Thunderstorm hit many places of Golaghat Golaghat, May 1: Yesterday late night thunderstorm followed by heavy downpour hit many places of Golaghat district. As per the information around 11.30 pm winds began to blow and it became violent leading to disasters in Jamgudi, Nogoda, Dolojan, Falongani and many tea estate regions damaging more than 20 houses. Among the sufferers Mrinal Khatonia, Dilip Dutta and Udip Dutta suffered as wind blew off their roof tops. CM Pul condoles Itanagar, May 1: Chief Minister Kalikho Pul has condoled the death of one more person at Khonsa due to cyclonic storm early this morning at Khonsa. He express deep concern and sympathy for the bereaved family. The Chief Minister has announced an ex-gratia relief of Rs 4 lakhs to the next of kin of the diseased family and to the injured person as per norms.

It is reported that at around 3.30 am this morning due to cyclonic storm an ecylipotus tree fell in a kutcha house in club colony of Khonsa town and killed one person named Jubir Ahmed- 21years s/o Ali Ahmed and injured another person Md. Taslimuddin18years s/o Md. Aklashmuddin of Assam, both working as private labour. The injured person is admitted to District Hospital and his condition is said to be normal. The day long programme organized at the playground of Mangaldai Vidyapith began with the hoisting of the organizational flag by Saiyedur Rahman, president of the organization followed by unfurling of the special Red colour flag of International Workers' Day by journalist Mayukh Goswami and smriti tarpan jointly by prominent social worker Ramesh Ghosh and secretary of the organizing body Atul Kalita. World Laughter Day observed Shambhu Boro Tezpur, May 1 : The Tezpur laughing club today observed the world laughter day at Swahid Bakori here. Tezpur laughing club formed in 2009 under the aegis of senior citizen of historic Tezpur town Haren Nath and Rabin Sharma has been observing the world laughter day since it’s inception on every first Sunday of May. The club started with only two members now has 131 members which besides it’s organizational works also deals with social activities like providing financial help to the

poor and meritorious students and economically disadvantaged people of the society. It is to be stated here that World Laughter Day was created in 1998 by Dr. Madan Kataria, founder of the worldwide Laughter Yoga movement. Record says Dr. Kataria, a family doctor in India, was inspired to start the Laughter Yoga movement in part by the facial feedback hypothesis, which postulates that a person's facial expressions can have an effect on their emotions. The celebration of World Laughter Day is a

positive manifestation for world peace and is intended to build up a global consciousness of brotherhood and friendship through laughter. It is most often celebrated by gatherings of people in public places with the sole purpose of laughing. Its popularity has grown exponentially with that of the Laughter Yoga movement now counting thousands of Laughter Clubs in more than 105 countries. However, to mark the day, Tezpur laughing club organized a special function

Governor paid a surprise visit to the Police Check Gate

A Staff Reporter Itanagar, May 1: The Governor of Arunachal Pradesh Shri JP Rajkhowa, who is on the way to Mumbai via Guwahati by road for an official tour, paid a surprise visit to the Police Check Gate, Hollongi on 1st May 2016. The Governor, who was very impressed by the cleanliness around the Check Gate, which is maintained by the Police Personnel, was unhappy on the facilities and infrastructure. It was found that the checkpoint and reporting counter for checking ILP of visitors entering Arunachal Pradesh and also recording data of all incoming and outgoing vehicles, are in shabby state temporary structures. The barrack for the security personnel is in pathetic condition with cracks in the walls and rusted and perforated and half damaged tin roofing, which is likely to be easily blown away by cyclones and damaged by heavy rain and hailstones. It was also noted that there is a shortage in strength of security personnel as one Sub Inspector, an Assistant Sub Inspector have been monitoring the post and keeping vigil 24hours a day with 14 security personnel which includes 9 APP constables and 5 IRBn

