3: Not Using Dry Shampoo Enough Who said dry shampoo was just for second or even third day hair? Yes, it's fabulous for when you don't feel like washing your hair, but it can also be used on just-washed locks. In fact, if you use hair spray on freshly styled/ blow-dried hair, you're damaging your mane. The Solution: Hair spray tends to be sticky and is very drying on our strands. Instead, you should use dry

Constantly pulling hair back into a ponytail is a major mistake (Photo: yimg)

shampoo right after you blow dry for some hold as well as for a bit of volume and texture. Mistake #4: Skipping On Oil When was the last time you oiled your hair? Our roots are prone to losing strength with our daily life and stress. Oiling gives that much-needed boost that your mane needs. The Solution: You strands need the extra moisture for strength and shine. Plus, massaging your scalp is the best way to stimulate circulation for stronger hair and to bring life to dull strands.

Mistake #5: Sleeping With Open Hair Most of us sleep with our hair loose and have never given it a second thought. But it's one of the main ways we're damaging our locks. All that twisting and turning against our pillow causes friction, leading to hair fall and frizziness. The Solution: This could be the reason behind your hair woes. So simply tie your locks into a loose bun or braid before hitting the sack. Using a silk/satin pillowcase is also a fantastic idea to prevent friction.

India got basics wrong in World T20 semis: Warne Mumbai, April 1: Pretournament favourites India got their basics wrong in Thursday's high-scoring semifinal against the West Indies and paid the penalty to make an early exit from the ICC World T20 championship, according to Australian leg spin legend Shane Warne. "I backed India for the title before the tournament, but yesterday they did not do their basics right. The couple of noballs and the dew cost them dearly," said Warne at a 'Monarch Cruise' function on Friday. India rattled up 192 for 2, their second-highest ever score in the tournament history but were flattened by newly inducted West Indies opener Lendl Simmons'

legend Shane Warne unbeaten knock of 83, after being caught twice off no-balls bowled by off spinner R Ashwin and medium pacer Hardik Pandya, who piloted them home to a seven-wicket victory with two balls to spare.

"Virat Kohli did so well yesterday. He's the best T20 player at No. 3 for me," said Warne about Kohli's unbeaten 89 which laid the foundation for India's big score. "I thought 192 was a good score, but in 20-20

anything can happen. When Chris Gayle was out (cheaply), I thought India will win. But credit to the West Indies and now I look forward to the final against England (April 3 in Kolkata)," added Warne. "I will have to look at the wicket and conditions in Kolkata before commenting," said Warne when asked who was the favourite for the title. Warne said he was not a man to say no to any proposition such as coaching the Indian team but presently his plate was full as a TV broadcaster and professional poker player. "I never said no to anything and India is a very talented team. But there are very few free days left in the year (because

of his various commitments). If you are not 100 per cent you should not say yes (to any proposition). If any opportunity comes about down the line I will think about it," he added. Former Australia speedster Brett Lee, also present at the function, said he was not free at present to take up a job like coaching a national team like India who are without a head coach after the exit of Duncan Fletcher of Zimbabwe and are currently guided by team director Ravi Shastri. "I love coming to India which I consider as my second home. But I am not sure whether I am ready as I am very busy right now," said Lee.

Simmons credits IPL experience as `success mantra` post Windies victory ANI Johannesburg, April.1 : After inspiring his side to the finals of the ongoing World T20, West Indies star batsman Lendl Simmons has said that his experience of playing for Mumbai Indians in the Indian Premier League (IPL) had helped him in smashing a match-winning knock during their sevenwicket victory at the Wankhede Stadium on Thursday. pitch well. Man of the Match Simmons, who played his first match of the tournament, smashed an unbeaten 82-run knock of just 51 balls and also stitched two important partnerships with opener Johnson Charles (52) and Andre Russell (43 not out) as the Caribbeans chased down the daunting target of 193 runs with two balls to spare.