Although, Hollongi Check Gate is one of the most frequent and one of the main entry points to the State, particularly for those coming to State Capital, there is no ILP issuing authority or office at Hollongi gate, like that in Banderdewa. It is devoid of toilets or washroom for visitors and tourists. The Governor felt that immediately washroom facility should be built up with provision of drinking and not waiting till launching of integrated check gate (ICG) proposal. He noted that the toilet used by the constables in the barracks is in devastated condition with cracks in the walls, no running water supply and also the old Indian style fittings in the toilets. He advised them to replace it with western style fittings to make it more convenient for old age people. There is no security fencing or wall around the compound except a small portion towards the eastern side. The Governor felt that proper security fencing around the check post covering the land space of the Government should be done on priority so that there is no attempt to encroach. The Governor hopes that the Chief Minister and State Home Minister, would issue necessary directions to the concerned authorities for plugging the loopholes and updating the Check Post by rectifying the deficiencies and also by providing facilities of hygienic washrooms with toilets and running water for tourist and visitors.

filled up at district level only. He informed that all departments have been issued directives not to fill up such posts directly at state level. The CM said that the state government would fully consider appointment on compassionate ground to the successor of the casual and contingency employees on the basis of their employability. Identifying that the auxiliary labour corps (ALC) have not been yet given a designated post, he informed that the state government would soon work out modalities on the matter. The CM lauded the contribution of ALCs in carrying loads to far-flung places in the state, since its inception into service 30 years back. To prevent out of turn promotions, he informed that the directives have been sent to conduct departmental promotion committee (DPC) twice

in a year. Such dubious means adopted to supersede seniors has demoralizing effect on the employee affecting their scope for promotion and for regularization, said the CM. In view of the meager wages paid to the casual and contingency workers, he informed that the state government would be provided free water, which would be extended to rural folks as well privately employed workers. Pointing out the poor hygiene in health institutions, the CM requested that the post of sanitary assistant and sweeper be left for those who are willing to do that job because it required cleaning human wastes, wastes from dead, postmortem etc. Since many appointed ones are unenthusiastic about their jobs, cleanliness and hygiene are seriously affected, said the CM.

12 gets life for Tripura murder Agartala, Mar 1 : A district court in Tripura on Saturday sentenced 12 men, said to be the members and supporters of the ruling CPI-M, to life imprisonment for murdering a Congress legislator and his associate 33 years ago. Additional District and Sessions Judge, west Tripura, Satya Brata Dutta pronounced the verdict in a jampacked court, convicting all 12 accused of murdering Congress legislator Parimal Saha and his associate Jitendra Saha on April 7, 1983. “The district court reopened the case recently after the Tripura High Court asked the lower court to complete the judicial process of the sensational murder case,” special public prosecutor Samrat Kar Bhowmik told IANS. He said that initially 24 people were charge sheeted but seven of them have since

died while one Mafiz Mia, a driver, absconded and five were acquitted. “The offenders would remain in jail until their natural death,” Bhowmik said quoting a Supreme Court judgement. Defence lawyer Raghunath Mukherjee said that a petition would be filed in the Tripura High Court soon against the judgment. The convicts, aged between 55 and 65, include a bank official and a government teacher. Opposition Congress and Bharatiya Janata Party separately hailed the judgement. Saha, the sitting legislator from Charilam assembly constituency in western Tripura, and Jitendra Saha had been allegedly hacked to death by CPI-M cadres and supporters, at Office Tilla under Bishalgarh police station on April 7, 1983. BG train service from Agartala by May 30: NF Railway Agartala, Mar 1 : New train services from Agartala, which found a place in the broad gauge railway map in March, could be introduced anytime before May 30 this year. The model code of conduct for the Assembly elections in Assam and the ongoing Parliament session have come in the way of introducing new train service from Agartala, a railway official said. State Transport Minister Manik Dey recently met Railways Minister Suresh Prabhu to know about the time for introduction of new trains from Agartala and later in the reply said he was aware about the project and would take appropriate steps once the Parliament session gets over. “Prabhu told me that appropriate steps would be taken only after the ongoing Par-

liament session is over,” Dey told reporters here today. Meanwhile, Chief Minister Manik Sarkar asked the Chief Secretary Y P Singh last Tuesday to take up with the Northeast Frontier Railway about the possible date for launching new trains. C hief Engineer of the NF Railway Harpal Singh had held a meeting with the Chief Secretary yesterday and intimated that it would be introduced any time before May 30 this year. “Due to model code of conduct in Assam, the BG train service cannot be started now. It could be flagged off any time by May 30 next,” Singh told reporters after the meeting. When asked about the landslide at Halflong in Assam, Singh said,”this kind of mishap does occur on the track. National Food Security Act launched in Imphal Sangaiprou (Imphal), May 1 (ANI): The much-awaited National Food Security Act (NFSA), 2013, was recently launched by Manipur Chief Minister Okram Ibobi Singh at a function in Sangaiprou, Imphal. The Chief Minister along with Deputy Chief Minister Gaikhangam and Consumer Affair Food and Public Distribution Minister L. Biren jointly flagged off the rice loaded vehicles to be distributed to Fair Price Shops (FPS). The function was held at the office of Manipur Consumer Affair Food and Public Distribution (CAF and PD) here. Speaking on the occasion, the Chief Minister said that the NSFA was passed by the Parliament in September 2013, but could not be implemented in maximum states, including Manipur, due to extra financial involvement in implementing the Act. He further mentioned that 84 percent of the total population is eligible for the Act as per 2011 census. To start with, 75 percent will be able to avail the benefit while the remaining others will be provided the benefits of the Act soon. The National Food Security Act (NFSA), 2013, aims at providing food grains at a

subsidized rate to the people of the country. “Ration card has been done mostly in the hill areas and in the valley also it has been done in some parts. It is under the process of distribution so as soon as the distribution will be done; the rice will be distributed because rice cannot be distributed in one or two days. The distribution of rice will take may be coming 15 days,” said M.H. Shah, Principal Secretary, Consumer Affair Food and Public Distribution. Under this provision, a consumer will get five kg of rice in a month at the rate of Rs. three per kg and flour at Rs. two per kg. The Antyodya Anna Yojana (AAY) card holders can avail 35 kg of rice per month. The scheme will cover 87 percent of the population. The Manipur Government has given top priority to the National Food Security Act (NFSA), 2013, and promised to work for the timely distribution of foodgrains. “To make available all the foodgrains for the public, the fair shop will remain open for a month. I don’t know the exact rate as of now, but I will distribute them with the same rate given by the government,” said Basera, a fair price shopkeeper.

Another bid to abduct students in city Shillong, Mar 1 : Two days after unknown miscreants’ unsuccessful bid to kidnap a student of Little Angel School in Mawbah, a similar attempt was made to abduct two students of the same school on Saturday. According to sources, said that the victims — Diksha Sunar and Rajni Biswa — students of class VIII, were standing outside the school after their examination when two boys forcibly pushed them inside a car.

Altogether, there were four boys inside the car and they took the girls to Rilbong area. They also threatened to harm the girls if they make any noise, sources added. The two young girls made good their escape from the car when the miscreants started taking alcohol near the jungle. The duo first came to Barapathar and narrated the incident to the grandmother of one of the students. Later, the general secretary of CSWO Evangeline Thabah was

Sources said that resigning from the post of Chairperson of Meghalaya Resource and Employment Generation Council was perhaps to avoid any complications during the filing of nominations. Prime Minister Narendra Modi Ballia (Uttar Pradesh), May 1 : Recalling his mother's agony and sacrifices, Prime Minister Narendra Modi on Sunday said that he chose Ballia to launch the Pradhan Mantri Ujjwala Yojana (PMUY) as the number of LPG's connections in Uttar Pradesh is lowest in this district. "This scheme launched today will benefit poor families and particularly poor women. The subsidy would be provided in the accounts of the women so that there is no corruption," said Prime Minister Modi. "I was born in a very small house, there were no windows. When my mother used to cook food on firewood, sometimes there would be such thick smoke that we were not even able to see our mother when she used to serve the food. This is why I can completely understand the pain of mothers and their children. I have gone through that," he added. Gunmen on camels wound 6 in Darfur camp attack Khartoum, May 1 : Gunmen riding camels shot and wounded six people in an attack on a camp housing thousands of people displaced by the brutal conflict in Sudan's Darfur, residents said today. The attack came late yesterday at the Kalma camp in South Darfur, one of the largest settlements of people displaced by the violence. "Militiamen on camels attacked the camp and began shooting... six people have been wounded," Abdelrazi Mohamed, a resident of Kalma told AFP by telephone, adding the incident occurred at around 9:00 pm yesterday.

Sources in the UN confirmed the incident but had no immediate details. Kalma, often described as the size of a small city, houses about 100,000 people displaced by the conflict in Darfur. The highly charged camp is awash with weapons and is a stronghold for representatives of multiple rebel groups. The camp has seen several deadly incidents over the years, including attacks that have caused multiple fatalities. The UN's independent expert on human rights in Sudan, Aristide Nononsi, said following a visit to Darfur last week that security there remained "fluid and unpredict-

able". He said internally displaced people "live in a state of insecurity due to the presence of various armed elements and criminality that occur within the region". Overall more than 2.5 million people have been displaced by the conflict in Darfur that erupted in 2003, and according to UN figures 300,000 have been killed in the conflict. The conflict broke out when ethnic minority rebels in Darfur mounted an insurgency against the Arab-dominated government of President Omar al-Bashir who is wanted for alleged war crimes in the conflict

Speaking to ANI, Congress leader Sachin Pilot also demanded a special audit of all the state funded institutions in Rajasthan by the Centre. "We demand that there must be special audit of entire state government funded institutions by a team send by the Government of India.It cannot be a lower level functionary or a doctor or maid who is suspended and government can then

The team shall investigate into the causes that led to the incident and also suggest public health measures to prevent such incidents in the future. Nadda on Sunday directed for a special five-member expert team to be sent to assist the Rajasthan Government to investigate into the causes of water and food contamination that are reported to have resulted in the death of 11 specially-abled persons in the state-run home of the state government at Jamdoli in Rajasthan. The five-member team will include a senior paediatrician, epidemiologist and microbiologist and will reach Jaipur today. The team shall investigate into the causes that led to the incident and also suggest public health measures to prevent such incidents in the future. Nadda stated that he has spoken to the Rajasthan's Health Minister who has informed that necessary measures to prevent such incidents in the future have been taken. The Union Health Minister assured him of all support. A detailed report in the incident is expected shortly, he added. The Rajasthan Government had earlier sus-

pended two deputy directors, one coastal superintendent, one caretaker and two doctors in connection with the deaths. Taking a strong exception to the episode, Rajasthan Chief Minister Vasundhara Raje has issued instructions for strict action against all government officials responsible for the incident. Raje, who held a highlevel meeting on this issue with Rajendra Rathore, state Social Justice and E m p o w e r m e n t MinisterArun Chaturvedi and Chief Secretary C.S. Rajan, said even senior officers, if found responsible, would not be spared. Eleven people with special needs, who were staying at a government-run home in Rajasthan's Jamdoli, were reported dead after allegedly drinking contaminated water. Another three children were admitted in critical condition at a hospital here. Meanwhile, the National Human Rights Commission (NHRC) has taken cognizance of media reports of death of children with special needs and issued notices to the Rajeled government. (ANI)

PM orders arrest of protesters who attacked lawmakers:Iraq Baghdad, May 1 : Iraqi Prime Minister Haider alAbadi today ordered authorities to arrest and prosecute protesters who attacked security forces, lawmakers and damaged state property after breaking into Baghdad's heavily fortified Green Zone to protest delays in reform plans. Al-Abadi's statement came a day after hundreds of angry anti-government followers of influential Shiite cleric Muqtada al-Sadr tore down blast walls and poured into the parliament building, exacerbating a long-simmering political crisis.

Yesterday, al-Abadi toured inside the parliament building, walking past damaged furniture. Videos on social media showed a group of young men surrounding and slapping two Iraqi lawmakers as they attempted to flee the crowd, while other protesters mobbed lawmakers' motorcades. Nikhil, 50, was hacked to death at his shop by unidentified assailants in Dubail area under Gopalpur upazila of Tangail district in broad daylight yesterday. Though the motive behind the attack was not clear, but the machete attack resembled the recent spate of targeted attacks on secular bloggers, writers and people of different faiths and ideologies killed in the country. According to the police, two to three assailants came on a bike and took part in the killing at around 12:30 p.m. yesterday. The police also said that Nikhil was jailed for several weeks in 2012 on charges of making derogatory comments about Prophet Muhammad. Police sources believe that this could be a possible motive behind his murder. State of emergency declared in Baghdad as protestors storm into Parliament Baghdad, May 1 : A state of emergency has reportedly been declared in Baghdad after the supporters of Shia cleric Moqtada al-Sadr stormed the country's Parliament yesterday protesting against the continuing deadlock in approving a new Cabinet. The unrest comes weeks after political turmoil in the region over Prime Minister Haider al-Abadi's efforts, replacing party-affiliated ministers with technocrats. The powerful parties in Parliament have refused to approve the change. The protesters gathered outside the heavily fortified green zone, home to ministries and foreign embassies, after crossing a bridge over the Tigris river. A security official said that all entrances to Baghdad have been closed as a precautionary measure to maintain the capital's security, reports the Guardian. In background interviews, multiple sources confirmed that Pakistan had been asked by the UN

about these trips. The internal investigations revealed that the North Korean officials had only visited Pakistan six times and the same was communicated to the UN. The Pakistani contention has been that a round trip by the Korean officials was counted by the UN panel as two trips and since they were travelling together, the figure was doubled and single visit was counted as four trips. "That's how they arrived at this figure of 28," explained a source having knowledge of the issue. Two diplomats, who visited Pakistan, were suspected. Pakistan had further told the UN that the

two were issued visas as part of normal diplomatic practice of granting visas to diplomats as both carried diplomatic passports and had been accredited by Iran. The Pakistani position had been that the Korean officials did not mention their affiliation with KOMID in their applications. The purpose of the trip stated by them in their visa application was visit to their embassy in Islamabad and the embassy's economic section in Karachi. The North Korean officials had also been travelling to the UAE, China, Singapore and Malaysia. (ANI)

India's Pluralistic Islam Under Siege Tobacco Free Kohima Smoke Free City' Nagaland's capital Kohima is now on its way to a greener AND healthier future. As on April 29, the city was declared smoke-free. According to the Joint Director of Health & Family Welfare Department of Nagaland, Nagaland has the second highest smoker population in the country, at 57%. "28% of school children are tobacco chewers, 14% are smokers and 41% of children buy tobacco products for their parents, relatives and elders. A tobacco product contains 4000 chemicals which destroy any part of the body and causes death to one million people in India every year. Many states and cities in India have been trying to reduce the consumption of tobacco. Chandigarh was the first city in India to fully implement the government's smoke-free laws. In 2007, the Chandigarh administration declared its smoke-free city status, making indoor places smoke-free as well as prohibiting smoking in outdoor spaces like parks, markets and other public areas. The movement was spearheaded by an NGO, Burning Brain Society, which put pressure on the Punjab and Haryana governments, asking for a status on the 2003 legislation that bans smoking in public places. After this, Kottayam in Kerala and Shimla followed suit. In 2010, Sikkim was declared the first smoke-free state in India, and in 2014 Himachal Pradesh became the second. According to the WHO Tobacco Free Initiative (TFI), about 11% of the world's population lives in smoke-free or tobaccofree nations. The 739 million people in these countries are protected by comprehensive anti-tobacco national laws. Another 210 million people (about 3%) are protected on a city-level. Tobacco use, including both the smoking and the nonsmoking forms of tobacco, is common in India. Tobacco use in different population groups ranges from about 15% to over 50% among men. Various studies done in Chandigarh, Delhi, Kanpur and Bangalore has shown the prevalence of "ever smoker" as 15.6%, with 28.5% among males and 2.1% among females. Vigorous anti-tobacco measures under the tobacco control programs yielded only a "quite" rate of 10%. Problem of smoking among adolescents is also increasing as ever smoking among the school-going youth of age 13-15 years reported on an average a prevalence of about 10% as a part of the Global Youth Tobacco Survey (GYTS). The smoking rates increase with age. Similar trends were seen in Chandigarh, with an overall prevalence of ever smoking as 26.0% (95%CI: 22.3%-30.1%) among youth (15-24 years) - with 37.2% among males and 8.7% among females. Prevalence of current smoking among males was 29.9% as compared to 5.6% among females.

Child Labour Biggest shame for India A growing phenomenon is using children as domestic workers in urban areas. The conditions in which children work is completely unregulated and they are often made to work without food, and very low wages, resembling situations of slavery. There are cases of physical, sexual and emotional abuse of child domestic workers. Child labour would remain the biggest shame for India as Labour Day is celebrated across India. Poverty and lack of social security are the main causes of child labour. The increasing gap between the rich and the poor, privatization of basic services and the neo-liberal economic policies are causes major sections of the population out of employment and without basic needs. This adversely affects children more than any other group. Entry of multi-national corporations into industry without proper mechanisms to hold them accountable has lead to the use of child labour. Lack of quality universal education has also contributed to children dropping out of school and entering the labour force. A major concern is that the actual number of child labourers goes un-detected. Laws that are meant to protect children from hazardous labour are ineffective and not implemented correctly. Government figures, which traditionally understate the problem, admit to there being 17 million child labourers in India. Unofficially, the figure is believed to be 100 million. Some industries - hand knotted carpets, gemstone polishing, brassware, glass, footwear, construction, textiles, silk, fireworks - are especially guilty of using child labour. They prefer children because they have deft fingers, they are not unionised, they can be bullied easily, and they cost a pittance. The working conditions often result in debilitating diseases. Millions of children around the world are trapped in child labour, depriving them of their childhood, their health and education, and condemning them to a life of poverty and want. Of course, there is work that children do to help their families in ways that are neither harmful nor exploitative. But many children are stuck in unacceptable work for children - a serious violation of their rights. The problem of child labor is a serious matter not only in India but also in other developing countries. It is great social problem. Children are the hope and future of a nation. This isolation from the reality of everyday society and religion has been one of the primary reasons Tablighi Jamaat has been to be named the "antechamber of fundamentalism." It is easy to fathom the conflict in a youth's mind when he or she is unable to come in terms with the socio-political reality of the world outside the jamaat. This mental unrest has in the past created terrorists like Kafeel Ahmed, one of the suspects from India in the foiled Glasgow airport attack. Similarly, Shehzad Tanweer and Mohammed Khan, who helped carry out the July 7, 2005 bombings in the London Underground, were prayer attendees at a Tablighi mosque in Dewsbury. There have even been reports that alQaeda used the jamaat's mosque in New Delhi for cover and shelter. Such associations, though alleged as circumstantial, float the idea that Tablighi Jamaat might be a fertile ground for terrorism in future. Tablighi Jamaat describes itself as an "apolitical" organization, a convenient way to brush off such allegations. Most religious outfits

Mohammed Nasser, a 23year-old computer engineer from Tamil Nadu, was apprehended in Sudan, from where he was planning to join IS in Syria. Nasser was an attendee at a TNTJ affiliated mosque. He is one among the many young followers of Jainul Abdeen, the founder of TNTJ and self-styled preacher. Similarly, the youths from Malvani, a suburban in Mumbai, who got disillusioned about their quest before departing for Syria, were regular attendees at a mosque run by Ahle Hadees Hind. This organization has been extremely vocal in promoting Salafi ideology and opposes polytheism vehemently; the infamous Salafi televangelist Zakir Naik has alleged links with Ahle Hadees Hind. Most of the above-mentioned organizations and countless others have been funded generously by Saudi Arabia. The funding has been conditional on not only spreading the Wahhabi school of thought, but also reducing Shiiite influence in the region. For years, the state has been run by those engaged in the gross misuse of water. In Maharashtra, they are called sugar barons, and they are large in number. As a result, the state has witnessed an unstoppable increase in the number of sugar cooperatives. As of today, Maharashtra is home to over 205 sugar cooperatives. Add to this around 80 sugar mills that are privately owned. Sugarcane is a water intensive crop and requires large amounts of it to be grown. However, it is a cash crop and hence, is preferred by farmers for cultivation. Maharashtra is the second-largest pro-

ducer of sugar after Uttar Pradesh. But, unlike the northern state, which has a vast river network, Maharashtra's sugarcane cultivation is in zones where water is extremely scarce. Government records tell us that just about 4 percent of farmed land in the state is under sugarcane cultivation. However, this 4 percent of land under sugarcane cultivation consumes as much as 71.5 percent of irrigated water, including that from wells. The state always knew this. But it never thought of stopping the mushrooming of sugar mills because they are either owned or controlled by the state's politicians. In an era where the entire world is anxious and worried about climatic changes, Maharashtra is

totally oblivious. It is yet to bring in concepts like water governance. Even now, it continues to use a rudimentary technique for supplying water flood irrigation - where an entire farm is flooded with water. Currently, the state government allots 70-75 percent of water in reservoirs for agricultural use, 10-15 percent for industry, and 10 percent for domestic use. No coincidence that water wastage follows the same pattern, with maximum waste in the agricultural sector. To top it all, the Bombay High Court has evicted the Indian Premier League from the State's cricket stadiums, giving the acute water crisis in parts of Maharashtra as the reason. They state that the Constituent Assembly deliberately refrained from imposing a Uniform Civil Code because the Assembly was aware of the differences in Muslim personal law. They insist that Muslim women already have adequate legal protection and cite legislation such as Muslim Women (Protection of Rights on Divorce) Act, 1986 in their defence. While it is important to respect the rights of religious and cultural minorities in a diverse and secular country like India, it is also critical to ensure that such practices do not abuse basic human rights. Triple talaqdiminishes the ability of Indian Muslim women to live with dignity. The prevailing practice instills fear and anxiety in the minds of countless Muslim women who experience even slight difficulties in their marriages. Arguments are common to all marriages and many experience a rough patch. However, divorce on the whims and fancies of men is a disgraceful practice. Since triple talaq has been abolished in 22 Muslim majority countries, it is difficult to see the need to hold on to it. Muslim personal law is in need of a comprehensive review. Perhaps, India can draw a procedure more suitable to its Muslim population by reflecting on the law in other Muslim states like its neighbours. In the last two weeks, officials of IDA Ireland, which is responsible for attracting and developing foreign direct investment in the European country, visited major cities and convinced almost 15 Indian firms either to set up base or expand the existing operations in the country. Currently, 30 Indian companies are operating in Ireland, employing about 3,000 people. Nearly ten years ago, there were only five companies. Ireland is home to Infosys, HCL, Wipro, Tech Mahindra, NIIT, TCS, Crompton Greaves and Zomato among others. "We have some of the world's best companies such as Google, Facebook and Twitter. Nine out of top 10 pharma firms are in Ireland. We are trying to get others too. Those companies that are willing to expand their global footprints should think of locating their units in Ireland," he said. ICICI Bank's net slashes 76 % as bad loans mount Chennai, May 1: ICICI Bank's net profit shrank 76 per cent to Rs.702 crore for the quarter ended 31 March 2016, the lowest quarterly profit in a decade, owing to a sharp rise in bad loans. The country's second largest private sector lender had reported a net profit of Rs.2,922 crore during the year-ago period. The lender's profit took a hit due to the Reserve Bank of India's asset quality review (AQR) which asked lenders to classify many loans as non-performing. "We have completed the review of classification of cases highlighted by RBI in the AQR. We continue to work towards resolution and reduction of exposure through sale of assets and deleveraging of corporate groups," said Chanda Kocchar, MD & CEO, ICICI

The bank reported a net interest margin of 3.37 per cent for Q4 as compared to 3.53 per cent in the previous quarter. The board has cleared the proposal to list its life insurance subsidiary, ICICI Prudential Life Insurance Company. "The intention is to file it (draft prospectus) this year," Mr Kochhar said adding that the lender will continue to be a majority shareholder in the arm. ENVIRONMENT DNA may hold the key to protect diversity on coral reefs Coral reefs are widely known for their stunning array of color, shape and forms of life, making them a model for extreme biodiversity. Hidden within the multitude of reef inhabitants, but no less important, is their genetic diversity-- variability in DNA that gives species the capacity for adaptation, speciation and resilience in the face of stress. Research published today by a team of scientists from the University of Hawaii at Manoa (UHM) School of Ocean and Earth Science and Technology, the University of California, Santa Barbara (UCSB), University of St. Andrews, and University of Melbourne discovered that large areas of intact coral reef with extensive live coral cover, not disturbed by humans or climate change, harbor the greatest amount of genetic

diversity. The team, led by Kimberly Selkoe, associate researcher at the UHM Hawai'i Institute of Marine Biology (HIMB) and UCSB, assessed genetic diversity from over 17,000 samples taken from 47 common reef-associated species across the Hawaiian Archipelago. With this work, the researchers uncovered a link between species diversity of an ecosystem and the genetic diversity encoded within the DNA of those species. Genetic diversity is linked to adaptive capacity, extinction risk of species, and the overall functioning of ecosystems, so conservation strategies often call for preserving areas of high genetic diversity. However, prior to this study there was little direct data to guide debates such as whether many

small versus one large marine reserve would be better to protect genetic resources. The study found that Papah?naumoku?kea Marine National Monument (PMNM) safeguards the majority of Hawaiian reef biodiversity, but populations in the Main Hawaiian Islands (MHI) are genetically distinct and warrant additional protection. "Management of marine resources should be based on the best available science, and this study underscores the importance of protecting large areas of coral reef habitat," said Randall Kosaki, NOAA's Deputy Superintendent of Papah?naumoku?kea. "Protecting biodiversity and ecosystem integrity is our primary goal." "Our study provides support for campaigns such as the Big Ocean Initiative, that seek to protect large

areas of healthy coral reef habitat," said Rob Toonen, research professor at HIMB and co-author of the study. "However, we also need a diversity of approaches to preserve marine biodiversity because one size simply does not fit all in conservation efforts." The researchers found that genetic diversity varies across the inhabited MHI, extending the argument for targeted protection of reefs throughout the MHI. Notably, Hawai'i Island has the greatest amount of coral reef area, harbors the greatest proportion of genetic diversity, and serves a unique, and particularly influential role due to its large size at the margin of the chain. Nihoa and Ni'ihau, which sit at the transition between PMNM and the MHI, also stand out and warrant future research and protec-

tion due to intriguing combinations of high genetic divergence and unusual fish composition. Genetic diversity is widely accepted as critical for adaptation to a changing climate. Although coral bleaching in Hawaii has been relatively rare over the past few decades by comparison to many other places in the Pacific, this stressor still exerts a large impact on the reef communities studied. Researchers found that areas which experienced the most frequent coral bleaching conditions also showed depressed levels of genetic diversity, not just for corals but for the entire community of fishes and other invertebrates associated with those habitats. The most ancient wolf lineage, known to science, has been listed as Critically Endangered in the National Red List. Now, an international research team, led by Madhu Chetri, graduate student at the Hedmark University of Applied Sciences, Norway, report the wolf from Nepal's largest protected area, thus confirming its existence in the country. that recent studies have already revealed that these wolves have split as a separate branch within the 'tree of life' so long ago that they are divergent from the whole globally distributed wolf-dog clade. Having undergone such an isolated evolution, the Himalayan wolf is considered of particular conservation concern. However, the populations are still suffering heavy mortality. As a part of their research, the authors conducted both formal and informal interviews with about four hundred local herders, livestock owners, nomads and village elite to find out more about the status of the human-wolf conflict, as well as their attitudes and perceptions.

As a result, they found out that the wolves are considered to pose a threat for the local livelihoods. They were persecuted and killed as a means of depredation. "These genetically distinct Himalayan wolves deserve special conservation attention, at the same time that the conservation of this species in a context of human-wildlife conflict is challenging," conclude the scientists.
